The system of mining statistics for Canada, as it exists today, represents the result of long years of progress, first by the Geological Survey, later and more comprehensively by the Mines Branch of the Department of Mines, and now by the Mining Branch of the Dominion Bureau of Statistics-all supplemented by the very comprehensive reports published by the several provincial departments of mines. It is the purpose of this paper briefly to state the development and present status of Canada's statistical service, more particularly in regard to information on mineral production, and to show that in its evolution continuous progress has been made in the elimination of factors tending to duplication and overlaping, with the result that the construction of an adequate statistical service has been carried out with the least possible expenditure of .public funds. For the purpose of this discussion, the subject of mineral statistics may conveniently be considered from two points of view. The technical difficulties in obtaining satisfactory and complete data from the variety of industries represented in the mining fields of Canada must be apparent to all. Methods of record-keeping are almost as numerous as mines and even the larger concerns which maintain elaborate records for their own information, often find it difficult to compile the statistical reports required of them, because the specific form of inquiry differs from the method in use in their offices.

It must be akin to rubbing salt in the wound, then, when an entrepreneur sells shares and the Court upholds Revenue Ca nada taxing the gain as ordinary income instead of capital gain. But, this is precisely what happened in the case of The Estate of Murray Watts, et al. v. The Queen.The issue that had to be decided by the Federal Court, Tri al Division, in this case was whether or not the profit from the sale of shares in Hearne Coppermine Exploration s Limited in 1968 was a capital gain, or income subject to tax.Hearne was incorporated in July, 1967. At that time, the three plaintiff s, together with seven other individuals, subscribed for 400,000 shares at 10 a share. The plaintiff subsequently subscribed for an additional 500,000 shares at $1.A pooling agreement was entered into by all ten shareholders regulating the disposition of any o f their shares; any sale required approval of seven of the ten initial sub scribers. It also provided for the sale of their shares 30 days after any public offering."

In making this plea for a better and more sympathetic understanding of the non-metallic industry, I do not for one minute wish to give the impression that I in any way belittle the wonderful strides that have been made in the exploitation of our metallics. We in Canada can be justly proud of our Sudburys, Norandas, Flin Fions, and of the remarkable growth of the Consolidated in British Columbia, and at the same time, without in the !east detracting from these worthy undertakings, be equally as proud of our asbestos, gypsum, salt, and coal deposits, as well as of our building-stone and limestone industries. If, in my remarks, I have occasion to compare the metallic with the non-metallic industry, I do so, not with any idea of dimming the glory which the metallics of Canada have gained- not only in our own country, but in the world at large-but for the purpose? of bringing to your attention the fact, perhaps not very well recognized, that Canada contains deposits of non-metallics well worth y of your serious consideration. In the past 33 years, namely, since 1895, the value of non-metallics produced in Canada has exceeded the value of metallics in 19 of the years, and for the last three years has been increasing rapidly. The war years (1915-1918 inclusive) naturally saw an intensive metallic production, but since that time, with the exception of 1925, when there was a general depression throughout the whole country, the non-metallics have been in the ascendency.

"Abstract - Twenty-seven marine Mn and Fe deposits chosen for their diverse origins have been analyzed for five platinum-group elements (PGE). The PGE display their highest concentrations in hydrogenous Mn crusts and nodules, lesser concentrations in diagenetic nodules and two to three orders of magnitude lower concentrations in hydrothermal Mn and Fe crusts. This difference of behavior reflects the well-known fractionation of Mn and Fe from the other transition elements, rare earth elements (REE) and PGE in hydrothermal Mn and Fe crusts. Pt, Ru, Rh, and Ir show a close geochemical coherence in these deposits and are differentiated from Pd which shows a negative anomaly with respect to the other PGE in hydrogenous and diagenetic Mn deposits. Pd is less depleted than the other PGE and the Pd anomaly much less pronounced in the hydrothermal Mn and Fe crusts relative to the hydrogenous and diagenetic Mn deposits.Stability field diagrams show no evidence for the oxidation of Pt to the tetravalent state in seawater as suggested by some authors. Rather, Pt appears to be present in seawater as Pt(OH)2 0. Adsorption of Pt(OH)2 0 onto the surface of Mn and Fe oxyhydroxide minerals may explain the enrichment of Pt in marine Mn deposits. However, Pt metal is the thermodynamically stable solid phase of Pt under seawater conditions and reduction of Pt(OH)2 0 to Pt metal, particularly in the vicinity of the oxygen minimum zone, is possible, although the high Ce/La ratios of the Co-rich Mn crusts do not support this hypothesis. Pt, Ru, Rh, and Ir display their maximum concentrations in the Corich Mn crusts. This may reflect, among other things, the low growth rates of these deposits. The stability field diagram of Pd shows that Pd is undersaturated in seawater and occurs in seawater dominantly as PdCl4 2- and anionic mixed-hydroxide-chloride complexes. This would explain the anomalous position of Pd among the PGE with respect to its uptake into marine Mn deposits. A study of inter-element associations indicates that the incorporation of the PGE from meteoritic dust plays only a minor role in the uptake of these elements into marine Mn deposits. The PGE remain the most poorly studied group of elements in marine Mn deposits. The data presented here emphasize the need for the establishment of a more comprehensive database of the PGE in marine Mn deposits in order to understand more fully their uptake into marine Mn deposits and their pathways through the oceans."

