"In presenting this list of permissible explosives and blasting devices, the Bureau of Mines desires to call attention to pages 20 and 25 outlining the conditions in use under which, and only under which, the explosive or blasting device is permissible.In view of a recent publication recounting trade practice favoring the use of a blasting device without stemming, particular emphasis is placed upon condition 4 on page 20 and condition 2 on page 25. An explosive or a blasting device enumerated in the permissible lists of this Bureau is not permissible in use unless it is properly confined with clay or other incombustible stemming.PERMISSIBLE EXPLOSIVES TESTED UNDER SCHEDULE 17CAn active list of permissible explosives was published in October 1938 as part of Bureau of Mines Report of Investigations 3421, under the title ""Active List of Permissible Explosives and. During the 20th century, the increased emphasis on worker health and safety and the advent of new mining equipment and methods led to many changes in mine face ventilation practices. Efforts by government and private industry to improve and modify ventilation practices resulted in better health and safety conditions for workers. This article focuses on U.S. Bureau of Mines (USBM) and National Institute for Occupational Safety and Health (NIOSH) research to examine factors that had a significant influence on mine face ventilation design during the past century. Several "milestone" events are discussed along with the impact they had on worker health and safety. Significant ventilation research efforts by government and private industry are presented. This brief ventilation history highlights innovative face ventilation designs and a consistent commitment to mining health and safety. Ventilation has always been a concern in underground coal mining. For many yeas, there was no appreciation of how ventilation could be used to remove harmful contaminants from the air or how to control airflow quantities. The first known problems with ventilation date back to the 14th century, when it was recognized that lack of air was a major impediment to the expansion of mines. The common method of solving ventilation problems at that time was to abandon the existing mine and start a new one nearby. Ventilation in the early days of coal mining was accomplished by means of a natural draft, created principally by a difference in the weights of columns of air between the intake and return openings. Later, in the 18th and 19th centuries, a furnace was introduced underground to increase the updraft in the return shaft. This allowed for a larger quantity of air in circulation. When mines went deeper and became larger, mechanical ventilation became necessary and was first accomplished by steam-driven fans. These fans became more prevalent as furnaces were prohibited in underground mines, especially after the Avondale disaster in Pennsylvania in 1869 (Roy, 1876). Pulverized high- volatile A bituminous coal was gasified with oxygen and superheated steam in a pressure - gasification pilot plant equipped for steampickup feeding . The pilot plant operated satisfactorily at relatively high steam- to - coal ratios , but steam- to - coal ratios could not be reduced much below 0.5 lb / lb without condensation of steam or softening of the coal . Carbon gasified , gas composition , and coal and oxygen requirements were essentially the same as for a pilot plant equipped with a fluidized coal feeder . Average results from the pilot plant equipped for steam- pickup feeding were coal requirement , 37.3 lb/M ( 1,000 ) scf of CO + H₂ produced ; oxygen requirement , 358 scf /M scf CO + H₂ produced ; and carbon gasified , 87.7 percent .

Not long after electrically driven equipment was introduced into coal mines it became apparent that the spark-producing parts, such as controllers and motors, required safeguards to prevent the ignition of mine gas that might come into their vicinity. Many of the early designs attempted to provide protective enclosures having ventila¬tion and relief for pressures if ignition should occur within. The principal feature of the Davy safety lamp, namely, the wire gauze, was employed widely for this purpose. Other devices were developed to reduce the temperature of products of combustion escaping through the protected openings to a value below that which would cause ignition of surrounding explosive atmospheres. Although many such devices performed their intended function satisfactorily under laboratory conditions they were not so satisfac¬tory when subjected to the rigorous conditions encountered under¬ground. Corrosion, mishandling, and accumulations of grease and dirt reduced or destroyed their protective qualities after a period of service in the mines. In the United States this has led to abandon¬ment of special devices in favor of what is called " total enclosure " which means that no regular provision is made for ventilation and release of pressure but rather that the housings or enclosures are built strong enough to withstand the explosion pressures without rupture. As a further protection the joints usually are made of broad, closely fitting surfaces. It is impractical to make such joints absolutely gastight in ordinary machine practice when provision must be made for partial or complete disassembly to facilitate ad¬justments and repairs. Therefore, when an explosion occurs within such enclosures flames may escape through the joints. If the latter are broad enough and not separated too widely, however, the flames will be cooled by contact with the metal surfaces (flanges) of the joints, by rapid expansion, or by both cooling and expansion, with the result that an explosive atmosphere surrounding the enclosure will not be ignited. A mathematical modeling method was developed by the U.S. Bureau of Mines for the prediction of the principal equilibrium species in the solvent extraction of nickel. Models were developed for the extraction of nickel from ammoniacal sulfate and carbonate solutions with commercial oxime extractants. Independent variables in the research were nickel concentration, ionic strength, pH of the initial aqueous phase, and extract ants and their concentrations in the organic phase. Results from laboratory shakeout tests compared fairly well with predictions of the equilibrium concentrations of nickel and pH values. For example, the loading of nickel onto the extractant was predicted on average within ±27 pct of the measured values, and the pH to within ± 0.17 pH unit.

