To provide a simple means for rapidly checking methane concentrations at working faces in coal mines while remaining under permanently supported roof. The Approach: A light telescopic probe, through which a gas sample can be pumped Into a methanometer, has been developed. See Figure 1 [ ] How It Works: The telescopic probe consists of sections of small stainless steel tubing encased in sections of lightweight fiberglass tubing. When fully extended the probe is almost 19 ft. long; fully closed it is approximately 5-1/2 feet long. It can be used In either of these positions as well as at intermediate extensions. An approved methanometer is clamped to the probe by a support bracket.

The boy rescued the baby and perf'oxmed artificial re­suscitation upon it, thu.s saving the child's life. 1. In 2003, a total of 258 metal mining operations reported employment to the Mine Safety and Health Administration (MSHA). Metal mines were the smallest mining sector, comprising 1.8% of all mining operations.1 • Gold mines comprised 44.2% (n = 114) of all metal mining operations. Other common types of metal mines were iron ore (n = 29; 11.2%), copper ore (n = 28; 10.9%), and lead and/or zinc ore (n = 21; 8.1%). • Nevada had the largest number of metal mines (n = 48; 18.6%) followed by Alaska (n = 29; 11.2%).

To reduce operator exposure to drilling noise from roof bolting machines. Background Noise-induced hearing loss (NIHL) is a prevalent occupational illness in the United States. Studies indicate that 70%?90% of miners have NIHL significant enough to be classified as a hearing disability. Mine Safety and Health Administration studies indicated that roof bolting machine operators are among those overexposed to noise. Field studies support the premise that, on average, drilling is the loudest noise source to which a roof bolting machine operator is typically exposed and contributes greatly to the operator?s noise exposure. The National Institute for Occupational Safety and Health (NIOSH) has further determined that the drill steel and chuck radiate a significant amount of noise during drilling. To address this noise hazard, NIOSH developed a collapsible drill steel enclosure (CDSE) to encapsulate the drill steel during the drilling portion of the roof bolting machine duty cycle. In addition, NIOSH is collaborating with J. H. Fletcher & Co. in the continued development of a CDSE.

How It Works Both of the noise control packages reduce the noise exposure of the operator by two techniques, blocking the noise paths or absorbing the sound before it reaches the operator. Both airborne noise paths and noise paths through the machine are blocked. One noise control package is designed for bulldozers having ROPS (Roll Over Protection System), but no cab. Recently the attention of the U. S. Bureau of Mines has in a number of instances been called to the firing of shots of permissible explosives in coal mines with delay-action detonators. In one bituminous coal mine they were used to bring down the coal for conveyor loading; in another in blasting pillars, which were not undercut; in another in one of the two charges separated by stemming in deep drill holes where the coal was undercut and sheared and mechanically loaded; in another in shooting top coal; and in another in the shooting of coal faces electrically from the surface. Some of these mines were rated as gassy by the State Mining Department in the State concerned. In most instances the charging of holes was done while the working shift was in the mine, and in some the shots were blasted while the working shift was in the mine. In all of these cases the shots were dependent - that is, the efficacy of the succeeding shots was dependent - upon the firing of the preceding shot or shots. The first shot, or possibly two or three shots, was usually fired with a no-delay electric detonator or an instantaneous electric detonator.

"ObjectiveDevelop a portable emissions measurement apparatus to sample and measure tailpipe concentrations of diesel particulate matter (DPM), carbon monoxide (CO), carbon dioxide (COJ, nitric oxide (NO), and nitrogen dioxide (NOJ under steady-state engine load and speed conditions during a 1-minute test.BackgroundThe U.S. Bureau of Mines (USBM) has a comprehensive research program to develop ways to reduce exposure of miners to diesel exhaust pollutants. Engine maintenance has been shown to have important effects on such exposure.Accurate measurements of tailpipe emissions are becoming an essential part of a good maintenance program for underground mines that use diesel-powered vehicles. Past studies of particulates in U.S. underground coal mines have shown that DPM alone may be present at concentrations greater than 1 milligram per cubic meter (mg/m3), half the 2-mg/m3 limit for respirable coal mine dust. A poorly tuned (smoking) diesel engine may be the sole cause for respirable dust concentrations exceeding the limit. Although there is currently no standard specifically for DPM in U.S. mines, regulatory steps are underway, and significant reductions of DPM levels in both coal and metal mines will most likely be required.Tailpipe emission measurements can provide diagnostic information to identify engine malfunctions such as clogged air cleaners, faulty injectors, or incorrect injection timing. In some cases, mine vehicle tailpipe DPM concentrations have been reduced up to 50 percent by engine maintenance and adjustments.An accurate measuring instrument would also be useful for determining the effects of exhaust control devices on tailpipe emissions. Little information is currently available about the overall effectiveness of exhaust controls after long-term use. Raw exhaust concentrations with and without the control device can be measured in underground mines, and from these data a control efficiency can be calculated. Knowledge of the effectiveness of exhaust control devices over time is needed to make intelligent decisions on bow to use and maintain these devices, and when to replace them."

