"The ProblemMany science activities receive substantial funding from governments without much direct economic benefit accruing to state or individuals. In contrast, the search for knowledge has never been an acceptable so le justification of geoscience activity, perhaps because of its utility right from its inception. William Smith's geological activities were embraced because of their usefulness in building canals. Utility has been expected ever since.For decades it has been accepted at senior level s of government, without much understanding of the process, that geological surveys are necessary as a basis of resource evaluation and utilization. Recently, government treasury board s, staffed with economist s, have questioned these near axioms and in many cases the budget s of geological surveys have reflected their stone y-eyed appraisal s. Are government surveys necessary? Can their functions be reduced? Can some or all of their functions be privatized?Government geologists have been muted in trumpeting their successes outside their own ranks. Companies have been reluctant to give specific public feedback on the work of government surveys that have truly aided or guided them toward discovery. Lack of acknowledged linkages between survey work and discovery has dogged survey managers in budget reviews. Impoverished surveys cannot perform adequately so the circle is completed and the doubters' prophecy fulfilled. This is the genera l problem; British Columbia is the archetypical province."

"This paper revisits data from previous studies (Hernandez-Aguilar, 2010, 2011) to better understand the link between metallurgical performance and pulp-zone bubble size (Db) in full-scale flotation systems. To obtain conclusive evidence exclusively related to the pulp (collection) zone, the experiments were designed in those studies to control both the bubble generation method and the influence of the froth zone on the overall metallurgical performance in industrial and pilot-scale flotation columns. The results showed that Db had a significantly larger effect on the recovery of coarse (> 75 µm) particles compared to the effect on fine (< 16 µm) particles. It was observed that, under certain practical conditions, the recovery of coarse particles was close to zero, but dramatically increased by reducing Db. The evidence revealed an inconsistency of the so-called “k–PSb” model: at constant froth recovery, increasing Sb (i.e., the rate of production of bubble surface area) did not always result in higher recovery, as the model predicts. Furthermore, the evidence showed that it was not the Sb but the bubble size that proved to be a more reliable link to metallurgical performance. Only in the presence of suboptimal-sized bubbles (Db > 2 mm) did the froth zone seem to play a role, possibly reflecting an effect of pulp-zone bubble size on froth stability. However, the role of the froth was negligible for Db < 1 mm.High-resolution mineralogical measurements performed on process samples revealed that, regardless of the degree of liberation, Db had a profound effect on the shape of the recovery-by-size curve, particularly the coarse particle size fraction. This observation is key as it implies that the loss in efficiency associated with floating the coarse particles was not the result of neither particle hydrophobicity nor particle detachment issues: even in the absence of mechanical agitation, liberated and highly hydrophobic coarse particles did not seem to attach to the bubbles in the first place, an inefficiency that was corrected by reducing bubble size. The data analysis suggests that poor attachment efficiency can practically affect both fine and coarse particles but via different mechanisms which are discussed here."

An empirical model that better describes the kinetics of particle collection is proposed.INTRODUCTIONStudies showing the link between metallurgical performance and the interactions of bubbles and particles in the collection (pulp) zone of industrial flotation systems are scarce. A common belief among a number of mineral processing practitioners considers that “small” bubbles are favourable to recover “small” particles and that, conversely, “larger” bubbles are more efficient at floating “coarse” particles. However, perceptions like this are often substantiated by anecdotal evidence rather than by rigorous data analysis. What is the optimum bubble size for a particular case, how operating conditions can be adjusted to control a target bubble size, and whether the bubble size needs to be changed in the first place to optimize the operation of a flotation plant are questions that usually remain without solid answers.The studies reported by Hernandez-Aguilar (2010, 2011) were, in part, performed to test the effect of bubble size on flotation response and, thus, help address some of the above questions. The focus of the studies was to optimize the metallurgical grade-recovery performance of the Cu-Mo separation plant at Teck’s Highland Valley Copper mine (HVC). The outcome was compelling and significantly valuable: consolidated production data showed that in 2008 – the year when the recommendations from the studies started to be implemented – the Mo plant recovery was 89%, and gradually increased to 92% and 94% in 2009 and 2010, respectively, along with an increase in Mo concentrate grade. (Note: these production figures were not included in the publications quoted above; however, they were shown during an oral presentation at the 43rd Annual Meeting of the Canadian Mineral Processors in 2011.)"

