Throughout the 1970s, the US Bureau of Mines rode an ebb tide in Washington political circles. In rapid fire succession, the agency lost its mine health and safety enforcement responsibility (1973), a large portion of its energy research responsibility (1975), and then its fuel statistics functions plus a sizable portion of its coal R&D (1977). By 1978, johnny-come-latelies in the Energy, Labor, and Interior Departments had siphoned away from the Bureau some $125 million in program responsibilities as well as 900 of its employees. The bruising decade came to a close with a Department of Natural Resources proposal that, in its original form, would have scattered the Bureau's responsibilities to the winds. "There is no doubt in my wind," said Lindsay Norman, acting director of the Bureau of Mines (see box), "that were the Bureau to continue down the path it was on, the next step was closing the doors and going out of business." The doors are still open, but erosion of responsibilities had a devastating effect on the resources available to fulfill the Bureau's mission. Devastating, too, in terms of internal morale, considering the Bureau had six directors in a 10-year span. "When the troops are in the trenches and are being shot at," Norman said, "they need a leader-hopefully, a permanent one- that can get them advancing. This is something the Bureau did not consistently have in the 1970s." In September 1978, Roger Markle climbed aboard as director of the Bureau to rejuvenate the 70-year-old agency. He resigned only six months later* but the program Markle set in motion is being carried through by Lindsay Norman. Since Norman's appointment as acting director, he has spent considerable time on the road explaining his agency's redefined goals. At one such stop in Duluth, Norman and his two deputy directors, Charles Kenahan and Mike Kaas, answered the following questions. Lindsay, you were the principal architect in the Bureau's 1979 reorganization. How about a glimpse of what that entailed? Toward the end of the 1970s, after almost a decade of steady dismemberment, we reached what we felt was a critical point in the Bureau's history-we had the choice of redefining and strengthening our organization to meet the mineral challenges ahead, or continuing down the path toward the agency's eventual demise. We felt the Bureau's mission too important to abandon, so in 1978 with Roger Markle as director we initiated a six-month, no-holds-barred intro spection of just what the Bureau should be doing, why, and toward what ultimate national needs. And what did this self-reflection reveal? That there is, indeed, a unique federal role for the Bureau of Mines-that of a lead agency for influencing mineral decisions and pioneering tomorrow's technologic advances. Don't confuse us with policymakers, we're not. But we are policy analysts; we're scientists, engineers, and mineral professionals who can offer a sorely needed source of objective, accurate information to decision makers in both the public and private sectors. I feel there is no better brain trust in government than the Bureau when it comes to mineral expertise-of course, I'm biased. Do I understand you to say the Bureau of Mines is an advocate agency for the minerals industry? We plead no parochial interests, nor ought we, but from our viewpoint a sound minerals industry is extremely important to the broader national goals of security and a healthy economy. US dependence on foreign sources for critical minerals, the increasing noncompetitiveness of some US mineral sectors, and the array of land use issues surrounding mineral-rich lands all have much more serious implications than many otherwise informed people seem to recognize. The DeLamar Silver Mine is a Joint Venture between Earth Resources Company, the Canadian Superior Mining Company and the Superior Oil Company. The property is a consolidation of several old operations in the district. The more widely known are the DeLamar and Sommercamp Mines. The location is 20 miles northeast of Jordan Valley, Oregon and 55 miles southwest of Boise, Idaho. The mine is on the south slope of DeLamar Mountain in the Owyhee Mountains of southwest Idaho Initial interest started in 1969 with serious exploration beginning in 1970. The feasibility study was completed in 1974, and in 1975 Mountain States Engineers were retained to design and build the plant. Processing of ore began in March of 1977 with the first bullion poured in April of that year. The plant is currently processing some 2200 TPD of ore with a grade of four ounces of silver and 0.03 oz. of gold per ton of ore. Cyanide consumption is 2.5 lb/ton, zinc consumption of 0.3 lb/ton and flocculent consumption of 0.5 lb/ton. A flowsheet is shown as Figure I. The grinding circuit is of two stage design. The primary mill is an 18 ft. dia. by 9 ft. long semi-autogenous unit. The secondary mill is a 9 1/2 ft. dia. by 15 ft. long overflow ball mill. The mill discharges are combined and sent to 15 in. cyclones for classification. Cyclone overflow reports to leaching with the underflows reporting to the ball mill. The cyclone feed pump is an 8X6 metal case pump. The primary mill has 1000 installed horsepower and rotates at 68% of critical speed. The ball mill has 700 installed horsepower and rotates at 72% of critical speed. Because the primary mill is horsepower limited the ball charge is varied to maintain the desired throughput. The mill power is held at 980-990 HP by modifying the feed rate. Four inch forged steel balls are added any time the ore feed fails to reach 100 tons per hour for four hours. During periods of extremely hard ore, the ball charge has been as high as 14 v/o and at other times the mill has operated fully autogenous for weeks.

