LIX63 in combination with DNNS selectively extracts nickel and/or cobalt from acidic leach liquors with pH values as low as 1.0. Nickel/cobalt and cobalt/nickel selectivities are achieved by varying the relative concentrations of LIX63 and DNNS. Increasing LIX63 concentration retards both extraction and strip-ping rates while DNNS has the opposite effect. Slope analyses of equilibrium data indicate that both LIX63 and DNNS are present in the extracted complexes. Examples of possible flowsheets are presented.

INTRODUCTION Soft ground tunnels may be above the ground water table or they may be subaqueous. The ground may be clays, silts, sands, gravels, glacial deposits, boulder tills, and any of these in any combination. Because of the relatively low strength and deformability of soils, difficulties often arise in soft ground tunnelling. These soil characteristics and resultant tunnelling difficulties, have had a direct influence on the development of "Lovat" Tunnel Boring Machines. We have been required to recognize and adapt to unusual ground conditions and to follow through with design, fabrication, and field maintenance to ensure dependable, trouble-free operation. The basic "Lovat" machine is a fully shielded, wheel-type with the cuttinghead driven by a monorace type bearing with gear drive incorporated in the bearing. Mechanical innovations have been added to the basic machine which complement the resources of manpower, equipment, and materials available to the contractor for a specific operation. FULL FACE SUPPORT The installation of hydraulically operated closure doors or flood control doors, at the cuttinghead, is one of the early "Lovat" technical innovations. Introduction The East-West Gateway Coordinating Council is an organization of local governments formed in 1965 to identify regional problems and to formulate policies, plans and programs to resolve them. The major goal of the Gateway Council is to improve the quality of life for the citizens of the St. Louis Region. While East-West Gateway Coordinating Council is the organization I represent and it only deals with the St. Louis Metropolitan Area, you will find one or more similar organizations in each of our nation's urbanized areas. As a result, for illustrative purposes, I will use my organization to portray what is happening nationwide. For example, in order to eliminate duplication, the Council reviews local applications for approximately 100 federally funded programs in such areas as highways, mass transit, parks, water treatment, and sewers before they can be sent to the appropriate funding agency. The Council's varied functions place it in a unique position of receiving more and more responsibility for developing strategies of implementation of various environmental regulations. This is due to the fact that environmental control is a relatively new field and we, as a country, are relatively inexperienced. The resulting regulations and guidelines will depend, to a great extent, on what the general public is willing to accept in terms of controls and what price they are willing to pay in terms of taxes and increased costs. In recent years drivage advance rates in the UK have in- creased from 35m per week in the 1980's to 100/150m per week possible today. These extended rates of advance have resulted in an increase in the potential methane, dust and heat generation at the drivage face. In order to disperse this additional pollutant load requires an increase of fresh air at the face. Although advance rates have changed, current auxiliary ventilation practice has not. UK mining law requires that the fresh air must be delivered to within 5m of the face. This has lead to the wide spread use of overlap auxiliary systems, since a pure forcing system set at this distance would lead to excessive airborne dust. UK mining law does not at present consider on-board mounted exhaust scrubber fans to constitute an effective overlap fan within mechanised drivages. In an attempt to determine whether working conditions could be safely and economically improved within mechanised drivages, a series of preliminary full scale gallery trials were con- ducted. A summary of the principal findings of these trials are presented together with an outline of a series of representative CFD simulations, scale model experiments.

An Atomic force microscope (AFM) was used to measure the surface forces between hydrophobic silica surfaces. The measurements were conducted in the presence and absence of Cu(II)species in solution to study the effects of the cation adsorption on the hydrophobic force. The results obtained in the absence of the Cu (II)species showed that the hydrophobic force does not change with pH, while the electrostatic repulsive force changes substantially with pH. In the presence of the Cu(II) species, the hydrophobic force begins to decrease at a pH where Cu2+ions are hydrolyzed, indicating that the first hydrolysis product (i.e., CuOH+ions) are the species adsorbing on the surface of the hydrophobic silica. The results of the surface force measurements were used to develop a model for the adsorption of the hydrolysis product of Cu(II) species on the hydrophobic silica.

