Unusual circumstances may require that a longwall retreat into or through a previously driven room. The operation can be completed successfully, but there have been a number of spectacular failures which exposed miners to serious roof fall hazards. To help determine what factors contribute to such failures. the National Institute for Occupational Safety and Health (NIOSH) compiled a comprehensive international database of 130 case histories. The cases include five failures where major rock falls occurred in front of the shields, and six even more serious failures involving major overburden weighting. This suggests two room failure mechanisms The first is a roof fall type failure caused by loading of the immediate roof at the face as the fender narrows. The second is a weighting type failure caused by the inability of the roof to bridge the recovery room and face area, and affecting rock well above the immediate roof The data indicate that the roof fall type of failure is less likely when intensive roof reinforcement (bolts, cables, and trusses) is employed together with higher-capacity shields The overburden weighting failures, in contrast, occurred when the roof was weak and little standing support was used

Here in the Orient we engineers are .learning a new meaning for the word "orientation"- hereafter that engineering term will be a synonym for gracious hospitality, and "to orient" will mean to turn a whole country over to the World Engineering Congress. Mere geographic distance is no longer able to separate nations, for the conquest of distance is one of the triumphs of 'modern engineering. We of the Americas are fortunate in the position of our continents: with their shores lapped by the waves of two oceans, we face' two great civilizations, the' Occidental and the Oriental, and thus we can share the intellectual resources of these two older cultures.

INTRODUCTION The International Finance Corporation (IFC) is affiliated with the International Bank for Reconstruction and Development (World Bank) but operates with a separate staff and funding. It supplements the activities of the Bank by providing, to private business, equity and loans without government guarantees in whatever form and combination most suited to the project. IFC frequently complements the Bank's activities by utilizing, for example, the Bank's public sector infrastructure activities to support IFC's private sector projects. In the case of local financial institutions especially, IFC collaborates with the Bank by providing technical and financial assistance. IFC is the world's largest multilateral organization which finances private sector business in developing countries. IFC's fundamental purpose is to promote the economic development of its developing member countries through the support of the private sector. Of the 124 member countries of IFC, more than 100 are developing countries. Since it began operations in 1956, IFC has been associated with more than 2,000 companies and financial institutions in supporting over 700 business ventures in more than 80 countries. The total capital costs of these projects exceeds $26,000 million. In the 1984 fiscal year, IFC approved 62 projects in 37 countries with a total project cost of $2,473 million. IFC will make investments only if sufficient capital cannot be obtained on reasonable terms from other sources. IFC often serves as the catalyst for a project by encouraging other investors--from inside and outside the host country--to make their own equity investments along with the local sponsor for a particular project. IFC'S SPECIAL ROLE The significance of IFC's role extends beyond just its financing and technical assistance: IFC's capability to raise investor confidence in a project and to help all the participants to arrive at mutually satisfactory investment arrangements is its distinctive character. Direct Investments IFC invests in all types of projects both large and small. Heavy industrial ventures not only supply essential materials and equipment for other domestic enterprises, but also earn foreign exchange through exports. In recent years, increased emphasis has been placed on agriculture and agribusiness products, aquaculture, food and food processing, and other renewable and nonrenewable resources such as metals and energy. [ ] An overall objective of IFC is to assist entrepreneurs and others in the private sector raise the needed capital for business ventures. IFC does not compete with, nor seek to replace private initiative and capital. Rather, IFC helps to raise funds in order to undertake projects that would otherwise be held back by the lack of adequate funding. IFC can do this in several ways: IFC can invest in equity and make loans for its own account. THE International First-Aid and Mine-Rescue con-test, under the auspices of the U. S. Bureau of Mines, was held at Butte, Mont., on Aug. 20, 21 and 22. As usual, the first-aid elimination contests were held the first day, the finals the second, and the mine-rescue contest the third. While the number of teams entered was not as great as at some previous contests held nearer the coal-mining districts of the East, the atten-dance was much larger than usual, due to the great interest in first aid, rescue work, and accident preven-tion that has been created by the effective support and constructive policy of the Anaconda Copper Mining Co. toward them. The winner of the first-aid contest was the Great Falls Zinc Mill team of the Anaconda company, of which Fred Erickson is captain. Second place went to the Baton Rouge team of the Standard Oil Co. of Louisi-ana, and third to the Great Falls Furnace Refinery team of the Anaconda company.

