The first meeting of the Naval Consulting Board was held at the office of the Secretary of the Navy, Washington, D. C., on Oct. 6, 1915. The Board organized by electing Thomas A. Edison, Chairman, Peter Cooper Hewitt, First Vice-Chairman, William L. Saunders, Second Vice-Chairman, and Thomas. Robins, Secretary. All of these officers are members of the American Institute of Mining Engineers. The annual report f the Secretary of the Navy for the fiscal year, ending June 30, 1917, but including operations and recommendations up to Dec. 1 of that year, contains the following remark about the activities of the Naval Consulting Board. The members of the Institute who are members f this Board are William L. Saunders, Benjamin B. Thayer, Thomas A. Edison, Thomas Robins, Lawrence Addicks, Joseph W. Richards, W. R. Whitney, assisted by 47 other members f the Institute, in the capacity of associate members of the Naval Consulting Board. During the year, the work of this board, organized and approved by Congress in 1915, has increased very materially in importance and volume, its meetings have been frequent and the work of its individual members has been such in some cases as to occupy almost their entire time in the service of the Government. Judging from the progress made in August 1989, drilling and raise boring of a 400-m (1312-ft) pilot hole at the Elura mine of Pasminco Ltd. in Southeastern Australia, an observer would never guess that the project had been delayed nearly a year. Moreover, two pilot holes had been abandoned in previous attempts. The challenge was to drill a 93-mm (3.66-in.) H size exploration hole between Elura's 400- and 800-m (1312and 2624-ft) levels. The hole needed to be kept within a 300-mm-diam (12-in.diam) target cylinder over the 400 m (1312 ft) distance. The deviation restriction of the initial core hole was necessary to precision ream a pilot hole to 330 mm (13 in.) and then raise bore a 6-m-diam (20-ft-diam) shaft, planned as the primary men and materials access between the two levels. Core was not really necessary to gain an accurate geological picture of the steeply dipping formation. Rather, the core barrel was used because it tended to drill a straighter hole. Using rock bits in the steeply dipping formation would have simply aggravated the problem of deviation. The core barrel and diamond bit optimized the probability of a straighter hole. However, on the first two attempts to drill the pilot hole, the bit was out of the 300-mm (12-in.) target cylinder within the first 50 to 60 m (164 to 197 ft), and the holes were abandoned.

Today few in business would argue with the idea that we are living in a world that is Volatile, Uncertain, Complex, and Ambiguous. Coined VUCA by the US Army War College, these four words define the ?turbulence? and ?continuous white water? that the business literature has been documenting for the last decade. This VUCA world became even more relevant to business in 2007 when the Institute for the Future fellow Bob Johansen published the idea of transforming VUCA into Vision, Understanding, Clarity, and Agility. We call this VUCA Prime (VUCA'), and place an infinity loop (8) between them to show their dynamic interaction. This paper presents an exploration of the impact of VUCA 8 VUCA' on business and the conditions under which these dynamic forces help to successfully navigate change.

Managing sediment plumes under multiple jurisdictions Management of activities in the New Zealand EEZ can be characterized as a distributed basis of decision-making with each independent and separate decision-maker focused on specific elements of a proposal (environmental, work place safety, wildlife management, fisheries, navigation, oil spill). The New Zealand EEZ Act 2012 was intended as gap-filling legislation to address the lack of an environmental assessment lens for permissions to undertake certain activities in the New Zealand EEZ. These activities relate mostly to marine scientific research, dumping and discharges, oil and gas exploration and development, and seabed mining. The regulatory decision-maker for most EEZ Act marine consents is the New Zealand EPA. Since 2013 when this gap-filling legislation took effect, the EPA and its decision- making committees have processed three seabed mining applications. Two consents were refused, one consent was granted in 2017. A common feature of all consents has been the assessment and consideration of the scale, significance and effects of sediment plumes arising from the activity. One consent is for irons and mining in about 40m of water where the plumes reach the nearby coastal waters and shoreline, the second consent is far offshore but plumes extend far beyond the mining area (850 km2) in to rare coral habitats and in to a significant offshore fishery. A significant consideration for decision-makers is how the assessment and management of plumes under the EEZ Act interact with, and potentially overlap, management of such plumes under other legislation (Resource Management Act, Marine Mammals Protection Act, and Wildlife Act). This is in a statutory context where the EEZ Act requires explicit consideration of the nature and effect of other marine management regimes over the matter under consideration.

It underscores the necessity of tailored strategies, encompassing improved monitoring, optimized liner designs, and refined control techniques to mitigate these challenges and promote sustainable SAG mill operation.

