The direct injection of cement grout into water-bearing fissures as a means of checking or stopping the flow of water into shafts and tunnels has been experimented with for a decade or longer and seems to have been first attempted in Europe. The earliest application of which the writer has found a record was at a shaft sunk by the Mining Society of Lens; this is described by C. Dinoire in the Transactions of the Institution of Mining Engineers.1 It is only lately, however, that the process has been entirely successful. This success has been accomplished on the Catskill Aqueduct, now under construction by the city of New York. This aqueduct includes a number of deep pressure tunnels, reached by shafts for both waterway and construction purposes. In portions of these shafts and tunnels considerable underground water was met. The contract for the first of these deep pressure tunnels was let to the T. A. Gillespie Co.; this section is known as the Rondout Siphon. It leads under the Rondout valley at a depth of from 400 to 800 ft. and is about 5 miles long. The engineers expected that considerable water would be encountered, but fortunately this was not the case except at one shaft, known as No. 4, which penetrated the rock at a junction between limestone and conglomerate. Water-bearing fissures were encountered almost immediately. At a depth of about 200 ft. a flow of 1,500 gal. per minute was struck. The. shaft then contained as many pumps as could be used, and it seemed impossible to sink it further. After vain efforts had been made to proceed, John P. Hogan, a division engineer of the Board of Water Supply, suggested that cementation of the fissures be tried. The process was attempted for the first time in this country. Since the shaft was partly full of water it was necessary to drill grout holes with a diamond drill. Platforms were placed on the timbers at the water level, the diamond drill was installed and six 90-ft. holes were drilled in the bottom of the shaft. Several car loads of cement were pumped through these holes into the fissures, the drill casings being used for grout pipes. To the miner, as well as to the geologist, the eastern part of Cuba is a most interesting region. Here we find, in contrast to the moderate relief predominating elsewhere in the island, an imposing mountain range, the Sierra Maestra, extending east and west parallel to the coast, its precipitous front facing the blue Caribbean Sea. In a geological sense this range is largely an unknown land, the only well-explored region being that in the vicinity of Santiago. The range also contains the most important mineral deposits of the island. They comprise, first, a series of iron deposits yielding a partly hematitized magnetite with low content of phosphorus; second, a remarkable copper-bearing vein at El Cobre; and third, various manganese deposits. Probably more deposits will be found, for the larger and western part of the range is as yet little explored and its slopes are covered by a thick tropical jungle. The following notes are based on a short visit by the senior author in January and February of 1914 to the mines at Daiquiri, El Cobre, and Mayari. For many courtesies and great assistance he is deeply obliged to Charles F. Rand, President of the Spanish-American Iron CO.; to George W. Pfeiffer, General Manager, and to the several members of his staff. Geological Features of the Sierra Maestra For our knowledge of the geology of the Sierra Maestra we are indebted to reconnaissance work by Fernandez de Castro, R. T. Hill, Mr. C. Hayes, T. W. Vaughan, and A. C. Spencer. The summary by the latter three geologists furnishes the best guide to the region.' The range is undoubtedly outlined by a great east-west dislocation. Its southern slope drops abruptly to the sea, while on the north side a much gentler declivity leads down to the rolling plateau of Tertiary limestone which occupies much of the adjacent part of the island. These iron mines of Spain are located on the mountain ridge forming the boundary between the Teruel and Guadalajara provinces, called Sierra Menera. They form a property of 25 mines extending over an area of 1,677 hectares (4,140 acres) situated at a height varying from 1,200 m. (3,940 ft.) to 1,500 m. (4,920 ft.) above sea level. The deposit follows the direction north to south; huge masses of ore are being found both on the slopes and at the summit of the Sierra. The ore occurs among quartzites and magnesite limestone, in some places overlaid by quartzite 15 m. (50 ft.) thick; in some others (and this is more