Employee involvement does not directly correlate to performance improvement. A key ingredient is the introduction of new Human Resource Systems that promote both performance improvement and employee involvement. Many organizations have tried to use employee involvement as the &apos;&apos;fixer" of performance issues-and seen their performance deteriorate further. They failed to realize that the entire human resource strategy must be connected to the goals of performance improvement and that greater employee involvement is only one tool in that strategy. So what are Human Resource Systems? These are systems that all managers use to get work done. Most of us are familiar with basics such as planning, assigning work, checking progress (auditing), completing assignments. We also commonly think in terms of staffing, training, compensation, or corrective action. All of these are human resource systems. All must be designed to support what you are trying to accomplish with your people. We call that the Human Resource Strategy. Let&apos;s examine one part of a total strategy intended to support more employee involvement at Kennecott Utah Copper-the hourly job structure. The design of hourly jobs directly affects how many employees of different capabilities are required to get the work done. It begins to answer some fundamental questions: • What are the roles and accountabilities of each employee? Do they have enough information to make decisions, to take responsibility for their work?

Power for mine operation in remote locations is usually provided by diesel generators. For gold mines where processing is normally desirable on-site, power requirements can be significant and the operating cost for diesel generation then becomes an important factor in mine feasibility. If a suitable site is available, a small hydroelectric power facility near the minesite can provide a significant portion of the mine power requirements. The hydrological, engineering and economic factors involved in small hydroelectric power development are described in this paper. Capital costs are minimized by run-of-river hydro development which does not require a dam and reservoir and has less environmental impact. During periods of low flow, diesel generators are used to make up the power demand. The hydrologic analysis required to determine unit energy costs is described and technical requirements for linking the hydroelectric power facility with diesel generation are outlined. Case studies are presented demonstrating the economic advantages of a small hydro installation. One case study is for a proposed gold mine in British Columbia and the second is a large operating gold mine overseas, for which the hydroelectric power scheme is presently under construction .

The impact that societal issues can have on mineral resource projects has proven to be a critical component of feasibility studies around the world during the past ten years. The recently signed Impact Benefits Agreement (?IBA?) for the Victor Project in Northern Ontario between De Beers Canada Inc. (?De Beers?) and the Attawapiskat First Nation provides an opportunity to capture the interactive process followed, the controlling parameters and the implications for the future. The uncertainty about the time required to complete an IBA makes it one of the key intangibles in risk assessment of a feasibility study. This paper considers items related to the significance of engaging communities at the early stages of exploration in a project and the catalytic effect that alignment of interests and interaction in a pre-IBA period can have. Furthermore, the de facto link between permitting and the successful conclusion of the IBA and the role of external advisors in the project are discussed. The paradox of empowering and supporting communities through the negotiation process, and the implications of the IBA to maintaining good relations throughout the life cycle of a project are also explored.

