This report presents a Bureau of Mines study on the cost of mine permitting and compliance with environmental regulations in Alaska. It discusses permitting requirements and procedures for placer and lode mines. Placer miners must comply with recently established (1988) water quality regulations and effluent treatment requirements. To estimate the impact differing treatment options (no recycle, 100% recycling, and flocculation) have on a placer mine's rate of return, three models (1,500, 1,000, and 500 yd3/d) were simulated. Rates of return for these models show a marked decrease as effluent treatment is increased. The incremental increase in operating cost from one treatment option to the next is relatively small; however the opportunity cost of lost production if' significant and accounts for the decreasing rate of return with increased effluent treatment. Lode mines face greater costs for permitting and compliance than similarly sized placer mines as a result of the impact of the operation. Direct permitting costs for lode mines range from 2 to 6% of total project cost, with 4% the most common figure cited by industry. Total costs for permitting and compliance are approximately double those for permitting. Indirect costs associated with compliance include mitigation, monitoring, and reclamation.

Keywords: copper, concentrate drying, steam dryer, dryers By placing additional demands on energy and gas flow, the moisture content of a copper concentrate has an adverse effect on the smelting process. Different drying technologies, such as directly heated rotary dryers, flash dryers, and steam dryers, are available to solve this problem. The energy requirements of and off-gas generated from different dryer types are compared. The performance of the steam dryer was found to be superior to that of the others. In particular, the rotary steam dryer and its benefits are discussed. Structural properties confer an advantage on the rotary steam dryer, for wear on tube elements is eliminated, and drying efficiency is improved. If steam is available, the rotary steam dryer is an excellent choice for drying copper concentrates.

O Alto-Forno 3 da Usiminas em Ipatinga, que atualmente está na sua quarta campanha, apresenta 30 ventaneiras. Nesta campanha houve alguns eventos de arrombamento e avermelhamento dos algaravizes. A causa destas ocorrências são obstruções das frentes de combustão das ventaneiras, gerando diversos transtornos operacionais. A fim de se evitar novos fatos semelhantes foram desenvolvidos alguns sistemas de monitoramento das frentes de combustão. Dentre os sistemas desenvolvidos se destacam o diferencial de pressão do conjunto de sopro; e, o controle da temperatura do conjunto de sopro. Os sistemas desenvolvidos permitiram maior confiabilidade nas ações imediatas dos operadores em anormalidades na zona de combustão com consequente ganho em desempenho operacional do alto-forno.

Project C9040 – ‘Structure Response to Blast Vibration’, funded by the Australian Coal Association Research Program (ACARP), involved the investigation of the structural response from blast vibration of three houses of brick veneer construction subject to a wide range of ground vibration levels. This paper summarises the findings of a house subject to vibration levels up to 220 mm/s (8.7 in/s). Damage attributable to blast vibration was not observed until vibration levels exceeded 70 mm/s (2.8 in/s).

A longwall mining operation went under a tall, self-supporting and free-standing wireless communication transmission tower. In anticipation of that the ground subsidence process might affect the transmission tower, the mining company took a proactive approach to mitigate the expected subsidence influences. The efforts include prediction of surface subsidence process at the location of the tower, assessment of stability, structural integrity and functionality of the tower structures, and design and implementation of mitigation measures. The intension of this paper is to demonstrate the techniques that can be used to assess and mitigate the subsidence effects on tall self-supporting and free standing tower structures.

"Gondwana coal deposits are widespread and are known to occur in four continents. They are present in Brazil, India, South Africa, and Australia. From coal petrographic examinations and a detailed literature survey, it is interpreted that Gondwana coals are present also in Canada and the United States. Laurasia, or Northern Hemisphere, coals occur in the United States, Canada, and Europe. They form the main coal producing fields of the world. Megascopically, Gondwana coals have a uniform, micro-banded appearance, with a dull lustre; Laurasian coals are bright and have distinct bands of vitrain and clarain. Petrographically, Gondwana coals, compared to Laurasian coals, are lower in vitrinite, but higher in inertinite, particularly in semifusinite. Mineral matter averages 16% in Gondwana coals and 5.7% in Northern Hemisphere coals.Gondwana coals are characterized by thick seams that terminate through lithification (Versteinerung), whereby coal passes laterally into shale. Laurasian coal seams are thinner and terminate by splitting and digitation.Vitrinite/inertinite ratio data indicate deposition of the Gondwana coals in dry marshes under strong oxidizing conditions. The Laurasian coals originated in wet marshes in a reducing environment. As deduced from fossil plants and fossil spores, temperate and near arctic conditions apply for the Gondwana coals. A tropical and subtropical climate is indicated for the Laurasian deposits. The Gondwana coals were formed under allochthonous conditions. They derived from vegetation that drifted into the peat bogs. The Laurasian coals are autochthonous and originated from vegetation that grew and was buried in the peat bogs. The Gondwana coals are Late Carboniferous and Early Permian. The Laurasian coals are entirely Late Carboniferous."