In the Spring of 1991, Georgia Marble Company of Arizona (GMCOA), acquired the Andrada Marble Company located near Vail, Arizona, approximately 32 km southeast of Tucson. The Georgia Marble Company operation consists of an open pit quarry and a recently constructed, state of the art calcium carbonate milling and processing facility. The open pit quarry exposes white, crystalline, CaCO3, Escabrosa limestone that meets our customer criteria for Consumer and Industrial Filler applications. The Georgia Marble Company Arizona Division facility is designed and engineered to produce a wide range of milled calcium carbonate that includes finely ground and coarse screened products.

Conceptualization of a new European Regional project on Coal Mining Environment and Economic Management is also a topic discussed in the paper.

The mining industry continues to experience a skills shortage and this is having an impact on the ability of mining companies to operate sustainably. Apart from a few exceptions, there is a dearth of geologists, mining engineers, metallurgists as well as environmental scientists and other professionals in the global mining industry. This relates to both quantity and quality. It makes good business sense for mining companies to employ local professionals rather than expensive expatriate staff. In some cases a mining company could employ more than 10 local mining engineers for the cost of one expatriate. However, in many countries local professionals are not always equipped professionally to work on mine sites. The result is that many companies are not operated optimally due to human resources gaps. In some cases, particularly in key areas such as mine planning, this threatens the sustainability of the operation or at the very least results in sub-optimal resource utilisation. This paper briefly presents some of the issues and strategies being implemented and that might be implemented to maintain a sustainable supply of quality minerals graduates to the industry in 2011 and beyond.

The Dolph Mine fire site is located in Lackawanna County, PA, approximately three miles northeast of the city of Scranton. The fire was burning in both coal refuse (culm) and underground anthracite mine workings. It was reportedly begun by rubbish burning on top of a culm bank. A site investigation was completed in 2006 to define the extent of the fire and to recommend fire control measures. A cut off trench was selected as the principal control method. Plans and specifications were prepared in late 2006. The project was bid and a contractor selected in early 2007. The trench construction was completed in 2007. This paper describes the investigation and selection of the fire control method and discusses the trench construction.

The end of an era is here. The pony-express era of industrial relations in the coal industry is ending. Those professionals who know it must end to insure the industry's future are happy, relieved, but somewhat saddened. They are sad because it did have its elements of suspense, thrills, frustrations, and at times, plain fun. The days of the Company town are ended; the wildcats are declining; violence (while a big part of today's industrial relations) is beginning-to decline. The spirit of sound industrial relations is beginning to take hold. This has to happen for the industry to compete in today's economy and it is causing major changes for those who have grown accustomed to the pony-express type industrial relations.

Tailings management represents a major portion of the cost associated with extraction of gold. For each gram of gold extracted, 150 to 200 kg of waste material is produced. Because of environmental concerns and unwillingness of society to accept environmental damage caused by poor waste management practices it has become essential to follow responsible and safe practices in tailings management. This paper presents general aspects of tailings management and discusses different techniques utilized. Characteristics of tailings and the effects that these have on stability and environmental aspects are discussed. The paper also discusses the effect of mine back-filling practices on the surface disposal of the remaining tailings fraction.

Rhenium is a valuable and extremely rare chemical element with unique chemical properties. It is extracted commercially as a byproduct from the processing of molybdenite associated with porphyry copper ores. There is a present interest in recovering rhenium from copper pregnant leach solutions (PLS) produced by copper heap and stockpile leaching. These solutions contain rhenium at very dilute concentrations, typically in the 1 mg/L concentration range. This paper describes laboratory column ion exchange experiments to extract rhenium from these solutions using weakly basic anion exchange resins and actual plant PLS from two operating mines. The dynamic loading and elution behavior of Re on Purolite® A170 and A172 is discussed.