International mineral disclosure standards and guidelines aligned with the CRIRSCO (Committee for Mineral Reserves International Reporting Standards) template were developed to inform stakeholders about the relative accuracy and confidence levels of publicly reported information and to support investment decisions, particularly when advancing projects through different development stages. The traditional stages range from early to advanced exploration, through pre-development (with Mineral Resources and pre-feasibility and/or feasibility levels of study) before the final development stages, where a decision to proceed with construction or production (or both) is made. The traditional definition of Mineral Resource and Ore/Mineral Reserve classification categories and techno-economic study levels (including Preliminary Economic Assessment (PEA), Scoping Study (SS), Pre-Feasibility Study (PFS) and Feasibility Study (FS)) were defined with pre-development project assessment in mind. As such, these definitions are not necessarily well aligned to the reporting structures required by operating mines which need to consider a range of timelines spanning short to long-term operating conditions. However, the same terminology and definitions are used, or expected to be used, by both project developers and mine operators when reporting resources, reserves and techno-economic study outcomes. This paper discusses how various stakeholders in the minerals industry (including competent/qualified persons, mining company leaders, investors, lenders and regulators), generally interpret the definitions of Mineral Resource and Ore Reserve categories in terms of the relative accuracy of the estimates, their link to techno-economic study levels and their contribution to life-of-mine (LOM) schedules. The paper examines the degree to which mining companies recognise, and apply, enhanced operational knowledge to reflect short-term views of the relative accuracy and confidence levels associated with publicly reported Mineral Resource and Ore Reserve estimates and forecasts. Furthermore, this paper explores how this knowledge is applied to support ongoing Mineral Resource, and particularly Ore Reserve, generation and reporting. This paper is informed by public data and responses to an internal survey prepared by the authors and completed in 2021 by several mining companies.

With the launch of Immersive Technologies&apos; next generation of Advanced Equipment Simulators for the mining industry, correlating and influencing safety, productivity and maintenance with operator competency improvements is now made even more effective. In early 2008, Immersive assembled a project team to investigate the potential linkages between operator competency and performance. Advanced Equipment Simulator Users with a range of sophistication were interviewed and consulted. The result was new and enhanced &apos;value realisation&apos; programs to directly assist mine sites to deliver the expected return on investment (ROI) from simulators and operator competency development. In just over one year, 29 mine sites around the world have benefited from 34 completed programs. Case studies have been compiled to demonstrate the impact of the implementation of this approach, including at the following operations: Anglo Coal - Callide (Australia), Freeport McMoRAN - Grasburg (Indonesia), Equinox Minerals - Lumwana (Zambia), Peabody Energy - Cabllo (USA), and Xstrata - Lomas Bayas (Chile). Significant performance improvements have been achieved including: reductions of 47 per cent in gear shifting and 37 per cent in over speed errors, improvements of 68 per cent in park break errors and 12 per cent in spotting time, and increase of 54 per cent in passing emergency fire handling competency tests. This presentation draws on these case studies to clearly demonstrate the linkage between improved operator competency through the implementation of training programs tailored around Advanced Equipment Simulators and production performace measured by a range of standard metrics at mines around the world.

