At mineral processing plants the accuracy and precision characteristics of assays in mill feed, tailings and concentrate largely determine the reliability of the metallurgical balance. The accuracy of measurements is ensured by selecting effective sampling methods and efficient sample preparation procedures, and by effecting each phase without introducing a systematic error while the precision of measurements is determined by the sampling regime. Sampling systems and components, sampling methods and regimes, and sample preparation procedures will be reviewed. Different techniques to determine variance components for sampling, preparation and analysis, and to detect systematic errors in assays at mineral processing plants, will be discussed.

Scope of Section The physical characterization of an ore or mineral mixture in such detail that mineral processing may be effectively applied to create more useful products is one part of the technology of sampling and testing. In addition, the evaluation of the multitude of separation processes, both physical and chemical, combined with ancillary opera¬tions and performed on samples at a laboratory scale, is another part of the testing procedure. Although analytical techniques provid¬ing quantitative determinations of elemental compositions are an im¬portant and necessary supplement to any testing program, that field of endeavor is a well-developed, separate entity beyond the scope of this Section. Sampling procedures cover the practice of selecting representative quantities of test materials in the field to evaluate mineral deposits, and extend to techniques of obtaining process samples in slurry and bulk ore as part of process evaluation. The same techniques are appli¬cable, of course, to standardized methods of metallurgical accounting. Sampling is also an important facet of successful on-line measurement of slurry properties such as assays and particle size in the practice of automation. However, the sampling methods in this case can be different from those needed for precise testing and accounting pur¬poses. Sampling was well defined in Taggart's Handbook as "the opera¬tion of removing a part convenient in size for testing, from a whole which is of much greater bulk, in such a way that the proportion and distribution of the quality to be tested (e.g., specific gravity, metal content, recoverability) are the same in both the whole and the part removed (SAMPLE). The conditions of the more stringent definition, that the sample shall be completely representative of the whole as regards all aspects save bulk, are practically never fulfilled when heterogenous mineral mixtures are sampled." Taggart's Handbook of Mineral Dressing, Section 19, "Sampling and Testing," continues to be a very useful compendium of principles and techniques, particularly as applied to manual methods for han¬dling samples. In the intervening years since its last revision, substan¬tial progress has been made in both the theory and the techniques; thus, this current contribution is designed to be an extension of the earlier work, yet complete enough to provide procedural guidelines to methods of continuing validity. Although basic principles of testing remain unchanged, the meth¬ods of applying those principles have undergone great change. New testing equipment has become available, yielding a greater precision of results. Testing methods have been refined which, in many cases, allows for a valid scale up of flowsheet designs without the necessity of costly pilot or prototype plant development. Justification for a Sampling and Testing Program* The proper evaluation of a mineral property is a complicated process. It often is done on a team basis with the exploration geologist, mining engineer, mineral process engineer (extractive metallurgist), economist, and product utilizer (ceramist, chemical engineer, chemist, metallurgist, etc.) all represented. The mineral processing engineer is a key member because he can provide a go no-go answer to the question, "Can this ore be processed economically?" In addition, his judgment on the response of even the initial sample to processing can be an invaluable guide to the proposed process and its mutations. Since the capital investment and operating costs are so sensitive to the type of process used, the judgment of the mineral processing engineer forms an important part of the early evaluation of the profitability of a new mining venture. This early estimation of the processing approach is all the more important since, for some metalliferous ores, the capital investment for mill, smelter, water supply, and tailings disposal exceeds the cost of the mine. At present, for commodities such as coal, the reverse is true. There is a smaller capital investment for the coal preparation plant than for the mine. In general, both the capital and operating costs escalate very rapidly in the following order: gravity concentration of alluvial deposits (e.g., dredging), gravity concentration of lode ores, flotation, simple hydrometallurgical processes, and complicated hydrometallurgical and pyrometallurgical processes. The latter two processes may cost 100 to 1,000 times more per ton treated than processing of a simple alluvial deposit. This dictates that the valuable mineral be concentrated as much as possible to minimize the total tonnage treated in the more expensive operations. Within each of these ore-processing categories there is a wide range of process sophistication and hence of capital