For some years past, those interested in the development of the increasingly important mining industry of Canada, have urged the adoption by the Dominion Parliament of a federal mining-law, which would have the force and stability of statutory enactment. At present, placer-mining in the Yukon Territory, is governed by the Yukon Placer Mining Act. All other mining under federal jurisdiction is governed by 'Orders in Council and Ministerial Regulations. In the earlier stages of development, it is perhaps a matter of necessity that these important matters should be so dealt with; but it is now felt that the time has come when mining-rights in the extensive regions under federal control should be put on a permanent basis, -and that any changes required from time to time should be made only after full and open discussion in Parliament. A short sketch will suffice to indicate how vast and varied the interests affected really are. When the Dominion of Canada was constituted by the Imperial Statute known as the British North America Act of 1867 (which came into force by proclamation on July 1 of that year), it comprised only the present Provinces of Ontario, Quebec, Nova Scotia, and New Brunswick; but provision was made for the inclusion of Newfoundland, Prince Edward Island, British Columbia, Rupert's Land, and the North West Territories. Subsequently Rupert's Land and the North West Territories were acquired, the 'Crown Colonies of British Columbia and * SECRETARY'S NOTE.-Mr. Clark, an eminent Canadian lawyer, and joint author of the treatise on "The Law of Mines in Canada," has been requested by the Do¬minion Government to prepare a Federal mining-law, and presents this paper, by invitation of the Council, in order to obtain, if possible, useful suggestions from members of the Institute.-R. The Aztec mine is not widely known, by reason of its isolation and the relative insignificance of its tonnage; financially, however, it has an enviable record and geologically it is extremely interesting. The town of Baldy, Colfax County, the mine camp, at an elevation of 10,000 ft. (3048 m.) is 8 mi. west of Ute Park, the terminus of a branch of the A. T. & S. I?. Ry. The mining tract was designated by the Maxwell Land Grant Co. as the Aztec Reservation, and lies on the east slope of Mt. Baldy, the summit of which, 12,491 ft. (3807 m.), is one of the highest in the state. Rich copper float was found on the northeast slope of the mountain in 1865, and discovery work was begun the next year. At the same time, gold placers were found on Willow Creek, on the southwest side of the mountain, and the Elizabethtown settlement followed shortly. Gold washing lasted many years. In 1867, placer gold was found also on Ute Creek, the tracing of which to its source led to the locating of the Aztec mine by Lynch, Dogherty, and Fosley in the following year. The early production came from the contact of shale and sandstone or from sandstone immediately above the contact. Exact record of production is lacking, but L. C. Gratonl gives estimates ranging between $1,250,000 and $1,500,000, of which about $1,000,000 was taken out in the first four years. After the exhaustion of the early bonanza, production continued intermittently until 1909, when the Maxwell Land Grant Co, undertook systematic development, through four adits at intervals of 75 ft. vertically or approximately 100 ft. on the dip of the contact, which was thought to contain generally a quartz-pyrite vein. At the time flotation appeared upon the metallurgical horizon in Arizona, the writer, under the direction of Dr. Ricketts, was engaged in remodeling and enlarging the No. 6 Concentration Plant of the Arizona Copper Co. at Morenci, and the work had been in progress nearly a year before the Inspiration experiments with flotation had disclosed the revolution in concentration that was at that time impending. The simplified flow sheet worked out for the remodeling of the Morenci plant had been based upon the removal of the freed metal in a minimum number of stages by treatment upon tables equipped with Butchart riffles, the latter being adapted to accomplish both classification of feed and removal of the metal at one operation, substantially as described in my previous paper.l The scheme of treatment for the slime was based upon the well-known fact that after copper sulphides, such as chalcocite and chalcopy-rite, etc., are reduced to a certain extremely fine state of comminution they are definitely beyond the reach of separation upon any of the concentrating devices then known. By using drag-belt classifiers (which served as conveyors as well as separators), the overflow ,would be of the usual "slimes" class. Experiment had shown that when these drag-belt overflows were properly diluted (that is, to about 5 to 7 per cent. solids in the feed under treatment) the very fine sand, and especially the very fine but still