Since the beginning of the nuclear era, there has never been a commercial solution for the large quantities of depleted uranium hexafluoride generated from uranium enrichment. In the United States alone, there is already in excess of 1.6 billion pounds of DUF6 currently stored. INIS is constructing a commercial uranium processing and fluorine extraction facility. The INIS facility will convert depleted uranium hexafluoride and use it as feed material for the patented Fluorine Extraction Process to produce high purity fluoride gases and anhydrous hydrofluoric acid. The project will provide an environmentally friendly and commercially viable solution for DUF6 tails management.

It seems to be a matter of general understnading that title extraction or use of ground water may not be used as the basis of a depletion deduction under the United States Revenue Code And indeed, I have been unable to find any precedent upon which to base such a deduction. It is for this reason that the Shurbet case, which is the subject of my discussion and is now before the Court, may well become a precedent as authority for the allowance or disallowance of a depletion deduction for income purposes. It is well known that the law recognized that capital is consumed in the process of extracting minerals, oil and has, other natural deposits, and timber (underscoring supplied). This exhaustion, or depletion, is likened to the using up of raw materials in manufacturing. The law, therefore, provides a deduction for depletion which is intended as compensation for the exhaustion of assets consumed in the production of income through severance of minerals, oil and gas, other natural deposits, and timber.

TAXES in general are onerous and are not a pleas- ant subject for discourse. There are, however, some very cogent reasons why we should dedicate a part of our thoughts and services to the solution of our taxation problems: The happiness of every individual in the United States depends on the maintenance of a stable government. The collection of taxes is an indispensable function of a stable government, and the power to collect taxes depends in part on the question whether taxes are fair and equitable. As representatives of the mining industry it is our duty to .protect it from tax burdens that are discriminatory or- unjust, As citizens we find that taxation is incessantly endeavouring to unravel the knots in our purse-strings. Many members of the Institute may be consulted .by clients on taxation problems, especially the phases which re- late to depletion and valuation. It is the hope of the writer that the discussion of some of the current depletion and valuation problems will stimulate interest in the problems, and as a consequence of this new interest facts will be ventilated, opinions rendered and services performed, which will be a means of solving the problems to the satisfaction of all parties interested.

RENEWABLE VS. NONRENEWABLE NATURAL RESOURCES Nonrenewable resources, such as minerals, are the inevitable center of attention in discussions of depletion and exhaustion. Nevertheless, it may well be proper to regard some nonrenewable resources as not subject to exhaustion, and renewable resources may sometimes be treated as if they were finite stocks. Thus, the availability of nonrenewable resources is not and probably never will be known completely Chap. 2.5A, and therefore is not subject to firm predictions concerning exhaustibility. The functions of miner mainly include the pick-up manganese nodules laying on the surface of the seafloor, the separation them from sediments, the crushing the nodules and the covey to the inlet of the flexible hose. The miner is connected with umbilical cable that can supply power, instrument signal, communication data, etc. The major concerns of the system is to monitor and control the launching and retrieval operation, the landing, maneuvering and track keeping, to monitor the pick-up operation and to monitor the hydraulic system. Also as per the seafloor profile the track and pick-up processes need to be controlled. The recent research and development of deep sea miner is mainly focused on the efficient performance and workability in deep water. To communicate and control the miner, navigation and positioning system have been applied. As the miner is being deployed or retrieved, it is very critical to avoid any damage to the device that would be caused by the dynamic behavior of surface vessel or the minor itself with wave and current motion. The fast deployment and retrieve should be considered very important to minimize the possible damage. The paper introduces the various type of deployment devices and recommend the possible system to the miner developed by KRISO.

The deployment of autonomous haulage system causes several impacts in mining production chain, being necessary an appropriate change management policy, crucial to observe and gather all the benefits brought by the technology. The change management is also necessary to guarantee the adaptability of the organization in the long term. This paper briefly presents the technology deployed in the autonomous trucks at Vale's iron ore Brucutu mine, the changes that the operation team faces in the adoption of autonomous technology and the required training path to develop new procedures to deal with the sensitivity of the autonomous haulage system, besides the new operational dynamics from a process point of view, with safer, more consistent and more productive operations.

