Sustainability in its simplest assessment has been defined as æmeeting the needs of the present without jeopardising the needs of future generationsÆ. For the mining industry alone, this statement could indeed be interpreted by the many cynics in our community as an oxymoron; as miningÆs very existence requires the extraction and consumption of finite resources. However for the future of industry as a whole, the integration of mining, minerals processing and manufacturing presents us with a unique opportunity to achieve sustainability through the continued supply of metals and materials for society, in a manner which can achieve positive social outcomes through a triple bottom line approach.The Kwinana Industrial Area has been Western AustraliaÆs premier heavy industrial precinct for more than 40 years and its prevailing level of prosperity will ensure it remains a significant contributor to the State economy through the 21st century.The Kwinana industries depend on each other for the production of essential raw materials vital to their manufacturing and refining process, an innovation that also has significant environmental benefits.Formed in 1991, the Kwinana Industries Council strives to foster positive interaction between member companies and with the local community.The aims are:to co-ordinate the activities of Kwinana industries on a range of common issues; provide effective liaison with the local community; promote a positive image of Kwinana industries; highlight contributions to the community by Kwinana industries; and work towards the long-term viability of the Kwinana Industrial Area. Proposals designed to use stockpiles and buffer stocks to achieve price stabilization and better resource use have a long history. They are super- ficially simple to understand. The benefits seem clear. And yet I am well aware that this is not a simple subject: the more one studies it, the more complex it becomes. Worldwide interest in re- source management, while receiving fresh impetus from the OPEC actions, also has a long and chequered history. Those venturing into such ter- ritories must be forewarned of the traps and pit- falls which abound. Interest in these schemes has waxed and waned over the years with the fluctuating fortunes of the producers or consumers. As I write this paper towards the end of 1977, I am acutely aware of the low ruling prices for zinc, copper, and nickel. These sacrifice prices remind me that it is difficult, for example, for a surveyor, to be calm and rational if he is up to his neck in a swamp full of crocodiles. He might be forgiven for forgetting that the aim was to drain the swamp! I am also aware that when swamps are drained, painful and dangerous stumps sometimes stick out. Hence, in looking at the subject of stockpiles and resource management we must not set our sights too high, perhaps not initially hope for perfec- tion, if we want to secure worthwhile changes. My approach is to acknowledge a bias for the market system. We have, however, had experience (remember the 1930s) of some weaknesses in the untrammelled operation of free markets. Thus our international economic relationships over the past 20 or 30 years have been based on a desire to retain as much as possible of a liberal world trading system backed by such organizations as the GATT, IMF, and the U.N. to ensure the necessary cooperation. Some nations have seen this system work only partially in their best in- terests. GATT, for example, has been reasonably effective in liberalizing trade in many manufac- tured goods but far less so in regard to agricultural or semi-processed goods.

Sydney's Eastern Suburbs Railway from Central to Bondi Junction required the construc- tion of 10.4 km of single-track tunnel and five underground stations. Much of this work took place beneath the commercial centre of Australia's largest city. This paper discusses the general precautions taken and the specific design solutions made for such problems as support of a 15-storey building with foundations several metres above the excavation to ensure negligible differential settlement, excavation immediately below running tunnels, underpinning of multi-storey buildings, tunnelling under massive masonry retaining walls and demolition and rebuilding of part-completed structures.

The Agnew Mine No. 1 Ventilation Shaft is the largest diameter shaft blind drilled in a hard rock mining environment. The selection of this method of shaft development was based on achieving an accelerated mine development and exploration programme. Drilling the shaft from a pre-sink depth of 73m commenced on March 22, 1982 and the shaft was stopped due to rig structural problems at a depth of 750m, 280m from the designed depth, on February 12, 1983, 137 days behind schedule. While problems with rig mechanical availability, cutter life and lost drilling tools in the hole hindered progress and escalated costs, penetration rates above prediction were achieved and both the speed and safety aspects of the method were well demonstrated.

Ferromanganese metasediments in the immediate vicinity of the Mid-Proterozoic Broken Hill Pb-Zn-Ag lodes, have undergone high grade (upper amphibolite facies) metamorphism,to form Mn-pyroxenoid (rhodonite,pyroxmangite) and garnet-rich lithologies. Such lithologies bear compositional (bulk rock,rare earth element)and morphological similarities to recent and ancient ferromanganese hydrothermal sediments of the Pacific.The non-metasomatic,stratiform garnetites are predominantly composed of magnesia-rich, calcium-poor almandine spessartine and quartz, which possess a bulk chemistry comparable to alumina-rich ferrommanganese oxide deposits of the Pacific. Such sediments are attributed to a mixed protolith comprised of clay and ferro-manganese oxides (mainly amorphous goethite with lesser todorockite-birnessite). Manganiferous pyroxenoid rocks are probably derived from alumina-poor ferromanganese cherts,similar to Japanese tetsusekiei.Rare earth element compositions ofBroken Hill garnetites are very similar to those of recent ferromanganese seafloor accumulations, suggestive of some genetic link.