OCAW appreciates the opportunity given to us by the sponsors of this Conference to present our position and policies on the issue of radiation hazards in mining. Our principal concern is the health impact that the mining of uranium has on our members. OCAW represents 1,500 underground uranium miners and more than 10,000 underground miners with 3,000 in the Rocky Mountain region. The U.S. Public Health Service has determined through mortality studies that the number one cause of death among uranium miners is lung cancer. It was also determined that exposure to radon daughters and mine dust correlates with the lung cancer experience of uranium miners. Data from the U.S. Mine Safety and Health Administration has also shown that not only uranium underground miners, but all underground miners, are exposed to radon daughters -- especially underground miners in the Rocky Mountain region. It is our position that any OCAW underground miner is at potential lung cancer risk. The dosages of radon daughters that our miners are exposed to are very many times the background levels of radon exposures in the communities where they live. We are also aware that cigarette smoking accelerates the onset of lung cancer; however, it has to be clear that the available scientific evidence shows that alpha radiation does initiate lung cancer and that cigarette smoke, as a recognized co-carcinogen, promotes cancer already initiated by radiation. It is true that cigarette smoke increases the risk of cancer significantly for miners exposed to radon, but nonsmoking miners have experienced lung cancer rates twice as high as the comparable members of the U.S. population. OCAW's position is that the occupational regulatory agencies should concentrate on the exposures that can be controlled; that is, occupational exposures rather than life-style exposures. Our Union has maintained a consistent posture in relation to carcinogens in the workplace -- that is, exposure to cancer-causing agents should be limited to the [lowest feasible level]. OCAW has interpreted lowest feasible level as the lower limit of detection of the collection and analytical method used to detect the carcinogen. Our posture is based on the available scientific information on carcinogenesis. We have asked the scientific community, many times, to provide us with safe levels of exposure to carcinogenic substances, including radon daughters. The answer has been: "We cannot determine levels of exposure low enough to assure that no cancer will occur." In short, there is not a "safe threshold" for any carcinogen. This statement does not come from one of the few so-called "pro-labor scientists," it comes from the National Cancer Institute and the National Institute for Occupational Safety and Health. I don't need to be a scientific sage, then, to conclude that the lowest level of exposure corresponds to the lowest risk of developing cancer. That is, then, our policy on exposure to carcinogens. It seems there has been an attempt to ignore the fact that lung cancer in uranium miners is the principal cause of death. Uranium miners are no exception from workers exposed to carcinogens. Our policy applies to them. Uranium miners should be exposed to the lowest feasible level of radon daughters and any decrease in the permissible exposure level is a decrease in their lung cancer risk. Accordingly, OCAW has petitioned the Department of Labor for a new permissible exposure limit to radon daughters in uranium mining, which lowers the current exposure standard from 4 Working Level Months (WLM) per year to 0.7 Working Level Months per year. We made our demand to the Department of Labor on April 20, 1980. We are still awaiting action from the Federal Government on our petition. OCAW is also very concerned with other important health impacts of uranium mining. We are concerned with a rate of disabling accidents and fatalities which is twice as high as the same rate in other underground mines, excluding coal. We are also concerned with the rate of respiratory disease fatalities among uranium miners which is almost four times the rate among a comparable U.S. population. We have expressed those concerns when the U.S. Senate proposed a Federal Compensation Act for uranium miners. That proposal, by Senator Dominici of New Mexico, found a quiet death in two Congressional sessions. In conclusion, our position on lung cancer induced by radon daughters is the same position we have taken with all other industrial carcinogens: The lower the exposure, the lower the risk. OCAW is demanding a drastic decrease of the permissible exposure limits. OCAW will never accept that a segment of our membership which mines uranium should take the lion's share of the risk while the uranium mining companies take all the benefits.

Established in the 60-ies, the Zlatna Panega quarry is a cement raw materials quarry supplying 95% of the needs of the Zlatna Panega Cement Plant with limestone, marl and other silica-aluminates. The two major types of raw materials are formed by accordingly dipping strata of Upper Jurassic limestones and lower Cretaceous marls. Between them there is a ?transition-zone? or ?contact-zone? of a high-silica content layer, about 5-m thick, defined as ?flint? by investigations including spot sampling throughout the quarry. For many years this ?contact-zone? layer was neglected due its negligible thickness. Further, with the increasing demand on the quality of the raw materials feed to the Plant and the focus on variability of the chemical and mineralogical components, it was decided not to mine any of the parts of the quarry contaminated by this material, for about three years. The latter had an impact on the availability of operating benches that could result in a substantial decrease in the total recoverable re-serves of Zlatna Panega, particularly with respect to marls. There were considerations for resorting to a partial, selective excavation of the quarry pit with a reduced lifetime for the lime-stones and re-opening of an other (currently in-active) marl quarry at a distance of 6 Km from the Plant. The Quarry Team of the Zlatna Panega quarry was assigned to study the problem. The ?contact? layer was duly confirmed with systematic geological (including mineralogy) studies, statistical analysis of available data, surface sampling and shallow exploration drills, resulted into distinguishing a third type of reserves and their credible subsurface delineation by means of geological 3-D modeling and quarry design. A new quarry design was finally elaborated with a view of providing flexibility in mining, utilization of the total volume of all available reserves and maximizing the mine life of Zlatna Panega quarry. An industrial test took place in December 2005, by using the contaminated parts of the quarry (co-mining of the ?contact-zone? materials) at a contribution of 15-20% in the raw materials mix, as dictated by their contribution in the total recoverable resources of the quarry. The purpose was to investigate the viability of this solution ? in line with improved quarry planning ? without compromising the quality of cement production and the efficiency of Plant Operations. Results were overall successful.

The penetration of sustainability principles in business practices has introduced the necessity for a simultaneous integrated assessment of the corporate economic, environmental and social performances. Continuous technological, political and legal evolutions indicate that Sustainable Development (SD) principles will soon have to be implemented in all sectors of the Greek corporate reality, among them in the Mineral and Mining Industry. However, the ultimate criteria for the evaluation of a company?s performance remain its profitability and its market value. Managers, shareholders, financial intermediaries, all alike, emphasize and base their decisions on the various accounting produced ratios of return (ROA, ROE, ROCE, Residual Value) included, or produced by data found, in the financial statements of the companies. This paper offers evidence that the traditional accounting ratios discourage the implementation of investment plans that aim at improving the environmental performance of companies and therefore can be inadequate and misguiding for SD applications. International studies have consistently traced a positive relationship between the environmental performances of firms and their financial positions. Yet, the fact that investors tend to reward proactive companies by increasing their corporate values is disregarded by the return ratios, which usually set up the basis for management rewards and bonuses. The book value of the firm assets and owners? equity from which such ratios are produced diverges strongly from the real corporate value, defined as the traded amount for the stock of a firm. There is an urgent need for an adjustment of the return ratios so that they can record the positive economic impact of a more sustainable attitude and encourage decision makers towards this direction.

Airborne particulates can be generated by combustion processes, comminution, or materials handling, and regulation of these particulates by EPA are becoming progressively more stringent. Regulations will soon include “nanoparticulates,” particles finer than 100 nanometers, which are believed to have significant health effects due to their high surface area and reactivity. Although it was argued that nanoparticulate concerns were only important for combustion, studies here have shown that material handling and comminution release significant quantities of nanoparticles into the air. Laboratory studies have shown that sodium metasilicate reduced airborne particles finer than 10 micrometers (PM10) by 86% and particles finer than 2.5 micrometers (PM2.5) by 80% for iron ore. Additional studies were conducted which revealed that nanoparticulate emissions were present in the types of operations conducted at pyrometallurgical facilities.

Prediction of excavation rates is a critical element in the pre-planning of a tunnel boring machine (TBM) project. A realistic evaluation of performance expectations is needed that reflects both the knowns and unknowns of the excavation process and geologic conditions. Current planning procedures are often based on deterministic “best guess” estimations. In this paper, a probabilistic approach to performance simulation is presented that will permit rational consideration of general and project-specific uncertainties in establishing realistic performance estimates. Companion to the simulation software is a database of over 600 public-domain case histories.

The search seems to be taking us full-circle to the time and motion studies of Taylor (Horn, 1987). It wasn't until the late 1970's, however, that systematic investigations were made in the mining industry. One of the first was a study by Sanders, Patterson, and Peay (1976). That project explored the relationship of attitudes and safety. Peay, Atkin, and Goodman (1977, then reviewed the whole area of Organizational Development, including the so-called Rushton experiment.

FOREWORD In 1974, the Ministry of Housing and Reconstruction (The Client) which subsequently became the Ministry of Development and New Communities of the Government of the Arab Republic of Egypt assigned responsibility to the Arab Contractors (Osman Ahmed Osman and Company) for the design and construction of the tunnels under the Suez Canal. For this project the Arab Contractors of Cairo and Tarmac International of London formed a joint Venture, called Osmac. Sir William Halcrow and Partners of London are responsible for the design of the Ahmed Hamdi Tunnel as a Sub-Contractor to the Contractor. The advisory consultant of the client is a joint Venture between Tippetts-Abbett-McCarthy-Stratton (TAMS) of New York and Arab Consulting Engineers (ACE) of Cairo. INTRODUCTION A site investigation was carried out between Km 141 and Km 150 Suez Canal chainage to determine the ground conditions relevant to design and construction of a road tunnel under the Suez Canal. A feasibility study included aerial surveying, geological mapping and the drilling of 8 boreholes. Detailed investigation included the drilling of 105 boreholes, sampling, piezometer installation, pumping tests, and the digging of trial pits and trial excavations. In-situ work comprised SPT, permeability tests and dilatometer tests. Laboratory testing included soil classification tests, compaction tests, California Bearing Ratio tests, shear strength determination and oedometer consolidation tests as well as chemical analysis of both soil and ground water. The investigation revealed that the ground conditions at the first proposed El Shatt site (Km 148.5) were not favourable for bored tunnelling, whereas they were more favourable at the southern El Shatt site (Km 150.0).

Development of improved transportation networks in major urban centers has led more and more to underground construction, the only reasonable solution for decreasing surface traffic congestion. Excavations required by these projects usually cause decompression of the surrounding soil mass which results in subsidence of several centimeters. While these magnitudes of subsidence have no consequences in undeveloped areas, they are often unacceptable in urban areas where existing buildings, structures and utilities are endangered. Recent tunneling projects for the extension of the Paris Metropolitan Transit System (R.A.T.P.) underground network were carried out with this in view and gave rise to the development of a number of innovative techniques for minimizing ground decompression and subsidence. As shown in Figure 1, the recent R.A.T.P. expansion program includes a new express metro, 46 km long, crossing Paris from East to West, and the extension of many existing metro lines in the suburbs. From the start, R.A.T.P. was faced with many unique technical problems for which there was little precedent experience. The structures to be built have large dimensions, with cross-sections typically ranging from 40 to 300 m2, and exceptionally to 600 m2. The new lines are often very deep because the shallow profile is already congested by the existing metro, interceptors, sewers and a very large number of utilities. As a result, new construction is often below ground water level by as much as 20 m. Moreover, the geology varies widely from hard limestone with compressive strength over 1500 kg/cm2 to inconsistent water bearing sand. Finally, curves in the East-West line must have a minimum radius of 500 m which frequently forces the alignment to pass below existing structures, buildings and monuments.

The past several decades have seen the rapid expansion of multinational mining companies? exploration and production activities around the globe. This trend has resulted from a number of factors, including increased demand for resources as a result of worldwide economic growth, the diminishment of known and proven reserves, rising commodity prices, technology improvements, and the liberalization of investment regimes in developing countries with significant natural resources. With those opportunities, however, come associated risks and significantly increased legal compliance obligations that may be imposed by various bodies. That includes domestic regulations, as well as foreign civil and criminal laws with extraterritorial reach. A failure to adhere to those laws can have dire consequences, including substantial monetary fines and penalties, severe damage to a company?s reputation, and even jail time for individual company employees.

The Federal Bureau of Mines has developed a chlorine-oxygen leaching technique for the recovery of metal values from lead-zinc sulfide concentrates. Lead, zinc, copper, cadmium, and silver extractions are in the 95- to 99.9-percent range. During leaching, the zinc, copper, cadmium, and silver are solubilized as metal chlorides, and lead is converted to insoluble lead sulfate. The iron contained in the concentrate is converted to insoluble iron oxide, and a majority of the sulfide is converted to elemental sulfur Minor metals such as copper, cadmium, and silver are recovered by precipitation with zinc dust. Zinc is then recovered from the purified zinc chloride solution by evaporation to dryness; the lead is recovered from the leach residue by brine leaching and crystallization to produce lead chloride. Recovery of zinc and lead metals by fused-salt electrolysis of the chlorides is being studied separately.

An overview of the process employed to assess arsenic exposure levels at a gold mine is provided together with the recommended control measures. Arsenic and its compounds are regulated in Ontario as designated substances in all workplaces except mines and concentrators. There is a proposal to remove the exemption for mine and concentrators. If the exemption is removed, the mining industry will be required to adopt the proposed exposure Limit of 0.01 mg/m over 40 hours. There are many mines in Ontario which will be affected by this new regulation. To determine the extent of which workers are exposed to Levels exceeding 0.01 mg/m , an assessment program was initiated at the mine. The main objective of the program was to determine the effect of the proposed regulation on underground and surface operations in term of compliance if it becomes Law. The data obtained from the assessment program shared that only 1ML of the workplaces monitored for arsenic indicated levels above the proposed limit of 0.01 ,/yard all workplace levels were below the present Limit of 0.2 mg/m .

During early stages of the detailed design for Detroit?s Upper Rouge CSO Tunnel Project, a Value Engineering Recommendation suggested the design team investigate alternative concepts to the usual cast-in-place or precast concrete lining system for the Project?s many smaller diameter Deaeration Vent Shafts. The resulting design investigation produced not only an alternative lining system, but lead to a proposed non-conventional approach to shaft installation means and methods through soil and rock necessary to construct the permanent shaft lining system. [Full-scale laboratory experiments were performed to evaluate the effect of ventilation and water spray pressure on the potential dust capture efficiency of a ventilation system comprised of blowing ventilation and an underboon scrubber. The tests were performed for a 1.52-m (5-ft) roof height and 2.36 m-3/s (5000 cfm) blowing ventilation volume, and a 2.44-m (8-ft) roof height and 4.72 m3/s (10.000 cfm) blowing ventilation volume at three face positions of the miner. The scrubber suction rate was varied for the tests to study the effect of scrubber flow rate on capture efficiency. The airflow patterns and scrubber efficiency were determined by performing tracer gas tests. Tracer gas was released through a manifold placed in front of the rotating miner drum. The gas was sampled in a grid fashion using a real-time multi-point gas sampling system. The capture efficiency of the scrubber was evaluated based an the peak gas concentration of the gas laden air drawn through the scrubber and the amount of gas passing, through the scrubber as a fraction of the gas released at the face. The data were analyzed to yield scrubber peak concentrations, potential exposures at various operator locations and the gas removal percentage (GRP). The underboom scrubber appears to work best in the end sump position, relative to the start sump and start slab positions. The capture efficiency scrubber was higher for 2.44-m (8-ft) roof heights compared to 1.52-m (5-ft) roof heights. The data also showed that the scrubber air discharged behind the mining machine may be drawn into the face area by the action of the blowing ventilation system, resulting in recirculation.]
