THE FUTUREGEN CLEAN Coal project will be the recipient of $1 billion worth of federal stimulus money by way of the U.S. Department of Energy (DOE), which announced the commitment to the project. The money is expected to kick off years of further work that could finally see the project completed. One of the companies involved, Ameren Corp., said the $1.2 billion project ? which will include some private funding ? still has a number of hurdles to clear.

the Rocky Mountain Region since 1950, drilled pier foundations have been widely used to combat structural movement problems in expansive soils. It is now an accepted practice for engineers to use drilled pier foundations in expansive soil areas. Piers are generally drilled into bedrock in a zone unaffected by moisture change. With some exceptions, such system has successfully prevented damage incurred in the structures as the result of soil expansion. In the last 15 years, no significant advancement has taken place in the design of the drilled pier system on expansive soils. Numerous failures continued to be reported. Causes for the failures were placed on poor drainage, inadequate void under the grade beams or mushrooms on top of the piers. Engineers realize that these are certainly not the major problems. The basic design criteria should be critically reviewed. It is the purpose of this paper to point out the actual problems confronted by designers, the failure module and remedial measures, The writer does not claim to have the solutions. In fact, it will be a long time before real solutions can be found, yet the writer believes the engineering communities, the construction industry and the general public should be aware of the true picture of the problem.

In dragline coal mining operations, throw blasting is used for the controlled placement of overburden to maximise coal exposure rates or to minimise overburden removal costs. This may necessitate sacrificing thin coal seams, generally less than one metre in thickness, which are often present in proximity to the main coal seam. This represents not only a significant loss of potential revenue and profit but also a waste of a valuable energy resource.

Current regulations for fire suppression systems in underground coal mines to protect conveyor belt installations have been in place since the Coal Mine Health and Safety Act of 1969 was enacted. Over time, the coal conveyer equipment being used and ventilation conditions underground have changed significantly, particularly the width of the conveyor belts and the use of belt air at the face. The effect of these new conditions on the effectiveness of suppression systems during a fire is not known. The National Institute of Occupational Safety and Health (NIOSH) conducted a study to evaluate the effect of air velocity, water sprinkler activation temperature, and a limited water application time on the effectiveness of water sprinkler fire suppression systems to extinguish large-scale conveyor belt fires. The fire tests were conducted using both new and used 1.8-m-wide, fire-resistant rubber belt that met the Mine Safety and Health Administration (MSHA) flame resistant requirement specified in Title 30, Code of Federal Regulations, part 18, section 18.65 (also known as the 2G test). Tests were conducted using standard response sprinklers with activation temperatures of 68 °C and 141 °C at air velocities of 0.5 and 5.1 m/s. Two tests were conducted at both air velocities for each sprinkler activation temperature, one using a new belt and one with a used belt. The results showed that the suppression system was able to suppress the fires in ten minutes to the point that a miner could extinguish it with a fire hose. However, in several of the tests, the fire reestablished itself a few minutes after the sprinkler water supply was cut off and quickly grew out of control. This report discusses the large scale experimental configuration, the installation specifications of the fire suppression system, and the results and conclusions regarding the effect of air velocity, sprinkler activation temperature, and limited water application on the suppression system performance.

Shock tubes are used to simulate large-scale arena explosions without the use of full-scale arena sites that utilize large quantities of explosives. Instead, small explosive charges can be used to drive shock tubes. When this is done, the geometries of the explosive charges can alter the resulting pressure time curve. A common geometry chosen for the explosive charge is a sphere in order to be congruent with the spherical shockwave that emanates symmetrically in three dimensions from the detonation point. This paper reports on the findings from experiments that study the effects of altering the charge geometries and explosive types while keeping the TNT equivalency constant. Peak pressures and durations were affected by these changes. Directional phenomena are exaggerated by the use of certain charge shapes and detonation points. The speed of the detonation front in the explosive being greater than the speed of the shockwave in air played a critical role in the resulting pressure time waveforms. Waveform manipulation can be used to generate job specific waveforms that ultimately benefit the shock tube operators and their clients.