While, in the past, a great deal of attention has been focussed on technical issues and the performance of explosives in rock, the explosive user, an essential link in the chain, has often been neglected. In the mining industry, too often, the benefits of excellent technical work have been degraded over time due to the lack of definitive and documented control. Using the principles of quality management a quality training system was developed and implemented for management of explosives use at Gunpowder Copper Ltd (GCL). This paper describes the structure of the system, its development and implementation, and contains practical advice and information for managers responsible for blasting and charge crews. The paper is in four parts: I Quality systems. A brief overview of the relevant aspects of total quality management that apply to explosives use. The requirements for documentation, management and auditing are explored. 2. Training for competency. The five essential elements of Competency Board Training (CBT) are examined, including auditing. 3. The Gunpowder Copper system. Implementation of the complete training system. Documentation and its control, auditing, instructions for operators, management responsibility and means of obtaining operator ownership are amongst the issues raised. Reporting requirements are the means to effectively manage change are described. 4. Summary. The paper concludes with the tangible benefits seen by Gunpowder Copper through the adoption of a quality training System.

Longhole stope overbreak has always been a source of unwanted cost within the underground mining industry, and efforts to control it using various rock reinforcement systems have long been a rock engineering challenge. At the Pasminco Mining Broken Hill Operations trials have been carried out using an innovative cable bolt reinforcement system known as Rib-Roc. The system, based loosely on the Swedish Rib-in-Roc concept, utilises zones or ribs of heavily reinforced rock in the troublesome hangingwall and back areas of longhole stoping. The trials were carried out under a strict qualitative and quantitative scientific stope measurement program utilising rock mechanics instrumentation. Not only did the trial demonstrate the success of the system but data obtained was useful in implementing the system virtually as standard practice throughout the operation.

The northern Drummond and Bowen basins region represents one of AustraliaÆs most prospective areas for epithermal vein and stockwork style gold deposits, with both low and high sulfidation epithermal mineralisation known in the region. 3D-GIS reconstructions, numerical and probabilistic modelling (UDEC, FLAC 3D and WofE) are used here to develop a better understanding of the controls operating on the mineral systems of the region and are aimed at enhancing predictive capabilities. The history of world nickel production has been affected significantly by the supply and demand situation and fluctuation of LME price of nickel metal. In the beginning of the 1980s, the decline of price and demand lead to the withdrawal of un-competitive producers and the shrinkage of the production capacity. During the same period, Sumitomo Metal Mining maintained the production level with continuous improvement of the traditional matte electrorefining process. However, Sumitomo has recognised that the continuous improvement alone does not promise us the ability to catch up with rapid changes in the world. In the meantime, Sumitomo intensively researched chloride hydrometallurgy and has developed the chloride process for the nickel refining. This includes the solvent extraction and chloride electrowinning in the mixed sulphide process and the chlorine leach of the anode slime arising from matte electrorefining. In the late-1980s, Sumitomo Metal Mining decided to develop a new nickel refining technology based on chloride hydrometallurgy. The new process was designed from the comprehensive aspects involving safety and the environment. Construction of the plant for the matte chlorine leach electrowinning (MCLE) process was commenced in 1991. The MCLE plant with a capacity to 2000 tonnes per month has been commissioned at Niihama since 1992. The process has provided high productivity, overall good economics and high quality of electrolytic nickel produced. After the establishment of the process, Sumitomo has maintained continuous improvement of the new process and has attained the best practice of the work classification.

The original design of the Bougainville Copper Limited (BCL) concentrator took cognisance of the constraints imposed by the topography, the need to minimise capital cost, and the need to allow for plant expansion which, it was known, would be necessary to maintain copper and gold production as head grades declined.At the same time as spare slots have been taken up with additional equipment, technological innovations have been embraced whenever there appeared to be a chance of improving the productivity ofexisting equipment, or replacing it with a more efficient alternative.There are many examples of this in the BCL concentrator in the areas of process control, process design, instrumentation, materials handling, equipment design and wear part technology.Current process developments also pursue the latest technology. The development of the Omnicone crusher, flotation control, tailings water reclamation, and the variable speed gearless drive on the No. 13 mill are prime examples.

