Five types of mineral resource were known in the sedimentary cover of the oceans and seas floors prior to the 1980's :1) hydrocarbon fields including some very large zones of oil and gas accumulation; 2) "Red Sea" type thermal oozes with increased concentrations of noble metals; 3) ferromanganese nodules; 4) concentrations of metallic sulphides ("Black Smokers"); and 5) cobalt-bearing ferromanganese crusts on the summits and slopes of seamounts. Since then, the so called "White Smokers", containing sulphides of copper and zinc, have been discovered. The ore horizons (manganese, copper, nickel and other metals) of the sedimentary cover of deep-sea basins comprise a sixth type of mineral resource in the oceans. These horizons have not only a theoretical, but also a principal economic significance

The successful dissolution of the valuable metal components of a solid phase is often a basic requirement for a successful hydrometallurgical treatment process. Sulphide concentrates are often an intermediate product in the production of refined metals. These concentrates need to be further processed to realise the contained metal values in a useful form. Pyrometallurgical techniques have tended to dominate, at least the initial treatment of metal sulphide concentrates. The technology described, Activox«, has been developed specifically for the hydrometallurgical treatment of these sulphide mineral concentrates, in particular those containing copper, nickel or gold. The Activox« dissolution technology coupled with the use of existing, or newly developed, downstream processing techniques, offers alternative processing options for the recovery of full value, saleable metal products. The technology is suitable for application down to relatively small scales opening up the opportunity for on-site production of metals even at modest scale mining Operations.

The Mount Charlotte gold mine is located 0.75 km east of the General Post Office in Hannan Street, Kalgoorlie WA and about 3.5 km north of the Fimiston Operations on the famous Golden Mile.Mechanised underground bulk-mining at Mount Charlotte has been in continuous operation since 1963. For the 30-year period ending December 1992, the mine produced 22 million tonnes (Mt) of ore for a recovery of 2.73 million ounces. During 1991/92, the mine produced 1.53 Mt of ore at a head grade of 3.15 gramshonne (g/t) for a recovery of 135 822 ounces.The principal ore source at Mount Charlotte has been the Charlotte Orebody which is now largely mined out. Since 1990, approximately 75 per cent of production has been sourced from the Reward Orebodies. The Charlotte Orebody was a relatively homogeneous quartz stockwork with simple geometry and average bulked grades in the range of 4.0 to 5.5 g/t. This is in contrast to the Reward Orebodies and the more recently defined Charlotte Deeps and Maritana Stockworks, which have complex grade distribution and geometry with lower average bulked grades (2 to 4 g/t). The lower grades are principally due to the decreased density and volume of stockwork venation and related vein halo alteration. Typically, these stockworks comprise a patchy mosaic of quartz veins and vein swarms, with irregular distribution and geometry within the quartz gabbro host rock.

The Mine Safety and Inspection Act, 1994 of Western Australia recognises the importance of ground control in underground mining. The recent safety performance of underground mining is summarised in terms of the most common causes of injury and fatal accidents. A review of current ground control practices is presented and the concepts of local and large-scale ground control are introduced. The need for a more systematic approach to ground control is considered to be directly related to requirement to improve safety performance. The new regulations will require that certain geotechnical issues be addressed during the life of a mine. To comply with the regulations it is suggested that a ground control management plan be developed for each mine. The geotechnical issues associated with the ground control management plan are reviewed and hazard recognition aspects discussed.

Dartbrook mine is a new greenfields thermal coal longwall mine located n the Upper Hunter Valley ten kilometres north of Muswellbrook Figure 1). Construction began in April 1993 with coal extraction starting n October 1994. Longwall production is scheduled to commence in the first quarter of 1996 with production expected to exceed 3.5 million onnes per annum. The permanent workforce will number 150 full-time ,mployees and productivity rates will be 22 000 per employee per annum m a ROM basis. Being a greenfield site Dartbrook has had the opportunity to develop and operate the mine using the best practices and latest technology available to meet high standards of safety, quality and production.

In June 1992, the High Court of Australia recognised native title of the Meriam people over parts of the Mer Island in the Torres Strait as a form of common law. The Court also indicated that native title may have survived European settlement of the mainland Australia where it had not been extinguished by Governments and Aboriginal people have maintained their traditional connection with the land. The decision meant that two systems of land law were seen as existing side by side in Australia: ò one which derived from grants from the Crown under laws passed by Parliament; ò another which derived from the diverse laws and customs of the many Aboriginal groups in Australia.

The proposed underground mine at Porgera forms an integral part of the Porgera Joint Venture project in Enga Province in the remote Highlands of Papua New Guinea. The total in-situ reserves are approaching 400 tonnes of gold making the Porgera deposit one of the largest in the world. The remote, rugged and inhospitable terrain, recent unstable geological environment and primitive yet socially complex nature of the densely populated local community, combine to make the Porgera project very different to developing mines in Australia. The Porgera project is a challenging and exciting mining exploration venture in the final stages of feasibility study submission and negotiations with the National Government of Papua New Guinea. A 1476 m exploration adit was driven in the footwall of the high grade mineralisation for diamond drilling purposes as part of the evaluations necessary for the feasibility study. Ground conditions encountered have ranged from weak mudstones with high water content, requiring immediate steel set support, to competent intrusives.

