NECESSITY FOR PRICE FIXING DURING the latter part of 1916 and the early months of 1917, clue to war activities, there was a threatened shortage of coal which resulted in panic among consumers and a rush to obtain coal at once at any price. As a result of this insistent demand for immediate delivery, prices were bid up by the consumers to unprecedented heights; spot coal which had previously been selling at from $1.50 to 82 per ton was bid up to $5, $6, and, in exceptional cases, as high as $7.50 or more per ton. Then when the April, 1917, contract period arrived, contracts could be made only at prices ranging from $3 up to $5 and $6 per ton for the year's delivery. This condition caused such a demoralization of the business, and so much complaint, that some action to regulate prices was considered essential by the National Administration. LANE-PEABODY AGREEMENT In May, 1917, a committee under the chairmanship of F. S. Peabody, of Chicago, was appointed by the Council of National Defense, through Mr. Lane, to consider the whole question of bituminous coal. This committee, with the Secretary of the Interior, Mr. Lane, after numerous meetings and long negotiations with the operators throughout the country, announced on June 29 an agreement between the Committee and the producers, fixing a tentative maximum price for bituminous coal throughout the country at $3 per net ton f.o.b. mines, to which was added 25 c. for selling commission to wholesalers. This plan was based on the idea of fixing a maximum price, high enough to greatly-stimulate production, with the expectation that the laws of supply and demand would, with ample production, operate to maintain fair and just prices for coal throughout the country.

Gold thiosulfate complex is difference with gold cyanide complex, which is easily adsorbed on activated carbon while gold thiosulfate complex cannot be satisfactorily recovered by activated car-bon. However, Gold thiosulfate could be recovered by activated carbon if cyanide is added into the thiosulfate solution. To avoid the cyanide solution, this paper will review several possible processes to recover the gold from thiosuldate solution: such as the cementation with metals, ion exchange resin and solvent extraction. The gold cementation with the powders of zinc, copper, iron and aluminium will be discussed. The advantage and disadvantage of each are compared. The consumption of thiosulfate and copper and feasibility of solution recycling will be discussed. The gold recovery by some ion exchange resins will be suggested. The processing conditions, its applications and the resin elution methods will be presented. The gold recovery by using solvent ex-traction will be reviewed. The processing conditions of solvent extraction process are discussed and compared.

Presence of the ground water, especially flowing water, causes limitations in the type of the explosives, which can be used for the blasting development in the open cats and quarries. This presents really big problem in Russia, because more than 70% of the blasting holes are wet and filled by flowing water. The waterproof explosives need to be used in these conditions, which increases the cost of the blasting development. So the search of the methods to remove the water from the blasting hole and to prevent direct contact of the explosive material with the water is important. It will give possibility to use nonwaterproof explosives (such as ANFO) and decrease the cost of the blasting development.

INTRODUCTORY THE analyses which have been made by the writer according to the method described below were made as part of Professor Withey's investigation of the concrete aggregates' of Wisconsin, in the hope of throwing light on the extent and nature of the influence of the mineralogical constitution of aggregates upon the properties of the concrete, and mortar made from them. This method was found most satisfactory after four weeks of experiment and modification. It attains an accuracy quite sufficient for the purpose of the analysis, and is fairly rapid. Mineralogical analyses may be thus made at a cost considerably less than that of chemical analyses of a similar degree of completeness. The results obtained by this method should not vary in any item by more than 1 per cent. of the total weight of the sample, and may be made very much better than this by the exercise of greater care in the microscopic counting (see below). The accuracy of the hand sorting 'is of course dependent upon the experience and carefulness of the analyst. . After a month's practice, the writer was enabled to turn out these analyses at the rate of four in 33 hr. of working time. It was found most economical to handle four samples at once. The samples analyzed weighed froth 290 to 340 g. each. The same method could be applied to larger or to smaller samples, within reason able limits. The following list covers the necessary apparatus and equipment: 1 good balance capable of weighing accurately to tenths (or, better, hundredths) of a gram, and of handling quantities up to 200 g. in weight. 1 Westphal balance, registering densities to two or three decimal places. 1 Meker or Bunsen burner, and gas supply. 1 nest of sieves, 10, 20, 40, and 100 meshes to the inch.

