The development of the modern State and the growth of capitalism involves a complex process of interaction between cross-cutting structural dimension: first between politics and economics and, second, between market and hierarchy. Central to such developments are political economies of scale. Mineral specialization in the Third World developed within the framework of an international extension on oligopolistic structure of the advanced capitalist economies of Western Europe and North America. Up to the late 1960s, the world mineral and metallurgical industry was closely controlled by a handful of Western mining and industrial groups. To the extent that, foreign control of the mining sector was seen in the Third World producing countries both as the essence of foreign domination and as its major symbol. In some newly industrializing countries, the State took a more direct role in tying the economy and society together. Central to this process was the growth of large-scale finance capital. From early 1959to the mid-1970s, metal consumption in industrial countries expanded well beyond their domestic mineral endowments. And a free access to Third World minerals was a major element of the economic dynamism of these countries throughout that period. With the change in the characteristics of international investment, Africa has become less important as an outlet for capital exports of European countries. Actually, the African continent now receives only a very minor share of direct foreign investments of Western enterprises. International political economy is concerned first of all with the relationship between the economic and political domains across territorial boundaries. Second, attention should be drawn to the role of the State as the focus of decision-making in a system of competitive States, that is in turn, interdependent with a trans-national market economy in which mining and metallurgy are essential activities that affect the politics of the State, and how this in turn, rebounds on the politics of the international system. Understanding the role of the State must go beyond the glib pronouncements on the ?national interest?. How, and whose interest, the ?national interest? is determined, is precisely the problem. This implies a third theoretical problem that must be addressed: the linkage between the domestic and international domains (or levels of analysis), given that political-economic processes clearly cut across the lines of political decision-making constituted by the institutional structures of the State. Situating the State and economic interests within this vast ?state-society? complex that we call the global order will be a crucial problem for any theoretical approach that involves mining and metallurgy.

Gullies are the vital in-stope excavations that provide access for mining personnel and material to, and mined ore from, the producing faces in the tabular hard rock mines. They pose a serious problem in most mines because they induce stress orientations, which, combined with blast damage, produce adverse rock fracture patterns that contribute to the loss of hangingwall and sidewall integrity. Rock-related injury statistics confirm this by highlighting gullies as the second-highest risk area in South African hard rock mines. Inappropriate gully geometries, poor blasting practice, and non-adherence to accepted standards worsen the problem. The aim of this work is, firstly, to provide guidelines to select the correct gully geometry and appropriate support for a particular geotechnical environment and, secondly, to review the practical issues behind gully safety and stability. In order to meet these aims, this paper reviews the available literature on gullies and their history, and reports on an industry-wide survey of practices and opinions. Then it covers observations from underground visits to 107 gullies situated in the respective geotechnical environments of the Basal Reef, Beatrix Reef, Vaal Reef, Carbon Leader Reef, Ventersdorp Contact Reef, Kimberley Reef, Kalkoenkrans Reef, Merensky Reef, and UG2 Reef. Despite the differing geotechnical conditions and gully geometries, common problems are experienced with geological structure, stress, and fracturing. Results from numerical modelling are also presented to help analyse the underground observations and to quantify the merits of the different gully layouts. It is concluded that there are no new techniques available to improve gully stability, but that significant improvements in safety are attainable by employing the correct gully geometry for the geotechnical environment, good blasting practice, and appropriate support.

Bateman, like other engineering contractors, carries out or participates in many studies of potential projects in the Minerals Industry. This paper aims to explain the contracting approach to feasibility studies as practiced by Bateman, particularly where this differs from a traditional mining company approach. A brief description is provided of the usual phases of a project and the types of estimate needed to proceed from one phase to the next. Possible organizational structures involving different forms of association between owner, contractor and consultants are then outlined. The bulk of the paper then demonstrates that the cost estimates prepared stem directly from the mining plan, metallurgical process design and engineering design philosophy. The steps to be followed in order to prepare a credible estimate which accurately reflects the design constraints are described. The importance and the methodology of carrying out value engineering and of preparing contingency estimates based on a thorough risk analysis exercise are then discussed. Financial modelling techniques are described briefly. The paper concludes with short summary case studies of two recent investigations of potential projects in Africa.