Field trials at three New South Wales and one Queensland coal mines were carried out to gather data on oxygen "run out" times of Self-Contained Self Rescuers (SCSRs), time taken to escape from the mine, distances travelled and the average heart rate of subjects wearing SCSRs. The study has led to a method of predicting the duration of oxygen supply from a SCSR as a function of the wearer's body weight, physical fitness and the prevailing environmental conditions. Escapeway design, planning for emergencies, familiarity with SCSRs and experiential escape training are critical to control panic and maximise the likelihood of survival of a person attempting to escape in an emergency involving fire or explosion.

The Bureau of Mines has developed two expert systems to give advice on coal mine dust control, one for continuous miner sections, and another for longwalls. Prototype versions have been evaluated by coal operators and MSHA. Both systems query the user as to the nature and extent of the dust control problem. Typical questions asked deal with matters such as cutting sequence, current dust standards and characteristics of current dust control techniques. Advice given by the system generally does not focus on a single issue, but may suggest a variety of approaches consistent with the ability of the operator to practically implement what is suggested. Both were written using expert system development software called Insight 2+. The advantages of Insight 2+ for the user are: low cost, IBM-PC compatibility, and the fact that little prior experience with computers is required. For the developer, Insight offers an easy to use production rule language and goal driven structure as well as a wide variety of capabilities.

In classification of pulps bearing magnetized ferro-magnetic particles, depolarizing is of great importance. If size separation is to be effective, particles must be individual rather than in flocs. Depolarizing is also practiced in heavy medium separations in which ferrosilicon or magnetite is the medium. When particles of ferromagnetic material have been removed from a magnetic field, residual magnetism causes agglomeration. The term depolarizing refers to the operation of reducing or eliminating this residual magnetism and may thus be considered magnetic deflocculation. The terms demagnetizing and randomizing are also used.

Published data on thermodynamics of tin in liquid copper, matte and slag have been reviewed, assessed and used in development of thermodynamic solution models of melts. The developed model/database was applied in modelling the Sn deportment in primary copper smelting and e-waste melting processes. The results show that Sn can be removed from the matte through evaporation of various volatile Sn species (with SnS the most volatile) and slagging during copper smelting. The Sn removal increased with increasing matte grade due to the increased gas and slag volume. In the e-waste smelting process, fluxing strategy was developed for smelting e waste to produce a slag with reasonable liquidus and viscosity. Modelling results show that very low amounts of Sn reported to the gas phase due to low S, hence low SnS partial pressure in the system. The black copper produced could contain a few percent of Sn depending on the oxygen potential. The Sn in the black copper could be removed to the slag phase during anode refining. INTRODUCTION Tin is an impurity element commonly found in copper ores, which will be dispersed into various solid, liquid, and gaseous streams during the pyrometallurgical processing of copper. Tin alloy is widely used in electronic soldering due to its low melting point. The growth in treatment of recycled e-waste through primary and secondary copper smelting has led to an increased tin input to the smelting system. Therefore, the deportment of tin between phases is of great interest to the operators of modern smelters. Multi-Phase Equilibrium (MPE) is a thermodynamic package developed by CSIRO for simulating reactions between phases in multi-component and multi-phase systems (Zhang et al., 2002). Over the years the capability of the MPE model has been extended to cover the behavior of a large number of elements in high temperature system (Chen, Zhang, Wright, & Jahanshahi, 2006). In the present paper, the thermodynamic data on tin in liquid copper, matte and slag have been reviewed, assessed and used in the development of a database for Sn slag, alloy and matte phases. The model/database was applied in modelling the tin deportment in primary copper smelting and e-waste smelting processes. The aim of this study is to provide a better understanding of the chemical behaviours of tin in high-temperature copper processing and e-waste smelting.

