The problems of the as-built water supply system are discussed. Recent modifications to the collection dams and the water cleaning station using wedge wire screens to resolve these problems are outlined.

Ferromanganese crusts on the seamounts in the Pacific Ocean are potential resources of cobalt, nickel, platinum and REEs. Particularly, those of the Republic of Marshall Islands and the Federated States of Micronesia (FSM) waters are believed to be of the highest resources potential area in the Pacific Ocean. The total six cruises using the Japanese Research Vessel Hakurei Maru No. 2 were carried out in the seamounts of the Marshall Islands in 1996, 1998 and 2002, and of the FSM in the 1997, 1998 and 2005 for evaluation of economic potential for cobalt-rich ferromanganese crusts as part of the Japan-SOPAC joint project. During these cruises numerous data such as bathymetric, geological, geophysical and environmental data were obtained. Geophysical exploration with backscatter mapping and side scan sonar, visual imaging using towed TV camera and geological sampling using dredge bucket and/or benthic multi-coring system (BMS) were conducted on these seamounts. In this presentation, we will report the mode of distribution of the crusts and calculated resource estimation based on the results of these geological and geophysical shipboard survey and land-based analyses. The initial rates of dissolution of pyrite, chalcosine, sphalerite and galena in acidic sulphate solutions under oxygen pressure were measured in the range of Poe = 0.2-1 MPa, 130-180 °C, [H2SO4]0 = 0.2-0.7 M, and in the presence of surface-active agents and agitation producing Re = 4-16 x 103. Reaction orders, activation energies, and values of reaction constants for these oxidation reactions were established. The reactions also were shown to be diffusion-controlled; and the rates demonstrate a linear dependence on the surface area of the sulphides. A surface reaction model, in which oxygen is transported through a solid layer of surface products, has been advanced. The initial stage of high-temperature interaction at pH <7 is suggested to involve a chemical activation of the sulphide surface and is described by the following general reaction: MenSm + H3O+ Men-1 Sm-1 (HS-)s + H2O The subsequent oxidation of surface complex HS- to S0 or SO2-4 occurs with the assistance of Fe(III), Cu(II) ions depending on temperature and the redox potential of the medium, which are defined by oxygen pressure and composition of the reaction mixture, especially concentrations of H2SO4 and metals with variable valence. General process kinetics are complicated due to the formation of by-products on the basis of Fe3+ Pb2+, Cup ions, which displace the kinetics into the diffusion region.

Associated with cordilleran intrusives of intemediate to acidic composition, gold/silver ores are generally found in the intruded host rocks which are adjacent to these intrusives. Generally precious metal deposits lie further from the intrusives than allied base metal deposits. For vented intrusives, the associated volcanics may constitute the intruded rock and form the host for precious metal accumulation. Potential field methods, particularly magnetics, can help to define unseen boundaries of intrusive systems and thus can point to generalized prospecting targets. Other clues arise from the intrusive system type, its emplacement fracturing, the host rock type and local magnetic changes caused by mineralization processes.

DURING the past 5 years, five new copper-smelting plants have been built and put into operation in the State of Arizona. The monthly copper output from these plants averages from 5,000,000 to 18,000,000 lb. Previously, there never was as much activity in copper-smelting plant construction in the same length of time in all the rest of the world. Naturally, in this amount of work, some new problems were met and new features in plant design and. equipment developed. Some of these features are described in this paper. CONCENTRATE HAULING, UNLOADING AND SAMPLING SYSTEM (a) Concentrate Car The International Smelting Co. has provided at its plant at Miami specially designed cars for hauling the concentrates from the mills of the Inspiration Copper Co. and the Miami Copper Co.. The car has a bottom that is readily made tight to hold flotation concentrates and is quickly and cheaply unloaded. Figs. 1, 2 and 3 show views and details of the car. The main feature of this car is the slot in the bottom throughout its length, which is closed by means of short planks that overlap like ship-lap as shown by Fig. 1. At one end of the car an iron gate operated by a screw and hand wheel is provided, which clamps or presses the planks together, making the bottom tight. A removable tapered plug rests vertically over this gate when the loading of the concentrates at the mill commences.

L. D. RICKETTS, New York, N. Y.-The advance which has been made in Smelting has been in the line of cheaper cost of handling, due to larger units and decrease in losses. At the International smelter, Mr. McGregor designed everything to handle the ore under cover. But we do find an unaccounted for loss of 0.7 per cent. of our copper, which is serious. Mr. Wallace has made a suggestion that I think metallurgists ought to know of and think about. He made it years ago-and that is that one of the chief losses is undoubtedly in the charging and discharging of the calcine cars. His idea is that possibly the dryers and heaters might be put immediately over the reverberatories So that they could discharge in conveyors. They could feed on both sides, and thereby the dust raised by discharging in the cars from the hoppers could be overcome. E. P. MATHEWSON, Anaconda, Mont.-I might Say a few words on the plants we have visited So far. I was particularly struck with the cleanliness of the plants, which is next to Godliness. I noticed also that the skull-cracker arrangement they have for handling their converter slag is very good. And they have paid considerable attention to ventilation, and are taking steps to take care of the health of the men. "Safety first" has been well looked after in all the plants we have visited so far. The steel structures are right up to date, and the buildings are of the most modern type, and everything is conveniently arranged. I think the designers of the plants in the Southwest are to be congratulated on what they have done.

