At the, Crescent Valley Mine of the Hanna Coal Company, several 10,000 ton unit trains of 41" x 0 strip coal are loaded per week during the lake season. This is accomplished without the use of any accumulation of prepared coal. A large raw coal pile is built up during the winter months adjacent to two truck dump bins. This is added to whenever trucks are coming in from the pits and trains are not being loaded. During the loading of trains, trucks from several pits dump into the truck hoppers and coal is also dozed in from the pile. At a rate up to 3200 tons per hour this coal is screened, the plus 6" hand picked, the plus 4" crushed, and' all weighed and sampled as it goes directly to railroad cars being handled on two tracks by car retarders. With such an arrangement it is possible to exercise some control over coal quality, if it can be assessed rapidly. For instance, if the moisture rises to a level where it seems probable the BTU per pound will be reduced to the point where the contract calls for penalties, the trucks from, the wettest pit may be stopped, more or less coal may be moved in from the stockpile, or other measures taken to assure that the average BTU of the trainload will be satisfactory.

The phenomenon of Instantaneous Outbursts, although not new to Australia, was sharply drawn to the attention of the local coal-mining industry by two isolated fatal occurrences on widely separated fields, both late in 1954. An outburst is the eruption of apparently solid coal from the face, aided by vast quantities of gas released from the coal, as the coal fails under mining stresses additional to its natural stressing.The gases involved are principally methane and carbon dioxide. The various factors which combine to produce outburst conditions range from external factors such as stresses arising from depth of cover and other causes, to inherent factors such as strength of coal,and its capacity to retain gases (sorption). Of the localities where instantaneous outbursts occur the Gard Basin in Southern France has had the greatest number and the most serious occurrences. By contrast, local outbursts have been minor.Experimental work into some influencing factors has been carried out by various overseas authorities and some research has been accomplished in Australia. Practices used in some overseas areas to improve safety of working are largely empirical, as are the local rules and recommendations for work in affected areas.The appearance of further outburst areas is anticipated as mining becomes more extensive and deeper.INTRODUCTION"Instantaneous Outbursts" can be described as violent eruptions of coal from the solid accompanied by considerable gas evolution. The projected coal is usually of small size, and a high proportion is pulverized, and may be carried and deposited over great distances by the gases, liberated from the outburst. This outburst coal is of bituminous to anthracitic rank, and the gas involved is essentially methane or carbon dioxide, or a mixture of both. Outbursts involving carbon dioxide are usually more violent and dangerous. The phenomenon is relatively unusual, being confined to probably sixteen known areas in the entire world, these areas comprising only portion of the coalfields in which they occur. Usually only one or two mines on each field are affected.

Instantaneous outbursts of coal and gas have occurred in Australia in the Sydney Coal Basin since 1895 and in the Bowen Coal Basin since 1954. The largest has been about 500 tonnes of coal and so their magnitude and character have not approached those experienced in some other countries. The occurrence of CO2 with some Australian cases provides some similarity with the worst affected areas in France and Poland.The proneness of seams depends on coal rank and seam gas composition, among other factors. The proneness of places depends on depth, structure, intrusion, tectonism and other factors affecting the geometric, physical and chemical uniformity as well as details of mining. As a phenomenon due to gas and stress, prevention can be achieved by relief of high gas and/or stress condition. Alternatively, controls can be applied to render mining safe for personnel. Unfortunately day-to-day prediction is not widely and reliably achieved to allow selective use of prevention or control. The initial rate of desorption is the most promising day-to-day indicator.Various researches include gas conditions and parameters, stress and failure conditions and parameters, coal variables and geological variables in relation to prediction, prevention and control. Some assistance in research may derive from study of analogous phenomena of instantaneous outbursts of salt and other rocks and gas. It is concluded that in the Sydney and Bowen Basins, any coals with less than 30 per cent Volatile Matter (VM) ash free dry (afd) at depths over 200 m could be prone. Proneness increases with depth, with lower volatile content, with geological disturbance including faulting, intrusion and recent tectonics, with increased CO2 in seam gas, with narrow work and with other factors. Much more research is needed.Unfortunately outbursts are needed too, to provide the research with realistic data. With the problems of mechanism and prediction still being unsolved much research remains to be done. No present aspect of research is satisfactorily resolved.

