ANALYSIS of the chemical and structural differences in minerals often results in a better understanding of the differences in the geological conditions under which they were formed. The minerals in the kaolinite group differ in the amount of interlayer water and in the nature and amount of ordered and/or random shifting of each 1:1 layer with respect to those above and below it. This paper is a progress report resulting from research on the morphology, structure, and origin of fine-grained minerals, supported by Contract N6onr26914 with the Geophysics Branch of the Office of Naval Research. The purpose of the paper is to present data obtained in the laboratories at The Pennsylvania State College and elsewhere, which reveal some of the details of structure of the minerals in the kaolinite group, and to suggest a number of interpretations that bear upon the conditions of origin of these minerals. Be¬cause most of the work in this investigation thus far has been concerned with the relationships of kaolinite, halloysite (4H2O; endellite), and halloysite (2H2O), must of the discussion deals with these members of the group. The first step in the analysis of the differences in two sets of geological conditions is an evaluation of the differences in the minerals that result. Thus the chemical differences between the montmorillonite and the kaolinite clays corroborate other evidence in support of the view that the montmorillonites are commonly formed when solutions are alkaline and leaching poor, while kaolinite usually is associated with acid solutions and good drainage condi¬tions. It is obvious that the greater the differences in the minerals, the more divergent may be the conditions that give rise to them and the more readily one condition can be distinguished from the other. In the kaolinite group, differences between individual members are small, therefore the differences in condition of origin are presumably subtle and difficult to define. At the same time, the very fact that the minerals differ only slightly makes them more sensitive indicators of the exact conditions under which they and the minerals associated with them were formed. Since clay minerals are being used more and more to evaluate the nature, value, and mode of formation of economic mineral deposits, an attempt to define these subtle differences would appear worth while. As marine research scientists we especially appreciate the uniqueness and complexity of the deep-sea hydrothermal vent fauna and environments, and are particularly interested in preserving vents for their scientific, aesthetic, ecological, and potential economic values. In fact, because of the specialized nature of the equipment required to work at deep-sea hydrothermal vents, such as occupied and unoccupied research submersibles, scientists are the primary group of people who have the opportunity to visit these extraordinary environments. The potential for significant impact of scientific activities on a single vent site or a population of vent animals pales in comparison to the potential for disturbance by volcanic/tectonic events or industrial mining/harvesting activities. Nonetheless, we recognize that some scientific activities could adversely affect individual sites or impact communities more than is necessary, if research activities are not carefully planned and executed. In addition, because only a limited number of sites are currently known and scientists from a wide variety of disciplines frequently work at single locations, we recognize the potential for use conflicts among scientists, at sites where scientific activity is intense.

This research examined the evolving microstructure of quasi-static and dynamically loaded fully annealed metastable 301 austenitic stainless steel (SS). Experiments were performed to an interrupted strain value of 20% and to failure using a tension Kolsky bar (1000/s) and an electromechanical load frame (0.001/s). Electron Backscatter Diffraction (EBSD) identified the microstructural evolution from the as-received condition to the 20% strain level for the high and low rate interrupted samples. This material achieved over 60% elongation to failure with increasing strength as strain rate increased, as expected. Fractography analysis using SEM showed particles in the microstructure and a ductile failure mode. The 301 SS exhibited a greater amount of phase transformation from parent austenite to -martensite at the dynamic strain rate when compared to the quasi-static strain rate during the interrupted experiments. This result is indicative of the increased propensity for austenite to -martensite phase transformations at the high strain rate.

An improved ground support method for development intersections, wide spans and stope brows was implemented at Kanmantoo mine. The method uses a jumbo to simultaneously drill and install self-drilling anchors (SDAs) to depths from 4.5 m to 7.0 m. Resin is subsequently pumped into each SDA using a specially designed integrated tool carrier basket, with plating occurring within 10 mins due to rapid resin cure. This methodology means that SDAs can be installed rapidly due to reduced process steps and wait times with reduced hazards to personnel. Cablebolts are used extensively in underground mines to reinforce the ground in wide spans, such as at intersections and stope brows. The flexible cablebolt tendon allows for a long, continuous and high-capacity reinforcing element to be inserted into the rock. A common cablebolt installation practice at Australian underground mines that do not utilise a mechanised cable bolter, is for cablebolt holes to be drilled by a jumbo or longhole rig, hand installation and grouting by a service crew, then plate tensioning following a grout curing wait time of typically 12 to 24 hours. This process involves multiple separate labour-intensive work processes and results in reduced availability of priority headings. This paper discusses the development history of vertical SDA use in wide spans at Kanmantoo mine. The installation process is fully described, including aspects such as reliable in-hole coupling of SDAs, resin selection and pumping aspects. A cost benefit assessment, and a case for ground stability are presented to compare cablebolt use to SDAs in development intersections.

