The wide use of bulk ANFO in surface coal mines is questionable in our energy conscious environment. At many locations, bulk ANFO is not the proper economic selection. Water conditions, energy requirements, waste and spillage, and vibration control are factors too often overlooked in the proper choice of blasting agents. Cost savings over 20% have been realized by converting bulk ANFO to packaged blasting agents. Future trends suggest greater concern for energy conservation in blasting will limit bulk ANFO applications and promote packaged products where quality can be maximized, waste and spillage eliminated, and water compatibility in wet areas assured.

In most industrialized countries, the largest element of the mining industry in physical volume is that devoted to the extraction and processing of materials for use as construction aggregates. Required for all developments in industry and commerce, power and transportation, and housing and public services, their use is so widespread that possible sources are exploited throughout all geographic regions, as close as possible to the point of use. Thus, it is also the most frequently encountered form of mining throughout the world. These materials come from four main sources:- (a) Excavation of unconsolidated deposits of sand and gravel (b) Stone quarrying. (c) Processing of slags and other mineral wastes. (d) Manufacturing from clays and shales by heat fusion. The major uses are in: (a) Portland cement concrete, that most versatile of construction materials, including the many concrete products in current use. (b) Asphalt cement concrete; widely employed for paving roads, parking lots, airfields, etc. (c) Foundation materials, such as road base, granular backfills, railway ballast, etc.

The mineral zircon is mined for use as specialty foundry sands, abrasives, ores of ZrO2 and zirconium metal, refractories, and zirconium chemicals. It is produced as one of several products from heavy-mineral sand deposits associated with fossil shorelines. Because of its low coefficient of thermal expansion, its high melting point, its high refractive index, and its chemical inertness, it is an attractive refractory material. Zircon varies from deposit to deposit in terms of grain size, grain shape, and chemical impurity. Thus, there is a wide range of commercial products differing in impurity levels, particle shapes, and grain sizes.

Introduction This chapter contains brief discussions of various environmental protection requirements that relate to underground mining operations. Environmental disturbances at an underground mining operation can result from subsidence; water discharges; waste dumps; construction and operation of access roads and utility lines; construction and operation of surface facilities such as maintenance shops, bathhouses, and storage yards; and emanation of dust and noise from surface crushers. Construction and operation of a concentrator or washing plant may result in the emission of air pollutants, the discharge of water pollutants, the creation of noise, and disturbance of the surface. Tailings ponds can be the source of fugitive dust.1 This chapter is not intended to provide a detailed discussion and analysis of laws and regulations dealing with environmental protection. Rather, its purpose is to provide the engineer with a basic awareness of the existence and nature of such laws and regulations, as well as the procedural requirements that must be followed in complying with them. The body of law relating to environmental protection has grow" very rapidly and should continue to do to for some time. Because many of the laws have been enacted recently, numerous court decisions are being rendered to resolve disputes over their interpretation. Hence, the reader is cautioned to be alert for subsequent modifications of statutes and regulations, and new case law. Rules and regulations pertaining to environmental protection are implemented at all governmental levels. The most widely known laws are those enacted by the federal government that have nationwide applicability. However, separate requirements exist in each state, county, and municipality. Because of their general applicability, federal laws are discussed most extensively in this chapter. Ownership of the property is the most significant factor considered in ascertaining what rules govern the conduct of an operation thereon. If the land is held under lease, reference to the lease terms must be made in the first instance to determine what obligations must be met in order to prevent default and possible loss of the property. If the land is held under a lease from the federal government, the operator is subject not only to compliance with the lease terms, but also to a large body of laws and administrative regulations that pertain generally to the conduct of mining operations on land held under federal leases. Although operations on unpatented mining claims, the legal title to which remains in the federal government, are not subject to the same rules and regulations that are applicable to operations conducted pursuant to federal leases or permits, they soon will be governed by a special set of regulations that provide for protection of surface resource.2 Operations conducted on lands leased from a state usually are subject to numerous environmental protection requirements specified in the lease terms, in addition to rules and regulations promulgated by the state agency having jurisdiction over mining on state lands. Operations conducted on privately held lands are subject to fewer such requirements. Leases from private parties sometimes have environmental protection and reclamation requirements written into them, but generally to a far lesser extent than governmental leases. Operations conducted on properties owned by the operator are subject only to those laws and regulations that have general applicability without regard to land ownership. COAL SURFACE MINING CONTROL AND RECLAMATION ACT OF 1977 Introduction On Aug. 3, 1977, the Federal Surface Mining Control and Reclamation Act of 1977 was signed into law.3 It governs coal-mine operations on private lands, as well as on public lands. The Act is pervasive in its scope and is extremely long and complex. The basic purpose of the Act is to control and minimize the environmental effects of surface coal mining. Surface coal-mining operations are defined as activities conducted on the surface of lands in connection with a surface coal mine and surface impacts incident to an underground coal mine.4 The Act is administered by the Secretary of the Interior through a new agency named the Office of Surface Mining Reclamation and Enforcement.5 The Act contains detailed environmental protection standards and reclamation requirements, and it establishes a permit system for all surface coal-mining operations. Mining in certain areas and under ceri-in conditions is restricted or prohibited, and a mechanism for enforcement by the states is provided. Stiff penalties are provided in the event of noncompliance. Implementation Schedule Nonfederal Lands: As required by Section 501 of the Act, interim regulations setting mining and reclamation performance standards based on and incorporating standards set out in Section 502(c) were adopted effective Dec. 13, 1977.6 They will. be incorporated as amendments to Chapter VII of Title 30, Code of Federal Regulations. Permanent regulatory procedures for surface coal-mining and reclamation operations performance standards, which were directed to be promulgated by Aug. 3, 1978, were published in proposed form on Sept. 10, 1978. 7 They govern surface coal-mining operations in any state until a permanent state or federal program is adopted. The Office of Surface Mining Reclamation and Enforcement (OSM) is preparing an Abandoned Mined Lands Reclamation Control Technology Hand- book. (l) GAI Consultants, Inc. , recently prepared Chapter 2 on Mine Subsidence Control which contains a summary of subsidence abatement measures plus two new decision matrices for evaluating the subsidence abatement options that might be considered for a particular problem. These decision matrices are presented for information. Review of the subsidence abatement methods resulted in identification of items where research may impact the current state of technology in mine subsidence control. These research needs are presented to stimulate discussion of their importance in subsidence abatement and to encourage funding agencies, researchers, and practitioners to work on them.

