Under the Town and Country Planning Act 1977 the Ministry of Works and Development has a responsibility for providing information to local and regional planning authorities on public works and matters of national development and importance, for the exercise of their responsibilities under this Act. One such matter which has recently become a source of concern is the development of South Island lignite. In 1979 the Ministry of' Energy produced a position statement outlining a programme of' research leading to the possible extraction of lignite in Southland or Central Otago for conversion into about 50 per cent of New Zealand's liquid fuel requirements by 1995. Understandably this possibility has caused considerable concern at the local level, expressed particularly by bodies such as Federated Farmers and the local authorities. In the absence of any factual knowledge short of mere conjecture been able to recommend to local authorities is that they limit their planning period to ten years. After this time more information regarding the size, nature, location and certainty of the proposal will permit a more accurate assessment of the implications of the York. While on holiday earlier this year I took the opportunity to visit opencast mining areas in Germany and England to gain an appreciation of the scale of impacts involved and discuss with those concerned the procedures used in planning for such operations. What follows is a brief description of these operations, a comparison with the likely development in this country and the extraction of what may be some relevant principles of' operation for the planning of an environmentally acceptable project. You’ve probably heard the old expression, “The more things change, the more they stay the same.” But the adage doesn’t seem to hold much water when it comes to making a telephone call on the road. Thirty years ago, a “powder hound” had to stop his 2-wheel drive vehicle at either a roadside diner or a telephone booth to make a call using a public telephone. But, fast-forward to 2007, and a contemporary “explosives engineer” driving his or her 4-wheel drive vehicle simply makes a call “on-the-fly.” The fundamental difference between these two eras is the result of the introduction and the proliferation of cellular or wireless technology. On the one hand, this fundamental difference is much welcomed in the form of personal and business conveniences; and improved productivity. On the other hand, this fundamental difference creates a new set of un-welcomed conditions causing a potential “digital danger.”

Some design and feasibility studies have been made into possible methods of economic recovery of sulphur from smelter gases emitted at Western Mining Corporation's Nickel smelter at KalgoorIie in Western Australia. The smelter discharges some 330 000 tonne/yr of sulphur dioxide in a stream of approximately 6 per cent by volume of S02.Three possible recovery methods have been considered:1. The manufacture of sulphuric acid using the contact process.2. The concentration of sulphur dioxide to a pure form using dimethyl aniline as an absorbing medium.3. The reduction to elemental sulphur using natural gas as the reducing agent.Design studies were carried out by final year chemical engineering undergraduate students at Royal Melbourne Institute of Technology (RMIT) in 1981 under the supervision of the author and other teaching staff of the chemical engineering department. These studies indicate that sulphuric acid manufacture is the economically preferred recovery route.Markets for sulphuric acid include several potential mineral processing applications and the established fertiliser industry.Sulphuric acid is currently manufactured in a number of plants located at coastal regions of Western Australia using imported sulphur. The sulphuric acid is then used for superphosphate or titanium dioxide pigment manufacture at adjacent plants.The possibility is considered of manufacturing superphosphate at Kalgoorlie from locally produced acid obtained from the smelter gases and from phosphate rock railed to the site from the coast. The advantages of such a scheme include improved scale and technology of operation compared with some existing coastal operations, use of a waste material to replace imported sulphur, and avoidance of costs and hazards associated with railing large quantities of sulphuric acid.

An extensive design phase testing program in which 10 piles and 2 drilled shafts were instrumented and statically load tested to failure, was undertaken to establish relevant foundation design parameters for two bridges in Charleston, South Carolina, USA. The bearing strata at both test sites was a calcareous, overconsolidated, firm to very stiff, slightly sandy, clayey silt (locally known as Cooper Marl). Confirmation dynamic and static loading tests on production piles indicated only 50 to 60% of anticipated pile capacities; including consideration of time effects. Supplemental subsurface explorations did not reveal any significant variations in marl properties. Ultimately, 22 static and 75 dynamic tests were performed on production piles for a 2 mile section of the project. Pore water pressures in the marl were also monitored during and after pile driving. A study of unit skin friction in the marl as a function of time revealed two distinct trends: piles driven in areas with a sand overlaying the marl gained more capacity significantly faster than those driven through a clay or silt. Although the insitu marl properties are apparently similar across the site, the material immediately above the marl evidently has a large effect on pile capacity. This effect of overburden on pile capacity was verified by testing piles over a period of two years.

