In creating a surface mine design, a complicated series of events may be required to meet both mining and environmental objectives. Envisioning the mine at every step of the operation can greatly assist the engineer to identify design and operational problems that might otherwise go undetected until the field operations reach the problem. Providing operations a visual progression of the mine ensures that critical designs generated by the engineer are understood and effectively communicated to operations. Providing the plan as electronic data to the surveyors and/or on-board GPS systems can ensure successful implementation of the design. This paper discusses using computer technology to generate a virtual mine plan and strategies to consider when communicating a virtual mine plan through electronic and paper formats.

6.1-SOIL MECHANICS WALTER C. SHERMAN, JR. 6.1.1-DEFINITION Soil mechanics is concerned with the behavior of soils in relation to the design, construction and performance of engineering works. In this context, soils include all uncemented materials, such as, gravels, sands, silts and clays, either naturally or artificially deposited, and, under certain conditions, weakly cemented, badly broken or weathered rocks. Many types of mine wastes have physical properties similar to those of soils and thus are amenable to analysis by the principles of soil mechanics. The principles of soil mechanics are used to solve such problems as the stability of various types of structures with respect to failure of the supporting soils, determination of soil pressures and deformations in the design of foundations and retaining structures, analyses of seepage and under seepage, and stability with respect to sliding of excavated and natural slopes and embankments. 6.1.2--SOIL PROPERTIES Soils are classified on the basis of index properties, such as, particle-size distribution and plasticity characteristics. The Unified Soil Classification System1 used to classify soils for engineering purposes is shown in Table 6-1. Other physical properties important from an engineering standpoint include natural water content, density, permeability, shear strength and compressibility. Physical properties are evaluated on the basis of carefully conducted laboratory tests. Procedures for laboratory testing are presented by Lambe. 2 Soils, either of natural or artificial deposition, are complex three-phase materials consisting of solids, water and gas (usually air or water vapor). One of the most important principles in soil mechanics is based on the concept of effective stress in the soil-water system. A stress, a, applied to a saturated soil is taken partly by the soil particles (effective stress, a'), and partly by the water in the voids (neutral stress or pore water pressure, u,) so that a' = a - u,. Only the effective stress affects the mobilization of frictional resistance between soil particles. In partially saturated soils, the pore-water pressure is negative due to capillary effects. The effective stress relation remains valid for small negative pore pressures, but anomolies arise if the soil is significantly unsaturated. In this case, the pore pressure is commonly assumed as equal to the pore air pressure, u,, so that [ u' = u - u..] 6.1.3--SOIL EXPLORATIONS Soil explorations are carried out by borings or test pits. Hvorslev3 has reviewed procedures and boring requirements, such as, type, depth and spacing employed. In general, soil strata are logged and representative exploratory samples are recovered for classification purposes and for determining the subsurface soil profile, which is constructed utilizing also knowledge of the geology of a site. The insufficiency of Boolean Logic and ?hard? decision making to represent and manage spatial data in set with their spatial errors comprises a remarkable difficulty for widely accepted estimation procedures, in realistic planning of space geometric problems and management through a GIS. Fuzzy logic as well as other theories such as the theory of Probabilities, Bayesian theory etc., contribute substantially towards this direction. Data are accompanied by their accuracy and are managed through the applications and modules of Spatial Analysis, aiming to access a decision with known accuracy and fuzziness. As it concerns the cases of waste sanitary landfill sites designing, which are based on the construction of a bank, the problem shown by this paper, seems to be quite serious. The determination of the theoretical waste disposals body in the landfill is based on an uncertain Digital Elevation Model (DEM). As this model is a result of a procedure enclosing errors and inaccuracies, it is for certain a non - error free model. Thus, the geometric computation of the excavation quantities and the waste disposals solid body volume, misquotes the expected standard theoretical computation and imports the need to decide and set a risk level for the project.

