"This paper had its origin in a panel discussion organized by the Canadian Uranium Producers Metallurgical Committee (CUPMC) at their Annual Meeting in Blind River in May, 1964. The reason for the panel was the formation of the National Uranium Tailings Research Program funded in the amount of ten million dollars by the Federal government. According to the bureaucrats in charge the program would seek to solve the perceived problems as well as any actual problems they believed existed with uranium tailings. Dr. Allan Ashbrook of Eldorado Nuclear chaired this panel and his summation of the panel's purpose was set out as ""Regulation and the Regulatory Process in the Nuclear Industry, Where Have We Been, Where Are We Now and Where Are We Going""?"" This paper will try to relate these questions to the whole mineral industry.The Canadian Mining Association has been telling us our natural resources are today required only if they are competitively priced with those produced in so called ""third world"" countries where labour rates are lower, environmental restrictions may be less and every effort is made by the local government to sell their product. It is in this hostile economic climate that the Canadian mining industry now finds itself. Before going further I want to stress these comments apply only to: a) Mines financed by private capital in a free enterprise society.b) Mining companies want to operate in an environmentally safe manner. However, they must earn a profit because no company financed with private capital can borrow money ad infinitum.WHERE HAVE WE BEENNone of us today would want to return to the days when the mill waste management system consisted of pumping the tailing to the nearest slope and letting nature's law of gravity do the rest. This was the way it was in early gold mines in Nova Scotia, tin mines in Cornwall, England or silver mines in Cobalt, Ontario and survives today in countries where climate, customs and methods of doing business are far different from Canada. As mill tonnage rates increased, more sophisticated systems evolved often designed for mining areas with different climates. Systems imported from arid climates such as south-west United States retained the solids but allowed bacterial oxidation of the sulphides promoting acid drainage. Environmental regulations were introduced and Canadian mines learned to handle tailings in our climates."

ABSTRACT Sooner or later, every producing mine faces the question of fill. This paper invites consideration of mill tailings as an economical, efficient, and quantitatively adequate source of such fill. Some of the advantages, disadvantages, methods of utilization, and methods of treating mill tailings for sand recovery are covered. ADVANTAGES AND DISADVANTAGES OF SAND FILL DISREGARDING economic com-promise, that material which supports the greatest applied load with the least compression is the best choice for fill. Table I, reproduced from U. S. Bureau of Mines Bulletin 60, is offered as evidence of the adequacy of hydraulically placed sand. Table II gives the results of tests made in an effort to determine the reason for the difference between load hearing qualities of dry-placed and hydraulically-placed sand. From these, it would appear that hydraulic placing gives a denser initial packing, with corresponding higher, and faster development of, load bearing qualities. Assuming this to be true, then if sand from mill tailings can be placed underground economically, it is the superior fill material. Table III summarizes cost data available. The most cursory glance through the available references (2, 5, 6, 7, 8, 9) will show .that the major benefit from the adoption of sand fill is a decrease in the non-productive fill ?cycle of a working place. This, it is estimated, increases the output of an individual stope by from 25 to 50 per cent. The advantage of reducing the number of required working places for a constant daily production is obvious.

"Background The preponderance of Canada's coal resources is located in areas remote from high demand domestic users and at some significant distances from deepsea ports. This places great demands on the transportation system and has forced the coal and the transportation industries to adopt highly efficient methods of handling the product and hauling it to market position. Most of the coal not consumed in minemouth thermal power stations is carried by rail over lines operated by the two transcontinental railway systems, Canadian National and Canadian Pacific. These rail networks are extensive and have the advantage (as compared to most other North American railways) of being able to handle coal movements from origin through to destination without interchange to other rail carriers. Coal SourcesWith exception of the coal produced in Cape Breton, Nova iScotia, all the significant shipping volumes in Canada emanate ifrom mines located in the three most westerly provinces. Figure I ishows the geographic distribution of the major mining operaitions shipping coal to domestic and export markets. The prinicipal routes and the tonnages carried (1980 calendar year) are ialso indicated. iThe 1980 shipping data are summarized in Table I. Saskatchewan lignite began moving from Bienfait to Thunder Bay by CP Rail unit trains in mid-1981 at the rate of one million tonnes per year. The product is handled through Thunder Bay Terminals and delivered directly to a nearby Ontario Hydro electrical generating station."

