Northwest frontier is here defined as Alaska, the Yukon, the Northwest Territories and northern British Columbia. The mineral potential of this area is great and will unfold in the decade ahead but now the largest single producer is the Pine Point lead-zinc mine in the NWT about 1200 km north of Edmonton, Alta., close to the south shore of Great Slave Lake. The mill, initially designed for 4540 mtpd, was expanded to 7250 mtpd in 1969. This operation is described in detail in Mining and Concentrating of Lead and Zinc, Vol.1, Chapt. 17, SME/AIME in the article by W. H. R. Gibney.

Conquista, the uranium mining and milling complex owned jointly by Continental Oil Co. and Pioneer Nuclear, Inc., has begun operations in Falls City, Texas. The mill has been designed to produce 1.5 million lb of U3O, from 600,000 tpy of ore mined. Currently, the plant processes a maximum 2000 tpd of ore. Mine Planning Texas ore deposits are small and scattered in comparison to other uranium mining districts. Those to be mined at Conquista range from a few acres to more than 100 acres in size. Ore thickness ranges from a few inches to over 15 ft, and depth from less than 20 ft to more than 170 ft below ground surface. Distance from the mill ranges up to 35 mi.

Conservation Means Preservation, Improvement, Justice CONSERVATION, narrowly and strictly considered, means the preservation in unimpaired efficiency of the resources of the earth; or in a condition so nearly unimpaired as the nature of the case, or wise exhaustion, admits. And broadly considered, it means more than the word itself implies, for it naturally includes an examination of methods whereby the natural inheritance of the human race. may he improved; and still more broadly considered-and as used in popular discussion-it includes a treatment of the effects of productive conservation measures upon distribution. We shall give our attention briefly to the main points in this informal definition before we pass on to the thesis that conservation is largely a matter of property relations-that a wise conservation policy means wise property relations. Preservation of Natural Resources First, conservation suggests simply preservation, and, in the treatment of the subject which we have had in the United States, emphasis has been laid upon the past and present waste of natural resources and upon the means of putting a stop to this waste. The forests have been depleted; soil has been washed by rapidly flowing surface water from mountain sides. These rapidly flowing waters have produced high streams and devastating inundations, followed by low streams and impeded navigation. The forests have, moreover, been so removed as to bring great danger of fire, and destructive conflagrations have resulted in large waste of resources, including in some cases a destruction of the humus, supplying essential elements in the fertile soil. As a remedy we must have measures to reforest mountain sides, and this means large social control, very frequently taking the form of public ownership and management; but in addition we always find actual and proposed

For the early conservationists before the first decade of the twentieth century, conservation meant largely the planned preservation of water, forest, soil, and wildlife resources-renewable natural resources-through efficient use. Water was primarily thought of as a resource that must be kept available for humans to enjoy in a recreational sense and as a habitat for wild animals, birds, and fish. Little thought was given to conserving water for actual human or industrial needs. If industry entered the picture it was as an actual or potential polluter of water, which was the basic necessity for drinking and bathing and for outdoor recreation. Even the forests were only held worthy of conservation largely because they were areas in which wildlife could, or should, abound and in which human beings might find relief from the cares and problems of everyday life. Finally, the soil was to be preserved in its natural fertility through proper fertilization, cultivation, and crop rotation; in this the conservation program did enter the realm of the practical. For through soil conservation, the world was to be able to raise increasingly large crops of constantly improved organic foods which the steadily growing population of the earth was to need to survive and improve. Relatively little time, however, was spent on considering what profit the farmers of the world were to make from the scientific farming on which they were to embark. In short, the appeal of the early conservationist program was much the same as that of the entire era of Theodore Roosevelt of which it was a part; it was to the heart rather than to the mind; it was to emotion rather than to reason. Because of the way in which the problem was approached, conservation took on the character of a crusade rather than that of a practical plan for the betterment of man through economically sound methods of improving his environment and the uses he makes of it. Conservation had, then, all the advantages of a stirring appeal to the emotions, but it did not have the lasting results that would have been achieved by a program with a sound economic basis.

