Mining is important to the economies of both Tanzania and Namibia. Recently, both nations revised their national mineral policies to ensure future economic benefit. The main difference in the mineral policy-formulation processes followed by the two countries is identified as the degree and timing of stakeholder involvement during the articulation process. In the case of Namibia, the stakeholders were involved from the start in identifying issues and in suggesting policy solutions. In contrast, the Tanzanian process involved stakeholders after a framework had been developed by a task team. The Tanzanian emphasis was on attracting foreign investment into a traditionally state enterprise system of mineral investment and development. One can argue that the policies developed met the initial requirements, and both are, therefore successful, despite the different processes of policy formulation that were used. However, several fundamental questions arise as a result of the two approaches. This paper attempts to answer these questions by providing a comparison of the processes used for developing and formulating the mineral policies of Tanzania and Namibia. It concludes that the Namibian consultative process is perhaps more sustainable in the long-term because of its wider public support. Time will tell which of these policy-formulation processes provides a basis for sustainable economic growth for developing mineral economies.

A new type of bit, that has been developed and is being evaluated, shows great potential in expanding the range of rock strength that can be cut by continuous miners and roadheaders. This new style of bit is called the frustum. The tools tested in this program were developed, manufactured and patented by Briese Industrial Technologies, Inc. The frustum derives its name from the unique geometric shape of the cutter, or cutting insert. The frustum shape cutting tool has previously been proven as an effective cutting tool for machining metals, metal matrix composites and polymers. The frustum rock bit has a very dense carbide frustum shape tip mounted on the end of a steel body similar to the conical bits typically used on continuous miners and roadheaders. In between the carbide frustum cutting tip and the steel body there can be a bearing that allows the frustum to rotate around the bit axis. When the bit is forced into the rock at a skewed angle, the frustum tip rotates as it travels. This rotation greatly reduces the cutting forces acting on the bit when compared to the current state of the art conical drag bits. This cutting force reduction, derived from the frustum’s cutting action, allows for much harder and more abrasive rock to be cut without quickly wearing out the bit. Full scale laboratory cutting tests have been performed with the frustum bit in direct comparison to the current state of the art conical bits. Field trials of the frustum bit are currently being planned. Test procedures, results and findings are presented.

The large proportion of gangue minerals present in platinum bearing ores in South Africa provides challenges to the flotation and down stream processes. In order to take effective measures to reduce their recovery in flotation an understanding of the mechanisms and factors influencing their behaviour is needed. Typical gangue minerals are pyroxene, feldspar, quartz, chromite and talc. Of these, talc is a naturally hydrophobic mineral and although it is present in relatively small quantities, it has a disproportionate effect as it has a strong froth stabilizing effect, increasing the recovery of other gangue minerals by entrainment. Talc recovery is effectively reduced with the addition of polymeric depressants. Although the other gangue minerals are assumed to be hydrophilic and their recovery by entrainment is expected to follow the water recovery, there is some evidence that they may be activated by the typical reagent suites used. Reagents such as copper sulphate, added as an activator, and collectors are used to selectively induce hydrophobicity on the sulphides. It has been shown that some of these gangue minerals can be activated. This research work investigates whether inadvertent copper activation is mineral specific and evaluates the mechanisms and factors affecting the reversal of activation with the addition of the depressants using electrokinetic measurements, adsorption and microflotation tests. Results are presented that show that the selected minerals do respond differently and that the reversal of activation is dependent on mineral type, depressant type, dosage and ionic strength of the electrolyte.

If an orebody has been drilled to achieve some level of regulatory compliance, then a number of associated geological databases will exist, representing 10 000 to 100 000 m plus of core intervals. The databases usually contain data about assays, lithology, mineralisation and geophysical attributes. They will also include location information such as collar positions and downhole surveys. Obviously this data is collected by geologists for, predominantly, geologists and mining engineers. However, from a process design viewpoint process engineers usually ignore the geology where possible and rely on a small number of metallurgical test samples. Typically these test samples are sourced from convenient and available cores or from a small number of specially drilled metallurgical holes. One of the worst instances known to the author was the design of a SAG mill using only two SAG specific test results (one for each of the major ore types) while, geologically, the orebody was defined by more than 30 000 m of drilling. This paper sets out a philosophy to maximise the use of the geological data, both for process design and in preparation for the commissioning phase of projects. Geological data is used in the identification of preferred locations for metallurgical test samples, for checking the metallurgical validity of the geological ore-type definitions, where necessary developing new ore-type definitions (geometallurgical domains) and developing mathematical relationships for the estimation of important metallurgical factors across the geological database. If the estimation of factors (for example ore competence) is considered reliable enough then there is also the possibility of feeding calculated data back into the block modelling process to allow the generation of metallurgically relevant outputs in the mine plans.

