INTRODUCTION The project described in this paper is designed to provide a standard and flexible method by which data can be exchanged among different systems and packages in common use for geo- logical modelling and mine planning, with substantial savings in ad hoc programming which is expensive and produces interface software that is difficult to maintain. Such packages include specialised applications such as Vulcan, Surpac, Datamine, and Gemcom software, and the Whittle pit optimisation programs, and more general products such as AutoCad, Microstation, and Maplnfo, and database management systems through a generic SQL interface. The data translator is built around the CSIRO Data Model and GeoEditor, and will make widely available the benefits of the Data Model by adding functionality to its implementation in an industry- standard language and style, with interfaces to important geological and mining software products used by the industry, while including also the visualisation and editing capabilities of the GeoEditor which provides the functional framework within which the Data Translator is developed. The Data Translator is intelligent in the sense that it is not a black-box solution but allows visualisation and validation of data during transfer; furthermore it provides a means for changing abstraction levels during the transfer operation. There have been few similar efforts to address this problem. It is not a problem which is likely to be solved in any general or long- term way by any individual commercial software vendor. THE CSIRO DATA MODEL A wide variety of software tools have entered the exploration and mining industries via different pathways. Examination of these pathways and the origins of the software illuminates the types of data transfer problems and difficulties which might occur in the day to day life of exploration and mining operations. In exploration, the focus is normally on a large area (>5000km2) which is explored primarily in two dimensions. For 20 exploration purposes, geographical information systems (GIs) software, image processing software, and, in some cases, 20 computer aided design (CAD) software have been employed. Typically, GIs soft- ware is used the most by lands and tenements personnel and government geological survey organisations, image processing software is used the most by geophysicists, and 20 CAD software is used the most by drafting and geology personnel. In contrast, within the mining environment, almost all activities have 3D character. In this realm, 3D CAD software and specialised mine planning and design software are important. Specialised mine planning and design software is similar to 30 CAD software, but typically has additional capabilities such as specialised modules for surveying, drill hole data operations, open pit design and optimisation, underground mine design, mining block model creation, and/or ore reserve calculations. Unfortunately, the different origins of the software in exploration and mining lead directly to problems in data exchange and the design of seamless software systems. These problems result from the different data management strategies employed by the different classes of software. In order to address these problems, CSIRO Exploration and Mining and CSIRO Division of Information Technology have been investigating the structure, character, and syntax of data and soft- ware present in computer-aided exploration and mining activities since early 1993. The goal of this effort is to 1) systematically ex- amine the breadth and depth of the data in use within exploration and mining, and to 2) promote a data organisation strategy which is broad enough and comprehensive enough to enable wiser soft- ware design and easier data transfer. In the short term a data model can be used to improve data transfer; in the longer term it is hoped that a data model framework will help object-oriented concepts to enter the next generation of geoscientific software. 9.1 INTRODUCTION There are approximately 70,000 abandoned coal mines nation¬wide, which is about 35 times the number of underground coal mines presently operating. The US Bureau of Mines estimates that there are over 8 million acres of undermined land due to the extraction of coal, metals, and nonmetals. Subsidence has affected more than 2 million acres, and more than 99% of the subsidence is related to underground coal mining. There is reason to believe that some of the remaining 6 million acres of the undermined land have a high potential to subside. The expansion of housing, highways, commercial structures, and other facilities has required the use of many areas that are underlain by abandoned coal mines, and this growth will continue. Many subsidence problems are derived from the collapse of aban¬doned underground coal mines. There are numerous abandoned mine workings in the anthracite fields of northeastern Pennsylva¬nia, in the Appalachian bituminous fields, the Illinois Basin, the Rock Springs, Wyoming area, and other areas of the United States (Gray et al., 1976). Various room and pillar patterns of mining have been used in the dipping anthracite seams and the nearly flat-lying bituminous seams with considerable variation in the per¬centage of coal extracted. The progressive deterioration of pillars, mine floors, and mine roofs after long