"Conservation means a sacrifice of the present generation to the future generations Whenever it is carried too far. There is a sharp limit to the economic sacrifice that we may reasonably ask the private person to make for even the present Welfare, and the limit is still sharper when we come to consider the interests of future generations." In a paper on the iron ores of America, presented to the Pan-American Scientific Congress at Washington, I have emphasized the fact that the reserves of iron ores in the two Americas are enormously in excess of the requirements of the present generation, in fact, so large that no shortage is to be anticipated for many generations in the future; that a large part of the value of iron ores is put into them by man's efforts to make them available. This fact is fundamental for the intelligent consideration of- policies of conservation as applied to iron ore. As I interpret it, this fact makes it practically unnecessary that the present generation should make any especial sacrifice for future generations in the way of conservation of its iron-ore resources. Even if we were disposed to look forward to a period of 100 or 200 years, with a view to insuring the welfare of the people living at that time, it is doubtful whether any procedure we could now formulate would materially help them in the matter of iron ores, so large are the reserves available. In order that an appeal for conservation may be effective it must obviously favor the welfare of the present or immediately following generations; it must promise benefits to general and individual welfare during a period within the range of comprehension of the average man.

IN discussing the waste upon which hinges, or is supposed to hinge, so largely the preservation of our national resources, the conclusions reached would be more reliable if actual ex¬perience were consulted, and fewer deductions were drawn from general statements, which are often the product of the imagination. It cannot be questioned that the value of by-products has not been sufficiently appreciated by us, and that our, tardiness in recovering the useful ingredients of the escaping gas of our coke-ovens is one of the most glaring instances of shortcoming in that direction. And yet even for that sin there is some palliation in the immature condition of affiliated industries. I presume that it is admitted, without argument, that, except under very exceptional conditions, all the elements cannot be recovered from most of the ores or natural products. which we treat. While it is a shame that the by-products from our coke-ovens should be dissipated, Edward W. Parker's report to the U. S. Geological Survey for 1906' supplies a fairly good excuse in justification of this appalling waste. He says (pp. 773 to 774.)

Discussion of the paper of James Douglas, presented at the New Haven meeting, February, 1909, and published in Bulletin No. 29, May, 1909, pp. 439 to 451. JAMES DOUGLAS, New York, N. Y. (communication to the Secretary*) :-In my paper on the Conservation of Natural Resources, I referred to the slow replacement of bee-hive ovens by the by-product ovens as a most notable instance of waste. And I quoted from Mr. Parker's report for .1906 an explanation given by him in accounting for the small production of by-product coke. It was that the markets for the by-products of the coke-ovens was so limited that some of the ovens constructed were out of operation. His report on the manufacture of coke in 1908 1 does not record an improvement, and attributes the strange fact that we alone, of all the industrial peoples, delay the adoption of this cardinal improvement from the continuance of the same almost inexplicable cause. To quote again from his report, lie says (p. 241): "The year 1908 was not marked by any notable gain in the construction of by-product coking plants, though some new work was done. There was a net increase of 115 in the number of completed ovens in 1908 over 1907, the totals for the two years being, respectively, 3,892 and 4,007. The additional equipment consisted of 140 Koppers regenerative ovens built at Joliet, I11., by the United States Steel Corporation, but this increase was partly offset by the dismantling of Y5 Semet Solvay ovens at Sharon, Pa., the net gain being 115 ovens. Included in the total of 4,007 completed ovens in 1908 are 152 Newton-Chambers ovens at Vintondale, Pa., but as no recovery of by-products was made at this plant in 190S, the production of coke is included with that from beehive ovens. The 56 ovens of the same type at Pocahontas, Va., have not been in practical operation since they were first. installed. In addition to these there was one other by-product plant of 120 ovens. Oat. was not operated during the year. The number of retort ovens producing coke in 1908 was 3,679, as compared with 3,811 active ovens in 1907." In describing the anomaly he says (p. 249): It has been contended that the development of the by-product coking industry would have shown more rapid progress if markets for the by-products were * Received Feb. 2, 1910. THOUGHTFUL people have raised questions as to how long nature's bank could continue to accept our drafts. These questions came to the fore so persistently, and there were so many evidences -such as the failure of natural gas in Indiana, the increasing scarcity of lumber in the Lake Superior region, the progressive sterility of Southern farm lands, the choking of the Sacramento River by tailing-point-ing to possible danger from overdraft or to misuse of resources and opportunity, that President Roosevelt called a conference which assembled at the White House on May 13, 1908, to consider these and related questions. This, the first great Conservation Congress, had a wide and beneficial influence on the thought of the world. It profoundly influenced the course of succeed-ing events and, while even yet there are sharp dis-agreements as, to the wisdom of much that has been done in the name of conservation, I believe that thoughtful men, and engineers especially, agree that the time had come when sharp attention was properly called to the waste that accompanied development of our resources. RESOURCES LARGE BUT NOT INEXHAUSTIBLE In 1908 there was a surprisingly large number of men, who should have known better, prepared to argue that our resources are "inexhaustible." No competent mining engineer, of course, believes that, as regards minerals at least. They may be, and, in most cases, fortunately are, large; as to many of them our knowledge is too general to permit measuring the reserves; but we know now, and I think the public appreciates, that there is a limit to our supply of gas, oil, coal, iron, and metals. Indeed, with the inten-sive study made necessary to meet the demands of the war, and the more careful accounting required by the newer systems of taxation, depletion has become a common word, and that mines are wasting assets has become a platitude.

