According to reports received by the Bureau of Mines, Department of Commerce, as of Jamary 1, 1930, there were 1,035 natural-gasoline plants in the United States, with a total daily capacity of 10,516,000 gallons. (These data do not include one small plant in Alaska.) The last similar survey, that of Jamary 1, 1928, showed a total of 1,155 plants of 8,048,000 gallons daily capa- city. This in two years time the number of plants has decreased by 120, but the total capacity has increased 2,468,000 gallons or 31 per cent. This is roughly equivalent to the gain in production over the same periodi Over half of the increase in total capacity was registered in California, where the development of flush oil production having a comparatively high gas-oil ratio in such fields as Santa Fe Springs led to construction of some new plants and material enlargement of others. Of the total plants, 999 were operating on Jamary 1, 1930, and 36 were shut down. This compares with 1,060 operating and 95 shut down two years ago, which indicates a tendency to dismantle plants as soon as they become obsolete or umrofitable. The total daily capacity of the plants operating on Jamiary 1, 1930, amounted to 10,278,000 gallons, or 98 per cent of the total, leaving only 238,000 gallons, or 2 per cent, for the shut-down plants. This contrasts with the refining industry, which usually has 5 per cent of its total capacity idle; the difference is due to the relative ease with which a refiner can secure a crude supply as against the difficulty the natural gasoline manufacturer has in reestablishing his gas connections. During 1929 the average total daily capacity of the operating plants was 9,899,000 gallons, while the average daily production amounted to 6,015,000 gallons. This indicates that the plants operated during 1929 at 61 per cent of their capacity. Although over 60 plants were dismantled in Oklahoma during 1929 the State continued to rank first in total mumber. California was second in mumber of plants with 165, and was one of the few States that showed a gain since the

This paper describing the practice at the tungsten concentrator of the Nevada-Massachusetts Co., Inc., at Mill City, Nev., is one of a series being prepared by the Bureau of Mines on milling practices, methods, and costs in the United States. The ore, which contains about 1.10 per cent of scheelite (CaW04), is concentrated on tables and by means of a magnetic separator and roasters. A product containing 70.43 tungsten trioxide is shipped. The plant was designed for a capacity of 100 tons per 24 hours, but at present 142 tons of ore are milled per day. The author acknowledges the assistance of William O. Vanderburg, associate mining engineer, U. S. Bureau of Mines, in preparing this paper.

Many coal companies have a system for checking men into and out of the mine , and generally such systems appear to be perfectly sound and adequate . However , when the real test comes at the time of a mine disaster , too often the system is found to have failed , and hours and sometimes days pass before it is known how many men are in the mine and who they are . Most of the systems in use , when properly maintained , are adequate for the routine work of the mine , and some of them may prove adequate at the time of a mine disaster . All systems , however , depend upon proper supervision and strict adherence to the system .

Industry must be made to realize that "Safety First" means just that - safety first. The miner must realize that safety first takes precedence over earnings. The employer must realize that safety is the first consideration, and is not to be subordinated to profit-making. Neither employee nor employer is justified in adopting the principle of safety first with reservations; that is they will practice safety first only so long as they think that it does not interfere with earnings or profits. This paper proposes to demonstrate that suberdinating safety to possible profit is short-sighted and that over an ex- tended period of time it dres not result in increased profits or earnings. An employee through disregard of safe practice may receive an injury that will cause him a loss of earnings if, indeed, he is net killed or permanently in- capacitated. If permanently incapacitated any compensation he may receive is very likely to be wholly inadequate as compared with probable earnings if the accident had not cccurred. The employer, upon his part, will find that the burden of compensating his injured employse will far exceed the outlay of money necessary to maintain a reasonable program of safety in his mine or plant. The mine foreman is one of the most important factors in the matter of mine safety. A vigilant and competent mine foreman, once he has established the confidence of the employees in his ability as a foreman, can be of invalu- able assistance in promoting mine safety, for through him and his assistants the employees may be made to cooperate. Every employer should remember, then, that the soluction of the foremen and their assistants is one of the most important matters connected with the work of establishing the maximum amount of safety in his mine. Everyone connected with the mining industry must be made to realize that there is to be no back-sliding and no let-up in safety work; that no matter how dry and tedious the routine may seem it is absolutely essential and justi- fied for both humanitarian and economical reasons. Efficient safety effort pays dividends in actual cash to both employer and employee. About 50 per cent of underground accidents in coal mines take place at the working face where the miners dig and load the coal. Approximately 17 per cent of coal-mine fatal accidents are the result of underground haulage. Unusual mining conditions prevail in the State of Washington because the majority of the coal seams lie on extra steep dips, and the roof and floor of the seams are of such a character as to require an excessive amount of timber- ing. The seams as a rule give off a considerable amount of methane, which makes good ventilation imperative. Due to physical conditions, supervision is costly and travel about the workings is difficult. Because of the facts stated, the accident rate has been above the average, and for some time considerable thought has been given the idea of making promotion of safety in and about the mines a responsibility to be shared equally by the employees and the management. With this idea in mind the legislature of the State of Washington, turing March, 1927, passed laws providing that safety committees be selected to function at the coal mines of the State and at the same time recognizing the fact that first-aid education is an integral part of any safety movement; legislation was passed making it mandatory to have all persons in and about the ines trained in first-aid administration. The provisions of the State mining law3 are as follows: "In every mine a general safety committee shall be selected, composed of the mine superintendent or manager of mines, one man selected by the employees or any association of employees in or around said mine, and a third member selected by these two. "The general safety committee shall elect one of the members to act as chairman and one to act as secretary. The duties of the chairman shall be to preside at all meetings of the general safety committee, enforce its rules and regulations and see that its business is conducted in a prompt and business-like manner. The secretary shall keep an accurate written record of the proceedings of all meetings, conduct its correspondence and post notices of regular and special meetings and other matters pertaining to safety. The duties of the general safety committee shall be to investigate all serious and fatal accidents; make bi-monthly.