Modern mineral exploration depends on multidisciplinary 3-dimensional integration of geological and geophysical data. Identification of the geological sources of geophysical anomalies requires knowledge of the physical properties fingerprint of rock types, formations and their alteration products. Understanding how and why rock physical properties vary within the Earth&apos;s subsurface ensures that appropriate geophysical exploration methods can be chosen, and allows for more efficient and effective surveys to be designed. Physical properties knowledge is integral to geophysical modeling - measured data or values estimated based on geological understanding are used to produce realistic forward calculations and to constrain inversion models. Mira Geoscience and the Geological Survey of Canada, in collaboration with industry and academia, are building a Rock Properties Database System (rpds.mirageoscience.com). It compiles the most valuable physical properties for mineral exploration (density, porosity, magnetic susceptibility and remanence, electrical resistivity and chargeability) linked with location and lithological metadata. A critical knowledge gap, addressed in this study, concerns the dependence of physical properties on alteration and mineralization processes. We report on the results of a collaborative University of British Columbia - Geoscience British Columbia project, ?Integrated Geological & Geophysical Porphyry Models: Adding Value to Geoscience BC Geophysical Data?. As part of the QUEST and QUEST-West geophysical initiatives, Geoscience BC focused detailed geophysical surveys on a suite of six known porphyry deposits: Mount Milligan, Endako, Huckleberry, Bell, Granisle, and Morrison. Physical properties for a set of 269 samples of characteristic host rocks and their altered equivalents were measured. The causes of physical properties variations were investigated through their correlations with ore and alteration mineralogy determined from thin-section observations and X-ray diffraction analyses. Physical properties of variably altered host-rocks and intrusive rocks vary significantly between different BC porphyry deposits. No specific unifying geophysical model exists that can be uniformly applied during exploration. Knowledge of local background geology and local physical properties variations is necessary as host-rocks and intrusive rock compositions vary depending on magmatic affinities, and alteration styles will vary reflecting host-rock compositions, crustal depth and influence of meteoric water. A district-scale exploration strategy requires location of intrusive bodies, which are commonly magnetic, resistive and low in density. Correlations should not be expected between density and magnetic susceptibility, because alteration may lead to magnetite destruction or to secondary magnetite development. Deposit-scale ground geophysics might image potassic alteration zones that can be magnetic in both alkalic and calcalkalic systems. Low magnetic susceptibilities, resistivities and densities might aid in locating the typically more porous phyllic and argillic zones. All geophysical data must be interpreted with background knowledge of local rock types and in light of the expected deposit model and associated magmatic and hydrothermal processes. The most effective means to building physical properties knowledge prior to geophysical investigation remains collecting rock physical properties measurements. The cost of rock properties data collection is low, relative to the overall costs of running a mineral exploration program, and can provide an important framework for design of geophysical surveys, survey method selection, geophysical modelling, and data interpretation.

Estimating the probability of failure for embankments is not intuitive. It requires not only an appreciation of the strength of the embankment, but an understanding of the variability and uncertainty in the strength parameters as well. These additional aspects are, in themselves, relatively new to most practicing engineers, and therefore require some discussion.This paper discusses the concepts of probability and uncertainty, and presents a reliability-based numerical experiment, together with a literary study and collation of some of the author’s historical slope stability analyses, to investigate whether a direct relationship between safety factors and probabilities of failure exists for certain levels of uncertainty in strength parameters. In doing so, a useful tool is presented whereby knowing the safety factor of a simple slope or embankment with a consistent level of uncertainty, one can infer an approximate probability of failure.CITATION:Gover, S M, 2018. A perceived advantage of screw-type foundations is the ability infer aspects of foundation performance from quantities measured or observed during installation, especially the installation torque. A particular concept widely used in practice is to correlate installation torque to ultimate capacity. This notion has proven useful as a field verification technique despite the absence of validated models that relate key variables of interest, such as installation torque, axial (crowd) force, geometrical parameters, and soil strength. This paper considers previous work by the co-authors and collaborators on analytical, numerical, and physical modelling of screw piles to relate the quantities measured or controlled during installation (e.g., installation torque) to the ultimate capacity and soil strength. Attention is given to saturated clay as a particular soil type amenable to simplified analysis. An analytical model for a single-helix pile is considered as a means of directly relating the ultimate capacity and undrained shear strength to the installation torque, crowd force, plate pitch, plate diameter, shaft diameter, installation depth, and surface roughness. The connection between the installation variables and ultimate capacity—and the sensitivity to crowd force in particular, a quantity that is typically not measured during field installations—is also discussed. The theoretical predictions are compared against data obtained from small-scale laboratory experiments that suggest the installation torque relates to the remolded strength of the soil. INTRODUCTION Screw piles are deep foundations that are twisted into the ground through an applied torque. Advantages over driven piles or drilled foundations include the relative silence of the installation, with low ground vibrations, and the possibility of being easily decommissioned by reversing the direction of twisting. Screw piles are now routinely encountered as a flexible, low-cost solution for numerous applications (Figs. 1 and 2), and they are also being considered for applications in offshore energy production due to limitations being imposed with respect to decommissioning and underwater noise. Also known as “screw anchors,” “helical piles”, or “helical anchors,” screw piles consist of helices or helical plate elements attached to a central shaft. Figure 3a shows the components of a single-helix pile and key variables. The diameters of the shaft and helix are denoted by d and D, respectively, and p is the pitch of the helix. Variable H denotes depth of the helical plate, and T and N denote the torque and axial (crowd) force applied during installation. In typical applications, the pile includes multiple helical plates, and the shaft is composed of segments that allow for it to extend to large depths into the soil.