Roof failure occurs much more frequently at intersections than entries and crosscuts. Using a commercial finite element package, four-way and three-way intersections reinforced with the tensioned bolts are modeled. The 3-D model considers bolt pre-tension, bolt installation procedure, bedding planes and in-situ horizontal stresses. The modeling results from both four-way and three-way intersections are analyzed with regard to the intersection stability. The mechanisms of tensioned bolting at the intersections are investigated and some tensioned bolting guidelines for intersections are given. Based on this study, a better way to enhance intersection stability is to use longer bolts than entries or crosscuts and increase the bolt density near the intersection corners.

The unmanned driving technology in open pit coalmines is an important technology that relies on innovation to drive the development of the open pit coal mining industry in China’s transformation of growth drivers and industrial structure upgrading. It is an important path to solve the shortage of mine truck drivers in the future mining, an important way to improve the working environment of open pit mining personnel, and an important foundation for achieving flexible production capacity in open pit mining to cooperate with the coordinated development of new energy. The communication rules at intersections are key to ensuring the safety and efficiency of unmanned driving in open pit coalmines. This paper proposes a collaborative traffic strategy between unmanned trucks for the single bucket unmanned truck intermittent process system in open pit coalmines. Based on the gap theory, this paper analyses the conflict characteristics and establishes a coordinated traffic strategy for the common intersection and merging conflicts of unmanned truck trucks in open pit coalmines, A multi-agent system simulation platform was built to evaluate the coordinated traffic efficiency under different initial average gap sizes of vehicles, with intersection traffic density, vehicle speed, and gap changes as key indicators. The results show that under the simulation conditions of this article, when the initial average gap of vehicles reaches three (four) times or more of the safe distance, the coordinated traffic performance of intersection conflicts (merging conflicts) is better, and the traffic capacity of intersections is close to the traffic capacity without conflicts.

The Glenwood Canyon is a 13 mile long river gorge formed by the Colorado River approximately 2 miles East of Glenwood Springs, Colorado and approximately 150 miles West of Denver Colorado, (See Drawing #1). The canyon walls rise some 800 feet from the river elevation on either side of the river. The South-side river bank is occupied by the Denver and Rio Grande Western Railroad. The Northside is currently occupied by completed sections of Interstate 70 and US Highway 6. The railroad was built in the late 1800's and a hydroelectric power generating station was built in about the center of the canyon in the early 1900's. The Highway 6 platform was completed in the 1930's. The design and alignment for Interstate 70 thru Glenwood Canyon began in the early 1970's. The Highway thru Glenwood Canyon was designated a scenic Highway by the United States Congress, thereby allowing certain deviations from standard Interstate requirements. Environmentalists objections to the construction of Interstate Highways thru Glenwood Canyon resulted in especially careful design to avoid adverse environmental impacts. As a result, in many areas the new Highways will have restored the canyon to its more native configuration than what was the case in the building of the US 6 Highway platform.

The following communication was recently sent President Wilson by J. Parke Channing, Chairman of the Engineering Council: The transportation systems of our country are largely the creations of its professional Engineers. This statement can be made without disparagement to the statesmen, the financiers, the manufacturers, the lawers, the educators, the mechanics, the laborers and many others, who, with the Engineers, have contributed to the development of transportation. Through all stages of preliminary exploration, final survey, construction, upkeep and operation, in financial management, and in adjustment of the relations of transportation to the public, the genius and knowledge of the Engineer are essential. Not only in technical physical matters, but also in determinations of policy, his contributions have supplemented and must ever supplement those of other men. These declarations hold good for all the carriers of commerce, by rail, by highway, by water, by pipe-line, by wire, or by air. Hence, it follows that the body established by Government to regulate the commerce, the carriers and the ways of communication, embracing so many engineering features, should number among its nine members, men of engineering training and experience. Engineering Council, being aware of a vacancy on the Interstate Commerce Commission, begs leave to request the Chief Executive that in filling this vacancy, he give earnest thought to the selection of a man who, to his other qualifications, adds the training and experience of an engineer familiar with transportation problems.