ABSTRACT Understanding process histories and worker exposures in nickel production operations is critical in determining the role nickel compounds play in respiratory cancer incidence. As part of a series on Vale Canada’s (previously known as Inco) nickel processing operations, this paper includes descriptions of Ni electrolytic operations at refineries in Port Colborne, Ontario (1922–1984), and Thompson, Manitoba (1961–present). Industrial hygiene measurements, by area and personal sampling, of workplace aerosols at these operations are reported.

"The flotation of fine particles has been a challenge to scientists and engineers in mineral processing. A novel concept of reactive oily-bubbles as carrier to float fine particles is described in this paper. The reactive oily bubble flotation is considered attractive for fine particle flotation. In addition to the role of fine particle agglomeration by oily films, the surface properties of air bubbles coated with a thin oil film can be better controlled for the desired selectivity by adding certain types and concentrations of water insoluble collectors into the oil phase. This approach can eliminate the addition of collector to the aqueous phase, avoid undesired synergetic interactions among collectors, activators, depressants and dispersants present in slurry, minimize undesired activation of gangue particles and significantly reduce the amount of collectors needed.The concept of using reactive oily-bubble to achieve selective flotation was demonstrated in contact angle measurement and by microflotation tests with fine sulphide minerals: sphalerite and galena in this paper. The flotation behavior of sulfide minerals can be radically modified with adjustment of solution pH, addition of depressant and activator as in conventional flotation. The successful separation between PbS/SiO2, ZnS/SiO2 and PbS/ZnS was demonstrated using mixed mineral systems. Compared with conventional flotation, the reactive oily-bubble flotation showed a stronger collecting power.INTRODUCTIONThe challenge for fine particle flotation has long been recognized and well documented (Fuerstenau, 1980). Because of drastic changes in surface properties of fine particles and associated physicochemical and hydrodynamic conditions of flotation systems, fine particles responded poorly to the conventional flotation processes. For instance, the small mass and hence low inertia of fine particles would result in a low efficiency of collision and attachment of fine particles with flotation bubbles. Large specific surface area of fine particles, on the other hand, would cause an increased reagent consumption. Dominating colloidal forces of fines may cause slime-coating, accompanying a low selectivity (Somasundaran & Arbiter, 1979; Fuerstenau, 1980; Sivamohan, 1990)."

The Noranda concentrator was placed in operation in October, 1928, and the object of this paper is to outline operations during the twelve months which have elapsed since that time. The ores milled are massive sulphides carrying copper and gold, and, in certain cases, zinc. These ores have a specific gravity of about 3.8. The average assay of the copper-gold ore so far treated has been 2.0 - 3.5 percent Cu; 0.10 - 0.20 oz. Au; 40 - 51 percent Fe; and 6 - 15 percent SiO2. In this ore the copper occurs almost entirely as chalcopyrite, and the iron which is not combined with the copper is present mainly as pyrite and pyrrhotite. ?some iron is also combined with the silica, the ratio being about 1 to 4, and a small percentage is present as magnetite. The occurrence of the gold has been shown by microscopic work carried out by Prof. L. C. Graton, of Harvard University, to be very variable. Some of it is free, and is included within the base-metal sulphides or occurs at their boundaries. A similar distribution also holds for a portion of the gold which is combined as a telluride. Little is so far known of the occurrence of the silver other than that some of it may be combined with the gold in the telluride, petzite. The copper-zinc ore contains up to 6 percent copper, and has a very variable zinc content. The copper in such ore is present as chalcopyrite, and the zinc as sphalerite. In starting the mill we had three conditions to face; the first of these was climatic, the second was the lack of skilled flotation operators, and the third was the ore itself." The last of these three proved much more difficult to contend with than the other two combined.

