INTRODUCTION To provide a background for discussing long-range financial and operational planning in the mining industry, we would like to begin by describing the role of planning in Codelco. Having taken part in Codelco's planning process since its inception in 1976, we believe that useful conclusions may be drawn for the experience we shall relate. Although Codelco is a state-owned copper producer with an important role in the Chilean economy, and is consequently very much at the core of national economic planning, the following discussion is not related to government planning but to planning in an operationally and commercially autonomous business concern with all the characteristics of a private enterprise. The only way in which Codelco differs from private business is that its financial successes or failures have a more direct impact on the countryls ability to participate in international trade, to meet its international financial commitments and to achieve economic and social growth. Thus, what follows is a presentation of the conceptual features of the planning process at Codelco and a description of the current state of planning in the company. It is understood that certain conceptual components are basic to any formal strategic planning process, and that the components of Codelco's planning process are therefore generally applicable in similar companies. First, the mission and scope of operation of the company must be defined, and goals must be set to achieve leadership in the business activities in which it engages. Having set this framework, the company must constantly scrutinize those internal elements and conditions that are essential to fulfill its mission and achieve leadership. In Codelco this means considering the actions which can best serve to define future capacities, taking into account declining ore grades and determining optimal production levels; watching over the productivity and skills of its labor force, and; keeping abreast of technological developments in non-ferrous mining and processing. If the company is proficient in these three areas, it will be cost efficient and there- fore competitive. Codelco must also watch over the business environment in which it operates. The company sells concentrate, blister and fire-refined copper, wirebar, cathodes and wire rod and must study the behavior of the market to attune its product mix to the demand existing for these various commodities in the international market and the copper consuming industries in general. By examining the internal and external environment in which the company conducts its production and commercial operations, it is able to diagnose its strengths and weaknesses, to identify the hazards it must overcome to stay ahead in the copper trade, and to take full advantage of business opportunities as they arise. CHARACTERISTICS OF CODELCO-CHILE Although our subject is Codelco, readers should keep in mind that there are many other copper producing operations in Chile, all in the private sector, and many valuable deposits that may be exploited in the future. Codelco is the only public sector copper producer, although there is one other state enterprise that operates smelting and refining facilities principally to serve a large number of very small producers of copper concentrate. In the mid-19801s, Codelco is the largest copper mining company of the world and the largest producer and exporter of copper with yearly sales totalling close to US$ 1.8 billion in 1983. Moreover, it is a highly profitable copper company at a time when the world copper industry as a whole has reported losses for several years. Codelco-Chile is a fairly new organization. The history of the four mining operations it manages is much longer: El Teniente was opened in 1912, Chuquicamata in 1915, Salavador in 1959 -- with installations of the old Potrerillos mine dating from 1927 -- and Andina in 1970. This paper documents a field survey using long-range terrestrial digital photogrammetry at the Palabora open-pit mine, South Africa, for multi-scale characterization of rock mass discontinuities. Stereomodels covering the entire mine were generated based on photographs taken from a distance of 1600m across the pit, using a series of f=20-400mm lenses. Details on the methodology used and its accuracy are discussed. Preliminary results on discontinuity orientation, persistence and intensity are presented, highlighting the effect of observation scale. The potential uses of long-range terrestrial digital photogrammetry in open-pit mine and large natural rock slope environments is emphasized. The use of an f=400mm lens from distances larger than 1.5km may represent an important step forward in the geotechnical characterization of inaccessible remote rock faces.

In this method the state of an open-pit mine is represented by the number of benches that are mined in each predesigned mining phase (or pushback). Consequently, a specific mining schedule can be represented by a sequence of states which starts with the topography of the mine site and ends with the ultimate pit. For a given set of mining phases all feasible states are first generated and sequences of states are then evaluated for technical and economical feasibility. The best sequence, which gives the maximum net present value (NPV), is found by applying a dynamic programming optimisation algorithm. The algorithm also optimises the cut-off grade which satisfies the mill feed requirement for each planning period. It was found that the algorithm can be used not only for scheduling but also as an effective tool for analysing the effects of mining and milling capacities and cut-off constraints on the mining schedule and the total NPV. The algorithm, which was programmed in C, was successfully applied to a large Au-Cu deposit

Experience has shown that, since the passage of the Surface Mining Control and Reclamation Act, over-compaction of spoil during the reclamation process has severely limited tree growth on reclaimed land. Researchers at the University of Kentucky have conducted a ten-year investigation at a surface mine in eastern Kentucky that monitored the changes in selected spoil physical characteristics for various reclamation and compaction alleviation methods. More specifically, research plots were developed for reforestation that employed three different levels of compaction and two different methods of ripping for overly compacted spoil. Each year measurements were made in the field of dry bulk density, using a nuclear density gage, and maximum penetration depth, using a recording cone penetrometer. In addition to good correlation between tree growth and selected spoil characteristics, the data demonstrated a gradual convergence of the measured spoil characteristic data over the study period.