This &apos;90s &apos;Public Relations spin&apos; approach, usually backed up by scientific data, technical reports and graphs outlining risk probability and the impact potential on people and communities, is being challenged. Challenged by communities who have greater access to information, demand greater levels of transparency and corporate responsibility of large corporate operations and possess greater awareness of the communities they live in. &nbsp; The growth of the environmental movement, of anti-globalisation, anti corporatism, apprehension of a large corporate&apos;s ability to deal with community issues, and a lack of faith in the abilities of regulators to regulate corporate activities, means our industry faces challenges on multiple fronts. It must now be able to address these from a personal/community perspective if it is to remain relevant within communities. &nbsp; One of the keys to this is linking the internal activities and responsibilities to the externals concerns and demands for higher levels of operation and care. &nbsp; This presentation draws on Corporate Public Affairs trends, functions and approaches and the application to External Affairs activities within Newmont Waihi Gold&apos;s operations in Waihi and regional exploration activities throughout the Hauraki Goldfields. &nbsp; The approach presented works on the philosophy that communities don&apos;t necessarily have to like what we do, but should be able to identify and recognise the way in which we involve them in decision making, communicate our intentions and respond to issues.

The value of water is defined by its marginal utility. Challenges arise where the marginal utility is difficult to estimate. Therefore, when two or more interested parties wish to access water and they cannot use commensurate units for marginal utility; other means of value comparison must be sought. It is asserted here that sustainability principles can be used to guide this valuation if this is supported by a transparent decision framework. This paper proposes that the ICMM sustainable development principles provide appropriate guidance. In addition, a generic framework for decision making is suggested as a complement. Indicators of water management are recognised widely as an integral part of the accountability of minerals companies towards meeting sustainability goals. Less widely recognised are the ways in which sustainability principles can be used to guide decisions on water management which demonstrate growing awareness of its value. This paper illustrates the use of this logic in water issues associated with global sustainability challenges. It then goes on to demonstrate, using examples, that these links exist at all levels of the minerals industry and that indicators of this type are potentially as powerful as those currently being used. The reason for this is that the path from cause to effect is transparent and direct.