general) the ore is overlaid by earth and boulders of quartzite origin; this layer is about 8 m. (26 ft.) thick. The ore beds occupy the geological horizon of the Superior Trias or Muschelkask, which are here in direct contact with the Silurian quartzites. The lime-stones have been more or less transformed. There is ample evidence to show that these mines were worked in very ancient times—objects and tools employed in mining by the ancient Romans and Arabs are to be found plentifully in old workinigs which extend down into the deposits. It has been estimated that more than 10,000,000 tons of ore were mined in the old days in this district and carried to the primitive forges in the vicinity where iron of much renown in Spain was extracted. Remains of more than 20 of these forges are found in the neighborhood of Sierra Menera and are usually situated near waterfalls and forests. Much investigation has been carried on for the purpose of determining the quantity of ore to be found in these mines, but no exact calculations can be made at present. When the investigation is completed it will surely be found that the deposit contains a much larger quantity than the 100,000,000 tons indicated by the present workings. The mines are now worked as open quarries and this method can and will be followed for a long time, probably until the deposit is worked out. Figs. 1 and 2 give some idea of the quarries in operation and the reserves, the iron-ore stocks, screening installation and general arrangement. IRon-oRe deposits in the Philippine Islands became the subject of official record as early as 1664. Undoubtedly iron ore was known and recognized by the Filipinos long before the earliest Spanish records. It is even possible that the Filipino practice of smelting iron ore is, like the native copper smelting, older than the Spanish conquest of the islands. The first records have to do with the magnetite-hematite ores near the towns of Santa Inez and Bosoboso in Rizal Province, from 15 to 20 miles east of Manila. The magnetite-hematite ores of Bulacan were exploited in 1783. Similar ores near the town of Mambulao in Camarines Province yielded a number of specimens to be exhibited in Spain in 1834. With the exception, then, of the lateritic iron ores on the eastern coast of northern Surigao, the true nature of which was not recognized until 1914, the important iron-ore deposits of the Philippines had all been discovered before the islands came under the dominion of the United States. Indeed, in the Spanish documents relating to the history of iron mining are statements which, if their accuracy be not questioned, leave us in the Philippines today with much less iron ore than the Spaniards found. To quote, for example, a report submitted to the Superior Government in Spain in 1835 by one of its emissaries, Don Lorenzo Calvo: "The Philippine Islands, most excellent Sir, possess iron and exhibit it in nearly every known mineralogical combination, and in such abundance that the cordillera of the island of Luzon, from Montufar Point in San Bernardino Straits to Cape Bojeador, is composed of no other mineral than iron, its ranges, of the third order, being in content and structure totally iron of the best quality, the more valuable in that its combinations are such as to facilitate its fusion and to render its redaction to metal simple." ThE James diagonal-plane slimer is specially adapted to handle the finest slimes, but it will also handle sands as coarse as 40-mesh. The saving efficiency of this machine is due to the original construction ,of the deck, and to the rapid reciprocating movement imparted to it by the head-motion. The deck consists of a plurality of connected planes, having a certain fixed ratio of inclination one to another. These planes intersect each other diagonally to the stroke-line of the table and are arranged so as to give the pulp on the table a double treatment. This double concentration performed by the diagonal-plane deck produces cleaner concentrates and tailings than those obtained by the operation of two separate machines. The action of the diagonal planes settles, combines, and holds all the concentrates in one compact mass, sharply defined from the gangue, and easily cut away without loss. Many slime-concentrating machines distribute the feed-pulp for a distance of 4 or 5 ft. only, and upon a very limited settling-surface. This results in a thick, heavy deposit, from which it is impossible to stratify the values and wash away the gangue, the resulting products being dirty concentrates, and tailings carrying