Introduction Powered supports in longwall mines essentially operate under two conditions: 1. Static (non-working) 2. Dynamic (working) There is a variety of static conditions which may exist in a mine. These may include a temporary stoppage of work for a few minutes or stoppage of work for days because of strikes or lack of demand for coal. Studies on pressure behavior were made during brief stoppages of work (few hours) as well as a long stoppage of work (two weeks). In dynamic conditions, the pressure variation on supports is expected to follow a certain pattern. However, in many cases that does not happen. Pressure-time characteristics of each leg of the supports were studied. This paper discusses the research findings of the studies made on powered support pressure behavior under both static and dynamic conditions. Studies on Pressure Variation in Static Conditions It has been noted (Brenner et a1.,1975) that the pressure distribution on mechanized longwall faces is random in nature and changes with time and position along the face. Figure 1 and Figure 2 show the distribution of support pressures for the front left leg of supports in two different mines. In both the cases it can be seen that the variation of the support pressures along the face is indeed absolutely random. However, the nature of randomness in both the cases is very different. The data in Figure 1 (Mine 1) is much more random than the data in Figure 2 (Mine 2). This can also be seen from the standard deviation of the data (81 26 Pa versus 4000 pa) . By comparing the results of ten other sets of data the same conclusions can be arrived at. Since it was found that in Mine 1, the pressure on support legs was extremely random, batches of ten supports each were taken and the mean pressure plotted. This mean pressure line is shown in Figure 1. It was expected that this would smooth out the variation due to individual props and reveal a better picture of the support pressure distribution. For the case cited, the standard deviation is lowered to 5043 Pa from 8126 Pa which indicates that, on an average, the supports tend to take loads more uniformly, however for individual support legs the load on the supports is very random. The significance of this is that, if the supports are selected on the basis of theoretical load calculations alone (based on the roof block concept or some other concept), only the mean value of the support load required will be known. In the case of a pressure distribution with a high standard deviation, some supports selected on the basis of mean value will fail, while others will be supporting low loads. Hence, for proper selection of support capacity, it is not only necessary to know the average load but also the expected nature of the distribution. The only reason why the supports are supporting the roof in Mine 1 well is the fact that the yield load is above the highest level of load attained. If Mine 2, which has a much higher average load, had the same sort of standard deviation, the loads on the individual legs could easily exceed the support load. For example, if the pressure distribution followed a normal curve and the mean pressure was 36,700 Pa with a standard deviation of 9000 Pa, it is possible that 67% of the supports will be within the pressure range of 36,700 plus or minus 9,000 Pa, or 22,700 and 45,700 Pa. Many of the supports could then exceed the yield load of 40,000 Pa. It is clear then that the mean load is an inadequate criterion for estimating support resistance. The nature of the problem is statistical and such an analysis should therefore be made as far as pressure data are concerned. Statistical Analysis of Pressure Data. In-pit crushing and conveying of waste has been utilized in the mining industry for over 30 years. In recent years, innovations in crushing, conveying, and particularly waste and leach stacking technology have sparked a renewed interest in continuous haulage systems for large-scale open pit applications. A review of the advantages/disadvantages and operating techniques of crushers, feeders, conveyors, and stacking systems currently available is made. The paper examines some operations that are currently using large scale continuous haulage systems. Finally, a case study is presented that evaluates the application of a continuous waste haulage system in a large open pit mine in the Western United States, The case study includes a economic comparison with the existing truck haulage system.

