TVI Resource Development (Phils) Inc. Canatuan mine is a polymetallic ore deposit located in the Province of Zamboanga del Norte on the island of Mindanao in the Philippines. The deposit consisted of an oxidized capping of gossan overlying a Besshi type volcanogenic massive sulphide lens which is near surface and flat lying. Construction and development of a sulphide processing plant began in early 2007 and commissioned in November 2008. During the initial stages of sulphide operation, high copper (Cu)-low zinc (Zn) ore was fed to the plant. Marketable copper concentrate at 91-95% recovery was produced utilizing a high-pH bulk sulphide rougher flotation and 2 cleaning stages. Because of increased levels of Zn of the ore body, a Cu/Zn separation circuit was initiated in early 2010 following an intensive laboratory test work program. This Cu/Zn separation circuit was necessitated because of the copper ion pre-activation of the sphalerite that lead to the zinc being readily recovered to the copper rougher concentrate. In-situ activation of zinc (in the pit and stockpiles) was caused by the leaching of secondary copper minerals in the ore (particularly from the dominant copper species, chalcocite and covellite). This problem required the development of metallurgically complex and intensive reagent regime to effectively depress the activated sphalerite. As well, the immediate reactivation of zinc after it has been depressed, at the onset of Cu/Zn separation flotation, added additional metallurgical complexity to the process. Subsequent to the Cu/Zn separation circuit, an unconventional, yet proven effective, simultaneous cyanide detoxification-zinc flotation circuit was set-up to recover the zinc. Laboratory test work results realized Cu-Zn recovery differential from a Cu/Zn separation circuit of over 40-45%. This performance has been achieved in the plant, at 72% Cu overall recovery. With the gradual improvements on-going with zinc circuit capacity and effective zinc separation being achieved, zinc recovery has currently reached 40%.

The transport of large boulders in a furrow from a mining area to a nearby pond was considered. The furrow is filled with a mixture of water and soil particles flowing down to the pond at high velocity. Due to operating constraints, the slope of the furrow is reduced progressively. A relationship is derived, relating the slope of the furrow and the composition of the fluid to the maximum size and shape of the transported boulders. The characteristics of the boulders carried all the way down to the pond may then be determined.

Flotation’s earliest patent was issued in 1860. However, the process was first applied commercially in Australia until 1904, and in Montana in 1911. Major advances followed both in reagent treatment and in cell design, with resulting process improvements. Mechanical cells have seen the widest use and with the major increases in plant capacities (Fig. 1) their volumes have also increased (Fig. 2). In 1991, the principal use for the process was to produce copper concentrates for smelting. It was applied to 243 Mt (268 million st) of copper ore. The total of all ores floated that year was 426 Mt (470million st). In 1997, US mines produced 257 Mt (284 million st) of copper ores for flotation, yielding1.75 Mt (1.94 million st) of copper.

Driefontein Consolidated Limited has a proud history in the South African gold mining industry dating back to March 1945 with the formation of the West Driefontein Gold Mining Company. The reclamation gold plant at West Driefontein was originally built as a uranium recovery plant in 1970. With the collapse of the uranium oxide yellow cake market, the uranium plant was closed in 1988and successfully converted into a gold plant, recovering gold from repulped tailings dams1. The West Driefontein Reclaim plant utilized milling, leaching, conventional rotary vacuum filtration and cementation to recover the gold at a rate of 200,000 dry tons per month. The No. 1 tailings dam (at a head grade of 0.8 Au g/t) began to near the end of its life during 1996, and the next slimes dams to be treated, the No. 2tailings dam (at a lower head grade of 0.56 Au g/t) was found too marginal for reprocessing using the filtration technology. Alternate technologies were investigated, particularly the carbon-in-pulp (CIP) plant based on the Anglo-American Corporation (AAC) pump-cell technology at the Vaal Reefs Exploration and Mining Company?s East gold plant which was operating profitably at lower head grades2. The AAC pump-cell technology is based on the carousel mode of operation2. The suitability of CIP technology for the West Driefontein Reclaim plant was investigated using a pilot plant pump-cell supplied by Kemix The data gathered were utilized in sizing a full scale AAC pump-cell plant. This plant was motivated, built and commissioned on the 22nd of November 1996. Incorporating 6 eighty cubic metre AAC pump-cells. The West Driefontein Reclaim plant initially treated repulped slimes dam material. A subsequent change of feed material to current arisings (from the main gold plant) occurred in1997 in order to convert mills for waste rock treatment. Currently the reclaim plant treats a combination of current arisings and waste rock (milled at the reclaim site). The new CIP plant replaced twenty-seven rotary vacuum filters. A comparison between the filters and CIP in terms of operating costs was undertaken, as well as a performance analysis of the CIP plant to determine its flexibility in terms of variation of the throughput, pulp density, gold input, leaching efficiency prior to CIP, and the rate of carbon movement.

