The Role of the Operator The ultimate objective of any installation is to be able to accomplish the useful work that it was originally designed for. The operator needs a tool that he can both operate effectively and maintain efficiently. The overall design and subsequent installation of a comminution circuit should be a marriage of good engineering practice and practicality. Since the operator must operate and maintain his equipment, his input into the design and installation is vital to its ultimate success. The design of a crushing or grinding circuit is dependent upon many factors including flowsheet design, equipment selection, physical layout, space restrictions, climatic restrictions and considerations for future expansion. The operator must live on a day-to-day basis with the results of the final design and installation. The most satisfactory operation will result when the operator has a major input into each of the criteria that are used to define the final design and installation. The operator referred to is not only the mining company or organization that is having the installation built for its specific use but, more specifically, the person or persons that will actually be responsible for its daily operation and maintenance. Future references to the "operator" will include those individuals with that daily reponsibility. The operator's input into the installation of the circuit is of equal importance to his input into the design. The engineering organization which puts together all of the various design drawings for circuit installation is generally restricted to trying to get all of the details onto a multitude of 24" x 36" two dimensional drawings with a few isometric drawings thrown in. It's almost impossible to get all of the details of a final installation onto all of the drawings, and field modifications are necessary to make everything fit properly. In a multilevel installation, such as a grinding or crushing circuit, it is difficult to envision space requirements to adequately operate and maintain the various pieces of equipment simply by looking at a set o£ drawings. For some designs it is helpful to build a scale model so that a more realistic view of what the installation will look like can be seen. The Disputes Potential Index (DPI) is a computer program designed to help team mem¬bers assess the likelihood of contract disputes on a construction project. The program's predictions are based on data from 159 construction projects that encompass a variety of public and private projects. The impact of three categories of project characteristics are included in the DPI program, specifically, people, process and project characteristics. Ultimately, DPI returns an overall project score that indicates the likelihood of exces¬sive contract disputes. The output of a DPI analysis can be used as part of a contract readiness review or to define the need for extraordinary dispute avoidance procedures. This paper examines the development of DPI and presents the results of DPI analyses on several tunneling projects.

Diesel Particulate Matter (DPM) is considered carcinogenic after prolonged exposure. With increasing use of diesel-powered mining equipment in underground mines, miner?s exposure to DPM has been increasing. Most studies on the issue has been DPM control measures with few studies on diesel exhaust propagation patterns after leaving the tailpipes. This study uses computational fluid dynamics (CFD) to investigate the airflow pattern in an underground metal/nonmetal mine for a single heading. Several high DPM concentration areas are identified in the study and common practices for compliance are suggested. Airflow and DPM distribution are compared between blowing and exhausting face ventilation systems. Suggestions are also provided for the protection of miners in the face area.

"Diesel particulate matter (DPM) remains a health concern in many underground metal/nonmetal mines, and has been regulated by the Mine Safety and Health Administration since 2002. While the NIOSH 5040 standard method for DPM monitoring is required to demonstrate regulatory compliance, the FLIR Airtec DPM Monitor can serve as complementary engineering tool. It is a handheld instrument that offers near real-time measurements. As part of an ongoing field study, the Airtec has been used to survey elemental carbon concentrations (a proxy for DPM) in an underground stone mine. Via “spot-checking” and more prolonged area monitoring, this effort was aimed at determining spatial and temporal DPM variation in several key locations. INTRODUCTION Diesel particulate matter (DPM) is the solid fraction of the exhaust emissions from a diesel engine. It is largely made up of elemental and organic carbon (EC and OC, respectively), which can be measured as proxies for estimating mass concentrations of DPM. The National Institute for Occupational Safety and Health (NIOSH) considers DPM to be a health hazard and potential carcinogen [1]. It is believed to cause and/or exacerbate respiratory illness upon inhalation, deposition, and retention in lung tissue [2]. Since DPM exists in both the micro- and nano-particulate ranges, it can surpass typical auto-immuno defense mechanisms that keep larger particles out of the respiratory system [2]. Relative to other occupations, the DPM exposure potential for underground miners is high because these individuals work in enclosed environments where diesel powered equipment is frequently used [3,4]. A variety of engineering and administrative controls have been devised to reduce DPM exposures in underground mines, and increased airflow is often a key component of control strategies. In large-opening mines, which are most common in the metal/nonmetal sector, DPM abatement via increased ventilation can be especially complex due to moving and controlling the large air quantities [5]. The Mine Safety and Health Administration (MSHA) has regulated DPM exposure in metal/nonmetal mines since 2002. The final rule limits personal exposure to total carbon (TC, which is the sum of EC and OC) to an eight-hour time weighted average (TWA) of 160 µg/m3. To demonstrate compliance, operators must use the NIOSH 5040 Method [6]. However, the Airtec DPM Monitor (FLIR Systems, Inc., Nashua, NH) was developed as an engineering tool to provide near real-time measurements of both EC and TC for tracking personal exposures [7]. The portable Airtec works by capturing DPM on a filter and successively measuring laser extinction on the filter as DPM accumulates; the EC fraction of the DPM is dark, and so as it accumulates the filter becomes darker and absorbs more laser light [8]. The laser extinction value is directly correlated to EC, but since EC and TC are generally observed in consistent proportions (i.e., TC = EC*1.3), the Airtec is also programmed to display TC as a TWA [9]. There have been multiple studies conducted to validate the Airtec and the instrument has been adopted by some mine operators as a tool for their health and safety programs [3,8]."

