WITHIN the past few years, considerable development has been made in the coal-mining industry in Illinois and Indiana and it is the purpose of the authors to record its most important phases. Perhaps the two most striking features are the entry into the producing fields of certain large consumers of coal and the magnitude of some of the new operations. Mines are now being equipped by the. Chicago & Northwestern R. R., the Chicago,. Burlington & Quincy R. R., the Standard Oil Co., of Indiana, and the Union Electric Light & Power Co. of St. Louis. Besides, the U. S. Steel Corpn. has increased its coal-mining activities by commencing operations on its large holdings northeast of Benton, Franklin Co., Ill. Until recent years, the supply of coal has commonly been adequate and prices have generally been favorable, especially to large consumers, as the magnitude of their purchases enabled them to obtain satisfactory quotations from producers. In fact, most consumers of coal have believed that they could buy their fuel more satisfactorily in the open market than they could produce it themselves. The entry of the United States into the war was accompanied by various disarrangements of industrial conditions, and a demand for coal in excess of the supply seemed likely to be experienced for an indefinite period. Under these circumstances it seemed that the greatest assurance of a supply of fuel was its production by the operation of mines. In the case of the Chicago & Northwestern R. R. and the U. S. Steel Corpn. the production of coal has been carried on for many years with satisfactory results, but the C. B. & Q. R. R., the Union Electric Light & Power Co. and the Standard Oil Co. of Indiana had not been producers of coal, at least in this district. Apparently the most impressive feature of the newest mines is their capacity, for in some cases it is planned that production shall be in the neighborhood of 1000 tons per hr. (written discussion*).-When we undertook the development of the Kathleen mine, near DuQuoin, certain features greatly influenced the construction and underground development. The country is very flat, so that the usual gravity yard movement of empty and loaded coal cars would entail a very heavy fill at the empty-car end of the tracks, with some form of car-pulling arrange-ment to move the loads where it was practically impossible to provide. a gravity movement. So the yard was made level, except for 1000 ft. (304 m.) under the two tipples, where the cars are moved by gravity and controlled under the main-shaft tipple by four Fairmont car retarders. Both tipples are spread sufficiently to admit of introducing a narrow-gage track and locomotive. One 18-ton locomotive is at present employed in moving empties clown to a point above the main-shaft tipple and the loads off the track scales clown into the storage yard; ultimately a 25-ton loco-motive will be employed on the loaded side of the tipple. The success of any blast is dependent on the accuracy of the blast design and field controls placed at the shot location. The procedure by which the data is collected and analyzed is paramount to accomplishing the anticipated blast results. lf the geometry of the blast is not measured correctly, then the results will not meet expectations. Measuring the geometry and compensating for bole hole deviations is crucial not only to the lnitlal blast but also for any consecutive blasts. Excessive bore hole deviation can cancel any new technology in use. However the instruments and skills required solving this Issue are readily available.

Infrastructure is defined as all those parts of a mining development which are not directly concerned with mining and mineral processing. Infrastructure is of significant and growing importance in the overall develop- ment of mines, and the costs could be critical in determining the viability of a project. Prior to_project authorisation, feasibility studies are required, often in considerable detail, to determine costs with adequate reliability. It is necessary that the Engineer should be adequately briefed for carrying out these studies and that good liaison and communication with the Owner be maintained. Methods, costs, order of accuracy, and some special requirements of these studies are discussed. After project authorisation, rapid im- plementation of the proposals is generally desired. A suggested organisation and method for this implementation is presented and dis- cussed. Comments on fees, and particular points in the relationship between Owner and Consulting Engineer are given. Particular reference is made to differences in conditions compared with public works projects. Realistic attitudes of mind towards environmental matters, industrial relations, and contractual relationships are advocated.

During the year terminating at the date for the third annual meeting of Engineering Foundation, the Board completed, its undertaking to sustain the National Research Council for one year. Assistance given in the organization of the National Research Council has been amply justified by the results. The Council is now well established in a 4¬story building at 1023 16th Street, N. W., Washington, and has recently secured another similar building near by in order to house its increasing force. The breadth, importance and volume of work done have steadily grown. Foreign offices have recently been established in London and Paris, Dr. H. A. Bumstead being in charge of the former and Dr. William F. Durand of the latter. The total expenditure by Engineering Foundation for the National Research Council was $9,036, derived partly from income of the endowment fund and partly from special gifts from Ambrose Swasey and Edward D. Adams. In May, Walter M. Gilbert was appointed Assistant Secretary of Engineering. Foundation, with headquarters in Washington, his services being contributed by the Carnegie Institution. He also became and has remained to date Assistant Secretary of the National Research Council. In September, resolutions were exchanged between the Engineering Foundation Board and the National Research Council, setting forth a policy of continuing reciprocal relationship, and a conference committee, Chairman M. I. Pupin, Dr. Charles Warren Hunt, and Gano Dunn, was appointed to inform the National Research Council of the readiness of Engineering Foundation to work upon definite problems sug-gested by the Council. No problems have yet been suggested.