exposure to air and water may later result in the collapse of strata over the mine entries, the crushing of the remaining coal pillars, or the bearing failure of the mine floor beneath the coal pillars. Subsidence then results as the collapse reaches the ground surface in the form of differential strains, depressions, cracking of the ground, and sinkhole devel¬opment. Subsidence over active longwall mines, which occurs concurrently with mining or is completed within a short period following coal extraction, has been studied extensively over the past decade. On the other hand, subsidence over abandoned coal mines receives little attention by the researchers, mainly because it is difficult to predict and takes place decades after mining has ceased. The techniques of investigating the subsidence events over abandoned coal mines are similar to those employed for active mines except that at the outset, it is necessary to determine whether or not the subsidence events are mining-related (Chugh et al., 1986; Cummings and Singh, 1986; Peng and Hsiung, 1986). This calls for the identification and confirmation of abandoned mine workings under or near the affected surface structures. Gen¬erally old mine maps, if available, are acquired, the surface bore¬holes are drilled for confirmation of the accuracy of the mine maps and determination of the potential for continued subsidence. Sub¬sidence monuments are established and periodic surveys con¬ducted to determine the amount and trends of surface movement in and around the affected surface structures; surface boreholes are used to investigate the integrity of the underground structures (i.e., roof, coal pillars, and floor) by TV camera. They are also used for monitoring the vertical and horizontal movements of the subsur¬face strata by Sondex (FPBX) and inclinometer (PFBI), respec¬tively, for determining the continuity of the subsidence events. Tape extensometers, crackmeters, etc., are used to monitor the development trends of major cracks in the structures or on the ground. These data are used to identify the causes of the subsidence events. Finally, abatement methods are selected to stabilize the structures. It must be noted that most subsidence events over abandoned coal mines are reported after the fact, and investiga¬tions are begun some time after reporting, that the subsequent measured movements are generally much smaller than that at¬tained in the active mines, and that due to lack of knowledge about the damage conditions and the exact location of the abandoned mine workings with respect to the affected surface structures, the precise causes of surface subsidence or surface structural damages are in most cases very difficult to identify. 9.2 TYPES OF SURFACE SUBSIDENCE According to Gray et al. (1977), after examining 354 incidents of subsidence above abandoned mines in the Pittsburgh metropol¬itan area, the subsidence features have a mean diameter (i.e. the average of long and short dimensions) from less than 1 ft to 1600 ft, with 84% less than or equal to 15 ft; the subsidence features have a depth ranging from less than 1 ft to 48 ft, with 89% less than 25 ft; 66% of the subsidence features are deeper than they are broad. Nearly 59% of the subsidence features occur with overbur¬den less than 50 ft thick and 81% less than 100 ft thick. No subsidence features occur with overburden thicker than 450 ft (Fig. 9.1). Occurrence of subsidence incidents varies from imme¬diately to more than 100 years after mining (Fig. 9.2). In analyzing the characteristics of approximately 3000 chim¬ney subsidence features along the Colorado Front Range, Matheson and Eckert-Clift (1986) examined historical aerial photographs on 4- to 14-year intervals between 1937 and 1967 and found that the majority of observable surface subsidence features occurred within 30 to 40 years after mining. According to Gray et al. (1977), the most prevalent subsi¬dence features over abandoned mined land are sinkholes, with depths of more than 3 ft, and troughs or sags, usually less than 3 ft deep. Sinkholes are steep-sided pits, while troughs are shallow depressions much wider in area than sinkholes. A. SINKHOLE SUBSIDENCE A sinkhole is caused by the collapse of a mine roof that works its way upward. If it is not arrested during the process it will eventually reach the surface and emerge as a sinkhole. The process is governed by the thickness and character of the overburden, the width and height of the mine openings. Sinkholes are usually 3 to 20 ft deep and may be 2 to 40 ft in diameter, although most are fewer than 16 ft across (Gray et al., 1977; DuMontelle and Bauer, 1983). Newly formed sinkholes have steep sides with straight or bell-shaped walls. At times, they appear to be conical in profile with the apex upward. If the topsoil collapses, the top portion will widen to form an hour-glass shape. Sinkhole subsidence usually occurs over abandoned mines less than 165 ft deep (Hunt, 1979). Matheson and Eckert-Clift (1986) found that chimney sink¬holes are likely to occur when the ratio of overburden thickness to mining height (h/m) is less than 4 to 5. When h/m is between 5 and 10 to 11, the potential occurrence of chimney sinkholes decreases rapidly. When h/m is more than 10 to 11, less than 10% of the mine openings that collapse will induce sinkholes on the surface.

