This paper describes the development of a Computer Aided Design and Drafting based mine planning system in the State Electricity Com- mission of Victoria. The system combines a commercially available CADD system with a commercially available mining/geological package. The methodology used in the establishment of the combined system, the fea- tures of the system and the current status of development are discussed.

Mine planning processes are continuously evolving, increasing in complexity, and are required to be developed in shorter timeframes, often missing important steps in the process. Underground coal mines are also moving into more challenging environments, with the more favourable resources having been exhausted. In addition to traditional mine planning processes there is an increasing level of complexities associated with parallel systems including the preparation of Joint Ore Reserves Committee (JORC) compliant estimates (JORC, 2012 and Guidelines Review Committee, 2014) or seeking critical regulatory development consent to undertake mining. There is a clear link between geotechnical considerations and success of mining operations, and therefore it is essential that such considerations are elevated in both status and priority. It is obvious that geotechnical considerations are paramount in any mine, however it is imperative to accept that such considerations, and the collection of information relating to such, are undertaken from the onset of any mining project. This paper considers the standard of ore reserve assessments required by lenders when presented to support requests for project based loans. The way lenders use this information to structure a suitable financial package shows why ore reserves should be measured by industry set standards. This in turn raises questions concerning the assumptions used to derive mineable reserves from geological reserves. Consideration of the variety of related problems highlights the need for assessments to be defined according to acceptable standards. These should also address the suitability of the methodology to the assumed configuration of the orebody; the degree of variance and relaibility of estimates of grade and tonnage presented; and the estimation of probability that ore will in practice fall within the defined limits. In an increasingly international marketplace it is appropriate to compare Australian industry requirements to those of similar overseas industries, in this case the United States. Lenders would like to see that individuals responsible for the preparation of ore reserve estimates are certified on the basis of their skill and expereince by an industry body such as The AusIMM. The paper discusses how each of the parameters indicated above may impact upon a lender's assessment of the viability of a project. A number of practical examples are presented where inaccuracies or inadequacies in ore reserve information have led to reduced project performance.

The Southwest Pacific is a region of active volcanism and geothermal systems. Only in New Zealand have the geothermal systems been exploited for electricity generation and industrial processing. At present, approximately 280 MWe of geothermal electricity is generated in New Zealand. A considerable amount of further exploration work is required before the total geothermal potential of the region can be assessed and before the significance of these resources can be judged against other local energy sources.

The placement of chemically reactive mine wastes in mined out pits (æpit backfillingÆ) is increasingly seen by industry as best practice to manage long-term environmental risks. This is primarily because leaving wastes at the surface, or allowing pit lakes to develop, can result in unacceptable environmental risks. The costs and practicality of mitigation options such as installation of covers and community expectations of landform re-construction to achieve a post-mining, beneficial land use are also important drivers for pit backfilling.Pit backfilling can significantly reduce the post-closure risks to receiving environments, by minimising seepage due to tailings, acid/solute generating waste rock and/or salts derived from mine water treatment. Environmental risks are often highest where wastes are located close to the ground surface, due to relatively high rates of groundwater movement in near-surface aquifers and/or failure of engineered structures due to rainfall/erosion processes. Placement of these wastes at significant depth in pits, subject to mine planning and environmental assessment, can address these risks by increasing the path length and resistance from contaminant source to receptor, thus enhancing encapsulation of the wastes.Pit backfilling can also be cost-effective for mining companies. This is because existing pits are developed on the basis of an economic return and thus provide an opportunity to store tailings in an existing æengineered structureÆ at little or no incremental cost when compared with building and operating a new tailings or waste rock storage facility, often encompassing complex cover/drainage management systems. Key issues for consideration are mine planning, the long-term geotechnical behaviour of the wastes (eg consolidation of tailings which leads to release of acid/solutes in tailings porewaters), seepage rates to downstream receptors/agreed end point criteria and potential resource sterilisation. Internationally, mine closure guidelines are also showing a greater recognition of pit backfilling in the context of allowing mining companies to meet agreed post-closure land use objectives.In summary, pit backfilling can enhance the encapsulation of chemically reactive mine wastes and environment protection, and with agreement on post-closure beneficial land use, can also help to deliver post-closure benefits to communities.CITATION:Puhalovich, A A, 2012. Ventilation characteristics and the occurrence of nocturnal surface inversions have been investigated within the Mount Whaleback open cut iron ore mine at Newman in Western Australia. When winds are light and/or nocturnal surface inversions form within the pit, episodes of atmospheric stagnation can occur with resultant accumulation of dust, diesel exhaust fumes, and sulphur dioxide evolved from spontaneous combustion of pyritic shale. Nocturnal surface inversions were recorded outside the mine on more than two-thirds of nights. Inside the pit, inversions were much less frequent - occurring on roughly 20% of nights when they were observed outside - and much weaker - the maximum temperature difference being 5 C¦ over 210 m inside the pit compared with 15 C¦ over 150 m outside.