and operating costs. Perhaps the greatest variations are in the chemical processing of ores. These range from the simple leaching of a copper waste dump to very sophisticated hydrometallurgical processing of ores in increasing order of cost. Because the overall cost of a mining venture is so sensitive to the process selected, it is essential that the mineral¬ processing engineer evaluate the ore in the initial stages of the development of an ore body. As better samples become available, he must continually revise his estimate of the process to be employed. The sampling and testing process must be a necessary and continuing activity throughout the life of a project. One fundamental aspect of nearly all mineral deposits is the inherent variability of the mineral assemblage and composition. A utopian goal of any processing plant is to have the process so flexible and so well-defined that an automatic process control system can optimize the economic recovery at all times. Since this is rarely possible, a continuing or at least a periodic testing program is desirable. Variables to be considered are: 1) Ore body inconsistencies. 2) Zonal variations. 3) Feed variations from mining plan or methods. 4) Variable performance of processing units due to wear. 5) Seasonal or other changes affecting processing conditions such as water quality, temperature, etc. 6) Changing market conditions for product quality or byproducts. 7) Technological advances in processing methods or equipment. 8) Increasing demands for environmental control. 9) Changing economics of competitive processes, of supplies, of capital investment vs. labor costs, etc. Sampling Procedures Preliminary Guidelines for Sampling Ore Deposit Studies. t At a very early stage, it is essential that the mineral processing engineer receive a sample of the ore. This may be a portion of the diamond drill core or a split from the trench, pit, churn drill, channel, or sheet sample. Even a grab sample may have some value, but it should be selected by the mining engineer or exploration geologist to be as representative of the ore body as possible within his best judgment. The sample delivered to the process engineer should have been subjected to as little prior crushing as is practical since fine sizes are difficult to concentrate. In addition, finely ground ores are readily oxidized and thus may give misleading test results. Furthermore, ground samples may make it impossible to eval¬uate either the comminution or the coarse-gravity concentration pro¬cesses. For an initial evaluation, a good deal may often be learned from a sample of only a few pounds if that is all that is available. To obtain the maximum information from a sample, its selection should be carefully discussed with the mineral processing engineer. In addi¬tion to being as representative as possible, the mineralogically distinct samples should be carefully segregated rather than composited. Since drastically different processes are often needed to process samples of differing mineralogy, considerable care and time must be exercised during this sample collection step. The segregation of samples showing gross mineralogical differences, such as the oxide caping on a sulfide deposit or a laterized zone, is easy. It is the more subtle changes in mineralogy that can often elude the field man. Yet these differences are often sufficient to dictate that an entirely different type of process be used. Obviously, the selection of these initial samples for ore testing and mineralogical studies requires that it be done by a man of consider¬able experience and judgment. While the mining engineer or field geologist is collecting these samples, he should also note and convey to the processing engineer such details as water quality and availabil¬ity, terrain, potential mill location, tailings-disposal areas, case of transportation, etc. As the property is developed with additional drill holes, adits, etc., larger and more representative samples will be required to develop the ore-processing flowsheet more adequately. If pilot-plant studies are required, a very large sample may be necessary. Though the type and amount of sample collected for flowsheet development investigations vary widely, gathering a representative sample of the ore body is a prime requisite for any process development effort. The total iron ore production in Sweden in 1969 was 33.3 million metric tons. 31.7 million tons were exported mainly to Western European countries. 27.8 million tons (87 per cent) originated from the mines at Kiruna, Svappavaara and Malmberget, located just north of the Arctic Circle in Sweden. Planned production for 1970 is 25 million tons during 10 months, due to a strike at the beginning of the year. Present production plans for the next five years expect an annual export capacity around 33 million tons in 1975, including 5.7 million tons of pellets. The mining and shipping at the loading terminals of Narvik on the Atlantic coast and Luleå at the Gulf of Bothnia are managed by LKAB - a 96 per cent state-owned company. 4 per cent of the share capital is owned by the private Grängesberg Company. The railway - 106 miles from Kiruna to Narvik and 130 miles from Malmberget to Luleå - is operated by the State Railways in Sweden and Norway. Comprehensive expansion of the Narvik ore port will be carried through during the next five years to increase the annual shipping capacity to at least 35 million tons and meet the development of rapidly growing ship sizes.