High voltage electrical discharge in water causes instantaneous release of accumulated energy into water. The experiment described in this paper regards the utilization of the electric discharge phenomenon in rock splitting. The pressure in the shock waves created by the discharge inside a small volume of water enclosed in solid rock causes stresses which can result in breakage of rock. Holes drilled in tested samples were notched in order to weaken the tensile strength of the rock and achieve a uniformly directed split. The influence of the notches was theoretically analysed and compared with experimental data. Results of the tests have been statistically elaborated in order to correlate the newly-created surface to the energy supplied.

A variety of grades of very white muscovite mica are now being produced from sedimentary sands and clays in Central Georgia. The mica is naturally concentrated near the base of the lens-shaped kaolin deposits and also disseminated in associated quartz sands. The same weathering and bacterial alteration processes which have transformed the kaolins from dark organic muds to white pigment-grade industrial clays have also removed discoloring iron from the micas and developed unusually white muscovite. Further, chemical alteration has removed some potassium from the muscovite atomic structure, resulting in an easily delaminated mica which can be cleaved to unusually fine, high bulking, high aspect ratio products. The peculiar alteration history of these sedimentary micas enables production of some of the whitest, finest particle size, and thinnest aspect ratio muscovite mica products on the world market today. Raw mica feed is obtained from kaolin and sand processing by-products, and also from beneath the useful base of abandoned kaolin mines. The processed ultrafine and filler grade muscovite mica products are used for paint, plastics, cosmetics, mold release, thermal and electrical insulation, epoxy, and dry wall joint cement markets.

Saudi Arabia’s mineral potential offers development target that compliment the national effort to diversify the income of this oil and gas economic based nation. Ma’aden, a joint stock company with paid-up capital of US$1 billion, has from its inception in 1997, actively developed in-house engineering and management skills to transform the Arabian shield’s mineral potential into such real projects. Gold mine operating facilities of 100,000 oz/yr underground and 50,000 oz/yr open pit are de-scribed, as well as 3 targets, two of which are underdevelopment; Al Hajar (3,000 tpd at 2.5 gpt Au)and Al Amar (5,000 tpd at 20 gpt Au). Emphasis is also on exploitation of phosphate rock and down-stream fertilizer products, based on the Kingdom’s107,000 sq. km. northern basin geological reserve. Al Jalamid, the prime target, represents 216 million tonnes of these P2O5 reserves. Saudis and expatriates, together, lead international engineering companies and contractors operating and developing these facilities.

