The Snap Lake Phase I project initiated a subsampling campaign on the material (kimberlite/metavolcanic/granite) mined and treated for diamonds. The campaign was aimed at determining the optimum subsampling program to subsample the feed to the bulk sample plant (BSP) for the duration of a sampling campaign. This paper describes the application of GyÆs formula for determining the subsample size and other good sampling practices to determine this subsampling campaign. Three main issues are discussed: the use of a hammer sampler to sample off a moving conveyor and the practical experiment to determine the optimum subsampling program; bias introduced by laboratory equipment including two sizes rotary splitters; and variability of the feed material to the BSP over time.

Mineral policy is now generally regarded as a function reserved to government. Government is reponsible for the economic health and progress of nations, and must therefore interest itself in minerals as a basic national resource. Government should therefore identify objectives which it sees as suitable and necessary for the mineral industry so that the industry can play its part in achieving national goals. It should provide the legislative framework and policy guidelines to enable these objectives to be achieved. The essential objective of a national mineral policy should be rational development of the nation's minerals resources. To achieve this, it need not be too formal; broad guidelines are enough. But it must be dynamic, to keep pace with the changing circumstances of the mineral industry in the world scene and the changing requirements of government. It should be flexible, recognising that there is no such thing as a "typical" mineral deposit; above all it should represent the outcome of a continuing dialogue between government and industry. Both government policy and corporate planning need to be formulated on the practical understanding of the potential economic value of the mineral sector and what it can contribute to the nation's prosperity. There needs to be a common understanding of the wide range of the costs of risks that may arise through the exploration and development stages and of the uncertainties affecting ventures at the production stage. There needs to be a common understanding that the size and importance of the mineral sector is determined in the long run by the level of investment in exploration. The development of a continuing understanding between government and industry should lead to the formulation of ground rules which ensure the continuance of a strong industry able to adapt to the changing world scene and make its contribution to national growth and wellbeing.

The advancements achieved in rapid tunnelling in the 60's and 70's have been notable. It is unfortunate that shaft sinking has not enjoyed equivalent advances and there are many good reasons why this is so. Technical and commercial considerations have held back development and continue to do so despite the increasing urgency in the search for minerals and energy. By the careful selection of an appropri- ate project and the application of specialist engineering the Bdard took advantage of a unique opportunity to apply a mechanised shaft borer in field conditions.

Highwall mining is a specialised and largely automated mining method developed in the United States for the extraction of coal left under a shallow overburden cover after cessation of economical open cut mining operations. As the name indicates, coal is extracted from the seam exposed along a highwall by a remotely controlled continuous miner operating in a single unsupported opening and brought to the surface by a string of conveyor segments. The single entries are separated by coal .pillars and driven normal to the highwall, over areas where the thickness of cover and volume of recoverable coal is insufficient to allow or justify conventional underground mining. An additional highwall mining method is augering. The success of high wall mining operations depends significantly on geological features, notably the stability of the working roof, determined by the type and mechanical properties of the immediate roof strata. Stability of the ribs, absence of floor heave, faults and dykes are further important prerequisites for profitable highwall mining. The geometric relationship between the spatial attitudes of existing joint systems, the direction (azimuth) of the single entry opening and its vertical profile determine the unimpeded depth of penetration into the coal and thus its economic success. The mechanical implications of the lithological transition zone from a coal seam to either primary or original roof strata, compared to an interface between the coal seam and overlying strata, characterised by a sharp erosional boundary between coal and a secondary immediate roof stratum, are very significant. The compatibility between the response to mining by the geological system (floor-seam-roof) and the capability of the mining equipment to prevent the development of instability are essential requirements from a mechanical viewpoint. The minimisation of vibrations, very good horizon control, an ability to vary the profile of the opening, and the maintenance of consistently high advance and retreat rates, are also important aspects of profitable highwall mining.