The exercise of preparing this paper has been both enjoyable and thought provoking.In carrying out the research I have spoken and written to many people. Without exception they have been eager to help, all have spoken of the high regard in which they held Dr Williams, not only as a metallurgist but also as a person.Review of GK's life reveals an enormous impact on the industry in which he worked and the people with whom he associated. Consideration of this impact inevitably leads to the question "what can we learn from his life and the way he went about his work?"

INTRODUCTION This symposium at Cu 2019 has been organised to honour and celebrate the career and achievements of Dr Phillip John Mackey, an internationally recognised expert in the production of non-ferrous metals, especially copper and nickel smelting and refining. Phillip was born in Epping, a suburb of Sydney, New South Wales, Australia on 19 April 1941 and is one of 4 children of Gilbert and Philomena (nee Bartlett) Mackey. After completing Primary School in Epping, he attended Marist Brothers High School in Eastwood, Sydney and graduated in 1957 as the Dux of the School. Phillip’s father, being on the staff of the Sydney Technical College, in Ultimo, Sydney had the opportunity in the early 1950s to meet the late Professor Sir Rupert Myers, Foundation Professor of the School of Metallurgy at the New South Wales University of Technology (later called the University of New South Wales or UNSW). Gilbert Mackey was impressed by the new young Professor of Metallurgy and encouraged his son to study metallurgy - at the time an expanding industry in post-war Australia. EDUCATION AT THE UNIVERSITY OF NEW SOUTH WALES Phillip commenced at UNSW in 1958, graduating with honours in 1963. His undergraduate education and training included a few years of part-time study while working at British Motor Corporation on sheet metal forming of car bodies. At University Phillip developed his talent for teamwork. He was a contributing writer to the University newspaper, Secretary of the UNSW Students’ Union and was active in the UNSW Metallurgical Society and co-editor in 1963 of “Metallurgical Review,” the annual journal of the UNSW Metallurgical Society. His diverse interests and curiosity about the world around him were likely nourished while at University. Upon completing his Bachelor’s degree, Phillip was awarded a Commonwealth of Australia Postgraduate Research Scholarship. He began his PhD in 1964 on the thesis topic “Studies in Heat Transfer between Dispersed Liquid Metals and Gaseous Atmospheres” working under the supervision of then Associate Professor Noel Warner, an outstanding Professor at the University. Professor Warner is now an Emeritus Professor at the University of Birmingham and is internationally respected for his pioneering theoretical and practical work on established and innovative smelting processes.

Dr. James Douglas, who is memorialized on another page of this Bulletin, who held a place in the affections and regard of Institute members second to that of no other living roan, left in his will the sum of $100,000 for the maintenance of the Library of the American Institute of Mining Engineers. This is in addition to the $100,000 which Dr. Douglas gave during his lifetime. We believe that it is Dr. Douglas' wish that the library, the great means by which the benefits of Institute membership may be extended to those distant from headquarters, should be maintained by the Institute at the highest possible level of efficiency and serviceability.