This paper describing the milling practice at the concentrator of the Harmony Mines Co. is one of a series being; prepared by the Bureau of Mines on milling methods and costs in the United States. For the period February 15, 1929, to June 1, 1929, the concentrator treated 200 tons of copper ore per day containing 3.84 per cent copper and recovered 99.2 per cent of the total copper in concentrates averaging 26.61 per cent copper. Milling practice at the Harmony Mines is in most respects similar to the usual practice at the average flotation concentrator producing bulk flotation concentrates. The exceptionally high recovery is due to a number of minor conditions. These minor details will be stressed throughout this paper.

This paper describing the inclined cut-and-fill, and the semishrinkage methods of mining at the Campbell mine of the Calumet and Arizona Mining Co. at Warren, Ariz., is one of a series being prepared by the United States Bureau of fines on mining methods, practices and costs in the various mining districts in the United States. The major portion of the production from the Bisbee mines of the company is mined by these methods. The total average yearly production for the last two years has been 493,612 tons of 5 per cent copper ore. The average employment in the mining department eras 940 men. With the exception of a small tonnage mined for the high iron and sulphur content, the ore is direct-smelting and is mined for its copper con¬tent and associated gold and silver values.

This paper describing the mining practices at the Park Utah mine in the Park City district is one of a series being prepared by the United States Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The Park Utah mine is situated at Keetly, Utah, about 5 miles east of Park City. The Park City district lies on the eastern slope of the Wasatch Mountains, 25 miles southeast of Salt Lake City. The district embraces a tract located between the crest of the main range on the west and the mountain meadows along the eastern foothills. The elevation of the Union Pacific Railroad station at Park City is 7,000 feet above sea level. The town and mines are served by two railroads; one 28 miles long is a branch of the Union Pacific Railroad and connects with the main line at Echo Junction, east of Ogden; the other is 35 miles long and joins the Denver & Rio Grande Western Railroad at Salt Lake City. The district and mines are also accessible by excellent automobile roads from Salt Lake City and surrounding points (fig. 1).

During 1928 questionnaires covering the calendar year 1927 were sent to over 1700 quarries: producing stone for purposes other thaw cutting to dimension. These inclined producers of stone for limn burning; cement manufacture, rip rag, and crushed stone. The various rinds of stone represented were limestone, trap rock, sandstone, granite, and marble. Replies received from limestone producers prior to November, 1928, were compiled into tables and published in February, 1925, as a preliminary report (Bureau of Mines Report of Investigation 2911).