When a mine decides to construct surface structures close to, or on undermined ground, it is required in terms of the regulations of the Mine Health and Safety Act to obtain permission from the Department of Minerals and Energy (DME). Apart from the legal requirements, the stability of the structures is crucial as damage to the structures due to surface movements could result in loss in life, equipment and/or production. This paper deals with the rock engineering aspects of a study that was conducted on one of the chrome mines in the Bushveld Complex (BC) involving the construction of plant structures on shallow undermined ground. The paper addresses the legal requirements and guidelines regarding ground stability of surface structures placed on undermined ground and the assessment of the undermined area with regard to the following: ?sources of potentially damaging surface movements ?safe mining spans ?stability of the pillars ?effect of the loading of plant structures on underground stability. Due to the irregular layout and geometry of the pillars in conjunction with a changing surface topography, numerical analysis and not the conventional tributary area theory was used to determine the imposed loads on the pillars. In order to subject the plant structures to minimum movement, the plant should be located in areas where the pillars would remain stable, the elastic deformation of the hanging wall is minimized and hanging wall failure extending to surface is unlikely to occur. The study indicates that although the depth of undermining is shallow (between 27 m and 60 m), potential damaging surface movements are not anticipated due to the stability of the pillars, competent nature of the overlying strata and negligible effect of the plant structure loading on the underground stability.

GENERAL BUSINESS The Chairman reminded members of the forthcoming visit by the Branch to the Dudfield Works of the Anglo-Alpha Cement Company, to take place on Wednesday 16th April. TALK ON ROCK MECHANICS The Chairman called upon Mr J. W. Wilson to address the meeting on the subject of the practical applications of rock mechanics to mining. Mr Wilson used a slide projector to present his subject in a most interesting and instructive manner which eventually resulted in much useful discussion taking place. The Chairman then called upon Mr A. von Holdt to thank the speaker. CLOSURE After thanking the speakers, the Chairman thanked members and visitors for their attendance and closed the meeting at about 10 p.m., after which refreshments were served.

Gladstone Pacific Nickel Limited (GPNL) is proposing to develop the Marlborough nickel deposit in central Queensland and the Yarwun Refinery in Gladstone, Australia. The project proposes to connect the two sites with a DN 500, single pump station slurry pipeline, transporting up to 4 Mtpa of nickel laterite ore as slurry 180 km from Marlborough to Gladstone. Slurry viscosity is a key parameter influencing pipeline design. Not only is the slurry viscosity relatively high, requiring pumping at low concentrations, around 30% by weight, but the viscosity (yield stress and plastic viscosity) increases with shearing or agitation. It is argued that the viscosity changes can be analysed in terms of total energy input, including energy input during grinding. The slurry viscosity is therefore expected to increase along the pipeline and the pumping concentration must be low enough such that the increase in yield stress does not cause transition to laminar flow towards the end of the pipeline. The base viscosity of two ore types is determined using a rotational viscometer for minus 212 micron slurries. Viscosity variations with ore particle sizes of d99 212, 425 and 600microns are investigated. For each of these particle sizes the expected increase in viscosity during pipeline transport is simulated on a laboratory scale by agitation with a turbine mixer in a baffled container to give the same equivalent unit energy input as will occur in the pipeline. Tests were also conducted on the d99425 micron slurry in a 2.7 metre diameter DN 200Wheelstand, rotated for the 23 hour transit time and at a similar relative velocity as in the pipeline. Based on the Wheel stand test results the yield stress is expected to increase by a factor of 3.1during pipeline transit. The preliminary design allows for a reduced pumping concentration to accommodate this increase in yield stress towards the end of the pipeline.