The chemistry of acidic mine drainage discharging from flooded coal mines is commonly reported to improve with time after flooding. This investigation describes a 18-year dataset of post-flooding water chemistry for a below-drainage underground coal mine within the northern Pittsburgh coal basin (Pennsylvania, USA). The Montour mine is a 5650-hectare below-drainage coal mine of maximum 260 metres depth. Montour was closed in 1980 and flooded to within 38 metres of land surface within 4.8 years. Pumping averaging 210 L/s was then employed to maintain water levels at this elevation. The flooded proportion of the mine (by volume) at full flooding was 56 per cent. The shaft where water was pumped from Montour for water control is located about 70 per cent of the distance between the mine water table and the back of the mine ù that is, it is close to the back of the mine. The residence time (total water volume at flooding divided by pumping rate for control) is estimated at 5.6 years. Time series of chemical analyses show three phases of chemical behavior in post-flooding discharge. In Phase I (zero to two years after flooding), iron concentrations were high and reached their maximum (1100 mg/L). In Phase II (two to four years after flooding), a transition was begun to alkaline conditions, with decline in iron and other solutes. In Phase III (>4 years), net alkaline conditions began, with iron concentrations declining exponentially to 50 per cent of mined volume. This attainment of net alkalinity in this case may have also depended on abundant calcite in overburden extended up to 30 m above the mine floor.

Building up the USSR's economic strength was the result of all the achievements and successes of our economy. The Soviet Union was the first to begin planned guidance of the economy. The mining industry of the USSR, which holds the first place in the world output of mining production, has always been considered as the main raw materials basis of the country's economy. High and stable development rates are a feature of planned economic management, based on the social ownership of the means of production. During the past ten years from 1965 to 1875 the national income used for consumption and accumulation increased practically by 1.9 times. There has been no inflation, no unemployment in the Soviet Union for about forty years already. High and stable growth rates of the production of mining industries and that of the branches, which are their direct consumers are characterized by the data in table I. The achievements and successes of the economy's development are to a great extent determined by the three planning components, which are as follows:

"Experiments were carried out to determine the long-term effect of instillation of 500 mg of generic bituminous, anthracite, quartz, or titanium dioxide (Ti02) dust on the composition of pulmonary surfactant. Dust was instilled in the caudal lobe of the right lungs of female pigtailed macaque monkeys (Macaca nemestrina). The composition of surfactant isolated from cell-free bronchoalveolar lavage (CF-BAL) samples obtained from right lungs (dust exposed) at various times over the following year was compared with that of surfactant isolated from CF-BAL from left lungs (dust free) . Little change was seen in the amount of surfactant-associated lipid phosphorus as a result of exposure to dust. Exposure to quartz, anthracite, or Ti02 dust induced a significant increase in the total amount of protein in the surfactant-enriched fraction. The relative amount of specific proteins was also altered: surfactant-associated protein A decreased, and the amount of the heavy and light chains of immunoglobulin molecules (identified by NHiterminal amino acid sequence analysis) increased. These changes were visible more than a year after instillation of quartz and at least 3 months after instillation of anthracite dust. Despite variation in the responses of the individual animals, the changes observed might serve as an indicator of the severity of the effect of exposure of the lung to mineral dust and/or to pathogens. IntroductionSurfactant is essential for normal pulmonary function and gas exchange. It functions to reduce surface tension and may help to prevent pulmonary edema [19] and to protect against infection [13]. The importance of surfactant to normal Jung function is illustrated by the fact that neonates lacking appropriate surfactant undergo respiratory distress and do not survive without clinical support."