An Interstate Mining Commission organized in Raleigh, N. C., on April 27 still has no offices, no budget and only four members, but it could spell the beginning of the end for the state-to-state environmental control variations that have lately been con- founding the mining industry. Established by Kentucky, North Carolina, Oklahoma and Pennsylvania, the new organization is committed to protecting land, water and other resources through improved strip and other mining practices. In pursuit of this end, it has broad authority to study all mining activities affecting the environment and to recommend improvements in mining practices and in laws regulating the mining industry. The Startup The Commission was created under an interstate Mining Compact enacted in the 1960's by the legislatures of the four member states. According to the rules of this Compact, the Commissioners in the new organization are, ex officio, the governors of the member states-namely, Chairman Louie B. Nunn (Ky.), Vice Chairman Robert W. Scott (N.C.), David Hall (Okla.) and Milton J. Shapp (Pa.). Each Commissioner, however, must appoint an advisory body to counsel him in matters relating to Commission business and delegate one member of this body to act as his alternate. Each advisory body must include representatives of mining, conservation and other public and private interests.

A dowel testing program was conducted as part of the Interstate Route H-3 Trans-Koolau exploratory tunnel project on the island of Oahu, Hawaii. The testing evaluated the performance of dowels to be used as initial ground support for two 12- by 15-meter (40- by 50-foot) tunnels within weathered basalt. The program tested four dowel types of three different lengths. Both grouted and friction dowels were tested. The program determined which dowels were more effective in carrying load and noted any special procedures that would be required during construction. This paper presents the test results and discusses how these results were used in the design.

Interstitial compounds of iron, cobalt, and nickel, and their binary and ternary mixtures with silver, gold, palladium, and platinum were prepared and tested as fuel cell catalysts. The first step in the preparation of the interstitial compounds consisted of preparing finely divided metals. This was done either by the Raney method or by reduction of precipitated hydroxides of the metals. The finely divided reduced metals were then treated with carbon-and/or nitrogen-containing gases to prepare their carbides, nitrides, and nitrocarbides. The materials were tested for cathodic activity towards O2 and for anodic activity towards H2, C3H8, NH3, CO, and N2H4 in acid and alkaline electrolytes at 25° to 90° C in half-cell assemblies. Samples of carbided and nitrocarbided INi-lAg-1Au were about one fifth as active as Pt-black in the reduction of O2 in 35 percent KOH solution, whereas the activities of several interstitial preparations exceeded the activity of Pt-black in the reduction of O2 in 12M KOH containing N2H4. Nitrocarbides of x-Fe2C, 3Ni-1Au, and 1Ni-3Au were effective catalysts for oxidizing N2H4 in liquid NH3 containing NH4SCN. Corrosion of the catalysts by electrolytes was severe in many cases.

We present an algorithm to integrate the uncertainties of mean activity rate and magnitude cumulative distribution function in the interval estimation of the primary seismic hazard parameters: the exceedance probability and the mean return period. The algorithm is applicable for both the parametric and nonparametric modeling of magnitude distribution. When the Gutenberg-Richter relation-based parametric model of magnitude distribution is used, the interval estimation of its parameters is based on the asymptotic normality of the maximum likelihood estimators. When the nonparametric kernel estimation of magnitude distribution is used, we apply the iterated bias-corrected and accelerated method for the interval estimation, based on the smoothed bootstrap and second-order bootstrap samples. Previous studies indicated that the uncertainty of mean activity rate significantly affects the interval estimates of hazard functions only when the activity rate is low and the inference period is not long (Orlecka-Sikora & Lasocki 2017). With increasing mean activity rate, the uncertainty of magnitude distribution dominates over the uncertainty of mean activity rate in the aggregated uncertainty of the hazard functions. The provided algorithm is generic and can be applied to capture the uncertainty of any multiparameter function from the uncertainties of its parameters. Here we present a further development of the algorithm developed by Orlecka-Sikora & Lasocki (2017) by presenting its implementation in the Traffic Light System approach. As an example of use, we present the confidence intervals estimation of hazard parameters for the datasets related to induced seismicity accompanying underground exploitation of copper ore in the Legnica-Głogów Copper District (LGCD) in Poland. The algorithm is under implementation to the EPISODES platform (https://tcs.ah-epos.eu/) - an IT platform that provides access to integrated research infrastructures of the Thematic Core Service of Anthropogenic Hazards (TCS AH) of EPOS (European Plate Observing System). The algorithm is also a component of the pilot developed within the EPOS SP project (No 871121), which aims to strengthen the interaction with the private sector and the added value for society. The pilot demonstrates the potential of the IS-EPOS platform software applications for the technology-related probabilistic assessment of time-dependent seismic hazard. The pilot supports a Traffic Light System approach. The current seismic hazard is compared to threshold values based on the exceedance probability for a given magnitude.