"Seamount cobalt-rich ferromanganese crusts (hereafter crusts) are authigenic iron/manganese hydroxide/oxide deposits formed from direct precipitation of minerals from seawater onto a hard substrates surface. Crusts contain significant concentrations of cobalt, manganese, nickel, copper, platinum, rare earth elements and other valuable metallic elements, with potential economic value. Regulations on Prospecting and Exploration for Cobalt-rich Ferromanganese Crusts in the "Area" was approved by the Council and Assembly of the International Seabed Authority in July 2012, China and Japan became the first to obtain exploration contracts, which were signed respectively in April and January 2014.The crusts form pavements and are mainly attached tightly to the surface of the substrate, and less commonly crusts coat talus debris located on the surface of sediment and substrate rock. During prospecting, crust sampling methods mainly include dredge, TVgrab and sub-bottom coring system. During exploration, the sub-bottom coring will be the dominant method for crust sampling, and if necessary, ROV sampling will be used. Usually the samples collected by different methods provide a larger quantity than samples needed for chemical analysis, but sampling quantity is a question that should be considered for mineral resource evaluation that how to ensure that the sampling is representation for the sampling station. Using the samples collected by China from Pacific seamounts, according to the designed analysis flow and Qeqott formula (Q=Kd2), the minimum reliable assay sample quantity ("MRASQ") of crusts for Mn, Co, and Ni are obtained. In the case of the sample homogeneous fines at ~100 mesh size (~0.15 mm), MRASQ for Mn, Co, Ni is respectively 4.5 g, 9 g and 9 g. This result provides the basic data for crusts resources evaluation."

INTRODUCTION Although sampling techniques used by the mineral industry continue to improve, sampling is still an area which is often neglected. Frequently, sampling and sample preparation requirements are left to personnel who do not fully appreciate the significance and importance of sampling. Consequently, plant evaluations are often based on seriously biased samples, leading to mass balance problems and incorrect assessments of plant performance. The basic rule for correct sampling is that each particle of ore or concentrate must have an equal probability of being collected and becoming part of the final sample for analysis. If this is not the case, bias is easily introduced and the sample is not representative. For example, when ore is travelling on a conveyor belt, the lumps may come to the surface. Consequently, a grab sample taken from the top layers only will contain a greater proportion of lumps, i.e., the sample is biased. There seems little point in making major investments in precise analytical equipment, if the sample provided to the analytical laboratory is not representative in the first place. This paper describes the sources of plant sampling errors, reviews the methods of estimating their variance, presents some worked examples, and provides some practical advice for reducing sampling errors and their variance. SAMPLING BASICS It is generally accepted that the discharge point of an ore or concentrate stream is the most suitable sampling location. The stream can be intersected at regular intervals, and representative samples, referred to as increments, can be obtained by taking a complete cross-section of the ore stream. On the other hand, sampling devices that take part of the stream on an intermittent or continuous basis, e.g., a bleed from a pipe, may introduce serious bias, and should be avoided at all cost. Increments may be taken at completely random times or tonnages during the sampling operation, in which case it is called "random sampling". However, as shown below, random sampling results in the largest sampling variance, so it is preferable to divide the ore or concentrate stream up into strata of equal time or mass and take one increment from each stratum. This operation is called stratified sampling and may be either systematic sampling, in which increments are taken at the same point in each stratum, or stratified random sampling in which the increments are taken at random within each stratum. Systematic sampling results in the smallest sampling variance, provided periodic variations in quality or quantity are not present which may coincide with, or approximate to, any multiples of the proposed sampling interval. In such cases, it is strongly recommended that stratified random sampling within fixed time or mass intervals be carried out.

The presence of elements, minerals, or chemical compounds in materials at very low concentrations is becoming a constantly increasing concern for several segments of the Industry. Some trace elements or chemical compounds may be considered as hazardous, some are simply considered as undesirable In complex processes where they could be constantly recycled and end up as the major factor of decreasing quality for some valuable products. In some other cases, the presence of a trace element or mineral may be highly desirable because of its economical value: precious metals are falling into this category, they probably were the first trace elements to draw our attention. Tremendous quantity of money is spent for analysis at the trace level, also the analytical "tool" has been considerably improved during recent years, but still the sampling aspect of the problem remains obscur for many, and because of it, large quantity of analytical efforts become meaningless. Not only the absence of sampling strategies is badly affecting the representativeness of a large majority of samples, but furthermore for the same reasons, many laboratories are failing In their endeavor to prepare reliable standard reference materials. The reason of this failure has its roots in the unability to estimate effectively the sampling characteristics of the element, mineral, or compound of interest, not to mention the unability to perform precise and accurate complete analysis, so essential for the instrumental analyst (1). In this paper a strategy to perform a better sampling operation is recommended. SELECTION OF A PROBABILISTIC APPROACH AS SOON AS PRACTICALLY POSSIBLE It Is essential to differentiate probabilistic sampling from non-probabilistic sampling. As Illustrated in Figure 1, the sampling operation Is a selection process which could be performed In two different ways: I. A probabilistic selection process according to which all elements of a lot of material to be sampled are submitted to the selection with a same probability of being selected. 2. A non-probabilistic selection process according to which all elements of a lot of material to be sampled are submitted to the selection with different probabilities of being selected.

