It is a privilege for me to participate in this vitally important discussion of The Role of Governments in the Management of Resources. The distinction of my fellow participants is evidence that this event is a matter of extreme importance and attracts international attention. In the management of natural resources, government and private enterprise share awesome responsibilities for the economic well-being of nations. Mining and its relation to the prosperity of nations is almost as old as recorded history. Copper was being mined and extractive metal- lurgy practised at Timna in Israel's southern desert as far back as 4000 B.C., and the rich mines of Laurium not only saved the Greeks from Persian domination 2500 years ago, but also provided Athens with a monopoly of silver in the Mediterranean world. This bolstered the economic power of Athens and led to the golden age of Greek commerce and culture.

The evolution of economic precious metal and copper-gold deposits in high-level igneous terranes is dependent on very efficient fluid focussing. This is most readily achieved by contemporaneous deformation, igneous intrusion and hydrothermal activity. Mineralisation in these environments generally occurs in fault and fault-vein arrays developed in the cover sedimentary and volcanics sequences above older regional scale fault systems. Such reactivated fault systems an particularly prone to developing the complex fracture arrays, extreme local dilation and dramatic increases in permcahilit} that are necessary to efficiently focus hydrothermal fluid and produce large mineral deposits.

The Upper Robe (Robe Gorge) deposits occur in Kumina Creek and the Robe River, some 20-40 km upstream from mining operations at Pannawonica. The Gorge Deposits were rec- ognised, mapped and sampled in 1962-3 and re- examined in detail in 1971. Approximately 180 mineralized occurrences were mapped in 1971 on 1:4800 scale and 50 of these were remapped in detail at 1:1200 scale. Eighty cross sections were measured and sampled and 300 geological maps prepared. In addition 88 holes totalling 7388 feet were drilled in three occurrences considered to have the greatest potential. The Gorge Deposits occur in the Robe Pisolite unit which forms thin remnant crusts, bay fillings and occasional cut-off meanders along the edge of the present streams. Less than 50 of the deposits have tonnage potential of one million or more. Consequently exploit- ation of the Gorge reserves must be considered as a very uncertain, long range possibility because the deposits are small and scattered throughout the gorges in the area, thereby necessitating costly railroad spur lines to gain mining access. The planning, design and operation of mines must include the development of positive environmental, community and land-use benefits if it is to achieve good corporate social responsibility and minimise detrimental impacts throughout the life of the mine. Life-of-mine (LOM) planning should, therefore, consider conducting mining activities in the best socially, environmentally and economically acceptable manner, from the commencement of exploration to post-closure of the mine. Current knowledge of LOM activities in relation to public health (life-of-community, or LOC) impacts neither fully captures the full suite of human health and well-being impacts, nor comprehensively informs society on these issues. This knowledge gap is becoming more apparent as public antipathy is increasing towards mining activities within Australia, Canada and globally. The purpose of this paper is to present preliminary and informative results of a literature review to gain insight into the extent of available public health and well-being knowledge associated with mining development. LOM development must also benefit the LOC, in that it must aim to minimise detrimental impacts, and maximise beneficial (including health) impacts on all associated communities. Health planning and programing for mitigation of potential adverse health impacts of mining should extend beyond the scope of work-related injury and illness (resulting from chronic exposure to harmful substances, infectious and lifestyle illnesses), to the health and well-being of workersÆ families and extended associated communities. By mapping the available but rather scarce literature on LOC areas to recognised LOM stages, this review found shortcomings and imbalances regarding research reporting on mining and its health-related impacts in the worker-to-community continuum.CITATION:Kirsch, P, Viswanathan, D, LaBouchardiere, R, Shandro, J and Jagals, P, 2012. Brunswick Mining and Smelting Corporation Limited operates a large base metal property near Bathurst, New Brunswick in eastern Canada. Nominal capacity for the underground mining operation and concentrator is 10 250 DMT/day. Four concentrates are produced by differential flotation technology to recover minerals containing copper, lead, zinc and silver. Two characteristics of the Brunswick ores have a major impact on mineral processing operations. The mineralogy of the ore is complex with a total sulphide mineral content of 85 per cent. In addition, the ore is extremely fine-grained, and satisfactory liberation is difficult to achieve. These characteristics directly influence flotation selectivity and thereby affect metallurgical performance. Significant improvements in metallurgical performance have been achieved through the application of basic grinding and flotation principles using conventional milling equipment. Current operating practice and the metallurgical advancements are detailed.

