The development of a coal project must pass through a number of phases, taking it from a preliminary evaluation through to detailed mine planning. For each phase the cost of data acquisition and associated mining studies increases exponentially for linear improvement in confidence levels. Within each mine planning phase there are four main activities. These are the economic ordering of reserves, the development of optimum mining strategies, mine design and scheduling and finally the estimation and analysis of costs. The development of the optimum mining strategy is one of the most critical aspects of a mining evaluation and the application of economic criteria at this stage of the project is vital to the successful generation of an optimised mine design. A recommended method is the concept of Economic Ratio (ER) which expresses the likely cost of mining from a given location in a deposit in terms of the value of the product likely to be recovered. The most economic mining strategy will be to mine areas from low economic ratio to high economic ratio within the constraints of reasonable equipment application. When selecting equipment a particular machine should not be selected solely on comparison with other machines in isolation, but the total application must be analysed. In the final selection the decision should be based on whether or not it has a beneficial effect on overall project economics. The economic assessment must take into account the time value of money, so the real cost can be determined with adequate provision for capital and operating costs over different time spans.

To provide a means for rapidly evaluating proposed mine layouts in order to avoid potential hazards while minimizing loss of coal. The Approach: Development of a computer program that will compute many possible mine layouts by changing the mine plan until the arrangement giving minimal hazards with optimum extraction is found. How It Works: The Hazard Evasion Program for Mine Planning, developed by the Bureau's Denver (Colo.) Mining Research Center, tests hundreds of possible solutions to a mining layout, and by sorting out the 10 best (based on the criteria of maximum safety for workers with minimum abandoned coal), limits the number of choices that need to be considered and appraised for applicability to a given mine scheme. The program is applicable for room and pillar or longwall mining, for oil and gas well hazards, and for other hazards that can be described mathematically such as channel sands, potential bad roof areas, faulting, voids, or water pockets.

Multiple-scam mining is becoming more common in the United States, especially in the East, where primary reserves arc being depleted, forcing mining companies to develop secondary seams, Although mine engineers and planners are aware of the basic effects of seam interaction and generally follow guidelines for columnizing entries and avoiding load abutments, mine design earn greatly benefit bum more quantitative estimates of scam interaction effects. This paper presents case studies from two eastern mines subject to seam interaction effects where pre-mining stresses were quantified: the Mingo Logan Coal Company's Mountaineer Alma A Mine, and Peabody Group's Lightfoot No. 2 Mine. In each of these mines. mining is being carried out within 60 to 90 ft of overlying longwall and pillar panels under maximum cover of about 1,100 ft As part of overall mine planning and design efforts al these mines. NSA Engineering performed numerical modeling analyses using the non-linear boundary-element code MULSIM/NL Input parameters were calibrated by modeling areas where ground conditions resulting from seam interaction were well documented. By incorporating actual cover loading based on topography and seam dip, and the integrity of remnant, gate road, arid harrier pillars in the overlying mines, the pre-mining vertical stress in the underlying scants was estimated based on the pre-mining stress, plans for mains, gate road, bleeder, and pillar panels were developed. Although mining experience in these areas has beers somewhat limited to date, she designs developed as a result of these analyses have so far proven successful.

INTRODUCTION Uranium mining in the Grants Mineral Belt has undergone changes from methods pioneered during the 1950's and has now become fairly standardized throughout the district. The orebodies vary in size and shape and have been most successfully mined by using modified room and pillar methods with pillar recovery. This paper will expand on methods and equipment that are being used and modifications of these that will increase productivity and efficiency. GEOLOGICAL BACKGROUND The petrology of the Grants Mineral Belt consists of alternating layers of sandstone and shales (mudstone), with occasional thin layers of coal. The sandstones are aquifers which are generally artesian to some extent. The shales are bentonitic and decompose into extremely sloppy mud when exposed to water. Figure 1 shows a typical geologic section. Most of the uranium produced in the Grants Mineral Belt comes from the Westwater Canyon member of the Morrison Formation and occurs as scattered ore bodies throughout the formation. This formation consists of layers of bentonitic shale and sandstone of varying degrees' of cementing and grain size. It is also a very significant artesian aquifer. The unconfined compressive strength of the various formations is not high, as shown in Table I. It is important to note that these represent average values and a great range may exist within a single formation, especially In the Westwater which is the ore formation. [ ]