Three conventional uplift tests and 12 Rapid Pile Load Tests (RLT) were performed on total of fifteen 16-inch square pre-cast concrete driven piles at a test site in Emeryville California in December of 2000. The uplift tests were performed in accordance with ASTM standards, and the RLTs were performed using a FUNDEX RLT. The RLT is carried out by dropping a mass of 25-tons on top of the pile, thereby inducing a force that is measured by a load cell. An optical lens records the vertical deflection of LED's that are mounted on the pile. Ultimate uplift and compression capacities of each of the fifteen piles were determined using the Davisson method. Soil parameters were calibrated by back-calculation (cohesion and internal angle of friction) using both the results of conventional uplift load versus deflection curve, as well as the results of the triaxial compression tests. A two-dimensional finite difference model including soil elements, and structural elements representing the test pile was setup using the computer program Fast Lagrangian Analysis of Continua (FLAC). FLAC was used to simulate both the uplift as well as the RLT. Strength increase of cohesive material was also accounted for in the analysis. Numerically simulated and theoretically computed pile capacity curves and axial deformation variation with applied load curves are in close agreement to the observed curve during the field test. Conclusions are made from this test site regarding the factors influencing results of RLT.

Research was conducted to investigate how ventilation of a mining face is affected when scrubber flow is greater or less than intake flow. Tests were conducted in a full-scale surface test gallery built to simulate a mining entry with a continuous mining ma- chine at the face. Methane gas was released at constant flow at the mining face. Gas measurements taken at six locations near the face were used to evaluate how well the face was being ventilated. Increasing scrubber flow resulted in lower methane levels even when scrubber flow was much greater than intake flow.

Models made by encasing strain-gage networks in epoxy are described and evaluated. With this technique relatively complex models can be constructed in which any number of gages can be located and alined precisely. Although the gages are an integral part of the model matrix, they create no important mechanical or thermal stresses. Model construction techniques and experimental data proved reproducible and reliable. In addition, the sGlution obtained with these models to the problem of the state of stress around a circular hole in a plate subject to a plane stress condition was in agreement with theoretical, photoelastic, and finite-element solutions.

An inert-gas fusion technique was applied by the Bureau of Mines to the oxygen analysis of mixed-fluoride electrolytes used in electrowinning uranium and the rare-earth metals. Method development included: (1) Thermodynamic and experimental evaluation of the temperature required to quantitatively remove oxygen from a fluoride melt; (2) installation of a water and an acid trap to entrain the volatilized fluorides; (3) development of a suitable sample-preparation technique for the heterogeneous fluoride baths in which both pulverizing and pelletizing were necessary to achieve reproducible results; (4) comparison of platinum flux and dry crucible techniques, which showed that the use of platinum was not necessary. The accuracy of the method was evaluated by analyzing fluoride baths containing known amounts of oxygen added as the metal oxide. In the 0.05-to 0.5-percent range, the relative error was about ±5 percent.

Blast-induced rock mass displacement can have a significant impact on ore loss & dilution. The mischaracterisation of the grade boundaries both prior to, as well as a result of blasting can lead to significant financial losses on account of ore loss and dilution. Ore dilution occurs when waste material is miscategorised as ore and sent for processing or stockpiling, diluting the run of mine head grade and recovery. Ore loss takes place when valuable mineral is miscategorised as waste and sent to the waste dumps, thus never being processed and recovered. Extensive research has been conducted at the University of Queensland over the last fifteen years to understand the impact of blast movement on ore loss and dilution. Recent outcomes of this research have developed innovative tools and techniques to measure and model blast movement. These techniques have been implemented at Ahafo gold mine in Ghana to understand blast movement dynamics and to implement solutions to reduce blast-induced ore loss and dilution. These solutions are validated through controlled trials and have been incorporated into site standard operating procedures to sustain the benefits.