Better in situ performance data is required in order to advance the rational geomechanical design of cemented paste backfill systems. A few in situ test programs have been conducted, but these have suffered from too few measurement locations within the stope and have not used enough different types of transducers to fully capture the information of significance. In this paper the important geomechanical design aspects are listed, the underlying physical phenomena are described, and some previous in situ measurement efforts are reviewed. A new approach to in situ measurement campaigns is then described including measurement techniques, locations, and the logistical aspects of mobilizing transducers in an active mining environment. A work-in-progress is used to illustrate the principles and concepts involved.

LEAD poisoning is perhaps the oldest and, until recent years, the most misunderstood of all industrial diseases. Hippocrates appears to have recognized a relationship in the colic experienced by a patient who worked with metals, and the ancient literature is filled with references to the colics and 'dry bellyaches'. The colic and other sequalæ following drinking of lead-bearing waters and, particularly, wines has excited possibly more comment in the older medical literature than any other ætological factor. It was not until1656, when Stockhusen definitely connected the colic of the workmen with the fumes given off in the process, that the true danger to those working with lead was recognized. Unfortunately, something over 200 years elapsed before industry took any note of Stockhusen's discovery; it remained for Legge and Goodly and investigators of the early 1900's to forcibly educate their profession and industry to the manner in which lead gained entrance to the body. The work of Legge and Goodly was published in 1912 and the clearness with which these investigators presented the scientific data which they had accumulated will mark this volume as perhaps the first and most important contribution to our modern knowledge of the subject. It also ushered in a period when, in the short space of thirty years, lead poisoning has been reduced from one of the most baffiing and widespread o industrial diseases to one which can be anticipated and controlled. The next great contribution came in 1926 with the publication of the work of the Harvard group. Here, for the first time, was the physiological behaviour of lead laid bare, and it is to the discoveries of these authors that we owe our modern treatment of lead poisoning.