As part of an investigation aimed at improving the health and safety and competitiveness of the mining industry, the U.S. Bureau of Mines evaluated the application of common offset radar profiling, using a 250-MHz ground-penetrating radar (GPR) system, for the detection of fractures in igneous rock. A series of radar reflection surveys were conducted to detect and delineate the extent of fracturing at various granodiorite and gabbro quarries and outcrops located in Minnesota. The application of radar profiling for detecting joints, sheeting fractures, shear zones, and depth to water table was demonstrated to be feasible with minimal processing. Radar reflection interpretations were verified by visual inspection of the rock mass and field mapping of local structure. The radar reflection section provides a simple, rapid, and cost-effective means for mapping of shallow (less than 10 m) small-scale fractures (greater than 0.25 cm) in igneous rock masses (characteristic of velocities between 0.061 m/ns for gabbro and 0.125 m/ns for granodiorite). Depth or distance estimates to fractures are within 10 pct of the actual, and time-shift compensation is necessary only when topographic irregularities exceed 30 cm.

The results of the experimental study on the static behavior of single piles subjected to repeated and reciprocating axial loadings are recommended in this paper. Tests of four full-scale single piles of two different lengths under repeated loading and those under reciprocating loading have been conducted using the slow maintained load test method. All the eight piles were instrumented with strain gages located along the shafts. The study showed that for repeated loads below a certain critical value the total displacement of the pile top approached gradually a constant value. However, any repeated load greater than the critical value resulted a residual displacement per cycle, and that the reciprocating load capacity of a pile was dependent on the ultimate bearing capacity of the pile in tension and both were in the direct ratio.

The author is trying to clarify the existing problems in designing and laying out dynamic consolidation for soft ground improvement. Field testings and observations including vibrational parameters, pore pressures, stereoscopic photogrammetry etc. were run in order to trace the real behaviour of ground movement during tamping. It is believed that all the data got from the field work are rather informative and illustrative than that from theoretical modelling in the laboratory, thus some highlights relating effective thickness of compaction, maximum spacing between compaction points, number of blows for optimum tamping and seismic attenuation for environmental consideration are given.