"The University of the Witwatersrand presents an accredited four-course training programme for community relations practitioners (CRPs). Between May 2013 and October 2014 six courses were facilitated for 145 participants, of whom 82% were from sub-Saharan Africa, 62% worked in mining, and 58% worked directly with communities. Thematic analysis of the comments of course participants collected during course exercises found that there were a set of coherent drivers for resilient companycommunity relationships, but that the restrainers to resilient relationships were often context-specific and dominated by politics. CRPs reported facing as many difficulties in the internal company environment as in the external environment. These findings for CRPs in Africa resonate with those worldwide.InroductionMuch has changed in how the extractive industry responds to social and community issues. There has been a growing prioritization of community-related issues within the extractive industry globally (Kemp, 2010; Tatar, n.d.). According to Kemp (2010) this can be attributed partly to escalating pressure from local-level stakeholders to push mining companies to take greater responsibility for the social, economic, and environmental impacts of mining. Securing and maintaining the social licence to operate is ranked fourth in terms of the top risks facing the mining and metals industry in 2016, up one place from 2015 (Ernst & Young, 2016).Conflicts between local communities and large-scale mining companies arise because of the social, environmental, and economic impacts of mining. Worldwide, large-scale mining companies have a poor reputation amongst communities, including those in Africa (Gilberthorpe and Banks, 2012; Kemp and Owen, 2013a; van Wyk, n.d.). For mining companies, conflicts for whatever reason, result in loss of productivity, lost opportunities, lost time, and adverse impacts on reputation (International Council on Mining and Metals, 2015). Conflicts also have a significant financial impact on mining operations (Franks et al., 2014). Davis and Franks (2014), estimated that US$10 000–50 000 is lost each day when a project is delayed during the exploration phase, and about US$20 million per week when in operation. Today these costs could be expected to be higher due to increasing input costs."

Although the De Beers group has a long history of placer mining on land, the group only became actively involved in deep water marine diamond exploration and mining in1983 with the formation of De Beers Marine. Full-scale commercial mining commenced around 1991. Since then, the group marine mining capability has grown into a formidable fleet of 8 large deep water (>70 m) mining vessels, as well as other special purpose geo-survey platforms. Marine diamond production by the group is expected to be just short of 1 million carats in 2006. DeBeers operates across the entire value-chain spectrum from geology and geo-survey, through sampling to mining, and finally ore processing into high value concentrate. Supporting these operations involves significant service activities such as maintenance, security, logistics and environmental management. Specific challenges exist in terms of developing or acquiring appropriate technology for marine mining. These challenges have resulted in DeBeers operating extensive in-house R&D and projects departments, as well as drawing extensively from technology partners. An array of computational and test facilities are also available to support R&D and projects activities. Hydro transport in various guises is key to the current approaches to marine mining and ore processing. Use is made of airlift and centrifugal pumping for hydraulic hoisting of very coarse gravel, while splitters, launders, dewatering, elutriators, jet-pumps, centrifugal pumps, dense medium circuits, pipeline systems, and instrumentation for coarse abrasive particles are used extensively in the ore processing plant.

Because geostatistics together with block modeling has not been studied in detail before in the rock mechanics, a two-year research program to investigate the practical use of geotechnical modeling was started in Finland in 1999. According to research work results block modeling gives good estimate of overall rock mass quality but it can not identify individual structures like faults and narrow weakness zones. Weakness zones and faults should be mapped from drill cores, surface mapping, geophysical methods etc. and manually generate 3-D structural model. Rock mechanical 3-D modeling can be used for preliminary stope dimensioning and preliminary reinforcement design. Detailed design needs rock quality mapping from drifts during excavation work. La géostatistique associée à la modélisation par blocs n'ayant pas été étudiée en détail jusqu'à présent dans la mécanique des roches, un programme de recherche sur deux ans visant à examiner l'utilisation pratique de la modélisation géotechnique a été lancé en Finlande en 1999. D'après les résultats des travaux de recherche, la modélisation par blocs donne une bonne estimation de la qualité générale de la masse rocheuse mais elle ne permet pas d'identifier les structures individuelles comme les failles et les zones géologiquement dégradées étroites. Ces zones et failles devraient être cartographiées à partir de carottes de sondages, d'une cartographie de surface, de méthodes géophysiques, etc. et générer manuellement un modèle de structure 3D. La modélisation mécanique des roches en 3D peut être utilisée pour un dimensionnement de la chambre et un plan d'armature préliminaires. Un plan détaillé nécessite l'élaboration d'une cartographie de la qualité des roches des galeries lors des travaux d'excavation. Da man früher Geostatik und Block-Modellieren in der Gebirgsmechanik nicht detailliert untersuchte, wurde 1999 in Finnland ein zweijähriges Untersuchungsprogramm in Angriff genommen. Aufgrund der Untersuchungsergebnisse ergibt das Block-Modellieren eine gute Beurteilung der gesamten Gebirgsmassenqualität, kann jedoch einzelne Strukturen wie Verwerfungen und kleine Schwachzonen nicht identifizieren. Schwachzonen und Verwerfungen müssen demnach aus Bohrkernen, oder mit Hilfe von Oberflächenkartierung, geophysischen Verfahren usw. ermittelt und danach ein 3-D-Strukturmodell manuell erstellt werden. Felsmechanisches 3-D-Modellieren ist für die vorbereitende Abbaudimensionierung und für die vorbereitende Bewehrungsplanung verwendbar. Ein detaillierter Entwurf benötigt die Kartierung der Gesteinsqualität aus den Gesteinsstrecken während der Ausbrucharbeiten.

