"THE mineral industry is constantly undergoing changes and facing challenges, and today we are in the midst of another serious one -namely, manpower requirement at every level in the mines, shops and plants. In the not too distant past we had a situation where labour was plentiful, although the equipment, by present-day standards, was quite inadequate, and that's easily understandable when you look back at the primitive methods by which our Western mines were first developed and operated, and then improved by the inventiveness and ingenuity of man.I'd like to show you a few slides from drawings made by Buck O'-Donnell which illustrate some of yesterday's methods of mining. Some of you probably had first-hand experience with some of these so you know they were tedious, time-consuming and involved a lot of heavy labour.Taking the Anaconda Company operations at Butte as an example, we can see what has happened in just the past ten years. In August of 1956, the Butte mines had 5,516 day's-pay employees and 976 salaried employees, for a total payroll of 6,492. In August of this year, there were 3,645 day's-pay employees and 605 on the salaried roll, for a total of 4,250. The number of contract miners had gone from 1,347 in 1956 to 606 in 1966 and that of other underground miners from 2,893 ten years ago to 1,149 this year. Along with these changes, however, another change of special significance has taken place, and that is in the number of skilled craftsmen, surface engineers and so on required for our operations. In 1966, we had 1,890 of these people, 600 more than in 1956 and nearly three times as many as just twenty years ago."

The nature of industry structure is examined and the structure of the aluminum, copper, lead and zinc industries are described by the use of factor analysis. Capacity is defined and the relationship between industry structure and capacity utilization is examined. It is demonstrated that excess capacity is possible in industries with competitive or monopolistic characteristics, but the effects of the overcapacity are vastly different in the two cases. In a competitive industry, cycles of overcapacity with attendant fluctuating prices are expected. A change in industry structure from monopolistic to competitive characteristics over time causes profits and economic rents to be transferred from the producer to consumers of the mineral.

The Kentucky Commissioner of the Department for Natural Resources, accompanied by a motion for accident prevention from Kentucky’s Explosive Industry and other associated fields, have requested for an Industry Flyrock Prevention Task Force to be formed by an Explosive Industry panel. This task force is led by Dr. Braden Lusk at the University of Kentucky. The mission of this task force is not only to identify the base causes of flyrock incidents based on analyzing historical data from events in the past, but also to track the advancement of flyrock elimination into the future.

The development of technologies to improve mining and mineral processing is an ongoing process. These new technologies are the result of the industry’s drive to lower costs and improve productivity. Many technical conferences allow mining industry professionals to learn about these new technologies and possibly implement them in their own operations. In early November 2005, The 14th symposium on Mine Planning and Equipment Selection (MPES) was held in Banff, Alberta. It was jointly held with the Fifth International Conference on Computer Applications in the Minerals Industries (CAMI).

The former mayor of Los Angeles, CA is a believer in public transportation but thinks neither his city nor the entire country is spending enough on basic infrastructure. In fact, the United States has fallen behind most other developed nations in improving public transportation, the former mayor said. Antonio R. Villaraigosa was the keynote speaker at the North American Tunneling (NAT) conference, held June 22-25 in Los Angeles, CA. The event, held every two years, is sponsored by the Underground Construction Association of SME (UCA). This years? conference attracted 1,091 underground construction professionals from around the world. The accompanying exhibition continues to grow, attracting 142 exhibiting companies occupying 162 booths. As always at NAT, registered attendees received the proceedings volume of the conference, which contains 132 papers. The proceedings volume, including a CD of the papers, is available from SME for $149 member, $139 student member and $189 nonmember. "There is general consensus that as the world continues to change at an ever-increasing pace, companies must continually adapt their operations in order to remain competitive. Those that change fast enough, survive; those that don’t, perish quickly. Today, we hear that it is not worth the time preparing corporate business plans as they are out-of-date before the ink is dry. Within the corporate environment of the 1990s, we must “think” strategically, be a “learning organization”, keep our costs low, focus on our core competencies, stay as flexible as possible and create value. So-called “sustainable competitive advantages” can be obsolete before a patent is issued — if its even worthwhile patenting the advancement. This is industry in the 1990s.Now, while all this radical change has been underway in the global industrial environment, what have Canada’s universities been doing to keep pace with the change affecting one of their major stakeholders? Have they adapted their products and services to suit the new market conditions? Have they built closer links to industry to try to understand how better to serve this important client? Do they welcome industry input as to how to redefine their mission, objectives, strategies or their course contents? Do their students graduate with skills ideally tailored for the global mining industry? In the era of communication, can they write high quality reports in English, never mind speak French or Spanish?In an effort to provide Canada’s engineering faculties with a “blueprint” for the future, the Canadian Academy of Engineering pre-pared a report entitled “Engineering Education in Canadian Universities”, published in August1993, which concluded with the following recommendations:"

MINING is one of the major industries of the Rocky Mountain region and since the United States became involved in the present World War, all mines have been called upon by the Government for the maximum production of the strategic metals necessary. Operating under the most adverse conditions, such as priority requirements, slow delivery of necessary material and equipment, labor shortages, and freezing of all wages, which still permitted some industries to pay higher rates than were allowable in the mines, thereby drawing labor from the mines; and the United States Employment Service continually giving mine labor certificates of availability; these and many other problems made mine operation particularly difficult. Yet, in spite of these obstacles, the mining industry, either through its own resources or through Government subsidies in the form of loans or premium prices for strategic metal, have and still are making an all-out effort to meet Government demands. They, without question, have played a major role in assisting the war effort.

