Land rehabilitation at Golden Cross is reviewed, 8 years after mine closure in 1997/98, from the perspectives of a Peer Reviewer (land rehabilitation) and a Regional Council Officer (Resource Consents compliance). Land rehabilitation items we discuss include: management of restored pastures, native plantings (on-site riparian and block plantings and off-site environmental riparian enhancement plantings), wetlands (on-site tailings lake and sediment ponds littoral zone plantings, and basement of the open pit; and off-site wetlands enhancement plantings), pine plantations on-site and on surrounding land, stabilization of the Tailings Lake Embankment (landslide) and Open Pit capping, capping of acid-mine-rock, stability of discharge channels, buildings and amenities, public access for recreation, educational uses, and future management of the site. Pest control has helped to conserve the rare and endangered HochstetterÆs (Leiopelma hochstetteri) and ArcheyÆs (L. archeyi) frogs, and a regionally significant stand of rare swamp maire (Syzygium maire) has been conserved and fenced.

A brief review of the Waipipi Iron Sands Limited company history and operations over the past ten years is made along with a summary of the benefits of this mining company to New Zealand. Land rehabilitation procedures in coastal dune lands are described in detail and brief mention is made of a study of animal health and copper uptake. The paper concludes with a summary of the increased emphasis on agronomy and restoration as the mining operation commences dredging in a better class of grazing land.

Currently, Kanieri Gold Dredging Limited operates the only large scale gold dredging operation in New Zealand. It dredges a claim in the Taramakau River using the bucket dredge 'Kanieri'. This dredge, a 'Yuba' type, was designed and built in the 1930s. On the current claim it works about 12 hectares of ground a year. Because of its design, the tailings from the 'Kanieri' make land restoration difficult. This was unimportant until it commenced its new claim ML-32-310 in 1978. The conditions, attached to this licence required it to restore the land for afforestation, the designated use fur the Crown land being mined. With the company planning to work future claims on the Grey River, it decided to undertake restoration work on the Taramakau to demonstrate its capability of establishing pasture land on tailings, a more difficult task than restoring the land for afforestation. After two years and the restoration of two blocks totalling 22 hectares, reasonable pasture establishment has been achieved. Much has been learned to date and further refinement of the techniques used will take place over the next two years. The quality of the tailings produced has improved as a result of the limited modifications possible on the existing dredge. This has been significant in achieving better results. The knowledge gained will be taken into account in future dredge design. Both the Company and its Consultant are confident of achieving satisfactory restoration of dredge tailings for pasture land.

In 1969, Queensland Mines Limited obtained two large Prospecting Authorities in Arnhem Land, Northern Territory, Australia. The Nabarlek uranium deposit containing some 12 000 t of U308 was discovered on one of these in June 1970. Mining and stockpiling of this deposit were completed in 1979 and processing to yellowcake, which commenced in June 1980, is expected to occupy an 8-10 year period. The continuation of exploration, essential for the company to become a longer- term producer, was inhibited in 1972 by a Federal Government "freeze" on exploration in Aboriginal Reserves in the Northern Territory. Subsequently, the procedure for explorers to gain access to exploration areas in Aboriginal land was radically changed by the proclamation of the Aboriginal Land Rights (Northern Territory) Act 1976. As a result of this Act and the associated administrative policies adopted by Governments, Queensland Mines Limited has not yet regained access to the exploration areas it formally held in the early 1970's.

The first grant of land rights in Australia was pursuant to the Aboriginal Land Rights (Northern Territory) Act 1976. That Act has been at the core of the dispute between land rights and miners' rights. The mining industry believes that the Act, in giving a right of veto to Aborigines with respect to exploration and mining on Aboriginal land, has been responsible for a stagnation in exploration amd mining activity in the Northern Territory. In February 1985 the Commonwealth Government released for public comment its preferred model for national land rights legislation. The model has been opposed by the mining industry because it believes, first, that land rights is a matter which should be left to the States and, secondly, that the detailed mechanisms contained in the model constrain the industry in the manner of the Northern Territory legislation. Aboriginal leaders have opposed the model because it does not, in their view, measure up to undertakings given by the Commonwealth Government and, in addition, it provides for amendments to the Northern Territory legislation which are likely to result in the loss of the Aboriginal veto right. Are land rights and miner's rights compatible? The answer is yes provided all parties, including Governments, are prepared to talk and compromise and Governments recognise that the grant of land rights and any control by the Aboriginal people of exploration and mining on their land is not a substitute for raising the living standards of Aborigines as a significant group of disadvantaged Australians.