To reduce the frequency of mining incidents and improve safety and production efficiency, it is important to develop technology for the autonomous positioning and navigation of mining equipment, without the assistance of satellite navigation signals. In this study we review the current technological environment for positioning and navigation underground and present several integrated navigation strategies. Existing underground positioning and navigation technology is described, and the performances of different methods based on this technology analysed and compared. The combination types and positioning effects of underground positioning and navigation strategies are discussed. Recent research directions for filtering methods and positioning estimation algorithms for underground positioning and navigation are reviewed. Finally, we summarize the future direction of underground positioning and navigation technology and related algorithms.

BEGINNING Thursday, July 16, the National Broadcasting Co. is broadcasting from 6:30 to 6:45 p.m., over its nationwide network and possibly also by short wave a series of eleven radio programs dealing with the contributions of engineers to the prosecution of the war. The series is being arranged and sponsored by a committee of representatives of the national engineering societies, R. L. Sackett, chairman. The committee began its deliberations before Pearl Harbor and had scripts under way on blackouts, bombs, and damage to structures. The declaration of war emphasized the importance of the proposed radio program. The National Broadcasting Co. and the Office of Civilian Defense enthusiastically endorsed the committee's proposal and have been generous in their help and approval of scripts so far submitted. Controversial matters are included in the broadcasts and changes will be made when requested by O.C.D. up to the minute that a program goes on the air. In this way the latest and authoritative information will be given.

Two different techniques were used to make measurements of the absolute value of electromagnetic noise in an operating coal mine, Robena No. 4, located near Waynesburg, Pennsylvania. One technique measures noise over the entire electromagnetic spectrum of interest for brief tine periods. With present instrumentation, the spectrum can be covered from 40 Hz to 400 kHz. It is recorded using broad-band analog magnetic tape, and the noise data are later transformed to give spectral plots. The other technique records noise envelopes at several discrete frequencies for a sufficient amount of tine to provide amplitude probability distributions. The specific measured results are given in a number of spectral plots and amplitude probability distribution plots. The general results are that at frequencies below 10 kHz, power line noise within the mine is severe. Impulsive noise is severe near arcing trolleys, and at lower frequencies near any transmission line. Carrier trolley phone signals and harmonics are strong throughout the mine whenever the trolley phone is in operation. Additional information beyond that included in this report may be obtained from the authors, who are with the Electromagnetics Division of the National Bureau of Standards.

Measurements of surface magnetic field noise were made at various locations over the Geneva Coal Mine near Price, Utah, on June 12, 1973. The locations selected were on the surface over emergency locator beacons underground at depths between 350 meters (1150 ft .) and 488 meters (1600 ft .) . The surface terrain where these measurements were made was mountainous, and access was difficult. There were no power lines within several miles, and the weather was clear; therefore, the magnetic noise levels were about as low as will normally occur. Results of measurements of distant sferics indicate rather sharp cutoff frequencies below which broad- band, impulsive noise is attenuated. The mechanism of propagation for this noise above the daytime cutoff frequency of 3500 Hz and the nighttime cutoff frequency of 1700 Hz is deduced to be a waveguide formed by the D or E layers of ionosphere as an upper plane and the earth as a lower plane. The measurement systems used are similar to those used earlier. The technique is to record broadband, analog signals, digitize the data, and use a fast- Fourier transform to obtain spectral plots. This tech- nique is novel in that it can measure simultaneously all magnetic field energy within a limited portion of the spectrum for a limited time, and, after processing, reproduce the events occurring in that time interval in great detail .

The time and amplitude statistics necessary to adequately describe electromagnetic (EM) noise in mines are illustrated through computer software techniques. They are 1) Allan Variance Analyses (AVA), 2) Interpulse Spacing Distributions (ISD), 3) Pulse Duration Distributions (PDD), 4) Average Crossing Rates (ACR) , and 5) Amplitude Probability Distributions (APD) . These statistics are illustrated using data taken from a rather large store of raw analog data recorded in operational mines. The curves generated for the illustrations characterize the noise environment in the mines from which the corresponding data were taken, and should aid in the design of reliable communication systems for such mines.

The other technique records noise amplitudes at several discrete frequencies for a sufficient amount of time to provide amplitude probability distributions. Measurements of the absolute value of electromagnetic noise and attenuation along a hoist rope were made in an operating hard-rock mine, Lucky Friday Mine, located near Wallace, Idaho. Spectra of electromagnetic noise generated by various pieces of equipment, spectra of specific noise signals at various depths, and noise and attenuation on the 4250 foot (1295 meter) hoist, were measured. Three techniques were used to make the measurements. First, noise was measured over the en- tire electromagnetic spectrum of interest for brief time periods. Data were recorded using broadband analog magnetic tape for later transformation to spectral plots. Second, noise amplitudes were recorded at several discrete frequencies for a sufficient amount of time to provide data for amplitude probability distributions. A third technique gave attenuation data through the direct measurement of field strength at various depths. The specific measured results are given in a number of spectral plots, amplitude probability distribution plots and amplitude curves as a function of depth.