When the suggestion was made by Major General Leonard Wood that the Institute assist in the formation of a National Reserve Corps of - Engineers, Dr. Drinker's name occurred first to the Board of Directors as the man who would be most capable of carrying out the proposed plan. Dr. Drinker has long been associated with work in connection with military training and is at present the Chairman of the Governing Committee on Military Training Camps Association which is having such important results at Plattsburg and other places in this country. As Chairman of the Institute's Committee on National Reserve Corps of Engineers, Dr. Drinker was a member of the Joint Conference Committee of the National Engineering Societies .on. this subject., He was an earnest worker in the movement, which, has finally resulted in definite legislation by Congress; whereby a Reserve Corps of Engineers is authorized in the new Army Bill which became effective July 1, 1916. Notice of the results of the work was sent to all the members of the National Engineering Societies early in July, and the and the Department of the United States has recently issued a circular which has been sent to all the members of the National Engineering: Societies, as well, as to many other engineers, outlining, the line, whereby engineers may enroll themselves in the Officers Reserve Corps. Dr. Drinker has, therefore, fulfilled the mission which he undertook when assuming the Chairmanship of the Institute's Committee. He now asks the permission of the Board of Directors to withdraw as Chairman and has requested that he be replaced in this position by Mr. Arthur S. Dwight, in; the belief that the Chairmanship of the Institute's Committee and, membership on the Joint Committee should be vested in a man ,located in New York City, for the better carrying put of the important work now before the Joint Committee. We are happy to say that Dr. Drinker has consented to remain a member of the Institute's Committee; but the completion of the first phase of his work; as,Chairman, should not be allowed, to pass without an expression of appreciation on behalf of the Institute for his services.

It is both an honor and a pleasure for me to be the keynote speaker for the Paul F. Kerr's Symposium on Applied Mineralogy. Professor Kerr was a man for all seasons to his students, and he treated all students as distinct individuals. Philip Bethke in his memorial to Dr. Kerr summed up our remembrance best by stating that "We have lost our most successful educator-administrator-scholar, who was our steadfast teacher-counselor-mentor-friend." His unique trait was the ability to bring out the best in a variety of individuals In order that their performance was at the peak of quality.

AWRDED jointly by the four AW Founder Engineering Societies the John Fritz Medal is generally regarded as the most signal honor that American engineers can confer on a fellow engineer. The roll of 34 recipients contains the names of Lord Kelvin, George Westinghouse, Alexander Graham Bell, Thomas. A. Edison, George W. Goethals, Guglielmo Marconi, and Michael I. Pupin; and among members of the A.I.M.E. now living, Sir Robert A. Hadfield, Herbert Hoover, and Daniel C. Jackling. On the evening of March 1 7 the name of Paul Dyer Merica was formally added to this list of illustrious engineers when the medal was presented to him at a dinner at the Metropolitan Club in New York. The citation read. For important contributions to the development of alloys for industrial uses. Arrangements for the dinner were made by the following committee representing the four Founder Societies: R. C. Allen, George S. Davison, A. A. Potter, and J. B. Whitehead.

Discussed in the paper is the redesigned reserve/resource classification for solid minerals being put forth by the authors to replace the acting Russian classification of 19961. The new version is based on the traditional foundations of former Russian classifications and the principles of the ‘McKelvey box’, both categorizing mineral resources according to the degree of geological assurance and economic viability. Based on these approaches the classification deliberately deals with both reserve and resource categories very similar to those established by the Geneva Accords in terms of definitions implied. The authors proceed from the UN-ECE proposed concept of ‘reserves’ being a part of ‘total resources’ explored in great detail by geological and feasibility studies and economically mineable at the time of reporting. The draft classification distinguishes ‘proved’, ‘probable’ and ‘possible’ categories of reserves depending on the stage of feasibility assessment carried out, i.e. the degree of detail and accuracy with which modifying factors affecting mineability of an orebody are taken into account. The reserves are regarded as a product of feasibility assessment of ‘measured’, ‘indicated’ and ‘inferred’ resources. The portions of them not having been classified as ‘reserves’ are regarded as composed of two classes: ‘subeconomic’ and ‘potentially economic’ resources (or ‘resource base’). All the cells of the classification matrix are provided with traditional for Russia alphanumeric designations and appropriate UNFC codes. The classification scheme recommended is viewed as a step forward in improvement of the State inventory and reporting mineral resources in market conditions, conducive to cross-border professional collaboration in the field of providing reliable information on the mineral rawmaterials base of the world’s economy. Besides, it recommends an easy way to get rid of amethodological error in the UNFC classification scheme where consecutive stages of geologicalexploration are identified with a single inherent degree of geological assurance. During the last decade mechanical rock excavation has become increasingly widespread in the mining industry and, more in general, in excavation engineering. This technology, especially the tools and their operating mode, has developed according to empirical procedures and for this reason their validity should be ascertained by systematically re-examining the rock breakage processes. This topic has been approached in the framework of a joint research project involving the Universities of Cagliari (Italy) and Wollongong (Australia). The investigation has been carried out experimentally as well as with the methods of numerical modelling which is based on fracture mechanics principles. The first results of this integrated research led to the proposal of an interpretation of rock breakage by means of drag tools and to the identification of a basic correlation between the rake angle of the tool and the grain size of the rock fragments produced and, therefore, the energy efficiency of the operation.

