MR. STOUT: The picture shows the plan of the "V"-system as worked at Berwind mine, in a small strip of coal adjacent to the 4th right entry. The dotted line (indicating) show the position of the break rows as set for each of the three consecutive breaks. In two cases the break rows failed to function properly and as a result, the roof caved along the points of the "V's" as well as back along the faces a short distance. This affected the ventilation to a certain extent, but was remedied immediately by cutting through the points near the cave and setting additional timbers. At the present time we are putting in the break row of heavy red spruce props, making the row straight instead of curved as is shown in the picture; in this way we believe we can better control the breaks. The three "V" entries were driven up 14 feet wide, for a distance of 260 feet without cross-cuts. A very neat and substantial line brattice was carried up each entry as the places advanced. The principal factors in determining the success of this system are ventilation, roof control, and transportation. We are well pleased with the results from these three "V" places and now have four other places, about 500 feet to the west of these, driving at the present time in which we hope to get still better results. A MEMBER: What centers did you use there? MR. STOUT: We used 70 feet. This may be increased or decreased according to local conditions. MR. F. W. WHITESIDE (Chief Engineer, Victor-American Fuel Co.) Will you please describe roughly how your cars are handled? MR. STOUT: Cars are brought from the parting and pushed up along the faces by a storage battery locomotive. The faces are about 70 feet long and we found that five or six cars can be loaded and transported very conveniently. It is important to get a quick exchange of cars, and in this way we were able to keep the shovelers busy at all times. A MEMBER: What is the grade in your "V" entries? MR. STOUT: Five per cent in favor of the loaded trip. A MEMBER: What is the angle of your "V" faces? MR. STOUT: The angle at the throat is 45 degrees. MR. SAMUEL ANDREWS: In what direction does the air travel? MR. STOUT: The air travels down the dip entries and is deflected up the first "V" entry, and travels along the points, and returns down the last entry. There is no more difficulty in ventilating "V" faces than in ventilating rooms, providing the points are kept open. A MEMBER: What amount of air do you have in that section? MR. KAISER (Superintendent, Berwind Mine): Eighteen thousand cubic feet per minute. MR. ANDREWS: It is necessary, Mr. Stout, to brattice these places?

The Tuesday morning session of the Rocky Mountain Coal Mining Institute was opened at 9:00 a.m. by Bob von Storch, in the absence of the President. Mr. von Storch appointed the following new members to the Resolution Committee in the absence of three of the members: Albert Keenan, E. S. O'Connor and Howard Crandell. This committee was asked to be ready to report at the Wednesday morning session. Mr. von Storch then introduced Lyman Fearn, State Mine Inspector for the State of Wyoming, who presided over the morning session. Mr. Fearn introduced the first speaker for the morning, Louis A. Engstrom, Engineer at Kemmerer Coal Company, Kemmerer, Wyoming, who delivered a talk illustrated with slides in the absence of Mike Zakotnik, Jr., who was unable to attend. The next paper, "New Horizons -Coal for the Steam Plants of the West," was delivered by Don Newberry, superintendent of the Castle Gate Mine of the Independent Coal and Coke Company, Castle Gate, Utah, in the absence of W. Dear Member: The Proceedings for the Institute for the past year are enclosed. We hope you will read them, for there are some good ideas expressed, and the papers are far above the average. The job of publishing the Proceedings has always worried the Secretary. The Secretary, being at the same time the Treasurer, has to pay the bills, and this time he enlisted the co-operation of some of our friends. You will find this co-operation shown in the ads in the proceedings. Read the ads just as carefully, even more so, than you do the text. They carry messages from our friends. Don't forget the winter meeting in Denver, the last of February, the 26, 27 and 28. Another good paper to be read then will be that of A. L. Jones on the subject of "Power Problems of the Coal Mine." In the meantime you can do two things for the Secretary. Let the few who haven't paid their dues remit quickly so we can get our books closed. In the absence of. J. B. Marks, President, the meeting was called to order by George B. Pryde, Past President. After organization, the meeting was turned over to W. J. Reid, Vice-President for Utah. A moving picture, "The Story of Dynamite," was shown by the courtesy of the E. I. DuPont de Nemours Company. This provoked a great deal of discussion and many questions were asked A. E. Anderson, who described the paper. John M. Jennings read a description of the United States Fuel Company's new Hiawatha tipple, after which the meeting adjourned to Hiawatha for lunch and a visit to the tipple and outside workings of the Hiawatha mine. Thursday, August 27, 1925 Meeting called to order at 9:30 by Vice-President W. J. Reid. Papers were read on the subject of "Mechanical Loading," by A. W. Dickinson, 0. G. Sharrer, and the paper of Glen A. Knox was