The accumulation of solids in solvent extraction (SX) circuits can cause problems with the physical and economic performance of the operation. These solids are responsible for the formation of crud, a solid stabilized emulsion containing organic, aqueous, air, and fine solid particles. The build-up of crud in SX settlers can limit SX operation throughput, require plant downtime, lead to higher organic losses, or result in higher aqueous in organic entrainment (all of which can have a significant, negative economic impact). Current practices for crud management are typically reactive. Crud is physically removed after it has been allowed to build to excessive levels in the circuit and processed mechanically using centrifuges or filtration. A new proactive solution has been developed to prevent crud formation and build-up. Low ppm dosage of an additive, ACORGA® CR60, into the pregnant leach solution (PLS) has resulted in reduced crud formation in pilot and commercial scale for a variety of PLS streams. This paper will review results from operations in North America and Africa, covering heap leach, concentrate leach, and agitated leach feeds. INTRODUCTION Crud formation and build-up in solvent extraction (SX) circuits has been a long time topic discussed and claimed to be crucial to the whole hydrometallurgical process (Liu, et al, 2006). Crud formation is present in all SX systems be it copper, uranium, zinc, etc., and Ritcey (1980) defined crud as a stabilized emulsion containing organic, aqueous, and fine solid particles. The ore type and feed composition is a major determining factor of crud formation and typically contains Si, Al, Fe, P, and sulfates (Ritcey, 1980). It typically builds at the interface between the organic and aqueous, but can also be observed as floating crud on the surface of the settler, or bottom crud, which is common to find in circuits treating agitated leach feeds such as in Africa. As crud formation has been unavoidable, many of the current crud management techniques are reactive, allowing crud to form and build in SX circuits. Once it does, it is removed and treated via different mechanical techniques, typically through some type of filtration or three-phase centrifuge, to remove the solids and recover the organic phase trapped within the emulsion (Ritcey, 1980). Automated pumping systems have also been designed and are frequently used in North American operations. The time and capital required to react to crud formation can be an overwhelming aspect to SX operation.

"The legacy of abandoned mines in Canada creates issues that impact on both the health and safety of Canadians and the environment. Solutions to the problems of abandoned minesites require a detailed understanding of site conditions, the engineering solutions which may be relevant, and planning for effective use of the land. In this paper, the authors outline the basic thrusts that have been developed at CANMET to address this problem. These include: multiprovincial agreements to develop a national database; methods of site rendering; a ten-year research program to develop engineering approaches; the review of a large number of case studies; and outlining the associated risks. Examples of the applications of this research are provided in the areas of: municipal, provincial, and federal co-operative projects; site-specific applications; and international linkages."

The primary purpose of ore hauling model studies is to capture the variability of the ore delivery ? stockpiling process in order to improve the estimation of equipment capacities and achievable throughputs. The operation of a mine-to-site ore delivery system is the subject of a number of challenges. Typically, ore is hauled by a given combination of trucks, conveyors and trains. In addition, ore loading, ore transferring to another means of delivery, stockpiling, reclaiming, and further deliveries involve many other types of equipment. The concurrent operation of all these units is scheduled; nevertheless, they are subject to planned maintenance and random breakdowns. To support our engineering design work on ore hauling operation, discrete event type models were built for each specific task. Then, due to recurring demands, an ore hauling library was gradually compiled. The now available model library allows fast and efficient simulation of various mine-to-site hauling arrangement, adaptable to various mining and mine construction operations (e.g. bauxite, iron ore, copper ore and coal).