A bewildering variety of continuous thickeners and clarifiers are used in mineral industries and other heavy industries. General topes arc: ? Conventional thickeners ? Thickeners with flocculating feedwells ? Solids contactors ? Tray thickeners ? Lamellas ? Conventional thickeners with Lamellas ? High flow, fluid bed thickeners These units must be adapted to varied applications. They must provide operating flexibility to meet process needs. Such factors multiply the decisions which must be made prior to the selection of a thickener. The seven types of thickeners listed above, with their variations, share design concepts which limit their application and which can be used to evaluate their performance. Some of these arc: ? Feed velocities must be limited and/or controlled. ? Natural or reagent flocculation is necessary. ? Horizontal settling area is the basis for capacity. ? Overflow velocities must be limited and. or controlled. ? A controlled underflow is necessary. Thickener selection is the application of these needs to the basic process concepts. The basic function of a thickener, in the minerals industry, is the separation of a thickener sludge containing fine solids from water. In addition to this primary separation function, others include: ? Separation of solids from water ? Separation of flocculated solids from slimes ? Storage of solids ? Control of percent solids ? Storage of water ? Process control by absorbing fluctuations in feed ? Process control by increase in head clue to the depth and percent solids of the thickened sludge. Most thickener designs, suitable to minerals applications, are based on the separation of minus 65-mesh, 2.7 specific gravity solids containing slimes. These designs are routinely adapted to coarse and or denser materials. Materials of lower specific gravity such as coal, wood, char, some chemical precipitates and organics act Hike slimes if a thickener is used. Perhaps the most conservative approach to sizing and application is the use of comparative data from similar plants or similar industries. Thickeners are-routinely used in a great number of industries from which there is good historical information available. In the minerals industry, thickeners are used in: clay sizing, coal refuse, heavy media, copper concentrates, copper tailings, gold flotation concentrates, and countercurrent decantation for cyanidization in gold and CCD in uranium. Concentrate and tailings thickeners are used in iron ore plants, and concentrate and tailings units in lead-zinc plants. In addition, there arc thickeners designed to handle lime mud; limestone concentrates and tailings; phosphoric acid; potash; and rutile concentrates. Thickeners are, in addition, widely used in gravel plants for water reclamation. This gives excellent data on clay settling in some cases. Thickeners are used extensively for slurries generated by flue dust from wet scrubbers. Thickeners in flue dust applications are operating with considerable variations, treating blast furnace dust. BOF flue dust, and wood char. Similar applications are met in the power industry with fly ash and SO2 scrubber systems. Even though field data is preferred, such data has limitations as listed: ? Flowsheets are seldom identical. ? Data is often incomplete or limited. ? Ores vary significantly. ? Operating needs are changing. For these reasons, mathematical and theoretical methods are needed for application of field data to a specific project. In addition, laboratory data for similar projects and, if possible, laboratory data on a representative sample should be used to specify the thickener. There is a great volume of thickener literature. The references for this paper, along with their references, and past AIME papers provide excellent background. Older literature can be reviewed in light of current methods. It is interesting to note that the requirements for higher flow rate designs, more extreme flocculation systems, etc., can be logically introduced by reading Gaudin's Sections on Flocculation and Thickening, which was written before field installations could illustrate all of his ideas. The problem, then, is to select hardware which will take into consideration the functions of flocculation, separation of the solids, water clarity, control of the underflow, and control of the overflow. Reliable operation and simple control are customary.