granular sulphide particles, would, if given a short distance to fall, quickly settle out in prime condition to yield an excellent recovery on vanners; a further valuable feature would be that the very fine non-separable final overflow tonnage might be discharged direct to tailing, thus conserving space requirements so as to permit within the old building, without embarrassment, the increase of capacity required. The province of Otago consists, roughly speaking, of the southern half of the South Island* of New Zealand. On three sides it is washed by the Pacific Ocean and on the north it abuts against Westland and Canterbury. It covers an area of over 20,000 square miles, and for the most part has an extremely broken surface; the narrow plains of the sea-board are bounded by the rounded foothills which in turn are overlooked by range after range of the snowy summits whose varied beauty has made the island known as the Switzerland of the southern hemisphere. The gold-fields are confined to the quartzose schists which, in a broad band, 70 to 75 miles wide, cross the district, extending in a northwesterly direction from the shore of the western ocean into the northern provinces. These quartzose schists are the characteristic rocks of Otago, and to their curious structure are due the interesting differences exhibited by the mining districts in the modes of occurrence of the gold. These rocks, which are almost unbroken over their full extent, have been divided by the Provincial Geologist, F. W. Hutton, into two series of beds, named respectively the Wanaka and Kakanui formations. The only reason given for this division is the desire " to divide such an enormous thickness of rocks in order that the map might display somewhat of the geological structure of the district." As Hutton and others have pointed out, there is in fact no dividing line. The changes noticeable in the ascending series of schists are very gradual, and are due to the slowly decreasing effects of metamorphism. INTRODUCTION Deformations and failure of rock masses in elopes, foundations or tunnels can be caused by water pressures. On the other hand, deformations of a rock mass affect the flow of water (and hence water pressures) by changing joint apertures. Including the coupling between flow and deformation effects is therefore important both in assessing the stability and deformation of a rock mass and in determining the amount of seepage taking place through it. The model that will be presented hare treats the coupling of the flow and deformation behavior of a rock mass. Deformations are modeled using the Rigid Block Method (Distinct Element Method) (Cundall, 19741, that is by assuming that the rock mass is composed of rigid blocks with deformable contact points. Flow is modeled by recognizing its discontinuous features, as occuring in a system of interconnected conduits formed by the joints. The program can also deal with problems involving free-surface flow. Example problems involving representations of rock masses are presented. Coupled flow modeling of interconnected conduits should be contrasted to equivalent-continuum models on the one hand and to pipe network models on the other hand. Continuous models substitute an anisotropically permeable continuum for the discrete flow that occurs in rock joints. Pipe or parallel plates represent the other extreme of existing models; they account for the discontinuous character of the flow problem, but cannot model rock mass deformation and failure. The coupled rigid block-flow model can eliminate most of these restrictions. DISCUSSION, H. L. Burghoff presiding C. S. Smith (University of Chicago, Chicago)—The author is to be congratulated on his valuable contribution to the extremely meager absolute data on interface energies in metallic systems. It is interesting to note that the ratio between a and r iron boundary energies is approximately the same in the quaternary alloy with silicon, carbon, and sulphur as in the binary Cu-Fe alloy. A value for the copper grain boundary energy can be obtained from the author's data, Tables IV and VI, by utilizing the energy ratios of the following pairs of interfaces: copper-sulphide/copper, copper y iron, y iron/y iron, y iron/ copper, and copper/copper. This gives a value of 595 erg per sq cm for the free energy of the copper grain boundary. Despite this circuitous route and the assumption that the y iron boundary is identical in alloys with and without sulphur and does not change between 1105" and 100O°C, this figure is in remarkably close agreement with other values of the copper boundary energy, obtained by equilibration against lead and against the free copper surface. It therefore appears either that impurities do not greatly affect the grain boundary energies or that boundaries in even nominally pure metals are already sufficiently contaminated so that further change has little effect.