Rock-breaker automation and remote operation improves the safety and efficiency of mining operations. This article presents an overview of the Rocklogic rock-breaker automation system architecture that provides collision avoidance, automated parking, and remote operation functionality. The system consists of a distributed computer control system that interfaces with sensors attached to the rock-breaker, the rock-breaker hydraulics, and the site infrastructure. We present results of an automated Transmin rockbreaker installed in a production environment at an underground Australian mine site. The system has been in production use for over 900 days during which there have been no reported collisions, and 100% adoption of the remote operation technology. As a result, Rocklogic has significantly improved the safety of rock-breaking operations and reduced the rock-breaking cycle time, thereby improving the sites overall throughput.

Successful exploration for and exploitation of a mineral deposit requires an accurate understanding of the deposit architecture in 3D, and of the development of the mineralizing system through time, which requires a thorough comprehension of the structural framework of the deposit. The integration of geological, geophysical and geochemical datasets to arrive at a 4D structural framework is well-established and has been successfully applied by SRK Consulting in projects from deposit to regional scale. In some cases, we can go beyond this, applying the SEEBASETM technique, which utilizes a ?bottom-up? approach to basin analysis. SRK?s approach primarily relies on the interpretation of magnetic and gravity data, calibrated with many other datasets including mapped geology, topography, event histories, wells/drillholes and seismic data. The SEEBASETM model is a culmination of this data integration and is produced through an iterative process of structural interpretation and geophysical modeling, where an interpretation of basement composition and 4D structure is used to constrain depth-to-basement geophysical modeling, and the modeled depths are then used in conjunction with the structural interpretation to constrain contouring of the basement topography. The result is a rigorously calibrated, 3D view of the basement surface, which can be used to understand the basement and basin architecture, and thus serves as a predictive exploration model. This technique, which was developed for use in the petroleum industry, is now finding success as a predictive tool in mineral exploration.

DR. W. F. GRAY (Contributed discussion, presented at meeting by Mr. S. C. Mifilen): Mr. Rowe's suggestion that the Institute should organize itself to interpret the needs of the mining industry to federal and provincial mines departments should commend itself to our membership as sensible and practical, and as one which these public administrative bodies may welcome. One has to start with the premise that those who head the departments of mines in question have the welfare of the industry at heart. Also, it must be postulated that the technical viewpoint of our membership is necessarily free of political considerations. With these reservations, one ventures to state that both Mr. Rowe in his communication to the present session of the Institute, and Professor M. Y. Williams in his earlier communication to the Western Meeting, on The Geological Survey and Mining Development (1), voice the regret general among our membership at the abandonment of the honoured name, and to some extent of the status, of the Geological Survey of Canada. The writer, in 1932, devoted his Presidential Address to the Institute to an appreciation of the value to Canadian mining of the Geological Survey of Canada (2), affirming the desire of the Institute "that the work of the Survey shall be maintained at the highest pitch of efficiency the resources of our country will permit, because, to scrimp expenses on the Survey, is 'to save at the spigot and lose at the bunghole'." He believes that is still the opinion of the Institute, and, if contraction of the usefulness of the Survey is feared by our members at this time, it is incumbent upon the Institute, in fairness to those who direct our government, to say so in precise and explicit terms. Mr. Rowe puts the situation pithily when he writes: "We have reached a stage in our development where a stock-taking and co-ordination of existing knowledge and data is essential. This is a part of that basic function of Dominion mineral technical services which is national and not provincial in its scope".

Over-all, the provisions of the budget should provide moderate stimulus to the Canadian economy. With respect to the mining industry, the budget offers some welcome changes in the form of' improved write-offs for development expenses and social assets; higher investment tax credits; and a reduction in federal sales tax. On the other hand, income bond financing of new mineral ventures may be restricted.