Recent geological mapping has indicated changes to the stratigraphy of the Pine Creek Geosyncline. The new stratigraphy and interpreted depositional environments are examined in relation to the distribution and genesis of stratabound mineral deposits. Basinward correlations are made with near-shore carbonate and psammite-rudite units in the Rum Jungle region. Most other units in the same region are condensed, indicating long- lived supratidal, intertidal or shallow conditions during most of the depositional cycle. Units containing most of the mineralisation represent the earliest near-shore developments of strongly reducing partly pelitic and evaporitic conditions and contain mainly uranium and base metals. Restricted distal, strongly reducing facies with associated felsic volcanics are also well mineralised, and mainly contain gold, silver and base metals, although some deposits are probably genetically related to synorogenic or postorogenic granites. Mineralisation in other facies is almost all epigenetic hydrothermal in origin, although minor mineralisation is related to volcanics, or dolomitic parts of the sequence. Areas of potential mineralisation include near-shore environments in the north, and carbonate reefs along growth faults. Two suites of postorogenic felsic volcanics and related sediments deposited in shallow water within and around northwest and east-northeast rift systems, overlie the metasediments of the Pine Creek Geosyncline in the south. The suites have potential for volcanogenic deposits, mostly of uranium, gold and copper.

This paper describes the latest open pit optimisation techniques,which now go beyond merely finding an optimal outline. The paper starts by briefly reviewing pit design techniques before optimsation. It then goes on to describe the pit optimisation procedure and the extensions to it which allow the automatic generation of nested families of pits. Next, the properties of families of nested pits are examined and the paper explains how they can be used to simulate certain mining sequences and schedules. Finally, we describe an actual study which was done using this kind of Software.

Mount Isa Mines Limited has been mining copper ore for 50 years. In recent years, this production has been entirely by open stoping methods with cemented backfill, mostly in the large 1100 orebody.This has been the major ore source for 20 years, with smaller amounts coming from the 400, 500, 650 and 1900 orebodies. At present, the 1100 orebody is the only source, and this situation will continue until the deep 3000 and 3500 orebodies begin producing in late 1992/93. Production rates have increased to almost 6 Mt/yr, and are planned to rise to 7 Mt/yr by 1995/96. In the future, there will be a move towards variations of the open stoping system as production moves to more lensy zones of the southern 1100 orebody and to the deeper 3000 and 3500 orebodies. This paper describes current operations in the 1100 Orebody, with some indications of future directions.

Feasibility is a value improvement process for projects. At any stage in project development, a feasibility study can be undertaken, but although the scope generally remains unchanged the extent of detail and level of accuracy usually increases with time. The main scope elements are a business definition, project description and an execution plan. The studies are designed to assess the potential of the project and to secure funding for on-going examination. Invariably, the investigations loop back to earlier stages to establish more appropriate development criteria but a critical stage is reached when a project construction decision is requested. This feasibility study requires very detailed presentation and analysis to a higher accuracy for the owner(s) and their potential lender(s).

Whole rock geodhemical analyses from samples of Potosi gneiss within the Willyama Supergroup have been utilised to identify geochemical trends towards Pb/Zn ore positions. Although the analyses come from disparate sources they have been incorporated in the data base only if locational, sampling, analytical, lithological and stratigraphic descriptors were reliable. These data have been statistically analysed using programmes of the GASP software package. A discriminant function has been derived which permits Potosi gneiss associated with the Pb/Zn lode horizons in the Broken Hill domain to be distinguished from Potosi gneiss in a similar stratigraphic position in the Maybell Domain. In the "near ore" position the Potosi gneiss has significantly lower mean Na2O and significantly higher mean MnO. Also mean Rb, CaO and K20 are higher and mean Sr lower. This discriminant function serves to identify areas prospective for Pb/Zn mineralisation. A second discriminant function based on MnO, Si02 and K20/Na20 gives a semi- quantitative indication of proximity to ore.

There are many variables in a flotation concentrator, some of which are outside the actual flotation stage, which affect metallurgical performance. The number of such variables which can now be measured on a continuous basis has increased significantly over the past 20 years. They can be broadly classified under the headings of physical, chemical, and elemental. In this paper reference is made to a number of such variables, and comment is made on the state of the art in their measurement. Although not confined to development in Australia, particular reference is made to the considerable Australian contribution in this area of Technology.

ABSTRACT' The high gas emissions associated with coal extraction at some-Australian collieries have provided a need to investigate the methods used to predict these gas levels and the vent- ilation requirements for gas dilution. It is generally accepted that the introduction of longwall extraction in particular is associated with complex ventilation planning problems. These problems are made much more severe when the colliery introducing longwalls is already facing high gas emissions even during the development stages. A forecast of likely gas emissions during the longwall mining process indicated possible ventilation problems in maintaining the necessary ventilation levels to satisfy the statutory gas limitations for various production rates. Although there are sound principles used in world recognised methods of gas emission prediction a new approach developed from the findings of the Barbara Experimental Mine in Poland appears most suitable for Australian conditions. The techniques originally developed to process digital images of Mars, later gained widespread acceptance when applied to Landsat data: they are now making a significant impact in fields of geology outside remote sensing. The three ingredients of success are seen to be firstly, the perceptual attributes of image displays and the use of colour; secondly, the absolute ability to register data from a variety of sources; and thirdly, the speed of specialist "interactive" digital image display systems. The future lies in further exploiting these attributes through a Geographic Information Systems (GIS) approach to data handling, integration and display.