Two independent sets of observations from rifted con-tinental margins suggest a way to reach a quantitative under-standing of how the topography of rifted margins erodes. First, a prominent erosional escarpment, which demarcates an elevated, inland region of low relief from rugged, deeply-incised terrain on the seaward side, is the main feature of the geomorphology of many rifted continental margins. Second, apatite fission track ages from the southeast Australian and southwest Saudi Arabian margins scatter about constant Paleozoic ages over the higher elevations inland from the escarpment, but decrease systematically seaward of the escarpment to near-rifting ages approaching the coastlines. We have developed erosion models based on conservation of mass principles to explain these observations. These models seek to explain the "rejuvenation" of erosion at the time of rifting, initiation of the observed erosional escarpment, and its migration inland with time at a rate on the order of 1 km/10 yr. We find from the modeling that erosion at rift flanks and passive margins is fundamentally a non-linear pro-cess. The erosional development of passive margin topogra-phy has much is common with travelling wave solutions to non-linear diffusion-type problems, and to self-similar sto-chastic processes, such as diffusion-limited aggregation. We suggest that the fission track data record the thermal effects of erosional unroofing at rift flanks and passive continental margins. Models intended to explain the erosional develop-ment of continental margins must explain both the geomor-phology and the fission track observations as well.

Many regulatory bodies have, or are considering, guidelines that require rehabilitated mine spoils to be erosionally stable (satisfying quantitative limits) over specified design lifetimes. One of the problems facing the industry is that many of the computer models used for erosion assessment were developed for agricultural applications and are unable to predict the change in the shape of engineered landforms over extended periods of time. In particular, they cannot predict where valleys and gullies will develop in the landforms and how big or deep they will be. Furthermore, many existing models require considerable skill to use. A computer model (SIBERIA) developed by the first author, able to model this valley and gully development over long design lifetimes, and which is directly based on digital terrain maps is discussed here. Proposed rehabilitation strategies for waste rock dumps at Ranger Uranium Mine as assessed with SIBERIA are discussed. New features of SIBERIA of interest to the mining industry include the spatial distribution of erosion, deposition and gully development, and various measures of the quantitative risk of failure. A collaborative project with the Queensland Coal Association, involving the first author, aims to deliver these capabilities to the coal industry in a user-friendly package. The objective is the cost-effective rehabilitation of strip mines. Some preliminary results from this project are presented.

Over the past decade, a substantial effort has been made to improve the air quality inside enclosed cabs of both underground and surface mobile mining equipment to reduce respirable dust exposures to the equipment operators. As part of this effort, the National Institute for Occupational Safety and Health, (NIOSH) completed a comprehensive laboratory study which determined the significant factors for cab filtration and pressurization systems. From this information, a major underground mining equipment manufacturer designed a filtration and pressurization system which was incorporated into the enclosed cabs of its equipment. A long-term evaluation was performed on the effectiveness of this filtration and pressurization system to improve the air quality in the enclosed cabs of two different pieces of equipment, being a face drill and a roof-bolter machine, at an underground limestone mine. This long-term evaluation demonstrated a significant reduction in dust levels comparing outside to inside cab respirable dust concentrations. During this evaluation, a modification to remove one of the filters on the roof-bolter machine simplified the design without sacrificing the system?s efficiency. Testing using particle count instruments performed during non-production time periods on both pieces of equipment indicated Protection Factors greater than 100 when comparing respirable-sized dust particles inside the enclosed cab relative to outside.

The objective, of the Diesel Emissions Evaluation Program (DEEP)-sponsored project at IncoÆs Stobie mine, was to conduct a long-term field evaluation of selected diesel particulate filter (DPF) systems, available to the underground mining industry. Nine state-of-the-art DPF systems were retrofitted to heavy-duty and light-duty vehicles and were subjected to extensive long-term in-mine evaluation. Periodic efficiency tests were conducted at various stages of the study (in 2001, 2002 and 2004) to establish in-use efficiencies and durabilities of the tested DPF systems. During efficiency tests, the vehicles/engines were operated over several steady-state operating conditions. Various instruments were used to measure particulate and gaseous emissions upstream and downstream of the filter systems. The results were used to assess the effects of the filter systems on the concentrations of diesel particulate matter (DPM), nitric oxide, nitrogen dioxide and carbon monoxide in the vehicle exhaust. Experience with the operational issues related to deployment of the filter systems on underground mining vehicles, coupled with the assessment of the filtration efficiencies, were the primary objectives of the study. The variety of filtration systems and regeneration concepts used in this study offered the opportunity to investigate the advantages and disadvantages of the various types. Some of the major issues studied were criteria for selecting the filter media, means of regeneration, the long-term operational reliability, and the occurrence of unwanted secondary emissions.