THE methods of mining talc are simple, and in western North Carolina are almost entirely by open cut and quarry. The larger part of the talc of this section lies in various-sized "veins" inclosed in quartzitic walls, the majority of which have by folding been thrown into a perpendicular position, or nearly so, and the exposed edges of which have been covered by debris from erosion of the mountain above. This covering of loose rocks and earth is from 5 to 25 ft. thick, and in most cases has to be removed because it is difficult to support. Sometimes the covering is heavy enough to "catch" and timber successfully, and in this case the talc can be worked out by the usual method of following the "vein," using stulls for holding up the walls until the vein is worked out, and then allowing the cut or drift to fall in. In some cases it proves more convenient to sink shafts and run drifts, following the talc "veins" until exhausted. The talc deposits of this section are badly broken and faulted both laterally and perpendicularly, and in some cases are found many feet below the level of drainage, necessitating pumping at considerable expense. . My own experience in mining talc has been that the chief point is to get a reliable "vein," and that then the mining is not as difficult, or any more so at least, than that of any common ore. If the. "veins" are pure talc it is simple; if the talc is admixed with foreign matter, such as tremolite in excess, or stains of iron or manganese, as is often the case, one had better abandon the deposit.

THIS paper describes the method of mining a steeply pitching anthracite seam on a heavy pitch in the Orchard vein in No. 1 Tunnel of the Lehigh Coal and Navigation Co. The Orchard vein in the Nesquehoning district has a thickness of about 15 ft. on the level of the gangway, which is sufficient thickness for the gangway to be driven full width in coal. Above the gangway, the vein becomes thinner and near the surface is about 8 ft. thick. The coal is of good hard quality and carries a fairly good roof. The pitch of the vein is between 65° and 70°. Usually the breast-and-pillar method has been employed in the mining of the steeply pitching veins in this section. This method produced good results as far as the mining of the breast was concerned but the recovery of the pillar was difficult as to full extraction and expensive as regards costs. To recover these pillars after the breasts were driven, three methods were commonly employed; they were known as the pillar-breast method, pillar-skipping method, and pillar-chute method. The pillar-breast method consisted in putting a battery in one corner of the pillar (Fig. 1), coupling the manways A and B of the two adjacent breasts for two or three lengths ahead of the working face of the pillar being cut, and working the pillar as a breast. This method was used by the more skilled miners of the earlier days but has practically been abandoned. A slight variation of this method is used to some extent. In this case, the pillars are left wider than ordinarily and of sufficient width for the full-width breast to be driven in and a small pillar left on each side of the pillar breast between it and the regular breasts. With the completion of the "pillar breast," the ribs are drilled full of holes, loaded, and fired.

IDO not want to omit anything in which fire or its operation has a part, if I know or can tell it, and have already told you so many other useful, powerful, and ingenious effects (finally of powder and other' fire deadly and very injurious to all living things, indeed, composed for the destruction of those who possess it as well as those who do not) but I do not want the end of my writing to be in tragedy. Therefore I wished to tell you how, from these fires composed of forceful and horrible mate¬rials bringing harm and terror to men, a happy and pleasing effect is also produced and, instead of fleeing from it, the people willingly go to see it. Among others I remember that it was once customary to use these in Florence and in Siena, more than elsewhere. The chief feast day celebrated. by one of these cities is the day of the birth of Saint John, and the other is the Assumption of Our Lady, on the fifteenth of the month of August. In the morning they visit the shrines with great devotion and solemnity, displaying their pomp as much as possible, and later they hunt lions, wild bulls, untamed horses, and many other animals. In the same public squares there was also erected as a decoration an edifice fixed in the ground in the middle of this space, or hanging from a heavy rope crossing between the loftiest points of equal height that could be found in that place. This they have done and still do, and perhaps in time to come will continue to do when opportune. This structure was usually of wood; indeed it is necessary that the latticework of its construction be made only of this. It was covered and en¬larged by tying and fastening hay on top to bring it almost to completion and then papier-mâché was applied. [165v] The figures were first appropriately painted and made of a combination of vessels one above the other, developing various decorative figures in relief which should represent some fable or history and should not appear haphazardly made or without understanding. A model (support selection model) for the selection of suitable types of powered supports under various geological conditions is proposed. This model is developed by evaluating the support, performance under different roof conditions at longwall faces in terms of five controlling parameters: (1) roof Falls, (2) front abutment pressure, (3) Face convergences, (4) gob materials entering into working area, and (5) roof caving line. This model suggests that more than one type of powered support. may be used under the same roof condition and the best selection should he based on the magnitude of suitability index of each support- type. The development and application of suitability index arcs discussed. Fourteen panels in seven coal seams are discussed in the paper to illustrate the applicability and effectiveness of this model. A roof classification system at longwall faces developed specifically for the construction of the selection model is also discussed. A simple example fur determining roof classification index is given.