"This work investigates the early stages of precipitation in Al-Mg-Si alloys using a combination of high angle annular dark field scanning transmission electron microscopy (HAADF-STEM), selected area electron diffraction (SAED) and density functional theory (DFT) calculations. Quenching from a high temperature (solution) treatment leaves an alloy in a high-energy unstable state, with solute and vacancies in supersaturation. Thus, already at room temperature (RT) a large driving force exists for solute atoms to cluster and order on the Al matrix positions. DFT calculations indicate that strain alleviation is important at this stage. We observe larger regions of Mg-dominated L10 ordering together with a Si-dominated ordering of smaller clusters in a particular geometry connected to the Si-network found in all the precipitates. In addition, building blocks of the main hardening phase ?'', stabilized by vacancies, are observed at higher, typical pre-aging temperatures.INTRODUCTION Al-Mg-Si (6xxx) alloys are widely used in industry due to a combination of favorable properties such as strength, ductility, corrosion resistance and lightweight. They undergo a complex production route, usually consisting of the following thermo-mechanical steps: casting, homogenization, extrusion or rolling, solution heat treatment (SHT) and artificial aging (AA). The SHT takes place at temperatures above the solvus line in the phase diagram, usually between 500°C and 570°C, followed by a rapid cooling to RT. This ensures that high amounts of solute atoms, uniformly distributed on the cubic face-centered (FCC) Al lattice, together with a large amount of vacancies, are quenched-in. The material is therefore in a super-saturated and unstable state. During the subsequent AA, at temperatures usually between 150°C and 220°C, the solute atoms diffuse and cluster, forming metastable precipitates with needle/ lath/ rod morphologies having the main growth direction along <100>Al. With a maximum alloy solute level (Mg + Si) of only 2%, these precipitates increase material strength up to three times that of pure Al, and are essential for the final material properties. To understand and make better use of this phenomenon, it is imperative to research the nature of the precipitates (such as their atomic structure), measure their key parameters (number density, size, volume fraction) and connect it to material properties (Marioara, Andersen, Zandbergen & Holmestad, 2005; Marioara et al., 2014). Wellington lies in a seismically active area 150 km from a subduction zone and in the vicinity of several active faults, which poses a risk to its infrastructure and inhabitants. One of these major faults, the Wellington Fault, runs through the centre of the city and across several lifelines, including the natural gas pipeline and the freshwater pipeline. The first settlement in the area was severely damaged in 1848, soon after its establishment, by an earthquake of approximate magnitude Mw 7.4 - 7.5 (Grapes, Little, & Downes, 1998). In 1855, another earthquake of magnitude Mw 8.2 generated by a nearby fault uplifted the eastern part of the current Wellington area and caused several landslides in the surrounding hills (Grapes & Downes, 1997). The Central Business District lies in the area of a sedimentary basin and partly on reclaimed land. Many residential areas, as well as some vital infrastructure, however, lie on or along the slopes in the surrounding hills. The bedrock in the area comprises predominantly the Torlesse greywacke of Permian – Late Triassic age. The greywacke is tilted to a steep angle, intensively faulted and fractured (Cook, 2001). Even though several studies in the past assessed the seismic risk in the area (e.g. Brabhaharan, Hancox, Perrin, & Dellow, 1994), the studies either focussed solely on the area of the sedimentary basin or based their assessment of the hilly terrain purely on slope morphology (slope angle). Previous studies have shown that slope shape and contrasting materials in the slope can amplify earthquake ground motions, such factors are typically called site effects (e.g. Geli, Bard, & Jullien, 1988). Any attempt to systematically quantify the site effects and consequent seismic response of the slopes and use it to predict the consequences of the next large-magnitude earthquake, has not yet been carried out. In this extended abstract we outline the methodology of a PhD research project, focussed on investigating the site effects on the slopes around Wellington and on creating representative numerical models of ‘characteristic’ Wellington slopes and materials. This extended abstract presents the methodology adopted for the assessment using the Te Ahumairangi Hill site as an example.

"One of the major commercially viable secondary sources of rare earths elements (REE) are the ion-adsorption ores, containing 0.05-0.3 wt% rare earth oxides physically adsorbed on the surface of clay minerals formed during weathering of lanthanide-rich rocks. Although ion-adsorption deposits are substantially lower grade than other types of rare earth sources, this is offset by the easier mining and processing costs and the low content of radioactive elements. The conventional extraction route involves ion exchange leaching with monovalent cation solutions (usually ammonium sulphate) under ambient conditions; during the process, the lanthanides are desorbed and transferred into solution, being replaced by the exchange cation. While ammonium ions are known to perform best, there is increased environmental motivation to investigate alternative lixiviants in order to minimize ammonium sulphate impact via reducing its use without considerable loss in rare earth recovery.The objective of the present research was to screen various cations salts (alkaline and alkalineearth metals present as sulphates, chlorides and acetates, respectively) in order to comparatively evaluate lanthanide desorption levels and provide a theoretical base of the observed behaviour. The overall aim is to gain a better understanding of how both cation and anion may affect the overall REE recovery from ores in order to provide alternative processing routes. The distinct exchange capabilities of cations were explained in terms of differences in cation hydration enthalpy within the same group, i.e. Cs+ > NH4 + > K+ > Na+ > Li+ and Ba2+ > Ca2+ > Mg2+. For the same cation, it was determined that REE extraction efficiency follows the order sulphate > acetate > chloride, based on dissimilarities in constants of formation values. Various process implications scenarios will be described based on using mixed cations and anion matrices."

