AustraliaÆs opal and sapphire mining industry has fallen from its peak in the 1980s and 1990s into a significant low today. This is not due to exhaustion of the resource, but instead an over-reliance of the Australian miner on achieving a fair price for the gemstone product from offshore middlemen dealers. Gemstone and geological research is also at a low as Federal higher education expenditure has fallen with research institutions relying increasingly on private funding in an environment of restricted autonomy and flexibility for researchers. What little remaining research skills the universities have is being bled into the private sector as a result of the mining boom and encouraged by lower than average academic salaries. Nevertheless, some highly innovative research has been taking place, often by self-funded individuals and retired academics simply with a desire to advance the understanding of the particular branch of science in which they are interested. New models for the formation of sapphire and opal are now beginning to be applied to the exploration for these gemstone commodities. This research, together with well thought out plans for managing the gemstone product through its value-adding steps to the jewellery retail level, has the potential to bring about a resurgence in the Australian gemstone industry.

The current economic climate and demand for iron ore has resulted in mine operators being prepared to accept aggressive slope designs and associated failures provided that they can be quantified (ie volume of failure and clean up costs, etc) and incorporated into the mining costs, at a feasibility study level. This has numerous implications for pit slope design/geomechanics. Typically when geotechnical engineers conduct slope stability modelling a single value, usually the average or mean value for model input parameters (ie structural orientations, material properties and hydrological conditions) are chosen. The implications resulting from using a single value for model input parameters will vary depending on how the modeller has chosen the value, ie should the modeller choose a mean value from a log-normal distribution of material strengths an optimistic representation of the stability may eventuate, consequently if the designer decides to conservatively downgrade the values by a nominal factor, a pessimistic representation of slope angles may occur, which would result in excessive stripping and mine development costs. A more realistic and representative way to model the inherent variability of geological/geotechnical conditions would be to do so probabilistically. Whereby the modeller can assess the variability of the geological structure as observed/recorded during the core logging process and a similar approach for the material strength properties. The final model output would be a distribution of factors of safety in relation to overall slope angles, ie probabilities of failure for individual slope angles could be determined. This output (graph) could be modified by the mining engineer to incorporate mining costs as well as clean up costs for the respective slope angles and associated failure volumes, ie probabilities of failure. The author intends to provide a detailed overview of the processes involved in deriving a geotechnical design, ie; starting from the data collection phase (core logging/face mapping), through to the data interpretation and formulation of slope parameters; determining the variability and uncertainties associated with each of the process; ensuring that it is adequately captured in the model input parameters; and how the mining engineer could utilise this information to derive final feasibility study mining costs.

As the global mining industry continues to grapple with ‘black swans’ (high consequence / low frequency events) for health, safety and environmental losses, the focus is shifting from risk assessment of these events to risk management using selected purposeful controls that reduce the risk.Fundamental to critical control management (CCM) is a soundly based rationale for selecting the right controls for each and every risk. The approach should be based on a thorough understanding of the dynamics of the event: What causes it? How frequently will it occur? How likely is the consequence to be realised? This is typically done through a bowtie and methodical numerical risk analysis. Core to this step, then, is the structure and content of the bowtie; specifically, the analytic architecture that is used to construct the bowtie. Different architectures yield different constructions, and bowties are no different.Although bowties for operational health and safety (OHS) hazards appear to have a common architecture, they are not generic. It is important to stress that they contain site specific information, are prepared by site based operational teams, and vary from site to site to reflect each site’s operational conditions. They are often a product of the knowledge and understanding of the operational teams involved, may be prone to human error, and potentially miss latent hazards that may have been embedded early in the planning, design or construction phase of a mine or facility, or within the mining equipment. Overcoming these deficiencies through constant re-evaluation of the risks, and challenging the content on the bowtie will help to minimise the chance that something will be missed.This paper will cover key themes in bowtie architecture, introduce the concept of barrier models for high consequence event (HCE) bowties and present a relevant case study to illustrate the issues that determine quality in bowtie construction and critical control (barrier) selection and management.CITATION:Mills, R, Andrew, M and Reynolds, H, 2016. The Project Specification and Technical Requirements documents associated with several recent large road tunnel projects within Australia have specified the application of AS/IEC 61508 – FunctionalSafety of Electrical/Electronic/Programmable Electronic Safety Related Systems at very high performance levels for the various control and fire life safety systems associated with such facilities.This paper seeks to explore the implications of referencing this standard within the road tunnel services context in terms of practicality, complexity and cost, whilst providing some examples of how a high safety integrity level (SIL) level can theoretically be achieved given current hardware availability.