(Butte Meeting, August, 1913.) 1. Character of Gases which Caused Helmets to Get Out of Order. DURING September, -1911, the fire area in the Lowell mine continually increased and gases resulting from the fire came through the upcast shaft. These gases contained such a large percentage of sulphur dioxide that the men were unable to go up and down on cages, and, within a comparatively short time, repairs in the shaft were found to be necessary. Since the fire was in sulphide ores and extended into certain timbered sections, the gases contained varying amounts of SO2 CO2, and perhaps, at times, CO. The temperature in the shaft was generally about 97°, and the relative humidity from 97 to 99.5 per cent. The corrosive action of the fumes became apparent when the cables had to be changed more often than usual, the heads of lag screws .in the guides of the shaft disappeared, and the cages needed frequent repairs. It also became necessary to repair two compartments of the shaft by putting in 150 ft. of new guides between the 600 and 800 levels and lag screws in nearly all the old guides from the surface to the 800 level. 2. Ordinary Methods of Testing Helmets which were Unsatisfactory. These conditions required all work to be done by men wearing oxygen helmets. The Draeger type was tried, and was used until all repairs were completed. At first the helmets were. tested for air circulation and air tightness and the injector was tested by water gauge according to the methods recommended by the Draeger Oxygen Apparatus Co. Six arrangements, covering .these different tests, are illustrated in the catalogue and circulars of the company.

THE present methods of unloading ore and coarse-crushing at the Magna plant of the Utah Copper Co. are the developments of the past five years. Hand dumping and breaking have given way to the rotary car dump and large gyratory; and the bucket elevators and stationary screens have been replaced by conveyors and shaking screens. The coarse-crushing plant may be broadly divided into two units: the primary crushing and the secondary crushing, or primary roll, unit. The former was erected in 1923; with the exception of the excavation, the construction was carried on by forces of the company. Excavation was started in the middle of March, the first concrete was poured July 16, erection of the steel building started Oct. 30, and the unit was com-pleted and operating Dec. 30. The unit has a capacity of over 24,000 tons of ore per day, and cost more than a million dollars. Remodeling of the primary-roll unit extended over a period of years preceding this, some of the work having been done as early as 1918.

INTRODUCTION In this paper, a numerical process for selecting a mining method, with the emphasis on underground mass mining techniques, such as caving, induced caving, and stoping, is proposed. In the past, selection of a mining method for a new property was based primarily on operating experience at similar type deposits and on methods already in use in the district of the deposit. Then, the chosen method was modified during the early years of mining as ground conditions and ore character were bet- ter understood. Today, however, the large capital investment required to open a new mine or change an existing mining system make it imperative that the mining methods examined during the feasibility studies and the method actually selected have a high probability of attaining the projected production rates. Although experience and engineering judgment still provide major input into the selection of a mining method, subtle differences in the characteristics of each deposit, which may affect the method chosen or the mine design, can usually be perceived only through analysis of measured characteristics. The parameters that must be examined when choosing a mining method include: 1) geometry and grade distribution of the deposit; 2) rock mass strength for the ore zone, the hanging wall, and the footwall; 3) mining costs and capitalization requirements; 4) mining rate; 5) type and availability of labor; 6) environmental concerns; and 7) other site-specific considerations. This paper encompasses a detailed look at the first two parameters since they, plus mining costs, have the greatest impact on the selection of a mining method. The proposed method selection process is for a project where drilling has defined sufficient geologic reserves, but little or no underground development has been done. Since each deposit has its own characteristic geanetry/grade distribution, and rock mechanics properties, mining method selection should be at least a two-stage process. In Stage 1, the deposit is described in terms of geometry, grade distribution, and rock mechanics properties. Using these parameters, the mining methods can be ranked to determine which are most applicable; they can then be considered in general terms of mining and capitalization cost, mining rate, type and availability of personnel, environmental concerns, and other site-specific considerations. In Stage 2, the most likely mining methods are costed out, based on a general mine plan. Mining and capitalization costs are used to determine a cut-off grade fran which a minable reserve can be calculated; economic comparisons can then be made to determine the optimum mining method and economic feasibility. During the mine planning phase of Stage 2, rock mechanics information would be used to provide realistic estimates of underground opening size, amount of support, orientation of openings, and caving characteristics, and open pit slope angles. If ground control or operational problems should be encountered with the methods being considered, modifications could be made. Although planning on paper extends start-up time, it is cheaper to err on paper than to find the error after mining has begun. METHOD SELECTION - STAGE 1 The main purpose of Stage 1 is to select those mining methods which should be considered in greater detail. The simplest way to do this is by defining those characteristics required for each mining method and then determining whether the characteristics of the deposit are suitable. However, no one mining method is so restrictive that it can be used for only one set of characteristics, as indicated by the classification system proposed by Boshkov and Wright (1973). In the mining method selection proposed, geometry, grade distribution, and rock mechanics characteristics are ranked according to their acceptability for ten general mining methods.

