PERSONAL INJURY ACCIDENTS According to statistics compiled by the National Safety Council, US Bureau of Mines, American Medical Association, and other agencies, accidental injuries cause more deaths than all the leading diseases. NO one is immune to an accident. Probably the best way to describe an accident is to say that it is an unexpected happening. The automobile driver is not expecting a terrifying crash, the electrician does not expect to be electrocuted, nor is the coal miner expecting the roof to fall on him. All personal injuries will not result in death. There is a multitude of victims who are living proof of what accidents can mean to an individual-victims who are blind, paralytic, missing arms, legs, etc. In most instances the earning power of these individuals is gone, and they are utterly dependent upon family or welfare. For many years there seemed to be an attitude that prevailed in industrial America that accidents were inevitable, and that so many fatalities and injuries should be expected. This, of course, was utter nonsense. Since the birth of such organizations as The National Safety Council, American Society of Safety Engineers, and the US Bureau of Mines, much progress has been made in reducing accidents. The enactment of compensation laws greatly contributed to the progress that has been made. Does this mean that all accidents can be prevented? Unfortunately, it does not. Human psychology indicates that men will work unsafely or perform unsafe acts for the following reasons : 1) Lack of knowledge or skill. 2) Conflicting motivations, such as: (a) to be more comfortable, (b) to save time or effort, (c) to be accepted by a group. 3) Physical or mental condition. Nearly everyone desires his own safety, but not all individuals are willing to do what they know to do to insure their own safety.

In November 2004, Australia lodged with the United Nations Commission on the Limits of the Continental Shelf possible new maritime boundaries in relation to Australia’s continental shelf extending beyond 200 nautical miles from the Territorial Sea Baseline (Colwell and Symonds, 2005). If agreed by the commission, just over half of Australia’s land mass will lie below the sea, and Australia will have one of the largest marine jurisdictions in the world (14.41 million km2). With this jurisdiction comes a responsibility to manage and sustain the marine environment (McConachy, 2006). Knowledge of minerals and their resource potential is part of this responsibility but is generally poorly known (McConachy, 2005).

The "FIRST AUTOMATIC SHOTCRETE TECHNIQUE" (F.A.S.T.) system, provides safe, efficient methods of remotely lining, shafts/raises. Two systems are available; one system will be used to shotcrete a 3.04m (10-ft.) diameter ventilation raise at a mine in Mexico; the other system incorporating remote control and sensing devices will to used to shotcrete ventilation raises from 2.75-4.9m (9-16 ft.) in diameter. This paper describes development of the system, from idea to field use.

In late September 1984, a longwall panel in West Virginia lost 60 powered supports when the face had advanced for 250 ft. from the setup entry. An in-mine investigation showed that it was a first weighting failure resulting from inadequate Support capacity. This paper presents the results of finite element modeling, which have led to a better understanding of the first weighting failure mechanism. The dynamic impact of the first weighting failure on the powered supports is analyzed. The optimum capacity for the powered supports in order to control the roof at face area under the geological condition is discussed.

It is a commonplace of our industry that prices of most minerals have been historically weak during the 1980s. The International Monetary Fund's index of prices of metals fell 25 per cent between 1980 and 1982, rose slightly in 1983, and has since fallen further. In December last year it was 37 per cent below its 1980 average. The few temporary exceptions to the mineral industry's malaise highlight the excess capacity, which largely explains the weakness of prices. The industry has painfully come to recognise that more satisfactory prices will not be restored until supply capability and demand move back into better balance. Mine capacity was installed in the expectation of much faster growth of demand than has occurred. For a variety of reasons mine and plant closures have been insufficient to restore equilibrium to the market-place. The industry may, therefore, have to resign itself to continued weak prices for some years more, at least by the yardstick of the 1970s. Growth rates of demand have slackened off in line with economic activity, and in response to continuing substitution and technological improvements. To the extent that the recent weakness of oil prices stimulates the industrial countries' activity, demand for non-fuel minerals may grow faster than most forecasters now predict. It is, however, much too early to say how long the weaker oil prices will persist, and even more difficult to estimate their probable effects. In typical post-war business cycles the usual response to recession was to batten down the hatches, and ride out the storm. Sooner or later, and probably sooner, demand resumed its previous trend path, and prices recovered. The market, in effect, bailed mines out of trouble; the more efficient could make attractive pre-tax profits whilst even the poor to mediocre could earn a satisfactory living. Prices rose at least as fast as general inflation, and in the early 1970s much faster. In retrospect those price rises of the early 1970s were historically abnormal but they did not appear so in the prevailing inflationary climate of the time. When the market failed in the early 1980s many of the hardest hit companies looked for scapegoats.