With the use of 86 rock drills of the jackhammer type at the West Lyell Open Cuts of the Mt. Lyell Mining & Hailway Co., it is of importance to determine the economic as well as the physical life of these machines. With this purpose in mind records have been kept of the footage bored and the cost of new parts placed in each machine, and the following procedure adopted.A graph is plotted for each machine showing the footage bored as a horizontal line and at each 5,000 feet of boring the total cost of new parts noted on this line. (See l"ig. 1.) Thus at a glance it is possible to see... the amount of work done by each machine and the money spent on it in new parts. However, it is difficult to visualise from this graph the increase in the cost of new parts for each machine as its life advances. To obviate this difficulty a curve is plotted with the cost of new parts as the vertical component and the distance bored as the horizontal component. As before the cost of new parts are taken at each 5,000 feet bored. (See Fig. 2.) The curves so obtained are particularly interesting for two reasons:1. Each machine has its characteristic curve.2. The curve always steepens.Some machines are found to have relatively flat curves, others flat curves for approximately 15,000 feet of boring, and others steep gradients from the begining.This demonstrates that it is not always economic to discard a drill after it has been in service for a certain length of time or after it has bored a specified number of feet. Each drill has its own characteristics and so must not be regarded as one of a class, but considered on its own performance.The following use of these curve diagrams has been made to determine whether a machine has reached the end of its economic life. Mining Engineering Degree programs have traditionally had a practical emphasis and have been highly vocational in nature. However, over the years, there has been an increasing attention to the more scientific aspects of the discipline. More recently, the professional institutions, the industry and the community at large have placed increasing emphasis on the broader aspects of the professions: management, finance, humanity, environment and social issues. Notwithstanding this, there has been a continuing emphasis on the practicalities, and most Mining Engineering programs are still strongly vocational in nature. But employers of new graduates complain about the graduatesÆ lack of practicality and readiness for employment æat the sharp endÆ on the mine site.This paper briefly describes some of the more recent developments in the Mining Engineering Degree program at the University of Queensland that attempt to address the problem. Particular attention is paid to alternative learning programs, including applications of virtual reality, practical experience at the University Experimental Mine (UQEM), and the Undergraduate Site Learning Program (USLP).

As copper reserves deepen, they are becoming increasingly less pure. Penalty elements such as arsenic, antimony and bismuth are occurring in increasing concentrations. Environmental issues with smelters are leading to increases in penalty rates for these elements such that some concentrates may become difficult to sell. Arsenic concentration in Rosebery copper concentrates during 2010 varied between 3000 and 8500 ppm. Arsenic levels above 5000 ppm can preclude import to some customer countries. Optical mineralogy has indicated that arsenic in Rosebery copper concentrates is most commonly associated with tennantite (Cu12As4S13) in solid solution with tetrahedrite (Cu12As4S13). In addition, silver reports to concentrate as freibergite (Cu12As4S13 ). A reduction in arsenic content will therefore lead to a concurrent reduction in the silver content.A literature review by Long, Peng and Bradshaw (2012) indicated that arsenic bearing minerals could be removed using potential controlled flotation. Some success in reducing the amount of arsenic had also been reported using either roasting or chemical depression using reagents such as lime and cyanide. Due to the location of the Rosebery concentrator adjacent to world heritage listed temperate rainforest, the use of a roaster or cyanide was immediately discounted. Lime is already used as a reagent in the Rosebery flow sheet, so could be considered as a potential arsenic depressant.In order to determine a method of separating out the high arsenic bearing minerals, two series of flotation tests were conducted. The first series investigated the effect of pulp potential on the recovery of copper, silver and arsenic minerals; a second series investigated the effect of pH, froth depth and regrind.CITATION:Long, G, Peng, Y and Bradshaw, D J, 2012. Throughout its history the mining industry has focused on the highest-grade deposits sited in the most convenient locations. The burgeoning global population and higher standards of living not only increase the demand for mineral products but also make it harder to mine and process them. The future will include the development of lower-grade, more complex orebodies, and orebodies in difficult locations. The industry will be expected to provide for humanityÆs needs while reducing its environmental footprint and maintaining profitability. This paper reviews some of the likely adaptations in mineral processing that will occur over the next 20 years. The challenges inherent in adapting to lower grade and more complex materials might be exacerbated by such factors as the availability of water and low-cost energy. In underground mining, higher energy costs are likely to foster further developments in underground preconcentration, especially for ores that can be upgraded at relatively coarse sizes. The adoption of underground crushing could also render material amenable to semi-dry preconcentration options such as might be achieved by the rotary classifier developed by CSIRO and being commercialised by RCR Tomlinson, or more modern versions of the hand-sorting of ore that use sensors based on colour or other suitable rock properties. The cement industry and some gold roasters have used the alternative of dry grinding and classification, which might also have a part to play in dry processing. There is also likely to be increased interest in options such as in situ leaching that further minimise the surface disturbance. Underground operations will have to balance the energy savings from reducing the amount of material brought to the surface and reduced surface disturbance against the practical limitations of installing and maintaining processing equipment underground. On the other hand, surface disturbance and energy issues in open cut operations will be balanced by potentially lower mining costs and higher overall recovery from the deposit.

