The production of harmful pollutants from coal mines and/or from coal and associated strata has been a recognizable fact in the United States for over two hundred and seventy years. In 1698, Gabriel Thomas observed(l) that the colored water flowing from streams in this country was similar to that which flowed from the coal mines in Wales. Hence, water pollutants such as acid were being produced before any known coal mines were operating in this country. The coal mining industry has contributed to the increase of pollution by exposing large amounts of sulfide materials that enable the reaction of water, oxygen and sulfur containing materials to form acid. A map of the United States coal fields can be seen on Figure 1. The anthracite regions of Pennsylvania, although small when compared to the total reserves, have produced some of the country's major water problems. The map indicates the extent of bituminous reserves of the Appalachian and midwest regions. Also evident are the bituminous, subbituminous and lignite coal reserves in the west which have recently come into greater demand. Acid mine pollution is encountered in numerous states, but the major problem is found in the Ohio, Susquehanna, and Potomac River basins.(2) Most coal beds contain some sulfur which may be in the inorganic, sulfate, or sulfide form, and thus have the potential to produce sulfuric acid. However, much of the strata that overlays the coal beds also contains acid neutralizing materials. Therefore, the amount of acid produced depends upon the amount of both acid and alkali materials that dissolve in the water in any given mine. The common sources of sulfurous material in the seam or surrounding rock are generally called sulfur balls or "nigger heads" by the miners. Sulfur balls that have been observed(3) seem to be equally divided between those containing sulphuritic iron capable of producing sulfuric acid upon oxidation and those that are primarily calcium carbonate. It has been observed in many instances that two types of water, acid and alkaline, are being produced in the same mine. A study of the geological strata and a survey of subsidence, faults and sulfur balls will usually give some indication of why this happens. The reaction of pyrite (FeS2) with oxygen and water to form ferrous sulfate (FeSO4) and sulfuric acid (H2SO4) by a series of complex chemical interactions is well documented but not well understood.(4,5) However, it is well known that the reactions to form the acid cannot occur unless all three constituents are present. Since pyrite is inherent in most coal seams and air is needed to sustain the miner, the most logical answer is to eliminate water infiltration into the mine, or to remove it from the mine before acids can form.

Acid pollution from abandoned mines causes serious contamination of major streams in coal mining areas. In Pennsylvania alone it is estimated that 3000 miles of streams are devoid of fish and plant life because of coal mine effluent.1 The pollution arises because water and oxygen react with iron sulfide in the mine cavity to produce sulfuric acid and iron sulfate, which later find their way back into surface streams. Two general approaches to the problem are possible: (1) prevent the acid-forming reaction from taking place, (2) treat the acid mine water after it is formed so that it will not be harmful to the ecology when discharged into streams and other surface waters. The work described in this report belongs in the first category - it was based on the assumption that acid formation in the mine cavity can be prevented by keeping water (one of the reactants) out of the mine. This was to be accomplished by-forming a waterproof seal over the mine cavity which would prevent the seepage of surface water into the mine. It was planned to form such a seal at or near the surface of the ground by applying latex to the soil. Ideally a dilute latex would be applied to the soil and would penetrate to a depth of two to three feet below the surface where it would be coagulated by reacting with a constituent of the soil or by other means., A seal below the surface of the soil would have several advantages over a surface seal - it would not be subject to destruction by traffic, frost or vegetation and, more important, it would allow the use of the top soil for many agricultural purposes. A preliminary feasibility experiment was performed prior to application for the present grant. It showed that it was indeed possible to form a sub-surface seal by means of latex. A core of soil was obtained locally (Wayne, N. J.) by driving a 6.5 cm inside diameter steel pipe about 100 cm long into subsoil for a distance of 71 cm. The soil was retained within the pipe for this experiment. A part of the free space above the soil in the pipe was charged with water, and the seepage rate of the soil after it had become saturated was 15 ml/min under a total head (wet soil plus supernatant column of water) of 92 cm. After the supernatant water had drained completely, 100 ml of 5% rubber latex was added and allowed to seep into the soil. This was followed by additional water and the seepage rate was found to be 2 ml/min under the same head. This seepage rate remained unchanged when remeasured on the following day. Since there was no visible evidence of the latex in the collected drain water it is presumed to have been retained by the soil.