Use instantaneous sampling to pinpoint dust sources and to Improve dust control on longwalls. Approach Use a dust monitor developed under a Bureau contract. How It Works Sampling can be done by either a moving or a stationary method. In the "moving' method, the dust monitor is carried by a survey engineer walking at the midpoint of the shearer Dust levels and face position (support number) are taken during all phases of the mining cycle while the shearer is cutting. These measurements can show how changes in airflow along the face, face specific; (rock partings) and cutting sequence (cutting the wedge) variables affect dust levels. In the "stationary sampling" method, the survey engineer stands with the RAM at a fixed location on the face. As the shearer approaches, the dust level and the distance to the shearer are recorded at 10-second intervals. Typically measurements start when the shearer is 20 feet from the sampling position and continue as the shearer passes the position until it is 20 feet away on the other side. Dust profiles around the machine are obtained at several fixed locations along the face only while the shearer is cutting.

Suite aux excellents résultats, obtenus avec la technologie des détonateurs électroniques dans des chantiers longs trous de grandes dimensions, nous avons décidé d?étendre cette technologie dans les ouvertures, dans le dynamitage de piliers et dans différents chantiers complexes. Cette technologie nous a permis d?effectuer l?abatage de chantiers avec un très grand nombre de trous sans détériorer le terrain. L?équation est bien simple avec les détonateurs électroniques, plus gros sont les dynamitages moins de fois les épontes se font ébranler, moins de blocs d?effondrement se retrouvent dans les points de soutirages entre les dynamitages et plus la fragmentation est meilleure. La flexibilité d?opération que nous avons obtenu avec les détonateurs électroniques est difficilement quantifiable, mais elle nous a permis de maintenir notre rythme de production mensuelle même avec certains chantiers complexes. Il est bien certain que l?utilisation des détonateurs conventionnels a encore sa place dans une mine conventionnelle comme Beaufor, mais l?utilisation des détonateurs électroniques a aussi sa place dans certaines situations spéciales. Pour terminer, bien que la technologie des détonateurs électroniques soit encore dispendieuse, nous pensons encore l?utiliser pour optimiser certains dynamitages et ainsi maintenir notre flexibilité d?opération.

MICROSCOPIC rnetallography has been exploited quite well enough to bring about a very general understanding that the typical metal or alloy is composed of minute crystalline particles blended into a coherent microstructural mosaic. One does not have to be a specialist in metallography to realize that the properties of such an aggregate are essentially a summation in appropriate form of individual effects derived from the shape, size, placement or orientation and cohesive characteristics of the component particles. It is clearly of great importance to consider the various forms of discontinuity which may occur at the boundaries between these crystalline particles. When a number of particles each possessing the same orderly arrangement of atoms are brought together into a close-fitting system of purely haphazard contacts, not unlike a handful of snowflakes compacted into a snowball, the particles are said to possess random orientation. There are no generally accepted views concerning the arrangement of the atomis or the constitutional reaction between atoms where one crystal meets another, but these contact regions are characterized by strength rather than weakness and it is customary to require the presence of many rather than few boundaries in preparing metal for useful service. Under certain circumstances all of the particles in a metal may be nearly alike in orientation. Other general tendencies of orientation may be associated with particular forms of mechanical and thermal treatment. In contrast with these cases of fortuitous or statistical diversity of orientation, we often find adjacent particles united along a plane which possesses a grouping of atoms belonging equally well to both structures. This, of course, determines a fixed relationship between the two orientations and it is always possible to derive one from the other by some form of rotation or reflection prescribed by the symmetry of the crystal structure under consideration. Particles united in this manner are known as twin crystals although the term refers to the form of association rather than the number of individuals concerned.