The efficient operation of any modern metallurgical facility depends on the accurate measurement and estimation of flow rates, inventories, and composition of their intermediate and final products. All of this information is subject to both statistical errors and gross errors, which can lead to poor estimation of efficiency, yields and specific energy consumption. The detection and the elimination of these errors require not only plant data, but also product transactions and the operational events. Once the gross errors have been eliminated, it is possible to estimate validated performance indicators, such as grade recovery or yields. This paper describes the methodology to implement a unification and gross error detection system using the available infrastructure of both information and data reconciliation system. It covers the different infrastructure layers, from the data collection layer to the data validation and reconciliation layer. In addition, the impact of these methodologies on the decision-making process is presented.

Risk assessment in the mining industry is currently a topic of great interest with risk methodologies being increasingly applied beyond the traditional areas of finance and feasibility to analyses of risks due to various physical hazards including chemical, electrical, mechanical and geotechnical sources. The application of risk analysis and evaluation techniques to the management of personnel safety is being promoted by both industry and regulators but, particularly for geotechnical hazards, often there are inadequate databases for a meaningful quantitative calculation of risk. In Western Australia over the decade 1987 - 1997, the annual fatality rate for underground mining has averaged at approximately 1.3 in 1000 employees with rockfalls/rockbursts accounting for over half of these deaths (Prevention of Mining Fatalities Taskforce, 1997). Recent improvements have been made since this time, perhaps halving the annual fatality rate, mainly due to industry improving ground control measures and implementing various recommendations from the Prevention of Mining Fatalities Taskforce (1997). However there still remain a large number of unknowns when trying to address the complex area of geotechnical risk in mining. Risk calculations require information about the source of the hazard, the people or assets exposed to the hazard (the æelements at riskÆ) and the effects on these vulnerable elements if the hazard actually occurs (the potential consequences). To date, little information has been available on the exposure of mining personnel and equipment to underground hazards other than occupational safety studies on chemicals, heat, dust, etc. This paper concentrates on underground geotechnical risks and presents a data collection and rating system for the exposure of both the underground workforce and equipment to rockfalls and rockbursts. The methodology considers exposure times, personnel protection levels and hazard proximities to give exposure ratings for the major underground mining activities and hence rate different locations within a mine. This exposure methodology is then applied to the workforce and production/ development cycles in an actual WA underground mine, creating a snapshot map of differing levels of personnel exposure across the mine.

This paper descrioes a case history of a coal mine which developed un'tahle roof conditions due to mass sliding of the overburden strata on a claystone band within the coal seam. The sliding is believed to have been initiated by stress relief associated with the removal of overburden alongside the entry portal of the underground workings. Once in motion, the roof block was kept moving by bulking due to roof collapse in the normal underground goafing operations. Control measures in the form of an earth and rockfill buttress against the entry portal and a sequential mining plan to create goaf areas alongside the entry portal have been initiated to attempt to limit movement. The operation has been continually monitored and a gradually decreasing pattern of movement is being re, orded.