high values. The diagonal-plane slimer distributes the feed-pulp for a distance of 10 ft., and upon a settling-surface having an area of 40 sq. ft.; in other words, it spreads the pulp thinly on the table, which allows the metallic values to settle through the gangue quickly, forming a bottom stratum from which the thinly-distributed overlying stratum of gangue is easily brushed away by the feed-water without disturbing the underlying concentrates. In the latter part of the summer of 1913 the Conservation Commission of the State of Louisiana, under presidency of M: L. Alexander, decided to stop the waste of natural gas going on at the "burning gas-well," Located about 2 mile southeast of Oil City, La. On several occasions, both in newspapers and in reports, comment had been made on the condition of this well, its harmful effect on the Caddo gas field, and the considerable loss, estimated at several thousand dollars each month, caused by the escape of the valuable fuel., But nothing had been done to bring the well under control and prevent further waste of gas until the State Conservation Commission took the matter in hand. The gas fields of Louisiana are among the greatest in the country. So far most of the gas has been found in the Caddo field proper, although considerable development has been done in and around the city of Shreveport and near the town of Mansfield in DeSoto parish. To extend the life of the gas fields and to prevent the quick exhaustion of the supply of the natural fuel are matters of vital importance for this section of the country. Four gas companies have entered the Caddo field and supply the surrounding towns and cities With gas. The Arkansas Natural Gas Co. has pipe lines to Little Rock, Ark., and supplies gas to the following cities and towns in that State: Texarkana, Hope, Garland, Emmet, Prescott, Boughton, Beirne, Gurdon, Arkadelphia, Gum Springs, Mal-vern, Dsnaldson, Gifford, Perla, Beaton, Beauxite, Mabelvale, Bryant, Sheridan, Pine Bluff, Little Rock, Argenta, Pulaski Heights, and Hot Springs. The Southwestern Gas & Electric Co. transports gas to Mooringsport, Blanchard, Caddo, Rodessa, Oil City, Vivian, Bloomburg, Hosston, Ida, Dixie, Belcher, and Shreveport. The Marshall Gas Co. supplies gas to the town of Marshall, Texas. The Louisiana Co. has a line to Shreveport. In, the oil field the gas is used for drilling purposes, and the operators either have their own gas system or buy from the gas companies. For several years 1 have been engaged in studying the behavior of iron and steel under varying conditions of tension and compression, as well as of shock and abrasion. Some of these observations have been communicated to the Institute at various times. Within the past year I have been looking at the various observations that I have made as a whole, and have been led to the conclusion that there is a regular law of fatigue and refreshment of metals, and that the change which produces either the fatigue or refreshment, is a. chemical one, which is, however, in almost all cases accompanied by physical and molecular changes at the same time. That metals under conditions that were more or less well understood became worthless, has been known for many years. It has been known to blacksmiths that iron and steel, when improperly treated in their fires, become "burned," as they call it, and could no longer be used, and some of them have had a scrap heap into which such material was thrown. A few of them knew that after a period more or less long the iron or steel recovered some of its original properties and could, with many precautions, again be used, but that these phenomena followed any law has not to my knowledge been announced. My attention was first attracted to the varying conditions under which iron and steel rails break in service. It was not long before I became convinced that there was a general law applicable to all metals which allowed of their being used with safety within certain limits, and caused their rupture when the use extended beyond these limits, and this law I have called the law of fatigue- of metals. When me observe the causes of deterioration in iron and steel rails, we find that they are principally shocks, either slight and frequent, like those produced by the passing of a train over a road-bed in good order, which produces a vibration sensible to the ear laid on the rail, for very long distances, but distinctly audible for only a short one; or from sudden and heavy blows, like the descent of the locomotive and each car successively from a high to a low rail.