Toxic substances in On solutions can retard biological leaching of sulfide dump ores. On solutions were ana1yzed for metals, organics and chloride and showed inhibitory concentrations of aluminum, manganese and chloride. Inhibition of bacterial activity by the solid fraction of On solution with and without the organic constituents, was evaluated. Bacterial toxicity was evaluated by monitoring bacterial numbers, pH, Eh, and rates of iron oxidation. The On solution solids were toxic at 50% to 60% of their field concentration. Most of the toxicity of the On solution was due to the organic fraction. Different solvent extraction (SX) reagents show varying degrees of inhibition of T. ferrooxidans. Bacterial inhibitory effects of carriers and lixiviants used in the SX plant should be determined so that entrained SX reagents do not retard biological dump leach systems. The reagents used should be the most cost-effective and the least toxic.

Knight Piésold and Co. hosted its annual roundtable discussion on March 17, 2011 at the Stockman Hotel and Casino in Elko, NV. The theme for Roundtable 2011 was, ?High density tailings, paste, and filtered tailings,? although the topic may well have been subtitled, ?Don?t prematurely rule out any technologies before they are given their day in court.? Bryan Ulrich, Knight Piésold?s local representative, as well as Tom Kerr from Knight Piésold?s office in Denver, CO, were on hand to help facilitate the discussion. Ulrich and Kerr are senior vice president and president of Knight Piésold?s U.S. practice, respectively. The event played host to more than 30 attendees from several western states. Attendees included personnel from a dozen mining properties and various corporate offices. There were also attendees from manufacturing and specialist consulting firms who have been providing services to various high-density tailings, paste and filtered tailings operations worldwide. It may be noted that the term ?filtered tailings? is used in this discussion. Alternative terms, such as ?dry stack? or ?dewatered tailings,? should be avoided whenever possible, as such terms tend to give a false sense about the nature of the material since these materials typically still retain a significant amount of moisture.

On March 15, 2012, about 24 attendees from several western states attended Roundtable 2012, hosted by Knight Piésold and Co. at the Red Lion Hotel and Casino in Elko, NV. The focus of this year?s discussion was ?Acid Rock Drainage for Engineers and Environmental Scientists.? Other names may have been more suitable for the event, perhaps combining geochemistry, with air and water quality and their long-term effects on soil and rock mechanics. Bryan Ulrich (senior vice president, Knight Piésold?s Nevada operations) and Steve Lange (senior geochemist, Knight Piésold, Denver, CO), helped facilitate the discussion. Attendees included personnel from a dozen mining properties, various corporate offices and academia. There were also attendees from a geochemical testing laboratory to help respond to specific questions pertaining to testing protocol and procedures.

Knight Piésold?s annual roundtable discussion was held at the Red Lion Hotel and Casino in Elko, NV on March 14. This year the title was, ?Roundtable discussion on material co-disposal/ co-placement in the mining industry.? This topic was chosen because of the benefits that the mining industry could realize through the advancement of improved methods of storing tailings and mine waste and from reducing short-and long-term environmental hazards while reducing the footprint of these facilities and making strides toward attaining a walk-away solution. Knight Piésold had a local representative, Bryan Ulrich, as well as representatives from its Denver, CO office, including Tom Kerr, president of Knight Piésold?s U.S. practice, and Jeff Coffin, Ph.D., geotechnical engineer, to help facilitate the discussion. The event played host to about two dozen attendees from several western states. Attendees included personnel from more than 10 mining properties, various corporate offices and academia. The purpose of the roundtable was to exchange ideas and information pertaining to broad topics revolving around the subject of co-disposal/co-placement in the mining industry. Compared with traditional conferences and symposia, the roundtable forum tends to provide a less inhibited format for discussion. In the roundtable format, lively discussions and applicable tangential departures are encouraged. This was the seventh in the series of the Elko Roundtable events. Previous roundtables pertained to: ? Heap leach pad design, construction and operation. ? Design, construction and operation of tailings storage facilities. ? Site-wide water considerations. ? Mine closure and cover design. ? Strides toward sustainability in mining. ? High-density tailings, paste and filtered tailings. Acid rock drainage for engineers and environmental scientists.