Copper has been used by man for a very long time and unlike certain other metals, it is an essential element for life. Its toxicity arises both from a deficit and excess copper exposure/intake. The focus of the current discussions in countries of the European Union (EU) and in some USA States, is based on the concerns, independent of the scientific facts and the economic status of these claims, of the negative influence of copper and other metals on health and the environment. These discussions have influenced the new regulations of copper in drinking water, and the approach to regulate the appropriate levels of copper in surface water, soils and sediments. To illustrate the challenges ahead for copper, the evidence by which the current US Environmental Protection Agency (USEPA), the World Health Organization (WHO) and EU recommendation and regulations regarding copper in drinking water have been derived is presented and discussed. The gaps between the demands for new standards of health and the environment and the practical scientific tools to achieve these goals are presented, and the need to develop new regulating paradigms is also illustrated. The introduction of methodologies for the regulation of essential elements and acute inorganic substances in drinking water is discussed, as well as the status of the present approach contained in the International Program of Chemical Safety Environmental Health Criteria, (EHC) N° 170. The impact of the possible restrictions on the use of copper in the EU because of health and environmental concerns in terms of the world market for copper is discussed.

The major mining companies of the world all face the problems associated with investing in new mining ventures. In particular, investment in foreign countries - whether these are advanced or developing countries - requires careful consideration. A thorough analysis of all the possible risks must be undertaken, so that realistic decisions can be made. Some of the points to be considered are outlined in this paper.

"This paper discusses the author’s work on international law norms of consultation with Indigenous communities and examines unexpected corporate stakeholder impacts on these norms. Customary international law, which governs the area, does not traditionally refer to corporate conduct. This paper surveys several sources on developing international law on consultation obligations; it also discusses the impacts these norms can have on corporate stakeholders in the mining industry. Finally, it asks how interactions of corporate stakeholders in this area can indirectly impact future law and suggests implications for different business models in the mining sector.RÉSUMÉ Le présent article traite du travail de l’auteur sur les normes de consultation avec les communautés autochtones contenues dans le droit international et examine les impacts inattendus des parties prenantes sur ces normes. Le droit coutumier international, qui gouverne ce domaine, ne réfère traditionnellement pas à la conduite des sociétés. L’article analyse plusieurs sources traitant du développement de nouvelles lois internationales sur l’obligation de consulter; il traite aussi des impacts que ces normes peuvent avoir sur les parties prenantes dans l’industrie minière. International lending institutions have charters requiring projects that are seeking loans to adhere to certain environmental performance standards, including compliance with host-country environmental laws, as well as observance of international environmental policies and guidelines. The most commonly applied international environmental policies and guidelines are those established by The World Bank. Lenders require a review by an independent engineer to determine that the feasibility study plans have been developed in accordance with the applicable environmental commitments. Lender agreements require independent engineer evaluation of environmental performance through the construction phase and initial operations phase of the project, culminating in the issuance of an "Environ- mental Completion Certificate."

World demand of sulphur-in-all-forms (SAF), which in 1985 is estimated to total 57.5 million tonnes S equivalent, is expected to increase to 77.6 million tonnes S by the year 2000. Key factors are the evolution of sulphur demand in the USSR, China, and the developing countries notably India, Brazil, and the countries in North Africa and the Near East with vertically integrated phosphate industries. Brimstone will remain the dominant sulphurous raw material notwithstanding the progressive increase in the supply and use of sulphur in other forms resulting mainly from the enhanced recovery df pollution sulphur and the increased use of sulphur in pyrites in those countries with this sulphur resource. Sulphur demand for phosphate fertilizer manufacture is expected to have the main impact on world sulphur demand, but in contrast to the industrially advanced countries where non- fertilizer sulphur use is not expected to increase measurably, this demand sector is expected to be of some importance in those developing countries with dynamic economies and in the centrally planned economies of East Europe and the Far East.