While the refractory lining contains the process on a steady-state basis, the tap-hole must provide a channel for transport of molten materials at discreet intervals, with thermal cycling as routine. The tap-hole introduces a discontinuity in any lining, and this fact can lead to failure in the region around the tap-hole before general lining failure occurs. Hence there is a need for a rapid and reliable tap-hole repair technique that can be readily implemented in conjunction with all types of linings. The UCAR®V Repair supplied by GrafTech is a durable solution capable of repairing all types of lining designs and has been extensively utilized in the ferroalloy industry. More than 20 UCAR®V Repairs have been successfully performed in South Africa alone. This paper describes the system in general and reviews recent repairs and their unique challenges.

SYNOPSIS This paper describes the size reduction of limestone smaller than 1 mm by attrition grinding, using quartz (1 to 3 mm) as the grinding medium in a laboratory rig. The ore and grinding medium were closely sized fractions, and the particle size of the grinding medium was at least three sizes larger than that of the ore. Batch tests showed that the size reduction of the feed followed two first-order rate processes: one for an apparently fast-breaking ore fraction, and a slower one for most of the ore (86 per cent). The production of fines (material smaller than 10 µm) followed a zero-order rate equation. Continuous runs showed that the process could be modelled as a perfectly mixed system provided that the discharge screen did not selectively retain coarser particles of ore. The ratio of medium to ore (both by mass and by volume) was found to have a significant effect, the most energy¬efficient grinding occurring at ratios between 1 and 2. The solids content of the slurry also had a significant effect, the greatest efficiency being obtained at 50 to 65 per cent solids (by mass). Within these energy-efficient ranges of medium-to-ore and solids content, the lower values resulted in maximum feed breakage and the higher values in maximum fines production. The most important factor in the breakage of feed was the difference in the particle size of the grinding medium and the ore; the amount of ore broken out of the feed size for a given energy input was found to increase linearly with the difference between the size of the grinding medium and that of the ore up to 2 mm. The production of fines increased similarly, but only up to a difference of about 1,2 mm, when it levelled off at about 5 kg/kW ? h. The mechanism proposed for attritioning is mainly the abrasion of 1 µm planes of limestone along the crystal axes, with some fracturing along existing lines of weakness. The energy consumption of nearly 200 kW ? h per ton of product smaller than 10 µm appears to be higher than that in other types of milling. It is concluded that the value of attrition milling lies in its selectivity; in this work, only the softer limestone and virtually none of the hard quartz grinding medium was comminuted.