"The 2018 Elko Roundtable was held at the Red Lion in Elko, NV on March 15, 2018. The gracious host was once again Knight Piésold. Attendance was robust with representatives from more than 14 mining properties across Nevada representing nine corporations. Total attendance was at its highest in almost a decade. A high level of interest was also gauged by the number of companies with multiple attendees.The topic of water in mining was clearly a factor in creating the large show of interest. In terms of industry trends that are tracked annually, this topic had been absent from the list for more than 10 years (Deloitte, 2018) but was squarely planted there this year. And deservedly so. Three attending companies are signatories of the International Council on Mining and Metals (ICMM) which espouses a firm stance on water stewardship (ICMM, 2017).How’s the water?It is reported that water scarcity affects more than 40 percent of the world’s population (Deloitte, 2018). Consumption of water in the United States, based on the last detailed census, entails only 1.5 percent usage by the mining industry. The largest users are reportedly thermoelectric power and irrigation, combining for more than 75 percent of the U.S. consumption. During the prior census period, water usage at mines was up dramatically (USGS, 2014).Mine water source usage is primarily a mix of ground water and saline or fresh surface water resources. Over the previous period, saline sources experienced the greatest percentage in growth as a mine water source, nearly doubling in use. Nevada ranks second as a state nationally in mine water consumption. California is the leader, and Nevada is immediately followed by Utah and Alaska (USGS, 2014).Water rights in Nevada and the ongoing litigation at the state level, particularly over the Humboldt River basin, have elevated the concern over the supply of water and have raised the interest regarding the topic of water across the mining industry as well as within other industries.The Elko Roundtable meeting began with a safety share and introductions, and included each attendee mentioned a water problem or solution that he or she would like to discuss during the day. An interesting list of subtopics was developed from this round robin and yielded the following most common themes:• Mine pit dewatering during operation and pit wall stability.• Draindown from tailings dams and heap leach pads and dealing with this at closure.• Post closure pit lakes, pit lake water quality and associated water rights."

"Hecla Limited is nearing completion of the Lucky Friday Mine No.4 shaft located in Mullan, ID. The shaft is collared at the 4940 level of the mine and will have a final mine level depth of 8620, or 9,590 feet below the surface. After reaching the 7400 mine level the shaft encountered ground deformation higher then allowed for in the design for a circular shaft excavation and concrete lining. This additional ground deformation required portions of the shaft concrete liner to be reinforced with frameless, steel liner plate. To eliminate the installation of the liner plate from the remaining shaft development, the design of the shaft excavation starting at the 7650 mine level was changed to an elliptical cross section based on the overall stress field orientation as well as the orientation of the structure of the host rock surrounding the shaft. The elliptical cross section was instrumented to confirm the shaft excavation and lining was performing as designed. This design change has allowed the shaft to continue to the planned 8620 mine level without the need to install liner plate in the shaft or change the overall functionality of the shaft or the Lucky Friday life of mine plan.INTRODUCTION Hecla’s Lucky Friday Mine is a deep, underground producer of silver, lead and zinc in the Coeur d’Alene mining district of northern Idaho (Figure 1). Primary access into the mine is via the Silver Shaft, a 5.5-m (18-ft) diameter, concrete lined shaft sunk to an original depth of 1,890-m (6,200-ft). Current production is from the Gold Hunter vein system, approximately 1,525-m (5,000-ft) northwest of the Silver Shaft.Lucky Friday’s #4-Shaft is a 5.5-m (18-ft) finished diameter, internal shaft, or winze, being sunk to the north of the Gold Hunter vein system, from the mine’s 4760 level, 1,743-m (5,720-ft) below the surface, to the 8620 level, 2,923-m (9,590-ft) below the surface. The shaft is designed to provide access to the deep, high-grade zones of the Gold Hunter in order to increase the mine’s production and operational life. Design and engineering began in 2006, with construction starting in the fourth quarter of 2009."