Amphiboles are hydrated mineral silicates five of which occur in asbestiform habits as asbestos grunerite (amosite) asbestos, riebeckite (crocidolite) asbestos, anthophyllite asbestos, tremolite asbestos and actinolite asbestos] and non-asbestiform habits (grunerite, riebeckite, anthophyllite, tremolite and actinolite). The asbestiform varieties are characterized by long, thin fibers while non-asbestiform varieties such as cleavage fragments form short fibers with larger widths. The U.S. regulatory method for counting asbestos fibers (aspect ratio [>]3:1, length [>]5 µm) does not distinguish between asbestos and cleavage fragments. The method biases toward increased counts of non-asbestiform cleavage fragments compared to long, thin asbestos fibers. One consequence of this regulatory approach is that workers can be erroneously classified as exposed to concentrations of asbestos (asbestiform amphiboles) above the U.S. 0.1 f/mL exposure standard when in fact they are not exposed to asbestos at all but non-asbestiform amphibole cleavage fragments. Another consequence is that the known carcinogenic effects of asbestos may be falsely attributed to non-asbestiform amphibole cleavage fragments of the same mineral. The purpose of this review is to assess whether amphibole cleavage fragments pose the same risk of lung cancer and mesothelioma characteristic of amphibole asbestos fibers. We identified three groups of workers exposed to non-asbestiform amphiboles: two groups exposed to grunerite (Homestake gold miners and taconite miners) and one group exposed to industrial talc containing non-asbestiform tremolite and anthophyllite in St. Lawrence County, NY. In addition to assessing strength of association and exposure?response trends in the non-asbestiform amphibole cohorts, comparisons were also made with cohorts exposed to the asbestiform counterpart (positive control) and cohorts exposed to the mineral (e.g. talc) that does not contain amphiboles (negative controls). The cohorts exposed to non-asbestiform amphiboles had no excesses of lung cancer or mesothelioma. Similar results were observed in the negative control groups, in stark contrast to the excess risks of asbestos-related disease found in the asbestos cohorts. The only possible exception is the twofold increased risk of lung cancer where exposure was to industrial talc containing cleavage fragments of tremolite and anthophyllite. However, this risk is not considered attributable to the talc or amphibole cleavage fragments for several reasons. A similar increased risk of lung cancer was found in Vermont talc workers, studied in the same time period. Their exposure was to relatively pure talc. There was no relationship between lung cancer mortality and exposure measured as mg/m3 years and years worked. A case?control study reported that all the lung cancer cases were smokers (or former smokers) and attributed the excess to smoking. There were two mesothelioma cases among the NY State talc workers exposed to cleavage fragments of tremolite and anthophyllite, but talc is not a plausible cause because of too short latency and potential for previous asbestos exposure. The positive controls of tremolite asbestos and anthophyllite asbestos exposed workers showed excess risks of both lung cancer and mesothelioma and positive exposure? response trends. St. Lawrence, NY talc does not produce mesotheliomas in animals while amphibole asbestos does. In sum, the weight of evidence fully supports a conclusion that non-asbestiform amphiboles do not increase the risk of lung cancer or mesothelioma. ©2008 Published by Elsevier Inc. The paper outlines the development of a solvent extraction process for the recovery of scandium, yttrium, thorium, and heavy lanthanides from waste sulphate liquor at the Port Pirie uranium treatment plant. A summary is given of known solvents for these elements, including the recently developed alkyl-phosphoric acid esters which are applicable to sulphate solutions.A kerosene solution of di- (2'-ethylhexyl) phosphoric acid (EHPA) has been suggested by some workers as a suitable solvent for fractionation of the lanthanides. Experimental work with this solvent showed that it could be used for initial recovery of the above elements from low concentrations in the complex sulphate liquor. In particular, scandium could be recovered as a high grade product by extraction with 0·lM EHPA, followed by a purification strip with 9N sulphuric acid, and final stripping of scandium with sodium hydroxide solution.To enable alkaline stripping to be used successfully, the kerosene solution of the reagent was modified by the addition of a small proportion of nonanol. Experimental work included laboratory scale batch tests and small pilot scale continuous tests.A proposed extension of the process for the separate recovery of individual heavy lanthanides, yttrium, and thorium is described.INTRODUCTIONAt the Port Pirie uranium treatment plant of the South Australian Government, large volumes of "barren liquor", free from 'uranium, are at present run to waste. This "barren liquor" results from sulphuric acid leaching of Radium,Hill uranium concentrate, followed by separation of solid residues and removal of uranium from the clear solution by ion exchange. The Canadian Clean Power Coalition (CCPC) was created in 2001 to protect and enhance Canada’s vast coal and other carbon-based resource wealth, and to ensure that environmental public policy decisions recognize that these resources are a Canadian asset, not an environmental liability. To achieve its mandate, CCPC has undertaken to demonstrate technologies for use in new coal-fired power plants to control air emissions including carbon dioxide (CO2), nitrogen oxides (NOx), sulphur dioxides (SOx), mercury (Hg), and particulates (PM). The first phase of the demonstration project assessed three existing technologies for coal-fired power plants that reduce all emissions, including CO2, to levels equivalent to or below that of gas-fired power plants. The technologies considered in this phase included integrated gasification combined cycle (IGCC), ‘oxyfuel’ combustion, and amine scrubbing of pulverized coal. These technologies were evaluated with three coal types: Eastern bituminous, western sub-bituminous, and lignite coals. This paper presents the studies, conclusions concerning the capital and operating costs of these technologies, the cost of electricity produced (with CO2 removed), and the cost per tonne of CO2 avoided. It also discusses the potential for using captured CO2 for enhanced oil recovery, and possible technology enhancements for improving the competitiveness of gasification of low-rank western Canadian coals. The second ongoing phase of CCPC’s work includes the design and construction of a commercial-scale plant to demonstrate the feasibility of integrated gas combined cycle (IGCC) and/or polygeneration technologies and the potential for using the CO2 generated for enhanced recovery of conventional oil.