Hunt established a fund which was presented to the Institute at a fitting ceremony-on May 27, 1920, to establish an annual medal and a sum of money to be awarded under the following rules 1 The award shall consist of two prizes first of a gold medal, second of a sum of money, a certificate to accompany each prize The money prize shall not be awarded to a member over 40 years of age, but under unusual circumstances, both prizes may be allotted to one person provided that he is not over 40 years of age In general it will be understood that the Committee shall award the money prize to the younger men, rather than the medal 2 The awards shall be made not oftener than once a year to that person or persons contributing to the Institute the best original paper or papers on iron and steel The scope of the term "iron and steel" shall be determined by the sub-committee considering the awards In general, papers dealing with the practical side of the subject have preference over those dealing with the theoretical side in recognition of the fact that Captain Hunt's main contributions to the industry have been in the improvement of production and quality of material

Three meetings of the Institute for the presentation and discussion of technical papers were held in 1913: The 104th meeting, comprising the Annual Business Meeting as well as technical sessions, was held at New York, Feb. 18 to 20, 1913; the 105th meeting was held at Butte, Mont., Aug. 16 to 21, 1913, at which papers obtained largely through the efforts of the Committee on Precious and Base Metals were presented; and the 106th meeting was held at New York, Oct. 16 and 17, 1913, under the auspices of the Iron and Steel Committee.

Three. meetings for the presentation and discussion of papers were held in 1914, as follows: The 107th Meeting, including the Annual Business Meeting, in New York, Feb. 16 to 19; the 108th Meeting, Aug. 10 to 14, in Salt Lake City, and the 109th Meeting, Oct. 8 to 10, in Pittsburgh, Pa., under the auspices of Iron and Steel Committee, Committee on Coal and Coke, Committee on Petroleum and Gas, Committee on Non-Metallic Minerals. Local Sections ' Three new local sections were established during the year, namely; / Pennsylvania Anthracite Section, Chicago Section, and Utah Section.