Changes in mining technology have led to an increase in the number of underground sulfide dust explosions reported in Australian and overseas mines. Samples collected at the Elura mine consisting primarily of pyrite, pyrrhotite, arsenopyrite, sphalerite and galena, were tested in 8 litre explosion chamber. The dusts were found to be capable of producing dangerous dust explosions with maximum explosion pressures of 440 kPa and rates of pressure rise of 5200 kPa/s. The hazards of a sulfide dust explosion are associated with the pressure wave and flame front of the explosion and the toxic gases remaining after the explosion.

Interaction between rock and fluid plays a critical role in rock engineering ventures such as stimulation of oil and gas wells, geothermal energy recovery and nuclear waste isolation. Robust and reliable design of the related services and underground facilities is based on understanding of the mechanics and chemistry of the coupled hydromechanical- thermochemical processes. This paper explores the application of the theory of such processes in minerals engineering, with particular reference to rockburst mitigation, in situ solution mining and cavity completion of coal-bed methane production wells.

Fatalities that occurred because of rock falls in off-reef excavations (excluding shafts) over the last three years range between ten per cent and 20 per cent of the total number of fatalities that have occurred due to rock falls in the South African mining industry. These rock falls, mostly exacerbated by blasting practices, occur because of failure on discontinuities within the rock mass. Among other reasons of their occurrence is insufficient support installation or the incorrect assessment of rock mass conditions. This report presents qualitative analysis intended to outline rock stability conditions in tunnels subjected to dynamic loading. Seismic waves including those created by firing an explosive charge in tunnel rocks are considered. The rock behaviour is monitored using geophones and extensometers variably installed to record the near and far effects of roof bolt support units on a dynamically loaded rock. The paper discusses the results of field investigations.

A dynamic model of a dense medium circuit has been developed and tested against plant data. The model shows the response of the circuit to both controlled (changes in specific gravity set point or changes in circuit coal feed rate) and uncontrolled changes (changes in raw coal moisture, loss of raw coal feed) in operating conditions. The model is built up from dynamic models of the individual sumps, pumps, pipes, splitters, magnetic separators and automatic controllers in the circuit. The model can be used for design of automatic control loops and for investigation of possible process modifications such as changes in water addition points. This paper describes the model construction, the testing of the model against actual plant data and gives some examples of its use in investigating plant response to changes in operating conditions.

Distinguished guests ladies and Gentlemen. As many of you know, before I became a Labour Member of Parliament, I had an unusual career path for a politician, in that I spent quite a few years working in the business community. In other words, I was mainstreamed before I was institutionalised. Given that some of this time was spent working for the then Macraes Mining Company Limited, now Gold and Resource Developments NL, I feel that I may have a perspective on how things are seen, on both sides of the fence. In terms of public perception and esteem I am not sure which career option was the step up and which was the step down. So far what I have found very familiar, is that in both roles there is a gulf between the reality and the perception of that reality - a gulf that is both huge and hard to bridge. I think it is a point worth making here amongst another busy industry cluster, that we can all too easily get so embroiled in the day to day activities, that we lose sight of how this might look to those running on a different treadmill. I can still remember scratching my head at the beginning of some days, as I worked to get new mining projects started that I knew were going to bring real jobs and economic benefit to New Zealand, but ending the day feeling like I may instead have been proposing bringing back both strip mining and slavery. If I learnt one valuable lesson out of that time it was this: .... mining has become so publicly demonised on the road to ecological nirvana, that even attempting a lucid dialogue on mining issues, with some, is incredibly difficult.