"INTRODUCTIONThe renaissance in gold and silver recovery technology has continued to unfold and it is appropriate to review some of the useful new technologies as well as try to identify some of the industry's future needs and frontiers.The remarkable strengthening in the US dollar has resulted in a relatively low gold price in US Dollars of around $310/oz at the time of writing and silver at $6.25/oz. This general softening in the dollar prices and the recent confusion as to environmental compatibility of cyanidation tailings and effluents, has led to a slowdown in announcements of new operations. Another reason for the slackening off in the USA is that in the past few years a large part of the capital has come from oi I and gas companies that now seem to be losing interest in mineral ventures, and foreign investors for whom the dollar is becoming out of reach. In the author's opinion this represents an unprecedented window of opportunity.Elsewhere in the world where local currencies have weakened, the price of gold is at or close to its all time high.For example, in South African Rands, the gold price was R571.00/oz when the rand was US$1.47 and the gold price reached US$800. Now at US $309/oz and with the Rand at US$0.51 = Rl .00, the local gold price is R600. The price of si Iver in Mexican pesos is not much less than it was when silver reached US$50/oz. Gold, and silver prices in local currencies outside North America are still buovant and at levels where additional investment in new projects is more encouraging.Even in Canada where the dollar is worth about US$0. 75, this provides a smaller but significant cushion compared with US operations. Considering the present strength of the US dollar and even the Canadian dollar relative to many other gold producing countries, there should be significant investment opportunities at today's prices. Mining companies have started to descend on Brazil, for example, where in a matter of just a few years annual gold production has increased from 10 to 70 tons. In South Africa, a Canadian company backed by Swiss financing has been able to take over a Witwatersrand gold mining operation and is installing a huge new tailin9s retreatment plant to process about 1 million tons per month of tailings."

An irreversible state causes inhomogeneity of the stress distribution on the mass. A destressed zone develops along a working panel, and worked out panels are deprived of the destressing. Several studies have been conducted on blastability and prediction of fragmentation. The term blastability is used to refer the susceptibility of the rock to blasting and is closely related to fragmentation. Parameters that determine fragmentation by blasting may be divided into two groups. The first group consists of blasting design parameters. The blast design parameters are controllable parameters and determined by the explosive engineers. The burden, spacing between holes, bench height, drillhole diameter, stemming height and explosive density are all design parameters. The second group consists of rock mass parameters that are referred to as uncontrollable parameters. The uncontrollable parameters are physical and mechanical properties of rock and rock mass structure. The strength, modulus of elasticity, density of rock, number of joint sets, joint orientation and joint spacing are among uncontrollable parameters. The rock mass parameters and blast design parameters should be considered together to explain fragmentation process. In this study, a blast database was accumulated to use for multivariate analysis. The blast database contains the blasts performed near Istanbul region quarries and the blasts that were preformed in various mines in the world by the blasting researchers. The cluster analysis was used to separate the blast data into different similarity groups. Group memberships were analyzed and checked by the discriminant analysis. Then, the multivariate regression analysis was used to develop a prediction equation for blast fragmentation for each group. Finally, a validation of the suggested models was performed for various mines. The model comprises blast design parameters, mechanical properties of rock and rock mass structure.