S. J. Venning (Member): The authors should be congratulated on producing such concise data from the plethora of experimental report results. Their observations on the cost of liners calls for some comment however, as the really unique feature about liners in South Africa is that they can be obtained so cheaply. Attention has been focussed on the 1961 cost of white iron at R50 per ton for chill cast block liners while manganese steel liners are reported as costing as much as R250 per ton. The former are however, a relatively heavy, simple casting with a low labour content and reasonably high percentage productivity, made from metal melted in a cupola. The capital investment to produce this type of casting is low compared with that required to produce manganese or other alloy steels. The chill cast liner block is always a production item and is cast in a permanent mould. Almost all manganese mill liners, except perhaps small aperture screens, are sold for considerably less than the R250 per ton quoted by the authors. Where a price of this nature is asked it would be because the design of the casting demanded is complicated or leaves little metal to carry the labour and other costs of production. White iron in Canada was then quoted at about R150 per ton, but as Ni-Hard gave a life of at least two to twoand-a-half times that of white iron, it was a much more attractive proposition particularly when relining and down time costs were taken into consideration. There is little doubt that most foundries would welcome clear and complete specifications of the customers requirements and systematic checks to ensure that these specifications are being met. B.S.S. or other accepted standards should form the basis of these, and periodic inspections should be undertaken to ensure that only those foundries capable of complying should be included as suppliers. The authors have referred to new designs, but can the industry really call the grid and plate new when the patents were taken out during the second world war and the sawtooth block has been used for at least 35 years. Unfortunately, far too little thought and consideration are normally given to the ultimate mill liner design while the mills themselves are on the drawing boards. One of the major deliverables of the AMIRA P754 Project, which was sponsored by several major mining companies, was a code of practice and guidelines for metal accounting for the mining and metallurgical industry. These had the objective of improving the auditability and transparency of metal accounting from mine to product, thus assisting in good corporate governance. The overriding objective of mass measurement for metal accounting is to establish the mass of the particular material or component present at a specific time, or the mass flow of that component over a defined time period, to a defined accuracy suitable for metal balancing. As such, it is the first measurement in the chain that includes sampling, sample preparation and analysis, each of which introduces its own errors. Materials often contain moisture, the proportion of which must also be established in order to obtain the dry mass. They may also have to be measured as a volume or mass/mass flow of slurry, or in stockpiles or storage areas, in which case the relative density must be measured. Both the density and moisture measurement often introduce significant error. Whereas a great deal of effort has been directed at sampling, sample preparation and analysis to improve accuracy and establish the error, the same can seldom be said for the mass determination, including the moisture and density measurements. The possible major causes of error are highlighted and methods of reducing them discussed. Mass measurement can be classified into those measurements necessary for custody transfer and primary accounting of the input and output streams to a plant or operation, and measurements required for secondary accounting, or management control. The latter include intra company transfers and plant area performance, and those required for plant control only. This paper is concerned only with primary accounting measurements. The code and best practice state that the equipment should be certified (as sized) as is required for custody transfer. The most accurate and precise of the various possible methods is the static measurement of mass on a weighbridge, platform scale or a weigh bin. If static measurement is not possible, which is often the case for ore fed to a plant, possible alternatives are electromechanical conveyor belt weighers or in-motion weighing of rail trucks. In all cases the material must be adequately sampled to enable a representative moisture content to be determined to calculate the dry mass. Where material is flowing inside conduits, only certain types of the multiplicity of flow meters available may be used and, in the case of slurries, very few flow meters are suitable. As most flow meters measure volume or velocity, the density of the material must also be measured. The basic requirements in order to achieve satisfactory results for the mass, of the component of interest, are listed, as well as common problems and pitfalls encountered in practice. The measurement of the mass of stockpiles and in-plant stocks, often required for metal accounting, is often the largest source of error in metal balances. The reasons for this and methods for reducing and managing the effect are discussed.