read by the Secretary. General Superintendent George A. Murphy, of the Spring Canyon Coal Company, read a description of their newly completed tipple. The meeting then adjourned for Spring Canyon where lunch was served, and the afternoon spent in viewing the new. tipple. At 8:00 p. m., D. Harrington read a paper on "Rock Dusting," L. C. Clare read a paper on "Mudite's Relation to Nature," and at 11 p. m. the meeting adjourned. Friday, August 28, 1925 Meeting called to order at 9:30 a. m. by Vice-President W. J. Reid. The discussion of preceding papers continued. Paper by Joseph Harrington on "Domestic Fuel Stokers" was read by the Secretary. The expected paper by Mayne Read was not presented as Mr. Read was unable to get to Price on account of railroad conditions. The papers on the "Theory of Spontaneous Combustion," by C. P. Crawford, were also omitted through an error of the Secretary, and particular attention is called to the publication of these two articles. The new tipple of the Columbia Steel Company was described by T. C. Harvey, after which the meeting adjourned for Columbia, where luncheon was served and the nine visited. After the visit to Columbia, the delegates were taken to the Sunnyside mine of the Utah Fuel Company, where an hour was spent. Upon motion, unanimously adopted, the Secretary was instructed to express the sincere appreciation of the delegates to the Price Chamber of Commerce, the Civic Association, the Price News-Advocate, Harry Keene, Harry Duberstein, John M. Jennings, Chairman of the Committee of Arrangements, and Geo. A. Murphy of the Financial Committee, for the complete success in handling the meeting of the Institute. MORTENSEN: On behalf of the Rocky Mountain Coal Mining Institute, I take great plea¬sure in saying good morning to you at Vail. With a few clouds in the sky, at least we won't get sunburned. We won't have to worry about our kids in the swimming pool, perhaps. It is delightful for me to have been able to have represented the Rocky Mountain Coal Mining Institute for the year 1982-1983. This has been our 71st year and this is our 79th meeting. In recognizing the attendance here, that dinner we had last night, and some of our entertainment must have gotten to some of us, or it is a little early. But I'm sure as the day goes on, and with the speakers outlined, it will be very beneficial for those who do attend. We do appreciate your attendance. I'd first like to make an introduction of our head table. Doris Finnie, she is our executive secretary. As most of you are aware, Gussie Whiteside retired as secretary. This will be the first time since the Institute started that there has not been a Whiteside present at one of our conventions. I'm sure Gussie would appreciate any calls or letters that any of you would care to make to her. Doris, I might add, has been a great help to me and all of the people who have been working on the program for the Institute this past year. There's been lots of reorganization and we are very pleased with Doris's ability to take hold from Gussie without any waves. Much credit must be given to you Doris for this and we do appreciate the help you have given us and believe me she has kept us out of trouble. Next, we have Art Neill. He is our vice president of the Institute from Montana and he also works with Western Energy Company. We appreciate the help that all of these session leaders and chairmen give to us. We have other names on the head table, but they will fill in as the morning goes on, so we won't bother you with any of those at this time. To set the stage for business, first I would like to call on Doris for a motion to approve the minutes of last year. MS. FINNIE: Thank you, Vernal. FEBRUARY 26TH. MORNING SESSION: The sixteenth regular meeting of the Rocky Mountain Coal Mining Institute was called to order in one of the private dining rooms of the Albany Hotel, Monday morning, at 11 o'clock, with the President, F. W. Whiteside, in the chair, one hundred and one members being registered. The minutes of the previous meeting were read and approved. The Treasurer reported the finances of the Institute in excellent shape. The President appointed J. B. Marks, J. S. Veach and W. A. Ream as a Resolution Committee, and Frank A. Young, M. B. Urquhart and G. A. Murphy a Nominating Committee. There being no further business the meeting adjourned. AFTERNOON SESSION: The afternoon session was called to order in the Ball Room of the Albany Hotel, with approximately one hundred members present, President Whiteside presiding. A. L. Jones read his paper entitled, "The Power Problem of the Coal Mine," and C. E. Drennan, his paper, "Why Alternating Current." These papers were thoroughly discussed, after which the meeting adjourned. EVENING SESSION: At 6:45 p. m. two hundred and fifty-three members and invited guests met in the Ball Room of the Albany Hotel for the banquet. Harry F. Nash was toastmaster, and George Sanford Holmes the principal speaker. Following Mr. Holmes speech, H. N. Wheeler delivered his humorous oration of the "Annexation of Cuba;" following this certain members of the Institute gave an entertainment depicting a fictitious meeting of the United States Coal Commission. Chester Mott, formerly a member of the Institute wrote the words and songs of the entertainment, and directed it. After the show the assembly enjoyed a dance.

