Much has been written and many discussions have been held concerning the prevention of accidents in coal mines , and considerable progress has been made in eliminating hazards to the health and safety of underground workmen . Although much progress has been made in the reduction of injury rates in the Pennsylvania anthracite field , the injury rates for the anthracite mines of Pennsylvania are generally higher than the average for coal mines in the United States as a whole , because the mining conditions , including the safety problems , in the Pennsylvania anthracite fields are more complex than in other coal fields of the United States . Several factors contribute to this extremely difficult problem , among which are : Multiple - vein mining , steeply pitching measures , folds or faults , hard smooth floors underneath the veins , and the remining or reclaiming of pillars in severely crushed , broken ground . In the early days of the Pennsylvania anthracite industry , only the more productive veins were mined , and this resulted in bypassing those veins that were relatively thin and those containing considerable proportions of impurities . However , the development of modern coal - preparation equipment , improved marketing conditions , and the adoption of mechanical equipment , such as the various types of conveyors and scraper loaders , have made possible the recovery of the thinner and poorer veins . Furthermore , in the early days , little or no attempt was made to recover the coal pillars , usually owing to the great amount of virgin coal available . Consequently , much of the anthracite produced within the last few years has been recovered by second and third mining and frequently by fourth mining - in areas where operations had been suspended for many years . In such areas , the coal veins and intervening strata are usually crushed as the result of gradual subsidence , which intensifies the hazards incidental to roof control , haulage , ventilation , and mine gases . Moreover , the use of coal - cutting equipment is not practicable in most anthracite mines because of. the inclination of the veins and because , in crushed -ground areas , the faces must be advanced slowly and for short distances at a time to permit the erection of timber sets and the placing of forepoles to support the roof and sides . Thus , the slow process of mining brought about by these conditions has resulted in the production of only 0.424 ton of anthracite for each man- hour worked , as compared with 0.753 ton? for each man - hour worked at other coal mines in the United States . A summary contained in Bulletin 462,8/ a publication of the Federal Bureau of Mines , reveals that the rate of fatal injuries in the Pennsylvania anthracite industry was improved from 13.47 deaths per million tons produced in 1870 to 3.88 deaths per million tons mined in 1942. During the period March 16 , 1942 to January 1 , 1947 , the fatality rate was reduced from 3.88 to 2.87 deaths for each million tons mined . On the million man-hour basis , the rate of fatal injuries was reduced from 1.643 to 1.130 and the nonfatalinjury rate was lowered from 119.01 to 83.12 during the same period . The improvements made in both the fatal- and nonfatal - injury rates have required the cooperation of the workmen , the mining companies , and the State and Federal inspection departments . Many individual mines and companies have achieved commendable safety records which contributed greatly to the over - all average for the industry , particularly during the 1942-47 period . One of the most outstanding of these is the Continental mine of the Continental -Archbald Coal Co. , a member of the Moffat Co. Interests .

Conservation in the utilization of any product is always subject to improvement if the composition and properties of the product are known. Petroleum is no exception, and knowledge of the characteristics of crude oils, even when given on the broad basis of routine type analyses has proved useful to chemists, engineers, and geologists in improving pro- duction and utilization of petroleum. For a quarter of a century the Bureau of Mines has sought to provide such information regarding crude oils and has analyzed many samples of petroleum by its standardized rou- tine method. Most of these analyses have been published, sometimes in special compilations, other times in connection with reports of research on petroleum. This report is a finding index for all analyses published up to January 1, 1948. The routine method used for all these analyses is basically the same as that described by Dean, et al.. Briefly, the procedure consists of testing by standard methods, small samples of a crude oil for gravity, sulfur, color, and viscosity, and of distilling a sample of the crude oil by a standardized procedure and determining certain properties in the sep- arated fractions and residuum. Careful records are made during the proce- dure, and the distillation data obtained are used to calculate the approx- imate amounts of products present in the sample such as percents of gas- oline, kerosine, gas oil, and lubricants. The data obtained are recorded on a standard analytical report form. An analysis of a sample of typical midcontinent crude oil is shown in table 1. Compilation of these analyses, sometimes in tabular form and usually for specific geographic areas, are published from time to time. Analyses are often shown in connection with other studies, such as engineering field reports. This is the second of a series of information circulars dealing with the control of roof and the prevention of accidents from falls of rock and coal . Their purpose is to focus the attention of the coal-mining industry on the most - common source of fatalities and injuries in mining coal and to disseminate information that may be helpful in combating the roof - fall hazard . Inasmuch as approximately 85 percent of roof - fall accidents occur in the face region , the importance of analyzing the accident - producing aspects of methods of roof support at the face or lack of method overemphasized . - - cannot be This circular is not intended to be an exhaustive treatise on methods of roof support in face regions but rather is a description of several methods of support that appear to offer distinct advantages with respect to safety and efficient operation .