The law of supply and demand is, in general terms, that law which governs the price of any commodity in an unrestricted competitive market. There are several variables which, for the purpose of this discussion, will be defined only as they apply to the petroleum industry: Production: The volume of petroleum that is moved from leases. Stocks: The volume of petroleum that is in the hands of the tank farm and pipeline companies. Inventory: The value of the stocks at the market. Consumption: The indicated delivery of oil to others than those who hold stocks. Demand: The potential absorbing power of the consuming market. Demand is the expression of the needs of the consumer and may depend on the economic value of the oil to the consumer. In times of low prices, the demand is the same as the consumption but during periods of high prices or deficiency in supply, the demand may be greater than consumption. A general expression of the law is as follows: production or consumption Some relation between stocks and or controls price or demand inventory The Law as Applied to Crude-oil Market The above general expression of the law shows that there are six relations between variables that must be investigated in any attempt to establish the exact status of price control at any time. Production vs. Consumption If stocks of crude oil were very low, so that the flow of oil to the market was directly from the producer to the consumer and not, in a large measure, through stocks, some relation between production and consumption would be proportional to price changes. The recently announced run of three years, nine months and eleven days made by a crucible steel melting furnace of the Columbia Tool Steel Co., which is claimed as a world's record, brings forcibly to our attention the great improvements that have been made in the design, construction and operation of the Siemens regenerative crucible melting furnace since its introduction in this country. Credit for this advance should be given to the furnace designer, the manufacturer of refractories, and the operators, of the furnaces, whose persistent efforts and intelligent co-operation in attacking the problem have resulted so satisfactorily. There are three factors that determine the life of a crucible furnace, or any other furnace for that matter: Design, nature of refractories, and conditions of operation (including the nature of steel melted); and to some extent these factors are interdependent. Thus, for instance, if a crucible furnace is to be operated single turn and allowed to cool off considerably at night, in order to save fuel, the use of clay-brick melting holes may be advisable, since silica brick is not well adapted to endure repeated heating and cooling. But the total life of a clay-brick melting hole is necessarily short. Again, if local conditions such as danger of flood make necessary the building of the furnace largely above ground, so that the radiation of heat is promoted, the cooling down of the furnace over the week ends, when no steel is melted, will be considerable—and the contraction of the furnace that results tends to wrack it to pieces. The character of the metal being melted affects the life of the furnace to a great extent. Low-carbon steels and steels made from iron and charcoal require higher temperatures and much longer melting time than high-carbon steel or steel made largely from scrap; the life of the furnace will be shorter, and the number of heats melted will be much less, when such materials are melted. The figures available, showing the life of furnaces, are for this reason especially not strictly comparative, since the variations in the steel melted undoubtedly affect the life to a greater or less extent. The first presentation of this paper was before the Pennsylvania Anthracite Section of the Institute in May, 1914, after which a committee was selected to verify and add to the data contained in the original paper. The author is indebted to G. W. Engel, H. W. Montz, R. V. Norris, and H. H. Otto, of this committee, for additional information. I also wish to acknowledge the courtesies extended me by a number of the mining companies for information relative to accidents, systems of proving, and mining practice. The paper should bring forth additional criticism and recommendations, which will be of value in establishing future practice relative to this subject. Throughout the northern anthracite field of Pennsylvania glacial and alluvial deposits of sand, gravel, and clay exist in varying quantities. The extent and character of these deposits are described by N. H. Darton in Bulletin 45 of the U. S. Bureau of Mines, entitled, Sand Available for Filling Mine Workings in the Northern Anthracite Basin. It is estimated that the northern field contains 10,000,000,000 tons of these deposits, or a sufficient quantity to cover the 176 square miles of coal area to a depth of about 25 ft. These deposits of sand, etc., overlying the coal measures attain a maximum depth of more than 300 ft., and are usually saturated to such an extent as to render them semi-fluid. It is this condition of fluidity that limits the mining of coal seams cropping in or in close proximity to these deposits, and it is in the interest of safer and more efficient mining methods under these conditions that the study of this subject is here presented. The dangers incident to mining under deep deposits of sand have long been realized by operators in the northern anthracite field, and much has been done to prove the contour of the rock and vein croppings underlying these water-bearing deposits of sand and gravel. Although, as far as we know, the accidents of the past have not resulted in the loss of life, except in two instances, yet nearly all were attended with more or less miraculous escapes of men working in the vicinity of the breaks, so that the probable existence of pot holes, etc.,