This Bureau of Mines report discusses how pull-test data can help establish polyester resin column length criteria for roof bolts in evaporite minerals. The study evaluates the effectiveness of partial to full columns of resin in anchoring 4-ft, No.6, grade 40 rebar roof bolts in potash, salt, trona, gypsum, and borate mine roofs. Pull tests were performed on over 600 roof bolts in 11 evaporite mines. Column lengths ranging from 6 to 48 in (fully grouted) were evaluated for each test site. In general, comparative results among all test sites indicate that pull-out loads in excess of 10 tons (force) were attained with resin-grouted bolts having 13 to 75 pet less than a full column of polyester resin. Ten tons (force) of load-carrying capability compared favorably, in terms of strength, with the calculated yield strength of the rebar used in the tests, which was 8.8 tons (force). The site-specific nature of each test site, due to the unique combinations of geology, mine-induced stresses, and other unknown parameters, prevented the establishment of valid generic column-length criteria. For these reasons, data to evaluate resin-column-length effectiveness are best obtained on a mine-specific basis.

"Under the organic act establishing it, the Bureau of Mines is authorized to conduct investigations designed to improve health and safety conditions in the mineral industry and to promote efficient development and utilization of our mineral resources. The field of the Bureau's activity, therefore, begins with the commercial development of mineral deposits and ends with the production and utilization of the final marketable product.In order to serve more efficiently the various sections of the country, the Bureau has established, in addition to its main offices at Washington, D. C., eleven field experiment stations, three field offices and several mine rescue cars and mina rescue stations. These field branches are so distributed as to cover most of the mining districts of this country, including Alaska. The field service in general deals with specific experimental problems, cooperative work with non-governmental institutions, and mina rescue work, while the Washington office is the administrative head and is responsible for the distribution of general information, the chiefs of the technical and administrative divisions of the Bureau being stationed there.The Bureau is prohibited by law from doing work exclusively for the benefit of any private company or individual. Generally speaking, the Bureau does no assaying, ore testing, or similar service work for the benefit of private companies or individuals. In response to requests for work of this sort a list of assay and ore testing laboratories is supplied. In referring inquiries to com-mercial laboratories or consulting engineers, care is taken to mention several names so as to avoid designating any one establishment or engineer."

The art of flotation has developed rapidly. Numerous technical staffs and individual investigators have, by their combined efforts, developed practicable methods of concentrating ores which ten or even five years ago were considered complex and impossible of commercial treatment. Also the work of those who have been engaged in pure research on the fundamentals of flotation has helped greatly to expedite the general development of the process. However, in spite of the highly successful practical operation of the flotation process, results are obtained and things happen that we are unable to explain completely, although much is known about the theory of the process. The rapid stride in flotation concentration, it is noteworthy to point out, is due to the freer exchange of facts and data by the staffs of the larger mining companies and the patent controlling corporations, and by investigators in general. Generally speaking, one may visit any mining plant and by presentation of proper credentials, be shown all that is going on or that is being done.