The title of this book, The Phoenix of Natural Disasters: Community Resilience is aptly chosen. ?The Phoenix is a mythical bird that never dies; the phoenix flies far ahead to the front, always scanning the landscape and distant space. It represents our capacity for vision, for collecting sensory information about our environment and the events unfolding within it.? (source: The Feng Shui Handbook, feng shui Master Lam Kam Chuen.) There are Chinese, Japanese, Russian, Egyptian, and Native American counterparts of the phoenix. All of these birds are identified with the sun and depicted as rising from the ashes ? living again. This is the essence of a community after a natural disaster ? they live again. The Phoenix of Natural Disasters: Community Resilience is edited by Kathryn Gow and Douglas Paton who have done an excellent job of creating a relatively seamless transition between chapters with different authors. The content is organized well with the first chapter providing an excellent overview of what is to come and each chapter including an abstract clarifying the focus of the chapter.

It is the firm belief of the Bureau's engineers that the introduction of electrical mining machines has done much to increase safety in mining as a whole . There can be no doubt but that the substitution of machine mining together with permissible powder for the method of " shooting from the solid " has been the means of saving the lives of many shot- firers . Machine mining also leaves the roof in a better condition as lighter charges of powder are required to bring down the coal . Thus the danger from falls of roof are lessened . It is recognized that every effort should be made to prevent all accidents due to the use of electrical machinery but it is felt that any action tending to limit the use of such machinery would be a backward rather than a forward step in the safety measures laid out to decrease the hazards in coal mining .

The smoke problem means different things in different places . In the neighborhood of industrial plants , especially smelting plants and cement plants , the term " smoke " is applied to material discharged from these plants , consisting of a mixture of solid particles ( dust ) , fume which has condensed from vapors , and gases of various kinds that are produced in the operations . In the ordinary use of the word , however , " smoke" refers to the visible material which escapes from the burning of coal . White smoke usually owes its color to small drops of water which have condensed from the water vapor that it formed in the burning of coal . When smoke is black, the color is due to unconsumed particles of carbon and usually when the smoke problem is spoken of , it is this black smoke produced in the burning of coal that is referred to , Many inquiries in regard to smoke are addressed to the Bureau of Mines , and the following brief summary has been prepared as covering the usual questions . For references to the smoke problem in England , I am indebted to a recent interesting paper on this topic by David Brownlie .

"The Generic Mineral Technology Center for Respirable Dust (GTCRD) was created at The Pennsylvania State University and West Virginia University by a congressional initiative in 1983 responding to recommendations in the 1980 National Academy of Sciences study on the Measurement and Control of Dust in Mines. Many of these recommendations dealt with the need to initiate focused fundamental research for further professional progress in dust control. Long-term, sustained support was emphasized to develop expertise in respirable dust research. In creating this Center, Penn State and West Virginia University were specifically recognized for their expertise in and facilities for research on coal mining and medicine. Today, the Center includes the Massachusetts Institute of Technology, the University of Minnesota, and the Michigan Technology University. The Respirable Dust Center is the only organization that coordinates and integrates the medical, scientific, and engineering aspects of respirable dust disease. The Center works with the U.S. Bureau of Mines (USBM), Mine Safety and Health Administration (MSHA), the National Institute for Occupational Safety and Health (NIOSH), the United Mine Workers of America (UMWA), and the U.S. coal industry in defining the research priorities for the programs of the Center to enhance research synergism.The Center's mission is to enhance the health, safety and productivity of miners by advancing the fundamental understanding of all aspects of respirable dust associated with mining and milling and the interaction of dust and lungs to reduce the incidence and severity of respirable dust disease.All Dust Center activities are focused to be responsive to this mission, which is shared by the several federal agencies closely associated with the GTCRD. While significant progress has made mine atmospheres cleaner and healthier, respirable dust-related disease remains the nation's most pernicious industrial hazard.The goals of the GTCRD were formulated with recognition of the diverse scientific, engineering, and medical aspects of respirable dust, in addition to a need to enhance researcher interaction, as well as education and technology transfer efforts, in the respirable dust area. These goals reflect the needs of the mining industry as determined by the National Academy of Sciences Committee on Measurement and Control of Respirable Dust study done in 1980. The report of this committee encouraged the Bureau of Mines to redirect its research efforts ""...toward obtaining fundamental understanding of the origin, transport and characteristics of respirable coal mine dust."" The GTCRD's goals, detailed in chapter three of this document, were formulated to mesh with NAS recommendations."