The sampling of precious metal deposits entails inherent problems due to the low mineral abundances, high mineral specific gravities, skewed grade distributions and wide ranges of mineral particle sizes. Sampling practices and precautions are discussed with particular attention to each of the tripartite stages of sampling - sample acquisition, sample preparation and sample assaying. Practical examples of approaches to the sampling problem are given and some examples of significant sources of error are provided from gold and silver deposits in North America.

The problems inherent in sampling low- grade deposits have long been recognized. As economic grades become lower with increasing metals prices and improvements in recovery technology then the previously difficult sampling problem has consequently become even more demanding. North America had an Important role in the early development of sampling theories. Unfortunately many progressive ideas were soon frozen into a series of guidelines based on the philosophy that "honest sampling only requires good judgment and practical experience". Such a philosophy appeared to be good enough In the early age of the mining Industry; however, it became quickly necessary to find new approaches. During the last thirty years, Pierre Gy's sampling theory provided tremendous breakthrough in the comprehension of this new science, nevertheless went unnoticed in North America. Sampling always generates complex problems and as the philosopher and mathematician Descartes suggested: "A complex problem can often be dissociated Into a series of several simpler problems, only then you try to solve those one by one". The only way to solve sampling problems is to consider each component of the overall sampling error: components of a continuous model such as long-range quality fluctuations, periodic quality fluctuations, weighting fluctuations; components of a discrete model such as materialization errors, delimitations errors, extraction errors, fundamental errors, grouping errors, and segregation errors. PAST AND CURRENT PRACTICES Many sampling methodologies have been developed, improved, and standardized during the first half of this century. Accordingly, sampling equipment has been proposed, selected, and used by standards committees. Today, there is a tremendous variety of sampling methodologies and corresponding tools offered to anyone with limited experience in sampling and it is very easy for a chemist, metallurgist, geologist or miner to spend considerable money in equipment transgressing the most basic rules of sampling correctness. Sampling stations that never worked properly in modern plants often cause engineers to abandon them and return to a primitive form of grab sampling.

Thousands of mine air samples are taken underground each year by MSHA inspection personnel in order to further assure that miners have a safe and healthy environment in which to work. While most air samples are taken with stain tubes, many samples are obtained in evacuated containers and returned to a laboratory for more accurate analysis on a gas chromatograph. In order to enhance the accuracy, reliability and repeatability of the samples taken with evacuated containers, improved procedures have been developed, which are described in this report, for filling two different types of evacuated sample containers using either mechanical or electrical pumps. In those instances, such as when sampling strata gases in drill holes, where mathematical calculations may be required for proper sampling, example calculations are provided. The use of a third type of evacuated container, which is generally restricted to non-specific sampling of the ambient mine atmosphere, is also described.

We developed a statistically based strategy for sampling the surficial material of mine-waste dumps for use in screening and prioritizing historic dumps on abandoned mine lands. This sampling strategy entails the collection of a representative composite sample from individual dumps and allows for regional or watershed-based assessments. One 30-inment dump-composite sample collected using this sampling strategy contains as much information, relative to average value, as 30 individual grab samples at 1/30 of the analytical cost.

The Equis and El Roble projects are located in the Cordillera Occidental of Colombia. The Equis vein deposits have sulfide ore reserves of 95,955 mt (105,770 st) grading 8.51 g/mt (0.248 oz/st) gold and 12.4 g/mt (0.36 oz/st) silver with 0.94 % copper, 1.10% lead and 11.06% zinc. Ore reserves at El Roble are estimated as 1.1 Mmt (1.21 million st) grading 4.89 % copper and 3.39 g/mt (0.099 oz/st) gold. Geologically possible reserves at Equis may total 1.6 Mmt (1.76 million st). El Roble has the potential to contain several tens of millions of metric tons. Exploration included diamond drilling, trenching, channel sampling, rock and soil geochemistry, geophysics and tunneling. Erratic high grade samples affect the weighting of channel and drill core samples. Secondary reconcentration of gold is also a factor. Sample maps and graphs show the distribution of values to be highly variable. Geostatistical treatment of some of these data gave important guidelines for parameters such as sampling densities, drill hole spacing and confidence limits.