INTRODUCTION It is recognized that, for a variety of reasons, some companies in the mineral industry today are by no means cash-rich and, in fact, are reporting a growing proportion of long-term debt in their capital structures. A review of recent balance sheets of small, medium-size, and some larger companies, indicates that a fair number still have substantial positions in cash equivalents such as U.S. government issues and other short-term money market instruments. In part, this paper concerns itself with companies which have sufficient cash and equivalents and/or cash generation to internally finance mining projects or expansions but which, for some reason, choose to borrow funds. Misconceptions which appear to frequently underlie so-called "leveraging" decisions are explored in this paper. Also considered arc' those circumstances under which any company, including one that is cash rich, should consider borrowing for a project in an amount beyond what would otherwise be necessary based upon its internal financing ability. I do not attempt to cover the raising of equity capital in public markets in this paper. OVERALL RETURN ON INVESTABLE CASH If you approach an individual with an investment which can be financed from savings, or by borrowing at a rate higher than one is earning on savings, that individual will quickly tell you that to pay interest at a rate higher than is being earned on savings would reduce overall income. Assuming that additional investment opportunities are not currently being considered, the individual concludes that a draw-down on savings, leaving a cushion for contingencies suited to individual circumstances, is the correct financial decision. For reasons discussed later, the simple mathematical logic leading to this conclusion tends to become obscured at the corporate level. When Leveraged Studies Are Inappropriate or Premature Surprisingly, I have heard of a number of companies that could afford to finance an investment solely with internal funds, which have made DCFROR (i.e. discounted-cash-flow rate-of-return) studies not only on a 100% equity basis but also on a leveraged basis. Certainly, a leveraged study would be appropriate if additional projects were competing for more capital than was available internally. Often, however, other projects are not far enough along to warrant a leveraged study and there is some danger that a project may be undertaken because it has an estimated acceptable rate of return, on a leveraged basis, that is not ultimately earned because some of the other projects are postponed or abandoned and borrowing is less than expected. For the above reasons, until it has been determined that (1) borrowing is a reasonable certainty for a particular project and (2) the timing and amount to be borrowed has been determined within a reasonable range of accuracy, I believe it is inappropriate and misleading to calculate DCFROR for a project other than on a 100% equity basis. Even when there are several projects currently competing for funds and borrowing will be required to finance one or more of them, using the common yardstick of calculating DCFROR on a 100% equity basis is a safer method to initially evaluate and compare the attractiveness of the projects. Many companies, whether they would have to borrow or not, will reject projects that on a 100% equity basis do not meet their minimum rate of return standards. Some companies which have to borrow will undertake a project provided the project's DCFROR on a leveraged basis meets its minimum return standards. The danger of this approach is that even moderate shrinkages of estimated cash flows could plunge return below

Principal criteria in the design and operation of longwall mining systems are examined. The decision to apply longwall mining is investigated from an economic viewpoint, and the impact of economics on system design are addressed. Geological considerations and requirements for effective long- wall mining are provided. Ground control factors determining panel design are outlined, as well as environmental considerations. Operational practices are discussed and alternatives recommended. The impact of face moves and the potential for mining wider webs are assessed. Constraints to production are identified and the potential for increasing production of longwall systems is established.