A GIFT of $10,000 to the endowment of Engineering Foun-dation, made by the Central Hudson Gas and Electric Corporation, has been announced. In transmitting this gift T. R. Beal, president of the corporation, made the follow-ing interesting statement: "You may be interested to know that this amount was in fact earned by our employees by their more efficient opera-tion of the physical properties under their care. It rep-resents $10,000 of return premiums paid during the past year on accident insurance, as the result of the company's excellent record in preceding years, so that we take greater satisfaction in making this gift as it is related, in some degree at least, to the higher standards of engineering and operating practice to which the work of the Foundation per-tains."

This paper presents the analysis, design, and load test program results for drilled shafts to support a 70-story hotel tower and associated 10 story podium structures located in Las Vegas, Nevada. A mat foundation for the structure, although feasible, would have produced undesirable differential settlements within the high rise tower footprint and at the interface with adjacent lower level podium structures. The resulting foundation system solution for the 70-story, approximately 800-foot long hotel tower was four-foot diameter drilled shafts, extending 100 below shaft cutoff. The design compression capacity for the four foot diameter drilled shaft was 5,000 kips. The load test program proved that the unique Las Vegas valley geology lends itself to efficient installation, precluding the need for engineered slurry or casing. The load testing program included the installation of two four-foot diameter test shafts to 100 feet below theoretical cutoff and the performance of two highly instrumented independent Osterberg load cell tests with maximum sustained test loads of 12,000 kips. Sonic caliper testing was also performed to document actual in-place shaft diameters and verticality. The load test program also provided information necessary for the foundation design of the podium structures. In addition to the tower?s drilled shaft load test program data, continuous flight auger (CFA) pile evaluation and testing was also performed. The CFA testing consisted of traditional ?top down? loading techniques and was performed as an alternative to the recommended shallow drilled shafts for the lower level podium structures. The results of the CFA test program provided supplemental, insightful soil friction data which was used in conjunction with the drilled shaft test program data in evaluating the most appropriate support for the lower level structures.

One of the main characteristics of the development of rock mechanics in some countries is a close cooperation between experts in rock mechanics and workers in related fields, including soil mechanics and engineering geology. The purpose of this chapter is to outline the contribution that engineering geology can make to rock mechanics and to present a few examples of engineering geology studies that have been used in solving some practical rock mechanics problems. Engineering geology investigations dealing with the influence of geological factors on the physical properties of rock materials and rock masses fall into three main categories : 1) Systematic study and correlation of the physical properties of the main rock types with the petrogenetic evolution that caused the differences in the properties of these various rock types. 2) Study of the heterogeneity and anisotropy of both rock materials and rock masses. 3) Delimitation of rock masses which are approximately uniform in physical properties (quasihomogeneous units). Delimiting of the quasihomogeneous rock masses is the main contribution that the engineering geologist can make to rock mechanics. This delimiting is based on the evaluation of many complex geologic factors, not on test results alone, and therefore is most effectively done by trained engineering geologists. The foregoing types of studies are being used in Czechoslovakia for several purposes, including : 1) the compilation of regional engineering petrologic data-that is, the systematic definition of the main rock types of the country in terms of their representative physical characteristics;

A recent study by the National Academy of Engineering concluded that if the U.S. Coal Industry is to double production by 1985 it must open 30 new 2,000,000 tons per year surface mines in the eastern states and 100 new 5,000,000 tons per year surface mines in the western states, in addition to major growth in underground mining. Major expansions in coal mining are also planned in other countries. Engineering geology can play an important part in coal mine development, operation and abandonment (Table I), and with the increasing scale of surface coal mining and the requirements of environmental legislation, it seems certain that engineering geology and geotechnics will play a growing role in surface coal mining.