Poisonous hydrocyanic acid gas (HCN) is sometimes evolved in dangerous quantities from cyanides used in metallurgical and chemical operations. This gas is much used for fumigating buildings, ships, greenhouses, and such commodities as grain and cotton to destroy rats, mice and insect pests. Wherever cyanide fumes are evolved, thorough ventilation is necessary in order to render the sur- rounding air safe to breathe. Many persons have been killed by entering tanks and fumigated places too soon, and a simple test for this gas would promote safety. In view of the need for an easy method for quantitatively determining HCN in air, the three color reactions used originally for testing HCN in solution tions *** were modified and adapted. The reactions employ (1) picric acid (CH(NO2)3OH) which is yellow but combines with hydrogen cyanide to form a red- purple dye, isopurpuric acid****; (2) phenolphthalin (CH1604), which is a reduc- tian product of the phenolphthalein (CH4) used for acid indicator, this colorless substance is oxidized***** by presence of HCN to pink colored phenolph- thalin; and (3) guaiacum which oxidized from colorless to blue******. Phenolph- thalin and guaiacum require the presence of copper compounds which catalize the color formation by reduction of cupric cyanide. The law of June 5, 1911, suplements and amends the Laws of April 21, 1810 (the basic law) and May 2, 1837. The Royal Decree of September 15, 1919, coordinates the provisions of the Law of June 5, 1911, with those of the Laws of April 21, 1810, of May 2, 1837, and of July 8, 1865, that have remained in force, as well as with certain articles of the Law of September 1, 1913, which revisad the system of taxation. The revised code has been brought together in one volume.3 All citations in this abstract refer to the coordinating Royal Decree of September 15, 1919, unless it is otherwise specifically indicated.

During the past quarter century, coal mine geologists have evolved from providing a qualitative description of drill core and coal reserves into quantitative geotechnical specialists who bridge the gap between geology and engineering. In the late 1970’s and early 1980’s, hazard prediction mapping was in its infancy. At best, hazard maps identified rudimentary structures and conditions such as stream valley locations, sandstone/shale transition zones, and lineaments. A “technical disconnect” had existed between geologists and mining engineers as each profession operated largely independent of each other. Engineers did not readily integrate geology and geologic conditions, with the exception of coal thickness, into mine planning. Geologists were relied upon for reserve estimates and did not participate in mine planning or design. The employment and market slump of the 1980’s and 1990’s combined with mining more challenging reserves mandated that this gap be bridged and forced geologists to learn to speak more “numerically” to engineers so they could be understood. The purpose of this paper is to describe the procedures and thought processes used by coal mine geologists when determining various mineability and reserve extraction feasibility issues. The paper will also address underground geologic hazard mapping and prediction techniques. To achieve these objectives, the opinions and experiences of leading coal mine geologists, geotechnical and strata control specialists across the United States were solicited.

The practicability and dependability of two permissible methane-indicat- in detectors recently developed were proved conclusively by extensive tests in the return airways of all mines operating in the anthracite region in most of which samples and readings were taken with one or the other of the two in- dicating detectors. These detectors roved dependable and accurate within practical limits, and their general use should be encouraged as an aid to bet ter ventilation, more accurate control of air currents, and greater safety in mines.