Purification of solutions can involve various treatment methods. In the normal sequence of metals recovery by hydrometallurgy, the ore is initially prepared for leaching by grinding to the desired optimum mesh size as dictated by the leaching parameters. Following leaching and liquids- solids separation, the resultant solution is ready for purification. The use, or introduction of solvent extraction into a plant, can be either a major or a minor part of the metal recovery process as shown by the following list where solvent extraction is normally considered: a) recovery of a metal by a simple leaching of the broken ore, e.g., copper from dump leaching where there are only the three main steps of leaching, solvent extraction, and electrowinning (1);

At periodic intervals-typically at the end of each month, quarter, and year- the accounting department in each division of a company distributes a set of reports to the division's managers. These reports describe the financial performance of the division and its major departments over the time period. They identify the revenues generated from the division's products and the costs incurred in their production. The results from individual departments are combined to determine divisional results, and the results from individual divisions are in turn consolidated to determine the results for the overall corporation. Cost reports for each of these activities show actual amounts, budgeted amounts, and the differences between the two. This reporting is carried out for the individual period and for the year to date.

This is the final report on Project CR-102 under the auspices of the Department of Environmental Resources, Commonwealth of Pennsylvania .1 The project was activated on January 5, 1970, with financial support from Bituminous Coal Research, Inc., the Pennsylvania Coal Research Board, and the Water Quality Office of the Environmental Protection Agency (WQO-EPA)2 through Grant 14010 EST to the Commonwealth of Pennsylvania Work on the project was conducted according to the procedures outlined in BCR Research Program Proposal RPP-164R, dated April 24, 1969, and a subsequent Revulsion of Scope, dated February 25, 1970. This report covers the entire project period from January 5, 1970, through March 25, 1971.

The mine ventilation system consists of the fan, the roadways, and the regulatory devices. Sufficient fresh air must reach each working face in the mines to render harmless noxious, toxic, and respirable pollutants and to provide for the breathing of men. This is achieved by the proper selection of fan and regulatory devices. Because a mining system is dynamic, the mine ventilation system must also be dynamic. In short, mine ventilation engineers are frequently called upon to provide answers to the following questions: 1. Given a mine or the projected plan of a mine, what fan must be selected for the quantities specified in the section? At what point in its characteristic must it be operated? Are any speed changes or changes in blade settings warranted? 2. What should be the regulation in a section to insure cer¬tain desired quantity in that section? How does it affect the overall ventilation system? 3. What are the effects of driving a new shaft? Where should it be located? What size fan should be installed in the shaft? How does this affect the overall ventilation sys¬tem? 4. How much quantity increases can be obtained by cleaning up falls and streamlining roadways and by driving addi¬tional parallel airways? These questions are in no way exhaustive, nor are answers easy. Most of the operational and planning problems discussed above are to a cer¬tain extent solved by ventilation engineers using rules of thumb from experience. Both natural conditions and regulatory requirements have changed so drastically recently that use of scientific methods in ventilation planning and of faster methods in evaluating the plans is a must. The fact that this is the second time the Institute has so honored Utah is viewed by us as an approval of a past achievement and an incentive to a greater one. Our sincere hope is that our guests this year will have experiences so pleasant and profitable that they will be disposed to come yet again-and again. As use is the measure of value, we appraise our hospitality by the extent to which our friends accept it. World changes incomprehensible at that time have taken place since the Institute met here in 1914. The mining industry of Utah undertook to bear its full share of the responsibilities that came with those changes and, we believe, carries its additional burdens with all the resolution and optimism characteristic of American citizenship and especially characteristic of mining men and mining operations.