A mineralogical study was conducted on the feed (3.51 g/t Au and ~90 g/t Ag) and four leach residue samples (assaying 0.09 to 0.19 g/t Au and 30.0 to 61.5 g/t Ag) from the Pinos Altos silver-gold deposit in Mexico to determine the cause for gold and silver losses. A comprehensive mineralogical and analytical approach including fire assay, gravity pre-concentration, ore microscopy, mineral liberation analyser (MLA) and electron microprobe was used for the current study. Results showed that gold and silver lost in the leach residues occurred mainly as inclusions in quartz and silicates (accounting for over 80% for Au and 92% for Ag of the head assays, respectively), with a minor amount in iron oxide and other minerals. The amount of liberated gold and silver is negligible. Results also showed that gold and silver particles in leach residues are mainly ranged from 1 µm to 5 µm in size, which implies that ultrafine grinding is required to improve the recoveries of these two metals. Gold in sulfide ores is associated predominantly with sulfide minerals and occurs as both microscopic and submicroscopic particles. In non-refractory sulfide ores, gold occurs mainly as coarse- and medium-grained particles. Minute inclusions and submicroscopic gold usually account for a minor portion. In contrast, gold in refractory sulfide ores occurs mainly as minute particles and submicroscopic gold, and microscopic gold usually accounts for an insignificant portion. In gold ores containing carbonaceous material, the preg-robbing nature of carbonaceous material may impose challenges on gold extraction and cause gold losses. To extract gold from refractory sulfide ores, the ore needs to be finely ground and preoxidation is often required. Sulfide host minerals must first be oxidised to create a porous structure through which the cyanide leach solution can penetrate to reach the colloidal gold particles. The oxidation is traditionally achieved by roasting, autoclaving or bacterial oxidation. In carbonaceous sulfide ores exhibiting a preg-robbing nature, the carbonaceous material needs to be treated by roasting, autoclaving or other means to minimise the preg-robbing effect. As a predictive and troubleshooting tool, the gold deportment study plays an important role in gold metallurgy. It determines the deportment of gold in an ore or mill product and identifies the mineralogical issues that may affect or may have affected gold extraction. The information acquired from a gold deportment study can be used to assist in process selection, flow sheet development, recovery improvement and reagent optimisation.CITATION:Zhou, J, 2013. The zinc refinery of Hudson Bay Mining and Smelting Co., Ltd. went through a major modernization in 1993, when the roaster and the calcine and fume leach circuits were replaced by a new Sherritt zinc pressure leach plant. The HBMS plant, in Flin Ron, Manitoba, represents the first commercial application of the Sherritt two-stage zinc pressure leach process, with /00% of the zinc concentrate feed processed in autoclaves. The process design of the new plant required definition of the deportments of elements such as antimony, arsenic, chlorine, cobalt, fluorine, germanium, magnesium, manganese, selenium, tellurium and thallium. This paper describes the deportment of these elements in the commercial zinc plant during the first nine months of pressure leach operation, and compares these results with operations prior to the introduction of pressure leaching, and with the results of tests carried out in the She"itt laboratory during the process development phase.

The deportment of a suite of elements through representative gold ore processing unit operations in cyanidation has been investigated. Chromium and lead are not soluble in alkaline cyanide solutions. Arsenic, antimony, cobalt, molybdenum, selenium, tellurium and vanadium are soluble, but typically do not adsorb onto activated carbon to any appreciable extent. Silver, copper, cadmium, mercury, nickel and zinc to varying extents report along with the gold to the carbon eluate. Cadmium, mercury and zinc can report to the carbon regeneration kiln off-gases. Strontium is soluble and adsorbs on carbon where it remgins.

