The use of computer models to design ultimate pit limits during feasibility study and long range mine planning is becoming a significant practice in open pit mining. One of the problems in determining optimal ultimate pit limits using true optimization techniques has been they require a great deal of computer memory and execution time. In this paper, the maximum closure of a graph, which is a true optimizing model developed by Lerchs and Grossmann, is modified for solving ultimate pit limit problems. By using some properties of the original L&G graph algorithm, the tree configuration can be reduced to only connections between positive ore nodes. The modified algorithm is shown to require less memory and processing time while still yielding an optimal solution.

The Bureau of Mines, U.S. Department of the Interior, has investigated the use of rheology to provide insight into the mechanism of flocculation. A technique developed by Tattersall has been modified and used to explain the flocculation of calcium montmorillonite with polyethylene oxide. The results indicated that there are two types of bond systems operating during the flocculation sequence. Also, flocculation results are highly dependent on the shear rate and the amount of polymer added.

Flotation columns have been readily accepted for use in most sulfide flotation plants: however, recently columns are being used in many other areas. Recent improvements in design methodologies have overcome many operating problems and led to improvements in metallurgy. In addition. Physical improvements in column design have simplified their operation while leading to better control. The Turbo-Air External Bubble Generator has provided a method for bubble size control and variation in air holdup and carrying capacity. These have enabled commercial operations to improve grades and recoveries by optimizing performance.

The evolution of heap and dump leaching has followed the development of agglomeration, materials of construction for leach pads and ponds, solution distribution systems, testing techniques, and state regulations. They are now mature processes. Possible future directions and developments are discussed. In situ leaching of precious metals is waiting to be commercialized. Regulators are reluctant to allow the use of cyanide because of the potential for excursions and operators are reluctant because of the potential for lawsuits. Developments in alternative lixiviants are needed before in situ leaching is accepted.

The requirement for large diesel equipment to be certified for operation in potential gassy mine conditions in western oil shale mines motivated a design engineering project to develop a dry exhaust conditioner system to replace traditional wet scrubber technology. A dry exhaust conditioner for a 600 hp diesel engine was designed and fabricated for retrofitting into a 600 hp underground haul truck. The engine conditioner package was taken through a simulated certification process at the Mine Safety and Health Administration (MSHA) Approval and Certification Center to refine test procedures and to uncover any flaws in the dry exhaust conditioner technology. The engine/exhaust system was then installed in an underground haul truck to demonstrate mine-worthiness of the system. No inherent features were discovered that would prevent the system from meeting test requirements. However, the tests did point out several deficiencies in the prototype design.

The effect of pretreatment potential on the response of a gold electrode for Eh measurements in sulfide solutions was examined in terms of measured Eh values and electrode response time. The electrode response time is defined as the time required for the electrode to reach a steady-state value. The relationship between measured Eh values and the hydrosulfide ion concentration is established. The effect of pH, the reversibility of the gold electrode in the sulfide solutions, and the reproducibility of measurements are also investigated. A mixed potential theory is proposed to explain the observations.

The objective of this investigation was to determine the sensitivity of three selected input parameters in the operational control of continuous bottom-fed thickeners used for the treatment of coal refuse slurries. The three variable parameters were "Feed Flow Rate," "Feed pH," and "Feed Solids Concentration." These three input parameters were studied under three polymeric conditions which were cationic polymer, anionic polymer, and a combination of cationic-anionic polymer. For each polymeric condition, two mathematical models were developed: one for overflow response, the other for underflow response. The combination polymers produced the best desired quality of overflow and underflow. For this polymeric condition, changes in the feed solids concentration was the most sensitive factor in the maintenance of the overflow quality, and the feed pH was the most sensitive factor for the maintenance of the underflow quality. The mathematical models generated a set of plots which would allow an operator to control and/or adjust any of the three variables to achieve optimum conditions.

The U.S. Bureau of Mines is conducting research on the application of expert sys tens technology to mining equipment diagnostics and predictive maintenance, to increase mining productivity and efficiency. One of the greatest hindrances to mining productivity is the breakdown of equipment, causing lengthy and costly delays. A diagnostic maintenance expert system (DIMES) is being developed for the hydraulic system of a continuous coal mining machine. Through the use of such a system, the frequency of equipment failures and repair time should be significantly reduced. This paper describes the application domain, the functional requirements, and the problem approach for DIMES, the design and implement at i on of the knowledge- based system, the sensor work involved with the project, and the future plans for the continued development of this and other expert systems.

This paper by Mr Mclvor is yet another contribution to the eternal controversy surrounding the benefits, or otherwise, of high circulating loads in closed circuit grinding. Throughout the paper it is difficult to establish whether the author is referring to effects relating to the mill, classifier, or to the overall circuit. Table 1 is put forward as indicating the advantage of operating at high circulating loads. From the two (it would be interesting to see more) product sizing points provided in each case, the conclusions to be drawn are that cases one and two have very similar size analyses. The third case, however, indicates a much flatter curve, that is to say, higher fines production and a very wide spread of size ranges. If the objective of this circuit is to provide a closely sized product with minimum overground slimes to the downstream process, then it would appear to be the less "efficient" by far. No data is given for product pulp densities either. The term "efficiency" should never be used without a careful and clear definition. In this case, "efficiency" is used to express an apparent percentage reduction in operating work index (Bond) from the measured "standard" at 250% circulat¬ing load operation. This report focuses on the procedures required to review, prepare specifications, bid, and purchase a fully integrated computer system for utilization by engineering personnel in all phases of mine engineering. The presentation is based on the experiences encountered in 1984 in procuring an engineering computer system at The North American Coal Corporation's Western Divi- sion. A two-phase report detailing the purchasing process and subsequent utilization of the engineering computer system will be given. Special detail is also provided on the final system hardware and software setup.