PDMI mines five different grades of ore. Shovel operators were experiencing problems differentiating one material type from another. In 1997 PDMI decided to try GPS ore control to aid operators in identifying material boundaries. Computer generated ore control maps and GPS data defining the shovels' position is fed to a computer on board the shovel. A monitor, located near the shovel operator, displays material types, their boundaries, and the shovels' position and movement in relation to the mining face. This information has reduced errors in material identification by 50%.

So now you ask, Where are the transcripts? The well-organized co-chairs, Harry and Mary, did their job. Doug Halbe was active in the audience encouraging people to speak up and keeping everything moving along. So where are they? Were the comments so provocative that they could not be written? Was the profanity so bad (even for miners!) that it couldn't be repeated? It appears that at the first session of the Plant Operators' Symposium a glitch occurred with the recording equipment. Thanks go to everyone who did comment during the dis- cussion period. The People I session had a lot of lively conversation and we are sorry that it will not be printed. However, there is now another reason to hold the plant operators' sessions on a regular basis! Another People session can and will be held in the future.

Ethoxylated phosphoric ester surfactants were evaluated as collectors for flotation of carbonates from sedimentary phosphate ores, at slightly acidic pulp pH, using sulfuric acid or sodium fluorosilicate as a phosphate depressant. With 12 to 15 carbon atoms in the hydrophobic chain, maximum collecting power was observed for 9 to 10 ethylene oxide units. Only fine carbonates, ranging in size from about 20 to 160 µm or 40 to 200 µm, were effectively removed with phosphoric ester collectors. Utilization of seawater, or water of extremely high hardness, did not detrimentally affect selectivity. Silica, silicates, and residual fine carbonates can be separated in a second flotation stage, with primary amine as a collector. Coarse carbonates are separated by direct flotation of phosphate with fluoride ion as a phosphate activator and primary amine as a collector. In a seawater pulp, fluoride ion was not required. Typical examples of laboratory and pilot- scale test results are given to illustrate capabilities of the various flotation flowsheets.

Detailed description of the development of the FIOR process1 and, subsequently, other technical papers relating to the operation and start up of the FIOR plant2,3 are available in the technical literature. The Fluidized Iron Ore Reduction (FIOR) process plant constructed in the Matanzas region of Venezuela represents the first commercial application of this technology. The FIOR process was developed by Exxon Company during the 1950's and 1960's; and the facility in Venezuela was designed and constructed by Davy McKee with the plant start up in 1976. While there is a minority government ownership in the company, FIOR de Venezuela operates as a private sector company with the majority of the ownership being private capital.

The addition of new data and corrections can be made under the control of a simple editing session. All programs for this system are written in FORTRAN and executabe "MACROS".. After the addition of new data, the whole file Is reinitialized to update the binary file and cross-reference tables. Updating the binary file involves rerunning the initializing program. The creation of graphic plots like cross sections and plan views is menu-driven from a terminal and very user-friendly. Small files containing not more than 10,000 entries (survey and assay points) are suitable for this setup, particularly for computers with less than 2 Megabytes of real and virtual memory. The largest file processed contained 35,000 lines of survey and assay information and required 4 megabytes of virtual memory. Working with this size file slows down the time for the creation of plots and cross sections. Another independent system is more akin to a financial type of data base. It was installed in one Anaconda mine as part of the operation's inventory, warehouse, day-pay payroll, and purchasing data bases. It is a highly hardware-dependent system, in particular, IBM's CICS/VS (Customer Information Control System/Virtual Storage). This is a true relational data base that optimizes storage requirements, supports online inquiry, update, data entry, and data security. While this system has been tested and proven in accounting applications, it requires programming expertice in PL/I and other CICS utility programs. It is well suited for huge data bases (like the 35,000 lines of data), but cumbersome for small engineering files.