Fibre-reinforced geopolymer concrete (FRGC) contains no Portland cement or steel reinforcement, but instead uses synthetic fibre reinforcement and a geopolymer binder. The use of geopolymer binder in lieu of Portland cement reduces the concrete’s embedded energy (CO2 emissions) whilst the use of synthetic fibres eliminates the issue of reinforcement corrosion, thus enhancing the overall long-term durability of concrete. This paper presents the development of FRGC during a three-year project funded by the Victorian Science Agenda and a consortium of five organisations. The work involved laboratory and field trials and the production of prototype tunnel segments that have been subject to durability and fire testing.FRGC has exceeded the performance of the Portland cement-based control mix in terms of flexural strength, chloride diffusion, water sorptivity and drying shrinkage. Furthermore, the FRGC segments subjected to a simulated hydrocarbon fire test did not exhibit explosive spalling; however, the creep of FRGC was approximately three times that of the steel fibre-reinforced Portland cement-based control mix. The compressive strength and tensile splitting strength of the FRGC were also lower than the control mix. These differences need to be allowed for in the design using FRGC.Prototype bolted tunnel segments of up to 0.8?t mass have been produced from FRGC using standard production techniques and ambient curing. These were successfully produced within a 24-hour production cycle. Cut sections through the segments showed good compaction and even distribution of fibres. The estimated carbon footprint of tunnel segments produced using FRGC is approximately 70 per cent less than that of Portland cement-based segments containing 25 per cent fly ash and steel reinforcement.The results to date indicate that FRGC has the potential to produce a new generation of tunnel segments and, in general, precast concrete products with increased durability and substantially reduced carbon emissions compared to the Portland cement-based concrete with steel reinforcement.A summary of further research carried out by CH2M HILL into a complete elimination of ferrous inserts from segmental concrete tunnel lining is also summarised in this paper. The use of non-ferrous connectors for radial joints in combination with the FRGC technology in the manufacture of tunnel segments will effectively lead to development of a new generation of segmental tunnel lining systems.CITATION:Wimpenny, D, Chappell, M and Wieloch, M, 2014. Rio Tinto’s Hope Downs Operations are currently mining iron ore in their South Central Pit. Prior to the commencement of mine operations, Hope Downs carried out an extensive archaeological investigation and identified an ancient rock shelter lying within the proposed mine boundaries. The site is significant to the traditional owners/custodians of the land in this part of the Pilbara, and thus the final pit design was changed to preserve the rock shelter, which now lies 30 m outside the mine boundary. In order to further preserve this ancient dwelling from blast-induced damage, blast design procedures were improved over time to minimise the vibration impact when blasting close to the shelter. Blasting and vibration monitoring commenced in May 2008 using pyrotechnic delay sequences and normal-direction firing. In October 2009 electronic delays were used to reverse-fire blasts close to the shelter in order to create a damage zone between the initiating holes and the rock shelter. A detailed statistical analysis of the vibration data shows a reduction in the higher levels of vibration for blasts fired after October 2009, which is most likely caused by the created damage zone. In May 2010, a site-specific vibration model was developed and implemented, and based on Monte Carlo waveform superposition. This model was used to give a further insight and improvement to the blast delay sequences when blasting close to the shelter. However, such models are expensive to implement and have limitations, which reduces their potential for estimating the probability of getting an excessive vibration due to a given blast design. In this regard, it is more realistic and significantly less expensive to use a recently developed probabilistic analysis based on simple charge weight scaling. This analysis shows that there was a higher probability of exceeding prescribed vibration limits at the rock shelter for blasts fired before October 2009 than there was for blasts fired after October 2009.