This paper describes a case history of using an integrated geochemical and hydrogeological approach to predicting solute transport from gold mine tailings in highly fractured volcanic terrain. Two modes of transport are identified, namely discrete fissure flow and diffuse seepage through the intervening weathered rock. A simple mass balance approach is used to predict concentrations at points of emergence because most of the seepage migration will be by way of the discrete fissures where advective transport will predominate. The mass balance method has been modified to allow for natural degradation of weak acid dissociable cyanide. The long term effects of diffuse seepage are also examined.

The program, WASTRT 70, was set up specifically to handle the design of tunnel liners and underground structures where inter- action between rock and structure significantly affects the design. It may however be used for any mass/R.C. structure capable of being simulated by straight line elements between modes and with loading restricted to nodes. The analysis system adopts typical elastic/stiffness matrix methods. Two main mass/R.C. design segments are utilized (1) Design of section depth based on maximum required stresses and optimum steel/concrete ratios. (2) Design of reinforcement for a given section depth with concrete stresses given for mass and water code structures. Each design segment covers shear, minimum principal stress on ~ , heavy compression as per code (columns), heavy compression one-face steel (tunnel liners), tension and water code requirements for all moment/thrust/section depth ratios on rectangular sections.

In recent years the need to provide increased ventilation to improve environmental conditions rather than to dilute firedamp has led to increasing interest in the use of recirculation. Present UK mining law prohibits recirculation in ventilation, but it has been permitted selectively by exemption granted by Hm Inspectorate of Mines and Quarries. The conditions of use imposed by these exemptions to safeguard the safety and health of miners are examined in detail, dealing separately with primary and auxiliary recirculation systems.

The operation of quarries for the production of crushed stone and aggregates, depends heavily on rock blasting efficiency, which usually represents a major share of total production costs. After investigating the causes of this situation, a series of technical aspects have been detected, and they are described for the purpose of contributing to the minimization of costs, which also reduces the effects of blasting on the environment. Utilization of empirical design methods, of inadequate explosive types, and of erroneous drilling pauems with respect to rock properties, are the main factors to be corrected, as a consequence of poor engineering criteria, with scarce use of computational methods and field instrumentation. Several concepts of blasting optimization are pointed out, and their application to industrial operations in a Portuguese limestone quarry indicated clear trends for the reduction of production costs, as well as some of the deleterious consequences of blasting on the environment.

THE filter-press, which has done so much for the successful-treatment of the sulpho-telluride ores of Kalgoorlie, has a serious rival in the vacuum process, and this paper is written with a view to arousing more interest in the cheaper working of the press, it being doubtful whether its efficiency in extraction can be improved upon. Structural Controls Interpretation of regional aeromagnetics, radiometrics and satellite image data has identified three structural domains (fig 2): The Fairyland Domain: a general N - S structural trend. The Cracow Domain: a general NW - SE structural trend. The Bald Mountain Domain: a general N- S structural trend. Known mineralisation is confined to the Cracow Domain in which there occurs two major NW - SE trending fault zones. The Cracow Fault Zone (CFZ) and the Immy Creek Fault Zone (ICFZ). Enhanced detail of the CFZ (fig 3) shows three main structural trends within it: NW-SE structures which include the mineralised White Hope South fault zone and the Golden Mile fault zone. NE-SW structures which have an influence on mineralisation in the Orange Creek, Fernyside and Golden Plateau areas. N-S structures comprising several major structural zones.

Alcoa of Australia's Western Australian bauxite mining operations in the Darling Ranges, southeast of Perth, present major challenges in the control of air blast. The close proximity of rural communities and the face profile make the traditional methods of air blast control difficult.An extensive blast noise monitoring programme has been established. The development of a computerised blast noise prediction model and the establishment of a radiosonde weather balloon facility have reduced blast induced complaints by a factor of ten.The meteorological factors affecting blast noise transmission are discussed and examples are given of adverse weather conditions for the southwest region of Western Australia.

Australian continental crust has accreted and consolidated by thirds: 1/3 during Archean time, 1/3 during Early to mid- Proterozoic time, and 1/3 during latest Precambrian to mostly Paleozoic time. The progression of orogenic systems and the crustal consolidations they represent seem not fundamentally different in basic orogenic processes from better known Mesozoic-Cenozoic examples in that accretionary, continental margin, collisional, and intraplate intracratonic inverted and/or reactivated systems are all recognizable in the tectonic evolution of Australia.

To follow the development of the central crushing plant it is necessary briefly to outline the history of the Lake View and Star Limited. This Company, when first constituted, took over the properties of the Lake View Consols, Hannan's Star, and Chaffers Gold Mines.The Company then treated the ore won from these leases at two dry crushing, all-roasting plants, situated adjacent to each other on the site of the present Chaffers Treatment Plant that handles all the ore won by the Lake View and Star Ltd.SUbsequent to the initial union of the three companies mentioned, the Ivanhoe Gold Corporation and the Golden Horse Shoe Ltd. were absorbed. Still later, and after the original crushing plant was erected, the Associated Gold Mines of Australia were purchased.A very extensive development policy was adopted by the Company's management in the late 1920's, and as the underground programme progressed, it became eVident that a large treatment plant would be required. The concept of the Melbourne Underground Rail Loop and the organ- isation to achieve its construction are covered in the companion papers (Reference 1, 2) and will not be repeated here. The Victorian Railways, as well as being the eventual operator of the Loop when it is completed by MURLA, have also been responsible as "Contractors" to MURLA for the construction of the "cut and cover" or "box" tunnels and related approach works located on existing Railway property. These tunnel connections link the existing suburban system to the new underground works. The following tabulation indicates the significant work volume involved in this cut and cover tunnelling exercise and which is covered in some detail by this paper.