The South African Coal Industry had its beginnings in the Eastern Cape in 1859 when coal was mined to satisfy the fledgling settlements in the Eastern Cape. The growth in the industry was relatively slow up to the early 1970s when, firstly, the export business was expanded coupled with a major increase in the quantity of coal converted to liquid fuels and utilized for power generation. To meet this increased demand the industry developed many new operations employing the latest mining technology and systems. Coal production in South Africa reached 204 million tons in 1996 and revenue from exports reached R8 billion making it the second-largest foreign exchange earner after gold. In his address Rick P. Mohring describes the role coal plays in the international energy scene and outlines South Africa?s position as a producer and consumer of coal, and the challenges facing the industry. A wide range of steam-coals are produced to satisfy both the local market (power generation, coal conversion and the metallurgical industry) and the export steam-coal market. South Africa is in a unique position regarding the export market as it is still a relatively low-cost producer and is geographically well-placed to play in both the European and Far East markets. There are, however, a number of challenges facing the industry. To retain our competitiveness in the international market, ways of minimizing the cost pressures caused by high-cost inflation, increased environmental protection obligations and a decreasing quality resource base need to be sought. Locally the coal mining industry has a major role to play in Eskom?s goal of reducing the real cost of electricity by 15% in the next three years. Safety and health, productivity and the adaptation of the latest technology are issues being addressed by the industry to maintain its dominant position within the South African economy.

This paper presents results of a feasibility study of recycling manganese furnace dust generated in production of ferromanganese and silicomanganese at Tasmanian Electrometallurgical Company, Australia. Dried manganese furnace dust contains about 20 wt% of carbon, in average 33.4 wt% of manganese and 1.3 wt% of zinc. Manganese in the dust is in the form of MnO, Mn3O4 and MnCO3; zinc is mainly in the form of ZnO andZnSO4. Analysis of the zinc balance with dust recycling showed that to keep zinc intake at the acceptable level, it should be partly removed from the dust. In the reduction laboratory experiments, zinc oxide was reduced to zinc vapour by tar of the dust. Reduction of zinc oxide started at 800°C and zinc removal rate increased with increasing temperature; removal of zinc was close to completion at 1100oC. Optimal conditions for removing zinc from the dust include temperature in the range 1000-1150°C, inert gas atmosphere and furnace dust fraction in the furnace dust-manganese ore mixture above 60%. In the sintering of manganese ore with addition of manganese dust in the sintering pot, zinc was reoxidised and deposited in the sinter bed. Removal of zinc in the sintering pot tests was in the range 4-17%. Up to 30% zinc removal was achieved from the bottom layer of the sinter bed. It can be concluded that zinc removal will be low during the processing of manganese furnace dust in the sinter plant. The zinc removal rate will be the highest when pelletised manganese furnace dust is added to the bottom layer of the sintering bed.

The study summarized in this paper focused on expanding existing South African mine closure cost calculation models to provide a new model that incorporates risks, which could have an effect on the closure costs during the life cycle of the mine. This research is important because currently there are a number of mines that do not have sufficient financial provision to close and rehabilitate the mines. The magnitude of the lack of funds could be reduced or eliminated if the closure cost calculation is done in a more risk-orientated manner. The model consists of an expansion of existing closure cost calculation models, by applying the Monte Carlo risk simulation technique to model influences of external and internal changes affecting closure costs. It is shown that the proposed risk-based model provides a way to understand better the implications of uncertainty on the closure costs.

The control of flotation plants is by no means trivial. Flotation is one of the most interactive minerals? processing operations. The interactive nature of flotation circuits results in oscillations of levels and hence of grades and recoveries. Also, poor level setpoint tracking and disturbances have negative influences on grades and recoveries. The result is an unstable plant with limited scope for optimization. An advanced controller, FloatStarTM, has been developed to provide tight control and to reduce the amount of disturbances in flotation levels. It has been shown on a number of plants that the system results in faster and better setpoint tracking, better regulatory control and faster settling times after start-ups and disturbances. The successful stabilization provided by FloatStar has made it easier to investigate the area of optimization on flotation circuits. Mintek has identified the need for a more meaningful set of setpoints or aeration rates to use as a basis for control than levels and have advocated flow control by looking after residence times. When the feed conditions change, the ideal solution would be an algorithm or strategy that finds the new optimum conditions rather than just having an unguided hunt from the previous point. A multivariable flow-optimizing algorithm, a new module in FloatStar, has been developed to calculate optimum level setpoints and/or aeration rates that will aim to optimize the residence times, mass pulls and circulating loads within a flotation circuit. This paper discusses the principles and application of risk assessment and management as the basis for environmental management within the mining industry. Unlike in other industries, mines are required to obtain closure certificates in terms of section12 of the Minerals Act, which should ultimately release them from further environmental responsibilities. It is emphasized that the concept of environmental risk assessment and management, when applied correctly will mean that the mine will be identifying and managing environmental issues beyond those set by current legal requirements and management strategies. The focus shifts from conventional minimum legal compliance management to management of real environmental risks. The advantage of this approach is that the perceived ?shifting of legal and management goal posts? due to changing environmental laws or management principles, will not influence or dictate the mine?s short or long-term management objectives or actions, mine closure funds can be more accurately determined and mine closure should become a relatively simple procedure. The risk assessment approach has been applied to the planning of mine closure at Iscor?s Durban Navigation Collieries (Durnacol) in Kwa-Zulu Natal and certain key risk issues such as the long-term risk of water pollution from coal discard dumps have already progressed to fully quantitative risk assessment. This paper will discuss the process, which has been followed to date, with particular emphasis on the most recent phase, namely quantitative risk assessment and management of pollution from coal discard dumps. It is believed that the approach that is being pioneered at Durnacol and which overcomes some of the more obvious deficiencies of both the EMPR and the traditional IEM process will ultimately serve as the model for all responsible mines in South Africa. It is also believed that this approach will enable the authorities to issue closure certificates with the confidence that there will be no unforeseen surprises in the years after closure.