Iran is one of the most seismically active countries in the world, being crossed by several major fault lines that cover at least 90 per cent of the country. As a result, earthquakes in Iran occur often and are destructive. So, it is important to consider the seismic stability and reliability of all structures including tailings dams.In this study, the tailings dam stability of the Sangan Iron Ore Mine in Khorasan Razavi, Iran is considered for the case study. The tailings storage facilities of the mine have three cells with the capacity of 45 million cubic metres. The first cell, which has three stages of dam raising, has been recently brought into operation. This cell has a downstream-raised retaining embankment. As the risk of seismicity in this area is high, seismic response of this dam was evaluated by numerical methods. To do this, appropriate models were developed for materials used in foundation and body of the embankment. Then for seismic stability analysis, Tabas (Iran – 1978) and Chi-Chi (Taiwan – 1999) earthquake acceleration simulations were applied.The results of this study indicated that the upstream portion of Stage 3 of the dam and dam crest did not experience significant horizontal displacements during earthquake period, but the downstream portion of Stage 3 of the dam showed a maximum horizontal displacement of 60 cm at the third stage of dam raising. This is three times more than what was estimated by the designer. Also, the maximum vertical displacement resulting from simulation of the Tabas earthquake was 35 cm. The results of dam response to Tabas and Chi-Chi earthquakes indicate that displacement, shear stress and pore pressure by the Tabas earthquake were higher than the case of Chi-Chi earthquake. The higher energy of Tabas earthquake and the higher frequency near to the natural frequency of Tabas earthquake could be the reasons of this difference. The results of this case study confirm that if the studied tailings dam impacted by an earthquake of a similar magnitude to Tabas, the dam will be seismically stable and the developed strains will not be significant.CITATION:Delavar, A, Rashidi Nejad, F and Ganjian, N, 2015. The Horn Island gold and mineral field produced 194 kilograms of gold in the 4 years subsequent to its discovery in 1894, from an area of shallow workings 1.5 kilometres x 0.5 kilometres. Gold deposits in the adjacent Prince of Wales, Hammond and Possession Islands also drew attention at that time.These islands form part of a Carboniferous sequence of ignimbrites (Torres Strait Volcanics) intruded by the Badu Granite and minor volcanics within the Cape York-Oriomo Ridge. Gold is associated with the epithermal stages of igneous activity. Recent exploration has defined sub-horizontal zones of disseminated gold mineralisation in the sub-surface, as well as reserves in the outcropping sub-vertical structures mined in the past. Released estimates of 170,00 tonnes proven ore and 550,000 probable ore at 4 grams per tonne gold, have been established.Gold is mostly contained in quartz vein stockworks and hydrothermal breccias within the intensely propylitised medium grained granites which form the local host rocks within the coarse grained Badu Granite. Associated vein minerals are sulphides (primarily of lead, zinc and iron) and calcite. Various intrusions of porphyry, aplite and granodiorite occur through the prospect area.

Coal exploration has traditionally involved the acquisition of data to enable a resource to be quantified and qualified to the extent that its economic potential can be determined. This process commonly relied on: drilling to determine the depth and thickness of coal seams, broad characterisation of the overburden and interburden, and to provide cores for coal quality analyses; basic wireline logging to cross-check the depth and thickness of coal seams and provide some indication of rock mass strength; and basic surface geophysics and remote sensing to identify major geological structures. In recent years, the adoption of the JORC Code as a basis for the reporting of resources and reserves has placed a greater emphasis on the need for detailed, reproducible data sets that not only satisfy the traditional requirements of mine planners, but also satisfy the governance requirements of corporate and financial institutions. Similarly, the development of sophisticated numerical modelling techniques for use in both open cut and underground mine design, has seen a greater demand for precise geotechnical data, in situ stress characterisation and hydrological information as routine input to the design process. These requirements, coupled with the prevailing trend toward high capital, relatively inflexible mining techniques less tolerant of geological surprises, and the need for consideration of environmental issues such as groundwater impacts and surface subsidence, requires that modern exploration programs be multifaceted, and designed to commence capturing data relevant to ædownstream issuesÆ even during the initial phases of exploration planning.

