"The transportation of explosives, and especially their distribution from the supply magazines of the manufacturers or dealers to the mines, quarries, or other points where they are to be used, by means of horse-drawn vehicles is an old-time practice, and the records of accidents of the past show this to have been a hazardous undertaking requiring for safety the taking of many precautions not required in the transportation of other merchandise.Displacement of the horse-drawn vehicle by the motor vehicle for the transportation of explosives is increasing rapidly. A consideration of the facts that the vehicle is operated by an explosion engine, using easily vaporized liquid fuel; that the charges in the engine are fired and the vehicle lighted by electricity; and that the vehicle, being operated insulated from the ground, may accumulate static charges led to the conclusion that new hazards are being introduced into the transportation of explosives through the use of motor-operate& vehicles, and that therefore additional special precautions must be taken against these additional hazards.That accidents have already occurred in this use of motor-vehicle transportation is evidenced from the following examples:Recently in California a driver loaded a box of granular powder in the rear of an automobile truck and a box of electric detonators in the front. Suddenly, while traveling along a highway, the explosives detonated, demolished the truck, and blew the body of the driver into small pieces. No evidence was left to show the cause of the explosion, but it is assumed that a jar or other means caused the detonators to fire, and that they in turn detonated the explosive. It should be recognized that it is unsafe to transport detonators and explosives in the same compartment, and this rule should be strictly enforced. At present this rule appears to be either unknown or, at least, frequently ignored.There are usually so many possible causes of ignition or detonation of a truck load of explosives that it is often impossible to state definitely the exact cause in a given case. This is well illustrated in the following account of an accident: A trucking company was hired to haul a truck load of explosives about 200 miles. The driver had had experience in driving trucks of explosives, and it was stated that he inspected the truck carefully before leaving the garage. Eighty 50-pound boxes of explosive were placed in tiers on each side of the truck and 265 25-pound kegs of black blasting powder were placed in the center of the truck. The boxes were placed flat and the kegs were placed on end, arranged in tiers. While the truck was being driven along the highway there was a muffled explosion. When some men, who were about a quarter of a mile away, arrived at the scene the truck was in flames and they could get no nearer than 100 feet. The driver was sitting in his seat and had apparently been killed instantly either by shock or fumes. When the flames were finally quenched, the driver's body was recovered, badly charred. It was, found that several boxes of explosives had been thrown about 40 feet by the initial explosion but were uninjured. A total of half a ton of dynamite was recovered. The cover to the gasoline tank could not be found."