The quality of Pregnant Leach Solution (PLS) at Skorpion Zinc is of utmost importance for efficient operation of the Solvent Extraction (SX) Plant. Suspended solids in the PLS forms CRUD in the settlers, resulting in reduced zinc transfer capacity and increased impurity carry over to Electrowinning. The Ishigaki Fibre-Wakishimizu filter (fibre media rapid filtration equipment) has been identified as polishing filter that potentially could remove solids from the PLS of Skorpion Zinc. A pilot unit with 20m³/h capacity was tested on site over a period of 9 months under plant operating conditions in the refinery. The FW filter produces a clear filtrate, acceptable for the Solvent Extraction. Turbidity is improved by 72%. Gravimetric analysis indicates a 47% removal of solids. However, the gravimetric method is biased by a co-precipitation of saturated salts during the analysis. Filter media is blinded by the Skorpion Zinc PLS solution, as result of suspended solids and process chemistry. The media could not be regenerated to acceptable conditions. Further testwork to investigate the impact of process solution chemistry modification on blinding is undertaken. Based on the outcome of this investigation a final decision on the FW filter can be taken.

Mintek developed the MinataurTM leach-solvent extraction-precipitation technology as a cost effective, easily operated alternative to conventional gold refining processes. The technology was first commercialized at the Harmony Gold Refinery in 1997 to produce 99.99 per cent gold product and has subsequently led to development of various value-addition steps including the casting of various investment bars, gold wire drawing and gold potassium cyanide powder production. In addition to refining gold to high purity, if an appreciable amount of silver is present in the feed material it is also refined to 99.99 per cent purity. The major advantage that the Minataur? technology has over other gold refining processes is the relatively low gold lock-up and reduced operating costs. The operating cost1as at April 2001 for the expanded Harmony refinery (24-ton per annum gold production) was approximately half that of conventional smelting and toll refining. The extractant employed for solvent extraction is relatively cheap and highly selective for gold, making the technology attractive in situations where significant quantities of platinum group metals or base metals are present.

The processes by which particles and bubbles interact capture many of the central concepts of colloid science and hydrodynamics. This area of research embraces hydrodynamics, interfacial(including capillary) forces, particle and bubble behaviour and solution chemistry. In this review, we discuss collision, attachment and stability efficiencies. We deal with the identification of a flotation ?domain?, the deformation of a bubble surface upon interaction with a solid surface, the kinetics of three phase contact line expansion and the determination of attachment efficiencies through to the direct measurement of bubble-particle interaction forces. We have recently carried out a test of collision theory where the latter embraces both inertial and centrifugal forces. The real challenge is now to quantitatively describe the behaviour of real systems and to incorporate a reliable description of the behaviour of particles in flotation froths. The approach described is very robust when applied to flotation, both from qualitative and quantitative points of view, providing an intellectual foundation for understanding this complex process in separation science and technology.

Silicon Smelters consumes more than 80000 t/a of wood-derived charcoal as carbonaceous reductant in the production of silicon metal. More than 10% of this material is discarded as fines (<6 mm) generated due to abrasion during processing. Charcoal fine residues (<650 μm) and polyvinyl alcohol (PVA) binder were used in this study to produce mechanically strong charcoal briquettes for metallurgical application as carbonaceous reductant. The PVA binder was added in mass percentages of 1, 3, and 5 wt% to the charcoal fines. The compressive strength, abrasion resistance index (ARI), drop shatter resistance (SRI), and water resistance index (WRI) were measured as functions of curing for up to 7 days under atmospheric conditions, and the results compared with metallurgical grade coarse charcoal. The ash content of the produced briquettes was found to be high (6.6–8.0%) compared with the coarse charcoal (1–3%). The 3 and 5 wt% PVA-bound briquettes were found to be the strongest, with compressive strengths of 40 and 115 kg/cm2 respectively, with WRI values of 75 and 73% respectively. The produced briquettes were found to have lower ARI and SRI values compared to the coarse charcoal. Future work should include beneficiation of the fine charcoal discards prior to briquetting, and an increase in binder addition to above 6 wt% to improve the ARI and SRIn.