A new lead refinery with a capacity of 230,000 tons per year commenced operation at Port Pirie in October, 1959. This plant superseded the refinery which had operated from 1933 with the advent of the continuous lead refining process. The incorporation of new equipment following local metallurgical developments, together with the overseas demand for lead of extremely low antimony content createddifficulties in operating the original plant. The new refinery project was undertaken to cover this disability and to gain the full advantage of the new processes.Desilverising and softening are carried out in units identical in size to those used previously. Metallic zinc is recovered from the entire output of desilverised bullion by vacuum distillation. Final refining is carried out by batch treatment with caustic soda yielding lead of purity previously unattainable at Port Pirie.These two processes replace continuous dezincing by oxidation, a high temperature process which caused large quantities of lead and antimony to be recirculated. The final stage is a batch process; therefore the product composition can be checked before casting. Individual batches can be adjusted to produce special alloys to consumer&apos;s specification.Improved casting equipment allows the quantity production of pigs of good physical characteristics either as 56 lb bars or 2000 lb pigs.This, together with the high purity of the lead, assures the Broken Hill Associated Smelters Pty. Ltd. (RH.A.S.) position in world markets.Automatic control systems are extensively employed, particularly on the vacuum dezincing unit.The anticipated financial benefits have been achieved mainly by a reduction in the tonnage of recirculated materials, a smaller labour force, and reduced maintenance requirements.INTRODUCTIONIn December 1956 a decision was made to build at Port Pirie a lead refinery on a completely new site, and in October 1959 the new refinery was brought into operation. THE publication of the report by Mr. F. L. Ransome was welcomed by many engineers who had mined in the heart of the Sail Juan country, braved its long and snowy winters, climbed its lofty peaks, run the gauntlet of its snow-slides, and studied its problems of geology, while making dividends for their English or American clients. This report helps one to understand why the bonanzas occurred, and why the inevitable borrasca presents itself where least expected. The Red Mountain district of Ouray county, a very productive section from 1884 to 1893, occupies considerable space in the report mentioned.. The character of the ore-occurrence, being distinctive and presenting many features not existing elsewhere, has been deserving of special study. It is to be regretted that Mr. Ransome was .unable to observe the conditions underground, as all the principal properties, many of which I opened and developed, were closed at the time of his investigation: It has been my privilege to have contributed a few brief papers recording my observations in developing these properties ; and it is the object of the present paper to present certain sections of the Yankee Girl mine, which throw additional light on the geology of the section and make the available data more complete. The main Yankee Girl chimney or " stock" was the most productive for the first 500 ft. in depth of any chimney in the district.

IN THE December issue of MINING AND METALLURGY, attention was drawn to the February meeting of the Institute. The plans of the Committee on Arrange-ments have progressed considerably since that date, so that further announcements may now be made. The Mining Methods Committee has definitely arranged for at least three sessions. One of these will be devoted to a discussion of various methods used in sampling large low-grade ore deposits; a second will have for its leading subject underground transportation and mining practice as developed by the Anaconda Copper Mining Co., and the third will be devoted to the coal industry, particularly in reference to the percent-age of economic recovery under various conditions. The Mining Methods Committee will also hold a committee meeting, which will be open to all members, for the purpose of a discussion in reference to the symposium on mining methods which it proposes to hold at an early meeting. The Petroleum and Gas Committee is planning a two-day symposium. A tentative program was printed in the November number of MINING AND METALLURGY, and this, with a few changes, still indicates the plans of the committee. E. L. DeGolyer, vice-chairman of the committee, says Mining engineers and geologists should make every effort to attend the February meeting and hear the symposiums on foreign oil possibilities which have been arranged by the Petro-leum and Gas Committee of the Institute. No such comprehen-sive consideration of this subject as that planned has previously been attempted. This matter is extremely important to all persons who are users of petroleum or its products, and in our present civilization this classification includes every individual, but it is particularly important to the engineer who directs the production and use of power on a large scale. The United States produces currently about two-thirds of the world&apos;s oil but consumes more than it produces. We must look .to outside areas for part at least of our petroleum requirements and the future market, because even American oil will be influ-enced largely by the ease and freedom with which this outside supply may be secured. It is important to you to know something of foreign prospects and conditions under which they may be developed.