The successful genetic manipulation of T. ferrooxidans is partly dependent on an understanding of the molecular biology of the organism. For optimum controlled expression of foreign DNA in T. ferrooxidans it is important that donor DNA is derived from bacteria that are genetically similar to T. ferrooxidans or placed under the control of T. ferrooxidans transcriptional promoters. Several structural genes and their controlling regions from T. ferrooxidans have been isolated and their DNA sequenced. These include the genes that encode the nitrogenase enzyme (nifHDK genes), glutamine synthetase (glnA gene) and the recA gene. These genes and the identical genes from a wide variety of other bacteria have been compared at levels of DNA sequence, protein sequence. Where possible, gene expression as well as transcriptional control and protein function of the cloned genes were tested in the enteric bacterium Escherichia coli. The two genes involved in nitrogen metabolism were either expressed or possessed the necessary elements for expression in other bacteria. In contrast the recA gene was not expressed in E. coli from its own promoter. The two gene products that would be tested (glnA and recA) were fully functional in E. coli. The relevance of these findings to the genetic manipulation of T. ferrooxidans is discussed

Some important electrochemical aspects involved in the bioleaching of mixed sulfides have been discussed with reference to selective sphalerite dissolution from different binary mineral combinations. Combination potentials and galvanic currents were measured in different binary combinations of sphalerite with other minerals such as galena, chalcopyrite and pyrite in order to under- stand the electrochemical dissolution behaviour of sphalerite when coupled with other minerals. The effect of applied DC potential was also studied with reference to selective sphalerite dissolution from a binary mineral mixture. An application of a potential of -500 mV (vs SCE) was found to enhance bacterial growth as well as selective sphalerite dissolution. Factors influencing bioleaching of sphalerite under a negative applied potential are discussed.

Computer processing and high resolution graphics display of geochemical data were used to quickly, accurately, and efficiently obtain impor¬tant decision-making information for tin (cassiterite) exploration, Seward Peninsula, Alaska (USA). Primary geochemical dispersion patterns were determined for tin-bearing intrusive granite phases of Late Cretaceous age with exploration bedrock lithogeochemistry at the Kougarok tin prospect. Expensive diamond drilling footage was required to reach exploration objectives. Recogni¬tion of element distribution and dispersion patterns was useful in subsurface interpretation and correla¬tion, and to aid location of other holes. Tin was its own best pathfinder. Arsenic, also a useful pathfinder element, forms a discrete halo peripheral to tin mineralization. The arsenic halo is expressed in hand specimens by asenopyrite and/or scorodite staining.

Conventional methods of controlling abandoned mine fires include: loading out, inundation, fire barriers, flushing, and surface sealing. This paper describes a proposed fire-control technique utilizing a new explosive fragmentation method. An impervious barrier is created by using explosive energy and strategic emplacement in boreholes drilled from the surface. Blast round design, average fragment size, and impermeability of the fragmentation barrier are discussed. This barrier, created by the blasted floor rock, could also be used to fill in the open space in abandoned mines for subsidence prevention or control.

Researchers at the Bureau of Mines, U.S. Department of the Interior, developed and tested equipment to measure corrosion rates on a commercial-scale mill. Bench-scale experiments were also designed for duplicating ore grinding conditions closely enough that realistic rate determinations can be made in laboratory tests. Rates measured in a laboratory system compared favorably with those measured in the field. Cast steel was found to have corrosion rates in a copper mill and laboratory test cell of 22 and 21 mpy, respectively. Corrosion was found to account for less than 5 pct of the total grinding media wear in the operations studied.

The electrochemical behavior of a zinc sulfide concentrate during the microbiological leaching was investigated using ZnS-carbon paste electrodes and a cyclic voltametric technique. The effects of Zn2 [ ] , Fe2+, Fe3+ and Cu2+ on the cathodic and anodic currents associated with zinc sulfide leaching in presence and absence of microorganisms, were assessed. The semiconductor nature of zinc sulfide was discussed in terms of ability of microorganisms to obtain their metabolic energy (through removal of electrons) from this high energy gap substrate. The intermediate electrochemical reactions involved in the ZnS leaching were described.

A model incorporating rate and residence time to describe the froth flotation process was used to provide data for the evaluation of various kinetic flotation models and to provide scale-up information from laboratory to industrial scale coal froth flotation. Rate constants were determined in laboratory and plant froth flotation tests and the residence time distribution was measured for a bank of four 21 ft 3 (0.6 m3 ) WEMCO cells treating Upper Freeport seam coal and a bank of four 300 ft 3 (8.5 m3 ) cells treating Lower Kittanning seam coal. It was found that a lag time for continuous flotation should be incorporated into scale up models and that a kinetic froth factor ratio of between about 2.0 and 2.8 should also be used to scale up data from laboratory to plant scale.

Innovative solution management is being used at Coeur-Rochester, Inc. to increase bullion production and decrease overall costs. New operating programs call for reduced solution application rates to the heap to increase pregnant stream values at a lower and less costly plant flowrate because silver and gold extractions are equal regardless of leach solution application rate. Solar heating is used in the summer months to increase the core temperature of the heap for use in the winter months thus increasing silver extraction rate. This paper outlines the programs now in effect and the savings incurred because of them.

The paper gives a comprehensive review of the design considerations which determined the choice of the milling plant, a description of the plant and comment on the operating experience to date. Operating experience will include inter alia a description of the mill liners installed with subsequent changes due to wear patterns, the mill inlet sealing arrangement, steel ball addition, mill outlet sump design, cyclone feed pump liner wear patterns and comment on the efficiency of the linear screens for wood chip and tramp removal. Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.
