A new system for granting access to mineral rights is proposed in the recently released White Paper, ?A Minerals and Mining Policy for South Africa?. Official policy states that ?Government?s long-term objective is for all mineral rights to vest in the State for the benefit of and on behalf of all the people of South Africa?. In order to achieve this objective, government is presently investigating the feasibility of imposing a financial or tax-related disincentive to holding mineral rights. The paper aims to present the pros and cons and to examine the alternatives which will cause minimal disruption to the minerals industry in the period during which mineral rights are transferred to the State. South Africa is a country whose economic and political history is embedded in the development of its mineral resources and has inherited a system which cannot simply be wished away. Hasty or radical decisions will compound the problem, rather than provide a lasting and widely acceptable solution. Mineral rights ownership and its impact on access to mineral deposits are discussed. Taxation as a possible economic disincentive is also evaluated. Finally, the value of mineral resource related information as a prerequisite to mineral policy decisions and as an alternative to mineral rights taxation is emphasized.

The rapid and continuing expansion of computer and communication capability is giving birth to profound changes in the business environment. Some commentators hold that the basis of the world economy has already shifted from industry to information. Regardless of the overall implications of these changes, it is now clear that every company potentially has both access to and a need for much more information for decision making than was the case a few years ago. The importance of information to the mining industry has been underlined by the rash of unexpected economic and political developments and by the accompanying market volatility that have marked the past decade. It should be abundantly clear to even the smallest mine operator that the price for his output can be instantly affected by unexpected developments halfway across the world. Nevertheless, many mining companies still are much less sophisticated about information than they might be. For many, the historical feeling that information is an unnecessary luxury for a production-oriented business still seems to linger. On the other hand, the overwhelming volume of source material, uncertainty as to its accuracy, and the problems of finding relevant material when needed, presents stumbling blocks to viable systems of information management. Introduction When a company needs certain information, it has two basic alternatives. It can either research and develop the information in-house or pay for someone else to do it. Few mining companies have the in-house capability to assemble information needed for careful planning. On the other hand, companies often engage consultants to find information that is in fact easily accessible. All too often companies give up on procuring needed information because of the frustration of not being able to find it, and of not wanting to pay seemingly exorbitant sums for someone else to produce it. The result is poor planning. This article addresses two aspects of the information problem-finding the right sources and then accessing the particular information desired, especially as it pertains to nonferrous metal exploration and development issues. In the first section, major English-language sources that report on exploration and development (excluding primary sources of geological information, such as technical journals) are discussed.* In the second section, some available techniques for efficiently accessing this information are presented, focusing on the new MINESEARCH database system. Part One: The Information Following the News The most obvious way to follow exploration and mining developments from a distance is through regular mining media. Many active mining districts have local newspapers, usually published in the district's major towns, that give extensive coverage to miningrelated activities. For instance, to follow activities in Idaho's Coeur d'Alene silver district, one might subscribe to the Kellogg Wardner News and/or the Wallace Miner. Similarly, one might get the Sacramento Bee for news of current mining developments in north-central California. The American Metal Market, published in New York, is the daily newspaper that covers the metals industry as a whole, both in the US and abroad. Its coverage is weighted towards the refining, manufacturing, and consumption end of the business, but it frequently carries stories on mining activity, company dealings, and market outlooks. For news of major mining companies, the daily Wall Street Journal provides occasional coverage of North American companies, while the Financial Times of London serves as probably the best single source for worldwide company information. International Coverage There are three metals industry weeklies that have broad international coverage and readership. These are Metal Week, Metal Bulletin, and Mining Journal. Each has its strengths. Metals Week, a McGraw-Hill newsletter, focuses primarily on news of the metals markets, concentrating on those developments that are seen to most directly affect the price of nonferrous metals. The cost of performing equipment maintenance is an increasingly significant component in the total operating cost of today's capital-intensive, large-scale mining operations. Because of the interdependence o f equipment maintenance on other functional areas of the minesite, an integrated approach to the monitoring and control of maintenance costs is essential. An important element of the introduction of computer-based systems in a mine is the acceptance of the systems by the users. The development history and major features of a minesite-developed system, which emphasises the user's importance, is described. The system outlined is designed to provide information for decision-making to the place where the company's maintenance money is actually spent - on the shop floor.

The efficiency of scrap processing depends firstly on reliability of information about its chemical composition. The paper presents the results of the investigation and development regarding solid copper alloy scrap in the range of lump size 40÷300 mm. Nowadays the sorting of lump scrap is done by two methods: 1. Sorting according to metals and alloys is done at places of scrap generation, and further till metallurgical processing each lot has its "certificate"; 2. Hand sorting of scrap is done according to the marks on solid items in special shops using proximate analyzers or manually by experienced workers. This sorting process is labor - consuming low efficient and involves mistakes. The informational method is a promising trend in the copper scrap sorting. The method is direct, i.e. as a result of sorting the chemical composition of each scrap lump or main elements is determined, and assured data of qualitative and quantitative composition are received.