At Sifto Canada's Goderich salt mine near Goderich, Ontario, the stress control method of mining was introduced to overcome increasing roof failure problems. After successful testing, the conventional room-and-pillar mining method was converted entirely to the stress control method. This conversion has successfully stabilized the ground, increasing the extracton ratio from 38% to 50%. At the same time, it reduced the ground control and rehabilitation cost by more than 80%. The success of the conversion is due to the quantitative technique of mine analysis that was developed to ensure that the conversion was safe and reliable. A finite element model of the ground was constructed to predict and validate the safety of the stress controlled mine opening. A system of in situ stress-property measurement instruments was developed to obtain input data for the computer model as well as to evaluate its output quantitatively with regard to time and location. History of roof problems Severe roof safety problems have been encountered at Goderich Mine since it opened in 1959. These problems continued into the 1980s. Following excavation, the roof strata started to deteriorate by slabbing. Even after roof rehabilitation, deterioration continued to progressively higher roof elevations, requiring repeated rehabilitation. The operational impact of these roof failures was severe, ranging from a considerable safety hazard to major production interruptions.

Tapira Mine (Tapira, MG, Brazil) is the largest phosphate ore and concentrate producer in Brazil. The mine is an open pit, which until recently operated with a large equipment fleet and now uses a smaller fleet operated by contractors. The annual production reaches 17 Mt of ore plus 14 Mt of waste at a stripping ratio of 0.82. Defining the geological boundaries and forecasting the annual production can be a difficult task if not performed on a reliable model. The geological model has been totally reviewed as well as the estimation process. Ordinary Kriging has been used to build the new block model with P2O5 and contaminant grades. After estimation, block model validation and classification criteria definition to assess resources and reserves, the result is given by the life-of-mine plan is defined after pit optimisation and design. The Lerchs-Grossmann algorithm implemented in the NPV Scheduler was used to define the long-term production targets based on the main parameters P2O5 and the contaminants that are just important to the beneficiation process.

The present study highlights the planning and design aspects of a well-known openpit copper deposit in India. The mine has been operational since 1982 and presently reaches a depth of 168 m below the surface. The present planning effort has been given due consideration in view of the recent upsurge of copper prices in the global market. The prime focus of the study has been directed towards examining the possible extent of final pit beyond the current pit outline and generating an extraction sequence of future mining operations. To this end, an orebody model of the deposit has been developed and the optimized pit has been derived using L-G 3D algorithm. A sensitivity analysis has also been performed to scrutinize the possible effects of the changing economic scenarios on the ultimate pit configuration. It has been observed that with the current production rate, mine life can be extended another 40 years. With a five-year production plan, these materials can be extracted in eight push-back schemes. The extraction sequence of these push-backs has been outlined in this paper.

"A system has been developed to simulate the mining of the Mufulira orebody. The main output from the system is a picture-gram from which the start date and effective life of all proposed mining faces can be measured. This information provides schedule dates for the completion of major capital development projects and stope preparation activities.The orebody must be divided horizontally into main levels and vertically into blocks of equal interval. Ore reserves are defined by specifying the tonnage contained in each block and main level. Mining faces are defined by their co-ordinates, and may themselves be split into sublevels. The simulation maintains an echelon between contiguous sublevels. Other face parameters control the speed of mining, the availability and relative priority of the face.The required production from each crusher/shaft system is specified. The technique of simulating the mining process in order to achieve the required production is described."

Recent trends of the mining project show that there will be more and more mechanized, largescale mining operations with complex process options to make low grade deposits economically feasible to develop. The global optimization of large scale, complex mine operations will become more important for the future mining. To serve the industry?s future needs, the OptiMine® software program is developed based on expertise gained at the Colorado School of Mines (CSM) for more than two decades, by using the special solution methodology based on the Mixed Integer Linear Programming (MILP) technique in the Operations Research (OR). The program has been beta-tested on more than 20 projects as a multi-time period scheduling and cutoff grade optimization tool that handles large scale open pit and underground mining operations involving complex process options, many stockpiles and dumps, blending requirements, and truck hour limitations. In each project, various operational options are evaluated in OptiMine® to develop strategic planning to help defining company?s strategies and directions. This paper demonstrates how the OptiMine® can be used to optimize a large scale, complex production scheduling problem on a case study coming from real world project. The case study describes multi-pit mine production scheduling optimization with pit backfills in such a fashion that acid generating waste rocks are encapsulated to minimize environmental impact.