Unplanned ore dilution has a direct and large influence on the cost of a stope, and ultimately on the profitability of a mining operation. This paper presents results of a study on the influence of a variety of factors on ore dilution in a blasthole stoping environment. A series of 3-D numerical models were developed and analyzed to examine the effect of mining depth, stope geometry and stope setting within the orezone extraction sequence. To quantify modelled ore dilution from the three-dimensional simulations, the ore Dilution Density (DD) is a term introduced in this study to denote potential hanging-wall overbreak. It was found that hanging-wall overbreak is not significantly influenced by depth alone, and that stopes with large or small axial ratios are more stable than large rectangular stopes. It was also demonstrated that, in addition to stope dimension, the amount of unplanned dilution differed according to stope type. Five stope types were identified, based on their position within a tabular blasthole mining sequence. The methodology presented in this paper can be adopted to develop mine-specific design tools for the estimation of ore dilution associated with a proposed mine design. This can prove extremely helpful in the process of underground mine planning and optimization.

Failure of drainage works is one of the principal threats to the sustainability of mine closure facilities but the risk can largely be remedied by appropriate design of mine closure drainage facilities. The feasibility of sustainable mine closure facilities that avoid failure of drainage systems needs to be established during the early stages of mine planning, before mine disturbances make sustainable closure uneconomical. Experience in mine development shows there is often enough latitude in mine plan development to incorporate measures with neutral economic consequence and positive environmental benefit. Project managers need to resist the temptation to develop mine plans and closure drainage plans independently. Integrated mine planning with effective inputs by environmental specialists and drainage designers may affect the overall mine configuration, footprint and schedule. Key issues pertain to the end pit location, waste dump configurations, pit infill elevations, fluid impoundments, diversion channel routing and preservation of flows to receiving waters. Guidelines with illustrations of suitable practices are presented to assist mine planners.

In the early stages of the planning of a new exploitation, the error in ore reserve estimation is an important factor that must not be disregarded. As this error can be computed by geostatistical methods, the risk of the venture can be calculated for different recognition patterns in a certain assumption of economical conditions. A case story is described for an open pit phosphate deposit in which grade/tonnage curves and their confidence intervals are related to an economic function for three drilling patterns and decisions are taken on the basis of cost and value of supplementary information.

Solid Energy New Zealand operates the Stockton Opencast Coal Mine, a unique deposit consisting of high quality hard coking and thermal coals. Stockton's uniqueness includes high variability of the shipment specifications, strict quality constraints, minimal stockpiling capacity in the coal transport chain and the variability of coal quality both vertically within the seam and laterally across the deposit. The process of resource proving and modelling results in a high level of understanding of the deposit to allow detailed planning to be undertaken. The use of computer aided mine planning tools is an important component of the mine planning at Stockton. Detailed planning is implemented in the field through selective mining practices and monitoring to minimise dilution and maximise recovery of the coal resource. The quality variability in the coal, the æjust in timeÆ approach of the coal transport chain and markedly varying quality specifications from shipment to shipment requires a large coal inventory and the mine to be driven by quality constraints rather than material movement capacities.

Planning a mining operation in Alaska will involve the investigation of many parameters common to mine planning anywhere. However, there are some unique circumstances that must be recognized when one considers development of mining operations in Alaska. This paper will not attempt to provide a blueprint for mine planning in Alaska, but hopefully will provide a better understanding of the truly unique nature of the northern latitudes. Given this understanding, the mine planner can better assess the potential hurdles along the road to a successful mining operation. The regulatory trend towards uniform standards for mining throughout the United States exemplifies the necessity for Alaska to prove its unique position in the natural resources picture. The factors which make Alaska truly different from the "Lower 48" can be summarized by four points 1) Remoteness and Size 2) Seasonable Extremes 3) Geologic Immaturity 4) Vegetation and Wildlife