In Japan, geological condition do not only vary in a wide range of strata but are also extremely complex with the existence of faults and aquifers. With respect to rocks, in particular, it is very rare that homogeneous rocks are distributed uniformly. In general, geological conditions are distributed in a wide variety, ranging from earth, sand, soft and medium rocks to hard rocks. Under these geological conditions, when planning of the tunnel construction is to be made out, either blasting method or tunnel boring machines must be selected taking into consideration the geological structures along with the designed tunnel route,' possibility of encountering aquifers, hardness of rocks anticipated and also, the adjacent environ- mental conditions. In the process of select- ing an excavation method,, it is important to make a comparative investigation between the above two methods considering the advantages and disadvantages with regard to the respective operating efficiency, economical efficiency and the conditions and scope of application as well. Furthermore, in addition to these considerations, the recent environmental restriction, which does not allow the blasting in the surroundings of residential areas, must also be taken into account. Because of this, in some cases there is no alternative but to use a static excavation method or a tunneling machine even when these are less efficient than blasting.

A research and testing facility has been developed at Simtars to allow the spontaneous combustion testing of coal on a large scale. In this adiabatic reactor, the coal particle sizing is closer to that which could be found in the goaf and therefore the reaction is more likely to simulate the underground situation. This allows aspects of the spontaneous combustion process and methods for detecting a heating to be investigated which cannot be done in an operational mine. Up to 18 tonnes of run of mine or crushed coal is loaded into the reactor and allowed to self-heat while the temperature and gas profiles within the coal pile are monitored. The gases evolved from the coal are analysed using a fixed gas monitor system and gas chromatography to determine which of the common mine fire indicators and ratios can be used to predict the onset and progress of coal heatings. Benchmarking of the inherent propensity of a coal to spontaneously combust at both the large- and laboratory-scale is also possible by comparing the sample against previously tested samples. It has been found that the coal particle size affects both the time it takes for the coal to react and the location of the developing heating. The heatings generate approximately one metre from the inlet but in the crushed coal case do not progress to an advanced heating stage until the æhot spotÆ migrates towards the coal surface where there is an increased oxygen supply. Physical properties such as the compressive strength of the coal also affect the heating size and the time it takes for a heating to develop. Higher strength coals appear to oxidise more slowly and therefore take longer to self-heat as oxidation of the coal is the heat-generating step in the spontaneous combustion process. The best indicators of the state of the heating were found to be CO make and GrahamÆs ratio which are independent of air flow. Investigation of a potential spontaneous combustion should begin as soon as the CO make or GrahamÆs ratio exceed the background levels. The results from the tests undertaken on a number of Queensland and NSW coals are reported here together with the implications for the mining industry.

It has been almost a decade since the release of the International Council of Mining and Metals (ICMM) Health and Safety Critical Control Management: Good Practice Guide (2015a). During this time the ICMM member companies, along with many others across industry, have been busy designing, deploying and enhancing their own critical control management (CCM) programs. So, what have we learnt? This paper discusses the scope, application and learnings from the implementation of CCM within the mining industry. What’s going well? What are the common challenges? What are the opportunities to strengthen the approach? What are the threats to successful implementation? The paper draws on the author’s experience as one of the key contributors to the development of the CCM Good Practice Guide and an adviser to many mining companies, including six of the ICMM members. The paper focuses on the practical (operational) application of CCM and the cycle of identifying, defining, implementing, verifying and improving critical controls at the frontline. The paper also includes a discussion on the safety performance of the ICMM member companies over the past decade and provides a recommendation for how CCM can be incorporated into a more proactive model to measure safety performance. The paper concludes with practical recommendations that mining companies, regardless of their CCM maturity, can consider as they look ahead. They are supplemented by three additional recommendations for consideration at the industry level.