Setting up a plant sampling procedure by simply applying the usual statistical sampling theory was questionable. Two sampling concepts were considered in the sampling study: o a sufficient number of assays can be taken such that the average determined from these individual samples represents a known quantity of ore. o a sufficient weight of sample can be taken such that when assayed it represents a known quantity of ore. The test program included evaluation of sampling techniques, sample preparation and analytical methods. The overall sampling program is depicted in Figure 2.

Introduction Mine sampling determines the practicality of any mining operation. Improper sampling can result in an incorrect appraisal of present production and future potential. Therefore, the mine department in charge of ore-reserve calculations and mine sampling should be overseen by competent and experienced professionals with technical backgrounds qualifying them to produce accurate results. Sampling is a process by which portions of an ore body are collected and analyzed to estimate the average mineral content of the entire ore body. It is incorrect to assume that a large number of samples eliminates any errors in the sampling method. To obtain unbiased samples, proper sample location with respect to rock type and mineralization is just as important. The sampling procedure must yield correct results for the type of mineral deposit, and careful consideration should be given to whether or not the sampling technique has been developed to an extent sufficient to eliminate as much human error and bias as possible. Only after the ore has been mined and milled is the sampling accuracy known. Sampling also provides information about the bulk composition of the ore for mineralogical and metallurgical tests that determine the economic ore-waste boundaries and the geologic trends for exploration. Actual mining plans can be developed from this information to maximize profits. Accurate sampling is critical, and thus must be approached in a scientific manner. Sampling Techniques Sampling practices and techniques are as varied as the mines in which they are used. The method(s) chosen must be tailored to suit the company and mining needs. For instance, tabular uranium deposits, vein gold deposits, and porphyry copper deposits pose special problems in conducting unbiased sampling. The mine geologist or engineer in charge must develop a sampling method, test it in a sample area, and then critically evaluate the results. If the results from the test area are accurate within the economic limits established by the company, they then may be adopted for general use in the mine. Four routine sampling methods are suitable for specific sampling objectives in the daily mine routine: (1) channel sampling, (2) chip sampling, (3) grab sampling, and (4) bulk sampling. The final sampling results depend upon how the four methods are combined to accurately determine the grade of the ore body. When used in conjunction with each other during different stages of mine development, the channel, chip, grab, and bulk sampling methods provide an in-house check or a comparison by which mining methods and sampling procedures can be evaluated. However, the most valid check is based upon the daily mill production. Channel Sampling Channel samples consist of cuttings collected from a groove cut into the rock about 102 mm (4 in.) wide and 19 mm (0.75 in.) deep. Various tools ranging from a 1.8-kg (4-lb) hammer and moil to a pneumatic chisel can be used to cut the sample. Accessibility and rock hardness determine the applicable sampling tools. Before attempting to take a sample, the rock surface must be cleaned thoroughly; the method of cleaning depends upon the amount of mine dust accumulated on the surface or the degree of alteration of the rock surface. Typical cleaning methods 'employ a wire brush, water, or chipping a fresh surface. Next, the sample outline is marked on the prepared surface, taking care to choose appropriate sample loca- tions. After determining the proper sample outline and length, the sample can be chiseled out, catching the rock fragments on a canvas tarpaulin on the floor, in a powder box, in a canvas bag to avoid contamination, or by some other suitable means to capture all of the sample. Vertical veins present a special problem because the drift's back usually is arched, not square. For example, Fig. 1 shows that if sample intervals are measured from A' to D', the length of the sample interval is greater than the true vein width, resulting in an incorrect calculation of the ore reserves. The correct method would collect three samples at A'-B', B'-C', and C'-D', using either actual measurements in the mine represented by A-B, B-C, and C-D or trigonometric calculations to determine the true ore thickness. Then, each sample can be weighted by grade and true thickness for the vein. Channel lengths usually are a maximum of 1.5 m (5 ft), and it is good practice to divide longer samples into smaller intervals according to structures, changes in rock types, or differences in rock hardnesses. The influence of those features on the mineralization then can be determined. Chip Sampling Chip sampling is a variation of channel sampling used when the rock is too hard to channel sample economically or when little variation in the mineral content indicates that this sampling method will yield results similar to those of channel sampling. Rather than cutting a channel in the rock, small chips are flaked off at regular intervals over the entire face or area being the mine. sampled. Care must be taken to assure that the sample is representative of variations in the rock hardness and type. hi^ method is fast and useful in preliminary evaluations, but it should not be used for quantitative ore-reserve calculations. Grab Sampling Grab sampling is a fast method for double checking either channel or chip-sampling procedures, and, in some instances, mine production can be estimated from carefully taken grab samples. Grab sampling takes equal amounts of material at selected intervals over a mine dump, a muck pile, or from an ore car to estimate its Channel Sampling mineral content. Generally, this method is not considered reliable. Many independent variables can affect this type of sampling process. The Courthouse Commons Tunnel facilitates the secure transfer of inmates between the County Jail and State Courthouse across a city block in downtown San Diego, California. This shallow tunnel was excavated using the Sequential Excavation Method in soft ground. It passes under 8- and 10-story buildings with a foundation cover of 6 feet, and crosses the active San Diego Fault with a design offset displacement of 18 inches. In this paper, key design challenges of tunnel construction are presented: limiting building settlements without using underpinning of building foundations and incorporating an oversized seismic section with seismic joints and crushable backfill