The Reconstruction and Research Division of the United States Council of National Defense has, up to date, prepared two reviews on the above subjects: one covers foreign countries and the other covers the activities in the States. These reviews contain information appearing in various Governmental and public periodicals. While the information on foreign countries is necessarily incomplete and fragmentary, its summation is perhaps the most complete work of this kind so far accomplished. The information from the states consists mainly of bills and ordinances introduced in the state legislature, municipal councils, legislature committee reports, programs suggested by governors, and other state and local officials and local organizations It is realized that a good deal of this information will be useful to engineers studying conditions in the various states, and especially to those who want an insight into the general condition in all the states. For instance, the reconstruction problem in each state involving highway, reclamation, buildings, etc., are covered in detail.

The primary objective of this paper is to discuss the hazards and furnish a list of recommendations for the safe operation of quarries and related works. They have been compiled from Bureau of Mines publications covering the safety experience of engineers before and during the year in the mineral industry,5 from a publication of the National Safety Council, Inc.,6 from explosives recommendations made by various explosives manufacturers,7 and from suggestions obtained from quarries visited. The second objective is to describe and illustrate safety devices, practices, and quarrying methods. The quarrying and related industries of the United States had a lower accident-frequency rate than either the metal- or coal-mining industry as reported for 1942.8 However, the quarry industry ranked eleventh in 15 major industries during 1942 in lost-time accident fre¬quency; metal mining ranked fourteenth and coal mining fifteenth.

In both Canada and the United States, a company making a public offering of securities must comply with regulations which have been passed by Federal, State and/or Provincial Legislatures. These regulations usually require the distribution of an acceptable prospectus which provides essential background information about the issuer, the project and the share offering. when the public offering has been accepted, the unlisted company may then seek a listing of its shares for trading on a Stock Exchange. Once listed, the company will be subject to rules of the Stock Exchange. Discovery 2000 is basically about data, its collection, management, assessment and dissemination. A major focus of Discovery 2000 is the collection of new geoscientific data. However, the Department is already a major source of data on the geology and mineral resources of New South Wales. These existing data when combined with the new data, will greatly enhance the knowledge of and information on the geology and the mineral development potential of New South Wales. This paper discusses some of the existing datasets and outlines how they can be accessed. It also gives an insight into the Department's strategy for data and information technology management.

The information system of monitoring of mine receive layouts is being created In the "ROSUGOL" Company for the prompt analysis of the state-of-the-art of mining operations at under- ground and open cast mines of the Company, rapid and effective decision-making and elaboration of recommendations on the basic directions of enterprise development. The data bank storing the digital mapping and attributive information describing the actual background of mining operations at the enterprises of the Company is the core of the system. The Oracle database management system and the ARC1 INFO geographic information system have been chosen as basic software packages for the Project realisation. The updating of the information will be performed on a regular basis via the transmission of actual digital data on under- ground and open cast mine layouts In ARCIINFO conversion to the central office of the "ROSUGOL" in Moscow. Centralised storage of digital mapping and attributive data, database administration and navigation is effected with the Oracle software package. Access to the data in the operation mode with an interactive display map will be effected with the use of the local computer net of the "ROSUGOL."

Newmont Mining Corporation started as one man's investment vehicle. William Boyce Thompson, Newmont's founder, was already a millionaire many times when he incorporated his existing Newmont company in Delaware in 1921. The initial stake in the company was $8 million in capital contributed by Thompson and several close associates. In its infancy the company was truly a holding company. It did not operate or manage any properties. This situation changed drastically over time. By 1939 Newmont was actively mining 12 gold mines in North America. The following year, the first copper mine that Newmont ever managed directly, came into full production in South Africa. The period after World War I1 was a glorious one for Newmont. Plato Malozemoff took the helm of the company, and expanded its operations over the next 30 years into copper in Arizona, oil and gas in the U.S. and the North Sea, into domestic coal and thankfully, into significant gold operations.

The key issue is the comprehensiveness of the information presented to users. Information can be presented by virtual reality means, when the seemingly true presentation of the production process scene along with user friendly presentation of related information is available. The user in its role of a process supervisor is not only a mere scene observer but, thanks to the interactive functions of virtual environment, he participates in the scene of his control. As such his control and management abilities increase because he can absorb, more easily understand and asses the information provided.

Information is a key ingredient for successful mineral exploration and development. Whether identifying potential exploration localities from a map, interpreting technical reports or searching a register for operators past and present, the common aim is a parcel of information from which the enquirer can make a decision. Traditional information gathering often requires days or weeks of manual research, studying maps, files, reports etc, before consolidating the results into an investment proposal. In recent times, such methods have largely been replaced by Information Technology, making the process much faster, easier and more centralised. However, notwithstanding some very successful technology implementations, the general rush to computerise everything in sight has left many organisations struggling to cope with the management of large volumes of diverse information. Information management is now recognised as the most important factor in determining the success of information technology implementation. The Northern Territory Department of Mines and Energy (DME) has established a detailed information management strategy to underpin the rapid advance of computer technology within the organisation. A broad base of timely and reliable information is gradually becoming more accessible. It is envisaged that the availability of combined spatial, textual and scientific information will provide a sound basis for decision-making within the Department and the mining industry at large. Although information held by DME will be available at all times (24 hours on-line), its security and confidentiality will be guaranteed. The production of the DME system is aimed at satisfying the corporate objective to facilitate and promote mineral exploration and development. This paper outlines some current developments in the system.