The excavation of a tunnel through rock and mixed ground of basalt and silty clays presents a challenge to engineering organisations. Such was the situation facing the Melbourne and Metropolitan Board of Works (MMBW) in constructing the 15.3 km, 5.5m dia. tunnel component of the new Western Trunk Sewerage System. The tunnel geology showed that there were two distinct components to the excavation - rock and mixed ground. By drawing on extensive experience in the use of Tunnel Boring Machines (TBM's) used previously by the MMBW and using techniques developed for predicting TBM per- formance, a comparison of the options of drill and blast versus TBM was made. The conclusion was that TBM methods would provide the best solution to the problem. Tenders were called for the supply of a TBM. A performance specification was used to attract tenders offering designs which re- flected the state of the art on an internation- al level. Particular features required by the MMBW were included in the specification. The excavation planning and operation are described in this paper. The production achieved has shown that the TBM can very adequately handle rock excavation (best weekly production 167.9m). Extreme conditions of mixed ground with heavy groundwater inflows have been handled using an auxiliary thrust system to maintain gripper reaction through the soft ground encountered.

The problem of production scheduling is sufficiently complex to negate the use of many conventional optimising techniques as there are numerous and diverse factors that must be considered when trying to produce an optimal schedule. These factors include: grade distribution, orebody geometry, production rate capacity, processing constraints and market price of the minerals amongst a variety of others. In addition it may be observed that many of these factors incorporate a degree of uncertainty and any schedule produced must inevitably consider risk as a primary consideration. The very nature of the problem has limited the use of conventional optimisers. Genetic algorithms use methods based upon evolution and natural selection to produce `optimal' solutions to complex system problems. They are extremely flexible and robust in their nature and it is these characteristics that are important in this particular problem domain. A particular strength of the genetic optimisation approach is the ability to handle the multiple and non-linear constraints that are typically encountered in mine scheduling problems. This paper concentrates on the development of a prototype application of a genetic algorithm to the problem of scheduling the output from multiple production points in an underground mining operation. In particular it.describes a system (GO-SCHED) that can be customised to handle a wide variety of underground scheduling problems. GO-SCHED, a Windows-based system, can interface with a variety of databases and spreadsheets for data input and output and provides a simple intuitive approach to the solution of the scheduling problem.

Morwell Open Cut is a continuous mining operation employing 5 buck- etwheel excavators, I bucket chain excavator and 54 conveyors. The combined bunkering capacity at both client Power Stations represents less than 12 hours maximum coal demand. This creates an extremely dynamic operating environment, which is further complicated with significant variations in both excavating and transportation plant capabilities. To achieve set objectives, including- I adequate reserves, 2 coal supply reliability, 3 cyclic plant maintenance, 4 minimal cost of coal, scheduling of the operation requires constant monitoring and reappraisal. Investigations are in progress to develop a computer based scheduling tool capable of simulating the complex operating environment. A review of computer scheduling packages currently available within the State Electricity Commission of Victoria has found limitations making most unsuitable for the task. The type of package found to be most suited is a knowledge based system ('Expert System')capable of operating within a set of rules defined by the user. Work is proceeding on the development of a knowledge base to test the effectiveness of Personal Computer based `Expert Systems'.

In order to fully understand why Amax Coal puts such extreme emphasis on the drilling and blasting programs at each of our mines, we must review the past. This paper will discuss the drilling and blasting techniques we used in the 1970s and their evolution to current practices. As time progressed, major changes influenced the surface mining of coal through new more restrictive governmental controls and local communities organising into groups with two goals in mind, one to shut down the mines and the second to try and get rich by making false and unjust damage suits against the mines. In virtually all of our midwest surface operations we have at one time or presently are facing litigation that has reached into the millions of dollars. Amax Coal has worked in co-operation with the United States Bureau of Mines in the areas of blast vibration, shot design, highwall safety, blast casting studies and many more. Today we are continuing to work with Dr David Siskind and his expert staff seeking answers to old and new problems addressing the blasting of overburden and parting seams.

Laboratory high tension roll separation and the commercial machines available for this purpose are discussed. The shortcomings of these machines are indicated and a machine that overcomes some of these undesirable character- istics is described. A procedure for evaluating laboratory high tension roll separation is described. The use of this evaluation procedure in conjunction with the laboratory separation is described with examples taken from the Dunwich and Hexham processing plants of Associated Minerals Consolidated Limited. Evidence that laboratory testwork results may be directly transposed to operating plants is given. A discussion of the effects of variables in high tension roll separation of mineral sand concentrates concludes the paper, and uses in support results obtained in the metallurgical laboratories of Associated Minerals Consolidated Limited, Southport, Queensland.