The Tui Mine is located near Te Aroha at the base of the Coromandel Peninsula. It was a lead-zinc mine, which closed in 1973 due to declining concentrate prices, high overheads, and high mercury levels in the ore. The site was abandoned, leaving behind an acid rock drainage generating system, including a sulfide-rich tailings dam which has since caused pollution of Tui Stream, as well as open adits and waste piles which drain predominantly into the neighbouring Tunakohoia Stream. At the AusIMM conference in 2003, Harvey and Webster-Brown presented water quality results from the Tui mine site and lower stream catchments in 2002. In April 2006, Environment Waikato undertook remediation works to stabilise the dam and reduce acid drainage entering Tui Stream. In this study, water quality results from the Tui mine site and lower stream catchments are again being determined, in order to compare with the pre-remediation results. Preliminary data collected for summer indicate a minor but consistent improvement in water quality in the lower stream catchments, although lower Tui Stream continues to exceed ANZECC (2000) aquatic life guidelines for Cd, Cu, Pb and Zn. This slight improvement may be due to a decrease in the flow of ARD into Tui Stream, as there does not appear to have been an improvement in quality of the contributing ARD waters.

This paper discusses the prediction of subsidence over partial extraction systems in thick coal seams. A model based on empirical techniques using influence functions is developed to calculate the surface ground settlements above extraction panels. Independent of the influence function, two field parameters, the subsidence factor and the angle of draw (limit angle) are required to define the model. Both these parameters are best observed from critical or super critical subsidence areas. However in thick seams, extraction widths are typically sub critical and therefore it was necessary to refine an estimation process for sub critical conditions. Partial extraction systems in NZ are characterised by variability with respect to extraction thickness and depth. As extraction proceeds along a panel, conditions deteriorate once the critical span width is exceeded and therefore percentage extraction decreases. A further variable was introduced to the modelling which allows for varying extraction sequences. Two comparisons with field observations, one over a partial extraction panel, the other over abandoned workings, showed the method gave good agreement to measured subsidence values.

Change and its relationship with the introduction of new technology is a constant of human history. The mining industry has many examples of this relationship. This record contrasts with its present day struggles to move beyond a public perception of being just ‘dirty, dumb and dangerous’. The drivers for the introduction of new technology are frequently listed as the occupational health and safety of people working in the mines, reductions in direct operating costs, and increases in productivity.This paper discusses the issues that a mining business needs to deal with to implement new technology with the best possible conditions for success. It comments on how the strategic and tactical components of technology planning relate to and interact with change management. The central discussion is directed at the role that people play in the successful implementation of new technology. The introduction of autonomous underground haulage equipment provides a background for the discussion of this topic.The paper uses case study references, equipment supplier information and research findings. When production targets are not being reached it is essential to determine what the operating problems are so that remedial action can be taken. It is also imperative that all persons who are part of the production stream within a mining operation know and understand what the operating difficulties and delays are so that corrective action is effective. This includes the supervisors, superintendents, planning team members and managers. A new approach recently adopted at Hilton Mine to help identify these operating difficulties has been to use short-term schedules and reports known as the Daily Shift Schedule Controls (DSSC), and the Daily Weekly Operating Reports (DWOR) respectively. These control elements have enabled management and supervisory staff to accurately identify labour inefficiencies and ultimately determine capital resources.