Over the past decade much of the new investment in mining has been outside of continental North America, let alone Canada. The larger Canadian Banks have pursued this offshore business through their multi-national organizations; this reflects both the increasingly international orientation of today's business environment, and to a degree, the competitive advantage of these offshore developments.The current oversupply situation in mineral markets and the increasing maturity of the Developed World Economy reduces the need for new mining projects relative to growth' in GNP. Those that are brought on stream in the future due to their competitive advantage, will continue to be pursued by lenders and equity investors alike. IntroductionProspects facing those who search for mineral wealth were described rather well more than 200 years ago by a Scottish professor of moral philosophy, who also happens to be the father of modern economics.In search for new mines, Adam Smith wrote in The Wealth of Nations, ""there seems to be no certain limits either to the possible success or to the possible disappointment of human industry"".How true that statement remains today, where we are seeing economic cyclical problems compounded by basic fundamental structural change within the mining industry.Despite the enormous advances in earth sciences during the past two centuries, the rewards of mineral exploration still remain uncertain. "Over the years, it has been increasingly difficult for the minerals industry to raise the necessary capital for its activities. To alleviate this phenomenon, complete transparency and capital market efficiency is needed. Since a company’s mineral resources and mineral reserves base is an essential component to obtaining capital, reporting these assets must also be transparent and efficient. This must occur, however, at an international level given that mineral industry operations, and its financing, are international. To achieve this, an international committee (i.e. Australia, Canada, South Africa, the United Kingdom and Europe, and the United States) was formed and has been developing standards for the reporting of mineral resources and mineral reserves.The effectiveness of these standards, however, depends on adoption by the required regulators. Unfortunately, these standards have not been recognized by the U.S. Securities and Exchange Commission (SEC). Instead, the SEC adheres to its old standard (Industry Guide 7), making it increasingly expensive and difficult for international mining companies to obtain capital in the United States. Compounding the problem is the SEC’s influence over the current work of the International Accounting Standards Board and the International Organization Organization of Securities Commissions. These organizations are in the process of standardizing international accounting practices and international securities rules and regulations. Their current position may prevent adoption of the industry-developed mineral resources and mineral reserves standards which are internationally recognized."

The significant chromite producers listed in Table I11 are not major steel producers, with the exception of the USSR. After manganese, chromium is the most important alloying metal in steel. It would not be surprising to find a direct relationship between steel production and chromite imports. The precise connection is concealed by the other uses of chromite and the grades of steel produced by the various countries involved. In addition, the amount of ferrochromium made for export must figure in any calculation. Norway, a producer of considerable amounts of ferromanganese, imports significant quantities of chromite for ferrochromium manufacture. Most of the ferrochromium is exported to European steel- producing nations. Sweden imports only half as much chromite as Norway but makes far more chromium-bearing steel. Thus Sweden has far less ferro-chromium for export, although it supplies about 2000 tons per year to the U.S. and probably some- what more to such chromite-poor steel producers as Germany and Belgium-Luxemburg.

The quantities and destinations of the metallic ores and concentrates and partially or fully refined metals in international trade result from the interaction of many factors, of which geographic location is only one. How far the processes of concentration and refining are to be carried in the country in which the mining is done and what dictates the destinations to which the more or less completely processed raw materials will move are determined not only by present-day geologic, political, and economic conditions, but also by the patterns set up by these same conditions as they obtained in the past. The first generalization that can be made regarding trade in metal raw materials-one that affects the form in which the material is transported, rather than the patterns followed by that trade-is that concentration is carried out for all low grade ores, nonferrous or ferrous, in the country in which they originate. (Rule 1.) Economic considerations alone almost always require that this be done; only high grade iron, manganese, and chromite ores can be shipped as they are mined.