BACKGROUND AND PROJECT DESCRIPTION A 16.5 kt per day underground molybdenum mine is being developed at Questa in northern New Mexico by Molycorp, Inc., a wholly-owned subsidiary of Union Oil Company of California. Small scale underground mining first began in 1920 and large scale open-pit mining was initiated in 1965, but because of the high stripping ratio, surface mining is being phased out. Construction of the underground mine began in 1979, and first production is scheduled for 1983. Full production of 9 Gg of molybdenum per year will be reached in 1984. Access to the mine will be through a service shaft, development shaft, and a conveyor decline. 'The service shaft, 7.3 m in diameter and 396 m deep, will be used for personnel, supplies, development muck, and fresh air intake. It will be equipped with a large, double-deck man and material cage. A double-drum hoist will be used for cage hoisting and will handle up to a 27-t load in balance with a counterweight. Development muck will be loaded into skips in balance and a single-drum auxiliary hoist will provide secondary access. The 396-m-deep, 4.3-m-diameter development shaft will be used for initial mine development, mine exhaust air, and a slick line pass for concrete entering the mine. The development shaft is located 400 m north of the service shaft. Run-of-mine ore will be transported from one of two 1.4-kt storage pockets by a 1.2-m-wide conveyor belt located in the 10°, 1980-m-long, 5.0-m-wide, and 4.6-m-high decline. The decline conveyor belt has a centerline length of 2229 m and a vertical rise of 363 m. It will be powered by four 448 kw motors driving a single drive pulley. There will be two 1.2 m transfer belts on the surface with centerline lengths of 322 m and 542 m. All three conveyor belts will be reinforced with steel cables. On the surface, in addition to the headframes and hoist houses for the two vertical shafts, a large maintenance shop, warehouse, compressor house, change house, main office building and timber framing building have been constructed.

As has been the case since the early Phoenician traders, the minerals used by modern man come from deposits scattered around the globe. The price received is more and more being set by worldwide supply and demand. Thus the price component in the profit equation:Profits = Material sold (units)x(Price/unit û Cost/unit) is largely determined by others. The recent price history for two of the major metals, copper and iron, are given in Figures 1 and 2, respectively. As can be seen there has been a steady decline in the prices (when expressed in constant dollars) over the 20 years which have lapsed since the first of the International Conferences on Mass Mining, æDesign and Operation of Caving and Sublevel Stoping MinesÆ was held. If one would look back over the entire 20th century this would also be the trend. Cost containment/reduction through efficient, safe and environmentally responsive mining practices is serious business today and will be even more important in the future with increasing mining depths and more stringent regulations. A failure to keep up is expressed very simply as: Profit This, needless to say, is unfavourable for all concerned (the employees, the company, and the country or nation). The mining companies have had to look at ways of reducing the expense part of the profit equation while maintaining safe, environmentally conscious operations. Table 1 summarises the rules for working in todayÆs economy.

This paper briefly describes the excavation procedure of a powerhouse, comprising of its incremental excavation, reinforcement measures, and the installed monitoring system. During the first phase of excavation, the data obtained from monitoring of the behavior of Mudstone layers were used to recommend extra support measures. These data are also used to design the support of the powerhouse during its extension phase. Several methods1-3 are being used to determine the WL and individual Rn-daughter concentrations in uranium mine atmospheres. The best of these methods is the one given in Ref. 3. According to this method, the WL and the Rn-daughter concentrations are determined from the total a-counts observed during three consecutive time intervals. Its only disadvantage lies in the fact that rather involved calculations are necessary to convert the observed counts into WL or pCi/l (picocuries per liter). There are, however, counting intervals that give simple weighting coefficients for the observed counts. This fact makes it possible to convert from a-counts to WL or pCi/l with the aid of a graph. After some trial runs on a computer the following equations emerged as the basis for the most practical procedure: [ ] NA, N.., and & stand for the number of RaA, RaB, and RaC atoms per liter of air. C(t1,t2) denotes the counts observed from time t. to time t2 (in minutes) after the end of the 5-min sampling period. E is the detector efficiency and V is the flow rate in liters per minute. With an accuracy loss of less than -5% one finds from [Eq. 1] by adding the corresponding terms: If the WL would have been calculated according to [Eq. 2] instead of using the graph, the result would have been 0.31. Since the values used for C's under [Eq. 3] represent the exact number of counts from a Rn-daughter mixture in equilibrium with 100/3 pCi of Rn the exact WL of this mixture can be calculated easily. The roles of pulsating mechanisms such as the amplitude and frequency of the jig cycle are well established in jigging. Also well established are the roles of the size ratio and the volume fraction of the feed. In iron ore beneficiation plants, these process parameters are optimized to achieve the highest efficiency. However, the role of one of the more important feed characteristics, the liberation characteristic of the feed, has not been studied in detail. Evaluation of the liberation characteristics is difficult because the required washability test is not viable for iron ore feed. In this paper, a new method is proposed in which the liberation characteristics are measured through a separation efficiency value. In the new evaluation method, jigging parameters such as amplitude and frequency of the jig cycle are optimized from the fundamental understanding of the process dynamics and feed characteristics such as size distribution. Then, feeds with different liberation characteristics are tested to evaluate the liberation characteristics of feed in jigging.