Kenny/Shea JV is constructing the water intake tunnel for the new Elm Road Generating Station, a supercritical coal-fired power plant in Oak Creek, Wisconsin, being built by Bechtel Power Corporation. The intake tunnel system consists of a temporary mining shaft, pump house and intake channel riser shafts, and four lakebed intake shafts. An 8.33 m diameter, 2,800 m long TBM mined rock tunnel is being constructed to connect the shafts. The intakes are located 2.4 kilometers offshore in Lake Michigan. The shafts and tunnel are being constructed in glacial tills and Silurian Dolomite. The estimated tunnel completion is December 2007.

The Bureau of Mines investigated a simultaneous elutriation and flotation technique for separating polyethylene terephthalate (PET) from polyvinylchloride (PVC). The Tuscaloosa Research Center, through a cooperative agreement with a recycling company, devised an elutriation-flotation method for beneficiating the mixed heavy plastics portion of municipal solid wastes which is composed of polystyrene (PS), PET, and PVC. A sodium carbonate brine was used to remove the lighter PS from the heavier PET and PVC. Over 98 pct of the PS was recovered in a high purity PS concentrate containing 99.7 pct PS, The remaining PET and PVC mixture was washed to remove the brine salts that would be harmful to the flotation process. The clean PET and PVC mixture was conditioned in a solution of 45 g/t gelatine and floated in a short (l-m) column flotation cell in an upward flow of water. In a single flotation step, over 75 pct of the PET was recovered in a high purity product containing 99.8 pct PET. The bubbles attached to the PET lowered the effective density of the PET-bubble agglomerate and allowed successful separation of these agglomerates from the PVC plastic pieces. This method separated two-thirds of the mixed plastics fraction into high purity PS and PET products suitable for recycling and left only one-third of the plastics in the mixed plastics product.

Despite what may be overwhelming evidence that natural degradation of cyanide and cyanide attenuation in hydrogeochemical processes are capable of reducing or eliminating potential water quality problems associated with heap leach facilities, the recent sharp increase in the price of gold and wide interest in the cyanidation process has focused all regulatory eyes on cyanide leaching. Regulations continue to increase, design criteria are more strict, and detoxification requirements approach or exceed the level of detectability. Current governmental regulation of mining and milling operations using cyanide varies considerably from state to state. The lack of regulatory consistency at this level is largely attributable to the current Bevill Amendment exclusion of mine wastes as potentially hazardous wastes, the undefined status of the Environmental Protection Agency's ongoing mine wast study effort, and the mining industry's reluctance to develop a consistent policy regarding state versus federal mine waste regulation.