Sable Zinc Kabwe Limited ("Sable") is a base metal processing plant, two kilometres south of Kabwe Town in Central Province, Zambia. The region has a rich history in mining and minerals production, being a major lead and zinc producer from the 1900s up to the mid-1990s. In 2006, a copper plant was built at the Sable processing site to treat third-party copper and cobalt oxide ores and concentrates. The oxide leaching plant included whole ore leaching, solvent extraction and production of 8,000 tpa LME Grade A copper cathode. The plant was placed on care and maintenance in 2014, and Glencore Plc ("Glencore") took the opportunity to convert the plant using a minimal budget, to an Albion Process™ plant to treat local refractory copper concentrates unsuitable or uneconomic for smelting. The Albion Process™ plant comprises an M100 IsaMill™ operating in acidic conditions such that raffinate from the downstream process is recycled back to slurry the concentrate delivered to site thus maximising copper tenor in solution and reducing water consumption. The finely ground concentrate feeds an oxidative leaching plant using the existing stainless steel oxide leach reactors converted to Albion Process™ duty by fitting HyperSparge™ supersonic oxygen injectors and gas dispersing agitators. The leached slurry is then directed to the existing solid/liquid separation equipment, and the PLS is then sent to the existing SX/EW plant. The plant also allows for cobalt recovery from the raffinate. The plant was designed based on testwork on regional copper concentrates. The plant was designed to toll treat a range of concentrates, and so the design was flexible With the flexibility of the Albion Process™ being one of its distinct advantages, the plant was ideally suited for tolling regional concentrates. The plant was commissioned and ramped up in six weeks using low-grade Zambian copper concentrate, and produced exclusively LME Grade A copper with over 99% leach recovery in the Albion circuit. INTRODUCTION The Sable Zinc Kabwe Limited ("Sable") process plant is located 2 km south of Kabwe town and 140km north of Lusaka in Central Province, Zambia. In 1902, rich deposits of zinc and lead were discovered with mines and processing plants operating in and around the town until mid-1994. In 2000, the Kabwe Mine tailings dams were sold to Sable, a newly established company, as part of a purchase deal for other plots and facilities. Up until 2004, Sable produced zinc cathodes in an SX/EW plant treating wash plant tailing material. In 2004, Sable was acquired by the South African mining company Metorex Limited ("Metorex"), and in 2006 a copper/cobalt SX/EW plant was built to produce copper cathode from malachite ore supplied from the Democratic Republic of Congo. In 2011, Jinchuan Group International Resources Co. Ltd acquired Metorex and Sable was in turn sold to a subsidiary of Glencore Plc ("Glencore").

WITH the example of the steel open-hearth men and their round table conference before the copper men, the query naturally arose "Why cannot we do likewise?" The advantage of pooling and comparing knowledge on smelting in the copper reverberatory furnace seems particularly pertinent at this time when all metallurgical economies possible must be rigorously enforced. A great deal of data had also been obtained and filed during the period of litigation over the Carson patent, and it would naturally be available with the cessation of further suits. With these ideas in mind, H. Foster Bain took up the advisability of holding such a conference directly with the heads of all the companies in the United States operating copper reverberatories, and found a nearly unanimous response. The mining companies appointed representatives directly, or indicated to the heads of various metallurgical operations what members of their staffs should be sent to such a conference.