According to reports received by the United States Bureau of Mines , Department of Commerce , as of January 1 , 1930 , there were 412 completed refineries in the United States with a daily crude oil capacity of 3,755,585 barrels . This compares with 413 refineries of 3,509,540 barrels capacity on January 1 , 1929 , which indicates that whereas the number of refineries was practically unchanged , the total capacity increased 8 per cent during the past year . Of the completed plants as of January 1 , 1930 , 358 plants , of 3,634,825 barrels total capacity , were operating and 54 , with a capacity of 130,760 barrels , were shut down . Compared with a year ago , this indicates a decline in the percentage of the total refinery capacity that is inoperative . There has been a decided decrease in the number of shut-down plants since 1924 and 1925 , when one plant in every three was inoperative . Many of the inoperative plants of 1924 and 1925 were constructed soon after the boom times of 1920. Some of these were operated for a time but were unable to show a profit during 1923 and 1924 , when an overproduction of crude petroleum was accompanied by demoralized markets for refined products . Prices for refined products improved in 1925 and 1926 , but only a comparatively few of the shut -down plants , then partly obsolete , were able to obtain or renew their crude connections and compete successfully with the larger , more firmly established refineries . After five years or more of continuous idleness , a refinery would be rendered practically useless through corrosion and obsolescence . Consequently , most plants now being carried as " shut -down " have operated intermittently since 1923 . struction . A material change occurred in 1929 in the matter of plants under con- On January 1 , 1929 , there were 14 plants under construction , with a potential capacity of 99,000 barrels per day , whereas on January 1 , 1930 , there were only eight plants of 37,200 barrels capacity being built . This decline was due to the fact that the construction program in west Texas , which was at or near its height on January 1 , 1929 , was completed prior to January 1 , 1930 .

During the past year a special study was made of shrinkage stoping A large number of mines in the United States and Canada which employ this method were visited and their practices were discussed with the operating staffs. The operating data obtained are appended hereto. Data were also abstracted from the literature on other mines and are combined in tables with data personally secured by the author. References are made to these published articles, some of which have appeared as information circulars of the United States Bureau of Mines, in the Transactions of the American Institute of Mining and Metallurgical Engineers, and the Engineering and Mining Journal. Several of the mines referred to which have not been described in individual papers will be described in detail in information circulars to be issued by the bureau. Eventually it is planned to combine and condense the information in these circulars and present the data in bulletin form.

This is one of a series of papers dealing with mining methods and costs prepared under the sponsorship of end in cooperation with the United States Bureau of Mines. The mining methods described in this paper are those used in one of the large mines producing fluorspar in the Kentucky-Illinois fluorspar field, located in southern Illinois and western Kentucky on the Ohio River. The occurrence of ore and the methods of wining are similar to those in other mines in the district; therefore information regarding methods and the results obtained should be of interest. Improvements in methods have been made as experience developed the need of them. The trine is situated at Rosiclare, Ill., on the Illinois Central Railroad, and shipments are also made b r barge on the Ohio River.

The mining ordinance of Costa Rica dates from 1830. In spite of the numerous attempts to enact a new ordinance , it has been so much amended and reamended during the hundred years of its existence either expressly or , more often , by implication , and sometimes by Executive Decrees of which the validity has been called in question - that in most cases no one but a lawyer thoroughly conversant with Costa Rican mining practice could properly advise with reference to it . The present attempt at a digest of these laws is based on the 1929 edition of Bolandi and Johanning - the only source available in Washington . Apparently this edition has no official character , and the editors themselves often made surmises although one would think that definite facts would be available in Costa Rica where it was published .

Mining companies are usually held responsible for accidents occurring to the public around their operations . Safeguards are provided by progressive mining companies to prevent the public from getting into danger from wandering unattended about the properties . At abandoned operations , where little or no supervision can be maintained , persons are often injured through the negligence of the operator in leaving the property in unsafe condition . After a mine is abandoned or a lease is given up by a mining company , the responsibility for the safety of the property rests sometimes with the State to which the property ownership reverts or with the owner of the land ; either is usually quite unwilling to spend any money to remedy unsafe conditions due to the carelessness of the mining company . The land owner or the State , or both , should see that the work of leaving safe conditions behind is done by the operator before he abandons the mine or gives up the lease . Some of the worst hazards to the public at abandoned mines are from old test pits , abandoned shafts or tunnels , open pits , caved ground , and bodies of water in abandoned open pits . Hazards exist from some of these sources during the active operation of a mining property as well . In the early stages of mining operations test shafts are often sunk from 50 to 100 feet deep through the more or less loose material overlying bed rock . When these shafts are left unprotected , they are a serious danger for many years to come . In the course of time they become largely concealed by brush and grass , and thus are a deadfall to anyone who might happen to step into them . This condition will hold true for any part of the country, but to a much less degree where it is not necessary to sink through a great amount of cover . Many progressive operating companies have adopted the practice of filling in test pits after securing the information desired . Some nonresident landowners and exploration companies , however , have left such pits open , and it is extremely difficult for the mine inspector to get into communication with the owner . This paper presents one of a series of digests of foreign mining legislation and court decisions which is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries . This interpretation of the laws of Japan has been prepared from the best available information in Washington but is released subject to correction and amplification , if necessary , by the proper American diplomatic and consular officers to whom it is being referred through the courtesy of the Department of State . It is based on the law and regulations of 1905 as revised in December , 1915 , and translated by J. de Becker , LL.B. Occasional words and phrases quoted herein are accordingly taken from this translation and have not been checked against the original . The references are to the law ( as distinguished from the regulations ) unless otherwise stated .