The emerging importance of pneumatic conveying systems for bulk materials is largely due to the economic advantages such systems frequently exhibit when compared to alternate methods. Included in these advantages are relative simplicity, ease of installation, flexibility, ease of maintenance, cleanliness, safety and ease of automation to the degree desired. In general, installed costs favor a pneumatic system when compared to competing mechanical systems if the transporting distances are long or to and from many points. In addition, supplemental use such as cooling, heating, or drying may supply the incremental value required to justify its selection.1 The main disadvantages of a pneumatic system are the greater horsepower required per unit weight of material conveyed, material limits in abrasiveness, and density. In addition, material breakage tends to increase at changes of direction and at any obstruction such as that caused by the imperfect butting of two pipe sections in the conveying line. Classification of the material at the discharge may also cause problems in dusting and segregation. Materials weighing less than 4 lb per cu ft tend to cause feeding and collecting problems although they can be conveyed easily. Material between 4 lb and 20 lb per cu ft can be handled with fewer problems, but flow rate is hard to predict. The 20-60 lb per cu ft range offers best results, whereas materials of over 60 Ib per cu ft tend to drop out of the air stream and settle in the pipeline unless careful pro- visions are made to prevent this.2

CBI is especially suited to the monitoring of training functions and to the delivery of competency-based task training. Its effectiveness is dependent upon: (a) organizational factors (size, number of trainees and trainers, and current training budget), (b) appropriate hardware (accessibility, exclusivity, user-sophistication, transportability, graphics, and cost), and (c) appropriate software (flexibility, response evaluation, video interaction, graphics, and trainee management).

LITERALLY hundreds of designs of mill liners are in use in current grinding operations, varying in contour from smooth to the roughest of surfaces, and in materials from scrap rail to alloy steels. A certain amount of variation in materials can be expected, owing to differences in local market conditions and the character of ores. However, when one attempts to rationalize the designs in current operations of a parallel nature, there is little that can be called standard practice. Designs and opinions of designs are as divergent as day and night. Somewhere in this maze there must be clues to better practice. The purpose of this paper is to examine the factors for consideration in liner design, and to propose a vigorous campaign of exploration in this phase of grinding operations. The paramount considerations in the choice of mill liners for a grinding operation are: (I) durability, in view of the cost, and (2) developed grinding capacity. Because of the strategic nature of grinding circuits in controlling the production of most mining operations,1 grinding capacity usually is the greater consideration. GRINDING CAPACITY Mill liners affect grinding capacity in two ways: (I) by establishing dead space within a mill shell, which could be usefully occupied by live grinding media, and (2) by controlling the grinding action of the media. The extent to which liner thickness affects the potential volume of live grinding media, and thereby the grinding capacity, is shown in Table I. In a ball mill 7 ft. in diameter, for example, an inch of liner thickness reduces ball volume and corresponding grinding capacity by 5 per cent. With grinding capacity at a premium, this makes consideration something more than first cost of liner materials. A low-cost, voluminous material, made extra thick to secure adequate life, can be very expensive in terms of grinding capacity. On the other hand, in increased grinding capacity, a long-wearing material in a thinner pattern can save many times its value. [ ] From the standpoint of mechanics, the function of mill liners is to provide the means of driving or tumbling the load of grinding media. In this respect, an internal-spur gear-and-pinion assembly resembles a rotating mill shell with its contained load of grinding media, the mill-shell liners

STUDY of several severe mine explosions that occurred during the winter of 1907 led to the belief that coal dust was a definite explosion hazard. The Consolidation Coal Co. was a pioneer in the early work to' eliminate this hazard and to combat the dangers incident to poor ventilation and the presence of methane. Maintenance of high humidity throughout the mines was one of the first measures adopted, later to be superseded by rock-dusting. In the twenty years from 1907 on, many safety measures were developed and adopted, and several prizes were won, though the practice was crude by present-day standards. But in 1927, the company went to work in earnest, and organized a Department of Safety with adequate personnel and with authority to enforce all approved rules for the prevention of accidents and the preservation of company property. All plans for new construction work, changes in mining systems, and proposals for the purchase of new mining equipment had to receive the approval of this Department. A set of operating- and safety standards was written to govern the activities of all employees, and physical examinations for them were required.