The subsequent need for water, coupled with San Diego’s natural attractiveness, has led to significant population increases and the need for the construction of even more tunnels. This paper will provide a historical summary of the progression of mines, tunnels and trenchless technology construction projects that contributed to the advance of current technology, feasibility, and constructability. San Francisco, CA will host about 1,500 tunneling and underground construction professionals from around the world during the biannual Rapid Excavation and Tunneling Conference (RETC), June 19-22. These professionals are gathering in a city that has seen much under-ground work throughout its history. And, today, the San Francisco region has more than $4.6-billion in tunneling projects under way. The RETC will include three-and-a-half days of technical programming, complete with proceedings, two short courses, two field trips and a host of social activities. In addition, the accompanying exhibit has attracted 127 exhibitors in 152 booths, an RETC record. The following is a brief list of activities that will take place during the conference. DTX is a 1.3-mile-long rail extension being constructed by Transbay Joint Powers Authority to extend Caltrain rail service and future California High Speed Rail service to downtown San Francisco. It includes a 3,352-foot-long mined tunnel with a cross section varying from 50 to 60 feet wide and 43 feet high to accommodate two- and three-rail tracks. DTX will be excavated in mixed-face and Franciscan Formation with ground cover ranging from 40 to 85 feet. This paper discusses how mined tunnel design has evolved since the initial preliminary design phase over 10 years ago. The current design concept for tunnel construction is also discussed.

"The International Tunnelling and Underground Space Association (ITA) is a nonprofit organization that represents all aspects of the tunneling and underground space industry worldwide. Next year, the ITA will be holding its annual World Tunnel Congress (WTC) in San Francisco, CA, April 22-28, 2016. The ITA’s mission is to be the leading international organization advancing the entire industry and promoting the use of tunnels and underground space through knowledge-sharing and application of technology. This article updates a series of articles about the ITA prepared in 2007 by Harvey Parker, former president of the ITA, in anticipation of the next WTC in San Francisco.ITA accomplishes its goals through a range of activities that includes organizing conferences, workshops and meetings, working group and committee studies, training, experiments and other activities. ITA is also involved in the publication of proceedings, reports, and guideline documents as well as facilitating interaction among its membership and with sister organizations and decision makers. ITA currently includes 73 member nations and several hundred affiliate members, including 15 prime sponsors and 63 supporters. ITA’s membership is comprised of member nations as well as sponsors and affiliate members.The United States has had a prominent role in ITA since its 1974 inception, when it was formed as a result of a worldwide survey conducted in the early 1970s by the Organization for Economic Cooperation and Development (OECD). Bill Lucke, from the U.S., who was in charge of tunnels for the U.S. Federal Railroad Administration, was a member of the organizing committee that created ITA and became a vice president of ITA. The Central Subway will extend the recently completed 8.2-km long Third Street Light Rail line another 2.7 km north through the Union Square shopping district to Chinatown with a concourse-to-concourse connection to the Powell Street BART Station. One mined and two cut-and-cover subway stations are planned. Particular challenges include: tunneling under existing tunnels; variable ground conditions ranging from saturated alluvium to fractured bedrock; a congested urban setting and large-span caverns. This paper gives an overview of the project as it stands midway through the preliminary engineering stage along with a discussion of the rationale and design approaches that are being used to address the construction challenges of restoring light rail service in the most densely developed areas of San Francisco.