Among other reasons for this change, it is desired to effect thereby the earlier transmission to members of important papers, lists of candidates tin? membership, and other items of timely information. The New Haven Meeting. As already announced in special circular, the XCVIth meeting of the institute for the reading and discussion of papers will be held at New Haven, Conn., beginning Feb. 23, 1909. The Secretary of the Local Committee is Prof. J. D. Irving, Box D, Yale Station, New Haven. The program embraces visits to many interesting works in New Haven, Ansonia, Bridgeport, etc. The leading topics for discussion at the sessions will lie: The Conservation of Natural Resources; A Sea-Level Canal at Panama; and The Technical Education of Mining Engineers. But papers on other subjects also are announced. Lt is probable that a supplementary session of this meeting, will be held in New York City, at some time during March, 1909, as a joint session with other national engineering societies, for the farther discussion of the subject of The Conservation of Natural Resources. A Pacific Coast Meeting. It is now reasonably certain that the XCVIIth meeting will be held oil the Pacific Coast, including a. visit to the Exposition at Seattle, and various other points en. route going or coming, depending upon the route and program finally adopted. On Nov. 11, 1909, M. Alexandre Pourcel, of Paris, France, upon the proposal of a large number of distinguished members, and the unanimous recommendation of the Council, was elected by the Board of Directors an Honorary Member of the Institute. M. Pourcel has devoted forty-three years to the metallurgy of iron and steel ; and the work which he did between thirty and forty years ago constitutes an important part of the founda¬tion of the practice of to-day. Among his striking contribu¬tions are : (1) his perfection, in 1869, of the manufacture of high-grade ferro-manganese in a carbon-lined open-hearth furnace, instead of the costly crucibles previously used; (2) his discovery, in 1874, of the method of making solid steel cast¬ings; (3) his manufacture, in 1875, of ferro-manganese and silico-spiegel in the blast-furnace; and (4) his anticipation, in 1875, of modern American blast-furnace practice, by the pro¬duction, in a very small furnace, of Bessemer pig containing 2.5 per cent. of silicon, from a burden yielding only 46 per cent. of iron, and with a consumption, per ton of pig, of only 1,8401b. of coke, containing 15 per cent. of ash. These brilliant pioneer achievements, together with his contributions to cur¬rent technical literature, won for him the Bessemer gold medal of the Iron and Steel Institute ; the great" medal of honor," which is the highest award of the French Society of Mineral Industry, and other gold medals, as well as the distinction of honorary membership of the Comité des Forges de France, which was conferred upon him in 1891. In recent years, M. Pourcel has been instrumental, as consulting engineer of the Société de Commentry-Fourchambault, at Decazeville, France, in an extraordinary development of the manufacture of special steels. At the Annual Meeting of the Institute, February, 1908, the following amendments to the Constitution were proposed for action at a future business meeting (see Trans., XXXIX, xxvii) To Art. II. After the first sentence of this Article, add the following sentence « These classes may be subdivided by the Council, according to profession, length of membership, nationality, or other conditions not inconsistent with the provisions of this article." To Art. III. In the first line, substitute " fifteen " for "ten " dollars. At the Annual Meeting of February, 1909, action upon these amendments was postponed to the next business meeting (see Bulletin No. 27, March, 1909, p. xiv). Of these two amendments, the first has been withdrawn, as unnecessary-the subdivision thereby authorized being already practicable without such amendment. The second amendment will be acted upon at the next Annual Meeting, February 15, 1910, and the Secretary has been instructed to call the attention of members to the subject in such a way as to secure a general vote upon it. A special circular, now being prepared by the Secretary, will shortly be sent to all members. Year Book of the Institute. The Year Book of the Institute for 1910 is sent to all members and associates with this issue of the Bulletin. Further details of the 97th meeting of the Institute, at Spokane, have been sent to members in the Special Circular of May 8, 1909, and for convenience a summary of the additional information is given later in this announcement. In spite of the present small number who have joined the party, final arrangements have been made to complete the itinerary given in the circular. It is greatly to be desired, both in behalf of the Institute and in recognition of the special courtesies to be extended on the trip, that the party be made larger. Exceptional facilities to visit the many mines and smelters have been freely provided; and members are requested to make all reasonable effort to attend the meeting at Spokane and participate in the excursions. . For those who cannot take the entire trip, it may be possible to provide special Pullman accommodations after leaving the Yellowstone Park. In order to make the necessary arrangements, however, the names of members and guests contemplating this partial trip should be sent at once to Mr. Theodore Dwight, .39 West 39th St., New York, N. Y. A special train of Pullman cars will leave Chicago September 16. This train will be side-tracked at all places visited, and the sleepers will be available for lodging and the dining-car for meals (luring the entire trip, except while taking the tour through the Yellowstone Park. The general cost of the trip per member will be $300, which includes transportation, berth, and meals for the entire trip from Chicago back to Chicago, almost 6,000 miles, and the tour through Yellowstone Park, occupying in all about 30 days. The XCVIIth meeting of the Institute for the reading and discussion of papers will be held at Spokane, Wash., beginning Monday, Sept. 27, 1909, as already announced in Special Circulars of May 8 and Aug. 14, 1909, and in the Bulletins for June, July, and August. The meeting will be preceded by a tour through Yellow stone Park and visits to Butte and Anaconda, and will be followed by visits to the Coeur d'Alene district, to the Alaska-Yukon-Pacific Exposition at Seattle, to the mining- and smelting-plants near Salt Lake, and to the iron- and lead- and zinc-plants at Pueblo. The special train for the party' will leave Chicago, September 16, and return about October 12. Details of the itinerary are given later in this announcement. The Secretary of the Spokane Local Committee is Lyndon K. Armstrong, 615 Hyde Block, Spokane, Wash., to whom should be addressed all inquiries concerning local matters. The control of the papers and proceedings will remain in charge of the Institute office, as usual.