"A sulfide ore containing 2.19 g/t Au and 13.13 g/t Ag was studied for the deportment and extractive metallurgy of pay metals. The ore is composed mainly of non-sulfide minerals with approximately 10% pyrite and minor amounts of marcasite, chalcopyrite, galena, sphalerite, and arsenopyrite. The deportment study using a comprehensive approach showed that gold and silver minerals in the ore are mainly native gold (Au), electrum (Ag, Au), petzite (Ag3AuTe2), hessite (Ag2Te) and volynskite (AgBiTe2) with minor amounts of acanthite (Ag2S) and argyrodite (Ag8GeS6). At current grinding fineness (P70@150µm), the majority of liberated native gold and electrum particles are larger than 20µm with 85% >40µm, some of them are even larger than 150µm, indicating that extended leach time may be required to dissolve these coarse gold grains to completion and gravity concentration needs to be considered. Petzite is relatively fine with all liberated particles being less than 80µm in size. Gold distribution and leach testwork results showed that liberated gold accounts for 50% of the head assay, exposed gold associated with sulfide and non-sulfide minerals accounts for 30% and 11% of the head assay, respectively. Gold locked in sulfide and non-sulfide accounts for 4.8% and 4.1%, respectively. Thus, it is recommended that cyanide leaching be considered for extracting gold in this ore. This paper presents the detailed results of the gold and silver deportment study and extractive metallurgy testwork, and discusses the impact on process selection and flowsheet development.INTRODUCTION Gold and silver have been found in various geological environments and ore types. In terms of the gold deportment and extractability, gold ores can be classified into two categories and 12 types. Their extractive metallurgy is largely driven by mineralogical factors such as particle size, association with other minerals, coatings and rimmings, presence of cyanicides, oxygen consumers and preg-robbers, presence of refractory gold minerals and locking of submicroscopic gold in sulfide and sulfarsenide mineral structures (Zhou et al., 2004; Marsden & House, 2006; Zhou, 2013a, 2013b). Compared to gold, silver mineralogy is more complex and metal extraction is more challenging due to its presence in over 200 Ag-bearing minerals (a silver-rich ore body would typically contain 5 to 10 different silver minerals) (Gasparrini, 1984), presence of refractory silver minerals (such as pyrargyrite, prustite and stephanite) and submicroscopic silver in sulphide minerals (such as galena and copper minerals) (Chryssoulis et al., 1985; Di Prisco et al., 2002). The presence of these issues often causes problems in Ag-bearing ore processing. Therefore, knowing the deportment of gold and silver in the ores and metallurgical products is important for flowsheet development and process optimization."

A rotating disc of precipitant zinc in a single stage flow reactor was used to study the effects of deposit mass on the reaction kinetics of copper cementing on to zinc from dilute aqueous solutions.The reaction rate is controlled by external mass transport and the mass transfer coefficient (relative to the original precipitant area) is dependent on the quantity of deposit present. For deposit masses up to about 0·3 mg/cm2 the mass transfer coefficient (first order rate constant) is that expected for the counter-diffusion of reactant and product cations through a laminar boundary layer to a smooth rotating disc. For depositmasses from 0·3 mg/cm2 to about 5 mg/cm2, the mass transfer coefficient increases significantly with deposit mass. For deposit masses greater than 5 mg/cm2 and at least up to 12 mg/cm2, the mass transfer coefficient has again a constant value which is some four to seven times the initial ("deposit free") value. The rate constant for the entire range of deposit masses studied (0 to 12 mg/cm2 ) can be expressed empirically as a cumulative normal distribution of the logarithm of the deposit mass.The enhancement in the mass transfer coefficient for deposit masses greater than 5 mg/cm2 relative to the initial mass transfer coefficient depends on the local operating conditions and increases with increasing disc rotational speed. This enhancement is, however, independent of the previous history of reaction rates.

The development of a block model for a copper molybdenum ore deposit is described. The early use of the inverse distance power estimator, and later transition to geostatistics and kr iging, produced block models suitable for global reserve estimates. Because the global reserve was inadequate for routine mine planning, the production blast hole assays were incorporated into the block model, resulting in excellent local grade prediction. The on site use of small mini, and more powerful personal computers for estimating grades is described. The development of a computer aided, interactive graphic, mine planning system utilizing the grade block model is detailed.

The presence of impurities which are electropositive to zinc in acid zinc electro- lyte causes changes to deposit morphology and reduced current efficiency. Glue may be added to control some impurity effects, but assaying for animal glue concentration is difficult and seldom done. Measurement of the activation overpotential for zinc deposition by cyclic voltammetry is used in some plants to monitor electrolyte quality and control glue additions. The deposit morphology and current efficiency of zinc deposition from commercial electrolyte were investigated for various glue additions in the presence of increased levels of antimony. Cyclic voltammetry was invest- i,ated as a method of optimizing glue additions in the presence of antimony. Scanning electron microscopy showed deposits characteristic of the impurity element present and the glue addition rate. Cyclic voltammetry measurements showed some correlation between current efficiency and activation polarization potential. The importance of using tankhouse electrolytes where results are to be related to tankhouse operation was noted.