Introduction Lyon, with 1.1 million inhabitants, is the third largest city in France after Paris and Marseille. It is a lively industrial centre. Lyon lies at the intersection of many transport routes and at the fluence of Rhone and Saone. Like all large cities, Lyon is attempting to alleviate inner city traffic problems by constructing a metro. Metro construction in Lyon began with tunnels built by cut and cover methods along the streets. Deep diaphram walls, which were back anchored and toed into imperveous strata, formed the excavation walls. It is a very economic and simple method. However during the construction period, it has the disavantage of strangling urban life for several years. It is therefore increasingly being replaced by subsurface tunnelling methods. As it was decided to build the metro tunnel between the Guillotiere and St. Jean stations, and thus cross under the Rhone and Saone, the client, Semaly, put the contract out for a competitive tender in which the general parameters were defined. Line, level and construction method were left to the contractor. There was an extensive examination of the tenders, during which reference projects from competitors in Japan were visited, as well as in Germany. Finally the consortium of Dragages, Campenon Bernard, Colas and Hochtief was awarded the contract to drive this tunnel section with an hydro-shield and an extruded steel fibre concrete lining, a Hochtief design.

The properties of activated carbon which are important for gold recovery applications include activity, capacity, wear resistance, particle size distribution and bulk density. There are experimental difficulties in attempting to simulate the plant environment in the laboratory in order to measure the above properties. However, standard tests can be set up to compare the characteristics of different carbons and to assist in monitoring the performance of carbon in CIP operations. These laboratory tests are critically evaluated and data are presented on the performance of carbon from a number of CIP plants.

The loading characteristics of gold-tetrabromide species onto activated carbon have been evaluated using a completely mixed batch reactor system. The overall loading of gold onto carbon was rapid for the first hour but continued slowly without cessation as a result of reduction of gold. Conventional equilibrium considerations were therefore not applicable. Although loading continued slowly after several days, abnormally high loading capacity values of 10-12 meq/g carbon (650-800 kgAu/tonne) could be attained within 72 hours. The loading of gold-bromo species by activated carbon was by the mass transfer of [AuBr4l-onto the carbon surface where reduction to metallic gold took place. Elution of gold from the loaded carbon was feasible provided the carbon had not been loaded to too high capacity values. If loading is carried to high levels, complete elution becomes impractical and the gold may be recovered by ashing the carbon. For the high loading capacities observed, this option would appear to be cost effective. The effect of several variables on the loading capacity of the activated carbon is discussed.

Storm water runoff from mine facilities such as haul roads, waste disposal sites and ore bodies have become recognized as the primary facilities associated with non-point source drainage. Depending on the ore body, facility design and geographical setting, nonpoint source drainage can cause pollution impacts to local surface and ground water resources. Non-point source impacts from surface mine drainage have become an important regulatory issue for the mining industry. Implementing non-point source drainage control plans that prevent impacts to water resources can be accomplished cost-effectively with moderate labor requirements. Design considerations for plan development must incorporate parameters including contributing drainage area size, slope, flow velocity, vegetation characteristics and soil scour velocities. The success of non-point source drainage and erosion stabilization planning is based on implementing control measures that dissect drainage patterns, reduce flow velocities and disperse runoff towards sediment control sites. Interim and long-range drainage control measures should begin during exploration activities. Regulatory legislation addressing non-point source pollution sources was enacted as amendments to the Clean Water Act (CWA) in February 1987. The legislation required states to initiate non-point source pollution control programs.

Monterey Coal Company has begun a geologic monitoring program in order to better understand our in-mine geologic conditions and to apply the knowledge gained to our mining operations. Two methods are used to collect information. The first is a monthly examination of conditions throughout the mine using a rapid mapping technique. The second is the detailed mapping of specific events encountered during mining such as faults and roof falls. The data gathered from both methods is correlated with operational statistics to create a geologic/production database. From the database, a monthly evaluation of mining conditions is made. Also, the database has proved useful in such areas as forecasting roof conditions and examining how faulting has affected mining operations.