For the past quarter century, it is fair to say that the political agenda of Western industrialized societies has been driven by those opposed to forms of economic growth providing sustenance to a growing population. They regard growth as the major threat to their social philosophy which champions a wholly "new ethic of biocentric equality" or "living as if Nature mattered." This ethic demands that "a violent, plundering humankind" must abandon its alleged rape of Planet Earth and derive its ethical norms from pre-existing harmonies and fragile, precarious balance present in Nature. A Green political agenda appeals strongly to deep longings shared among many people whose temperament seeks tranquillity in a world of wild natural beauty uncluttered by dependency on tools and experts and specialists. According to proponents of the Green philosophy, our world is pregnant with enormous problems. Armed with expanded political powers, regulatory guardians at state and local levels have mustered their forces with shotguns cocked, poised to prod an ignorant and lazy citizenry to the altar for an exchange of vows with Environmental Ethics. Social engineers have skillfully discredited the traditional role of professionals in scientific engineering who are summarily dismissed as the failed architects of an industrial system pillaging the earth. They stand accused of producing unmanageable offspring - from mining minerals and energy resources to disposing of toxic wastes - whose disputed parentage and expectant crimes against humanity must be prevented by removing them from normal custody. Green critics claim that markets cannot be given custody of industrial offspring - pollutants, wastes, land-use abuses. Markets appear to have failed to provide equity to present and future generations. The only custodian with sufficient coercive power seems to be the regulatory bureaucracy. The upshot is a stark Hobson's choice - Shotgun Wedding vs. Custody Dispute. It derives its fateful predestination from an uncritical acceptance of several preconceptions which currently undergird the altar of Sustainability characterized by its acolytes as "a new and exciting doctrine." It is significant that Limits to Growth slogans of the 1970s have been displaced in the 1990s by the more palatable language of Sustainability. As a policy recommended to forestall an impending doom, Sustainability derives its credibility from dire predictions of global warming, ozone depletion, acid rain and the like. The Rio Declaration announced to the world in June 1992 that, although energy is essential to human well-being, its production and consumption in wealthy industrialized nations is unsustainable. It called for a complete overhaul of energy systems with nothing short of a total replacement of fossil fuels, uranium fission reactors, and large hydroelectric projects by means of so-called renewable energy sources, augmented by coercive regulations to force conservation and limit consumption demands. CHAIRMAN ALLEN: Gentlemen, I have been asked to call this meeting to order by Mr. Marchant, and am acting here temporarily in the absence of Mr. Nyman, who is unable to be with us. Mr. Nyman sends the following telegram: "Will not be able to be present at the Institute meeting. Serious illness of my father has made it necessary for me to remain in Salt Lake Please arrange substitute. Very sorry." In addition to having to pinch-hit for Mr. Marchant and President Nyman, I am here representing the Governor of the State of Colorado also who is unable to be here. The Governor of Colorado is a very busy man. His appointments are made months ahead. We only got word of the possibility of his addressing this meeting yesterday morning, and I went over to the Governor's office this morning to see if there was any possibility of getting him here, but he had been booked up for two months ahead of this time to appear at the convention of the Veterans of Foreign Wars in Trinidad, Colorado, where he is today, and which makes it impossible for him to attend this meeting. I know that he would have liked to have been here with you, as there is not any doubt but what the Governor of Colorado has the interests of the mining industry at heart. This was manifested last week when he called a meeting of representative men of the different lines of industry so that we could arrive at some results and some arrangements to see if it was possible to get at the bottom of the condition causing our bad times, and the appointment of commit- tee groups to find out what these problems were and to see if they could get any possible solution to them. The meeting was adjourned with the suggestion that those who were present would among themselves select such committees to investigate the conditions of the coal mining industry, and offer suggestions for betterment.