In the past ten to fifteen years, many organizations have applied business process re-engineering (BPR) to significantly improve their business competitiveness or stave off closures. The mining industry in Southern Africa is no exception and documented examples can be drawn from South Africa. Although the concept is superficially simple, its application has been marked by a high failure rate of about 70 per cent because it has been generally misunderstood. Shabanie mine, a chrysotile asbestos fibre producer in Zimbabwe took cognisance of this fact by cautiously embarking on a modular BPR programme in October of 2002. A year was used as a complete cycle or module for re-evaluation of the programme. Shabanie mine adopted BPR as part of management efforts to remain competitive amid serious threats to operational viability. These threats included hyper-inflation driven rising production costs, a declining world asbestos market and a possibility that Russia could take over the shrinking world asbestos market by dumping low-priced asbestos fibre. The only competitive advantage that the mine had was the high quality of its long-fibre chrysotile asbestos. The major BPR thrust was therefore to redesign processes for improved productivity and ultimately achieve a lower cost per ton of final asbestos fibre product. In addition, corporate culture change and cost-saving were also factored into the programme. This paper discusses the implementation experience of the BPR programme at the mine. The main BPR beneficial highlights are improved productivity, sizeable cost-savings, positive corporate culture change and identification of secondary projects. One of the lessons learnt from this programme is that mining companies will have to deal with the HIV/AIDS pandemic if they are to sustain high levels of productivity into the future.

The progress in understanding the nature of strain localization in metallic materials and in particular the understanding of the role of external (deformation conditions) and internal (material substructure) factors in the development of the tendency toward concentration of plastic flow within transgranular shear bands was the background of the concept given in the title. Following this idea, the practical possibility of replacing the homogeneous in a micro scale mode of deformation by transgrasnular shear bands gives a chance to change the arrangement of the dislocation substructure in the material from that typical for homogeneous deformation into long wavelength (transgranular), pseudo-periodic dislocation walls. The presence or formation of such a substructure in a thermodynamically unstable matrix may result in the formation of the products of phase transformation along shear bands, giving rise to a composite-like structure. This work is aimed to provide a coherent justification to the concept of Natural-Metal-Matrix Composite and summarizes the results of experimental works in this area.

PRESENT enrollment of 182,361 students in the engineering schools of the United States and Canada represents an increase of 6.6 pct over the enrollment in these schools in 1951-52. Thus is brought to a halt the steady decrease in engineering enrollment that began with the close of the 1947-48 academic year, five years ago. The mineral engineering student picture is similarly encouraging. In the United States schools, 9453 students are preparing themselves for positions in the Mineral Industry. This is an increase of 8.3 pct over last year as compared with an increase of 6.6 pct in the total United States engineering enrollment. The rate of recovery for the mineral engineering group is thus more rapid than for the engineers as a whole.