Through reactions in solid form at high temperatures, using iron oxide (Fe3O4) and chromium oxide (Cr2O3) in fixed proportions as precursors, the compound was synthesized with spinel structure type FeCr2O4. For different temperatures synthesis was conducted the characterization of the material obtained through X-ray diffraction (XRD), spectroscopy UV-VIS-NIR, scanning electron microscopy (SEM), energy dispersion analysis of X-ray (EDX) thermal analysis (DTA / TGA) and magnetic susceptibility of alternating current. The changes in the spectra of reflectance changes are related to the phase identified, the degree of crystalline structure, the spatial order of cations and the magnetic behavior obtained.

Blasting represents the highest risk of any surface coal mining activity that could result in injury and/or property damage off the permit area. In addition, blasting related issues e.g. flyrock, vibrations, air blast, etc., are responsible for a large percentage of citizen complaints. Thorough and consistent regulation of individuals certified to conduct blasting by the Office of Surface Mining Reclamation and Enforcement in Federal Program states and on Indian Lands under Federal jurisdiction is vital, as it serves to: facilitate coal production to meet the nation’s energy needs; protect people and property on and adjacent to Federal mining permits; form a basis for states to grant reciprocity certificates to Federal blasters; and be a positive example to primacy states. OSM issues Federal blaster certificates for blasting on Federal surface coal mine permits. The certification program includes experience, training and testing components similar to many of the states. But where a state program may focus on the specific blasting applications within its boundary, the OSM certificate requires a very diverse test to cover all potential blasting applications and products across the nation. Therefore, the Federal certificate is a good surface mining credential for blasters anywhere in the United States.

"Finance Minister Paul Martin&apos;s first budget disappointed almost everyone. The business sector was disappointed at the some what feeble attempt to grapple with the country&apos;s deficit. The mining industry was disappointed by tax proposals regarding mine reclamation that fall short of the industry&apos;s needs. Has anybody been happy with a federal budget? Federal Budget DisappointsThe federal government&apos;s budget papers that were tabled on February 22, 1994, contained a rather bizarre mixture of unrelated tax proposals. The budget signals an unexpected attack on the tax treatment of debt settlements, on certain types of corporate reorgani2ations, and on income earned by foreign affiliates. This is an old style budget, which proposes a pot pourri of technical changes and policy initiatives. Mine ReclamationEffective February 23, 1994, a taxpayer&apos;s contributions to a prescribed mine reclamation trust fund will be deductible as a current expense. The budget papers do not provide a definition of what will constitute a ""prescribed"" trust: this definition will surface in due course. However, the budget papers indicate that:• income earned in such trusts will be subject to tax each year;• all withdrawals from the trust (including income already taxed) will be included in computing the income for tax purposes of the recipient;• reclamation costs will continue to be fully deductible at the time incurred; and • contributions, trust earnings, and withdrawals will not be taken into account for the purposes of determining a taxpayer&apos;s resource allowance."

Instead, the bulk of the budget papers consisted of a wide variety of white papers on significant topics that would have a far reaching impact on the future of all Canadians.This month. Tax Notes examines the highlights of Mr. Lalonde&apos;s budget.IntroductionThe mining industry need not feel slighted in Finance Minister Lalonde&apos;s budget of February 15, 1984: the budget offered very little that would have an immediate impact of significance on any sector of the economy. Apart from some welcome announcements for the oil and gas industry to postpone the implementation of certain negative tax changes, the budget was surprisingly scant in terms of definitive tax proposals.While massive revisions in the rules relating to pensions, small businesses, commodity taxation and profit-sharing were brought forward, many of these proposals are set out in White Papers or other documents to be implemented into legislation only after further consultation. Canadians will accordingly have to wait for such promised benefits as increased RRSP and other pension contribution limits."

EDITORIAL comments on the anthracite report of the Federal Fact-finding Coal Commission, which became public on July 5, together with an analysis of its more important conclusions, will be found on another page of this issue. In this place, only a few extracts from the report, bearing more directly on technical matters, can be quoted, for lack of space. COST OF MINING Mining cost, as it stands on the books of each mining company, represents the average cost of the total output, all sizes, of anthracite. Egg coal has at least five times the market value of barley, but these&apos; sizes are mined together and their costs can not be separated. Mine costs directly reflect the conditions under which these deposits of coal are recovered. Even within the few counties in which anthracite is found there is a conspicuous range of natural conditions. The distinc-tion between the Northern, Middle, and Southern field, or, as they are also termed, the Wyoming, Lehigh, and Schuykill regions, is primarily geologic and topo-graphic, but the effects of the natural conditions largely control costs. The contrast is great between Some of the level-lying beds of moderate but fairly constant thickness under the broad Wyoming Valley, where mining and underground haulage present relatively simple problems to the engineer, and the steeply pitching or overturned and faulted beds of variable thickness in the Schuykill field, where crushed coal&apos; and treacherous roof multiply the difficulties of mining; and increase the unavoidable waste. Even more direct is the connection between geologic processes and the, differences in the character of the coal as mined, the varying proportions of large and small sizes demanding differences in preparation and resulting in different average prices realized for the product of the mines.