A skull breaker has demonstrated its advantages for secondary breaking in a limestone quarry by entirely displacing secondary blasting . It has reduced safety hazards to workmen, increased the number of quarry operating days , and has lowered mining costs by 2.7 cents a ton. It is believed that the application of the skull breaker can be made economically advantageous in the surface mining of other commoditics .

Among the procedures developed by the Germans for providing the tonnage of iron powder needed to make rotating bands for artillery shells is the use of a ceramic tunnel kiln, not only for finishing the reduction of centrifugal powders but also for making so-called "brickyard sponge iron," which, after crushing and grinding, seems to yield a product suitable for powder-metallur- gical purposes. The final report issued jointly by the German Powder-Metallurgical Society (DPG) and the Chemical-Metallurgical Branch of the Research Depart- ment of the Metallgesellschaft, Inc. (ZFC of MG) gives the available details of this procedure, which may be regarded as a further development of the process in commercial use since 1911 at a ceramic plant in Hoeganaes, Sweden. The Bureau of Mines' wartime development of the Hoeganaes process also cul- minated in the adaptation of ceramic tunnel kilns for carrying out the solid- carbon reduction of iron ores, and comparison with the German technique should further advance the art. This information circular is issued as a supplement to Bureau of Mines reports of investigations Nos. 3819,2 3822, 3841,2 and 4271, on brick- yard sponge iron and is based on four German reports entitled "Making Iron. Powder in the Tunnel Kiln," translated from FIAT microfilm reel H-46, frames 9190-9209, 9280-9299, 9339-9357, and 9377-9384 (PB L 70042), which represent the four original research reports, Nos. 2005, 2008, 2010, and 2012, respec- tively, of the Metallgesellschaft, Inc.

This paper summarizes precent knowledge of the ignition qualities of pure hydrocarbons likely to be present in modern Diesel engine fuels, as shown by an extensive search of the technical literature. The report also discusses the possible significance of cetane number and hydrocarbon struc- ture. Cetane or cetene numbers, and other physical properties, are tabu- lated for about 100 hydrocarbons, and a bibliography is appended. In recent years the Diesel engine has enjoyed increasing popularity due to its dependability, inherent characteristics of fuel economy, and the fact that it operates on a fuel that hitherto has been available in comparatively large quantities at a low price. These qualities have en- abled the compression-ignition engine to compete very favorably with other types of prime movers in many fields and have led to predictions of fur- ther rapid expansion in the application of Diesel power. In a survey of the field of all petroleum fuels for combustion engines, Holaday et al (9) have predicted that by 1948 railroads will be using 10 times as much Diesel fuel as was used in 1939 and that over-all consumption will have doubled that of 1939. Other estimates of the yearly demand for Diesel fuels five years hence vary from 2,6 to 5 times the amount used in 1944. Into this picture has come the question of whether the greatly in- creased production to meet this estimated demand is compatible with the maintenance and possible improvement in quality of fuels necessary to satisfy future engines. Unfortunately perhaps for the Diesel engine, factors other than those of simple arithmetical multiplication must be considered. For example, the consumption of oil in central heating plants doubled from 1935 to 1943, and a further increase of 57 percent of the 1943 demand is expected by 1950. Jet propulsion has been developed to the stage where it is entirely practical for military aircraft. Catalytic cracking plants, many of which were constructed to meet the war- time accelerated demand for high-octane gasoline, are taking their place in the refining industry. All these developments, as well as the Diesel engine, require material of approximately the same boiling range. Virgin gas oils make excellent burner fuels, perform most satisfactorily in the gas-turbine units for aircraft according to present information, and are at a premium as catalytic cracking stock.