Sophisticated information technology, quality management systems and a commitment to the environment has allowed Solutia’s Soda Springs phosphate mine and elemental phosphorus plant to reduce operating costs, improve product quality and contribute to the sustainable development of Idaho’s industrial minerals. Soda Springs background The Soda Springs phosphate mine and plant is a joint venture between Monsanto and its operating partner, Solutia Inc. The operation is based in southeastern Idaho in the Western Phosphate Field. The plant is located about 275 km (170 miles) northeast of Salt Lake City, UT and about 4 km (2.5 miles) north of the town of Soda Springs.

The most striking innovations on diaphragm-wall construction plant are those associated with continuous real-time trajectory monitoring of the excavating tool (either a grab or a hydro-cutter). The recent equipments are fitted with clinometers and gyrometers to control deflection, rotation or deviation from the vertical, thus allowing to install diaphragm-walls with a verticality accuracy of less than 0.3%. One of the greatest advantages of extensive use of on-board IT systems on the Hydrocutters and hydraulic grab machines is that it aids quality control by automatically producing complete real-time reports of all excavating data (verticality, depth, type of ground, rate of progress, stoppages, etc.). These reports are available to the Engineer, providing the total transparency required for Works Supervision and the Quality Assurance Plan. They also provide the Contractor with input data for databases used for optimising efficiency and progress criteria on future jobs.

Information Technology, IT, is rapidly affecting all aspects of private life and how professional activities are conducted. Probably the most important development is the Internet, which makes it possible to exchange information independently of time and geographic location. While traditional communication is based on limited availability to information, the basis of the new Information Technology age is abundance and unlimited access. IT has evolved into a powerful resource and new applications are being developed and introduced almost daily. IT influences every aspect of our private life as well as our business environment. If properly used, IT can become an important resource for planning and implementing construction projects more efficiently, at lower cost and with higher quality. Interactive Web Platforms are already being used for group collaboration on a global scale. As these can be used without programming knowledge and are user-friendly, Web Platforms make cooperation more efficient and stimulate members to actively participate. Another application of growing interest are Internet Platforms and electronic publishing, which can provide technical and other information in different formats and much cheaper than conventional books or proceedings.

The information age has definitely arrived and in fact has only begun to affect our business processes. Traditionally mining companies have been innovators and leaders with technology, but applying information technology systems to machines directly working on the mining extraction process poses challenges to those introducing the technology. Caterpillar is now presenting machine guidance and information systems for dozers, graders, blast hole drills, shovels, excavators, wheel loaders and trucks. These systems simply increase the flow of real information in real time and deliver it to the end users who can make informed decisions that effect real productivity gains and at the same time eliminate the role of the middle manager who used to monitor and control these activities. Technology also offers cultural changes that appear intangible, but offer significant gains to those that implement technology. Critics state that these intangible benefits are still available to traditional processes, however these intangible elements are never identified nor managed without the introduction of technology enhanced processes. The benefits of these technologies are real and dramatic, existing users offer impressive testimonials, but still the technology can be disproportionate in the time it takes to introduce to an operation. Caterpillar finds that senior to executive management needs to be a part of the technology introduction, to coordinate all departments and set technology strategies.

"The Mining Information Technology User Group considers information to be a strategic enabler to improved business performance in mining. This ad hoc group has been meeting since 2000 to share knowledge and leverage their efforts in effectively using IT in mining. In this paper, core issues to mining IT are reviewed, along with initiatives to engage industry professionals and decision-makers in the potential for improved use of information in their operations. Relevance of IT to Canadian MiningMining operations always drive to improve their performance, and so far they have succeeded by using different technologies. While economies of scale have come in fragmentation and material handling, and energy usage has improved through conservation and design of integrated mineral processing plants, these systems have the net result of tightening operational constraints, through reduced excess capacity. There are higher opportunity costs of lost production when integrated, large-scale systems are operating in a sub-optimal way.The problem is that it is profoundly difficult to run a mine in an optimal way. Optimization requires a defined objective function (e.g., profit), which is hard to pose, let alone solve, because so many inter-related aspects of an operation affect the bottom line. Even for a small, well-defined process state, it is difficult to measure all the pertinent information with sufficient accuracy to ensure that the system is performing well in real time.The art of mining remains making good decisions with uncertainty: in the orebody delineation; in the allocation of resources; in the efficiency of the operation; in the reliability of components and systems; and in responding to the downstream market. As well, individual decision-makers need to know how their decisions affect other processes and systems, so that improvements in one part of an operation do not result in such degraded performance in the rest of the plant that overall profitability goes down."