During recent studies concerning the effects that various surface treatments, surface imperfections, locked-in residual stresses and metallurgical and geometrical notches have upon the mechanical behaviour of metals and, in particular, upon their tension-bending characteristics under impact loads, it became apparent that specially developed methods and samples would be of great assistance in determining the desired data. This paper describes and discusses a number of different types of double-notched tension-bending impact samples which have been considered and examined for this purpose. The types most suitable for exploratory investigations are proposed for application in the study of the _behaviour of metals, their welds, and, in particular, their surfaces, when subjected to various notch-severities, surface imperfections, strain rates, temperatures, and constrained states of stress (i.e. the relations of the three principal stresses). It is expected that the proposed double-notched tension-bending samples and the proposed test methods will also contribute toward further understanding of the cold brittle behaviour and the notch-sensitivities of metals. "This study focuses on comparing the “blinding” effectiveness of various organic additives as part of a general review of using organic additives to mitigate preg-robbing and improve gold recovery during cyanide leaching of carbonaceous gold ores. The laboratory results compared the impact of various organic additives on the prevention of gold adsorption using both activated carbon and ore samples containing carbonaceous matter, generally referred to as total carbonaceous matter (TCM). Although several organic reagents were found to have a significant blinding effect on activated carbon, these results did not translate into increased gold leaching efficiencies with actual ore samples.INTRODUCTION Preg-robbing refractory ores, which contain carbonaceous matter, have been problematic in cyanide plants for many years. In industry, preg-robbing by carbonaceous matter may be mitigated using various techniques including flotation, to remove the carbonaceous matter; addition of blinding agents, to passivate the carbon surface and prevent adsorption of gold cyanide complex; roasting, to partially or fully destroy the carbonaceous matter; chemical oxidation (Abotsi & Osseo-Asare, 1986); pressure oxidation; or microbial deactivation (Dunne, Staunton, & Afewu, 2013). Carbon-in-Leach and Resin-in-Leach are also used as process alternatives in which activated carbon or resins are used to compete with the carbonaceous matter for gold cyanide adsorption. For highly preg-robbing ores, thiosulphate leaching may be considered as an alternative to conventional cyanide chemistry (Baláz, et al., 2000). Natural carbonaceous matter is composed mainly of hydrocarbons, organic acids, and graphitic/amorphous elemental carbon. Natural elemental carbon that behaves as activated carbon is considered to be the main reason for preg-robbing, although the true nature of this phenomenon is not fully understood (Tan, Feng, Lukey, & van Deventer, 2005). In general, the hydrocarbon fraction is assumed to have negligible interaction with gold, while organic acids, such as humic acids, may form complexes with gold, inhibiting its extraction in cyanide solutions. Organic reagents have been used for blinding carbonaceous matter in gold ores prior to cyanidation. Abotsi & Osseo-Asare (1987) tested various organic compounds, with two possible effects in mind. First, the organic compounds were expected to adsorb onto the surface of the solids as anionic/cationic species; the resulting electrostatic interactions between the Au(CN)2- anion and the negatively/positively charged surface would inhibit/enhance the gold uptake. Second, the organic reagents were expected to coat the surface of the carbonaceous component in the ore, limiting the available adsorption sites and reducing gold losses. "The operation of flotation circuits is often regarded as a combination of art and science. Expert systems offer a method by which the art may be captured and supervisory control of flotation circuits fully realized. Operating knowledge, the art, can be consistently employed to enhance regulatory control through the judicious application of an expert system. Using an expert system, a supervisory control routine was developed, and successfully implemented, in the copper flotation circuit at Brenda Mines Ltd.The expert system ran in conjunction with regulatory PI controllers on a personal computer. The expert system received assays via an on-stream analyzer and adjusted regulatory loop setpoints as required in real-time. From its commissioning in November 1989, to the end of the mine's operation in June, 1990, the ES was enthusiastically embraced by the operators and attained operating levels superior to those achievable manually.INTRODUCTIONExpert system (ES) software springs from research into artificial intelligence and is currently making significant inroads into business and industry. Proponents of ES's make many attractive claims; they are a means of capturing the knowledge of experts and they can be programmed by non-programmers. To date, most uses of this software in the process industry are in off-line applications, meaning that the applications are not tied directly to operating (on-line) environments. Moreover, in on-line environments, they are typically employed as advisors and only suggest changes. Human operators are required to close-the-loop to the process. Yet, ES's should be applicable to operating environments and, if the claims of the proponents are valid, should also be better than existing tools. As an intelligent controller an ES must use the knowledge of experienced operators, apply it directly to a process and do this without the intervention of human operators. On-line applications have been successfully employed in the closed loop control of SAG circuits (Herbst et al., 1989) and flotation circuits (Hales, 1989). Harris and Kosick (1988) detail an implementation for flotation control at the Polaris Mine."

Coal consumption has increased globally by 57% over the last ten years. Underground mining typically provides coal of the highest calorific value and accounts for the greatest proportion of production. Despite a negative environmental image and indeed impact, this industry appears likely to thrive on the global scale for many years to come. Such mining consumes large amounts of electricity with implications for carbon dioxide emission at power plants and emits substantial quantities of the powerful greenhouse gas methane. In response to this significant carbon footprint, the European Union has funded research to examine the potential for a range of improvement technologies in a project entitled Low Carbon Mine Site Energy Initiatives (LOWCARB). Coal properties related to seams and mines, together with longwall characteristics, provide the basis for research into modelling optimally efficient methane drainage with a view to assisting mining as well as maximising electricity generation at surface and hence oxidation of the methane. Possible systems for the oxidation of very low concentration methane in ventilation air, which contributes the greatest greenhouse gas impact due to the volumes emitted, have been studied and modelled. Simulation and investigation of intelligent optimisation of electricity demand patterns provide the basis for reducing the demand peaks at mines and hence the cost and ultimately the carbon footprint of a mine, while specific investigations have been undertaken into ventilation efficiency at an unusually challenging mine and simulation of mine water pumping in order to develop an innovative method to monitor pumping systems efficiency. For post-mining use, the potential of disused shafts for compressed air energy storage to improve the operation of future electricity grids with high renewable energy penetration by reducing peak generation capacity requirements has been studied. While underground coal mining will always by definition be related to a significant carbon footprint, this paper provides an overview of a set of initiatives that can make a positive environmental impact while controlling costs across a huge global industry.