Atomaer (Pty) Ltd is a technology-driven company with interests in Western Australian nickel. Atomaer (RSA) Pty Ltd is a process technology company operating in Southern Africa. It is a subsidiary of Atomaer Holdings Pty Limited (Atomaer), which has operating companies in Australia, Africa, South America, and Europe. In addition, Atomaer has substantial shareholdings in Braemore Resources Plc, a nickel company with interests in sulphide nickel projects in Western Australia and Southern Africa listed on the Alternative Investment Market of London Stock Exchange (AIM); Mintails Limited, a gold company with interests in gold operations in South Africa listed on the Australia Stock Exchange; and Brinkley Mining Plc, a uranium company with interests in Southern Africa listed on the AIM. Independence Platinum Limited (IPt) has been formed by Atomaer to undertake the commercial development and exploitation of Mintek's ConRoast technology with the strategic objective of providing independent smelting and refining facilities with lower capital and operating costs for the treatment and processing of platinum concentrates, including those with high chrome and/or nickel and/or low platinum group metal values, for the development of platinum projects by junior resource companies in South Africa. The platinum mines of South Africa have traditionally exploited the Merensky Reef of the Bushveld Complex for platinum production. However, the mining of this reef is reaching depths that require significant vertical shaft systems and costly refrigeration for access to the ore bodies at deeper levels. In the past decade, all of the platinum producers have begun to mine the UG2 reef because of its cheaper mining costs. UG2 ore usually has lower platinum group metal contents and higher chrome values. The new junior resource companies have gained access primarily to UG2 reefs. Consequently, platinum mining is becoming more UG2-based and the resulting concentrates contain high levels of chromitite. UG2 concentrates are difficult to smelt in the current six-in-line submerged arc furnaces, and this leads to increased capital and operating costs for those smelting operations. The platinum mines of South Africa produce the majority of the world's platinum metal used in automotive catalysts and jewellery. As the platinum market is forecast to grow at a healthy rate into the future, the SA producers Anglo Platinum, Impala, Lonmin, and Northam are planning to expand mining operations in the next decade. Furthermore, a number of smaller new producers who are accessing other mineral resources are entering the buoyant market and will produce platinum concentrates for purchase or toll treatment. Hence, a shortage in both smelting and refining capacities is anticipated. Further smelting and refining facilities independent of the major platinum producers will be required in South Africa by 2010. Mintek's ConRoast technology is best suited to fill the need to treat a high proportion of UG2 concentrates in a cost-effective and technically efficient manner. Atomaer base metals technology has been developed for rapid leaching of nickel and other base metals from alloy. Significant reductions in capital and operating costs are expected from the combination of the two advances in process technology compared with that installed at the existing smelters and refineries that were established over 20 years ago. Independence Platinum will be listed on AIM and the Johannesburg Stock Exchange (JSE) in 2007, and developed as an independent, vertically-integrated platinum company using its independent smelting and base metals refining facilities as a strategic platform to promote the development and mining of platinum projects by junior resource companies in South Africa through technical co-operation, strategic alliances, joint ventures, off-take, toll-refining, and marketing agreements.

"In this paper a discussion is presented of a program designed to produce a 40-day production forecast for an underground stoping system.The program is intended to be a tool for the operations department in an underground mine, and is designed to utilize data readily available from production reports. Brevity of data input, ability to revise slope conditions easily and the accuracy of starting stope status are stressed. Applicability of the program to a wide variety of sloping methods makes the program potentially useful in a large number of mines.The general functions of the program subroutines, and input and output lists are discussed. An example is also given of a stope in operation for a three-day period, which shows how the program can handle production irregularities as they arise."