National Institute for Occupational Safety and Health (NIOSH) studies show that 43.5% of surveyed coal preparation plant workers had noise exposures exceeding the Mine Safety and Health Administration Permissible Exposure Level. Sound levels around vibrating screens in these plants often exceed 90 dB(A). NIOSH is currently developing noise controls for horizontal vibrating screens. To characterize noise sources, NIOSH researchers performed sound pressure level (SPL) measurements on a vibrating screen at their Pittsburgh Research Laboratory. The results show that the entire screen contributes to noise below 1 kHz and the vibration mechanism housings are most significant above 1 kHz. Constrained layer damping (CLD) treatments and an enclosure were used to reduce mechanism housing noise. These were evaluated using sound power level measurements according to ISO 3744. The CLD treatments reduced the A-weighted sound power level by 3.1 dB in the 1 to 10 kHz one-third-octave bands. A panel-on-frame vibration mechanism enclosure using various types of panels further reduced the A-weighted sound power level from the CLD configuration in the 1 to 10 kHz one-third-octave bands by 3.7, 4.0, and 3.9 dB for aluminum, steel, and Dynalam panels, respectively. The combination yielded a 7 dB reduction from baseline in A-weighted sound power for the same frequency range.

The history of underground coal mining has developed through the years from a manual digging and loading process to the highly mechanized pro- cess that it is today through the use of electric power. Mine power systems have closely followed the continued pattern of improvement and mechanization, through necessity and the application of technological advances, At the beginning electric power used in coal mines was confined to haulage. Since d-c power was better suited to traction drives, mine power systems naturally developed using direct current. During this development, a number of street railway systems were in service, using 550 volts, and it was natural that mine trolley systems went in at 550 volts. As machines for mining operations developed and the number of operating mines increased, a safety hazard developed through the use of 550 volts. Most regulating agencies opposed the use of 550 volts, and after a time the maximum voltage permitted was limited to 300 volts hot line to ground. Up until this time most mines had operated with one central generating station, which served utilization power to the whole mine. Power demands were not very great and transmission losses were within reasonable limits.

Many coal beds that will be mined in southeastern Montana are aquifers that provide essential local water supplies. Mine cuts along aquifer outcrops create almost imperceptible piezometric changes. Monitoring near such operations at Colstrip has detected almost no water-level declines in observation wells. Mine cuts between outcrops induce rapid storage depletion and associated piezometric depressions. One such cut near Decker induced 1,250 m3/day of flow from storage and created a piezometric depression of 3 meters or more as far as 1,500 meters from the mine. No wells have yet become non-productive but losses of some are inevitable as operations expand. Alternative supplies are available from aquifers stratigraphically below the disturbed materials. Effluents from active mines are chemically similar to other area waters because they are mixtures or ground waters entering the mine cuts. Occasional high concentrations of nitrate do occur, however, as residuals from explosives. Spoils generally consist of confined aquifers of wasted coal and coarse rubble at their bases, overlain by finer-grained sand, silt, and clay. Hydraulic conductivities and storage coefficients are comparable with those of undisturbed confined aquifers. Water quality in mined lands is highly diverse because of diverse spoils lithologies and poorly-established ground-water circulation. Ground water in spoils is more mineralized than in the coal beds and chemically resembles waters from sandstone aquifers. Hydrologic effects of mining will not be catastrophic or widespread but may have local significance. Most notable changes will be in water quality; availability will not be permanently reduced.

Death and injury rates in mining have been the highest of any industry; the injury severity rates in mines have also been the highest. Tentative figures reveal that 1971 was the best year yet for the bituminous coal indus¬try with the lowest number of fatal accidents. Nevertheless, 177 men were killed at a frequency rate of 0.76 per million man hours. Coal mine accident statistics have been described at various times as unacceptable and intolerable and recently resulted in the enactment of massive legislation. The 1969 Coal Mine Health and Safety Act was passed by Congress "to improve the working conditions and practices in coal mines and to prevent accidents and occupational diseases originating in the coal mining industry." The prevention of accidents in coal mines is the statutory responsibility of mining engineers and the moral responsibility of all who have any part to play in mining coal. The questions to be answered by these men may well be - What are the reasons for the high accident rate? Are the mines as safe as they can be? Are our mines sufficiently manned to insure proper supervision of production cycles and safety requirements? Are our plans for safety committees, safety campaigns, and safety inspections sufficient? Are they producing the results intended? If not, how can these be reorganized to have a greater impact? What is the real cost of an accident? What are the immediate and long-term plans for further improvements? These questions are in no way exhaustive, and the answers are not easy. There are many aspects of mine safety, and any one of them can be the subject of a lengthy discussion. The aim of this paper, therefore, is to limit the analysis to documented fatal electrical accidents in mines so that meaningful conclusions for improvement in electrical accident-experience statistics can be made. In doing this, it is also the intention to emphasize areas of missing information and propose a few suggestions for better hazard analysis.