Time and motion studies were made by the Federal Bureau of Mines on the hand and machine dismantling of scrapped auto starter motors, generators, and alternators for recovery of copper, aluminum, and iron. The studies showed that an individual with power handtools and convenient access to a hydraulic press, power bandsaw, acetylene torch, and power lathe could, in an 8-hour day, disassemble about 100 starters, or 150 generators, or 30 alternators. The scrap copper yield would be 280, 390, and 45 pounds, respectively, and the iron yield would be about seven times the copper weight. About 100 pounds of aluminum would be obtained from the alternators.

Objective As mines become safer and disasters fewer, a time may come when no employees in the mining industry have any practical experience in managing a mine emergency. To fill an emerging gap in mine emergency response training, a multidisciplinary team of researchers and computer programmers from the NIOSH Pittsburgh Research Laboratory has developed an intervention for mining personnel who would be in leadership positions in the command center during emergencies. It is called MERITS, a computer-based emergency simulation exercise. MERITS is short for "Mine Emergency Response Interactive Training Simulation." It provides trainees an opportunity to gain command center experience during a simulated underground coal mine emergency. MERITS allows trainees to practice information gathering, situation assessment, decision-making, and coordination skills without risk to personnel or property. Individuals representing mine emergency response personnel, various State safety officials, and private mine management from three States have participated in MERITS training. What Is MERITS? MERITS is an extension of previous work that compiled a knowledge base relevant to mine disaster management via interviews, analysis of literature, reviews of past events, and observations of mock mine disasters. Findings from prior research found a need for an alternative method of command center training. This new computer simulation is being used to train emergency command center personnel to effectively manage an underground mine fire. Modeled after training simulations developed for other industries (e.g., to address nuclear accidents, chemical spills, evacuations, etc.), MERITS simulates underground and surface events related to the disaster. It exposes the user to events that typically occur during a mine emergency, such as lack of information and miscommunication. It also presents trainees with issues that must be addressed, such as making provisions for briefing news media and victims' families, ordering needed supplies, interfacing with Government enforcement agencies, and housing mine rescue teams. The outcome of the scenario is determined by the users' decisions and their emergency response plans. Field Results Field testing of MERITS was conducted with eight full-day training sessions at four different locations in Colorado, Pennsylvania, and West Virginia. These field tests benefited from the knowledge and experience of State of Pennsylvania inspection officials, representatives of the United Mine Workers of America(UMWA), and private mine management who served as trainees for the MERITS training sessions. Trainees self-reported an average of20 years of work experience in the mining industry. All trainees had participated in Mine Emergency Response Development (MERD) training exercises, and many had been involved in real mine emergencies. Trainee evaluation of the MERITS program is summarized below: •Twenty-six of the 27 trainees believed that the MERITS simulation helped them know how to prepare for a real emergency. •Twenty-five of the 27 trainees believed that the storyline for the MERITS simulation was either "very realistic" or "realistic." •All 27 trainees believed that the MERITS simulation helped them learn how to better handle a real emergency. •None of the 27 trainees stated that they were bored during the simulation. After the initial field tests, MERITS was refined and retested during training sessions for individuals from State agencies, the UMWA, and private industry. Mining personnel from underground coal and underground stone mines participated and responded positively to the learning experience. The Ore Knob mine, in Ashe County, N.C., was one of the largest producers of copper in the eastern states during the 1870's. The ore occurs in a fissure vein, which strikes N. 64° E. and dips nearly vertical. The country rock is granite gneiss. Drilling indicated that the vein structure is approximately 200 feet wide and 1,500 feet long. The vein material shows evidence of replacement of the original gneiss by sulfides. Solution cavities in the vein were noted in some places. The ore minerals and pyrrhotite, chalcopyrite, pyrite, and minor quantities of sphalerite. The gangue contains biotite, magnetite, albite, calcite, and many silicate minerals.