"Modern crushers offer double the capacity and performance of classic models. In some cases crushers are replacing SAG circuits, the advantages being smaller investment and lower operating costs. Is Tertiary crushing replacing SAG milling as the most optimal grinding method? Does tertiary crushing achieve the same outcomes as SAG milling? This paper considers these questions and provides an assessment of the strengths of tertiary crushing in comparison to other methods. Two case studies: a Scandinavian Platinum Project, and CODELCO, are also presented.INTRODUCTIONResearch on basic parameters in crushing started at Chalmers University in 1993. The initial project has developed and now involves several related areas. Modelling in accordance with new theories has resulted in modified designs which have been implemented and shown improved performance at operating mines in Chile. Sandvik Rock Processing is a partner and a major supporter of this program. This paper will cover some of the achievements and give references to the research reports.The mining industry has for many years mainly used crushers of the traditional 7’crusher concept, with thread adjustment of the setting and with a spring or hydraulic overload system. This machine type has been the workhorse for crushing throughout the world. The explanation for the dominance of this machine is that it has a reliable mechanical design. It can be estimated that about 2000 crushers of this design are still at work.Technical development in all fields utilizes new technologies like high-strength materials, advanced control systems and more extensive use of hydraulics. This is the reason why today’s motorcars, for example, are more efficient, more reliable and more environmentally friendly than their predecessors in the 1950s. Crushers are no exception. This paper will cover experience from the latest-generation cone crushers developed by Sandvik Rock Processing.The parts in this paper related to the CODELCO ElTeniente copper mine in Chile are coauthored with responsible personnel from the operation at the mine."

A SEARCH of the records indicates that evidences of accumulations of petroleum and natural gas within the boundaries of British Columbia were discovered at approximately the same time as were those of Alberta. They probably would have been developed as soon bad it not been for the fact that they are in such uninhabited parts of the Province. Even today, the seeps of the Flathead area, and the later discovered extensive seeps of the Peace River area, have been seen by very few people. From the geological evidence, there is reason for believing that British Columbia soon will be a petroleum producing Province. Fifty-eight operators, both companies and individuals, are now backing the money and the effort which they have invested with us, for the most part within the last three years, in a belief that this is so. The promulgation of the Petroleum and Natural Gas Act in 1947 marked the beginning of a new phase with regard to the exploration and the development of our petroleum and natural gas resources. Since August 15th, 1947, the date on which the Act came into force, the area under exploration bas increased from a few thousand acres, held by lease under the Goal and Petroleum Act, 1986, to 10,460,115 acres, including all active permits, licences, and leases. In addition there are 192,720 acres under application, bringing the total under issue and application to 10,652,835 acres. The total area is comprised of 105 permits, 20 licences, and 26 leases under the 1986 Act. The permits and licences, which ?represent active exploration and development, are held by a total of 82 companies and 26 individuals.

"INTRODUCTIONGold tailings retreatment plants have been operated for many years throughout the world. Several large tailings retreatment facilities have been operated profitably in South Africa since 1976 and there are tailings retreatment operations in Canada currently in production with more in the feasibility stages.The Timmins Gold Tailings Project of ERG Resources Inc. was designed to treat 8,000,000 tonnes per annum of gold tailings for an eight month operating season, and commissioning of the operation began in July 1988. The payback period for this project is about 3 years which corresponds to an IRR of 30%.This report summarizes the metallurgical characteristics of the reclaim tailings, describes the process flowsheet which was developed to enable ERG to economically recover gold from the Timmins area tailings, and reviews commissioning activities."