The Reserve Mining Co., in the processing of taconite iron ore quarried from the Peter Mitchell Pit, deposited the finely crushed waste rock into Lake Superior near Silver Bay Minnesota. In the early 1970s The U.S. Environmental Protection agency filed a lawsuit against Reserve Mining Co., asking the court to force the company to stop dumping into the lake. On April 20, 1974, after a lengthy court battle, the U.S. District Court concluded that the Reserve Mining discharge into Lake Superior violated federal and state pollution laws and thus ordered Reserve Mining Co., to halt the lake disposal of taconite tailings. At the time many feared that some of the mineral particles contained in the tailings (alleged to be asbestos or asbestos-like) would cause human health problems. This Conference was thus convened to readdress the problem of the mineral content of the Biwabik Iron Formation and to whether any minerals contained in the ore could cause human disease. The four papers given in this session address the nature of the mineral particles in the taconite rock, the definition of the term ??asbestos?? and the history of the legal controversy over the possible health effects of certain mineral particles contained in the Biwabik iron range ores. Morey The Biwabik Iron Formation was a principal source of ore for the American steel industry during the 20th Century. The unaltered iron deposits, called taconite, contain approximately 30% iron and 50% SiO2. About 75% of the iron in taconite resides in the mineral magnetite, the remainder is largely in iron carbonate and several iron-silicate minerals.

Until well into the 20th century, most construction work was performed under the auspices of a master builder or in a manner that would be described today as design-build. In addition, many civil engineers served as ?interns? under the tutelage of a master builder in order to learn how to design and construct a certain type of structure. This was certainly the case for tunneling projects with various individuals having been identified as tunneling experts as a result of successfully completed projects The master builder approach began to change in the early 1900s to a model that would be referred to today as design-bid-build. A design-bid-build approach to project procurement gives the owner more control over the final product and al-lows the contractor to know exactly what is expected of them before the work is constructed. As a result of this transition in project procurement, civil engineering schools placed a greater emphasis on the training of ?design? professionals. This article will document how the training of tunnel design professionals progressed within the United States. Although it is difficult to generalize about the hundreds of tunnels that were constructed in the first four decades of the 20th century, there is one project that stands out as having resulted in a university program related directly to tunneling and that is the Chicago Subway. During a visit to the United States in 1938, Dr. Karl Terzaghi met a student named Ralph Peck who was then studying at Harvard University in a pro-gram established by Arthur Casagrande. Shortly thereafter, Terzaghi traveled to Chicago for a lecture and was asked to consult on the Chicago subway project that was then under construction. The Chicago subway was being constructed in clay, and the owners were worried about possible settlements to nearby buildings. Terzaghi asked Peck to serve as his field engineer for that project. Thus was established one of the most productive relationships in the history of civil engineering in the United States. Peck, who would become Dr. Peck, moved to Chicago in 1939 to participate in an extensive research project that con-tinued until subway construction was halted in 1941 because of World War II. During that time, the cost of subway construction in Chicago was reduced substantially as a result of Peck?s observations and Terzaghi?s recommendations. "INTRODUCTION Santiago de Chile is a 7 million inhabitant city which has a 103 Km long subway network operated since 1975 by Metro S.A. This network is used on a daily basis by 2.3 million people. In 2012 Metro S.A. started the biggest enlargement of the network in its history, through the design and construction of the new Line 3 (21.7 Km) and Line 6 (16.5 Km). The detailed engineering contract for civil underground works of Line 6 (L6) was awarded to the Consortium integrated by ZAÑARTU Ingenieros Consultores and GEOCONTROL S.A., in which Geocontrol was in charge of the design of 11 stations and 14.5 Km of tunnel. L6 crosses L3 in Ñuble and Ñuñoa Station, L2 at Franklin Station and ends, intersecting L1, at Los Leones Station as shown in Figure 1. LOS LEONES STATION DESIGN Location and Characteristics Los Leones Station is placed at the North end of the L6, next to the same named station of the L1 and it has four construction units, as is shown in Figure 2: I. Access Shaft (49 m x 47 m). II. Access Gallery (34 m long). III. Station Tunnel (120 m long). IV. Connection Gallery with L1 (104 m long). A singular feature of Los Leones is that the western section of the station tunnel, built from the access gallery, is located below an underground parking lot which is located in Providencia Avenue, as shown in Figure 3. It is important to highlight that the distance between the vault of Los Leones Station Tunnel and the foundations of the underground parking lot is only 6 m."