Federal standards for refuge alternatives (RAs) mandate that they not exceed a Steadman apparent temperature (AT) of 95 °F (35 °C) at an assumedmetabolic rate of 325W, a limit that appears to be arbitrary. Occupants in an RA spend most of their time at rest (a metabolic rate less than 325 W), and thermal equilibrium can likely be maintained at an AT > 35 °C. The purpose of this study was to examine the upper limit of sustainable heat stress during 4- and 8-h exposures at rest. Five men underwent five 4-h trials (phase 1: AT range 39 to 49 °C, 90% rh) and five 8-h trials (phase 2: AT range 46 to 56 °C, 90% rh) in a semi-recumbent position. Descriptive statistics for gastrointestinal temperature (Tgi), heart rate (HR), systolic and diastolic blood pressure (SBP and DBP), sweat rate, fluid intake, urine color, urine specific gravity (USG), and changes in body mass are reported. Mean Tgi for all trials ranged from 36.9 to 37.3 °C, and mean HR for all trials ranged from 61 to 75 bpm. To determine the effects of increased heat exposure, differences in heat strain between 4- and 8-h trials were examined via repeated measures analysis of variance (ANOVA). As AT increased, there were no significant changes in ?Tgi and ?HR from 1 to 4 h in the 4-h and 8-h trials. During the 8-h trials, as AT increased, there was a difference in ?Tgi between 4 and 8 h. In conclusion, there was support for sustainable exposures resulting in no significant increase in physiological strain at an AT greater than 35 °C AT, with a sustainable limit (no increases in Tgi due to increases in AT) below 46 °C AT. Although the participants were not representative of coal miners, the results provide support for sustainable exposures greater than 35 °C AT at an average metabolic rate of 155 W.

Following a study by NIOSH on the availability of teams in the U.S. as well as existing training sites and their capabilities, the Penn State University, leaders of the Pittsburgh Section of SME, providers of mine rescue equipment, and industry sponsors united to establish and make fully functional a student mine rescue team at Penn State University. With the growth of MERD and mine rescue competitive events at Missouri S&T, the Mine Training and Technology Center in PA, and at Colorado School of Mines Edgar Mine, a critical mass of effective training venues were made available to help student teams progress and develop mine rescue skills. The challenges to be met in creating and developing a student mine rescue team will be discussed. The rewards from this type of effort will be the quick capability of graduates from mining engineering programs to be involved in not only mining operations, but industry mine rescue teams and other leadership roles as well.

The Bureau of Mines conducted a series of experiments using Illinois No. 6 coal to determine the effect of asymmetric wear on airborne respirable dust (ARD), specific energy, cutting force, and normal force. Plumb-bob-type bits--one new bit and four ground with different sized flats--were used. Constant-depth linear cuts at 0.32, 0.64, 1.27, and 2.54-cm cut depths were made. Both cutting force and normal force increased as the flat area increased. Specific energy demonstrated a statistically significant increase with flat area at the 0.32-and 1.27-cm cut depth only. Specific ARD showed a statistically significant decrease with increasing flat area only at the 0.64-cm cut depth. Increasing cut depth increased cutting force but decreased specific energy and specific ARD. Normal force increased with increasing cut depth for the new bit but exhibited a maximum at 0.64 cm for the bits with flats.