Mechel, a large, integrated steel, stainless steel, and ferroalloy producer in Russia is committed to upgrading its facilities to world class pyrometallurgical process and environmental practice. Yuzhural Nickel currently uses shaft furnaces to produce a matte containing iron, nickel and traces of cobalt. This rather old technology is thermally inefficient and is characterized by high operating costs. Mechel has investigated suitable equipment and processes to upgrade the plant, and awarded a contract for the construction of a 12 MW DC smelter, located near the town of Orsk, to Bateman Engineering Projects in June 2008. The selection of DC furnace technology for laterite smelting can be considered as a strategic highlight for the pyrometallurgical treatment of low-grade lateritic ores, and could be the first industrial-scale implementation of this technology. This project has been designed to achieve multiple goals including the demonstration of the process and associated equipment technology at commercial scale, to confirm the scale-up design parameters of the forthcoming 2 x90 MW, twin electrode DC furnaces, and to prove the environmental emission superiority of closed furnaces. It also provides a valuable operator training platform. This paper deals with the process design, key technology building blocks and design features which have been incorporated to produce a pyrometallurgical vessel capable of (i) resisting slag superheat and chemical aggressiveness, (ii) process fine material without pre-agglomeration, (iii) achieve high nickel recoveries and(iv) being tolerant to the variations in chemical composition of laterite ore. The approach to increasing campaign lives between partial and complete rebuilds, through the use of composite furnace module (CFM) technology originally developed and patented by the University of Melbourne, is also followed in more detail. Unfortunately, results from hot commissioning and lessons learned from initial operation are not available because the project completion has been delayed due to the worldwide downturn in demand for commodities. It is well known that job-related hazards and individual factors influence occupational injuries. However, research involving coalminers has been limited. This case-control study assessed the relationships of job-related hazards and individual/life style factors with injuries among underground coal miners. It compared 245 cases with at least one injury during the previous two-year period with 245 matched controls with no injury. The data were gathered via personal interview and analysed using the conditional logistic model. The significant risk factors were materials handling (adjusted OR 5.15), poor environmental/working conditions (2.63), geological/strata control-related hazards (2.35), lack of formal education (3.00), sleep disorders (1.86), alcohol consumption (2.32), disease (2.23), having a large family (5.40), and risk-taking behaviour (9.40). Machine-related hazards, sleep disorders and alcohol consumption primarily affected workers aged less than 45 years; whereas, environment/working condition-related hazards, presence of disease, smoking, risk-taking behaviour and large family size were more likely among workers aged 45 or over. Each year more than 400 coal miners are injured (fatal and non-fatal) by rock falling from between or around roof supports. Many of these injuries could be prevented by the installation of roof screen (wire mesh). However, many coal mines may be reluctant to use roof screen because of the added cost. The goal of this study was to determine the potential saving in workers? compensation (WC) premiums that could be achieved due to a reduction in rock fall injuries after roof screening. The WC rate-setting methods utilized by IL and KY were investigated in this study. Using actual data obtained from MSHA, national and state WC bodies and individual insurance companies (e.g. average cost per injury, loss cost rate, number of injuries per year, number of injuries preventable each year with roof screening), hypothetical mines (representing two mine sizes: 67 and 150 employees) were constructed with realistic ranges for estimates of injuries and WC premium costs. Using each state?s actual WC rate-setting formulas, total savings in WC costs after a three-year period were determined. Across both states, savings in WC premiums ranged from 1.8% to 14.6% when injuries were reduced by 10% to 20%. Additionally, an economic analysis was performed for an existing mine consisting of 67 employees. For this mine, the annual cost of a roof screening program was estimated at $240,000. If the screening prevented 13 ?struck by? WC claims over a 3-year period at this mine, the reduction in WC premiums alone could pay for the entire screening program.

Soil mixing and jet grouting have been widely used to support heavy structures such as tanks, cement silos, and storage buildings. Although the installation methods vary between soil mixing and jet grouting, the end product of soil-cement columns behaves similarly in supporting structure loads. In many cases, soil-cement mass treatment offers the owner savings over driven/drilled piles. This paper discusses the design methodology, production work, and quality control, with supporting figures, of a recent large complex tank farm project. The project consisted of constructing six above-ground steel storage tanks and an approximately 700-foot-long fill slope. The tank farm site is located in an industrial area of southern California, with highly variable subsurface conditions consisting of compressible soils and buried construction debris. The compressible soils necessitated that the new tanks be supported on deep foundations. A test pile program performed previously at the site showed that conventional driven concrete piles were not feasible because of buried construction debris, therefore a soilcrete system was proposed. Site design included evaluating the total and differential settlement and column group bearing capacity under both static and seismic loads. Extensive field and laboratory testing confirmed the design soil-cement strength and modulus of both the soil mixed and jet grouted soil-cement columns. The project operation and quality control programs are also included in this paper.

The Pinto Valley concentrator of BHP Copper Inc. restarted its sulfide mining operations in September 2007 to produce copper and molybdenum concentrates. During the plant production ramp up, the copper/molybdenum circuit quickly reached the copper grade and recovery targets, but the production and quality of the molybdenum concentrate continued to be a challenge. Even though several improvements in the molybdenum circuit were completed, the final molybdenum concentrate did not meet contractual specifications. After reviewing several options to improve grade and reduce contaminants, the installation of three flotation columns were chosen. The column design and construction were done using in-house craftsmen and engineers. Ten days after commissioning, the columns successfully reached a steady operation and began producing molybdenum concentrate to the required specifications, that is, high molybdenum tenors and low copper and iron content. The Pinto Valley operations, are comprised of the Pinto Valley concentrator, the Pinto Valley dump leaching and a solvent extraction/electrowinning (SX/EW) plant. The concentrator operated from 1972 to 1998 when mining and milling operations were curtailed for economic reasons. The SX/EW plant continued operations for copper cathode production. After a cessation of mining operations of almost 10 years, Pinto Valley operations began a restart project in January 2007, to bring the mine and the concentrator back into production. Copper concentrate production started in October 2007 after refurbishing and upgrading the facilities with a new DCS system and filter plant. The daily targets of the concentrator were to treat 56.7 kt (62,500 st) of ore, produce 762 t (840 st) of copper concentrate containing 27.5 percent copper at recoveries of 86 percent and produce 2.2 t (2.5 st) of molybdenum concentrate containing more than 80 percent MoS2.