Another record year vas experienced by the mining industry as the value of nonfuel minerals production soared to $23.5 billion-up 15% from the previous year. Based on preliminary estimates by the Bureau of Mines, US mine output was the basis for about $225 billion worth of minerals-derived materials. Metal mining accounted for $8.5 billion, or 36%, of the total. Of the 22 metals produced in the US, 11 showed quantity increases, while 16 had value increases. Business Week's survey of 1200 companies (Mar. 17, 1980, pg. 81) revealed that 21 metals and mining companies had sales increases of 30% with earnings up 104%. Higher prices and increased demand for metals were primary factors behind the improved performance. The steel sector reported a 30% decrease in earnings for the year, but the slump was primarily the result of a $383-million loss for US Steel coupled with a 17% decrease in earnings at Inland Steel. Other firms did well in 1979, with earnings up 279% at Interlake and 269% at Kaiser Steel. Major obstacles facing the steel industry included substantial tonnages of dumped and subsidized imports, environmental expenditures, runaway inflation, and price controls. Turning to nonmetallic production, of the 49 commodities reported by the US Bureau of Mines, 29 had higher outputs and 39 had increased values. While production statistics may seem encouraging, government regulations continued to stifle industry efforts to develop needed new capacity. A case in point may be publication of the Environmental Protection Agency's simplified procedure to streamline five permit programs by consolidating them into one. The five included: hazardous waste management, national pollution discharge elimination, dredge and fill, underground injection control, and prevention of significant deterioration. The new procedure, published by EPA in the Federal Register, took 149 pages. AMC's J.A. Overton, Jr., noted that (MCJ, Nov. 1979, p. 39) to visually depict the complexity of the proposed regulations, Sell Oil Co. developed a flow chart mapping a path through one section. The chart required 10 days to map and two weeks for two draftsmen, using computerized drafting techniques, to plot the results. Overton said, "Perhaps the greatest service EPA has performed in preparing its proposal is to demonstrate again that federal regulations have become a complexity compounded by confu¬sion that culminates in a conundrum." While regulatory agencies promulgate new regulations, the lack of a cohesive government minerals policy remained a matter of significant importance to mine management. A non-fuel minerals study to provide input to the Administration for a national minerals policy program was a dismal shock, according to Rep. Jim D. Santini (D-NV). He said the first phase of the program, which was to identify industry problems, failed to come to grips with the hard decisions necessary regarding these problems, their impact, and their interrelationship. Santini said the report failed to acknowledge government's role in the process and absolved the government of any adverse influence on the domestic minerals industry. In response to the phase one report, eight senior mining executives testified before Santini's House Subcommittee on Mines and Mining concerning mineral supply, access to foreign sources, environmental protection, conservation and recycling, national security, and capital formation. By year's end, Rep. Santini promised to prepare a hard-hitting committee report on problems affecting the non-fuel minerals industry to provide a better base for subsequent policy recommendations (MCJ, Jan. 1980, p. 34). On the technological front, interest again centered on mechanization, automation, and scaleup to improve and expand production. Computer use increased for calculation of ore reserves, mine planning, operations research, and mineral processing.

In situ stress on the scale of a tunnel or mine may be distorted by geologic structures. The resulting variations in in situ stress have a direct bearing on the potential for mining-induced seismicity. New evidence collected from the Lucky Friday mine by US Bureau of Mines researchers, as well as a review of previous case studies, demonstrated that in situ stress variations affect the [spatial] distribution of mining-induced seismicity. Although overcore stress measurements have been useful in these studies. they are too expensive and, depending, on conditions, may be too difficult to collect. However, information on borehole and raise breakouts: deformation of mine openings: and patterns of seismicity, ground-control problems and rock-burst damage can be used to build a stress database. In conjunction with maps of mine structure and geology and models of rockmass behavior, this database can then be used to build a map of in situ stress variations. Such a map could provide a means of anticipating patterns of mining-induced seismicity and. Thus, could be the basis for planning appropriate measures to ameliorate rock-burst hazards.