"Water drawn from the Sacramento-San Joaquin Delta provides water supply to 66 percent of California’s population and supports the state’s agriculture industry. The existing through-Delta water system is outdated and unreliable with environmental risk to some fish and wildlife species. The Bay-Delta Conservation Plan (BDCP) has been established to environmentally retrofit and modernize California’s water delivery system through the Delta by restoring habitats, constructing new diversion points in the north Delta and providing a means to transport water supplies under the Delta, rather than through sensitive natural channels.Under BDCP, the Delta Habitat Conservation and Conveyance Program (DHCCP) has developed several alternatives to convey water from the Sacramento River in the north to the existing pumping facilities in the south Delta through an isolated conveyance system. The new conveyance system would become an integral part of the State Water Project (SWP) and the federal Central Valley Project (CVP) by transporting water to the export pumping plants for each of these projects. The DHCCP is managed by the California Department of Water Resources (DWR), while state and federal water contractors provide technical support to the program.The initial conceptual study efforts on the overall program commenced in 2007 and examined various options for the proposed conveyance system. Several conveyance alternatives were analyzed at that time. The Conceptual Engineering Report published on Oct. 1, 2013 identified the modified pipeline/tunnel option (MPTO) as the preferred alternative to be included in the BDCP environmental documents. MPTO includes three river intakes and pump stations along the Sacramento River, various sizes of pipelines and tunnels, junction structures and two forebays that are capable of delivering up to 4 million gpm (9,000 cfs) from the Sacramento River to the SWP and CVP. The river intakes are located near Hood in Sacramento County approximately 64 km (40 miles) from Clifton Court Forebay (CCF) in Contra Costa County. This route would cross portions of Sacramento, San Joaquin and Contra Costa counties. Figure 1 depicts the configuration of the MPTO alternative."

The presence of methane gas in mines creates hazards of explosions, fire and suffocation. Under certain conditions the occurrence of methane also poses a danger of gas and coal outbursts. Consequently, prevention of gas and coal outbursts in coal mines requires a sound knowledge of methane gas occurrence in mine workings. However, the direct method of determining methane content of coals developed by the U.S. Bureau of Mines is time and labor consuming for measurement, a new transportable methane tester was developed for Japanese coal mines. The instrument automatically measures emission gas from coal samples in the underground and also records and stores the data. Back on the surface, the tester can be connected via a RS 232 port to a PC computer for methane content estimation. Details of this technique are described here. Results on methane content determined in Japanese and U.S. western coal seams are discussed, as well.

Passive treatment of mine drainage using constructed wetlands has been employed on coal and metal mine sites since about 1985. The technology has advanced significantly since then; there are currently over 600 of these systems treating coal mine drainage in the Eastern U.S. at flow rates of hundreds of liters per minute. Passive treatment performance at three metal mines discussed in this paper has been positive for a wide variety of flows, water chemistry, and climates. The sites include a high-altitude underground copper mine, acidic seepage from a gold heap leach pad, and pumped effluent from an active underground lead mine in Missouri.

Booster fans in underground coal mines are often located using the concept of a neutral point. Normally, intake airways are maintained at higher absolute pressure than return airways, so air leaks from intake to return. By adding a significant pressure force to a region of a ventilation system, booster fans installed in a return airway can increase the pressure in the return so that air leaks from return to intake. This is commonly referred to as recirculation. The neutral point occurs at the location in the system where the pressure difference between the intake and the return airway(s) is zero and at this point there is no leakage or recirculation. Ideally, placing a booster fan near the neutral point minimizes leakage and recirculation; however, in practice the position of the neutral point is not static and it changes as the ventilation system parameters change. This paper presents a study of how changes in the system parameters affect the location of the neutral point in a model coal mine ventilation system. First the effects of booster fan pressure and location on the neutral point are evaluated. Next the effect of increasing mine distance, and therefore mine resistance, on the location of the neutral point and the magnitude of recirculation is evaluated.

Laboratory leaching experiments were conducted to ascertain the effectiveness of acidic solutions of thiourea, CS(NH2)2, for dissolving gold from finely disseminated gold ores. The ore tested was from the Chipmunk ore body of the Northumberland mining district in Nye County, Nevada, USA. Extractions of up to 90% were attained from the ore. Extraction was shown to be dependent on thiourea concentration, ferric sulfate oxidant concentration, acid concentration, and leaching time. Optimum conditions were an ambient temperature leach near pH 1.0 utilizing 100 to 200 kg/ton thiourea and 50 kg/ton ferric sulfate for 8 to 24 hours.

During the last few years there has been a rapid increase in the development of the community or junior college throughout the United States, Some factors behind this development include the need for more college facilities to service the growing number of high school graduates, the desire of the public to provide some post high school education at reasonable costs, and the need to provide post high school educational opportunities not now provided by most of the universities and colleges. Many of the new community colleges provide at least three educational services including local opportunity to provide the first two years of a four year college program, two year technical-vocational programs of a terminal nature, and adult educational opportunities. The community college has the advantage of not being saddled with years of academic tradition which prevent it from changing to suit the educational needs of the community It serves. The flexibility of the community college in developing new programs, particularly in the technical areas, is going to provide industry with many of the badly needed technicians it is now unable to secure.