In the quest of studying the assigned blocks of seafloor for deep water mining, each member country of the ISA is thirsty for accurate information as to the level of resources available. Manganese nodules represent a large portion of the resources and are as precious as they are hard to locate and harvest. Resolving such challenges is what drives the technology development and yields instruments and products capable of serving this field of research. This presentation will study how manufactures of oceanographic instruments have pushed the technology envelop to in order to transform a collection of sensors and instruments into a seamless and adapted assembly working to serve the researcher and prospector in the challenging field they operate. Deep water data collection is characterized by the following challenges: ? Deployment, recovery and handling of the vehicle ? Producing high resolution at great distances ? Positioning that data with accuracy to relocate Teledyne Marine will present the work performed in its engineering laboratories to produce sub systems and systems now capable of delivering key information necessary to the proper cataloguing and exploitation of deep water mineral mining. Understanding and controlling the alternative resources available to each country will allow better management of current traditional land based minerals.

Variations in overburden geology must be considered in applying subsidence prediction methodologies developed by the U.S. Bureau of Mines (USBM). To characterize rock mass overlying high-extraction coal mines, the USBM utilizes a computer spreadsheet program and modified Rock Mass Rating (RMR) system. The spreadsheet calculates an RMR based on a bed's engineering properties determined from core logs and laboratory tests. An in situ deformation modulus and a bending stiffness are computed for each bed. Stiffness-versus-depth plots identify groups of beds with similar stiffness. Large variations in stiffness between adjacent beds are considered significant horizontal discontinuities where slip is likely. Time domain reflectometry (TDR) is used to verify this hypothesis by measuring shear displacement along such discontinuities. A model of the overburden is built by assuming that a near-surface laminated beam exists above a transition zone in which large plastic slip occurs along horizontal discontinuities. Increasingly thicker groups of beds are modeled to determine the most probable beam thickness based on a comparison with measured deflection profiles. The inverse of maximum beam deflection is an index parameter known as "bridging potential," a single value that incorporates both overburden geology and mine geometry.

Hydrometallurgical production of zinc from concentrates is generally carried out by H2SO4 leaching. For the smooth operation of this process, some harmful components must be removed from the leach solution before the electrolysis stage; MgO is one of these compounds. Zinc concentrate samples from the Mount Isa mines were used in leaching tests. Leaching tests with an aqueous solution of H2SO4 and SO2 gas were carried out at various temperatures, pH levels and leaching durations. While duration and the pH value of the solution were effective parameters in H2SO4 leaching, temperature and pH were more effective in SO2 leaching for the removal of MgCO3 and CaCO3. Removal of MgCO3 and CaCO3 was generally achieved at low pH values. The results show that SO2 gas can be a good alternative to sulfuric acid in the leaching of MgCO3 and CaCO3

A Large Sub-structure with open top of S.Y.P. float line requires a 90m x 50m in plan and 13m-deep excavation in soft soil, Shanghai. The geological conditions in site are rather severe. The technology specifies that no permanent braces nor partition walls are allowed to be constructed inside. After a series of discussions the scheme of semi-gravity type cellular D-walling without any braces or earth anchors is finally adopted and successfully executed by SFEC. This paper deals with the technical problems in the design, construction and in-situ monitoring we met with in this difficult project.