The mining industry worldwide is facing a tremendous shortage of minerals engineers in all fields of specialization. For instance, in Australia the skills shortage in the mining industry has been identified as one of the top risks facing the mining industry. In Namibia most minerals engineers employed are expatriates, with some being Namibians who studied abroad. The minerals engineering programmes at the Polytechnic of Namibia are still in their infancy. These programmes were designed to meet the mining industry skills needs. Being young has its advantages in that lessons can be learnt from older minerals education institutions that went through similar challenges. However, this does not imply just copying and implementing their approaches, since the context differs and, to ensure sustainability of the minerals education programmes, curricula have to be customized to the local context. This paper reviews the interventions made by the Polytechnic of Namibia in order to ensure the sustainability of its minerals education programmes. The methodology consisted of an extensive literature review, a status quo analysis of the mining and process engineering department, identifying the gaps between the current state and desired state, and mapping the goals and strategic actions required to progress to the desired state. The following factors were identified as major threats to the sustainability of minerals education at the Polytechnic of Namibia: the quality of students, low student enrolment rates, low pass rates in science and mathematics, shortage of academic staff, dwindling government funding, and limited involvement of the mining industry. The major outcomes of this research comprise the detailed strategic actions employed by the Polytechnic of Namibia to address the threats to sustainability of its minerals education programmes.

Many reports have been written about the issues surrounding small scale miners’ challenges in Namibia; yet little has been done to address these challenges. There has been a fragmented approach to address these challenges. Various government arms and donor organizations have utilized piece meal methods in the past in trying to make improvements on the productivities across the sector, but with no meaningful success. This has led to the design and implementation of inappropriate technologies and support services for the sector. The structures of many of the semi-precious stones mining businesses are informal, with very little royalties received by the government. Miners often work informally or illegally and they fear government interference and they distrust outsiders, resulting in them withholding production information. The presence of small scale miners is quite often associated with major challenges, including poor safety and environmental management standards, the spread of communicable diseases and poor working conditions. The majority of the miners employ uncontrolled extraction techniques which damage the crystals and mineral specimens, resulting in intermediate and final products of low quality along with high wastage at the extraction stage. The vision of the Namibian government is to expand the range and value of semi-precious stones and jewelry products processed within Namibia, while curbing illicit flows of raw stones. This will simultaneously secure maximum benefit for the country. This study investigated the interventions aimed at making the small scale mining sector in Namibia sustainable. A baseline study was conducted to analyze the current situation and characterize the industry, including a SWOT analysis. Information was collected through questionnaires, interviews, consultative meetings, field visits and workshops in order to profile the sector. The baseline study results were used in developing interventions for improving artisanal and small scale mining operations. The main challenges for the Namibian semi-precious sector were identified as: factual information about raw material resources and its beneficiation are insufficient or not available, lack of skills, lack of education and access to finances, rudimentary exploration and mining practices, trading and logistics that are not functioning effectively and inadequate sector governance. One key finding of this study was that Namibia is not benefiting through value addition due partly to illicit flows of the uncut stones and to the fact that lapidary is not much pronounced to a greater extent. The following strategic interventions were identified as key in ensuring the sustainability of the small mining sector in Namibia: conducting geological assessment to identify new deposits and quantify the existing ones, improving exploration and mining practices, investing in education and training, creating an enabling environment and improving the sector governance and strengthening the sector organization and supporting the infrastructure.