"Until recently, liquefaction-related studies concentrated on clean sands believing that only sands are susceptible to liquefaction. However, a few earthquakes like 1976 Tangshan earthquake, the 1989 Loma Prieta earthquake, the 1999 Kocaeli earthquake, the 2010 Chile earthquake, and the 2011 Christchurch earthquake, etc. showed that sand with fines could also liquefy. The research findings on liquefaction of silty soils are limited, and several structures constructed on such soil deposits are damaged during the past earthquakes. Some previous results of research on earthquake events show an increase of liquefaction resistance in silt soils with increase the fines content, but some report the opposite trend. This study presents the results based on undrained triaxial cyclic tests which were carried out on the fine sand with fines (0%, 10%, 20% and 40% fines). The samples were prepared at the required unit weight (Dr = 50%) and saturated by using back pressure and cell pressure increments. Each consolidated sample is subjected to cyclic loading with sinusoidal wave load form at a frequency of 1 Hz. The liquefaction resistance is evaluated in terms of cyclic stress ratio required to cause 100% pore pressure or 20% failure strain occur at 15 numbers of load cycles. Results are presented in forms of pore pressure build up and axial strain propagation plots. As the fines content increased, an increase in liquefaction potential was observed.INTRODUCTIONLiquefaction and related phenomenon have been responsible for tremendous amounts of damage all around the world. In general, the liquefaction may occur in fully saturated sands, silts and low plastic clays. When the saturated soil mass is subjected to seismic or dynamic loads, there is a sudden buildup of pore water within a short duration, and it could not dissipate which leads to reducing the effective shear strength of soil mass. In this state, the soil mass behaves like a liquid and causes large deformations, settlements, flow failures, etc. This phenomenon is called soil liquefaction. As a result, the ability of soil deposit to support the foundations of buildings, bridges, dams, etc. is reduced. Liquefiable soil also exerts a higher pressure on retaining walls.This lateral movement of soil could cause settlement of the retained soil. A sudden build-up of pore water pressure during quake also triggers landslides. Liquefaction damages of structures are commonly observed in low-lying areas near the rivers, lakes, and oceans."

Reduced access to knowledgeable workers is creating challenges for operations. We are doing more 4D Operations - dirty, dull, dangerous, and distant. Personnel costs in these environments are high, and it is not always possible to get the people where you need them. Integrated Operations is a strategy to integrate people, process, and technology for faster and better decision making. Adopting an integrated operations approach can help to relocate personnel, improve collaboration, and align objectives to deliver reduced costs and improved performance. In this paper, the authors will highlight the required infrastructure to enable an Integrated Operations platform. Key decision points for enabling this technology for both Greenfield projects and existing mines will be discussed. Furthermore, the benefits and improved return on investment that result from deployment of an Integrated Operations strategy will be presented.

Draglines are the main energy consumers in strip mines. Given the growing cost of energy and environmental concerns, it is important to properly understand dragline energy efficiency. The goal of current research at Missouri University of Science & Technology is to account for operator practice and operating conditions in modeling dragline energy efficiency. This paper presents preliminary correlation analysis and a framework for stochastic modeling of dragline energy efficiency. Thirteen operating parameters (including cycle times, payload, swing angle, and height of dump pile), operator working schedules, operating conditions, and drag, hoist, and swing energies were monitored for an 85 yd3 dragline. Operator effects were examined by two-sample t-tests. The relation between the parameters and energy consumption were assessed by correlation analysis and a stochastic modeling framework has been proposed for dragline energy efficiency. The results show that operator effects are significant (p< 0.05) and energy efficiency is correlated with operating parameters. The completed model will help the coal mines better predict energy consumption, with uncertainty, for different operating conditions.

The development of a laboratory and pilot-scale high-tension electrostatic flowsheet for the production of iron-ore super concentrates having silica contents in the range of 0.1% is presented, A variety of hematite and magnetite ores were tested with this flowsheet, and the pertinent metallurgical data are given. The applications and limitations of this process are brought out in terms of both practical and theoretical considerations. There have been many new developments in the past few years that have required mineral beneficiation engineers to consider new techniques for iron-ore concentration. Developments in iron powder metallurgy, and particularly the making of sheet metal directly from high-purity iron-ore concentrates, and the concept of using metallized pellets as a substitute for scrap in electric-furnace steelmaking have created demands for what is commonly referred to as iron-ore superconcen-trates. In most cases, specifications for superconcentrates are that they contain less than 0.1% total gangue, with some applications requiring less than 0.05% gangue. To produce these concentrates, new and modified processes are being developed, and the three methods receiving attention as the primary concentrating methods are: 1) Magnetic separation in which dry rotor-type equipment is used for magnetite and the high-intensity magnets are used for hematite. 2) Amine flotation. 3) "High-tension" electrostatic separation (or, elec-trodynamic concentration). This paper examines the high-tension electrostatic process in terms of its limitations and abilities for the production of iron-ore superconcentrates. A technically effective and simple flowsheet was developed through laboratory and 5 and 100-ton pilot-plant studies for the production of concentrates containing from 0.02 to 0.20% SiO, with iron recoveries between 85 and 90%. The process is also shown to be economically feasible. Laboratory Test Program Separation Characteristics: The suitability of the electrostatic high-tension method for iron-ore supercon-centration stems from the fundamental mechanism governing the process, i.e., particles are separated on the basis of differences in electrical conductivities. This conductivity is a characteristic property of minerals, and if the difference between the conductivities of two min- erals is great enough, then their separation can be performed by a high-tension machine. As shown in Figs. 1 and 2, the critical factor is the time necessary for the particle charge density, which is established by a corona discharge field, to decay to a level such that the centrifugal force acting on the particle exceeds its electrostatic, or image, force. At this point, the particle can leave the rotor at some trajectory and fall into an appropriate product receptacle. This decay time is directly proportional to electrical conductivity, and the process variables, such as feed rate, rotor speed, electrode configuration, and rotor composition, are selected to optimize the ability of the separator to resolve different conductivities. Table 1 lists the measured conductivities for some of the iron and gangue minerals used in developing the flowsheet. Longwall recovery under weak roof conditions could have considerable delay if the immediate roof is weak and deteriorates during screening. A pre-driven longwall recovery room is a feasible solution to minimize the impact of longwall move on production. In this longwall recovery project, a 16-ft recovery room was pre-driven to cover screening, and the shearer cut another 16 ft outby to reach the final recovery line. The pre-driven recovery room was carefully monitored as the face was approaching it. The longwall face operated very well as it cut into the recovery room. The recovery process took about 13 days, and considerable time was saved compared with the previous panel. The support in pre-driven recovery room was designed to handle both front abutment pressure and weak immediate roof conditions. Pumpable standing support was used to support the cantilevered roof as the fender pillar narrowed and collapsed when the face cut into the recovery room. To ensure the stability of the recovery room, 3-D computer modeling was used to evaluate the support system. Abutment pressure, critical fender pillar width, bolting system, pumpable cribs and shield support were considered in the model. The recovery room was carefully monitored during longwall recovery. Roof-to-floor convergence and crib convergence were recorded every shift as the longwall face was approaching the recovery room. Roof, floor and pillar activities and crib performance were also observed as the face cut into the recovery room. This paper presents the support design for the recovery room, evaluation of the support system through computer modeling, and details of the monitoring results.