The completion of the $1.1 B Cape Lambert Upgrade project is the second ‘pillar’ in Rio Tinto Iron Ore’s expansion program that has enabled Rio Tinto Iron Ore to effectively double iron ore shipping capacity from the Pilbara between 2003 and 2009 to 220 million tonnes per annum (Mt/a), following the successful completion of the Dampier Port upgrade project two years earlier.The Cape Lambert Upgrade has built on and enhanced many of the engineering achievements of the Dampier Port upgrade project, as well as developing innovative and unique engineering solutions for this complex ‘brownfields’ project that presented its own challenges, particularly in this distinctive open-water port environment.The project was implemented in two phases to achieve an increase in port shipping capacity from 55 to 80 Mt/a – an enhancement phase and an expansion phase.The initial enhancement phase, which provided an increase to shipping capacity from 55 to 60 Mt/a, focused on increasing the utilisation and effi ciency of existing plant and equipment with a relatively small capital expenditure.The expansion phase, which provided the increase in shipping capacity to 80 Mt/a, included extending the existing iron ore wharf by 256 m to create four shipping berths, a new shiploader, an expanded stockyard (including a new fourth bucket wheel reclaimer) and a new surge bin facility to maximise outloading tonnage rates.The Cape Lambert Upgrade project was implemented whilst the port remained fully operational and continued to ship record tonnages of iron ore throughout the project duration. This achievement required signifi cant upfront planning and sequencing of construction activities to support the operation of the port. Innovative design and construction techniques were used to mitigate the impact and enable construction activities in and around the operating plant.Throughout the project, new benchmarks in engineering design and construction practices were established, which have since been adopted for new iron ore port facilities currently in planning phases.

"Approximately 32 per cent of the worldÆs total gold production has come from greenstone belts (Frimmel, 2008). In these regions numerous small to large, quartz vein-associated gold deposits are hosted in metamorphic rocks ranging from lower greenschist to granulite facies. Historical exploration has focused its efforts on rocks of greenschist to lower amphibolite facies because these seem to contain the most deposits. Consequently, these regions are now reaching mature brownfield status, particularly in developed nations, and finding new deposits is becoming progressively more difficult. In comparison, regions of similar tectonic setting, but instead containing high-grade metamorphic rocks of mid-amphibolite to granulite facies, have received little attention because the first explorers found fewer deposits there.However, these regions certainly do contain some very significant gold deposits such as Hemlo in Canada (~684 t Au), Renco in Zimbabwe (~31 t Au mined since 1980), the very profitable Challenger deposit in South Australia (~36 t Au; recovered + reserve + resource), and the most recently discovered Tropicana deposit in Western Australia (~182 t Au; reserve + resource). High-grade metamorphic terrains therefore offer explorationists an excellent opportunity to move onto relatively green fields within developed nations, which carry less risk associated with development. However, explorationists have comparatively little knowledge of the geological controls on gold distribution in high-grade terranes because: industry experience lies in traditional lode-style gold deposits these gold deposits are geologically more complex there has simply been minimal research conducted on these deposits as a holistic group.Furthermore, research conducted in the last five years has shown us that the previous widely accepted model for gold genesis in these terranes, the crustal continuum model, is incorrect. Here, I discuss features from several gold deposits hosted in high-grade metamorphic rocks and use these to define two categories for explorationists to consider: deposits that formed prior to peak metamorphism (metamorphosed gold deposits) deposits that formed well after peak metamorphism (post-metamorphic gold deposits). Mine ecological monitoring schemes are often conducted only to address compliance and in some cases do not have the sufficient statistical power or understanding of ecological systems to assess, quantitatively, the meeting of rehabilitation targets or mine impacts. Monitoring schemes for rehabilitation commonly rely on analogue sites or premining baselines (reference sites) to assess whether rehabilitation sites are ecologically similar and thus successfully rehabilitated. In the case of monitoring for mine impacts, if the impacted sites diverge from reference data, the site is considered to be impacted. Fundamental to any monitoring scheme is testing the sampling design to ensure that it can detect these differences if they are present through adequate sample sizes (ie statistical power). However, a good understanding of the ecological system is required to ensure that differences detected are ecologically significant. Modelling ecosystem properties can provide a quantitative understanding of how ecosystems change over time and space, in response to natural environmental variations and thus aid in determining significant ecological differences. Furthermore, modelling methods can be used to predict future ecosystem states. Within the ecological literature, guidelines for robust statistical monitoring designs and modelling methods exist but are not routinely being used in the mining industry. This paper uses simple examples to discuss: problems with current compliance monitoring methods; importance of robust statistical techniques; and how modelling can assist rehabilitation assessment and guide monitoring schemes. The aim of this paper is to describe general monitoring and modelling methods that could be potentially used for mine site monitoring and closure assessment. These methods are often considered by mining companies as an extra expense that provide little practical benefit, and the domain of academia; however, engaging these methods may be more cost-effective in the long-run than conducting untargeted monitoring schemes that give no confidence to regulators on whether rehabilitation criteria have been met. The term Engineer of Record (EoR) is commonly used in North America and South Africa to define the responsible person for the design, construction and operational phases of a tailings storage facility (TSF). Recently, this role has been elevated in prominence within Australia, but what does it really mean? Recent updates to international TSF guidelines suggests appointing an EoR is good practice, but where does the responsibilities of the EoR start and finish. Interestingly, both Samarco and Mount Polley failures had active EoR’s in place. This suggests that nominating an EoR alone, is not the full answer to mitigating the potential for a TSF failure. Appropriate construction and operational practices are key to the success of the design of TSFs, where all too often, operators ignore the operating plans developed by the designer. To be successful, a key consideration of the EoR role, is involvement in the operational phase of the TSF. This requires ‘buy-in’ from the mine managers and a change in the way TSFs are perceived by site. This paper explores how the roles and responsibilities of the EoR can assist in improving governance of TSFs if implemented effectively and what role the client has to ensure the success of the EoR.