This list of organizations that conduct research and development programs on coal has been compiled by the Bureau of Mines with the thought that such a directory may provide a useful guide to worldwide research efforts in the areas designated and may facilitate communication between organizations with similar interests. This list includes government, university, private, and commercial organizations. Many of these groups are conducting comparatively modest but often particularly interesting or specialized investigations. The areas of investigation have been defined in a broad manner--these include analysis and constitution, mining and geology, preparation, combustion, briquetting, high- and low-temperature carbonization, gasification, hydrogenation, Fischer-Tropsch, and health and safety. In some instances such information is not available, but the names of the organizations themselves often indicate immediate arias of interest. Special publications issued by and describing the work of each organization have been cited, when known; almost all of the organizations also publish results of their investigations in the technical press. Several foreign technical and trade publications that include such information and are not published directly by any of the organizations listed are cited in the pages following the list of organizations in each country. This list is not complete. Information that would improve coverage and/or accuracy will be welcomed by the Bureau of Mines.

Data assembled by the Bureau of Mines , coupled with requests from coal companies , have emphasized the desirability of establishing standardized specifications for brattice cloth with particular respect to durability and fireproofing . Brattice cloth is a canvas or other material , often covered with some fireproofing composition , which is used extensively in coal mining for temporarily deflecting air into pillar workings and maintaining ventilation at the working faces . These specifications will be established , it is planned , through a cooperative program in which the U. S. Bureau of Standards will make a series of tests of various brattice cloths treated with respect to fire- resisting qualities and the U. S. Bureau of Mines will continue to assemble field data on the use of brattice cloth . Plans now are being made for this cooperative work. Without attempting to make a complete survey , the Bureau of Mines has made preliminary studies and investigations , and verious representative coal - mining companies have furnished detailed information . The information thus gained will be used as the basis for the cooperative investigation , but the Bureau of Mines would welcome additional information from mine operators on the character and weight of brattice cloth , conditions of use , durability , quantity employed and price . Such information should be sent to the Director , Bureau of Mines , Washington , D. C. The mine operator is interested in procuring at reasonable cost a brattice cloth with lasting fireproofing quality and of as great durability and strength as possible . There has been a lack of assembled data and knowledge regarding the subject , but the Bureau of Mines feels that this lack of knowledge may be overcome if the coal -mining companies will lend their hearty support to the cooperative investigation and submit information relative to the use of brattice cloth in their own properties . Information contained in this report is based on data obtained from coal operators in bituminous districts of Pennsylvania , Alabama , Utah , Indiana , Illinois , Colorado and Nova Scotia .

The Bureau of Mines investigated thermodynamic properties of Mn304 (manganomanganic oxide) and Mn203 (manganese sesquioxide). The standard Gibbs energies of formation (?Gf°) of Mn304 and Mn203 from their lower oxides were determined with high-temperature galvanic cells using stabilized Zr02 (zirconia) as the electrolyte. Potential measurements were obtained for the cell Pt, MnO, Mn304//Zr0 2//02(g, 0.0112 atm), Pt, with the overall cell reaction 6Mn0(c) + 02(g, 0.0112 atm) = 2Mn304(c), where- 02 refers to indicated partial pressure of oxygen at the reference electrode. Similar measurements were obtained for the cell Pt, Mn304, Mn203//ZrO2//02(g, 0.0115 atm), Pt, with the overall cell reaction 4Mn304(c) + 02(g, 0.0115 atm) = 6Mn203(c). Equilibrium oxygen pressures for the Mn0-Mn304-02 and Mn304-Mn203-02 systems were measured and may be expressed for the respective systems as [23,400 109 P02 T + 11.91 (764.9 - 1,208.6 K) and log p02 = - 11,957 + 9.66 T (968.6 - 1,208.2 K),] where pressure (p02) is in atmospheres and temperature (T) is in kelvins. Standard thermodynamic properties of Mn304 and Mn203 were derived from these measurements and auxiliary thermodynamic data from the literature.

The Bureau of Mines produced several series of titanium castings in order to investigate the feasibility of producing commercial-grade titanium castings in bentonite-bonded olivine or zircon sand molds. The use of these molds for titanium casting was investigated as a possible alternative to the industrially used rammed graphite process. Parameters investigated were mold mixtures, mulling, gating, venting, drying, and mold washing. The investigators found that castings with superior ductility and fatigue life, compared with rammed graphite castings, could be made by fume-free pro-cesses in molds bonded by western bentonite, using either olivine or zircon sand. Zircon molds were satisfactory for both light-and heavy-sectioned castings. However, olivine molds were suitable only for light-sectioned castings because the mold-metal reaction became excessive during the pouring of heavy-sectioned castings.