Porphyry type mineralization of Lower Cretaceous age in eastern Queensland has been recognized only from the easternmost part of the northern New England Orogen (Day, Murray and Whitaker, 1978), within the northern Yarrol Province (Horton,1982). Recent work about the Mt. Suthers (Pb, Zn, Ag, Cu, Au), Lug-e-nor (Cu, Pb, Zn, Ag, Au, Mo), and German Tully (Cu, Au, Bi) prospects suggest that there has been a phase of porphyry type mineralization within the Gympie Province, of Lower Cretaceous age, overprinting earlier Permo-Triassic phases. About the Mt. Suthers Prospect surface samples of shallow, medium to heavy textured soils derived from marine sedimentary rocks of Permian age, and extrusive and intrusive igneous rocks of intermediate composition and Triassic age, were analysed for Cu, Zn, Pb, Co, Cr, Ni, Fe, V, Mn and Ag. Whereas strong iithological control determined the distribu- tion of Cu (diorite) and of Cr, Ni, Fe and V ,sedimentary rocks), the distribution of Pb, Zn, Ag and of Cu, were determined by mineralization of faults by a cavity fill hydrothermal process. Gold is associated with the Pb, Zn, Ag mineralization. Co and Mn showed distributions independent of lithology and structure. The fault controlled style of mineraliz- ation at Mt. Suthers is repeated at other localities to the south; Calgoa, Marodian, and German Gully. Relative dating of structural features and isotopic dating of nornblende porphyrites (134-135 m.y.) near and related to those mineralized at German c;ully suggest a previously unrecognized phase of porphyry copper style mineralization in south-east Queensland of Lower Cretaceous age (Fig. 1).

At NewcrestÆs Telfer gold mine, a strategy of regrinding pyrite rougher flotation concentrates has been proposed to increase gold recovery and reduce cyanide consumption in the CIL circuit. The regrinding will be followed by an additional copper/gold flotation stage, where copper minerals need to be separated from pyrite. However, although the minerals are well liberated, the separation of chalcopyrite from pyrite in the cleaner stage is not always straightforward. The surfaces of the fine particles, produced during regrinding, are more easily oxidised and contaminated than coarse particles, directly influencing the particle floatability. The depression of pyrite is difficult in the cleaner stage as well due to copper activation, a process which is also highly dependent on the grinding environment. In this study, different grinding media, including mild steel and stainless steel, was used in the regrinding to produce different regrinding chemistry, such as, pH, Eh, and iron hydroxide contamination. The effects of regrinding conditions on chalcopyrite flotation and its separation from pyrite were studied. It was found that the stainless steel grinding media, which produced an oxidising environment, was more beneficial for the separation of chalcopyrite from pyrite after regrinding. The mild steel grinding media had a detrimental effect on both chalcopyrite and pyrite flotation. A metallurgical balance drawn around a mineral processing plant or smelter must involve all process streams crossing the plant boundary. Modern sampling theory, as formulated by Gy, and sound statistical method can be used to determine the uncertainties in the observed assays for the set of balance analytes and in the mass flow rates of the process streams for the balance period. These uncertainties can then be used together with the material balance equations to arrive at adjusted component mass flows that satisfy the material balances exactly. To determine whether or not the data is consistent with the level of uncertainty in the data and with the material balance equations, a goodness of fit test is applied. This goodness of fit criterion is the principal tool to quantify the quality of the material balances. The mathematical structure of the statistical material balance problem poses a number of challenges. For example, while the variances of the adjusted component mass flows do not vanish, the variances of the sums of the adjusted component mass flows about each balance node do vanish, simply because the balancing computation demands that the balances close exactly. Even though it can be shown that the variances of the adjusted component mass flows are always lower than the estimates for the corresponding unadjusted component flows, it is still not possible to construct a confidence interval on the component mass flow into (and out of) a balance node using the adjusted component flows. On the face of it, such a confidence interval is exactly what is most desired from the balance calculations. The problem arises because the balance problem is a data adjustment rather than a parameter estimation problem. It is possible, however, to calculate the recovery of a component to a product stream and determine a confidence interval for the recovery value. It is also possible to calculate an uncertainty in the mass flow of any balance species in any process stream, before and after balancing.