GRINDING costs are an important item in cement manufacture, and the cost of power is one of the large items in grinding costs. Even where power is of secondary importance, cost items dependent on mill capacity are influenced by the efficiency with which the mill uses power. Tube mills typify the grinding mills most generally used in cement plants, though other types are in use. Tube mills have been widely criticized as being extremely inefficient, and this feeling regarding them has led to many attempts to design more efficient grinding equipment. Other types may be an improvement over tube mills, but the improvement has certainly not been revolutionary, at least as applied to clinker grinding. The very fact that there is doubt regarding the relative efficacy of various types of mills is an indication that an adequate basis for an analysis of performance is lacking. The development of methods of analyzing mill performance has been hampered by the lack of a suitable method for measuring the work actually done in pulverizing. There has been no acceptable standard to which mill performance might be compared. As a consequence, it was not known whether the margin of possible improvement in pulverizing operations was large or small. Even direct comparison of different types of mills was seldom possible because most plants had only one type of mill for each type of service. Comparisons between plants were difficult because of differences in the grinding characteristics of various clinkers. Some recent developments complete a chain of circumstances that place the cement industry in a particularly fortunate position for the study of its clinker-pulverizing operations. Modern investigators of grinding phenomena have generally agreed that the best measure of mill performance is the production of new surface. For most materials this measure of performance is largely theoretical and has a rather remote connection with the practical aims of the grinding operation. In clinker grinding, on the other hand, surface area is intimately connected with the properties conferred on the cement by grinding. The State of Nevada, known par excellence as " the Silver State," occupies the major portion of the wide plateau, or so-called Great Basin, lying between the Sierra Nevada range on the west and the Wahsatch range of the Rocky Mountains on the east. It extends from the 114th degree to the 120th degree of longitude, west of Greenwich. It is limited, on the north, by the 42d degree of latitude, and on the extreme south by the 35th degree of latitude. Its general shape is that of an irregular parallelogram, from which the lower or southwestern portion has been cut off by a diagonal southeasterly line; the missing portion forms a part of the State of California on the west. The Great Basin is made up of a succession of low hills, or minor mountain ranges, running very nearly north and south, with long valleys between them. All of these mountains are more or less metalliferous. On the westcrn rim, marking the eastern flank or foothills of the Sierra, we find granites, porphyries, and propylites. Here we note the great Comstock lode, with its free-milling gold and silver ores, and still further south the once prominent and the now reviving gold and silver-bearing districts of Esmeralda County, Nevada, and of Morro County, California. Next, at some distance to the east, we find the mining districts at and near Unionville, in Humboldt County. Still further to the east we find the Battle Mountain copper-silver district, north from the railroad, and southerly therefrom the Austin or Reese Ever, Belmont, and other districts. At its meeting in the fall of 1937, the Executive Committee of the Coal Division considered the growing scarcity of young engineers entering coal mining with serious intentions. This scarcity was the cause of considerable alarm and a committee consisting of C. T. Hayden, E. A. Holbrook, C. E. Lawall and L. E. Young, with the writer as chairman, was appointed to gather factual data on the current trend. A questionnaire1 was designed and mailed to the heads of the 60 mineral technology schools listed by Prof. W. B. Plank in his article in September 1937.2 Replies were received from 46 institutions, not all from heads of coal-mining courses but all from men that at one time or another have had experience with some kind of coal-mining curricula and know current student impressions. Our committee is indebted to all of these gentlemen for their cooperation. Our committee hoped by this means to quickly reach the root of the trouble and make a set of comprehensive recommendations to the Coal Division for relieving the industry immediately from the growing dearth of youth who yearn for coal-mining careers, but the condition is more serious than at first diagnosed. We must now refer the question back to the Coal Division, with the recommendation that the Division get the industry's permission for still another major operation on its frame of mind. In addition to 10-year statistics on the first pay received by graduates in coal mining and other technical work, we requested enrollment data for 20 years from all schools with either mining engineering or mineral technology curricula. Nine leading questions were also plied, as shown in the Appendix. Every one of the answers was significant and interesting. Fortunately, we encountered positive frankness that was extremely helpful.