DURING September, the Coal Commission pre- pared for issue a series of 18 reports on varied aspects of- the bituminous coal industry; the final report, dated Sept. 22, sums up the facts and offers recommendations addressed to Congress, to the industry, and to the public. The few following paragraphs are selected: Bituminous coal is the real foundation of that great industrial and transportation structure which enables more than a hundred million people to live in America and be so well supplied with things necessary for their health, comfort; and convenience; it also furnishes domestic fuel for two-thirds of the homes of the land. The distribution of the output of the bituminous mines tells the story: 28 per cent. goes to the railroads, 25 per cent. to the boiler houses of factories and mills of all kinds, 15 per cent. to the coke ovens and gas plants, 10 per cent, to the homes, 7 per cent. to steel plants and the same percentage to power plants and street railways, 4 per cent. is exported, 2 per cent is used for power at the coal mines, and the remaining 2 per cent. goes to the seaboard for steamship fuel. Bituminous coal enters into interstate commerce on a scale approached by no other commodity; less than a fourth of the coal mined in the United States fails to enter interstate com-merce. All but one of the 45 coal producing districts in the United States ship coal outside the State in which it is mined. Three hundred miles of cars loaded with coal is the daily output of the bituminous mines of the United States. The public-welfare element in coal is seen in the dependence of public health and safety on an unfailing supply of fuel, in the close connection between the prosperity of most industries and the uninterrupted operation of the coal mines, and in the obvious fact that without coal the great network of railroads which binds together this great country would be idle. The railroads and the public utilities, themselves so clearly obligated to render what-ever public service is demanded of them that the constitutionality of their public regulation is unquestioned, are of all industries most dependent upon coal. Thus, coal makes up over 35 per cent. of the operating cost at the gas plant and over 25 per cent. at the electric power station, and in the operating expenses of. a railroad the cost of coal is the largest single item, next to labor. The practical logic that half a century ago clothed with a public interest the steam locomotive and in later years the electric-power station must recognize a large element of public service in the coal mine that furnishes the necessary energy to both locomotive and power-plant.

I truly free enterprise system requires free and unrestricted competition among a diversity of suppliers, in order to function properly. The natural attrition of the marketplace tends on the one hand to narrow the competitive field ... but the flow of new competitors entering the arena provides a "diluting" effect, and a "balanced" market place. Without the ready flow of new business entrants, the market becomes increasingly concentrated in the hands of fewer and. fewer firms. Competition among suppliers is diminished and the "free" marketplace suffers accordingly. A number of organizations, both governmental and private, have recently expressed grave con¬cern over the competitive future of the Western coal market. While most have noted that there is currently adequate competition within the Western market, some have cited the growing con¬centration of coal ownership ... particularly federal lease ownership ... in the hands of a relatively few firms. They suggest that unless this apparent trend is reversed or at least stemmed, the number of new firms entering the federally-dominated West may become reduced to the point where competition will suffer.

ANNUAL or necessary inspections and investigations of coal mines for various purposes were made possible through the Federal Coal Mine Inspection Act of May 7, 1941, which authorized entry to the Secretary of the Interior through the Bureau of Mines. Primary object of these inspections is to obtain information pertaining to health and safety conditions. Among the purposes for which the data are to be used, are annual reports to Congress, the publication of inspection reports, and the compilation and publication of statistics. The act states that inspections and investigations shall be made by employees of the Bureau of Mines, who shall co-operate with other bureaus of the U. S. Department of the Interior, as well as with the official mine-inspection, safety cr health agencies of the several states and territories. Since its organization, in July, 1917, the War Minerals Committee of the Institute, of which William Y. Westervelt is chairman, has been studying important phases of the mineral industry and its relation to winning the war. From this has come a realization of the imperative need for more definite coordination than is possible without direction by some governmental agency. No privately controlled industry can have the detailed knowledge of war needs or the control of all its supplies and markets necessary to effect the adjustment of its activities for war purposes. FEDERAL regulation of the petroleum resources of the nation has long been an interesting topic for discussion. A plan to accomplish Federal control has now taken definite form. At the request of the President of the United States, a bill to be known as the Petroleum Conservation Act of 1939 has been presented to Congress-H. R. 7372, offered by Representative Wm. P. Cole, Jr., and more usually known as the Cole bill. It is an act ostensibly designed to conserve our petroleum resources, through regulation of production practices. Hearings are being held currently by a subcommittee of the Interstate and Foreign Commerce Committee, in compliance with the request of the President to report the bill early in the next session of Congress.