The economical processing of wet and sour natural gas presents a problem due to the seasonal demand for natural gas. The plants must be sized to handle the peak loads but may only operate at half capacity on the average, in which case the sales value of sulphur and hydro-carbon liquid by-products cannot support the operating and capital costs of the plant. This must result in an increased price for the gas. This problem was solved by Pacific Petroleums and Westcoast Transmission in the design of their pipeline and plant facilities now operating in the Peace River area, where there are both wet and dry gas fields. By .building a plant to process sufficient wet gas to pro-vide the base load requirement, and by drawing on the dry gas fields for peak loads, an optimum economic operation was ?possible. The sulphur, L.P.G., and gasoline produced not only are able to support the operating and capital costs of the pro-cessing plant, but were instrumental in the sharp drop in retail prices of these commodities in the area. The sour gas and condensate is gathered from the fields in the area and transmitted in a two-phase gathering system to the gas processing plant at Taylor, B.C. The condenrnte is knocked out in inlet scrubbers. Hydrogen sulphide and carbon dioxide are removed in an amine scrubbing unit. The hydrogen sulphide is stripped from the amine and is sent to the Jefferson Lake Sulphur Company&apos;s plant which produces sulphur by the partial oxidation of the hydrogen sulphide. The natural gas, now sweet, is processed in an absorption unit to recover additional liquids, before being de-hydrated to remove water. It is then sent to Westcoast&apos;s main c8mpression station. The condensate recovered in the inlet scrubbers and the liquid re-covered in the absorption unit are fractionated to remove fuel gas, used in the plant, and to produce pro-pane, butane, and naphtha. The pro-pane and butane are scrubbed with caustic soda to remove hydrogen sulphide. The naphtha is treated with hydrogen in a unifiner unit to re-move sulphur compounds completely, and is split into a light and heavy naphtha. The heavy naphtha is .catalytically reformed to produce a high-octane blending-component. These fractions are blended with components produced from crude oil at the Dawson Creek refinery to produce a high-quality balanced gasoline with special attention being paid to volatility for ease of starting, warm up, and engine cleanliness, and octane for power and ?performance.

Samples of a high impurity (90.05 wt. % Cu, 4076 ppm Pb, 1939 ppm As and 635 ppm Bi) commercial copper anode were characterized and then electrorefined in a laboratory scale cell. Anode inclusions were examined using backscatter mode scanning electron microscopy and energy dispersive spectroscopy. Hundreds of inclusions were measured for size, morphology and composition. Commonly found inclusions were copper oxide (Cu2O), complex oxides (Cu-Pb-Bi-As-O) and copper selenides/tellurides. The weight percent of lead and arsenic increased with increasing inclusion size up to 4- 5 microns. During electrorefining, starter sheet ductility was negatively impacted by thiourea addition. The importance of arsenic (V) concentration on the electrolyte concentration of bismuth was observed. INTRODUCTION Copper electrorefining is a commercial process used to produce the majority of the world’s refined copper. During this process, impure copper anodes are dissolved electrolytically, and high purity copper is deposited on cathodes. As the anodes dissolve, the impurities either accumulate in the electrolyte or report to solids that form on anodes surfaces or at the bottom of the refining cell. These solids are called slimes. Slimes contain precious metals and are collected for further processing. Slimes are also an important outlet for problem impurities such as lead, antimony and bismuth. The electrorefining process is operated in such a way to encourage the deportment of these elements to the slimes. Impurities in copper anodes have been studied extensively by Chen and Dutrizac (1990, 1993 and 2005). The most common impurities found in modern copper anodes include: Ag, As, Au, Bi, Fe, Ni, O, Pb, Sb, Se, Sn and Te. Impure copper anodes are produced by pyrometallurgical methods and have purities ranging from 97.7–99.7% Cu (Moats et al., 2019). The composition ranges of commercial copper anodes from the 2019 worldwide tankhouse survey are given in Table 1. The concentrations of anode impurities vary widely dependent on the source material and prior processing steps. Based on the work of Chen and Dutrizac, both gold and silver are predominantly found in solid solution within the copper grains while a minor amount of Ag can be found in Cu2(Se/Te) inclusions. Nickel is entirely soluble within the copper grains up to anode compositions of 2500–3000 ppm Ni; above which NiO and kupferglimmer phases are formed (Chen & Dutrizac, 1990). As, Bi, Pb and Sb are found in solid solution within copper and within oxide inclusions typically found along grain boundaries. Oxides are formed due to the presence of 0.13-0.18 wt. % O (Chen & Dutrizac, 1990). This is because during solidification of the cast anodes, impurities are enriched in the liquid phase as the copper grains nucleate and grow. The inclusions form from the last liquid to freeze, which is typically along grain boundaries (Wenzl & Filzwieser, 2007; Wenzl, Filzwieser, Mori & Pesl, 2008).