In anthracite mining , pumping is a problem of major importance , and water must be handled and rehandled in almost every mine whether the mine is in operation or idle . The motor - driven centrifugal pump is the most commonly used type of unit for the large pumping installations, and experience has . proved that fully automatic control has certain advantages over manual control . Some of these advantages are greater safety for maintenance personnel , continuous protection against faulty operation , which could cause damage to the Lumping apparatus , and lower pump -room operating costs .

The diamond-drill method was tried at the site selected for driving a 5- by 6 -foot air shaft at the east end of the Bellefonte mine . This method of sinking consisted , first , of drilling a 5-3/4 -inch-diameter cut hole from the surface , then drilling parallel 1.5 - inch ( EX ) holes around it at appropriate distances for a balanced blasting round . The cut hole was not charged with explosive but served as a relief chamber for the incipient expansion of the ground broken by. blasting the surrounding 1.5 - inch holes . The length of each hole was 236 feet , which was the finished depth of the shaft . The nature of the work in the air shaft was largely experimental , and many difficulties arising from the lack of special equipment and proper technique for precise alinement of the drill holes caused expensive delays before they could be overcome . Drilling the 5-3 /4 - inch hole , which was impeded by frequent core blocks in the core barrel , required 10 shifts . average advance per shift for an EX hole was about 150 feet . The The holes were charged and fired from the surface . The length of the section blasted in one cycle was 10 feet . Blasting progressed from the bottom of the shaft upward . The broken stone dropped into a chute , from which it was drawn into cars on the haulage level . The Bellefonte mine is an underground limestone mine.3/ The primary objective in undertaking the research on shaft sinking by diamond drilling was to perfect a method for driving connections between levels of the mine .

"INTRODUCTION The provision of escapeways from coal mines is a moral and, in most States, a legal obligation of mine owners and operators. The obligation is not always fulfilled because of the hope that no occasion will ever arise requiring the use of such facilities, and, as time passes without the need for using them, a false sense of security is born in the belief that ""it can't happen here.""The disastrous fire in a mine in Ohio on July 5, 1944, again focused attention on the importance of escapeways in averting disasters and made it clear that one or more dependable exits must be provided from a mine and parts thereof where men might be trapped by being cut off from the regular travel route. This matter of always-having available travelable exits has been advocated for many years by the United States Bureau of Mines."

"INTRODUCTION The hazards to be encountered in temporarily or permanently abandoned underground mines, quarries, and open pits are numerous, and hardly a year goes by without several reported cases of fatal or serious injuries occurring to unwary people who enter these old mines. Persons visiting mining areas for the first time, tourists, and young people, especially, proceeding in the spirit of adventure common to youth or to the venturesome have suffered many such accidents during exploration trips. The possibility of salvaging salable or usable equipment prompts men and boys to go into old mines, some through ignorance of the attendant hazards, but some jeopardize their lives hopeful of gain (in some cases pitifully small), thinking the hazards are not dangerous and that they can ""get away with it.""Persons fall into unprotected holes, some seek shelter from storms under high banks, and quarries and open pits are often chosen as places for recreation, picnics, swimming, etc; all such uses of these places are likely to be hazardous and to lead to accidents, frequently fatal.These hazards are known to men in the mining profession, and the danger to the public is realized by most of them. A solution to the problem has been sought at many mining meetings, and it is recognized that complete prevention of entry into old mine workings and surface mining areas is the ideal solution, but this, unfortunately, is not always practical; better education of the public, particularly children, should help to reduce the number of such accidents and will be effective in direct proportion to the extent and vividness of such education."

"INTRODUCTION The Airdox method of breaking coal utilizes compressed air under high pressure and was developed to replace explosives. It is used in Illinois and Indiana mines to a large extent and also has been introduced in mines in a few other States.ACKNOWLEDGMENTThe author gratefully acknowledges the information and photographs furnished by the Cardox Corp.HISTORYIn the early 1920's, with the adoption of mechanical mining in States where on-shift shooting was prohibited, it became desirable to develop some means of breaking coal from the face without the use of explosives. At that time it was thought that a pressure of 20,000 pounds per square inch would be necessary to break the seal. It was impossible to obtain a compressor that would develop this pressure therefore, the 'patentees developed and applied the Cardox method, which utilizes liquid carbon dioxide as the blasting medium."