With the expansion of open pit operations, belt conveyors are going to be used in the 13 608 to 18 144 t/h (15,000 to 20,000 stph) capacity range, which calls for a review of some of the horsepower calculation methods. This paper presents methods (based on German research data, field tests and theoretical considerations) for the evaluation of the Ky factor in the CEMA formula for belt conveyors of large carrying capacity, which fall beyond the limits of the data given in tables in the CEMA book. (The CEMA limits are 407 N\\m (300 lb ft) and Tave = 7.3 Mg (16,000 lb). At these large loads, the impression resistance of the belting on the idlers plays a major role, which in turn influences the magnitude of the drive horse power required. An example will illustrate the order of magnitude difference of the horsepower values obtained by using a conventional calculation method and the suggested method, as well as the beneficcia1 influence of the 4-roll idler in comparison to the standard 3-roll unit for a large caving capacity belt conveyor. This paper concerns itself with the analysis of the resistance to motion of belt conveyors, emphasizing the evaluation of the frictional resistance to motion due to load and belt pressure on the idlers and the flexing resistance of the belt and material when passing over the idlers. In the case of long and heavily loaded belt conveyors, the aforementioned resistances reach extremely high values calling for close analysis of the phenomena, presently not calculable with normally used formulas. This paper establishes correlation between experimental and empirical data presenting practical formulas a tool for the designer of high-capacity belt conveyors. The application of the formula is illustrated in an example in the Appendix.

(New York Meeting, February 1913.) THE problem of segregation and cavities in steel ingots is a subject which has given and is still giving metallurgists, en¬gineers, and operators matter for serious consideration.. This question has come more into prominence lately in the United States, clue largely to the desire of railroad engineers to secure a better rail than they have obtained in the past, as the service they demand is increasing in severity; and no doubt manufacturers will be able to meet what is required of them. The rails here are as good as those made in other countries, but the conditions of service and the extremes of climate are more severe and consequently more breakages occur. Various reasons have been advanced to explain why rails may not be as good in quality to-clay as in the past. Some engineers consider that modern methods of manufacturing, designed chiefly to obtain large output, tend to reduce the standard of excellence of more deliberate methods. Others think that 4-ton ingots are worse than those of 2 tons. Again, it is .stated that the 100-ton heat in one ladle is too large, and is a :step in the wrong direction in casting. My experience upon the question of the size of the ingot is that in rolling rails of from 85-to 100-lb. sections, the range of ingot is only practically such that the difference in the size does not help in the question of segregation, cavities, or blow-holes.

An extremely hard, tough, and strong, white or chilled cast iron has been applied for the past several years to industrial and mining services in which its unusual properties have been confirmed by its ability to deliver in many instances much better performance than plain chilled iron, or other wear-resistant materials. It is being produced regularly by alloying a good base composition of chilled or white cast iron with essentially 4 to 6 per cent of nickel and 1 to 2.5 per cent of chromium. Such a material can attain a hardness exceeding 600 to 750 Brinell as against 380 to 530 for corresponding grades of plain chilled iron. The strength is approximately doubled and the toughness significantly increased. These properties make it especially useful for many applications requiring a high hardness for resistance to wear, abrasion, attrition, deformation; to some extent to high compressive loading and to a lesser but important degree to corrosive action. A wide variety of commercial castings is being successfully produced from this iron, ranging in size from the small grain-grinding plates or burrs through medium-sized castings such as sand pumps up to large, heavy castings such as rolls for metal rolling or cement grinding. The composition of this white cast iron may be roughly bracketed within the range shown in Table 1.