A dynamic simulator for CIP / CIL gold recovery plants has been developed at the Julius Kruttschnitt Mineral Research Centre within a collaborative, industrially - funded AMIRA project and with the participation of the Western Australian School of Mines. The simulator incorporates kinetic models for the leaching of gold from ore and its adsorption onto activated carbon, and the residence time distributions of the leach liquor, pulp solids and carbon in the circuit. Features of the simulator include the effects of gold loading distributions on both the ore and carbon on reaction rates, and the difference in residence time distribution between the leach liquor and pulp solids. The simulator allows for the estimation of kinetic model parameters from full scale applications, as well as some scale - up of parameters from laboratory batch tests. The laboratory tests were conducted at the WASM as part of the collaborative research project. The simulator can operate in both steady - state and dynamic modes, and has potential applications in design, optimisation and control of CIP / CIL plants.

A sea bed sampling programme by CRA Exploration Pty. Limited over an area of 12000 km offshore from Westland, Southland and Otago, New Zealand, led to the discovery of the Harvester Prospect, an area of some 67 km2 which averaged 189 mg/m3 gold in surface samples. This area was in water depths of 70 to 100 m and contained a high grade core of 33 km2 which averaged 283 mghn3 gold. The gold recovered was fine grained, averaging 124 microns, and indicated a potential resource of approximately 10 t of gold per metre of thickness. Interpretation of existing seismic and geological data suggested that the gold anomaly may be associated with a unit of sediments 10-40 m thick, probably deposited during a lower sea level stand. Two initial attempts at vibrocoring the anomaly produced inconclusive results. In 1989 a much more powerful vibrocorer with scaled up support facilities and a dedicated 24 It turnaround laboratory were employed. The final results clearly showed that the gold was from an uneconomic surface enrichment.

As open pit mining of a deposit deepens, the cost of extraction may increase up to a threshold where transitioning to mining through underground methods is more profitable. This paper provides an approach to identifying an optimal depth at which a mine should transition from open pit to underground mining. The value of a set of candidate transition depths is investigated by optimising the production schedules for each depth’s unique open pit and underground operations. By considering the sum of the open pit and underground mining portions’ value along with the cost of transitioning corresponding to each candidate transition depth, the optimal transition depth can be identified. The optimisation model presented is based on a stochastic integer program that integrates geological uncertainty. As an input, the stochastic integer program utilises a set of several stochastic simulations that represent equally probable scenarios of the mineral resource. This group of simulations describes the uncertainty in the deposit, while the optimiser aims to maximise value based on discounted profits of both the open pit and underground components of the deposit.CITATION:MacNeil, J and Dimitrakopoulos, R, 2014. Sunburst PCF (Penetrating Cone Fracture) technology has recently undergone extensive underground field trials at Leinster Nickel Operations, Western Australia. Trials with the Sunburst machine started in September 1994 and continued through to December 1994 during which approximately 130 metres of tunnel were developed. The Sunburst technology was used to excavate sub-levels through ultramafic nickel ore for future sub-level caving operations at the Perseverance nickel mine. The Sunburst machine demonstrated reasonable instantaneous advance rates, however, there are still a number of future developments/design changes which need to be addressed prior to the PCF technology being trialed again in a production environment. This paper benchmarks conventional drill and blast at Leinster against the Sunburst Excavator machine performance within similar tunnel dimensions and rock conditions. In addition to productivity and cost information; environmental considerations, support and labour requirements are also discussed. Problems with the current machine design are highlighted and possible future design changes are suggested. The Sunburst machine could be a suitable technology for advancing development through weak to moderate rock conditions and may also reduce overall support costs. With the potential for automation and the ability to reduce rock damage into the development tunnel walls, it is proposed that the Sunburst machine warrants further consideration.