In more recent months, wars and rumours of war have indicated, among other things, the need for better control of our mineral wealth. The erection of a smelter on the lower mainland coast of British Columbia, treating all Western ores, and such ores as it will be found advisable to import, will make an important contribution toward a solution of these problems. It is believed that the ores tributary justify a smelter of major proportions. A stock-taking to confirm this can be made with reason-able accuracy in a short time, and this should be undertaken without delay. Enough general information is, however, available .in this paper to justify the technicians of the Department of Mines at Ottawa and of interested smelting companies making a preliminary study of the matter. THE DEFENCE ARGUMENT As a factor in rearmament, metals play a vital part. That rearmament is to continue on an increasing scale is indicated in Premier Chamberlain&apos;s address of October 3rd last, when he said: ?&apos;For a long period now we have been engaged in this country in a great programme of rearmament which is daily increasing in pace and volume. let no one think because we have signed &apos;this agreement between the four powers at Munich we can afford to relax our efforts or call a halt in our armaments at this moment&apos;. As matters stand, the facilities in British Columbia are entirely out of line with the strategic importance of this Province as the Western Front of Canada and the Empire. All our copper ores, and an appreciable part of our lead and zinc ores, are sent for treatment to Japan, United States, and Europe, while we import our iron and alloys. A treatment plant on this Coast would not only give us control of war metals and chemicals but it would provide an increased industrial and research population, badly needed in this area and of the greatest value in the case of war. This is where the mining industry can do its bit.

"IntroductionThe Cape Breton Development Corporation (CBDC) located in Cape Breton, Nova Scotia, in eastern Canada, was established in 1967. Its mandate at that time was to facilitate a phased downsizing of the coal industry and developing viable replacement industries. The oil crisis in the early 1970s changed CBDC’s mandate and focus was modified to increase coal production to support Nova Scotia Power Commission’s “off oil” policy for their power generators. In the late 1980s the mandate to develop viable replacement industries was eliminated and CBDC became primarily a coal mining company. CBDC presently operates two underground coal mines, Phalen Colliery and Prince Colliery, using a retreat longwall method of mining. Both mines operate beneath the Atlantic Ocean. CBDC also operates associated infrastructure — central workshops, a railroad, coal preparation plant, and international pier. The Need For Substantial ChangeOver the last few years, CBDC has been facing some challenging issues, including improving labour management relations and achieving financial self-sufficiency and profitability. Recent achievements with regard to human resource issues, especially in the areas of collective bargaining, absenteeism, and attendance, show noticeable improvements. All participants should be commended for successfully concluding the collective bargaining process with all four CBDC unions, CUPE; CAW; IAM&AW; and UMWA. However, although these changes are encouraging, even critical in the short term, they are not sufficient to ensure the long-term viability of the company. Market ForcesShort- and long-term financial realities are drawing the need for further substantive changes. The corporation has a mandate to achieve financial self-sufficiency by the year 1999. This goal can only be achieved through a combination of cost reductions and productivity gains, specifically, a reduction in the workforce of 658 and an increase in production of 800 000 tonnes annually. This increase in productivity requires CBDC to re-think the way it does things.In the longer term, CBDC faces even greater challenges. The energy market is becoming more competitive. The electrical utilities across Canada are anticipating deregulation and are positioning themselves for the resultant competition. As primary fuel supplier to Nova Scotia Power Inc. (NSPI), the corporation will have to become ever more competitive to stay in business."