"The Dumont deposit is a large (1066 Mt probable reserve) low grade (0.27% nickel), nickel sulphide project located in the Abitibi region 25km west of Amos, Quebec. Royal Nickel Corporation acquired the project in 2007 and has since taken the deposit through pre-feasibility. And updated, revised pre-feasibility was released in July 2012.The disseminated nickel sulphide and alloy mineralization is hosted within the serpentinized dunite subzone of the Dumont Sill; a differentiated, pervasively serpentinized, ultramafic sill of komatitic affinity. Pentlandite, heazlewoodite and awaruite are the dominant nickel-bearing, metallic phases and can be recovered by conventional methods (flotation, mag separation). Non-recoverable nickel is also present within the silicate matrix of the serpentinized dunite and is locked in serpentine (Fe and Mg-rich variants) and minor olivine.A detailed mineralogical program including 1097 QEMSCAN® samples and 4300 electron microprobe points were undertaken to increase the understanding of the nickel deportment in the various recoverable and non-recoverable phases in a spatial context across the deposit. Eighty-three (83) metallurgical tests performed under a standard procedure have linked the mineralogy to metallurgical performance. This has allowed the creation and modelling of geometallurgical domains on a block by block basis to understand the recovery variation and metallurgical performance throughout the deposit. Understanding the spatial variability of Ni deportment in recoverable and non-recoverable phases through mineralogy is the key to understanding metallurgical performance thus, unlocking the value of the Dumont deposit and other large tonnage low grade ultramafic nickel deposits."

"This is an account of the expansion of Texasgulf's Timmins concentrator by the building of a fourth circuit.The original capacity of the mine and concentrator was 3.6 million tons per year of ore. In 1974, Texasgulf decided to increase that capacity by about one third to 4.8 million tons per year. It was planned that the increased capacity would be available by mid-1978.The expansion involved work at the rninesite, increased railroad capacity, and a new circuit in the concentrator, and it is the concentrator expansion which is described here.In 1974, the minesite drew its ore from the open pit. The pit was being phased out and was to be replaced by No. 1 mine. To allow for the expansion, a second mine was required. The railroad was capable of handling 18 car trains. Its capacity had to be increased to 27 cars per train and this, in turn, required two new locomotives. Each of these alone cost half a million dollars.The concentrator building in 1974 contained the concentrating equipment and miscellaneous services (such as machine shop, warehouse, analytical lab). The grinding and flotation sections were divided into three circuits ('A', 'B', & 'C'). 'A' and 'B' circuits treated copper-zinc ore and 'C' circuit treated the much more difficult copperzinc- lead ore. This 'C' circuit had been modified over the years to implement improvements in the metallurgy."

Measures taken by mining companies around the world to reduce their carbon footprints are becoming increasingly important in the sector securing its social licence to operate. The options for measures reduce to three categories of activity: i) demand reduction by avoiding unnecessary waste of supplied energy, ii) improving the utilization of energy that does have to be consumed and iii) adopting low carbon energy production options?including renewable energy. As well as the environmental imperative, as the prices of electricity, gas and liquid fuels increase, so the economic case for activities i) to iii) gains higher priority, especially in such an energy intensive industry. The specific energy consumption for certain upstream minerals industry operations in Canada is reported to be as follows: underground mining: 99.5 kWh/tonne mined; surface mining: 11.7 kWh/tonne mined; base metal processing: 81.4 kWh/tonne milled; gold processing: 99.6 kWh/tonne milled. Around 508 kWh/tonne (slag) of heat is reported to be available in cooling slag from 1500°C to 25°C; an amount that is simply indicative of the energy intensity of downstream smelting and refining operations. Low carbon, energy saving technology options that are available to mining industry companies lead to projects with return rates that must compete alongside other capital intensive projects considered by mining company boards. Energy projects frequently involve longer payback periods and lower rates of return than those of competing bids for capital, such as those for development of new mineral properties. For energy services companies (ESCOs) that specialize in the financing, construction, and the efficient operation and maintenance of energy projects, the same returns and payback periods may be considered acceptable or even attractive. For the ESCO, the key commercial risk mitigating factor is a securing a long term contract for the supply of energy.