We report on further progress in improving seismic locations by using the so-called double-difference method (Spottiswoode and Milev, 1998 and Waldhauser et al., 1999). Double-differences are obtained either using picked arrival times or various measures of time differences obtained from waveform pairs. The double-difference method provides for much improved relative locations by reducing the effect of the errors in the wave velocity of ray paths between each event and each geophone. Further improvements are obtained by using known locations, such as blasts. One of the difficult problems that we have overcome is that of finding the best “weights” for the time corrections. Experience obtained in relative moment tensor inversions by Andersen (2001) suggests that use of median corrections is both more stable and more accurate, even while the locations of the individual events is based on weighted least-squares minimization. A hybrid location program with known reference events has been developed. Tests on a synthetic data set gave relative locations that were much less widely spread than the absolute locations. The use of known event coordinates (blasts) moved the relative locations back towards the real locations. These results are confirmed in preliminary analysis of data from a mine. The absolute locations are adjusted using blast events restricted to the line of tunnel development. Inter-event distances are distributed in a power-law fashion that suggests that the relative location accuracies are improved by a factor of three or more. FINANCE The annual accounts, which are attached to this report, show an excess of expenditure over income of R4,608 compared with R2,124 last year. This deterioration can be attributed largely to two important factors, namely an increase in secretarial fees of RI, 789 and an increase in the loss on the Journal from R2,343 to R3,508. In addition, our contribution to the expenses of the Federation of Societies of Professional Engineers increased by R607 from R549 to R1,156. The increase in secretarial fees is partly due to our increased demand for services and partly to increased salaries. In order to maintain its essential services it has been necessary for the A.S. & T.S. to increase salaries in order to keep pace with commerce and industry. With regard to the Journal, we did not expect immediate dramatic results from the changes that were effected as from the beginning of last year in the arrangements for publication. However, the improvement has been even slower in materialising than we expected. This situation is being watched carefully and we will not hesitate to make further changes if necessary. It became clear early in the year that the financial position was deteriorating and your Council decided that it was essential to meet the situation by raising subscriptions and entrance fees. At the same time it was decided that there are no grounds for a distinction between Town and Country members and that in future the scale for the compounding of subscriptions should be based on anticipated future membership, rather than past membership. These changes have had only a minor effect on the accounts under consideration. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of R132 and the total fund was, therefore, increased by this amount to R4,338. The balance sheet shows that the market value of quoted shares and debentures decreased during the year from R13,059 to R6,567, while accumulated funds now amount to R17,959 compared with R22,567 last year. It will also be noted that we are holding R25,844 on behalf of the Symposium on Opencast Mining. Applied geophysical methods such as the surface seismic method have been applied for many years and in many places, mainly for oil exploration and to a lesser extent for mineral deposits? exploration in sedimentary basins. The seismic method fundamental is based on the variations of acoustic impedance in a layered earth model and such variations at each main geological interface create reflected waves that are processed and imaged in order to output a clear picture of the subsurface structure. The geology of South Africa was historically, and even until recently, considered as unfit for seismic exploration and the mines were always reluctant to spend any portions of their exploration budgets on these techniques. Hard rocks and high P-waves velocities were creating quite a hopeless model for any mine geologist or geophysicist (if any), unsuitable for the proper use of seismic waves to image their subsurface problems. Boreholes were considered the only reliable tool to derive a geological image of the mine structural features and were linked sometimes with surface methods such as aero-magnetism. The obvious flaw of this methodology was the inability to derive a continuous image from a discrete set of measurement points. Surface 3D seismic is the tool that gives a reliable solution from the initial model extracted from the boreholes, as even the aero-magnetism mapping gives a flat image, unable to show any depth correlation from well to well. The first 3D surface seismic surveys were recorded in the early Nineties only for the gold mines of the Witwatersrand, after a series of serious new shaft sinking failures. The wrong geological locations of these shafts resulted in financial loss of several hundred million rands. The era of3D seismic just started in South Africa and till 1997, all seismic done in the country was for gold exploration with geological target depths close to the oil exploration average depth of investigation. A very important breakthrough was reached when the depth accuracy of the seismic image was tested in real scale as the stopes were surveyed. An error of amplitude of 20 m was usual when true depth was compared with the seismic image predicted depth and shape. This accuracy, completely unknown in oil exploration, started to gain supporters of seismic methods in the mining community but the cash problems and the concentration/disappearance of gold mines in the late Nineties, led to the belief that seismic would be just a very short exploration activity for the mining sector. ort exploration activity for the mining sector. But starting in 1998 with Impala, a tremendous and continuous 3D surface seismic activity occurred in the platinum mining sector. The seismic world got used to new terms such a Merensky and UG2, which have replaced the VCR and black reef. If the primary expectation of platinum surface 3D seismic was to determine and ascertain new shaft locations, as for the gold mines, the quality of seismic data led the mine geologists to require smaller and smaller imaging of geological objects. In addition to the main structural image, small faults, potholes, and shear zone were common expectations of platinum seismic. In a constant velocity environment, what saved the day was the sharp density contrast between the PGM reef and the embedding geology. A good contrast of impedance exists in the whole Bushveld and is sufficient to have enough reflected waves from the PGM main layers to build a high quality seismic image of the subsurface. Recent advances in technology have led in less than 10years to major improvements in the seismic acquisition by using high frequency vibrating seismic sources, but also in processing and interpretation. With these latest improvements, seismic can detect objects of 7.5 m size, either fault throws, flexures, etc. The PGM formations of the Eastern limb of the Bushveld Complex are now accessible for seismic imaging, with cost per square kilometre comparable to the borehole cost of the same surface unit. The economically acceptable seismic surveys can be used for UG2 structural imaging up to a depth of 210 m below surface. Linked with borehole information, 3D seismic today offers a wide range of information for mine development: structural imaging, small fault detection, pothole and shear zone identification. All users of 3D seismic have also used this technique as a tool in the process to qualify their mineral reserves and especially from the category ?inferred? to the category ?measured?. Junior mining companies, in the feasibility stage of their projects, are also quite eager to use seismic as a reserve certification tool, when they present financial statements to future potential investors. The current high demand on platinum, pushes the seismic towards new technologies to be implemented in order to improve the final image. Using surface and borehole seismic together or acquiring seismic surveys with multi-component receivers have been just introduced in South Africa. In less than 10 years, surface seismic by adapting its methods to the special case of the Bushveld, became a mandatory step in mine development and ore resources evaluation. As part of the ?seismic? world we are proud to be a major player the ?surge? of platinum exploration and production in these last years and we will certainly increase our synergy with the mine sectors in the exciting coming years.