The Rogers Pass Project in British Columbia has involved the construction of two railway tunnels totalling 16.6 km and a 345 m deep shaft. Systematic geological mapping was carried out at four headings during construction. The paper discusses the procedures used to record the geology, structure, rock mass characteristics and excavation performance. Coded data from the geological mapping and shift inspector reports was entered into a computer data base. The rock mass quality was evaluated for both the Geomechanics and Q classification systems. Continuous computer generated graphic logs were produced showing the excavated perimeter map, geological parameters, installed support and construction activities. The tunnel logs were updated on daily basis and used during construction by project staff for evaluating support requirements and monitoring excavation progress. The specific requirements, difficulties and advantages in mapping tunnels using a computer based system are compared to those of a conventionally mapped tunnel excavation with hand drafted tunnel logs.

The importance of sound geological reasoning will be illustrated by transportation projects in New York City where there are proposals for at least 11 caverns. These caverns have been the subject of advanced exploration techniques and geological interpretation but even so the raw data falls short of the sophistication of modern numerical methods. This paper will give geological explanations for the engineering characteristics of the rock in New York City which will provide guidance for practitioners when approaching cavern design in New York and elsewhere.

"Assessing the stability of a slope cut in rock is basically a problem of engineering geology - geology, because it involves a sound understanding of the important aspects of geology, such as geological structure, ground water, weathering and other natural phenomena, which all relate to or exist in a geological environment, and engineering, in that quantitative evaluations and calculations are necessary, these being based on mechanics and relating to the strength of the geological materials and the forces causing instability of the slopes. The engineering geologist must make every attempt to. provide, in a quantitative way, information on those geological factors which are necessary for making calculations of the probable stability of the slope. These include numerical assessments of quantities relating to the characteristics of structural discontinuities, rock types, topography, hydrogeology, tectonic history and other environmental factors. Based on the development and extension of these general principles, both preliminary and final slope stability studies of some open pits in South Africa, Swaziland and Zambia have been conducted. Some of the basic concepts and techniques developed to carry these studies out are described."

Barrick Goldstrike Mines Inc.’s Betze open pit is located at the north end of the Carlin Trend, in Eureka County, NV. Ten open pit gold mines exist on the trend, which strikes northwesterly, through the north end of Eureka County and into Elko County (Fig. 1). The final pit will be about 2440 m long x 1550 m wide (8000 x 5100 ft), elongate in a west-northwesterly direction and about 425 m (1400 ft) deep. The pit straddles the Barrick-Newmont Gold Co. property boundary. History The first hole at the Goldstrike Mine was drilled in 1962. Between 1963 and 1964, 17 shallow holes were drilled with little encouragement, in view of the price of gold at $1.12/g ($35/oz). From 1962 to 1975, several different companies explored the Goldstrike property. In 1975, Pancana Industries acquired the property. In 1976, Pancana’s exploration efforts found sufficient gold mineralization to initiate heap leach production. In 1977, Pancana formed a joint

Barrick Goldstrike Inc.'s Betze/Post Open Pit is located at the north end of the Carlin Trend, in Eureka County, Nevada, U.S.A. (see location Map, Figure 1). About ten open pit gold mines exist on the trend, which strikes northwesterly, through the north end of Eureka County and into Elko County. The final Betze/Post Pit configuration is shown in Figure 2, Pit Configuration. The final pit will be about 2450m long by 1550m wide, elongate in a west-northwesterly direction. The pit straddles the Barrick/Newmont property boundary. The highest elevation of the pit perimeter is 1800m at the south wall, with the east end pit bottom elevation at 1200m.

This report and accompanying engineering geologic map describe the generalized engineering geology of St. Louis County, Missouri for use in determining the most efficient, economical, and environmentally sound program for land development and urban growth. It includes an evaluation of such factors as the physical and engineering properties of soil and bedrock, surface stability, and subsurface geologic structure. The map and text are designed primarily for property owners, engineers, architects, real estate developers, and city planners involved in land-use planning. The geologic information and engineering interpretation must be considered as a general guide and not as a substitute for a complete on site investigation prior to initiation of any land-use project. The map scale, 1:63,360 (1 inch to a mile) is too small to include the detailed information normally provided on the 7 1/2-minute quadrangle series (1:24,000). The smaller scale is most useful at regional planning levels and was chosen to present information on the more significant engineering factors of the geologic environment for county-wide planning and development. A conventional geologic map deals primarily with the distribution and variation of bedrock formations, and a pedologic map presents information on the soil or natural medium for plant growth. Basic geologic maps and pedological maps are valuable tools that can be of assistance in studying the geologic environment, however, these maps do not provide all the information required for land-use planning. The engineering geologic maps are designed to provide this data. The engineering geologic map is related to both of these basic maps but emphasizes the engineering properties of the rock formations and soils rather than their age or origin. Some of the unit boundaries shown on the county map will closely follow some geologic formation and/or pedologic boundaries; others will transgress these conventional boundaries. Earth materials, bedrock and soil, that have similar engineering characteristics have been mapped as one unit without regard to their geologic or pedologic classifications. This is to assure that geological factors are recognized, adequately interpreted, and presented for use in engineering practice.