Philip M. Hocker is president of the Mineral Policy Center (MPC), a Washington, DC-based, non-profit organization formed to "address the environmental problems that are caused by mineral development in both the hard-rock mining and onshore oil arenas." Hocker has been involved with resource development and environmental policy issues since the 1970s. He has been a plaintiff in several lawsuits regarding environmental management of federal onshore oil and gas leasing. He was also active in the 1987 campaign to pass the Federal Onshore Oil and Gas Leasing Reform Act. Hocker served on the board of directors of the Sierra Club from 1980 through 1986. He is also a member of SME and spoke at the welcoming luncheon and keynote session of the SME Annual Meeting and Exhibit, Feb. 14, 1994, in Albuquerque, NM. In his role as president of MPC, Hocker has become a major player in the ongoing battle concerning mining law reform. And, while the mining law issue is the most visible and controversial issue confronting the mining industry and MPC, Hocker's organization is also active in clean water reform and other public policy issues that concern natural resource development and the environment. Hocker and MPC invoke a wide spectrum of reactions from the mining industry, most of it negative. Even so, the editors of ME decided that SME members should hear from Hocker his views on domestic mining, including mining law reform, clean water legislation and other environmental issues facing the industry.

What prompted the merger of the two long-established American Mining Congress/National Coal Association (AMC/NCA) groups that combine the coal, hard-rock, industrial- and agricultural-minerals sectors of mining? Both associations have been facing similar stresses for several years - structural changes in their respective industries, the changing personality and role of government and well-financed and organized opposition groups. In 1993, the AMC board of directors undertook efforts at reorganizing the association. One board member, who serves on both boards, suggested it might be time to give serious consideration to merging the organizations. This is an idea that had been discussed more or less informally at least three times during my tenure at NCA. Negotiations toward a merger began after that and were consummated in February of this year.

Flash flotation plays an integral role in many of the gold and sulfide mineral concentrators around the world, and yet despite this widespread use, very little information on this unit process is available in the published literature. For operations to maximise the performance of their flash flotation circuits, understanding how these cells operate, the nature of the particles they target and how to predict whether a flash flotation cell should be used on a specific ore type is of vital importance. This paper provides a summary of the key findings of a large flash flotation research project based in the operating environment of a refractory gold concentrator. The influence of key flotation performance criteria including gas dispersion, residence time and particle segregation within the cell will be discussed and recommendations for process improvements will be made throughout. The nature of the particles within the flash cell will be examined, as will the impact on the type of particles that are passed to downstream processes when the flash flotation cell is taken off-line. The development of a laboratory method to determine whether an ore is suitable to undergo the flash flotation process is also presented for its potential to aid in flow sheet development and optimisation for new ores.CITATION:Newcombe, B, Bradshaw, D J and Wightman, E M, 2012. In the post-World War II years, metals analysts and statisticians have tracked the demand for metals in line with changes in Organization of Economic Cooperation and Development (OECD) industrial production (IP) growth rates, Williamson said. This was because the correlation between IP growth and metal demand was reasonable. "However, the correlation was exaggerated," he said. During times of expanding IP growth, metal demand increased at a faster proportional rate than IP growth. This was probably due to industry restocking in anticipation of growing demand at the start of each economic cycle. Conversely, metal demand would slacken at a greater rate than would be suggested by negative IP growth as industry destocked to reduce costs. Nonetheless, he said, a reasonable correlation could be painted between IP growth over the longer term and metal demand. "Yet, although this correlation has stood well since the last world war, it has been based on the fact that the bulk of the world's IP growth stemmed from the industrialized countries of the western world, lately including Japan," Williamson said. The so-called "developing world" had been of little consequence. The Soviet Union and other communist bloc countries were deemed to be closed, self-contained entities that, for each metal, would either be net exporters or importers, he said. These quantities would be used by analysts to calculate the overall supply/demand equation for the western world only and to deduce whether a commodity was in shortage or surplus. It is now believed that this method of projecting total world supply and demand for raw materials is outdated, Williamson said. It does not take into account the worldwide political changes that have occurred since the collapse of communism and the revitalization of China. "It is no longer appropriate to assess global balances for raw materials on the basis of three economic blocs," he said, including the western world, developing world and communist bloc. Rather, global balances need to be projected on a global basis. In this regard, since the collapse of communism and the removal of many other totalitarian regimes, capitalist forces are attempting to satisfy the expectations of the great mass of the world's poorer people, Williamson said. Such people, usually located in Asia, Africa and Latin America, have aspired to the same standard of living as people living in western Europe, North America and Japan. "Now, with free market forces at work, their aspirations will start to be met." Consequently, the demand for metals and other raw materials will now rise at a much faster rate. The production of raw materials has to keep pace with rising IP in the developed world. It will also have to keep pace with the demands associated with the rising expectations of increasing populations in the developing world, as well as from within the old communist bloc countries.