"The Teck Highland Valley copper (THVC) mine is located approximately 55 km (34 miles) southwest of Kamloops and approximately 20 km (12 miles) west of Logan Lake, BC, Canada (Fig. 1). Mining at THVC is conducted at three openpit operations comprised of Valley, Lornex and Highmont with a total annual output on the order of 300 kt (330,000 st) copper concentrate and 5 kt (5,500 st) of molybdenum concentrate. The Phase 8 pushback in the Valley Pit (Fig. 2) was mined from 2011 to 2016. Successful slope steepening occurred in the later stage of the pushback with the implementation of presplit blasting in 2015 and 2016.This article summarizes the investigation and design approach including: structural analysis, kinematic assessments of bench breakback potential, development of discrete fracture networks (DFNs) to characterize discontinuity fabric, rockfall modelling, 2D anisotropic limit equilibrium and 2D distinct element modelling, assessment of potential kinematic failure modes affecting double benches with 3D distinct element modelling and improved blasting techniques using e-dets. THVC is currently undertaking a mine life expansion involving the pushback of the west wall of the Valley Pit above Phase 8 to extend the mine life to 2029. Engineering geologyThe east wall slope in the Valley Pit is comprised of a 350-m (1,148-ft) thick sequence of glacial valley sediments that occur along the Highland Valley (Fig. 2), exposing an overburden slope up to about 225-m (740-ft) high below the crest of the ultimate east wall. The glacial overburden units consist of pro-glacial outwash and glaciofluvial deposits, glacial outwash sands and gravels interbedded with till and alluvial fans consisting of cross-bedded sands and sandy-gravels. Lacustrine sediments occur within the mid to lower portion of the glacial sequence and contain intervals of low-shear-strength clays and silts. Two large (1.3 and 7 Mt or 1.4 and 7.7 million st) waste rock buttresses were required to maintain slope stability using slot-cut and fill mining methods, as described in Fortin et al. (2011).The Valley porphyry deposit occurs in the central portion of the late Upper Triassic Guichon Creek Batholith, which intrudes assemblages of the Permian Cache Creek and Upper Triassic Nicola groups. The Valley deposit occurs in an area of intense fracturing near the intersection of the northerly trending Lornex Fault and the northwest to westerly trending Highland Valley Fault."

The salt gradient solar pond has been the focal point of accelerating international attention and interest in recent months. Only recently have most investigators in the renewable energy field come to realize the versatility of the solar pond, and its ability to overcome certain problems usually associated with solar technologies. These realizations, together with clear demonstrations in Israel and elsewhere of its technical feasibility, have combined to bring the solar pond to the forefront of renewable energy technologies. The solar pond is a natural or site-built pond, about one to five meters or more in depth, which has been altered to retard the loss of absorbed solar energy. The absorbed solar energy is usually lost through upward buoyancy of the warmed water, followed by the loss of its heat to the atmosphere. The chief solar pond technology -the salt gradient, or "nonconvective" solar pond-prevents this upward buoyancy by means of a vertical density gradient achieved with dissolved salt. The deep waters in the solar pond reach high temperatures, up to and even above the boiling point of pure water.

In order to continue the advancements made during the past two decades in the reduction of the severity of accidents and injuries in underground coal mining, closer attention will have to be paid to the increasing number of accidents resulting in disabling injuries and lost time. With the increased emphasis on safety training reflected in the Federal Mine Safety and Health Amendments Act of 1977 (Public Law 96-1641, and on MSHA's current focus on the application of Job Safety Analysis, it appears that the acquisition, evaluation, and application of accident and incident data will take on an even greater importance. To manage this large amount of information will require a significant commitment of time and attention on the part of mine training departments. A USBM-sponsored research project is currently being completed at Penn State which focuser on the development of a model training program for mining. The program is based on five distinct steps which represent the coupling of a needs assessment with the program implementation. The five steps are: 1) database analysis, 2) workplace observations, 3) identification of trainable problem areas, 4) a library of training resources, and 6) the implementation of the program. In each of these areas, the microcomputer has proven to be a valuable tool for collecting, analyzing, and presenting accident and incident information. This paper will detail the manner in which microcomputers have been fully integrated into the model training program. Examples of applications at existing mines will also be discussed.

The Permian Salado Formation of west Texas and southeastern New Mexico is composed of halite and subordinate amounts of anhydrite, clay and potassium and magnesium-bearing evaporite minerals. Aspects of the geochemistry of the Salado Formation have been investigated through studies of the stratigraphy, mineral assemblages, textures and minor element content of the salts. These studies provide information on the origin of the evaporites when combined with data on equilibria in saturated salt solutions. The principal potash ore zone in the district is composed essentially of halite (NaC1) and sylvite (KC1). Data on the color, bromide content, and proportions of halite and sylvite suggest that this simple assemblage is the product of a series of replacements rather than primary precipitation. The bromide content of the salts also indicates that the brine which precipitated the Salado Formation was derived from the dissolution of older evaporites rather than the simple evaporation of sea water.