An apparatus for agglomerating fine particles was developed in 1969 as a joint effort of Stauffer Chemical and O’Brien Industrial Equipment. Commercial sized units were built for agglomerating home dishwashing detergents. Recently, as a result of further pilot development, variation of bed depth and cage configuration has resulted in a means of controlling the amount of internal classification from a minimum, producing small agglomerates, to a maximum, producing compact rounded agglomerates. Little or no external classification of discharged agglomerates is needed. At maximum internal classification the agglomerates roll on a bed of fine particles rather than the shell resulting in increased agglomerate size.

ALUMINUM forms not only binary compounds with most of the metallic elements but also forms many ternary or more complex constituents. Several of those occurring in the more important alloy systems have been identified under the microscope and the action of various etching reagents has, been carefully studied.' The determination of the structure and composition of these complex constituents is a matter of some difficulty and little information is available. X-ray crystal analysis offers a promising method for the study of such constituents. First, and of considerable importance, is the possibility of recognizing the presence of a given constituent by means more positive than microscopic observation. Evidence can also be obtained concerning the nature and composition of the constituent in question and ultimately it should be possible, at least in some cases, to describe the structure including the relative locations of the various atoms. In this paper some results of an uncompleted study of the constituents of the aluminum-iron-silicon system are given and the methods employed are described. Inasmuch as iron and silicon are the chief impurities in aluminum, the constitutional relations of this system are of fundamental importance in the metallurgy of pure aluminum and its alloys; the system has been studied by several investigators and the more important contributions have been reviewed recently.2 Fig. 1 shows the structure of the aluminum-rich alloys after prolonged annealing at 560° C., in accord with one of the most recent investigations.3 The ternary alloys examined in the course of the present investigation were all annealed at 550° or 560° C.; in fact, some of the specimens were the identical ones used by Dix and Heath, who kindly supplied them for this work. SEC. 1. This Institute is incorporated under the Membership Corporations law of the State of New York; its corporate name is American Institute of Mining and Metallurgical Engineers, Inc.; and its abbreviated title A. I. M. E. SEC. 2. The objects of this Institute, as set forth in its certificate of incorporation, are: "To promote the arts and sciences connected with the economic production of the useful minerals and metals, and the welfare of those employed in these industries by all lawful means; to hold meetings for social intercourse and the reading and discussion of professional papers, and to circulate by means of publications among its members the information thus obtained, and to establish and maintain a place for meeting of its members, and a hall for the reading of papers and delivery of addresses, and a library of books relating to subjects cognate to the sciences and arts of mining and metallurgy." ARTICLE II MEMBERSHIP SEC. 1. The membership of this Corporation shall include all those who on the third Monday in February, 1928, were members and all others subsequently elected and qualified in accord with the By-laws of the Institute at the time of such election. SEC. 2. The membership shall be divided into such classes as may be from time to time fixed by the By-laws. ARTICLE III DIRECTORS SEC. 1. The business, financial, professional, technical, scientific and social interests of the Institute shall be managed by a Board of Directors, elected annually by letter ballot in the manner specified in the By-laws, to serve for the terms as set forth in the Certificate of Incorporation. ARTICLE IV AMENDMENTS SEC. 1. Proposals to amend this Constitution may be made by resolution of the Directors or by written petition signed by at least ten members. Such proposals must reach the Secretary not later than October fifteenth. The Board of Directors shall consider them and, in case of petitions, the proposers shall be notified of the opinion of the Board in regard to them, when they may cither withdraw their proposals, or accept any changes suggested, or insist on the original form. All proposals when in final form shall be mailed to all members on or before January first, with the election ballots, and with a ballot in proper form for voting on the amendment in its original or amended form. Ballots shall be received by the Secretary until the second Tuesday in February. The Tellers of the election shall count these ballots,