This digest of Brazilian mining law is based upon Decree 4265 of January 15 , 1921 , and its regulation , Decree 15,211 of December 28 , 1921. Unless otherwise stated , the references are to the latter exclusively , since it includes practically everything contained in the law itself . It should be borne in mind that these regulations do not necessarily apply to mines other than those on private and national land . Each State of the Union is free , in respect to State land , to regulate or interpret the national mining law , which is very general in its terms , as it sees fit . Whether such local regulations are anywhere in force with respect to the law of 1921 the bureau has not been informed . Article 64 of the Constitution indicates that only such portions of territory as are required for the defense of the frontiers , for fortifications , military constructions , and federal railways belong to the Union . Lessees of such lands , unless in debt to the Treasury , have preferential prospecting rights for one year ( art . 28 ) . This carries with it the right to work any mines discovered (Law , art . 12 ) .

Since the introduction of electricity into the mines of the United States , the hazards incident to the industry have increased materially in both coal and metal mines . For economic reasons the tendency at present , particularly in coal mining , is decidedly toward the adoption of electrical mine machinery , including alternating current machinery , on a more extensive scale than ever before . Obviously, the growing use of such equipment will result in an ever -increasing number of underground transformer stations . The principal electrical hazards in mines are threefold ; fire , explosion, and contact . Of these , fire is the greatest hazard involved in the use of electricity underground , and several fires have originated in underground transformer and motor generator set stations . The fire hazard due to improperly installed and poorly maintained underground transformer stations is an ever-present one , and failure to take the necessariman remedial action is likely to result , sooner or later, in the destruction of life and property . Upon suggesting the necessary corrective measures with respect to such installations , one is often confronted with the statement to the effect that even though this particular hazard has existed over a period of years , there have been no unfavorable results therefrom thus far . Frequently , the desirability for action is not apparent to the mine management until it is too late . Because a mine has a record free from fires , explosions , etc. , over a number of years of operation during which these hazards existed , such good fortune should not be taken as a guarantee that this or any other mine is immune from these common dangers . When the elements of an existing hazard are properly balanced or in the right proportion, the unfortunate combination must of necessity culminate in misfortune of one kind or another. The fire hazard due to underground transformer installations can be very definitely minimized by proper installation and maintenance . In coal mines the transformer banks , connected to 2,300 and occasionally to 4,400 volt circuits , are often found located in open- ended crosscuts , mounted on concrete or timber foundations , and in nonfireproof surroundings .

During the past few years the use of mechanical equipment for the loading and transportation of coal at the working face has rapidly increased . Many mining officials are of the opinion that mechanical methods have tended to reduce the hazards of mining, and a number of statements have been made to this effect . Little actual data upon which to base conclusions in regard to the relative safety of various methods of mining have been made available . While it may be possible that these systems of mechanical mining are inherently less hazardous , obvious dangers should not be disregarded in the belief that the mere act of installing mechanical loading equipment automatically brings about better accident records . The same rules and regulations , modified to meet the new regime must be applied with the same discipline as heretofore . By diligent study and application there is reason to believe that new methods of concentrated mining can be utilized with at least a possibility of increased accident performance . With the idea of preventing accidents by taking available precautions against their occurrence , attention should be directed to the dangers that exist where room and face conveyors are in operation . Due to the cost pressure prevalent in the mining industry at the present time mechanical means are often used in an attempt to decrease cost of production. The management , after having spent considerable sums of money for new equipment , is expected by stockholders and investors to show results by increasing tonnage and reducing operating costs . Consequently the operating officials apply the same pressure to local mine officials to obtain results . The natural reaction of the superintendent and mine foreman is to secure the maximum production from the new method , and unfortunately safety is frequently , if not generally , sacrificed to this end . In many instances , operators of new types of mechanical loaders are difficult to secure and after being obtained are difficult to hold , especially if the new equipment is more or less in the experimental stage . The tendency is to handle the machine operators with " gloved hands " and to permit many unsafe practices which ordinarily would not be allowed, in order to keep from antagonizing them and losing their services . Although these unsafe practices become habitual and even uneconomical , conditions thus established are difficult , sometimes impossible , to change .