We have obtained positive test results for a Metafex configuration (called a flat pack) that operates at the practical voltage of ~20 kV. We describe the outcome of the testing and potential uses of the material.

Durante a fabricação do aço as grandes siderúrgicas possuem usinas térmicas integradas aos seus processos industriais. Uma operação bastante comum na indústria siderúrgica é a geração de vapor, normalmente utilizado para a produção de trabalho mecânico em turbinas (vapor superaquecido) ou em processos de aquecimento, nos quais se emprega o vapor saturado. Estes vapores de processos também podem ser utilizados na geração de energia elétrica. Para isto, foi importante assegurar a qualidade da água e do vapor de baixa pressão (VBP) enviado para Termelétrica. Foi com este intuito que a TKCSA se preocupou em padronizar o (VBP) gerado na Caldeira Auxiliar da área de Utilidades e Caldeiras da Aciaria. O desafio era transformar o (VBP) na mesma qualidade do vapor produzido nas caldeiras recuperadoras de calor (HRSG). O procedimento adotado foi á modificação no tratamento químico, a instalação de uma monitoração química contínua e eficiente para assegurar os parâmetros químicos dentro da especificação técnica recomendada pelo EPRI - Electric Power Research Institute, Inc. Com este tratamento foi controlada as dosagens químicas, a operação da caldeira e a geração dos efluentes líquidos para o tratamento químico ambiental. Contudo foi possível tornar um mecanismo dinâmico e econômico para a empresa viabilizando a utilização do vapor na termelétrica.

Recent advances in solid-state, field portable, fast framing video camera systems and PC based frame capture hardware now allow blast imaging up to 500 frames per second. Up to 8 seconds of data can be stored directly into the unit, downloaded to a PC or archived to a standard VCR without data compression. Since no film processing is involved, motion analysis can be performed instantly and on-site within a few minutes. This paper will describe the design features and applications of the SVClOOO system and compare these with the analogous aspects of film based cameras.

The Capitol Area East End Complex is currently being constructed under contract with the State of California Department of General Services on two sites adjacent to the grounds of the California State Capitol Building in downtown Sacramento. The complex will consolidate the headquarters of the Departments of Health Services and Education, which currently occupy several facilities located throughout Sacramento. When completed in 2003, the complex will be the largest civic office project in California history, with approximately 1.5 million square feet of office space and housing nearly 6,300 state workers. The total project is being constructed on five separate blocks in downtown Sacramento, Blocks 171 through 174 and 225. Separate design/build contracts were executed for the construction on Blocks 171 through 174 and the construction on Block 225. The scope of this paper is limited to construction on Blocks 171 through 174, which comprise a square, two blocks on a side, bounded by 15th, 17th, L, and N streets, located immediately to the east of Capitol Park and the State Capitol Building, as pictured in the image shown below.