The CTC (Certified Trading Chains) mineral certification system has been piloted in Rwanda since late 2008. CTC project implementation is jointly driven by the Federal Institute for Geosciences and Natural Resources (BGR) and the Rwanda Geology and Mines Authority (OGMR), in cooperation with other national stakeholders. Five Rwandan mineral producers participate in the CTC project with their flagship mining concessions. Based on independent third-party audits, CTC certifies supply chain due diligence measures of these companies engaged in the artisanal mining sector through on-the-ground assessments of mining conditions, transparency, as well as mineral origin and traceability. The CTC system thus allows responsible mineral producers and their clients to verifiably demonstrate supply chain due diligence and good governance in conflict-affected and high-risk areas.

Principles of Green Chemistry provide useful guidance for sustainable mineral process development. Laboratory bench scale testing was carried out using pregnant cyanide leach solutions, and a number of commercially available mercury precipitation reagents were compared using jar testing to determine the most efficient and selective reagents for mercury precipitation. The most efficient reagent identified was sodium polymeric thiocarbonate (NaPTC).Coagulation experiments with fine diatomaceous earth resulted in a stable precipitate, with good settling properties. On line monitoring of the mercury in solution is recommended for process implementation to conserve reagent removing approximately 90-95% of the mercury with minimal silver and negligible gold losses.

The paper presents the outline of the results in the algorithms and software of the microprocessor-based system for the powerful drugline bucket automatic motion, as well as the technological process control and functional diagnostics of the electrical equipment. The system is, aimed at the increasing both the draglines' working efficiency and the professional, competence of the operators. The excavator-dragline, equipped by the automatized operation, diagnostic and information processing system, possesses considerable technological: flexibility, which can widen therefore its field of application. The tasks of the dragline bucket motion optimal operation, programming of the excavation and overburden dumping processes, as well as the tasks of the control and the analysis of the technological parameters and the diagnostics of electrical equipment conditions, are defined in the paper. In our paper we present the results of these tasks being solved, providing the algorithms of the main mechanisms for the automatic operation for the swinging bucket controlled motion, the algorithms of the statistical analysis of the working efficiency parameters the algorithms of the diagnostics for electrical driving systems. The algorithms of the motion operation are constructed using the predicting dynamic models. The diagnostic algorithms at the normal working conditions form a number of algebraic invariants always equal to Ø with the accuracy up to when the electrical equipment is parametrically adequate. The algorithms of evaluating and analysis of the excavation efficiency make use of the direct measurement and analytical identification. The working condition and quality of the operation and control algorithms are investigated by simulation and natural testing. The results of the mathematical simulation of the bucket motion (with the 20 m3 capacity) of the excavator-dragline with the boom of 90 m in length are given in the paper.

The question of the desirability of recovering cullet from MSW in order to recycle it into the manufacturing of glass containers remains a controversial one. The main factors appear to be: 1. The position of the Glass Container Manufacturers Institute (GCMI), as the trade association for most container manufacturers, is that post-consumer cullet is a vital source of raw material. Present requirements are for: a) Flint cullet b) Non-flint cullet of known mix proportions c) Mixed unsorted cullet of known mix propertions c) Mixed or non-flint cullet of unknown mix proportions. A market balance for these products exists, and this might somewhat limit the outlets for (b), (c) and (d), or severely limit the outlet for (d) alone. 2. The color specifications are rather strict. With cullet admixtures of 20% of the melt or more, and the use of decolorisers in a flint furnace discouraged because their action is reducing in a process which requires an oxidising environment, color contamination in a flint furnace is serious.. For amber and green furnaces (reducing) it is less serious, but in order that the quantity of decolorisers may be controlled, the color balance (as a measure of the Fe and Cr content) of the admixtured cullet should be known. 3. Why not simply color analyze, either by a continuous on-stream or off-stream: photo-electronic analysis, or by systematic batch sampling (with some kind off electronic surveillance of the mainstream) and just send mixed, color measured cullet to only amber and green furnaces? The flint would-be simply included in the mix. This is probably technically feasible, but is subject to the market limitations noted in point1.