"Nearly every input to a mine plan is based on an estimate. The estimates may be from sample data, historical information, models, or personal opinion, but in all cases, these values are simply expected values (means). In real life, we do not get to iterate the exact conditions at our mining operation many times to ensure that that average value is attained. The expected value also tells us nothing about the spread of values that that input might take on. The result is a significant amount of unquantified uncertainty in our mine plans. Unfortunately, it is often too expensive or time consuming to update planning processes and software. This paper presents a proof of concept spreadsheet scheduling tool that can be utilized to incorporate many geologic realizations (simulated models) into the mine scheduling process. While this POC is not intended to be a detailed model of uncertainty, it is to show that there are stepping stones available for mine planners to begin to embrace uncertainty and produce more achievable plans without requiring a significant change in their planning process. INTRODUCTION Mining companies have included quantifying uncertainty, or at least risk, as a requirement of project justification for many years, however many times this process lags behind the traditional mine planning process and the results are rarely used to improve the plan. Nearly every parameter used in a mine plan is an estimate and the mine planning engineer should recognize and even embrace the inherent uncertainty in those parameters and its effect on their forecast results. Many mining engineers have incorporated techniques such as Monte Carlo Simulation or Discrete Element Simulation to understand the range of productivity that can be expected for an operation but most still rely upon one estimated model for what is likely the critical component of technical uncertainty, the geologic resource. Modern geostatistical methods can provide multiple ore body realizations to provide a thorough unbiased “picture” of the geologic uncertainty but most traditional mine planning techniques are not formulated to allow for multiple (100-200) realizations of each material quality/grade parameter. Commercial software companies and research groups are progressing with development of tools that can incorporate geologic uncertainty, and even optimize extraction plans in the uncertain environment. Unfortunately, this author believes that a significant number of mining operations will not be able to adopt these techniques due to the computational requirements of the advanced techniques and the costs associated with implementing proprietary software. In an attempt to encourage mining engineers to embrace the inherent uncertainty in their mine plans, this paper presents a cost-effective alternative that can be developed in-house, at any mine, to schedule mid to long-term mine plans while continuously monitoring the uncertainty in the results. The author hopes that by demonstrating the usefulness of such a system that mining companies will encourage engineers, geologists, and geostatisticians to find ways to incorporate this powerful data into their processes and procedures."

From 1997 through 2000, a team of Polish experts headed by the author studied the prospects of mining newly discovered emerald deposits in Afghanistan. This article describes the scheme for mechanization of the mining operations, along with improvements made to the ventilation facilities and lighting. The required equipment was flown to Afghanistan and the Afghan miners were trained in machine operation and maintenance.

"Impact and Benefit Agreements (IBAs) are intended to be a negotiated agreement between an industrial proponent and a community, local or regional citizens’ organization. Although the elements have grown over the past two decades from a simple agreement to exceedingly complex legal frameworks, the intention remains the same: to outline the roles and responsibilities of the two stakeholders and the natural resource development on their lands beyond environmental assessment. These agreements were born out of comprehensive indigenous land claims and have become the cornerstone of community engagement today in most indigenous nations. In the case of mixed communities, those that have beneficiaries of land claims and those who are not, social acceptance remains uneven and reflective of an unequal distribution of decision-making power (political ecology). This Differential Social License can cause conflict and a breakdown of the societal fabric that binds communities of diverse populations, resulting in inequality, fictitious wealth generation and failure of infrastructure. This paper presents a case study of how the development of Differential Social License developed in the Hamlet of Cambridge Bay, Nunavut as a result of an IBA negotiated between Tahera Diamond Corp. and the Kitikmeot Inuit Organisation in 2004 for the Jericho Diamond Mine.Introduction / Background Social license (social license to operate or SLO) has become an essential part of the social governance ‘toolkit’ demanded by mining stakeholders in today’s world. Stakeholders are now insistent that companies operate more closely under the tenets of sustainable development and provide for an increased level of community participation. Social license is not simply a matter of communicating with a community, to earn its consent for or acceptance of a project. It requires that we engage with the individuals and organisations who ally themselves with communities, or who sometimes side with dissident factions of a community. SLO is a process associated with and informed by political ecology or the recognition that unequal decision-making power exists amongst stakeholders."

Investigation of several serious hoisting accidents identified machine brake failure as the most common cause. The recent revelation of this potential hazard has prompted regulatory authorities to require an additional, independent, emergency braking system. As a result of this initiative, a new generation of braking systems have been developed and applied to mine elevators. This paper will discuss the design and testing of an electrical dynamic brake, pneumatic rope brake, and traction sheave brake. The effect of compound braking on hoisting systems equipped with multiple brakes will also be addressed.