The sampling of non-ferrous concentrates from trucks and trains has long been carried out either manually or by automatic spears. Very little use has been made of conventional sampling systems for sampling concentrates at transfer points, or cross-belt samplers for sampling from the belt as the concentrate moves along the conveyor.Due to the high value of base metal concentrates and the often extremely heterogeneous nature of the material it is imperative that the sampling procedures adopted are accurate and precise. The basic principle that all particles in the stream have an equal opportunity to be included in the final sample is not fulfilled by accepted traditional concentrate sampling procedures such as the spearing of wagons, trucks or streams. This may lead to significant bias being introduced into the final sample.Consequently, the application of correct sampling procedures, either with conventional cross-stream samplers or the newer cross-belt samplers, is of prime importance.SGS Australia has recently installed a number of cross-belt samplers for the sampling of base metal concentrates both in Australia and overseas. The application of these samplers will be discussed with emphasis on the benefits of their use.

Carbonate-hosted massive sulfide ores of the American cordillera compose a distinctive genetic class. Discordant fea-tures of occurrence together with measured high-temperatures of formation indicate their essential epigenetic character and close spatial association with centers of thermal activity during evolution of the cordillera. Their metallogenic character is complex from region to region: Cu-Zn-Pb-Ag, Pb-Zn-Ag, and Cu-Zn-Ag-Au represent extremes of composition and each may be identified with specific terranes of occurrence, notwithstand-ing an inferred common process of formation. Beyond the presence of a thermal center, other controls that may be identi-fied include apparent but obscure properties of primary perme-ability or chemistry of hosting strata, and secondary controls are imposed by stratigraphic differences in which permeability is strongly contrasted. Structures that act as channelways may be identified in some instances. Notwithstanding their intrinsic value, search for these ores is difficult and requires the solution of complex geochemical and three-dimensional geometric problems.

Natural sphalerite associated with copper, silver, lead-zinc, tin and tungsten deposits from various world-famous mineral deposits have been studied by cathodoluminescence (CL), laser ablasion inductively coupled plasma mass spectrometry (LA-ICP-MS), electron probe microanalysis (EPMA) and electron paramagnetic resonance (EPR) to determine the relationship between trace element type and content and the CL properties of sphalerite. In general, sphalerite produces a spectrum of CL colour under electron bombardment that includes deep blue, turquoise, lime green, yellow-orange, orange-red and dull dark red depending on the type and concentration of trace quantities of activator ions. Sphalerite from most deposits shows a bright yellow-orange CL colour with lmax centred at 585 nm due to Mn2+ ion, and the intensity of CL is strongly dependent primarily on Fe2+ concentration. The blue emission band with lmax centred at 470 - 490 nm correlates with Ga and Ag at the Tsumeb, Horn Silver, Balmat and Kankoy mines. Colloform sphalerite from older well-known European lead-zinc deposits and late Cretaceous Kuroko-type VMS deposits of Turkey shows intense yellowish CL colour and their CL spectra are characterised by extremely broad emission bands ranging from 450 to 750 nm. These samples are characterised by low Mn (<10 ppm) and Ag (<1 ppm), and they are enriched in Tl (1 - 30 ppm) and Pb (80 - 1500 ppm). Strong green CL is produced by sphalerite from the Balmat-Edwards district. Amber, lime-green and red-orange sphalerite produced weak orange-red CL at room temperatures, with several emission bands centred at 490, 580, 630, 680, 745, with lmax at 630 nm being the strongest. These emission bands are well correlated with trace quantities of Sn, In, Cu and Mn activators. Sphalerite from the famous Ogdensburg and Franklin mines exhibited brilliant deep blue and orange CL colours and the blue CL may be related to Se. Cathodoluminescence behaviour of sphalerite serves to characterise ore types and help detect technologically important trace elements.