He who enters a mining claim within an Indian reservation of the United States of America acquires no rights thereby, because of the fact that the lands within such Indian reservation are not a part of the public domain, and cannot be located or acquired as mineral land. However, where such an entry is authorized as to a particular reservation by an Act of Congress, such claims as may be ontered under such authorization are thereby segregated from the reservation, and the Indian title is oxtinguished. Under the Choctaw Constitution, any citizen of that nation, in other words any Choctaw Indian, who discovered a coal mine, acquired an exclusive right to all coal within a radius of 1 mile. The laws of the Chickasaw nation provided for the formation of corporations to develop coal and other mines, with authority to contract with others to develop and work the mines. Under these laws, leases were made; but Congress subsequently abrogated all existing leases, prohibited all persons from receiving royaltics from such mines, and provided that all coal within the nation should remain the common property of the tribes. , Such leases are now expressly prohibited by an Act of Congress (32 United States Statutes at Large, 655). All leases of mineral lands upon Indian reservations must now be made under regulations promulgated by the Secretary of the Interior, and the royalties must' be paid into the United States Treasury for the benefit of the tribes. In Canada the Indians have no rights to the royal mines and minerals, and the government can make no stipulation with the Indians which would affect the rights of the Province in which the lands are situated. Therefore, while it is true that under our present law no rights can be acquired to a mining claim within an Indian reservation, it seems to be fully within the authority of Congress to make laws, giving such rights to mineral locators as it may deem necessary or expedient. There is a demand for a general law that will permit mining upon Indian reservations, and I am informed that most of the members of both houses of Congress from the Western States are in favor of Congress pass-

It seems a duty incumbent on the older members of the Institute to set forth in permanent form some of the results of their experience for the benefit of the younger members; this is the principal object of the present paper, which is the result of a recent examination requiring somewhat unusual geologic investigation. History. The London vein mas first discovered by float and occasional outcrops in the year 1873, four years before the great lead carbonate discoveries of Leadville, but the mine was not definitely located and opened until two years later, when the present locations, Mother, Paris, London, and Hard to Beat, were surveyed for patent. Since 1875 the London mine has been worked almost continuously until 1911, when the force was reduced to a few men only. In its early life the ore was assumed to be free-milling gold-quartz, although lead was a constituent of the vein throughout, and much useless expenditure was made in the erection and operation of a free-gold stamp-mill, with plates and tables for saving concentrates. The vein then opened was in the porphyry-limestone contact, a siliceous lead-ore, clearly most amenable to reduction by lead-smelter. The losses due to this process led in time to the close of the mill. For 20 years past, the mine has been worked under lease and the ore shipped to the lead-smelters in Denver or Salida. In January, 1912,I examined the mine to ascertain whether it was advisable to run a cross-cut tunnel some 4,200 ft. in length to intersect the main vein at a depth of 650 ft. below the present lowest workings. Finding a greatly-faulted zone, a close determination of the geological conditions became necessary to the solution of the problem.

The native copper of Lake Superior occurs in the form of fine grains and scales, disseminated in small percentage through the copper-bearing rock ; and in large and small masses, from a few pounds to several hundred tons in weight. Formerly the bulk of the copper came from the mines of Ontonagon and Keweenaw counties, producing mass copper. At present these mines furnish less than one-tenth of the total product, and fully one-half of this is from a single mine. The masses are usually found irregularly distributed in nearly vertical fissure veins, and require much dead work; in sinking, drifting, and stoping for their development. The risk and expense attending the working of these mines have made them, with few exceptions, anything but profitable.