The Marra Mamba iron ore in FortescueÆs Chichester Range project area occurs as a very flat dipping series of waste shale and iron ore beddings. These beddings vary from millimetre thickness to several metres. The ore material generally exhibits a moderate degree of competence when subjected to ultimate compressive strength (UCS) tests, normally failing at up to 60 Mpa. However, the strength of the beddings is markedly less when subjected to the tensile forces imposed by the cutting action of the surface miner. Two surface miners of differing age and sizes were tested over a period of almost three months. These machines produced a product that had not been subjected to dilution by blasting and of such a size that primary crushing is not required. The machines were able to cut all ferrous material presented to them with varying degrees of success. Material containing higher quantities of manganese were broken but caused catastrophic wearing of the picks. During the trial the volume of material produced by the two machines in various strength materials very closely matched the manufacturerÆs estimates. The major impact on costs per tonne related to the wear on bits, which in turn varied with the bit design and composition. Bit design and composition testing is continuing.

In southeastern China, offshore Tertiarybasins are buried underneath the broad continental shelf areas from Taiwan to Hainan Island. These basins bear relatively similar characteristics of structure, stratigraphy and tectonics. Based on age and tectonic framework, these Tertiary basins are divided into two groups of Paleogene basin and Neogene basin (Fig.1 and 2). However, observations of extensional structures indicate that the Paleogene basins are rift basins; and the predominant structural features are NE-SW trending half grabens and fault blocks. In a regional scale, these half grabens and adjacent uplifts represent a horst-and-graben structural style. Neogene basins are downwarp basins lying on the tilting continental shelf. Late Tertiary sequences are relatively undeformed but locally with minor folding and thrusting during the Pliocene-Pleistocene.Seismic stratigraphy and well data indicate that the Early Tertiary strata are commonly tilted and disturbed as nonmarine to marginal marine facies deposited in the wedge-shaped half grabens; the Late Tertiary strata are generally parallel undisturbed marine facies accumulated in the enlarged downwarp basins overlying the infilled half grabens. In general, three major regional unconformities formed during the Late Cretaceous, the Late Eocene and the Middle Miocene. Widespread extrusive basaltic flows are commonly associated with these unconformities.

Methane and fire hazards have a vital effect on work safety and continuity of mining plant operation. In the 1990s, the SMP hazards monitoring and ventilation control systems, based on continuous measurement of air parameters, were put into operation at nearly 30 Polish mines. These systems provide continuous measurement of methane concentration within the range of zero to 100 per cent with automatic switching off of electrical energy immediately after detection of potentially explosive conditions. Early detection of coal spontaneous combustion and open fires is made by continuous measurements of CO, CO2, smoke and O2 content in mine air as well as temperature changes in air and rock mass. The essence of the system is intrinsic safety of all underground instrumentation and uninterrupted central power supply from the surface. All abnormal and critical states are signalled to the mine control room. These trigger alarm and emergency procedures. The computer based ventilation monitoring and control system also performs the function of an expert system for fire detection and underground fire fighting. The mine control operator (dispatcher) makes use of stored data in computer escape route schemes and procedures for the safe withdrawal of miners from hazardous areas. The operator can put in motion intrinsically safe alarm signalling units and banners with programmed messages indicating escape routes.