Several processes for the production of ultra-clean coal for electrode carbon were developed in Germany prior to and during World War II . These processes have been investigated since the end of the war by the British and U. S. Government missions . As the reports of the investigations are not readily available to the public , it is the purpose of this paper to present the information which has been obtained regarding the methods by which ultraclean coal was produced . Almost all the ultra-clean coal was used in the manufacture of electrodes for the production of aluminum and magnesium . Standard raw materials for making these electrodes are pitch coke and petroleum coke , which are nearly ashless . The inclusion of ash in the electrode carbon results in lowered efficiency and impure metal from the reduction process . Petroleum coke and pitch coke were in very short supply in Germany during the war , so that it was necessary to augment the supply with carbon produced from coal . In the emergency , methods were developed to clean coal which had never before been economically feasible . However , a demand for nearly ash-free coal might develop in the United States if a shortage of petroleum coke were to occur at the same time as a strong demand for light metals . Other uses of ultraclean coal are in direct hydrogenation of coal , in production of activated carbon, and for special fuels . Specifications for electrode carbon are rather severe owing to the necessity for producing pure metal . Maximum amounts of impurities allowable in American practice are as follows : Total ash , 1.0 percent ( in finished coke , 0.7 percent ) Silica , 0.08 percent Ca or Na, or their sum , 0.12 percent Sulfur , 2.0 percent Ba , Ni , Cr , Mn , Co , and V are objectionable in very small amounts . The most important process for ultra cleaning of coal in Germany was froth flotation . Froth flotation had been used widely there to process washery -water sludges and to recover coking coal from high - ash fines . Its use was indicated , therefore , when the demand for ultra low-ash coal arose . In two plants the coal cleaned by froth flotation was treated with acid or caustic to lower further the ash content . Another process used on an industrial scale was that of dissolving the coal substance in the middle oil from direct hydrogenation of coal under controlled pressure and temperature . The resulting paste was heated, filtered , and the oil distilled off . The residue was a low-ash organic material that could be carbonized for electrode carbon or could be hydrogenated directly . Several other processes had been developed to the laboratory or pilot - plant stage but had never been used on a commercial scale . These processes included cleaning by centrifugal action , cleaning by electrostatic action , and cleaning by forming a paste with oil in water . The coal-preparation plants at the Carl Alexander mine , Augusta Viktoria mine , and Kőenigin Elisabeth mine are described in Bureau of Mines Information Circular 7389 : " Coal Preparation Practice in Western Germany" , by Thomas . Fraser and M. G. Driessen . Most of the special equipment used at these plants is described in the above publication .

The United States Bureau of Mines was created by an act of Congress in 1910 as a governmental agency to work , on a national scale , toward reducing the huge annual loss of life in the production and processing of the Nation's minerals . From 1906 to 1910 , inclusive , nearly 2,500 miners lost their lives in 84 major explosion disasters , and more than 13,000 suffered fatal injuries from all causes in the coal mines of the United States . Also , conditions in the metal and nonmetal mines were proportionately hazardous during this period , and the total loss of life in all mines and quarries exceeded 3,000 annually and approximately 250,000 workers suffered serious injuries . Under these conditions it is readily understandable why Congress took notice of this " high cost of mining" , and from the investigations and hearings of the day emerged the Bureau of Mines charged with the prevention of accidents and the preservation of the health of all those engaged in the mineral industry; this has continued to be a most important part of the work of the Bureau . Throughout its existence the Bureau of Mines has had no legal authority of enforcement , except during war years , when enforcement necessary to the national security was given to it . The Bureau believes that persuasion , with factual evidence , is the proper and best way to obtain compliance with the safety suggestions made by its engineers and scientists . There is no panacea for accidents , nor will any single " approach " , instill safety consciousness in all workers , and without it accidents will occur --and occur again . To persuade men to work safely, numerous forms of appeal are required to reach the various temperaments of workers in many types of mines operating under diverse conditions .