An integrated mine system must be capable of displaying and reporting valuable information that can be used to easily understand, manage and take action on the key parameters being reported.One of the key aspects of integration is the standardisation of the mine information up to a level capable of adapting the main characteristics of past projects at the mine and enforcing the same or higher standards for newer projects being developed.At the El Teniente mine, photogrammetry is used to map the advance of horizontal developments, and the constructed 3D representation of each face is then used by the geologists to obtain structural information about the areas being photographed.The mine realised that valuable mining information could also be extracted from the photogrammetry being applied, with three possible areas of development envisioned.The first area was creating a link between the developments being planned on a yearly and monthly basis and matching them with plan sections of the 3D developments of the system to account for any deviations.The second area was to use vertical sections of the 3D developments to estimate the overbreak of the excavations in different areas of the mine.The third area was the provision of a more detailed analysis of the sections so that they could provide information on the thickness of the shotcrete being applied.This paper presents the different alternatives being used and examines how the project is currently being developed and managed at the mine. "IntroductionThe Highvale Mine is located 70 km west of Edmonton , Alberta on the south side of Lake Wabamun. It has been developed by TransAlta Utilities Corporation as a captive mine to supply fuel to two genera ting power plant s. The mine is owned by TransAlta and operated under contract by Manalta Coal. Within the mine permit area, TransAlta own s the right to mine 80% of the recoverable surface mineable coal.The planning process starts with the annually produced 25-year energy forecast which is provided by the Electric Utility Planning Council (EUPC). A 1983 forecast predicts an average annual increase in energy requirements of 4% over the next 25 years. Put another way, the requirement will double before the end of the century. A lar ge part of the base load generation of the Province of Alberta is provided by th e plants fueled from Highvale Mine. The Highvale Mine is therefore expected to maintain a high output over a long period of time.Mine PlanningMine planning is an ongoing, interative process that draws from many sources. All levels of planning draw from the same sources but du e to the different processes and objectives of each planning class, the degree of influence may differ. The planner becomes then a coordinator bringing together data and excerpts from several disciplines in groups. Ceveland-Cliffs uses a specialized software package in mine planning at the Empire Mine, an iron ore mine it manages on Michigan’s Marquette Iron Range. The application puts together years of mining experience that began in the early 1960s on the eastern end of the Marquette Range. The Empire Mine is in its 38th year of production. It uses the software to model a complex and highly variable low-grade magnetite ore body, capturing the economics of mining and processing to the final product. With special attention given to geostatistical methods, the software is used for all geologic modeling, ore reserve estimation, ore control, pit design and short- and long-range planning.

The development of computerised mine planning has been hindered by the cost of processing the large data bases associated with mineral deposits and the inherent inconvenience of performing an interactive process on a time-shared computer. A dedicated computer is ideally suited for the purpose but reasonably priced micro/mini-computers have not had the capacity to store the volume of data or the processing capability required. Hardware development has cleared the way for the development of truly interactive mine planning software, covering the complete range of activities associated with mine planning, from geological assessment to short-term scheduling of operations, incorporating them into a single system using a common database. The integrated system, comprising software and dedicated hardware, adds previously unattainable speed, flexibility and clarity to the planning process because it has been tailored exclusively for that purpose.

The Mine Planning System consists of two parts: 1. A Sales Forecast (Sales Planning) 2. A Production Planning. The mathematical methods of the sales forecast are the exponential smoothing and a method with Markov-Chains. By these methods the quantity of material (ore, coal) will be calculated for the time planned. These quantities constitute the points in the production-planning. In the production-planning , special kinds of networks are used for calculating the resources-equipment required, labor and costs. A special routine optimizes the sequence of the mining areas within the mine on the basis of the lowest costs. The resources can be limited. The activities will be shifted when the demand exceeds this limit. The basis of the production-planning are computer files, in which the geological data and economical evaluations are stored.

Macintosh use in mine-planning applications lags DOS machines since many users have made significant investments in hardware and training for other environments. Macintosh use is becoming more pronounced in many other industries, and com soft-ware is of at least the quality of that available for DOS machines and many workstations. This paper describes attributes of the Macintosh computer family as related to many mine-planning problems and solutions including software, memory considerations, workstations, DOS compatibility, and networking.

The present industry-education relationship in addressing the situation is examined and some thoughts are expressed on how these may be built on, in order to help solve the problem of attracting people to this critical area.IntroductionAs a long-time proponent of plant engineering and maintenance as a management function, I would like to review the progress made by the industry/ educational approaches in satisfying the needs in that area. In doing so, I would like to make the following points:1) that there has been an accelerating shortfall of mechanical-electrical people relative to the needs of the industry;2) that the condition will probably get worse before it gets better; ,3) that the past industry I educational approaches to alleviate the problem have met with limited success; and finally4) I would like to review some of the things being done and consider how these efforts might be extended."