"The New Orleans area has been repeatedly flooded by major storms and hurricanes since its French colonial era. After severe flooding in May 1995, the U.S. Congress authorized a massive flood protection project called the Southeast Louisiana Urban Flood Control Program (SELA) in 1996 to improve interior drainage in Orleans, Jefferson, and St. Tammany parishes. However, the project was not fully funded before the landing of Hurricane Katrina in 2005 and Hurricane Rita, which breached many of the area’s levees and flooded 80 percent of the city. Finally, the project was fully funded in 2008 and has been worked on towards its 2017 completion. Another large project simultaneously worked on in the area is the Hurricane and Storm Damage Risk Reduction System (HSDRRS). This system was designed for a 100-year level of flood risk reduction. One particular project within the HSDRRS rendered successful due to an unconventional method of pile driving that was utilized to install sheet piles to reinforce an existing concrete I-wall. This paper will discuss how and why this non-vibratory method of sheet pile installation allowed the project to be successfully completed ahead of schedule.INTRODUCTIONSteel sheet piles were utilized on many of the SELA and HSDRRS projects for permanent cutoff walls under concrete I-walls or T-walls or for temporary earth retaining walls of drainage structures. Although the SELA Project was established in 1996 after severe flooding the year before, hardly any work was done on it until the two catastrophic storms Hurricanes known as Katrina and Rita triggered its revival. These two hurricanes also triggered the HSDRRS soon after the storms’ devastation. The SELA project authorized to improve interior drainage systems while the HSDRRS project was authorized to raise or restore levees and floodwalls mainly along Lake Pontchartrain, the Mississippi River, and Lake Borgne in addition to other areas. Figure 1 shows the SELA Projects that have been completed, are still under construction, or approved for construction. The projects fully highlighted in yellow within the map specified the press-in piling method. These improvements included drainage systems, pump stations, surge walls, and outfall canals as enhanced protection for future storms similar to Hurricane Katrina that caused so much damage by inundating the New Orleans area in August and September 2005 respectively (Facts and Figures, 2012). The completion of these projects were the responsibility of the U.S. Army Corps of Engineers, New Orleans District.Due to the fact that many of the projects were in densely populated areas, the Army Corps of Engineers specified a non-impact, non-vibratory press-in piling method for driving and extracting sheet piles for many of the projects to mitigate noise and vibration impacts. The soft soil conditions in the New Orleans area was also a contributing factor in the Army Corps of Engineers’ decision to specify this piling method due to the risk of settlement for existing historical as well as modern structures. In addition, there were other projects that elected to use the press-in method without any contractual requirements. One of these projects was the Inner Harbor Navigational Canal Reach II Emergency Interim Repair which was part of the HSDRRS project that has been under construction since its authorization in 2005 (Facts and Figures, 2012)."