His personal needs are self-expression, new experiences, and amusements, while his social needs have been classified as work, status, security, friendship, companionship, and love. He finds himself infinitesimal in comparison to the whole. Often- times when he feels smug, he is actually riding for a fall. And nothing is much worse than frustrated man. The postwar world does not provide the Utopia of peace and prosperity of which man had dreamed. In fact, it seems that the sacrifices and waste of that great struggle are being lost in the morass of stupidity, selfishness, and cupidity which unfortunately are still the most conspicuous traits of the human race. Perhaps it is too soon to expect the blessiilgs which are supposed to appear in a peaceful world, and man&apos;s thought is clouded with a pessimism engendered by the conflict itself, in which all activities tend to enhance his pessimistic nature. Must man submit that it is a law of nature for nations to go to war? The war has demonstrated that when faced with a common danger, peoples differing in antecedents, language, forms of government, and resources can unite for a time, pool their skills and abilities, and emerge victorious from a contest unparalleled in magnitude, ruthlessness, carnage, waste, and cost. General The underground mining environment has traditionally been hostile and as early mines were developed, coal seams with particularly difficult natural conditions were bypassed in favor of those more easily exploited. Barring the discovery of new and novel sources of energy, the depletion of petroleum and natural gas reserves will eventually force the United States back to the use of coal as its primary energy source. Figure 1 illustrates the trend away from coal which has taken place over the past half century. Today, the demand for coal requires a re-evaluation of all coal seams to meet the needs of the energy market. Difficult mining conditions may result in an increase in the consumption of roof control materials, require greater investment in pumping and ventilation systems, and increase the need for in-depth engineering of far greater safety in production plans. They may also cause delays in mine development and curtail production, all of which combine to drive up the unit production cost. It is reasonable to expect that conditions will continue to deteriorate as current reserves are depleted, thus bringing this factor into greater prominence in the future. For several years now, it has become apparent that in addition to economic objectives, coal companies must set and achieve several concomitant objectives to accomodate society&apos;s interest in the conservation of natural resources. Government action to meet this interest has taken the form of two categories of Federal legislation, environmental protection and employee health and safety. The effects of both of these have not been fully evaluated with respect to the total economic picture, although preliminary evidence indicates that an immediate increase in

The Bureau of Mines is the engineering arm of the Government for mineral resources. Its mission is to carry out laboratory and field studies that will assure the wise and effective development and use of our Nation&apos;s minerals, fuels, and underground domain in order to preserve the security and enhance the welfare of our people. Specifically, studies are directed to the means by which current and emerging demands may be met, the real cost of such achievements, and the assessment of related social and economic factors. Ways are sought to fulfill our material needs in a manner that minimizes occupational hazards to workers in the industry, reduces waste, and ensures that mineral raw materials are supplied and mineral-based products are used and are disposed of efficiently, without objectionable social and environmental costs. The headquarters of the Bureau of Mines is located in Washington, D.C. The Bureau&apos;s research and development program, however, is conducted at 19 research centers and laboratories located throughout the United States.

THE Bergbüchlein and Probierbüchlein occupy a unique position in the literature of mining and metallurgy, for, they are the first printed books on any aspect of the two related professions. The first printed book on any subject has an allure that may not be entirely warranted by the strict historical significance of its contents. Among the books of the first century of printing there are very few that contain information that was new at the time of publication. Much&apos; of what they recorded had been previously circulated in manuscript form. Printed books are nevertheless of great value because they mark the time when the author&apos;s words, free from errors-or at least with the same errors-became available to large numbers, of readers, who thus could easily and cheaply acquire a common background for their future work. Moreover, though there is occasionally some doubt as to the exact year of publication&apos;(as in the case of the present works), it is generally easier to date a printed work than a manuscript, and thus to provide a fixed coördinate in history. The Bergbüchlein, "The Little Book on Ores," is the first printed work in the field of mining. It is an introduction to mining geology, which means that it was not addressed to the practicing expert but was intended to rouse the interest of beginners in the various aspects of a future vocation. It touches on the theories of the generation of ores, introduces and defines some of the most frequently encountered technical terms of the profession, and indicates what knowledge and tools are required for successful prospecting and mining. It also describes the ores of the seven most important metals. For those parts that deal with theory the author accepted uncritically the traditional teachings of the alchemists and the astrologers; his hints on where to find promising ores are based partly on superstition; but, there is enough factual,