The behaviour of tailings under cyclic loading has an impact on the stability and deformation of tailings dams and a good understanding of the cyclic behaviour of the tailings under earthquakes is important for tailings engineers and tailings operators for the design and safe operation of tailings dams. This paper presents an investigation into the cyclic behaviour of tailings using both laboratory cyclic direct simple shear (DSS) testing and numerical modelling. The laboratory testing involved cyclic DSS tests on gold tailings and zinc-copper tailings under different loadings and loading frequencies. The gold tailings specimen tested at a higher loading frequency and a higher cyclic stress ratio experienced spontaneous liquefaction during cyclic shearing and the zinc-copper tailings specimen tested at a lower loading frequency and a similar cyclic stress ratio exhibited ductile behaviour and liquefied due to cyclic mobility. The liquefaction behaviour of the tailings was modelled using an advanced constitutive model (UBCSAND), which was developed specifically to model soil liquefaction and strain softening under cyclic loading. The constitutive soil model presents the nonlinear soil behaviour under dynamic loading using a hyperbolic stress-strain relation. Dynamic analyses were carried out using a finite difference program FLAC. The cyclic stress-induced excess pore water pressures measured in the laboratory were modelled using numerical simulations of the laboratory tests under different loading conditions. The results of the non-linear dynamic analyses demonstrated the capability of numerical modelling of cyclic shearing induced excess pore water pressure and the onset of the spontaneous liquefaction. The laboratory investigation and numerical modelling technique provided the key properties and parameters for the dynamic analyses to assess the stability and deformation of tailings dams under design earthquake events. More importantly, the laboratory tests and numerical modelling provided some insights into liquefaction behaviour of the tailings during earthquakes. CITATION:Li, A, Laxman, M and Jinto, H, 2018. This report presents the results of a synthesis on the design and analysis of ground improvement for liquefaction mitigation. The synthesis included an industry survey concerning the practice of ground improvement for liquefaction mitigation. Participation in the survey was solicited by advertisements in several trade magazines and by e-mail for the DFI membership. The survey participants numbered 150. Their professional roles include consulting engineers, specialty contractors, design engineers, government engineers, and academicians. They represent a variety of geographical areas including North/Central/South America, United Kingdom, Middle East, Caribbean, Hawaii, Japan, India, Egypt, France, Australia and New Zealand. Upon completion of the survey, several professionals in the field of liquefaction and ground improvement were interviewed for them to elaborate on the survey results. The interviews are included in the Appendix of this report. Financial support for the project was provided by DFI and Dan Brown and Associates PC. The concept of the liquefaction mitigation synthesis was developed by DFI?s Ground Improvement Committee in recognition that: (a) The results of recent research and post-earthquake reconnaissance have challenged previously longheld beliefs about liquefaction and associated mitigation techniques, and; (b) The DFI membership and the engineering/construction industry are interested to know if and how engineers and designers are subsequently adjusting their practice in consideration of recent research and post-earthquake reconnaissance. For more detailed information on recent research and post-earthquake reconnaissance, presentations are available from the State-of-the-Art Forum: Liquefaction Consequences and Mitigation that was held in St. Louis in 2012. A commentary of the state-of-practice in ground improvement for liquefaction mitigation (prepared by DFI?s Ground Improvement Committee) is included in this issue of the DFI Journal. The author would like to thank the participants of the survey and especially Mr. Mike Jeffries, Dr. Les Youd, and Dr. Ikuo Towhata for their willingness to share their expertise in interviews. Recent studies by the authors have concerned themselves with assessing the earthquake risk to north-eastern Australia, based on available historical earthquake data for the area. There have been several significant earthquakes (Richter local magnitudes of the order of 6) concentrated in the Wide Bay - Burnett region in central eastern Queensland, although none of these has occurred close to a significant centre of population or development. Using derived average acceleration attenuation relations and world-wide data on earthquake-induced damage as a basis, conditions under which earthquake-induced liquefaction may occur have been investigated and presented in graphical form. Historical earthquake data for north-eastern Australia have been overlain on this graphical presentation and it has been demonstrated that the Wide Bay - Burnett region, in particular, may in the past have been on the verge of earthquake-induced liquefaction, where ground conditions are susceptible. When this is viewed in the context of the rapid growth in population and development in this area over recent years, the risk can no longer be ignored with impunity.

This paper presents a case history of liquefaction susceptibility evaluation study for a major infrastructure project in the San José area. The subsurface material of the study area consists of Holocene alluvial deposits composed of interbedded and crosscut clays and silts, sands and gravels. The simplified approach for liquefaction triggering evaluation was carried out using both CPT data and SPT data representing site’s seismic capacity and the peak ground acceleration associated with a return period of 975 years at ground surface representing seismic demands. Site-specific cyclic stress ratio (CSR) profiles as seismic demand are also estimated from one-dimensional site response analysis. The simplified approach uses empirical depth stress reduction factors (rd) based on generic shear wave velocity profiles to account for the non-rigid response of the soil profile in estimating CSR. The CSR profiles of the simplified procedure were examined by completing site response analyses using site-specific soil profiles to represent site-specific seismic demands in the liquefaction triggering evaluation. The paper concludes with a comparison and discussion of the liquefaction evaluation examining results from CPT versus SPT data, and the comparison of CSR profiles from the simplified procedure versus site-specific response analysis.