Froth flotation is one of the most widely used beneficiation processes for fine and ultrafine coals and minerals. Maintaining optimal metallurgical performance in industrial flotation operation is still a challenging task owing to the lack of an effective tool to diagnose the flotation performance in realtime. For this purpose, a number of flotation performance monitoring systems with different working principles have been developed to provide instant feedback for process control and optimisation. In this paper, for the first time, five different flotation performance monitoring systems were systematically compared through an on-site trial in a coking coal flotation plant in Queensland, Australia. The monitoring systems were used to measure (i) gas holdup, (ii) overflowing froth velocity, (iii) overflowing froth height, (iv) air recovery and (v) drag force exerted by overflowing froth, in an industrial flotation column and the outputs of these systems were collected simultaneously at a wide range of operating conditions. For each monitoring system, the best regression model describing the correlation between the system output and the flotation performance was selected from various regression models (eg linear, quadratic, power-law and logarithmic) using the Akaike information criterion (AIC). A comparison of the coefficient of determination (R2 ), residual sum of squares (RSS) and measuring accuracy at 95 per cent confidence level of the best regression models of these monitoring systems suggested that the drag sensor outperformed the other systems at a wide range of flotation operating conditions. The superior performance of the drag sensor was attributed to its distinctive design that enabled intimate sensing of variation of the overflowing froth properties. Furthermore, the drag sensor had the ability to monitor feed ash content variation when the other operation variables were set almost constant.

THERE is nothing new about drag-line dredging for placer gold. The use of the separate unit for excavating preceded the large barge with bucket-line excavator mounted upon it, which has developed to a high state of perfection through use in every part of the world. But at present there is a vogue for a small, inexpensive plant to work economically the shallower gold gravel deposits that the bucket-line dredges do not work. The dragline dredge consists of the drag-line excavator, on caterpillar mounting on the edge of the dredging pond, which feeds the gravel to the washing plant, mounted on a floating barge in the pond. There have been more than twenty-five such plants built and operated in central and northern California and an unknown number in other States. There have been variations in details of design but the essentials are similar in all. I wish to describe the operation of a typical drag-line dredging plant, that of the Wyandotte Gold Dredging Company on the Farnan Ranch in the Oroville district. This organization of six active partners built their first plant on Wyandotte creek in the autumn of 1933. The operation was successful due to wise management, which was based upon good plant design and proper principles of operation. The partners elected one of their number, H. F. England, as manager with full control and responsibility. This plant and operation furnished the pattern for many subsequent ones.

This paper outlines the process of improvement utilizing performance monitors and GPS systems on an opencast strip mine. Its primary focus is to maximize coal exposure by draglines and secondly to improve on those processes impacting directly on the dragline operation. The Aquila (DM2/5 system) navigation and monitoring systems were installed on the overburden drills. Their main function is to eliminate manual staking and positioning thereby ensuring a regular pattern being drilled. Holes drilled to planned depth reduce drill metres and it minimizes coal losses and contamination at the coal interfaces. The CAES (Computer Aided Electronic System) will be installed and evaluated on the Caterpillar D11 dozers at Optimum. This system ensures a correct dragline pad elevation through the use of planned elevations and GPS technology to achieve the optimal pad elevations for draglines consistently. The draglines are equipped with a Dragline & Operators Performance Monitor. This monitor allows the operator to control his own performance. It reports on all productivity, method and poor operating techniques. These monitoring systems send critical operational information back to the office. This source data resides in central databases from where it is converted and integrated into management information. To manage an operation means that you as a manager must be able to set objectives and targets and to achieve your goals the activities involved must be measurable.

"Fording Coal Ltd. is now in its fifth year of a 15-year contract to supply 3 million long tons of clean coal per annum to its Japanese steel-making customers. The mine employs both conventional truck-shovel and unconventional ""walking"" dragline coal mining techniques in multiple-seam pits. This paper describes the present and future application of the 60-cu.-yd dragline and truck-shovel pre-stripping fleet in 1•ecovering 5- to 40-footthick coal seams in mountainous terrain. Deep blastholes, coal flow demands, spring ""run-off"", seam and inter-seam thrust faulting, limited seam outcrop data and regional faulting are a few of the problems encountered in this application. The author discusses these problems and their solutions as applied at Fording Coal Ltd."