A new test coke oven of 7 cu. ft. capacity is described. The oven was designed to simulate conditions in a central section of a battery oven and a special feature is the achievement of unidirectional heating from theflues on either side of the charge.The method of charging permits close control of charge conditions such as bulk density and moisture content.These conditions, as well as coking conditions (e.g. flue temperatures and coking time) must be varied to simulate conditions in different batteries. The effects of several variables on coke quality are discussed.Using test oven conditions corresponding to those of Newcastle steelworks batteries, good agreement was obtained between strength indices of test oven and battery cokes. For 17 tests, the average ASTM stability and hardness indices for the test oven coke were 38· 5 per cent and 69·7 per cent, while those for the battery coke were 37· 4 per cent and 67·6 per cent.Observed relationships between coke yield and productivity, and volatile matter and charge moisture are given.The use of a test oven to classify test coals into prime-, medium-, poor-, and non-coking coals is discussed.This may be achieved by observing the effects of the test coal in blends with other coals. The results of a series of blending tests are presented.The dangers of attempting to predict coke quality from a single coal property are pointed out, since this can be done only for very restricted ranges of coals.A diagram is given showing the established trends in the effects of blending various types of Australian coals on coke strength.

The subject of optimal planning of level and raise spacing for inclined narrow reef deposits has received intermittent attention over the years because the subject matter is inherently complex. Previous work has approached the problem as simply that of simultaneously minimizing the total excavation and haulage cost associated with the development workings. However, when level and raise spacing are altered, other factors such as productivity are negatively affected, thus requiring a delicate trade-off of contradicting planning or optimization criteria. The paper concludes that the problem is actually of the multi-criteria decision analysis (MCDA) type, contrary to traditional thinking that the planning problem is achieved solely by minimizing waste development.

Construction of the Northeast Boundary Tunnel (NEBT), the last leg of the Anacostia River Tunnel System on DC Water’s Clean Rivers Project, started in September 2018 and was completed in April 2021. The 26-foot-bore earth pressure balance (EPB) tunnel boring machine (TBM) mined 26,737 feet at elevations between 80 to 160 feet belowground. Approximately 55% of the tunnel was cut through lower predominantly coarse-grained facies identified as the Cretaceous Patuxent Formation (undifferentiated) (PTX), and the remainder was cut through upper predominantly overconsolidated fine-grained plastic material facies identified as the Cretaceous Patapsco/Arundel Formation (P/A). Mixed face conditions were encountered in the transition from the P/A to the PTX and vice versa. This paper reviews the performance of the TBM that mined the NEBT through several unique challenges, including 8,000 feet of tunneling under the heavily developed Rhode Island Avenue corridor, major sensitive structures, cast iron water distribution mains, and other sensitive utilities.

INTRODUCTION The Washington Metro, a rapid transit system that will serve the District of Columbia, Virginia, and Maryland, has been under construction for about two years. Construction of the Metro by the Washington Metropolitan Area Transit Authority involves a large amount of cut and cover, soil tunnel, and rock tunnel construction. To aid initial construction and improve future designs, performance observations were undertaken on tunnels in the initial construction phase. The University of Illinois Department of Civil Engineering was engaged to carry out a comprehensive program of field observations and measurements for this purpose. One part of the program was on the first soft ground tunnel constructed in the system. The tunnel is a 2200-ft (670 m) twin-bore section, designated Contract A-2, in downtown Washington. Two objectives of this program were to determine the relationship of construction procedure to settlements and to observe the pattern of soil movement around the tunnel as an aid in evaluating underpinning criteria for nearby structures. A test section, consisting t three instrument lines located across the tunnel path, was established prior to mining in Lafayette Park to measure in detail both vertical and lateral soil displacements as the tunnel was mined through the section. The site was selected because it is free from surface structures and access for installation and reading of the instruments was convenient. Load and distortion measurements on the lining were also made within the test section; observations of construction procedure were maintained throughout construction.