In the cyanide process, gold and silver are dissolved from crushed ore as double alkali-metal cyanides, from which they may be precipitated by such positive metals as sodium (amalgam), aluminum, or zinc, or by electrolysis. Two extreme conditions may be noted. Some works, especially slime plants practising decantation, use a relatively large volume of solution—possibly 4 or 5 tons per ton of ore—nearly all of which may require precipitation, so that the solutions handled are of much lower value per ton than the ore. On the other hand, in some leaching plants it is possible to extract with very little solution, and to percolate some of this more than once through the charge before precipitation, so that the solution to be precipitated may be much less than half the weight of ore, and proportionally richer. Solution intended for further use need not have all its precious metal removed, but any that has to be thrown away should be impoverished as far as is economically possible. In spite of certain advantages possessed by other precipitants, zinc in some form has been almost universally used.. In some of the first attempts to utilize cyanides as gold solvents, a "piece or plate of zinc" was suggested as a precipitant, but extension of surface was early recognized as a desideratum. . Macarthur and the Forrests adopted a "metallurgical filter" of zinc shaving, turned from disks or rolled sheets. They had previously experimented on other forms of zinc, ax! Mscarthur records having tried zinc dust, which had of course been long known as a general reducing agent. It had also been known and used as a precipitant of precious metal from plating and photographic solutions, and comminuted zinc had been patented for recovering copper, etc., from ore leaches. Other inventors proposed the virtual making of zinc powder by the attrition of balls of zinc, and by similar means, during the passage of a stream of gold-bearing solution. Peru is divided into three regions—the coast, the ~ierra, or high mountainous region, and the " montaiia," or forest region of the Amazon basin. The Coast.—The coast is an arid region. No rain falls excepting in the extreme northern part, which borders the Gulf of Guayaquil. There is, however, a slight precipitation in the form of mist (gcirua), which occurs on the coast hills during the so-called winter months. The aridity of the coast is due principally to the antarctic, or Humboldt, ocean-current, which, being cold and having a temperature lower than that of the land, absorbs rather than produces vapors. The coast mists occur during the season when the land is relatively cold. N ear the Gulf of Guayaquil the antarctic current diverges from the coast, so that in the Tumbes valley and adjacent country the conditions in the summer months are such as prodnce rains. In the remaining valleys of the coast, agriculture is made possible only by means of irrigation, and is accordingly very limited in extent, although rich and varied. In the northern and south-central portions of the coast, plains extend inland from the sea, while in the southern part there is a coastal plain separated from the Pacific by a range of coast hills. Between the northern and south-central plains, as well as between the south-central and southern, the foothills of the sierra descend to the seacoast. The Sierra.—The sierra embraces the high land dominated by the lofty cordilleras of the Andes. In the southern part of Peru there are two cordilleras, the western and the eastern, which enter from Chile and Bolivia respectively, and inclose between them the Titicaca Lake basin. To the north of Lake Titicaca these cordilleras unite in the knot of Vilcanota, south of Cuzco. Description of Quarry THE shale used at the Renton plant of the Denny-Renton Clay Coal Co., for the manufacture of vitrified paving brick occurs in a hill rising from 200 to 300 ft. above the level of the valley in which the plant is situated. The shale deposit, which is of unknown thickness pitches about 10° to the southeast. The 150-ft. face worked extends approximately east and west, so that the clip, as shown by the photograph, is to the left and into the hill. The shale is overlain with about 50 ft. of gravel, 70 ft. of clay, and 30 ft. of mixed loam and gravel, making altogether from 125 to 150 ft. of overburden. Disposal of Overburden The overburden is removed by sluicing. For this purpose a No. 2 Joshua Hendy giant is used, throwing a 12-in. stream', and having 60 lb. pressure at the nozzle. The water is drawn through an 8-in. pipe from Cedar river, about 1,000 ft. distant, by means of a Worthington four-stage centrifugal pump, direct connected with a 100-h.p. motor placed just south of the factory, and 1,500 ft. from the nozzle This plant handles the material satisfactorily to a height of about 75 ft. above the level of the top of the shale. When the higher levels are worked, an auxiliary plant consisting of a four-stage Byron Jackson centrifugal pump with a 100-h.p., belt-connected motor, is thrown into the system. This plant is situated on top of the shale and can be discerned at the extreme right of the trestle work in Fig. 1.

Equilibrium antimony contents of pb-sb alloys in contact with PbO-Sb2O3 slags containing less than 45 mole pct Sb203 uleve determined at 650', 700°, and 750°C in an inert atmosphere. In this ten~pevature range, the antimony contmzt of the alloy increased with increasing temperature at all slag compositions. The PbO-Sb203 phase diagram below 28 mole pct Sb2O3 was determined by thermal analysis and by application of a log sbZ4/y$b0 us plot determined from the equilibrium-activity data. The resulting phase diagram showed a eutectic at a temperature of 604°C and a comfiosition of 21.6 mole pct Sb2O, with a maximum terminal solid solubility of Sb203 in PbO of 5.6 mole pct. These results are compared with existing data in the literature. In the past three decades, only a small amount of experimental work has been done on the slag-metal equilibria in the Pb-PbO-SbaO3 or the analogous arsenic and tin systems. These systems are important in commercial lead-refining processes such as softening and dross fuming since it is impurities such as antimony, arsenic, and tin in lead bullion and Sb2O3, As2O3, and SnOz in lead drosses which must be re-