The number of petroleum refineries in the United States decreased from 399 on January 1, 1947, to 390 on January 1, 1948. On the latter date two additional refineries were under construction , a large one in New Jersey and a small one in Texas . This Crude oil charging capacity, based on complete facilities only , increased in 1947 from 5,569,482 barrels to 6,034,252 barrels per day , owing to material gains reported in all of the larger refining districts . great increase in effective capacity is only in part the result of the completion of major new units for crude-oil processing . Much of it is due to rearrangement and minor additions to existing facilities to permit more efficient and complete utilization . Recent experience has apparently demonstrated that many processing units are capable , with greater emphasis upon maintenance and precise controls , of sustained operations at higher volumes than were indicated in their old rated capacities . This situation doubtless has caused some upward revision in capacity data .

Since the return of the Petroleum and Natural Gas Division of the Bureau of Mines to normal peacetime functions following World War II, a coordinated program of oil and gas development and production research has been in prog- ress, and the importance of the problems has been evaluated so that the Bureau can render greater service to the oil and gas industry. Among the problems associated with development and production research, those concerned with efficient utilization of the Nation's reserves of hydro- carbons contained in gas-condensate type reservoirs continue to receive major emphasis. For a number of years an important part of the Bureau's work has been the study of two pressing problems associated with production from such reservoirs; first; an investigation of fluid properties, and the second, finding a means of controlling corrosion. Studies of the characteristics of gas-condensate fluids have resulted in the publication of a number of reports, which cover a broad field. In general they deal with subjects such as the properties of a fluid from a well; development of research equipment, means of combatting corrosion, and the many aspects of gas-condensate engineering. To provide experimental data on relative liquid and gas volumes and critical pressures and temperatures, a windowed cell was constructed that permits ob- servation of the fluid phase while making the tests. Experimentation in the field on the use of inhibitors to control corro- sion of equipment in gas-condensate wells has disclosed that solutions of chromate are effective retardants of corrosion. Engineering field studies of the Carthage and New Hope gas-condensate fields are in progress, and reports on the Sheridan and Lake Creek fields have been completed. The mining industry of the United States has long been severely criti- cized because of its high rate of accident occurrence, not only as compared with other industries of the United States but also with the mining industries of other countries, particularly Europe. Statistics, often not strictly com- parable, indicate that the accident-frequency rate in all mining is currently about three times and the accident-severity rate is about seven times as great as the average for general industrial work in the United States. These fig- ures are by no means comforting to humanitarian mining men, irrespective of their status in the industry, and they constitute a challenge that certainly cannot continue to be ignored much longer. The picture becomes much darker when the above statistics are augmented with data indicating that on an exposure basis our mines (more particularly our coal mines) have accident rates two, three, or even more times as great as more or less similar mines in Europe, particularly England, Wales, Belgium, France, and Germany. The sting is alleviated to some extent by the knowledge that our coal mines produce about 4 to 5 times as much coal per man day as is produced in at least some European mines. However, all of these foreign acci- dent statistics should be analyzed carefully before we become very much con- cerned about them, because they are not strictly comparable, for several reasons, not the least of which is the fact that foreign methods of compiling or recording accident statistics often differ materially from ours. Moreover, foreign mining and other conditions are definitely dissimilar to ours in many phases, and numerous other factors affect the comparability of foreign mine- accident statistics with those of the United States. Unquestionably, it should also be taken into consideration that the accident rate of the 140,000,000 or more constituting the populace of the United States as a whole is much higher than that of any other major country in the world and is two, three, or more times the rate of the European countries that have more favor- able mine-accident rates than those of the United States (table 1). Moreover, it is significant that the mine-accident-severity rate of British mines is about six times the average accident-severity rate of the major industries of the British Isles, or but little more favorable than the comparable figures in the United States; namely, that mining has an accident severity rate about seven times the average of about 30 of the major industries of this country.