WELCOME to the world-class Cripple Creek district where gold exploration and production continue 95 years after the initial discovery. More than 21 million troy ounces of gold have been recovered, valued at greater than $7.8 billion using today&apos;s gold price ($371/oz). The Cripple Creek district is localized within and around the margins of a silica-undersaturated alkalic diatreme-intrusive complex. The diatreme appears to be comprised of three sub-basins: 1) a sub-basin east of the Cresson (Fig. 1); 2) a southwestern sub-basin between Victor and Cripple Creek; and 3) a northwestern sub¬basin within which the Globe Hill and Ironclad pits (Fig. 1) are located. The recognition of three separate basins was made by G. F. Loughlin and A. H. Koschmann (1935, Fig. 8) who prepared a contour map on the floor and walls of the composite Cripple Creek basin. The northwestern and southwestern sub-basins are apparent due to the discontinuous exposures of a partially exhumed ridge of Precambrian rocks (Fig. 1). The separation of the eastern and southwestern sub-basins was recognized in mine exposures where a fault-bounded ridge line extends from the vicinity of the Ajax mine toward the Precambrian "island" (Fig. 1).

The advent of larger drilling, excavation, and milling equipment is resulting in a tremendous increase in the scale and annual tonnage of open pit mining. At the present time, open pits up to 3000 ft. deep, and tailings dams and waste dumps up to 600 ft. high are being planned. One of the major problems that projects of this magnitude create is stability. Stability at open pit mining developments must be assessed for tailings dams, waste dumps, and open pit slopes in overburden soil and in rock. Soil mechanics principles are used to assess the stability for the first three. This science was developed by Dr. Karl Terzaghi in the 1920’s, and since that time the theories and principles have been tested and evaluated. This experience has resulted in the development of sound theoretical concepts, workable sampling and testing techniques, and accurate methods of analysis. Typical problems that can be analyzed include: -bearing capacity of soil under dams and waste dumps. - amount of seepage under and through dams. - stability of slopes and determination of safe slope angles for tailings dams, waste dumps, and open pits. - influence of earthquakes on stability. - influence and cost of different excavation and construction techniques. To assist in comparing engineering experience, an international soil classification system has been developed and used for several decades. In addition, many excellent text books are available outlining soil mechanics principles and techniques. A high degree of technology exists in soil mechanics. This, the mining engineer cannot afford to ignore. If soil mechanics principles had been applied, many major failures involving tailings, tailings dams, or waste dumps, such as those at Aberfan, Mufulira, Luanshya, and El Cobre would not have occurred. Tailings dams are planned in Canada that will be up to 600 ft. high. Construction procedures used in the past have paid little attention to the compaction of the shell material or to the influence of earthquakes on stability. This neglect has led to failures. While failures in low dams may not be too serious, for high dams such failures could have catastrophic results. Another major area of concern is the stability of rock slopes. This report, which updates and supersedes the Office of Surface Mining&apos;s 10-year progress report published in 1987, deals with the accomplishments of the regulatory and abandoned mine land reclamation programs during the first 15 years of the Surface Mining Control and Reclamation Act of 1977 (SMCRA). Part 1 is an illustrated description of on-the-ground accomplishments; Part 2 presents statistical information for the 15-year period. The data in this statistical report are organized in two sections: national statistics and state statistics. The national statistics provide an overview of coal mining and the implementation of SMCRA since 1977. The information reported for the states presents a brief description of the coal reserves in each area, accompanied by detailed statistics and graphs that relate each state to the nation as a whole. The statistics compiled in this report are from the Office of Surface Mining&apos;s files, computer data systems, and annual reports. During the early years of the program, many of the data categories were evolving and changing; therefore, data reported over the 15-year period are not complete for all states for all years, and where data was unavailable or zero, a dash (-) is shown for that item. The data sources used to compile the tables and graphs are listed and described in detail on page 76. Due to the number of requests for this information in the past, statistical information about coal mining and its regulation will be available each year as an appendix to the Office of Surface Mining&apos;s Annual Report to Congress.