One by one new metals come to share the burden of modern industry. Long before the Christian era potters and glass workers employed fine and costly blue pigments that contained cobalt. Cobalt blue class has been found in the tombs of the Egyptians and in the ruins of Troy, and many of the colors used by the ancient Greeks and Romans contained cobalt. The ancients, however, were apparently unaware that the colors they used were caused by cobalt, and it was not until late in the 17th century that the existence of the element was recognized, Writers in the Middle Ages referred to "cobalos" as an evil spirit that haunted mines and caused trouble to the miners. Subsequently the German worms "Kobold," meaning goblin, came to be applied to any baffling mineral and particularly to minerals that resembled ores but failed to yield metal when smelted. Even to-day there is something of an air of mystery about cobalt, and a medieval cloak of secrecy still surrounds many of the metallurgical processes employed in its production. "Zaffre" was mentioned about the middle of the sixteenth century by Biringuccio, and in 1735 the metal war, first prepared by G. Brandt. To preparation of cobalt compounds, however, must have been carried on in at least a small way ever since the opening of the silver-cobalt deposits of Schneeberg in 1470. By 1790 there were 25 works engaged in the industry, rust of them located in Saxony, but the total output of these works probably did not exceed 300 tone of cobalt annually, mostly in the fore of smalt. The smalt which contained approximately 6 per cent cobalt was sold in Venice in 1520 at about 16 cents a pound. A few refineries in Holland supplied the Irish linen trade, contributed a farce amount to the Dutch linen industries, and alto provided smaller quantities for the manufactuer of litmus in Holland. A large number of operators of various industries in the United States do not appear to realize the great returns in dollars and cents which result from intelligently directed safety work . Managers of co 1 mines , metal mines , open-pit mines , quarries , steel mills , cement mills , oil rei meries , iron works , or other industrial operations , should by all means realize the great waste resulting from accidents , in order to appreciate the necessity for a continuous accident -prevention policy . While the prevention of accidents is worth while from the humanitarian standpoint alone , it has an equally important economic side , and before our mining industrial operations will be made as safe as they should be , it is apparent that this dollars and cents viewpoint must be given full recognition in order to bring before many of the men who run the industries the great importance of this phase of industrial management . : There is a tendency upon the part of the opera or who has not given thought to the cost of accidents ( and there are many mining operators of this type) to insure his company against compensation losses and against catastrophes for which he can secure insurance , and think he has done his duty ar an executive . Even though industrial operations were not compelled to pay compensation , and even if the management were not moved by humanitarian motives to try to stop accidents , it would pay many times over to carry on accident prevention work vigorously and continuously. : In some parts of the United States , the state compensation and insurance requirements are such that the operator does not receive a reduction in his insurance rate per men employed upon having made safety installations or upon having achieved a reduction of accidents in his plant . Under such conditions the management frequently does not feel encouraged to emert much effort in bettering the accident rate . However , when the responsible officials of a company realize the much greater harm to an operation which results from doing no accident - prevention work , and the great benefit in reduced costs which usually follows effective safety work , they should be inclined to do almost everything possible to reduce accidents , regardless of considerations as to accident compensations . There are enough indirect costs resulting from accidents to wreck many types of business ; excessive accidents result in disorganization and failure , while immunity from accidents usually means a smoothly running efficient organization .

Robinson , American consul in charge , it was submitted for criticism to the mining authorities in the various States of Australia , whose suggestions have been incorporated in this digest .

The Rare and Precious Metals Station of the U. S. Bureau of Mines has investigated several cases in which widely divergent amounts of molybdenum were reported by a number of custom laboratories to which quartered portions of the same sample had been sent for analysis . On an oxidized lead ore containing considerable vanadium and a little molybdenum , the amount of the latter reported ranged from 3.14 to 0.24 per cent M003 . The high results were due to the fact that vanadium was estimated with , and reported as , molybdenum . When analyzed by the method described in this paper , 0.15 per cent Moog was found, which is a fair agreement with the lowest figure previously reported . In another and more unusual example , a fine- grained rock containing considerable graphite was submitted for analysis . As a white residue could not be obtained by treating this material with acid , several chemists decomposed the ore by a prolonged fusion with soda ash and nitre and leached the melt with hot water in crder to insure the dissolution of any and all the molybdenum present . After precipitating and filtering the silica from the solution , acetic acid , ammonium acetate , and lead acetate were added to precipitate lead molybdate . The solution contained phosphorous derived from the ore , which precipitated as lead phosphate . The latter was mistaken for , and reported as , molybdenum. As two different chemists used essentially the same procedure , their results , although incorrect , checked . Other chemists using different methods found no molybdenum . From these and other instances it is evident that reputable and conscientious assayers may make serious errors in determining molybdenum, and even duplication of results by different chemists does not necessarily insure against error . The elements most likely to cause trouble are vanadium, tungsten, uranium , arsenic , antimony , titanium, tin , phosphorous , and chromium . The precautions necessary to eliminate these and other impurities vary with the type of ore and the method of analysis . Most texts present methods of limited application and omit or fail to emphasize adequately such precautions . No one method can be given that will best fit every case , but the following procedure has been selected as being the simplest reliable method for such occasional determinations of molybdenum in an ore as are encountered in customs work.