There are no formulas that guarantee success when it comes to obtaining zoning approval for mineral aggregate mining. Local land use decisions often times represent the most controversial issues faced by community. Public awareness, concern, willingness to get involved, sensitivity to the environment and probably most importantly fear of change only begin to describe the atmosphere in which local land use decisions are made. Add to this the public hearing process which is quasi judicial, adversarial, and unfortunately not designed for resolution of disputes and it is not difficult to see the need for an alternative to present methods. Hopefully, some day we will have a process that will do away with or at least minimize unnecessary, unproductive and unmanageable community conflicts.

The so-called "construction aggregates," sand and gravel, crushed stone, and several kinds of metallurgical slags, are used principally in the construction and maintenance of all kinds of roads, engineering structures, buildings, homes, airports, etc. Production of these aggregates is approaching two billion tons annually. In terms of tonnage produced, sand and gravel has been the leading mineral since 1954, with crushed stone gradually approaching an equal tonnage. Sand and gravel is of widespread occurrence and of wide variation in suitable gradation and quality. It is a low-value, heavy-loading, short-haul commodity. These characteristics account for the historic concentration of production tonnage in and near urban areas where construction activities are concentrated. The combination of improved urban and near-urban highway systems and the steadily rising rail rates for short-haul traffic has fostered a consistent change since World War II from rail to truck transport, with trucks now accounting for more than 807 of the tonnage moving away from the production sites. While there are increasing numbers of exceptions, truck transport of sand and gravel is generally limited to about 30 miles. The expansion of the urban and near-urban areas of even moderate density, which became so pronounced after World War II, has been the source of most of the sand and gravel industry's environmental difficulties. Dust, noise and truck traffic associated with the operations -- particularly truck traffic -- have, of course, generated public complaint. This has been particularly true in those many cases where housing developments have approached and even surrounded sand and gravel operations which were in operation before the development started.

Because of the coincidental location of orebodies and population in Australia, the mineral sands industry has been subjected to numerous land use conflicts, resulting in the sterilisation of strategic ore reserves and a severe downturn of activity in the eastern states. All tiers of government of various political persuasions were responsible for the decisions leading to this sterilisation. As such, it became a community response to intense land use pressure along an attractive and popular coastline. The resultant high public exposure of the industry has placed it in the forefront of developments in rehabilitation technology. In eastern Australia, the industry has operated in a wide range of ecosystems, many with conservation values. Rehabilitation ech- niques have been developed to suit these varied conditions, and much of this technology is now widely adopted throughout the mining industry. Land use considerations in Western Australia are somewhat different to those of the eastern states. Nevertheless, the same basic principles of rehabilitation apply with modification to suit local conditions and land use objectives. The development of rehabilitation in both Eastern and Western Australia is reviewed, and the direction of future trends is indicated.

Since 500 B.C. Mt. Penteli has been famous as white marble production site, which provided the birthstones for the construction of Athens Acropolis and Parthenon. The Aloula quarry belongs to ?Dionyssomarble S.A.?, a commercial and industrial marble company, which retreated after 1940. Disturbance in the site was minimal since then. In July of 1994 the reclamation started by a group of quarry workers from Paros, already familiar with traditional marble quarrying techniques, unchanged from antiquity to 1940. The project was complete in 1997. Our main objectives have been to show respect to the area and the art of people, to let nature guide our choices, to use only local stone as a construction means, to imitate the old construction rules and to turn the land use into amenity and civilization. Aloula quarry will become a site restored for amenity and civilisation, including ancient quarrying techniques. The restored quarry is already open to the public, though to a small number of visitors, and soon will become an amenity park and an open space museum of the ancient quarrying art.

Interest in mineral sand mining in the south west corner of Western Australia began in the late 1940's and significant production commenced in 1956. Early land use conflicts arose because of conservation implications (Ludlow tuart forest), expanded to include post-mining rehabilitation requirements (the Wonnerup mine near Busselton) and today include some agricultural/mining disputes. These latter conflicts are largely caused by the need for mining companies to secure longer-term reserves. To date, deposits containing mineral valued at A$440 million have been sterilized and are unlikely to become available in the future. There is additional pressure being placed on presently available reserves and a pessimistic picture could be drawn, whereby the southwest mineral sands industry ceases to exist by the year 2010. However, sensible land use planning, the support of policticians and the community, and responsible attitudes towards compensation and rehabilitation could, in combination, see the industry maintain significant mineral output until the middle of the 21st century. Examples of deposits sterilized by adverse land use will be given.