"The Batu Hijau copper/gold mine, operated by PT Newmont Nusa Tenggara, is located in the south-western part of Sumbawa Island, Indonesia, and is situated ~10 km from the south coast at an altitude of ~450 m above sea level. The mine became fully operational by year 2000 and processes approximately 120 000 t of ore per day that contain an average of 0.53 per cent copper and 0.4 per tonne (g/t) gold. Tailings management at the mine includes a deep-sea tailings placement (DSTP) system that discharges tailings through a pipeline via an outfall located at a depth of 125 m at the head of the submarine Senunu Canyon (Figure 1).The environmental impact assessment undertaken prior to approval of the DSTP evaluated both on-land tailings storage facility (TSF) and DSTP options for tailings management. Negative attributes of the on-land TSF included removal of approximately 2300 ha of forest/agricultural land, the potential relocation of >2000 people from their communities, the high average annual rainfall (>2500 mm) and potential for earthquakes presenting challenges for water management and creating a long-term risk of failure. The final choice and Indonesian Government’s approval of DSTP was also influenced by the close proximity of the deep submarine canyon to the mine. The Batu Hijau mine is one of the larger examples of DSTP in the world and deposits tailings at the greatest depth. The depth of the main canyon increases to >2000 m within 20 km of the coast, and to >3000 m approximately 50 km from the coast.The DTSP at Batu Hijau must comply with an environment management plan (EMP) and environment monitoring plan of permit stipulation that approved its commencement in 2000; updated in 2010 and 2015. The environmental management objectives were to avoid impacts to highly productive components of the ecosystem such as coral reefs, mangroves, surface waters and fisheries, and confinement of impacts to areas of low biological productivity. In the vicinity of the DSTP outfall and within the Senunu Canyon, the management plan predicted significant adverse impacts from the DSTP on the marine ecosystem in the form of: reduction in sea water quality due to elevated turbidity and dissolved copper concentrations burial of benthic organisms a reduced habitat for demersal fish.Recovery of the pelagic and benthic ecosystem to preoperating conditions was predicted to occur within the first two years after operations cease. The CSIRO has performed due diligence studies to independently verify compliance with permits and evaluate new monitoring objectives (Apte et al, 2004; Simpson et al, 2010; Angel et al, 2015), and has performed assessments of environmental monitoring data on the tailings footprint and ore stockpile processing against the above environmental objectives (Simpson and Angel, 2015).CITATION:Angel, B M, Simpson, S L and Waworuntu, J, 2016. Monitoring of water infiltration into WhiteÆs waste rock dump at the Rum Jungle mine site in the Northern Territory, Australia, started in 1983, and has since produced a unique and long-running data set. Following closure of the uranium mining operations at the site, a soil cover was constructed on the dump in 1984 primarily to reduce water infiltration into, and the quantity of low quality effluent out of, the waste material. The performance of the cover in reducing water infiltration has been monitored using ten lysimeters installed across the dump prior to construction of the cover. Over the past eight years or so, the average infiltration rate as measured by the ten lysimeters appears to have risen compared to the early years of monitoring. The significance of this apparent increase is discussed given the variability observed in the data from individual lysimeters, and the variability in the rainfall. Estimates of the infiltration rate as measured by each of the lysimeters are examined using statistical tools. It is concluded that the infiltration rate has increased with time and with increasing rainfall. The increase with time is a stronger factor than the increase with rainfall. It is further surmised that the cover system at the locations of the lysimeters is less effective now at reducing infiltration into the dump than it was when newly installed.

This project evaluated the performance of nine passive treatment methods by studying 137 treatment units in eight eastern states. Performance was normalised according to construction cost, projected service life and kilograms of acid load treated. Results were dimensioned as $/kg of acid load treated/year. These costs were then compared to those of chemical treatment. Sites that achieved acid load reductions at costs below those of chemical treatment were considered successful. In addition to evaluating the performance of the treatment methods, this paper describes the various passive treatment systems, their applications and performance data for individual treatment units.