Under the terms of the Code of Commerce ( arts . 12ff . ) , foreigners living in El Salvador can engage in business on the same terms as nationals . This involves ( = $434.00 ) - except for those with a working capital , of less than a thousand pesos inscription in the merchants ' register , which can be refused only in case of manifest disability of a permanent nature .

There are three researches upon the specific heat of water vapor by the method of explosion that are sufficiently advanced in technique and suitable in plan to justify careful study of their results , with the double purpose of fixing the best available experimental values and indicating the attainable accuracy of the method. These three researches comprise the work of Pier , Bjerrum , and Siegel.5 The work of earlier date than Pier's suffers from obvious inaccuracy of measurement , while the experiments more recent than Siegel's , such as those of Womersley6 , of Bone and his collaborators , and of Maxwell and Wheeler , 8 are for the most part not well designed for the accurate determination of the heat capacities in question . Some of the errors to which they are especially subject have been discussed by David and by David and Thorp.

At its annual meeting on March 5, 1928, in Washington, D. C., the Joseph A. Holmes Safety Association gave to the Ford Collieries Co., Curtisville, Pa., a certificate of honor for "having worked 922,628 underground man-shifts from August 14, 1920, to December 31, 1926, producing 5,755,669 short tons of coal without a fatality." This remarkable record certainly deserved recognition. It developed that this company's freedom from fatalities continued until October 2, 1929, hence the full period during which no underground fatalities occurred was from August 14, 1920, to October 2, 1929, or 9 years, 1 month, and 18 days, the total tonnage being over 7,700,000. Table 1, shows the complete safety record of the Ford Collieries Co. since 1920 as given by the officials of the company. The first item in Table 1 shows a remarkable performance. This company since 1920 has mined 15 times more coal per fatal accident than the average pro- duction per fatal accident for the State of Pennsylvania in 1928 (255,257 tons). Excluding the two fatalities (one in 1922 and one in 1929) the severity rate for the same period has been 1.259 per thousand hours worked, a record of which the company may justly be proud. However, including the fatal accidents the rate is 2.407. This compares favorably with an average of 12.4 in 1928 for 66 mines in the National Safety Competition. The Ford Collieries Co. operates three mines located in the vicinity of Curtisville, Allegheny County, Pa. One of these mines, Benjamin No. 1, is idle at the present time. The officials are: A. R. Pollock, general manager, Curtisville, Pa., and C. W. Pollock, assistant general manager in charge of safety and operation.

This paper is one of a series of articles dealing with milling methods and costs at metal mines in the United States, written in accordance with an outline prepared by engineers of the United States Bureau of Mines and published by the bureau. The Netta mine and concentrator is the largest of the plants of the Eagle-Picher Lead Co, It is located in Ottawa County, in the extreme northeast corner of Oklahoma, and in what is known as the Tri-State zinc and lead mining district, embracing the northeast corner of Oklahoma, the southwest corner of Missouri, and the southeast corner of Kansas. A majority of the production comes from the Oklahoma section, with Kansas second, and Missouri third.

This paper, describing the concentrator practice of the United Verde Copper Co., is one of a series being prepared by the Bureau of HISTORY The United Verde concentrator was constructed in accordance with recommendations based on certain novel reasons which were quite different from those usually justifying the expenditure of such an amount. Concentrator operations started in March, 1927, although the metallurgical staff had considered for several years the eventual addition of a concentrator department.

Mine foremen are employed in coal mines for two reasons: First, so that the underground work. may proceed in an orderly manner and that each employee gives attention to his duties; and second, by reason of the State law which re- quires the employment of such officials to see that the laws relating to safety are carried out. It may be seen that, with these two duties, the foreman has wide scope of authority and much responsibility. As foreman of operations he has to meet certain economic questions that contribute to the cost of producing the coal, and as the agent of the State he must also supervise and coordinate the work in such manner as to insure that the employees work under safe conditions. As the roof of coal mines is the source of the greatest hazard naturally the care of the roof must take much thought and planning on the part of the fore- man; and this circular is therefore presented to call attention to some things he may do to prevent injury to the workmen by falls of the roof material or coal. Mine foremen, in the principal coal-producing States, are certified by a State board which prescribes certain qualifications, experience, and character, attested by examination and personal endorsement. Certified foremen, therefore, are men who have had experience underground and know roof conditions and timber- ing methods. The suggestions herein are based upon observations made at many mines and collectively embrace practices that have been found to be in effect and pro- moted by experienced mine foremen:

A superintendent is one who has the oversight and charge of some organiza- tion or enterprise, with porer of direction. The superintendent of a coal mine is the official who is in general charge of conducting the operation of the nine for the purpose of producing coal; he is accountable to his superiors for all matters that relate to the cost of production and safety in operation, ed under him are all the underground officials and other personnel making up the mine organization. The responsibility of the superintendent covers all the principal phases of mining, purchases of materials, issuance of supplies, accounting, and upkeep of the property and equipriont. In a broad sense, the superintendent must view his job as embraced under four gneral heads: (1) Construction, (2) instruction, (3) supervision; and (4) discipline. The degree of efficiency with which each of these phases of his work is conducted is a measure of the safety factor which the superintendent injects into his job. Injury to workmen and damage to property may be due to neglect of one of these general headings; as for example in the collapse of a scaffold there has been faulty construction which may be found upon investigation to have been the result of faulty instruction or lack of instruction. It may be that the condition of the scaffold was not ascertained in advance of its collapse through faulty supervision, or the discipline of the workmen had been neglected.

Although there are certain general uniform provisions in the laws ... of the several Provinces of Canada the differences are so great that it is considered advisable to present digests of separate mining laws rather than a digest of Canadian mining law as an entity . This analysis , accordingly , has been divided as follows : Nova Scotia , New Brunswick , Quebec , Ontario , British Columbia , and a group of Provinces under Dominion Law .

The following is a description of the methods employed at the Eureka-Asteroid mine, which is situated on the Gogebic range, at Ramsey, Mich. The mime is operated by the Castile Mining Co. under the direction of Oglebay Norton & Co. This paper has been prepared in accordance with an outline furbished by the United States Bureau of Mines, and in one of a series, on mining methods and costs covering the principal minim operations throughout the United States. Although some engineering colleges recognize the importance of instructing young engineers in industrial safety , the different institutions handle this instruction in various ways . It is believed that a recent industrial safety course , conducted at the Colorado School of Mines through the cooperation of this school and the Bureau of Mines , U. S. Department of Commerce , presents some unusual features that are of interest to other schools and to the mining public .

This paper is a progress report on the study of mining methods and costs in the western United States and summarizes that part of the work pertaining to the undercut block-caving method of mining. Ore is mined on a large scale exclusively by the undercut block-caving method at the following six mines in the western United States: The Morenci branch of the Phelps Dodge Corporation, Morenci, Ariz.; the Ray mines of the Nevada Consolidated Copper Co. at Ray, Ariz.; the Inspiration Consolidated Copper Co. at Inspiration, Ariz.; the Miamo Copper Co. at Miami, Ariz.; the Ruth mine of the Nevada Consolidated Copper Co. at Ruth, Nev.; and the Consolidated Coppermines Corporation at Kimberly, Nev. The undercut block-caving method is also used at the mine of the Andes Copper Mining Co. at Potrerillos, Chile.

The Phelps Dodge Corporation considers safety a major operating problem , both from the humanitarian standpoint , for this company has a real interest in the welfare of its employees , and from the economic standpoint , for it has found the safe way to be the most economical . In turn , a feeling among employees that the company really has their interests at heart has a wonderful psychological effect . It is bound to bring forth more and better work and to attract and keep workmen of the better class . There is keen competition between the various branches of this corporation for a trophy that is awarded each year to the one having the best accident record . This trophy was won by the Nacożari branch of the Moctezuma Copper Co. in Mexico in 1926 and 1927 , and the Morenci branch won the trophy in 1928 and 1929 .