While a body of work exists on intelligent systems for guiding occupants out of buildings during an emergency, the problem of guiding miners out of a mine during an underground emergency has not been explored. Underground evacuation fundamentally differs from building evacuation because of differences in the regulatory regime and uncertainty regarding the number of occupants. The potential for implementing an intelligent miner guidance system is buttressed by the fact that miner tracking systems, along with communication and sensor networks, already exist in underground mines. This work presents a method based on a local positioning system, in the form of a network of “nodes” at major “intersections,” which can then be used to guide miners to safety. We have developed a path-planning algorithm, based on Dijkstra’s algorithm and the local positioning system that can provide miners with the optimal escape path in an emergency. The algorithm is validated with scenarios at the Missouri University of Science & Technology Experimental Mine demonstrating the potential to include smart technology in mine emergency management and response planning. INTRODUCTION Underground mines are hazardous environments with a higher than usual risk of safety emergencies where miners have to evacuate the mine to save their lives. Mines have always trained miners to evacuate or shelter-in-place in minimum time. Jalali and Norrozi (2009) opined that the three major components that help miners in case of emergency are pre-planned optimal escape routes, decreasing delays, and improving the education of miners. In fact, Goodman and Kissel (1990) suggested that fatalities arising from mine accidents could be reduced by 50% just by decreasing delays in finding the pathways in case of emergency. The proposed work can assist miners in finding escapeways quickly in case of emergency. It is very important to have a pre-planned evacuation strategy that is clearly communicated to miners to ensure the safety of all (Conti, Chasko & Wiehagen, 2005).

INTRODUCTION South Coast Water District (SCWD) operates the Beach Interceptor Sewer Tunnel(BIST) in South Laguna, Orange County, California between Monarch Beach and Aliso Beach (Figure 1). The 10,200-foot long BIST houses a 24-inch gravity Techite sewer pipeline critical to the SCWD Sanitary Sewer Collection System. The original tunnel and sewer pipeline were constructed in 1954 and the sewer line was replaced in 1974.Periodic inspections by sewer pipeline maintenance crews documented deterioration of specific intervals of the tunnel. Rotting timber supports and rock falls in the tunnel as a result of the deterioration were endangering the sewer pipeline and a 731-foot section of tunnel located at Thousand Steps Beach was determined to be in immediate need of repairs. SCWD and consultants Hatch Mott MacDonald (HMM) and Tetra Tec prepared a Work Plan for emergency tunnel stabilization and pipe protection measures that was implemented in January 2007. Normal access to the beach and the section of tunnel requiring repairs was limited to public stairs referred to as Thousand Steps and, therefore, all materials and equipment needed for the work were transported to the beach by ocean-going landing craft. Additionally, the emergency repairs had to be completed without taking the pipeline out of service. Numerous environmental, logistical and operational requirements had to be overcome to complete the challenging emergency repairs. GEOLOGICAL SETTING The Laguna Beach area is located in the Peninsular Ranges of Southern California. The project area is located on the southwest flank of Niguel Hill along marine wave-cut cliffs and slopes. The tunnel was excavated in the San Onofre Formation, a marine deposit, characterized by abrupt lateral and vertical changes in lithologies that vary from boulder to cobble and gravel size breccias to medium coarse sandstones with gravel, sandy claystone and siltstone. The interval of the tunnel that required repairs is located within the San Onofre breccia, a moderately-to-well cemented, poorly bedded to massive unit with angular to subangular boulder and cobble sized clasts of schist. The sandy silt matrix of the breccia is composed of quartz, feldspar and schist grains (Figure 2). GENERAL TUNNEL DESCRIPTION The approximately 6-feet high by 6-feet wide 10,200-foot-long BIST was hand mined in 1954 at the base of the coastal cliffs. Primary access is through twenty-one access adits from public and private beaches. The tunnel is located in an easement that extends beneath private property with residential structures situated 50 to 80 feet above and horizontally in close proximity to the tunnel alignment. Most of the tunnel is horse-shoe shaped and unsupported, but approximately 3,000 feet is supported by timber