Two processes are available for the production of synthetic fuels from coal high-pressure hydrogenation and the carbon monoxide-hydrogen synthe- sis. This paper presents some ideas and new developments in coal hydrogen- ation that have been incorporated in an estimate for the production of 30,000 barrels per day of liquid fuels, mainly gasoline. A few comparisons of the processes will be helpful before discussion of the details of pro- posed improvements in the hydrogenation process. The principle of the high-pressure hydrogenation process ie the addi- tion of hydrogen at pressurea in the range of 3,000 to 10,000 p.s.i. to coal at elevated temperature and with the help of catalysts. On the other hand, the principle in the Fischer-Tropsch synthesis is the complete break-down of coal into a mixture of carbon monoxide and hydrogen, followed by the catalytic combination of these two gasse into hydrocarbons or suitable catalysts. For the synthesis, moderately elevated pressures of about 350 p.8.1. will bo used in the immediate future, although it can be carried on at atmosphoric pressure with certain catalysts. The products of these two processes using coal as raw material are almost as differont as hydrocarbons can be. The products of the high-pres- sure hydrogenation of coal reflect the original constitution of the coal. They are, therefore, rich in ring compounds, both aromatic and naphthenic, but, due to the action of highly comprcesed hydrogen and catalyst, are satu- rated and very stable. These constituents give the gasoline a high octane number and excellent rich-mixture performance, combined with good gum and storage stability. Therefore, this gasoline is suitable for aviation gaso- line or base stock. The Diesel fuel can be hydrogenated to a centane number of 45 or higher, which is entirely satisfactory for operating normal Diesel

"FOREWORDVirtually all government agencies undertook many additional responsibilities during the period immediately preceding World War II; these responsibilities increased vastly in importance and scope after the actual declaration of war following the attack on Pearl Harbor. The Bureau of Mines was one of the agencies thus affected, and it was called upon to perform many duties foreign to its normal peacetime activities.The Health and Safety Division of the Bureau of Mines, at that time designated the Health and Safety Branch, was given several important and difficult duties and responsibilities of an unusual nature because of the war while of necessity-continuing its normal functions of assisting the mineral industries in the preservation of life and health and the protection of property, this being of especial importance in wartime because of the pre-eminent importance of having maximum output of essentially all types of mineral products. Some of these additional functions were given to the Health and Safety Division because the organization of the Division, with its field set-up dividing the Nation into districts with competent, experienced personnel in charge of its work, provided the nucleus of personnel and procedure through which rapid and smooth expanded functioning was feasible.In addition to the responsibilities directly attributable to definite war activities, such as the administration of the wartime Federal. Explosives Act and the Mineral Production Security Branch a new branch (then designated division) was formed to investigate coal-mine health and safety problems after the enactment of the Federal Coal-Mine Inspections and Investigations Act, which became a law on May 7, 1941, but which actually began to function actively after the declaration of war in December 1941.The purpose of this publication is to provide a brief historical record of the activities of the Health and Safety Division as a whole and of its individual branches during the war. The total capacity of the natural-gasoline industry to produce light hydrocarbon products increased to 21,322,000 gallons ( 507,670 barrels ) daily on January 1 , 1948 , from 17,928,000 gallons ( 426,860 barrels ) daily on January 1 , 1946. Expansion of the industry in the first two post -war years , 1946 end 1947 , thus averaged 9 percent annually , compared with 6 percent annually in the last two war years , 1944 and 1945 . The number of cycle plants increased only from 37 to 39 in the years 1946 and 1947 , and total capacity of these plants gained 21 percent to 5,857,000 gallons de ily on January 1 , 1948 , represent ing 27.5 percent of the total capacity of the industry , compared with 27.0 percent on January 1 , 1946. All other plants decreased in number in the two-year period from 589 to 510 on January 1 , 1948 , but their total daily capacity increased 18 percent to 15,465,000 gallons . The daily capacity of the average plant in the industry was enlarged from 28,600 gallons on January 1 , 1946 , to 38,800 gallons on January 1 , 1948 , continuing the long -established trend to producing units of greater size and efficiency . The average cycle plant capacity increased from 131,000 gallons daily to 150,200 gallons daily on the same dates as the average capacity of all other natural -gasoline plants increased from 22,200 gallons to 30,300 gallons . Owing to the elimination of small , obsolescent plants in Illinois , Oklahoma , and Pennsylvania , these States experienced the greatest reductions in numbers of plants in 1946 and 1947. In Oklahoma and Texas , several consolidations of two or more plants into a single operating unit were reported . Louisiana and Mississippi were the only States in which the number of plants increased , but daily capacity to produce light products was larger in eleven States on January 1 , 1948, than two years earlier . Added facilities in California and Texas accounted for 41 and 36 percent , respectively, of the national gain in capacity .