Discussion: L. T. Campbell Pitt: When Mr Garrett and I discussed the design and construction of plugs and bulk head doors to resist great water pressures in mines about ten years ago, we visualized an emeregeny when there would be no time for site preparation. We could not however, anticipate a problem of such magnitude and urgency as the one described in the paper under discussion. The paper very clearly describes the flooding and the measures taken to save the mine. The complete flooding would have been a national disaster. The account of the combat between man and water reads like the account of a military operation. It was an endeavour which achieved success because there was a master plan, tenacity and, in fact, heroism. The paper is of necessity a long one. In my contribution I will mention some historical facts and factors that I believe have relevance to the flooding and the saving of the mine. It is of great satisfaction to me to have been one of the two initiators of a new approach to underground plug design and construction. The investigation was taken over by a Chamber of Mines Committee which combined our early work with further research and the resulting data had a significant bearing on the West Drie emergency plug designs. The final plug length was correctly based on the requirements to obviate leakage. A plug to have structural strength only would have been very much shorter but so ineffective as to have become a waste of labour, material, and in consequence, wasted the limited time available to prevent flooding of the whole mine. The figure of 75 lb per sq in. sheer stress provided a very ample margin, in my opinion, but under the very difficult site conditions and the limitations of plug material suitable for the very unusual construction, justified such a figure. There must have been considerable temptation to reduce the safety margin due to the urgency to complete and commission the plugs, but it is much to the credit of the directors of this operation that nothing less than a safe design was permitted. In about 1945 Blyvooruitzicht Gold Mining Company, which was then mining in to the West Driefontein area to assist in early development, decided to protect themselves from a possible inrush of water from the latter mine. A bulk head door was accordingly designed and installed on 2 level between 1945 and 1948 at 4,218 ft below surface. Since West Driefontein paid for it, Gold Fields consulting mechanical engineers collaborated with their colleagues of Rand Mines who completed their design after a few modifications were agreed. This door was never used to prevent an inrush into Blyvooruitzicht but the exercise was very useful to Gold Fields when the high pressure doors initially installed on 10 and 12 levels between Nos. 2 and 3 shafts to enable isolation of one section of the mine from another were designed. At that time the capacity of West Driefontein to cope with an inrush of water was comparatively small because the storage in stoped areas and the installed pump capacity were much less than in later years. These doors together with others of the same design were later moved to the lower levels served by sub vertical shafts. In addition, doors to prevent flood water entering the pump chambers on 18 level were installed at each end of that level, and designed for a head of 360 feet so that water would have to reach 16 level before the pumps were flooded. All these doors were called upon to hold water and it is reported that only a small plug in one of the doors and a 4 in. dia flanged pipe joint failed. The lesson is that in these cases the smallest details warrant as much attention as the major ones. That these were the only equipment failures when so much depended on equipment, is very much to the credit of design engineers, both of the Gold Fields head office and companies who supplied both mechanical and electrical equipment. Until I had read the paper I wondered why the policy of isolation by bulk head doors was not continued as the development moved eastward towards the Bank Compartment and particularly when it pierced the Bank dyke. The reasons have been given in the paper. It was unreasonable to expect provisions to be made to counter the remote contingency that the large installed pumping capacity and mine capacity to store water would be exceeded during a peak inrush. When pumps were being considered for West Driefontein, it was decided that the Gold Fields standard underground main pumps at that time of 1 million gallons per 24 hours would be too small. Three alternatives were considered. 1. Very large units that would require underground sub assembly and dismantling of both pump and motor. 2. The largest pump and motor that could be conveyed as a complete pump or motor from surface to the pump chamber. 3. Pumps of higher speed to reduce dimensions and weight. It was decided to adopt alternate 2 because of avoidance of transporting pumps in parts and assembling underground. Alternative 3 was not favoured because high speeds would have introduced problems of more exact rotor balancing. I believe the decision was correct and in the crisis enabled comparative easy transport of pumps and motors to surface for overhaul and, if required, transfer to other pump stations. The standard pump thus became a 10 stage 1,500 rpm pump with a capacity of approximately 2 million gallons per 24 hours against a static head that varied