The magnetic iron ores of New Jersey are found in the northern part of the State, in the Highland Mountain range, which runs from the New York line on the northeast, to the Delaware River, near Easton, at the southwest. The same range continues across Orange County to the Hudson River, and towards the southwest it is known in Pennsylvania as the South Mountain. It is more properly an elevated table-land, quite deeply furrowed by several narrow, longitudinal valleys, and shorter cross-valleys or gaps. The ridges or lines of elevation, as well as the lower valleys, conform in their general direction very closely to the general trend of the whole belt or table-land, that is, from northeast to southwest. This also agrees with the prevailing strike of the rocks. This great uniformity in the altitudes of the hills and ridges, and the direction of the lines of depression corresponding to the strike of the strata, point to an original table-land, which, through the long action of denuding agents, has been quite deeply eroded, giving rise to the present surface configuration, so that some of the former and uniform features have been partially obliterated. The very few cross-valleys or depressions are much more irregular in their course, and serve as outlets through which the drainage is carried either into the Kittatinny Valley on the northwest, or to the broad, red shale and sandstone plane bounding the highlands on the southeast. Resume.—The district of Santa Eulalia lies 12 miles to the southeast of the city of Chihuahua, Mexico. The ore deposits occur in a Cretaceous limestone of unknown thickness, overlain by a series of rhyolitic tuffs and flows. The limestone is very gently folded and is cut by several systems of fissures, of which only those with a general north-south strike are pre-mineral and control the deposition. The deposits are of two main types; the earlier silver-bearing iron sulphide type occurs as high-grade tabular bodies resembling veins and as large masses of relatively low-grade ore, The gangue of this type is composed of lime-iron silicates that point toward a close association with an igneous rock mass which has not yet been encountered. In the later silver-lead-zinc type the ore occurs in vertical chimneys and horizontal mantas, principally as oxides, though at a depth of 1,500 ft. some sulphides have been encountered. During oxidation the ore chambers have increased in size owing to the solution of the walls by the sulphuric acid generated in the process, and a substitution has taken place of nearly one-half part by weight of the original constituents of the ore, by newly introduced elements and radicals. Both types are believed to have come from greater depths than those yet reached by mining, and their ultimate source, from a consideration of similar deposits, is believed to be an igneous rock in contact with the limestone at some horizon below. The deposits are believed to have been formed at unusually great depths, as indicated by the proved great vertical range of the silicate minerals coupled with the absence of the igneous rock, and by the practically unchanged character of the silver-lead-zinc ores as far as developed. The volcanic capping is believed to be distinctly later than the economically important ore deposition. Although nickel was discovered and isolated as early as 1750 and its valuable properties recognized, many years passed before it was used commercially for wire, sheet, rods, etc., in the pure form. This was due partly to its high cost at that time and partly to the fact that it was not possible to refine and cast nickel into ingots sufficiently malleable to be amenable to the usual forging, rolling, or drawing processes. So remarkable was this fact, and so different from the experience at that time with metals such as copper and iron, that it has left its impress on the nomenclature within the nickel industry. To this day, furnace-cast nickel produced in such a manner as to be suitable for rolling and forging is called malleable nickel to distinguish it from the ordinary pig and shot nickel of commerce. In 1878, the firm of Jos. Wharton, of Philadelphia (which later became The American Nickel Works, a constituent of The International Nickel Co.) exhibited at the Paris Exhibition specimens of rolled pure nickel strip and of drawn nickel wire. About this time, there was considerable activity in the study of the refining of nickel and several methods were described, some of which were patented, for the production of furnace-cast malleable nickel including the use of manganese (Boed-dicker,1 Selve and Lotter2), the use of potassium permanganate (Berns-dorfer Metallwarenfabrik3) and the use of phosphorus (Garnier4). By far the most efficient method was discovered by Th. Fleitmann in 1879;5 it consisted in adding to the molten nickel, just before pouring the castings, from 0.05 to 0.125 per cent. of metallic magnesium. This soon became the recognized final malleableizing treatment for furnace-cast nickel.

For a number of years Russia, India and Brazil have outranked all other countries as producers of manganese ores. During the 5 years immediately preceding the European war, the average annual production of Russia was 844,000, of India 694,000 and of Brazil 200,000 long tons. Since the outbreak of the war there has been a considerable falling off in the Russian and Indian production, particularly in the former, whereas the production of Brazilian ores has been greatly increased, amounting in 1914 to over 250,000 tons and in 1915 to nearly 350,000, with conditions favorable for a still larger production in 1916. Manganese is one of the few industrially important metals that are not produced in the United States in quantity commensurate with our needs, so that we have been compelled to import annually about 300,000 tons, having a value of over $2,000,000, and these ores have been obtained from the three countries mentioned above. Their rank as contributors to our imports of manganese ores was India, Russia, Brazil; and in 1913, Brazil contributed only one-fifth. During the past 2 years Brazil has furnished rapidly increasing quantities to this country, and, with the falling off of imports from India and Russia, has become our principal foreign source. In 1914, Brazil furnished two-fifths of the imports and more than India or Russia, and in 1915 over nine-tenths. The manganese ores of Brazil are consequently of more than usual interest to us at this time.