IF the tonnage of merchantable iron ore remaining in the Lake Superior district is divided by the average of the annual shipments for the past 20 years, it will be found that this ore supply will be exhausted in approximately 35 years. This computed exhaustion period would be an indication of the future activities of the iron-mining industry if it were not for the fact that merchantable ore is being manufactured from low-grade ore, of which there is an almost inexhaustible supply in the Lake Superior district. It is true that at present only the simplest of these low-grade ores are being concentrated to any considerable extent, but progress is being made with the treatment of the more complex ores, and now, in addition to 20 washing plants on the Mesabi Range, three plants are equipped with jigs for the treatment of ore that cannot be concentrated simply by washing. The latest addition to the ore-treating plants of the Mesabi Range is a magnetic roasting and concentration plant at Cooley, Minn., in which ore that cannot be concentrated either by washing or by jigging is roasted to the magnetic state and concentrated on magnetic separators. This plant is beginning its third season of operation, and while it is too soon to make definite predictions, there are strong indica-tions that this new process may make commercially possible the manu-facture of high-grade, merchantable iron ore from large quantities of low-grade ore now considered worthless. After the iron oxide contained in an ore has been converted to mag-netite, almost any desired grade of concentrate can be produced, using magnetic-concentration equipment of the types now in general use for the concentration of the natural magnetites of New York, New Jersey and Pennsylvania. The conversion of hematite (Fe203) to magnetite (Fe304) is easily accomplished by heating the ore to a dull red tempera-ture in a reducing atmosphere. The reaction is slightly endothermic, and while it requires 200 B.t.u. to heat to 900° F. one pound of hematite ore containing 45 per cent Fe, it requires only 100 B.t.u. to convert the oxide into magnetite. "This study presents the first catalogue of marine mineral deposits and energy resources along the continental margin of Spain. Aggregates, oil and gas and metalliferous mineral areas have been defined and mapped. The catalogue, implemented in a geographic information system (GIS), is conceived as a first national database within the European network, which is being built as part of the EMODnet-Geology project. It comprises 8 types of mineral and energy resources for the Spanish margins: aggregates, hydrocarbons, evaporites, placer deposits, phosphorites, polymetallic sulfides, polymetallic nodules and cobalt-rich ferromanganese crusts (Figures 1 and 2). The catalogue stores a total of 409 marine mineral deposits and compiles information such as name, deposit type, main morphology, main minerals, setting or area extent for each mineral deposit. By number of deposits compiled, the aggregates are the most abundant (286) followed by hydrocarbons (62), cobalt-rich ferromanganese crusts (32), evaporites (9), placer deposits (8), phosphorites (5), polymetallic nodules (4) and polymetallic sulphide deposits (3). Considering the total extension, hydrocarbons (32,386 km2) and cobalt-rich ferromanganese crusts (24,951 km2) represent the biggest areas.The Geological Survey of Spain (IGME) is developing a new tool in the catalogue, according the International Seabed Authority (ISA) Database parameters, for individual samples on each ferromanganese deposit. The database includes an extensive collection of records that comprise five information groups: general cruise and sample data, physical properties, mineralogy, geochemistry and acronyms used. New attributes have been incorporated, in example: geophysical, sedimentological and petrological data in the deposit area, sample weight, porosity, morphology, textural and structural features, geochemistry of major, minor and trace elements (included REEs and PGEs) and supplementary cruise and laboratory reports. This new database complements the EMODnet-Geology project minerals catalogue, offering a deeper level of information for the areas with major potential for mineral or energy resources as they are the Canary Island Seamount Province, the West Margin of Galicia and the Gulf of Cadiz."

THE American Engineering Council, which is the working body of The Federated American Engineering Societies, held its first meeting in Washington, Nov. 18 and 19, 1920. The Federated American Engineering Societies was formed in Washington in June and is composed of engineering and technical societies, national, state, local and regional. These Member Societies elect delegates to the American Engineering Council, which is the administrative body of the Federated. The meeting was called to order by Richard L. Humphrey, Chairman of the Joint Conference Com¬mittee, and the program (which is printed below) was carried out without substantial change by E. S. Carman, who was elected temporary chairman. Under the Constitution, the Council appoints an Executive Board, the members of which are chosen according to the proportional membership of the vari¬ous Member Societies in their respective districts. Under this plan, with the present membership, 'the national societies will have 14 members and the local societies 6 members on the Executive Board.

The fire started in the development section from methane released into the mine through a roof-bolt hole. The date was 8 May 1998. The flames spread quickly as the coal was ignited. After eight hours the Safety Department decided to seal the vertical ventilation shafts and the slopes. The quality of coal in the Esmeralda Mine is very high quality, and Minerales Monclova (MIMOSA) decided to recover the facilities, however, the Esmeralda Mine coals have a very high gas content of 12 m3/t. Immediately after the mine was sealed, MIMOSA staff implemented a plan to monitor the gas levels underground and contacted specialists for assistance in bringing the mine back on-line. During the next 2.5 months, MIMOSA staff and the specialists observed and analysed the gas behaviour supported by a chromatograph. With the results of the observations and analyses, MIMOSA in consultation with the specialists developed a recovery plan based on flooding the area in which fire might have propagated and in which rekindling was highly probable. Those results were analysed by the command centre (Mexican engineers responsible for mine recovery). At the same time MIMOSA trained rescue teams which included miners who had no previous experience in mine recovery operations. By 20 August 1998, the mine command centre had re-opened the slopes seal. Using a æStep-by-StepÆ system, the rescue team began the recovery process by employing cross-cuts and using an auxiliary fan to establish the ventilation circuit. The MIMOSA team advanced into the mine as far as allowed by the water level and was able to recover the main fan. The official mine recovery date was 30 November 1998.