The meeting was called to order by the President, Mr. B. J. Matteson, in Dining Room No. I of the Albany Hotel, at 10 a. in., with thirty members present. After an address of welcome by the President, the Convention proceeded to business. First on the program was the reading of the minutes of the' previous meeting, by" the Secretary.' There being no alterations or amendments they were approved as read. A motion was regularly moved and carried that the Secretary provide membership cards to be mailed, or presented, to the members upon payment of dues in lieu of the receipt which has heretofore been used since the organization of the Institute. Mr. R. A. McAllister then presented his paper, the subject, being: "Mine Haulage." Mr. Robert A. Marshall had prepared a paper upon the subject of "Efficiency in Shot Firing," but as he was unavoidably absent, it was read by Mr. Sam Andrews. At the conclusion of the reading of Mr. Marshall's paper, Mr. Andrews presented his own *paper: "Some Facts About Coal Mining." As Mr. George A. Brown was unable to be present, the President requested Mr. R. S. Morton to read his paper, subject: "Flexoid Tubing and Its Application to Coal Mines as a Means of Temporary Ventilation." There being no further business 'the meeting adjourned.

The 73rd Regular Meeting of the Rocky Mountain Coal Mining Institute convened at The Mark Conference Center, Lionshead Village, Vail, Colorado, and was in session at 10:00 a.m. Past President, Robert W. Wilson, President and General Manager, K&P, Inc., Golden, Colorado, called the meeting to order. The membership was asked to stand and pledge allegiance to the flag. As your immediate past president, it is my pleasure to have the responsibility of introducing our current President. But before I tell you about Ralph, I would like to make the following brief reflection, which I feel very strongly about: In these days of so much negativism toward our coal industry by so many people, we all must remember one thing as we go about producing energy for our country. Coal mining is just as American as the American hamburger, the American hot dog, and just as American as the flag to which we just pledged allegiance.

When it was announced that the economy grew at an annual rate of 4.7 percent in the Fourth Quarter of 1992, it appeared that our long awaited recovery from recession was here. Unfortunately that much growth proved to be unsustainable, and in the First Quarter of 1993, the number dropped to less than one percent. Today it is clear that the recovery is continuing, but at a very slow rate. One of the Most disturbing statistics during this recovery is that unemployment has not improved as one would expect but has been hovering around 7 percent for over a year, making this recovery a ?jobless? one. In a recent Harvard Business School presentation, a professor reported that the United States has slipped from its leadership position in almost every manufacturing category since World War II. From the production of cars to consumer electronics, we have lost significant world market share to others, most notably Japan and Germany. Obviously this is not new news, but the magnitude of the loss and the number of industries affected was surprising to me. The result has been that our negative balance of payments has soared, and the United States of America now has the dubious distinction of being one of the world's largest debtor nations. It has been common for politicians, and political want-a-be's, to blame all of our trade problems on industry. They say that the moguls of American industry spend too much time seeking short-term gain at the expense of long-term growth. They say that we are interested more in our own perks and economic security than in producing quality products that can compete in the world marketplace. One of the stared goals of the Clinton Administration is the targeting of strategic industries to receive help from the government so they can compete on the world stage more effectively. Personally. President W. K. Dennison, Jr., called the final session of the Rocky Mountain Coal Mining Institute to order, and introduced H. A. Cornell, Portland Cement Association, Ft. Collins, Colorado. Mr. Cornell explained that the Portland Cement Association was not a sales organization, but is supported by the major manufacturers of portland cement. The research laboratories of the association are constantly endeavoring to improve the quality of cement, as well as promote new markets, new uses, and new ideas. The association works with engineers, contractors and universities, making available to them the results of their research. Mr. Cornell stated that numerous booklets and bulletins were available on request for any phase of construction with concrete. Mr. Cornell presented a film, "How to Make Quality Concrete," to the members of the Institute. D. W. Lyke, General Electric Apparatus Service Shop, Denver, Colorado, was introduced by President Dennison, who presented a film, "A-Hunting He Would Go." Following the film, Mr. Lyke stated that his firm was not confined to electrical equipment, but to all types of equipment, and asked the members to feel free to call for assistance at any time. These two films concluded the Manufacturer's Hour, and President Dennison opened the final business meeting of the session. Robert F. Bowie, of the Auditing Committee, read the Treasurer's Report, and complimented Mr. Whiteside on the commendable state in which the books were found. The Treasurer's Report is as follows:
