Introduction A new mining agenda is before us. Born of government policies and world economies, the years ahead will show reduced growth. Metals, mining, and most other natural resource industries are inflation dependant and capital intensive. For these, a long period of contraction of outmoded and costly capacity will evolve. In some cases, this will be supplanted by new, lower cost capacity. But this will occur only if the cost of production - including cash operating and debt service costs - comes in at or below current market conditions. The industrial outlook for metals mining can be characterized as bearish. A US bank economist said mining companies planning their five-year forecasts should take current market conditions and straight-line them to the end of the decade. With low growth and low inflation, the real price of metals will remain flat or decline slightly. As a result, capital funding will be problematic. The low-cost producer will succeed. That means only the producer with low cash costs and low principal and interest costs per unit of production, will succeed. Gaining a perspective One must look back 30 years to see the evolution of the capital markets, for metal mine financing. This period can be divided into two economic periods. The 1950s were a time of stable economics. Mining companies earned and reported good profits. They had good corporate creditworthiness. In essence, mining companies of the 1950s were highly self-reliant. When equity infusions were needed, they were easily obtained. Financial management kept long-term debt low. Fixed rate, long-term financing was readily available in the long-term bond markets. The commercial banks of the 1950s were rarely used by the mining industry. When necessary, mining companies went to the banks for short-term financing - the kind that was needed for working capital requirements. Changing rhythms In the old rhythm there was an orderly market. Even into the mid-1960s, 75% of world annual copper production was controlled by eight companies: two in the UK, one in Belgium, and five in the US. During times of poor market demand, these producers would control supplies to the market. They took their losses out of retained earnings. Capital was easily restored during the ensuing good times. The new rhythm called for copper to be an economic means to a political end. Third World copper producers brushed aside the market fundamentals of commodity economics. Yet, the political solutions of these countries - their lack of response to the market - have seldom achieved their original objectives. Each commodity has its own old and new rhythm. Aluminum may have a similar rhythm, coming 10 to 20 years later than copper. By the late 1960s, changes were occurring. Inflation was on the rise. Ore reserve quality was falling. As a result, capital expenditures were necessary to maintain existing output. These costs created an increase in corporate leverage, thus adding to inflation and rising interest rates. Indicators A comparison of the gross national product (GNP) deflator index, consumer price index, and the metal mining deflator index is instructive. (Fig. 1 and Table 1). With 1972 equal to 1, note that the metal mining deflator reached its lowest point in 1967. From that point, the metal mining deflator has accelerated severely for 16 years. Only two minor downturns occurred during the business recessions of the mid-1970s and the early 1980s. In essence, Fig. 1 shows that while GNP has grown modestly, a miner's dollar in 1972 would require $3.48 in 1980. This is an almost 17% compounded growth rate over that eight-year period. Beginning in the late 1960s, for the first time in mine financing, the risk of success shifted from the corporate balance sheet to third parties. Limited-resource financings were taken up by banking syndicates that accepted certain of these risks. The lender needed to be well acquainted with the types of risks to be evaluated. These include resource quality and quantity, construction and completion, capital and operations costs, market risks, force majeure, and political and exchange rate risks. Project financings became the basis whereby mining companies were able to maintain their borrowing capacities. In essence, the lender was willing to share some of the project risk while only receiving lenders' returns on these investments. Cleaning of three coals from the eastern US was tested by five selective agglomeration processes and one selective flocculation process. The coals and processes are described, and the results are reported and compared. Two of the processes, which ground the coal to the finest volume mean diameter, met the stringent test program quality specifications.

Ilmenite concentrates prepared from beach and dune sands of Florida, India, Australia, and other localities deviate to varying degrees from the theoretical composition of pure ilmenite, and generally contain more Ti02 than the formula FeTiO3 would indicate, and some Fe203. This variation in composition is due to different amounts of altered ilmenite in the concentrates.(l) The alteration has been shown to take place by oxidation and leaching of the iron in ilmenite, to yield residual products consisting of amorphous or very finely crystalline titanium dioxide and ferric oxide, Other studies (2) have stressed that ilmenite may alter first to an amorphous titanium-iron oxide, or to an amorphous mixture of titanium and iron oxides, with later alteration to crystalline titanium dioxide. There has been some speculation as to whether alteration of ilmenite is usually caused by weathering or by hydrothermal processes,(3, 4, 5) Three main methods of approach were used to study the mechanism and rate of ilmenite weathering, (1) Etch tests were used to learn the relationship between crystallographic orientation and the rate of chemical attack on ilmenite. (2) Altered ilmenites in New Jersey sands were compared with ilmenite in rocks of the area from which the sands were probably derived, (3) Experiments were carried out to determine at what rate, and by what agents, originally fresh ilmenite could be altered in the laboratory under simulated weathering conditions.

Introduction Since the beginning of operations at the pellet plant at Ponta Ubu ES, Samarco Mineração SA has produced pellets for direct reduction and blast furnace processes. Of the total amount of pellets produced from 1977 through 1993, 55 % are used in the blast furnace, about 45 Mt (49.6 million st). The principal components of pellet gangue are calcium oxide, magnesium oxide, silica and alumina. They should be added in adequate quantities to guarantee the mechanical resistance of the fired pellets under blast furnace conditions. Over the years, the pellets produced by Samarco had a silica content between 2.5% and 2.8% and varying binary basicity preferably between 0.8 and 0.85. On the other hand, the increasing amount of industrial waste in siderurgical plants caused by the increase of steel production has caused some countries to put into practice methods to reduce the volume of slag produced in the blast furnace. This paper's goal is to find an alternative for decreasing the amount of slag produced in the blast furnace. It is possible to decrease pellet gangue by decreasing the silica content to about 2%, leaving the metallurgical properties and quality of pellets unaltered. For this work, Samarco pellets were used with Si02 between 2.5% and 2.8%, pellets with high silica and pellets with Si02 between 2.0% and 2.3% low silica. Both were partially fluxed by the range of varying basicity CaO/SiO2 from 0.8 to 0.95 during production. Experimental tests on pilot scale Thhis work began in January 1986 in the pilot plant (pot grate, Fig. 1) at Samarco. Its goal was to obtain preliminary data that would indicate the bybility of the project. It also formed a solid base to extend the studies in tests on an industrial scale of production for blast-furnace pellets. The pot grate is a test furnace composed of a gas burner, a combustion chamber and a grate, connected by hot air ducts. The burner is fed by a mixture of LPG and air. It reaches high temperatures through oxygen injection. The combustion chamber heats the air that comes from the turbocompressor. This hot air flows through the ducts to the grate on which the pellet samples are fired. During updraft drying, downdraft drying, preheating, firing and afterfiring, the upward and downward direction of the air flow can be controlled by valves driven by pneumatic cylinders. The pot grate indurator was fully automated in August 1989. Positive and negative pressures measurements resulting from gas passing through the pellet layer, as well as temperature readings, are recorded in graphs in relation to time for all tests. The tests depend on the various steps carried out in sequence that can influence the results of the tests. Therefore, some criteria were adopted to restrict the number of variables in the process. This was done to facilitate the results of the analysis. The pellets were composed of concentrate, bentonite, hydrated calcitic lime and metallurgical coal, all regularly used in the pellet plant. The material balance of the pellets mix was determined from the chemical analysis of the components. Table 1 shows the chemical characteristics of the concentrate and the additives used in the pilot plant and industrial tests. The basicity has a marked influence on the metallurgical properties of the pellets produced by Samarco with a silica content between 2.5% and 2.8%. However, for pellets with low silica (about 2%), it was necessary to study the variation in the parameters of quality in a wide range of basicities to deliniate with precision a scope of work. A large variety of low-silica blast-furnace pellets were produced at the pilot plant with binary basicity varying between 0.8 and 0.95. After chemical analysis, those pellets were separated into five groups of different binary basicity (0.8, 0.84, 0.87, 0.90 and 0.95). Each was then split, one part for metallurgical tests in the laboratory at Samarco and another to be evaluated in a laboratory for metallurgical tests in Germany. The Fortitude gold-silver deposit is related to a "wallrock" copper porphyry system developed within Middle Pennsylvanian to Permian Antler Sequence rocks adjacent to a Middle-Tertiary altered granodiorite intrusive stock at Copper Canyon. Gold-silver ores of the Fortitude deposit occur with disseminated and massive sulfide replacement mineralization of skarn-like or calc-silicated limy horizons of the Antler Sequence contact meta-sedimentary rocks. A major, north-trending, steeply westward dipping normal fault was important as a conduit for hydrothermal fluids responsible for the metallization in the Fortitude area. Gold-silver mineralization is best developed near a marble front where retro-grade chloritization and destruction of prograde calc-silicate mineral phases is most prevalent. Fluid-inclusion studies performed on the Copper Canyon system indicate a wide variation in fluid chemistry during several hydrosilicate stages that ranged in temperature from 500°C to 220°C.

Classical apparatus for granulometric separation generally have limited applications which are found either in the level of the size of separation or in that of the accuracy and the efficiency of the separation or in that of the rate of feed. In industrial practice, the classification of the products of coarse dimensions generally poses no problems. On the contrary, the separation of fine particles presents some difficulties, however the apparatus is used (mechanical classifiers, curved screens and sieves, hydrocyclones, etc...). These difficulties are due to hprfections of separation, rather high cost prices, and sometimes large amounts of recycled materials.

The Society for Mining, Metallurgy, and Exploration has compiled a number of exploration discovery case histories. This section in Volume 3 of the series describes the case histories of deposits found in layered rocks. Metallic and nonmetallic ore deposits described in this section include diverse minerals such as copper-nickel sulfides and carbonate-controlled base metals. Other case history compilations include epithermal precious metal deposits and porphyry systems. The importance of ores in layered rocks justifies their inclusion in a case history compilation. Mineral deposits occurring in layered rocks form an economically important class of ores. For example, most sulfide nickel ores are mined from basic layered intrusive rocks. Although the geologic setting is completely different from economic nickel sulfide concentrations, most barite produced also comes from stratiform and strata-bound ores. Zinc and lead ores importantly occur in beds in carbonate host rocks. Gold and other heavy minerals are concentrated in placer deposits. Indeed, the world's largest gold deposit, the Witwatersrand, is a fossil placer.

Explosions of methane in coal silos and coal ships is an ever present hazard. Recent investigations have shown beyond question that considerable accumulations of methane do occur in coal storage silos and numerous recent explosions in coal transport shipping strongly indicates that the same conditions also exist in ship storage holds. Investigations have shown that the main concentrations of methane occur within the actual coal pile. Within this region normal silo and ship ventilation systems are ineffective. The main 1ine of defence is therefore to exclude potential sources of ignition or to place the coal in an inert atmosphere, or both. This paper presents the results of a methane survey of all operating silos in Western Canada. These results demonstrate that a serious and widespread hazard of explosion exists. This paper also discusses various methods by which this hazard may be reduced including methods of venti1ation, inertization, microbiological control and early warning systems.

The response of 174 domestic water supplies to longwall mining of the Pittsburgh coal seam was compared to various physical parameters. Sixty-four percent of domestic water supplies returned to service without the need for intervention, while thirty six percent required intervention to reestablish a suitable water supply. Domestic well response is strongly correlated with the topographic setting. Valley wells showed the least effect while hilltop wells showed the greatest effect. Well response was also found to be correlated to the location of the well above the mining with greater effects observed in zones of surface tension and compression, and fewer effects in zones which are stress neutral. Ground water supplies remained unaffected or were re¬established at 149 of 150 sites, indicating that ground water resources remain available to domestic wells after mining. Results of this study support the stress-relief model of ground water flow in the Northern Appalachian Basin. Longwall mining's effect on this system is to locally increase fracture connectivity in the near surface zone. This may shift the zones of saturated fractures to greater depths beneath hilltops and hillsides, and increase recharge and storage in valleys. General trends in well response are predict¬able utilizing the stress relief conceptual model, the topographic setting of the water sources, and their location over the mine.

In 1992, 48 million tons of fly ash (not including bottom ash, boiler slag and FGD material) was produced in the United States, according to the American Coal Ash Association. Of this amount, 27.2% was utilized; although the percentage of fly ash utilized increased from 20% in 1980, there is significant potential to increase utilization. One of the primary driving forces behind increased utilization is increased disposal costs due to more stringent environmental controls and regulation. Fly ash is classified as a natural pozzolan and finds significant use as a cement additive. It has been found to increase the plasticity of the cement mixture while lowering the amount of mix water needed. In addition to improving leveling and finishing properties, fly ash improves pumpability as well as decreases the heat of hydration of the concrete mix which is particularly important in massive concrete structures such as dams where the concrete needs to cool as quickly as possible. The Loss on Ignition (LOI) of fly ash is an important quality when considering utilization. The LOI is primarily due to the presence of unburned carbon and the standard specifications for the use of fly ash as a mineral admixture in Portland cement concrete are given in ASTM C618-89a. which sets an LOI limit of 6%. However, many states have set a more stringent limit of 3%. The primary reason for the lower LOI specification is that carbon adsorbs air entraining agents which limits freeze-thaw resistance. This is particularly important in climates such as the midwestern US where multiple cycles of freezing and thawing are typical in winter.

Mining in Mexico has an immensely long tradition. In his first letter reporting to his sovereigns from Mexico in July 1519, Hernan Cortes wrote, "To our mind it is probable that this land contains as many riches as that from which Solomon is said to have obtained the gold for the temple ... " 1 But not only precious metals drew his attention; in 1524, short of tin needed for casting guns, he found it in Taxco. As an added bonus, those who went to find it "came upon a vein of iron which according to experts is of exceeding richness." 2 Since then, the mines of Mexico have yielded up enormous amounts of mineral and continue to do so. Mexico is one of the ten principal producers of minerals world-wide both in production volume and diversity. 3 Tens of thousands of tons of iron, sulphur, and coal come from its earth annually; it is the world's second largest producer of barite; third of antimony, fluorite, and graphite. 4 Copper, zinc, silver, molybdenum, arsenic and cadmium and others are wrested from its mines. The wealth is there; but maximizing its potential requires investment, technology, and markets that the government cannot itself provide. Thus mining, since the Mexican Revolution severely restricted by both law and policy, today looks to private investment to develop its potential. Beginning in 1989, Mexico's government cautiously moved to liberalize private sector involvement in mining; 5 using the experience gained from these initial regulatory changes, the current new Mining Law was adopted in 1992 6 and new Regulations were promulgated in 1993. 7

Jetbelt is the trade name for the air supported belt conveyor. It does not use troughing rollers. Jetbelt conveyors support the conveyor belt on a thin film of air. The belt rides in a steel trough which has small holes equally spaced along the bottom of the trough. Air comes through the holes under the belt, thereby supporting the belt. The air pressure is provided by a single centrifugal blower that creates very low pressure, between 249 Pa and747 Pa [10" and 30" water column], depending upon the tonnage being conveyed. The volume of air required ranges between .001415 m3/S and .00283 m3/S [3 and 6 CFM] per lineal foot of conveyor. Therefore, depending on tonnage being conveyed, a 304.8m[1000'] conveyor might require as little as 1.415m3/S [3000 CFM] or as much as 2.83m3/S [6000 CFM.]. (See Figure 1) Horsepower requirements can be less than troughing idler conveyors and considerably less than some other forms of bulk conveying. Savings are most significant in horizontal and down hill (regenerative) conveyor designs. Horsepower to lift material, of course, does not change.

Water only cyclones, sometimes referred to as hydrocyclones, are one of the newest types of coal processing equipment. These devices have achieved wide acceptance as fine coal cleaners in the past decade. Many metallurgical coal plants employ water only cyclones to process 0.5 mm x 0 size coal. Some of these plants have as many as 40 to 50 305-mm-diam units with each unit receiving as much as 9 t/h of raw feed. The growth in the utilization of hydrocyclones is due partly to the energy shortage, partly to the general increase in over-all coal preparation, and also because of a need for a simplified fine coal (0.5 mm x 0 size) gravimetric separator. Large diameter water only cyclones are also available and in use to process feed sizes up to 32 mm in size. However, the size normally employed for cleaning 0.5 mm x 0 coal are 356 mm or 305-mm-diam for single-stage circuits. In two-stage circuits, the secondary units are normally the same diameter as the primary units or smaller, such as 203-mm-diam. By using the small diameter cyclones and treating a closely sized feed, 0.5 mm x 0 only, it has been found that the probable error or imperfection of the water only cyclones is comparable to that obtained on the same size fraction treated in a large 610-mm-diam heavy media cyclone washing 38 mm x 0. The water only cyclone can approach the efficiency of a heavy media cyclone when cleaning fine solids because it creates its own dense media by accumulating high specific gravity particles in the wide angle conical section of the cyclone. A cut-away cross sectional view of a water only cyclone is shown in Fig. 1. It is also true that when treating a wide range of sizes (38 mm x 0) in heavy media cyclones, the smaller size particles (0.5 mm x 0) separate in proportion to the split of the media through the cyclone rather than by particle density.

As diesel exhaust contains a mixture of several materials of varying degrees of toxicity which interact to a currently undefined extent in their effects on health, the prescription of a quantity of ventilating air to dilute the exhaust to a safe level is necessarily, to some extent, arbitrary. Some jurisdictions rely on the application of a safety factor to a single "governing" component (usually nitric oxide for most modern diesel engines). Others specify that the total of the "adjusted" concentrations (actual concentration divided by maximum permissible concentration) not exceed "one" for related constituents (irritant gases for example). Neither of these approaches, however, takes account of the interaction of the gaseous constituents with diesel soot (although many studies verify such interactions), nor do they provide any economic incentive for reducing pollutants which are not included in the criteria for ventilation. Because of these factors, the Canadian Department of Energy, Mines and Resources awarded a contract for a study of the current literature bearing on the "Health Implications of Exposure of Underground Mine Workers to Diesel Exhaust Emissions" (1). One goal of this study was the formulation of a new ventilation criterion. The contractors, Ian W. French and Associates, studied more than 1500 literature citations which they interpreted in a 350 page report and summarized in a companion 1600 page annotated bibliography. In the recommendations section of the report, they defined a new 'health effects index' or ventilation criterion "V" as follows: [ ] The contractors consider that a "V" between 3.0 and 4.0 poses a moderate threat to health which could be alleviated by the use of protective equipment such-as filter helmets. If V exceeds 4.0, an increase in ventilation quantity to reduce the pollutant levels is indicated. In the case of mines with a quartz content in excess of 20% in the ore, the contractor recommends that a term. [Quartz]/ [Threshold Limit Value Quartz] be added to the equation, and [2.0 = ?v? = 30] be the range justifying protective equipment, with added ventilation if "v" exceeds 3. A degree of pragmatism was inherent in the development of the equation, as the contractors recognized that the components of the index, if it is to be useful in the near term, should be within current routine underground environmental assay capability.

The effect of some of the reagents, namely hydrocarbon oil, Syntex (sulfated coconut oil surfactant), pine oil, sodium silicate, and lime, used at the Climax mill on the recovery and grade of molybdenite and gangue minerals has been investigated experimentally using factorially designed test approach in the laboratory. The results of the investigation are presented in two dimensional plots. The lower additions of lime (equivalent to a pH of 8 to 8.5) were desirable for maximizing recovery subject to constraints on grade. Higher additions of pine oil improved recovery, but only at the expense of grade. A mathematical model of the objectives of an operating plant was formulated and optimum reagent conditions obtained.

Multiple seam underground coal mining is ubiquitous in Appalachia. Many coal properties have from two to ten or more economically mineable coal seams. Because of the ability to penetrate 600-feet to 1,000-feet or deeper into the mountainside leaving panels of web pillars separated by barrier pillars, highwall mining is a hybrid between surface and underground mining. As a result, many of the ground control problems commonly associated with multiple seam underground mining exist with multiple seam highwall mining. These include: i) multiple seam interaction between web and barrier pillars in superjacent mines, ii) subsidence and caving propagating to overlying seams and mines, iii) pooled water and the potential for inundation resulting from a breakthrough between an active highwall mine and abandoned underground mines in the same or superjacent seams, iv) the presence of overlying or underlying mine workings where pillar columnization in the active mine is not possible, and v) the question of whether to mine ?top-down? or ?bottom-up.? Case histories are presented from southeast Ohio where the Middle Kittanning No. 6 and Lower Kittanning No. 5 seams are successfully highwall mined with 20-feet to 40-feet of largely shale interburden. A highwall miner was caught in a highwall collapse in the Middle Kittanning No. 6 seam when it was overmining auger workings in the Lower Kittanning No. 5 seam. Multiple seam interaction caused by the overmining transferred overburden stress onto the Lower Kittanning No. 5 seam. The overburden concentrated through web pillars initiated auger web pillar failure, resulting in roof collapse and subsidence in the Lower Kittanning No. 5 seam that propagated up to the Middle Kittanning No. 6 seam. A second case history involves multiple seam highwall mining in southeast Kentucky. The A3 Rider, A3, B2, and C1 seams are being highwall mined around abandoned underground mines in the A3 and B2 seams and augering in the A3 Rider. Because of spoil storage constraints for the surface contour mines, the highwall miner follows the active pits in each seam so a standard sequence of ?top-down? or ?bottom-up mining does not exist.

The Project alignment initiates north of Pinerolo, along the State Road 23[S.S. 23] that is one of the principal arteries to the northwestern Alps where a number of Olympic events for the 2006 Winter Games will be held. The 3.5 km ring road bypasses the Porte habitat by traversing twice the Chisone River. It consists of the following principal structures [Figure 1]: San Martino bridge [130 m in four bays] Prarostino viaduct [130 m in four bays] Craviale tunnel [1055 m] Turinella bridge [a 50 m long bridge that connects the two tunnels] Turina tunnel [665 m] Malanaggio viaduct [350 m in 9 bays]. The road section is 13 m wide and is made up of two 3.75 m lanes, a hard shoulder [1.50 m wide] and a 1.25 m wide curb for each lane. The Project maximum velocity is 100 km/h.

Rare earth elements (REEs) are crucial to green technology such as hybrid-electric vehicles, wind turbines and fluorescent light bulbs. As of 2011, China dominates the global production of REEs and is reducing its export quotas. To predict the supply of rare earths in the United States based on future supply scenarios, a web-based database and geographic visualization tool was built. Five case scenarios with varying levels of REE demand were created by varying several economic conditions including (1) international trade policy, (2) greenhouse gas regulations, (3) environmental mining regulations and (4) tech applicability ratio of REEs. The most likely scenario, which is based on current international demand levels, indicates the importance of expediting the development of extractive operations of current REE resources within the United States. The results of the different case scenarios are supported by using dynamic geographic maps indicating the location of rare earth ore (REO) resources.

The unit costs of dry crushing, within the efficient reduction ranges of equipment now available, are considerably less than those for the reduction of the same material in the same size range by wet mills using grinding media. This is a commonly recognized fact which cannot be disputed; still we find considerable imbalance in costs between the crushing and grinding sections of many operating mills. In other words, there are many instances where more reduction could be accomplished in the lower cost area of dry crushing. In addition, equipment is now available which enlarges this area and makes it possible to consider much finer crushing than has been heretofore economically feasible. There has been a tendency for the past two decades to utilize wet rod-¬milling in the reduction step. This actually amounts to a fourth stage of crushing in a size range formerly served by roll crushers which have fallen from favor on account of high operating costs, Some investigations have indicated that there is not sufficient difference in the operating costs of rolls and rod-mills to give a clear cut advantage to either method, There has for some time been a need and an opportunity for a dry crushing process to improve costs in the range now served by these two systems.

A system, such as a mine production system or a mine ventilation system which includes the movement of commodities or some material between decision points may, in many instances, be effectively modelled as a network. Mining has often been characterized as primarily a materials handling function. To a great extent this is true, even though it is an over simplification of all the activities involved in a mining operation. Accepting the materials handling characterization of a mining operation permits the extension of the characterization to a flow process. That is, the ore flows from the mining face through the mining phase (excavation & loading, hauling, dumping) through the milling phase (crushing, grinding, recovery) through the smelter phase and finally to marketing. With this concept it is possible to depict a mining operation as a simple network. For example consider an operation consisting of two mines (A and B) with mills at each mine (MA and MB) with the possibility open to treat ore from mine b at mill NB, but it is not feasible to treat mine B ore at MA. The product of both mills is sold.