Perhaps this is the first time that an analysis of the industrial minerals panorama has been made in Mexico for that type of commodities. Because the non-metallic minerals lack the glamour of the metallic minerals and are usually of less unit value than metallics, a comparative study of these commodities has seldom been attempted. Sulphur, fluorite, barite and few others are an exception. Consequently, the statistics on the lowest per unit value industrial minerals, such as limestone, dolomite, gravels, sands, etc., are usually scarce and not always accurate. The following, then, will be an attempt to show a general status of the industrial minerals in Mexico with due reservations regarding volumes and values. According to Kruger (1971), this group of minerals surprisingly very little known, and called non-metallics because the lack of metallic luster, is the largest group of the mineral kingdom. It constitutes perhaps 75% of all the mineral varieties. For the most part, these minerals are compounds of common acids, sulphides, hydroxides and two elements carbon and sulphur. The list of non-metallic minerals is therefore very long. It includes the borates, carbonates, chlorides, fluorides, nitrates, phosphates, silicates, sulphates and less commonly arsenates, chromates, molybdates, sulphides, tungstates and vanadates. The latter group and many of the oxides are sought usually for their metal content.

Three dimensional comparisons between calculated and measured displacements in the hanging wall of a rock mechanics study region at the Homestake Mine show correlation coefficients of 0.7 or higher. Two and three dimensional back analysis of the data lead to different scale factors for determining rock mass strengths and moduli from laboratory values and seemingly to different rock mass properties. A simple analytic model suggests that indeed not only are there two independent scale factors, one for strength and one for moduli, but that there is a logical relationship between the scale factors obtained from two and three dimensional back analyses of the same mine measurements. The three dimensional modeling procedure implemented in the finite element code UTAH3 thus seems to have a realistic potential for investigating underground hardrock mine questions not amenable to two dimensional analysis.

This paper covers the development of the Yeelirrie Uranium Project from the discovery of the Yeelirrie deposit in 1970 to the present time, with emphasis on the mining, processing, and environmental requirements of the project. The Yeelirrie Uranium Project is managed by the "Yeelirrie Uranium Joint Venture Partnership", which, when formed, consisted of Yeelirrie Development Company Pty., Ltd., Urangesellschaft, Australia Pty. Ltd. and Esso Exploration and Production Australia Inc. The Yeelirrie Uranium Joint Venture Partnership holds mineral claims over the Yeelirrie uranium ore deposit in Western Australia. This deposit encompasses some 35 million tonnes of ore containing in excess of 50,000 tonnes of uranium as U308. Agreement has been reached with the State of Western Australia to mine and process the ore to produce uranium ore concentrate. The Project scope provides for an open-cut mine, alkaline leach hydrometallurgy plant, power plant, township, airstrip, access roads, community services and utilities. The Yeelirrie Uranium Project described herein has progressed through the stages of exploration, mine evaluation, process testing, project scope definition, environmental approval, Pilot Plant operation, preliminary engineering and the publishing of a definitive Project Feasibility Study. This article summarizes the project development through the above stages.

Jameson Cell technology has found applications in the cleaning of entrained material in copper Solvent Extraction - Electrowin plants. The materials involved are largely organic substances that have not been totally removed prior to treatment of the rich electrolyte in the tank house. This paper discusses the recovery of the entrained organics in the rich electrolyte streams at Phelps Dodge Morenci in Arizona. Mount Isa Mines in Queensland. Australia and the Olympic Dam Operations in South Australia. The paper details the design, performance, the feed and product characteristics, capacity and operation. In one operation the entrained material has been observed to include crud that has been formed in the SX train. The mechanism of recovery is also discussed.

The role of geology in coal exploration, mine planning and mine development has, in the past, been relatively small. The primary reason for this lies in. the simplicity of geologic concepts that were necessary to bring these operations about. These concepts can be briefly stated as follows: 1) coal occurs in the beds or layers and is overlain and underlain by shales, sandstone or limestone in varying porportions, 2) each coal bed has been given a name and certain quality characteristics can often be associated with a named bed and 3) coal beds (and their adjoining rocks) are often folded into broad anticlines or synclines and, in some places, displaced or faulted. In actual practice, however, these simple principles have been found wanting. Thickening, thinning, pinch outs or changes in coal quality occurred but the occurrence was apparently unpredictable and the only real solution to such problems seemed to be practice and experience. This combined with ingeneous engineering solutions have provided answers to most questions. Perhaps a more fundamental reason that geology could offer so little input to coal mining is that the thickest, most persistant and best quality coal seams followed the above stated rules fairly well. In many areas, however, such seams are now nearing exhaustion and the increased demand for clean, non-polluting, safe energy is quickly bringing a need for techniques of exploration and mining procedures that will make development of formerly unminable seams a profitable venture. For the past 20 years some considerable body of knowledge has been added to the framework of the geology of sedimentary rocks and it is the purpose of this paper to present some of these newer ideas that will be useful in solving some of the present problems of coal exploration and development.