Underground mining gives rise to geotechnical hazards. A formal geotechnical risk assessment can help to forecast and mitigate these hazards. Frequentist probability methods can be used when the hazard does not have many variables and a lot of data is available. However, often there is not enough data for probability distributions, such as in the case of new projects. The risk assessment is often subjective and qualitative, based on expert judgement. The purpose of this research is to present the use of Bayesian networks (BNs) as an alternative to existing risk assessment methods in underground mines by combining expert knowledge with data as it becomes available. Roof fall frequency forecasting using parameter learning is demonstrated with 1141 sets of roof fall data across 12 coal mines in the USA. The prediction is nearly identical for individual mines, but when multiple mines are evaluated it is difficult to find a single best fit distribution for annual roof fall frequency. The BN approach with TNormal distribution was twice as likely to fit the observed data compared to the Poisson distribution assumed in the past. A hybrid approach using BN combining multiple probability distribution curves from historical data to predict annual roof fall is proposed. The BN models can account for variability for multiple parameters without increasing the complexity of the calculation. BNs can work with varying amounts of data, which makes them a good tool for real-time risk assessment in mines.

Computer Integrated Mining (CIMG) is a process of using computer networks to transform islands of enabling technologies into a highly interconnected mining system. CIMG involves the integration of advanced technologies at various levels in the mine business to achieve higher flexibility, better quality of processes and control, and improved profitability. Justifying the benefits of CIMG are difficult as many of the advantages are derived from improved flexibility, quality, and control. Justification is based on the evaluation of the benefits to be gained, compared to the required capital investment. Management tools used in mining are currently inadequate in assessing the value of advanced technology whose benefits are primarily qualitative. A key aspect of successful implementation is management acceptance, which has to be won through the capability to justify the technology?s financial costs and the true value of all of its benefits. The manufacturing industry faced similar justification difficulties when adopting advanced technology in factories. A significant amount of funding and research was invested in developing management strategies and approaches to justification. Many of the problems that faced the transformation of the manufacturing industry in the late Eighties and early Nineties are now facing mining. The solutions derived for manufacturing may help mining in its transition to an increased reliance on integration technology. Reviewing the industrial history of computer integrated manufacturing identifies several tools and strategic frameworks that can be adapted for mining. Mining up to depths of 5 000 m would be a world first and, accordingly, no previous experience in the determination of acceptable heat stress limits, criteria or indices is wholly applicable. However, some South African gold mines are already operating at depths beyond 3000 m and much of the knowledge gained in reaching and working at such depths will be helpful in making adequate provision for acceptable environmental control at the greater depths being contemplated. Accordingly, it is necessary to take cognisance of the industry?s experience in deep-level mining and of standards and regulations already established in South Africa and elsewhere in order to ensure acceptable working conditions and control standards, that compare favourably and defensibly with those in other mining industries. The local and international use of heat stress limits, criteria and indices were investigated as it was necessary to determine to what extent any other indices, limits or criteria would be applicable to South African deep mine conditions. In addition, it was necessary to establish whether there was a single heat stress index that could be used for South African ultra deep mining conditions. It was found that an appropriate combination of heat stress indices would be required in planning for and ultimately controlling thermal conditions in ultra-deep mining. The depths being contemplated and the concomitant potential heat hazard present too great a risk for reliance on a single environmental component of heat stress, such as wet-bulb temperature at present in common use locally. The study recommends that a heat stress index, preferably Air Cooling Power (ACP), be used to design an ultra deep mine?s ventilation system and that wet-bulb temperature be used to monitor and control the system once it is implemented.

Billiton Process Research has carried out extensive research over the past four years to develop new process technology using bioleaching for extraction of copper and nickel from their sulphide concentrates. Continuous pilot scale and laboratory batch testwork has been carried out with adapted mesophile bacterial cultures at40°C?45°C, moderate thermophile cultures at 50°C?55°C and thermophile cultures at 65°C?85°C. Pilot scale work has demonstrated the commercial viability of mesophile cultures for bioleaching of secondary copper sulphide and nickel sulphide concentrates. Moderate thermophiles offer benefits in terms of reduced cooling requirements for commercial reactors and, in the case of bioleaching of nickel concentrates, some selectivity over bioleaching of pyrite. Continuous pilot scale testwork has shown that thermophiles achieve efficient bioleaching of primary copper sulphide and nickel sulphide concentrates, giving much higher recoveries than achieved by bioleaching with a mesophile or moderate thermophile culture.

Like it or not, CPD is upon us. As from 1 January 2006, all registered engineering professionals, i.e. professional engineers, professional engineering technologists, professional certificated engineers and professional engineering technicians, were required to undertake CPD in order to keep their professional registration current. The rules regarding CPD have been gazetted under Government Gazette No. 28328, Board Notice 131 on 23 December 2005, and they also appear on the ECSA website?www.ecsa.co.za. For the convenience of our members they are reproduced in full in this issue of the SAIMM Journal.