The .Florida land-pebble mining industry of central Florida was examined to identify trends in land use; conflicts in land use; and the effect of the conflicts on mineral resources. Many conflicts exist in the study area, such as conflicts with other users of land resources and land surface; conflicts with high revenue land users; conflicts for land surface in urban and suburban areas; and conflicting restrictions concerning utilization. Projections are made showing that lands in phosphate company ownership are expected to be made available to help meet the need for future urban expansion in the study area. Some phosphate resources have been lost due to land use conflicts, however, most of the resource loss has been small. Land use conflicts and phosphate mining are reconcilable and considerable progress toward their maximum and multiple use of land and mineral resources can be resolved through farsighted planning based on factual data.

Adequate planning for the development, operation, and reclamation of a surface mine requires attention to present and future uses of land, both on the mine site and in the mine vicinity. This paper outlines land use implications of surface mining, and suggests procedures that could link mine planning, mine operation, and reclamation to more general land use concerns. Mining is viewed as a temporary use of land that may irretrievably commit land resources away from some future activities, but may allow other uses, some of which may have been impossible without mining. Western Australia (WA) has been a significant world producer of titanium minerals (rutile, ilmenite and leucoxene) and zircon for over 55 years. In 2010, despite global difficulties, WA accounted for 12 per cent of world production for zircon, ten per cent for ilmenite, and eight per cent for rutile. With downstream processing, titanium minerals (ilmenite, rutile, leucoxene) and zircon exports for 2010 were valued at $511 M (Department of Mines and Petroleum, 2010).Production is dominated by two areas of the Perth Basin, namely the Eneabba and the Bunbury-Capel regions, which are located 240 km north and 200 km south of Perth respectively. Mineralisation is within Cenozoic beach or near shore dune deposits at three broad altitudes related to the present coastline, and two older higher sea-level still-stands. The titanium-zircon minerals presumably were derived from the underlying Mesozoic sediments of the Perth Basin. Contrary to expectations, age dating suggests that the ultimate source of most of this mineralisation was not the adjacent Yilgarn Craton. With the cooperation of industry, the Geological Survey of Western Australia has mapped all known significant titanium-zircon mineralisation within the Perth Basin. This mapping has identified ‘strategic mineral resource protection areas’ that should be set aside for future mining, ‘sterilised’ and ‘mined’ areas that generally do not restrict land use options, and ‘possible strategic resource areas’ which have exploration potential for hosting titanium-zircon mineral deposits.The Perth Basin is currently undergoing rapid residential and industrial development. By informing all stakeholders of the locations of potential mining areas, the titanium-zircon mapping has the ability to reduce future land use conflicts, and facilitate sequential land use planning. Appropriate planning measures are being implemented to ensure that the Western Australia’s titanium-zircon minerals industry remains strong and viable in the future.

The 191 million acres of public lands that are managed as National Forest System Lands contain extensive geologic habitat for over 40 industrial minerals. The Forest Service actively encourages exploration for and development of industrial mineral deposits within the National Forests. However, due to competing interests, the Forest Service may not always be able to accommodate industry needs. In order to successfully compete with ever-increasing demands for all resources in the 1990's, industry needs to become more active in public involvement and education and in communicating its contributions and needs to public land managers.

"Recent land-use decisions in British Colwnbia, and the publication of a report on compensation for expropriations of resource interests, have highlighted the nature of land use policies. Landuse decisions, such as the creation of large new parks, raise three principal issues which have implications for how land-use policy is conducted and how it impacts on the mining industry. The first is the identity of the parties advocating different land-use policies and their motives for doing so, the second is the changing nature of benefits derived from land, and the third is the change of property-rights regime which is devised to accommodate the (changing) benefits from using land and natural resources, as well as the interests of the different parties involved.Involved Parties and BenefitsThe process of establishing or modifying property rights depends on the interest groups involved. Three distinct categories, each with distinct incentives which can influence the process, must be distinguished: private claimants, politicians and bureaucrats (Libecap, 1989).The first groups claim rents and management powers through asset ownership. They may be incumbent owners seeking enforcement of the status quo, new claimants seeking redistribution of assets, or third parties who depend on the distribution of assets (e.g. lenders, labour suppliers and contractors). Some infonnal property arrangements can be negotiated within the group whereas others requires action in the political arena through lobbying politicians for (re)allocation of property rights and influencing bureaucrats for favourable administrative decisions. The second category is politicians, who direct the powers of the state to change or enforce property rights. Both incwnbents and office-seekers fall in this category and their actions and opinions are shaped by their constituencies and financial backers. However, not all causes can be championed and trade-offs have to be made, resulting in decisions that maximize political benefits. The third category of parties in the process is the bureaucrats. The power to manage has been delegated by politicians but bureaucrats also have opportunities and incentives to further their own interests. These can include maintaining or expanding jurisdictional turf or increasing operating budgets (Libecap, 1989)"