Several of the larger copper projects recently built have included a molybdenum byproduct circuit as part of the overall project due to the favorable molybdenum market conditions and overall economic contribution to the project. This paper provides a summary of moly plant flotation practices across a number of both recent projects and historical ones. Modern Molybdenum flotation flowsheets predominantly incorporate self-aspirated cells and forced air cells with nitrogen addition. The paper provides insight into the process considerations, capital and operating costs associated with both of the cell types. It also reviews metallurgical aspects and important safety aspects. Other aspects including instrumentation and degree of automation are also discussed along with overall plant design.

A research effort has been undertaken, under Workplace Safety and Insurance Board of Ontario (WSIB) sponsorship, to characterize the support capabilities of conventional and innovative spray-on lining materials for mitigating dynamic failure effects created by simulated rockbursts. Conventional spray support media, such as shotcrete and fibrecrete linings, and a variety of new spray-on lining materials [thin, spray-on liners (TSLs)], typically polymer-type thin coatings, were subjected to simulated rockburst influence. For baseline comparison, conventional rockbolt and bolt-and-mesh support products were also evaluated. Observation of lining performance was undertaken through completion of field-scale support and rock detonation trials. Controlled blasting tests were conducted at the Queen’s University Explosives Laboratory to examine the effectiveness of the variety of surface coating agents for modifying dynamic rock spalling processes. All tests were performed upon largely undisturbed and homogeneous rock materials in highly repeatable fashion. All blasts were observed seismically and photographically to provide detailed information concerning rock motion, surface fracturing, ejected fragment motion and support liner survivability characteristics. These material comparison trials were performed to assess the relative effectiveness of a wide range of currently available area support techniques for suppressing hazards associated with dynamic rock ejection. The results of this study validate that thin, spray-on linings may be equally as effective, and often better, than conventional support materials at mitigating rockburst or like damage in highly stressed mine environments.

In understanding the consequence of existing law, and the likely implications of its reform, it is necessary to comprehend the logic of the situation that the law provides individual decision makers and how that situation would be adjusted by reform. In particular, the way in which natural resources, including minerals, are used and managed is influenced by the definition and structure of property rights that the law provides. Property rights are enforceable claims to use or to benefit from resources. An example is a mining licence that allows its holder to extract minerals in a specified area. Property rights establish the structure of incentives, opportunities and constraints within which resource use decisions are made, ie the logic of the situation, and hence influence the use and management of resources. The extent and type of mining in New Zealand, for example, reflects the rights that miners have to extract minerals, and their rights to benefit from mining as against their duties to compensate landowners and pay royalties. This paper describes the characteristics of minerals that are relevant to the definition of property rights, analyses the implications of alternative property right arrangements and describes the existing situation.

At the 25th Annual B.C. Mine Reclamation Symposium in September 2001, Huckleberry Mines Limited received the Jake MacDonald Reclamation Award for its exemplary mine waste management plan, conceived to prevent the onset of acid rock drainage (ARD) and facilitate reclamation of the site. The mine is an excellent example of a total mine waste management plan, with all materials scheduled in detail for the life of the mine. The filling plan for the waste management facility takes into consideration the requirement for permanently flooding the potentially acid-generating rock. From an acid generation point of view, the tailings fall in the zone of potentially acid-generating material. To avoid long-term ARD concerns, it is planned to float pyrite out of the tailings toward the end of the mine life, thereby generating a non-potentially acid-generating tailings stream which will be used to cap the deposited mine waste. The pyrite-rich tailings will be discharged into the deeper portion of the impoundment. On closure, a permanent water cover will be maintained over the mine waste. Only beaches of non-potentially acid-generating tailings will remain exposed. Mining will be phased to also allow one of the pits to provide storage for potentially acid-generating rock and to be flooded at the end of mine life.

By combining the skills of the physicist with those of a chemist, the identification of minerals has become an exact science and the presence of even minute traces of impurities and extraneous elements is readily revealed by spectrographic means, Granted that we can learn all there is to know about the composition of a substance and even about its physical propertied (which latter assumption is somewhat far-reaching) it still does not follow that we clearly understood its commercial designation or utility.