There are large tonnages of low-grade manganese ores in India fromwhich it is uneconomic to produce ferroalloys by conventionalsubmerged arc furnace smelting. A possible way to utilise these ores is to smelt them with carbon to produce pig iron and a manganese-rich slag, then to metallothermically reduce the molten slag to silicomanganese. Thermodynamic modelling of the metallothermic reduction stage using aluminium, silicon or aluminium-silicon alloy as the reductant at 1450¦C showed that an acceptable grade of silicomanganese could be produced. Manganese recoveries were predicted to be about 80 per cent. Heat balances indicated that silicothermic reduction may not produce enough heat to maintain reaction temperature. Small-scale laboratory experiments showed that the manganese grade of the alloys, and the manganese recoveries, were close to those predicted, but those for silicon were muchlower. Aluminothermic reduction produced the highest grade manganesealloy. The slag-metal equilibrium involving manganese, silicon and their oxides was investigated and it was found that equilibrium was not attained in any of the experiments, due probably to the very low rate of reactions involving silicon. This could be used to advantage in practice to achieve higher manganese levels in the alloys.

Adequate estimation of equipment costs is a key factor in a feasibility study and in evaluation of design alternatives for mining and mineral processing projects. Inaccurate early cost estimation could lead to the elimination of investment benefits. However, this estimation is complex and time consuming because of data accessibility problems and consequently access to a rapid, up-to-date and accurate tool is desirable for carrying out cost estimations.This paper describes the development of models for estimating capital and operating costs for a jaw crusher, which is used as the primary crusher for a wide variety of mineral beneficiation plants, applying single and multivariate regression analyses, together with the design of experiment approach, based on principal component analysis. Explanatory variables include gape size, length of feed opening and power as numeric (quantitative) variables and toggle type (single or double) and the existence of extra heavy duty construction as categorical (qualitative) variables. The performance of each model has been investigated and comparing the estimated R-squared (R2) of each model, the best was selected and its validity examined. The cost models include the capital and operating costs along with the operating cost components. The results indicate that the suggested best cost model is sufficiently accurate for use in feasibility studies.

Many sampling standards arrive at a value for the prescribed sample mass by assuming a specific relation between the sample mass and the relative standard deviation of the fundamental error and assigning a value to the tolerated coefficient of variation. In order to obtain an equation that provides a relation between the minimum sample mass and the particle properties, many different models for the drawing of a sample have been developed. Here, a model for the drawing of a sample is proposed which can be considered to be a generalisation of the model used in GyÆs sampling theory. Using simulations, it is illustrated that the generalised model can lead to a better correspondence with actual sampling processes.