Due to the increasing worldwide demand for raw materials and the resulting rise in commodity prices more expensive processing that is able to utilize complex ores becomes economically viable. This and increasing ecological awareness is why the interest in recycling and urban mining is steadily growing in Germany. In addition to that; landfills do also contain elements, which were not targeted over the period, when they were being accumulated. Examples are rare earths, indium, gallium, cadmium, arsenic, selenium and tellurium. Also copper, zinc and lead, the target components of ancient mining, can be obtained due to more effective processing and smelting technologies. Funding by the German Federal Ministry for Education and Research, entitled "r³ ? Strategic Metals and Minerals ? Innovative Technologies for Resource Efficiency" also indicates the high level of strategic interest. It is against this background that the research project "Exploitation of the Raw Material Potential of Mining and Metallurgical Tips in Respect of Sustainability as Exemplified in the West Harz Mountains (ROBEHA)" has been implemented. A major concern of this project is the possible transfer of results to landfills in other areas. Therefore the development of an expert system based on the innovative processing methods and a method manual for urban mining are the central components of the investigation. This will provide an important contribution to the cost optimization of ensuing urban mining projects. To ensure the success of landfill mining projects it is necessary to record the composition and quality of the deposits accurately. Also the environmental impact caused by landfill mining and changes in the natural and cultural landscape will be considered in a multicriteria evaluation method. Depending on their origin the tips are divided into the categories mining, processing, and smelting. The content of a landfill and thus the economic potential in terms of urban mining is dependent on the type and composition of the deposits (host rock, gangue, and ore mineral), the available processing and smelting technology, and the target components at the time of mining. Zinc, for example, was not been processed until the 19th century, when it gained attention as being material of economic importance. After such knowledge about a landfill is obtained the decision for further investigations can be made. For a total of 158 landfills in the Harz Mountains, both the volume and the approximate contents of copper, zinc, and lead has been estimated for the different types of tips within past research projects. Based on the prices of the London Metal Exchange (LME) and a euro/dollar exchange rate of 0.76 (as of 03/05/2012) and assuming a minimum density of ? ? 1.5 t/m³ a average value of 1.6 billion ? in copper, zinc, and lead can be obtained. The mine site is situated south east of Port Hedland in the Pilbara region of Western Australia. A detailed engineering design was undertaken for six irregularly shaped waste rock dumps at the site. The design was undertaken to ensure long-term stability of the dumps and optimise material movements for closure construction. The Watershed Erosion Prediction Program (WEPP) and SIBERIA landscape evolution modelling was undertaken for the landforms using regional and site-specific material characteristics to provide an indication of the maximum allowable slopes and corresponding slope lengths for long-term stability.The majority of the waste materials present in the waste rock dumps are considered likely to be subgrade banded iron formation (BIF) and chert, which is generally competent material. The presence of a large number of dolerite dyke swarms indicates appreciable volumes of dolerite were produced as waste from the pits. Geological records also indicate that the dolerite is logged as being heavily kaolinised in the geological logging, hence kaolinite is very likely to be present within the waste dumps on-site. This material has an elevated risk of being highly erodible/dispersive. Clays and shales are also likely to be present in the dumps and are considered to be less competent material (relative to the BIF/chert).The final design configuration of the largest existing ‘unplanned’ waste rock stockpile is compared to a hypothetical continuous ten degree outer embankment alternative. This paper will present a brief description of the alternatives for closure of three waste dumps in close proximity to each other and how the detailed design based on site-specific materials and conditions compare to an alternative approach blankly assuming that most materials will be erosionally stable at less than ten degrees.CITATION:Kemp, A, Taylor, I?and Hancock,?G,?2014.