The objectives of this research were to examine and to laboratory performance of several brands of rigid urethane een brands, produced by 13 manufacturers, were examined. was performed in a laboratory under controlled conditions. document the foam. Having established arbitrary cutoff values, the original 18 candidates were narrowed to 8. More specialized tests followed. The effects of water immersion and dry aging on flame spread performance and other physical properties were then examined. This Bureau of Mines report was written to provide information for those concerned with using rigid urethane foam as a sealant. Its intent is to describe the various laboratory evaluations performed and to delineate the performance of each candidate. This report neither promotes nor discourages the use of rigid urethane foams. It presents results that will enable those responsible for using or enforcing the use of rigid urethane foams in underground mines to make informed decisions.

1. In the United States, the industrial application of centrifugal force for separating phase constituents has been confined almost entirely to aqueous systems at room temperature. This paper presents results for experimental tests on the use of centrifugal force for separating the liquid and solid phases in molten nonferrous alloys. 2. The development and use of a small centrifuge for treating molten metals is described. The centrifugal apparatus was, in essence, a 3-inch diameter spinner pot, which revolved, within -a gas -fired furnace, at speeds up to 3,000 r.p.m.

The U.S. Bureau of Mines (USBM) Information and Analysis Directorate collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U. S. economy. The USBM's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the USBM survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress). This act strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

Prolonged exposure to loud noise can cause permanent damage to the auditory nerve and/or its sensory components. Despite regulations and efforts by government and industry to reduce noise-induced hearing loss (NIHL), it is still a problem in the U.S. coal mining industry. The Mine Safety and Health Administration noise standard (30 CFR3 62), which was enacted in September 2000, is aimed at reducing NIHL in the mining industry. To address NIHL in various aspects of coal mining and provide the necessary information to effectively implement control technologies, the National Institute for Occupational Safety and Health conducted a cross-sectional survey of noise sources and worker noise exposures. Noise surveys consisting of full-shift worker noise exposure (dose) determination, time-motion studies (task observations), and equipment and/or area noise profiling were completed in 8 underground coal mines, 10 surface coal mines, and 8 coal preparation plants. The studies revealed that more than 40% of all workers monitored were subject to noise exposures above 90 dBA TWA8. A summary of these studies is presented, their application to administrative and engineering controls is discussed, and exposure reduction methods are reviewed.

"The Piedmont Manganese Belt extends from Taliferro County, Georgia, 70 miles in a northeasterly direction through Greenwood County, South Carolina, and conforms with the trend of the Piedmont Province. The total area of the belt is reported to be about 1,000 square miles, and the maximum-width is about 24 miles.Manganese has been known to exist in the belt since 1845. M. Tuomey mentioned a deposit in the Edgefield district on Hard Labor Creek in South Carolina in a report on the geology of South Carolina published in 1848.Ore was first mined about the time of the first World War, when the Colley mine, near Lincolnton, Ga., was. Opened. The only operation in the area at present is that of the Abernathy & Kehaya Mining Co., at McCormick, S. C.The geographical position of the belt is from west longitude 82° 57’, north latitude 33° 39' to west longitude 82° 06', north latitude 34° 08'. The towns of Washington and Lincolnton, Ga., and McCormick and Greenwood, S. C., are in or near the belt.An exploratory project of the Bureau of Mines was started on the McCormick, S. C., deposit in April 1944, and trenching, test pitting, and hand-auger drilling-were done on a small scale until early in October 1944. (Fig. 1.) In November 1944 work was begun on a property 12 miles north of McCormick, known as Parsons Mountain, which is leased to M. H. McKnight by the United States Forest Service. From March 15 to March 24, 1945, work was done on the property of Mrs. H. B. Ross, which is known as the Morgan farm.The Abernathy & Kehaya manganese mine contains what is locally known as the Dorn gold mine; mineral rights on the property were owned by M. G. & J. J. Dorn, Inc."