The Manapouri Power Project is located in New Zealand's South Island Fiordland. The project is being constructed for the New Zealand Ministry of Works. Construction began in 1963 and is scheduled' for completion in 1969. The project will divert water from the natural, glacially carved Lake Manapouri, at Elevation 580, through vertical- penstocks into an underground powerhouse 364 feet long, 127 feet high, and 59 feet wide excavated about 700 feet below ground surface and about 560 feet below the present lake level. The possible ultimate power installation will produce 700 megawatts from turbines located in the underground machine hall. The turbine flow will discharge through the 6-mile, 30-foot diameter tailrace tunnel into a fiord arm of the Tasman Sea. The rocks in the project area are primarily Paleozoic Fiordland Complex gneiss, schist, amphibolite, and marble intruded by granitic rocks and pegmatite. Shear zones have been encountered in the tunnels and machine hall. These produce water and occasionally require steel support. The machine hall arch was stabilized entirely by rock bolt reinforcement. Rock mechanics instrumentation has been used throughout the project both for pre-construction design calculations and to monitor tunnel rock loads and movements of the machine hall roof and walls. About 28 miles of the 100-mile transmission line will be constructed across glacially oversteepened slopes and debris or swamp filled valleys between the power plant and the eastern edge of the mountainous area. Steep glacially carved rock slopes and locally unstable glacial till complicated construction of the transmission line access roads.

INTRODUCTION Mica Dam is located on the Columbia River just downstream of the "big bend" of the Columbia, where it leaves the Rocky Mountain Trench and begins to flow southwards, approximately 85 miles north of Revelstoke, B.C. (Fig.l). The dam was built as one of three Columbia River Treaty dams in British Columbia which regulate the flow of the river and provide flood control downstream in Washington and Oregon. In addition, the three Canadian dams make possible greatly increased power generation at existing power plants in the United States and further development along the Columbia and its tributaries in British Columbia. History Mica Dam, constructed during the period 1967 to 1973, is a zoned earthfill embankment 650 feet high, which has 12,000,000 acre feet of live storage and an available head of 550 feet. Power intakes which would serve either a six-unit surface or underground plant were incorporated into the design and construction of the right abutment of the dam (Fig. 2). Prior to 1971 alternative 2500 MW capacity surface and underground powerplant arrangements were studied. Cost estimates for the two alternatives were the same within the limits of estimating procedures. However, it was believed there was a certain continuing risk in locating a surface plant at the toe of a steep canyon wall. The Sahara Desert presents a serious obstacle to transportation route development in northwest Africa. Most highways and railroads are now limited to the coastal regions. A network of pioneer roads is the only connection between Algeria, Morocco, and Tunisia on the north, with Mali and Niger on the south. A feasibility study has recently been made for a paved highway between these countries. Climatic, geologic, physiographic and hydrologic conditions will significantly influence the construction of the road. In order to reduce costs, special construction methods will be required. An outline of these I conditions and methods is presented as an example of an engineering geological investigation in desert conditions.

This paper makes five major points which may be contributions to the art of limestone sinkhole engineering. First, solution cavity development in limestones is dependent in great measure on pyrite contained within the limestone. Second, rock failure is rarely involved in sinkhole problems, while soil failures are almost always the mode of occurrence. Third, draw down, depression of the water table, is a primary causative factor in sinkhole development. Fourth, lateral movement of vadose water along the soil-rock interface, sub-soil erosion, is the mechanism by which soil is stoped, raveled, piped, or removed from the soil cavern. Fifth, the ultimate or triggering factor in localizing a sinkhole collapse is any superposed mechanism which disrupts the continuity of an impermeable clay soil overburden. The above theses are presented as extensions of our observation and of published literature, with the suggestion that additional study of these mechanisms is warranted.