Efficient roof control in colliery operation is a factor that must be maintained for· the maximum reQovery and economic extraction of the mineral. It must be carefully considered in each of the following stages in the life of a mine.1. The primary development and the first working of the mine.2. The maintenance of access roads, intake and return airways.3. The extraction of pillars.FACTORS IN ROOF CONTROLThe main objects of roof control are: The support of the roof in working places, the relief of roof pressure from the workings during pillar extraction, and in some instances the prevention of subsidence of the surface.The support of the roof during development operations and first working, and the subsequent maintenance of these is influenced by:-1. The depth of the seam below the surface.2. The thickness of the seam.3. The dip of the seam.4. The condition of the roof and floor.5. The method of extraction-mechanical or by hand.6. The method of. working-Iongwall or bord and pillar.7. The availability of material.As a general rule, the pressure exerted by the superincumbent strata may be taken as one pound per square inch for each foot of cover, and the crushing strength of coal as 1,500 to 2,000 lb. per square inch; this, of course, varies, but from these figures it may be assumed that seams below 2,000ft. in depth are liable to crush. If any part of the seam is removed, added weight is thrown onto the remaining coal. It is therefpre essential that for effective working this extra weight must be removed or supported as soon as possible.The outstanding principle in the support of mining excavations is to ensure that the supports are set as soon as possible after the natural support has been removed.Where a system of bord and pillar is applied, the early setting of supports reduces the extent to which the roof bends, thereby reducing the liability to ·tension fractures at the centre of the road.

Equity finance provides the most suitable and frequently the only access to capital during the exploration and evaluation stages of resource projects when project risk is at its highest. Investors are prepared to provide equity funds in the knowledge that they are compensated for the higher risk they take on with higher potential returns or sufficient upside potential to justify the higher risk. The context of resource projects which determines the role of equity finance has changed considerably. Prior to the resurgence of the gold price and the development of new mining technology many resource projects were selectively mining orebodies by underground methods frequently with limited reserves proved up in advance of mining. The limited proved ore reserves base and the volatility of the gold price all contributed to a higher risk and higher return investment environment in which the use of equity finance was more appropriate and frequently the only option for capital raising. The financial risk of a resources project can be transferred to an underwriter who makes the commitment to distribute the financial risk between a number of investors. There is also the opportunity for financiers to use a mix of equity and debt finance to allow a company to proceed with the development stage where without such a mix the resource project would not proceed. By using a level of equity finance the project becomes robust enough in its ability to service the debt finance facility and the project proceeds with the equity participants receiving a suitable risk reward return. The liquidity from the establishment of a market for the company's securities enhances further capital raising and generally enables the company to satisfy its financial requirements on more favourable terms particularly during bull markets. The role of equity finance in the management of the financial risk during the exploration, evaluation, development and mining stages of resource projects is summarised in Table 1. In more detail the principal roles of equity finance and the ways in which equity finance impact on the risk management of resource projects will be considered in turn.

The Resources Boom of the 1960s in Australia provided a strong foundation for AustraliaÆs economic prosperity for the remainder of the twentieth century. In combination with sound economic management, our world-class minerals and energy sector has played a key role in the nationÆs competitiveness, and it has been the major source of our exports since the early 1970s. Even with the emergence since 1990 of major mineral provinces in Latin America and elsewhere, Australia has increased its percentage of world production of several minerals. Between 1990 and 2002, our share of iron ore production rose from 13 per cent to 20 per cent, nickel mine production from eight per cent to 17 per cent, copper mine production from four per cent to seven per cent and zinc mine production from 13 per cent to 17 per cent. Whether this situation will continue during the coming decades motivates the discussion of this reflective paper. The approach is to consider fundamental supply-side and demand-side issues in arriving at a view about the state of the world, the world minerals sector and the Australian resources sector in the coming decades. The argument draws from the experiences of other mature mineral producing countries such as Canada and the United States. In such nations, efficient producers have often sustained competitiveness for extended periods, despite falling grades and other challenging operating conditions. Yet several forces are changing the economic geography of the minerals industry in significant ways. These include the re-emergence of major global mining corporations, the revision of mineral policy in over 100 nations since 1985, the mobility of technology and more efficient transport both for mineral productions and mining professionals. Given these trends the paper argues that the Australian mining industry must continue to change and evolve significantly in the foreseeable future. Its leaders will need to be even more internationally focused if it is to maintain its strong competitive position.