Standards in the public reporting of resources and reserves in Australia have dramatically improved since the implementation of the Australasian Code for Reporting of Mineral Resources and Ore Reserves (The JORC Code) in 1989. Whilst the JORC Code states clearly that Mineral Resources and Ore Reserves are imprecise calculations and should be treated as estimates, there is strong evidence that many people regard them as fact, including some accountants, directors, auditors and investors. Mineral Resources and Ore Reserves are key inputs in the valuation of a mining company and the determination of financial performance. Geological knowledge is the foundation upon which Mineral Resources, Ore Reserves and investment decisions are made, however this information carries with it substantial uncertainty. Case studies and company reports have established that errors derived from inadequate geological inputs have led to reduced profitability in operating mines and in extreme cases the premature closure of mine operations. Whilst there are many causes of mine closure and reduced profitability, including commodity prices and exchange rates, the cumulative effect of all geological uncertainty contributes significantly to the erosion of the credibility of mining within the investment community. There are a number of methods used to characterise and model uncertainty in Mineral Resource and Ore Reserve estimation. Empirical mining indexes, sensitivity analyses, Monte Carlo simulations and Conditional simulations are used to identify and estimate geological uncertainty, notably the quantification of uncertainty in grade and tonnage estimates. These techniques have not generally been applied to estimating geological uncertainty associated with key Ore Reserve inputs such as appropriate mining technique, equipment selection, production rate, mining dilution, stability requirements, materials handling, metallurgical processing, product quality and waste storage. New software tools are needed to model the entire mining process with all its geological and other interdependencies, enabling all uncertainties to be separately identified and estimated. By its very nature, mining involves the assumption of significant technical, financial, political, environmental and social risk. Success comes by understanding and managing these risks and consequently the mining industry will never choose to reduce the level of geological uncertainty to nil. The ultimate aim of improved identification and estimation of geological uncertainty is to quantify inputs into the Ore Reserve process, allowing a company to assess the risks and manage these accordingly. This approach is relevant to feasibility studies for new projects as well as life-of-mine planning through to the weekly schedule at existing mines.

The United States (US) coal mining industry has been working under comprehensive planning, operating and rehabilitation regulatory requirements for nearly 35 years. The public desire for environmental protection during mining and rehabilitation following mining to achieve post-mining land use and sustainability goals has been a major factor and continues to influence the process. Mining companies have evolved operations to achieve outcomes that address the desired goals and regulatory requirements cost-effectively and successfully. Over the 35 year regulatory period, requirements for more diverse topography, specialised revegetation communities, landform stability and assured sustainability have increased and become more complex. These challenges are effectively met by maximising integration of mine planning and operating with the rehabilitation process. Rehabilitation is then implemented in a more timely and efficient manner and with effective results that achieve desired outcomes, commonly with added value. Peabody Energy (Peabody) has taken this approach in its US operations and this paper discusses an integrated approach and illustrates learnings and results with examples from several of its western US operations.CITATION:Pfannenstiel, V, 2012. In the last 40 years nuclear energy has taken its place as a major source of electricity worldwide. It now produces 17 per cent of the world's electricity and could conceivably produce a higher proportion, to displace some six billion tonnes of carbon dioxide emissions per year. Concerns about global warming and environmental quality now underline the virtues of nuclear electricity among alternative sources of energy. Global electricity demand is rapidly increasing as a proportion of total energy usage. The proportion has doubled since 1960 and the demand is expected to increase at least 75 per cent between now and 2020. The source of this extra capacity, and the replacement of present capacity, raise questions with major resource and environmental implications. Today nuclear energy is a mature technology. Over 1200 nuclear reactors have been built and operated, some of these have been decommissioned, and among the 440 reactors in commercial operation the first advanced reactors are now entering service. Some 8000 reactor-years of operation have, with the sole exception of Chernobyl, shown nuclear energy to be extremely safe and reliable. High-level wastes are being managed properly and in different parts of the world two strategies are applied to this. Australia has a major role as a long-term supplier of uranium, since it holds almost 30 per cent of the world's reserves. This, along with an impending sellers' market for uranium, is making it an opportune time to develop new mines here. However, after several decades of concern about civil nuclear energy contributing to the arms race, we now have uranium liberated from nuclear weapons stockpiles being diluted for use in civil reactors, which will supplement ex-mine supply. The public acceptability of nuclear energy remains the critical factor in its future and hence in ours.