To the social student whose scientific training has convinced him of the truth of the evolutionary law, Natura non facit saltum, it is neither the vast scale of the events; their deeply soul-stirring nature, nor their rapid succession that matters so much, as the discovery of the underlying principle or law in accordance with which the disintegration and reintegration, which are the two aspects of social evolution, or indeed of evolution everywhere, are occurring. He is most deeply concerned in seeking an answer to the question: Have we in the present great and perplexing upheavals in human society, whether regarded in Central Europe, in Russia, in Great Britain, or in America, a really new cause at work, or, have we, though on a very- large scale, merely new manifestations of the working out of an old principle? When we think of the appalling struggle in Europe, into which the world's greatest exemplar of democracy was finally drawn, no one has any hesitation in admitting that the great conflict was fundamentally a life-and-death struggle for self-preservation and self-propagation on the part of autocracy. The variations we meet with in the statement of the cause of the war arise mainly from differing distances of perspective: but in the last analysis all agree that the autocratic system of political government, which found its very soul and center in Prussian despotism, was consciously arrayed in a final "world-power-or-downfall" struggle against a love of freedom which was steadily widening and-deepening throughout the world, and particularly throughout those parts of the world where this love of freedom and justice has found expression in democratic institutions. Accidents that resulted in 16 deaths in three West Virginia coal mines, two in Kentucky and one in Utah have government and industry re-evaluating current safety regulations. Even though U.S. mines continue to improve on their safety records, the deaths reminded the industry and state and federal agencies that mining remains a dangerous business. Even so, data from the U.S. Mine Safety and Health Administration (MSHA) show that new technologies and a highly trained workforce has allowed the nation’s coal mines to increase production while providing safer workplaces. Since 1970, coal production at U.S. mines has increased by about 83 percent. During the same period, fatal injuries have fallen by 92 percent. And more than half of the U.S. coal mines operate each year without a lost-time injury. In 2005, there were 22 deaths in U.S. mines, a record low.

About 1/3 of the world's supply of phosphate rock is produced in a relatively small area of the Florida peninsula east of Tampa. Until this past year, a circle with a radius of about 25 miles and centered on Bartow would encompass the major producing areas. During the past year producing areas have opened in North Florida which promise to vie with the Polk-Hillsborough County area in terms of proven reserves. In addition, new phosphate production is planned for counties to the south and west of the present fields. From the existing production areas, however, more than 19 million long tons of phosphate were mined in 1965. As mining engineers most of you probably are familiar with the methods of mining and beneficiating the pebble phosphate rock. You thus recognize that, although some water quality problems may arise from these processes, there is no potential air pollution problem. To make an economically useful product, however, further processing must take place. It is from this additional processing that potentially damaging materials may be discharged to the atmosphere.

A recent report to President Reagan from the Business-Higher Education Forum, entitled, "America's Competitive Challenge: Need for a National Response," (1) observes that in the recent past, ". . . much of that research, which is necessary for major breakthroughs and sustained productivity improvements, was redirected to short-term objectives ... At the same time, American universities, which conduct more than half of the nation's basic research, have suffered from an accumulated under-investment in facilities and equipment amounting to an estimated $1-4 billion." Also contributing to the decline in America's productivity, the report said, are "...weak technology transfers between government and industry and between universities and industry..." This report as well as other recent reports and articles have, reopened a subject which has long been debated but rarely resolved-- the interaction between the academic community and industry in the sponsorship and conduct of research. The subject is unfortunately, too often treated as a controversial issue involving ethics and the profit motive when, in fact, the two branches of society -- industry and academia -- are necessarily part of the same system. I would like to speak to you today on the subject of university-industry interactions and to some extent discuss the role of government in such interactions. Finally, I will make some remarks as to how this subject applies to the mining industry.

Deformations during heating and cooling of three drifts in granitic rock were influenced by the presence of faults and shear zones. Thermal deformations were significantly larger in sheared and faulted zones than where the rock was jointed. but neither sheared nor faulted. Furthermore. thermal deformations in faulted or sheared rock were not significantly recovered during subsequent cooling thus a permament deformation remained. This inelastic response is in contrast with elastic behavior identified in unfaulted and unsheared rock segments. A companion paper (Butkovich and Patrick, 1986a) indicates that deformations in un- sheared or unfaulted rock were effectively modeled as an elastic response. We conclude that permanent deformations occurred in fractures with crushed minerals and fracture filling or gouge materials. Potential mechanisms for this permanent deformation are asperity re-adjustments during thermal deformations. micro-shearing, asperity crushing and crushing of the secondary fracture filling minerals. Additionally, modulus differences in sheared or faulted rock as compared to more intact rock would result in greater deformations in response to the same thermal loads.

Results of NDA parameter studies are used to illustrate how inertia and lateral spreading loads combine during shaking. The NDA results are used to evaluate equivalent static analysis (ESA) methods. Implications for design practice are discussed.

"Froth flotation has a long history of success for the recovery and concentration of a wide variety of minerals of commercial interest. Both the art and science of flotation have progressed greatly, and as our knowledge has increased so has our ability to improve mineral separations and recoveries.One area of interest in recent years has been the flotation of refractory gold ores to recover the gold-bearing sulfides. In many instances, the use of conventional air flotation to concentrate these values has achieved only limited success. However, as a result of intensive research, Newmont Mining has expanded the boundaries of flotation, and it can now be used to successfully treat many gold-bearing sulfide ores as well as platinum and palladium ores. This has been achieved through the use of the N2TEC technology, which utilizes nitrogen as an inert gas in the flotation process.Laboratory and pilot plant investigations and a commercial plant have proven its worth. Compared to air, the patented N2TEC process has increased the gold recoveries of many ores by 5 to 15 percentage points, and improvements of an even greater magnitude have been observed. This paper describes the process development for the flotation plant now being operated at Newmont’s Lone Tree Mine located in Nevada, as well as development work that was done on ores from their Twin Creeks Mine also located in Nevada."