"Current methods for acid rock drainage (ARD) mitigation revolve around insulation of the waste from oxygen in the atmosphere with water and dry (soils and liners) covers. Both are of limited effectiveness and present significant drawbacks. Furthermore, while they reduce oxygen influx, they reduce but do not prevent ARD.The inert gas mixture (IGM) technology has been designed to overcome the deficiencies of gas transfer into tailings and waste rock materials across the surface and instead block oxidation by controlling the transfer of oxygen from the atmosphere. Inert gas is injected into the mine waste at low flow rates and the positive but low flow purges the oxygen that tends to diffuse into the sulfide waste across the surface. The positive flow of IGM compensates for inward oxygen diffusion and creates a pressure drop across the cover layer preventing inward diffusion of oxygen and, hence, acid generation.The IGM processes are evaluated in this paper: theoretically, with a review of the theory of ARD and the current state of knowledge about the performance of notably dry covers as atmospheric oxygen barriers via models to predict the performance of the IGM technique practically, with a bench-scaled experiment.The results demonstrate the effectiveness of IGM to prevent oxidation of sulfide minerals and ARD in waste rock. The laboratory experiments further identified key variables to be used to monitor performance and control efficiency of IGM, which is now awaiting field-scale application.The IGM technology is a patented process by Terraquest Technologies Ltd (Canada) in USA, Canada and Australia. The IGM technology can be cost-effectively manufactured on-site with commercially available compressors and gas filtration membranes. It is predicted that low-cost covers can then be utilised with IGM, which in turn lowers the overall capital costs of ARD mitigation.CITATION:Ameglio, L and Barrie, H, 2015. The Institute has Branches throughout Australia, New Zealand, Papua New Guinea and Oceania, whose activities complement the corporate occasions arranged for the benefit of all members by Headquarters in Melbourne. Members are drawn from all sections of the industry - private enterprise, government, research, education, and the support sector, including consultancies, manufacturers and suppliers. "It is vitally important in projects where the cut-off grade is low that there is no contamination during the sampling and sample preparation process, both in the ore and the waste zones. Failure to identify contamination could have devastating financial consequences for a project. The use of a variety of blank types is essential for ensuring that contamination is identified and eliminated at every stage of the sampling and sample preparation process. This paper examines an instance where an effective assay quality assurance and quality control (QA/QC) program was able to identify and eliminate a source of significant multi-element contamination in the prefeasibility stages of an open pit project. This examination includes the: evidence for contamination findings of the investigation process of resolving the problem and correcting the data evidence for both addition of metal and dilution through contamination potential impact on the project had this issue not been dealt with. It was through the use of a combination of blank types that the QA/QC process at Mount Isa Mines (MIM) identified a contamination issue at the first crushing phase of sample preparation. Identification of the contamination allowed MIM to stop assaying activities and work with the laboratory to correct the problem. The sampling program could then be continued with no further doubts about the sample preparation process. Contaminated samples were resampled from retained core. With the continuous monitoring provided by the blanks program, it was possible to ensure that only clean results went into the resource modelling data set. CITATION:Webb, J, 2014. A simple and rapid method for delennining gold and silver in carbon samples is described. The method involves dissolution of carbon ash in a strong oxidising medium of aqua regia and hydrofluoric acid. Gold and silver are determined in the resultant solution using atomic absorption speetrometry (AAS). The method is efficient and reproducible. Gold results are comparable to the standard fire assay results, with agreement of results within ± 5 per cent. The co-efficients of variation for gold and silver are 0.37 and 0.39 per cent respectively for six replicate analyses. The analysis of gold and silver in a batch of ten carbon samples can be completed in approximately four hours.

Haymont (2012) notes that in parts of Australia significant areas of mining disturbance cannot be relinquished. In Queensland it has been estimated that by 2010, just 0.3 per cent 507 ha of mining disturbance had been rehabilitated to the regulator’s satisfaction (Short, 2015).One reason for this poor record is the presence of inappropriate, unachievable or unmeasurable rehabilitation targets (Glenn et al, 2014; Butler, Anderson and Sexton, 2015). In the authors’ experience in Queensland many mature operations have licence conditions that hinder the achievement of sustainable outcomes or prevent successful validation of rehabilitation success. This creates a lack of certainty for industry and a lack of confidence in the community that the sector can deliver good rehabilitation outcomes (Short, 2015).This extended abstract presents a framework approach that has been applied at two contrasting operations. Without the changes presented, the goal of progressive rehabilitation certification, reduction in financial assurance (FA) and a path to surrender at these sites would have been impossible.