"Abstract The Deep Mixing Methods (DMM), in their current forms, have been employed in the United States since 1986, although an earlier version had seen service from 1954. The earlier developments were strongly influenced by practices in the Nordic countries and Japan, while by the late 1980’s several DMM systems had been developed in the U.S. itself. Since then, DMM has continued its evolution, principally via the challenges of a series of large, landmark projects, but also via distinct, significant technological advances. This paper highlights the key points in the history of DMM in the U.S., and provides an overview of the different methods currently in use.In the BeginningIt is a common misconception that the history of applications of the Deep Mixing Methods (DMM) in the United States dates from 1986 when SMW Seiko Inc. — a subsidiary of Japan’s Seiko Kogyo Company — was established in the Bay Area. However, the author believes that Intrusion Prepakt Co.’s patented MIP (Mixed in Place) system had been used, albeit sporadically (about 30 projects are recorded), since 1954 (FHWA 2000, 2001). Ironically, by 1961 this single auger method had been extensively used under license in Japan for excavation support and groundwater control — by the Seiko Kogyo Company. By 1972, the original MIP technique had been succeeded by more advanced Japanese methods, involving multiple augers. Intrusion Prepakt have long since become defunct.The first systematic studies of contemporary Deep Mixing Methods in Japan began in 1967 when the Port and Harbor Research Institute of the Ministry of Transportation began laboratory testing using granular and powdered lime for treating soft marine soils. Fundamental studies continued through the early 1970’s, by which time the development of industrial scale equipment was well advanced, having its first application on a marine trial near Haneda Airport. Coincidentally, laboratory and field research also began in 1967 in Sweden (“Swedish Lime Column Method”) for treating soft clays using unslaked lime. Reportedly the progenitor was a Norwegian, Kjeld Paus, who had made observations on fluid lime columns in the U.S. It would seem that developments in Japan and the Nordic countries proceeded independently until 1975 when the technology leaders from each group (Broms and Boman; and Okumura and Terashi, respectively) presented their — very similar — findings at a conference in Bangalore, India. Limited technical exchanges ensued thereafter.Whereas the Nordic developments continued to focus on the use of dry reagents (cement and lime) and relatively light equipment compatible with operating on and in very soft clays and organics, the Japanese progressed into the use of fluid reagents (cement-based grouts) and heavier equipment for both marine and land-based projects. Thus, by 1986, there were a large number of proprietary (wet and dry) DMM systems in Japan, and a rapidly growing market already by then accounting for over 12,000,000 m3 of ground treatment."

"The commissioning of the 4th concentrator (C4) at Freeport Indonesia in early 1998 increased total mill throughput from 130k to 230k tonnes per day. The C4 flowsheet consists of a single 38 ft diameter SAG mill, four 24 ft diameter ball mills followed by four banks of 4,500 ft3 WEMCO flotation cells.The design of the C4 rougher flotation circuit was based on the expectation that the copper and gold recoveries achieved with the 4500 ft3 flotation cells would be equivalent to or better than that achieved with the 3,000 ft3 flotation cells in the 3rd concentrator (C3) rougher circuit. This assumption was due to the fact that the C4 flotation feed size would be less than 15% +212 microns compared to the C3 rougher flotation feed size of less than 23% +212 microns. By mid 1998 it had become apparent that the C4 rougher flotation copper and gold recoveries were below those predicted.In order to determine the cause of the lower recoveries, stage by stage rougher flotation surveys were performed in all four concentrators. The results of the surveys showed that the C4 rougher flotation circuit had a lower recovery of +200 micron material than that achieved in the C 1, C2 and C3 concentrators. Through mineralogical analysis, it was determined that a majority of the copper contained in the +200 micron fractions was liberated and recoverable. This paper describes the steps taken to increase coarse particle recovery, overall plant recovery and the results achieved."

The works of Metal Manufactures Ltd are situated at Port Kemblam NSW, within a few hundred yards of a deep-water harbour. At present they occupy about 26 acres, and ample provision has been made for future extensions. Rail connection exists between various parts of the Works and the main South Coast Railway, the harbour jetties and the adjacent copper refinery of The Electrolytic Refining and Smelting Co Ltd. A plan of the works is shown in Fig 1.The company was incorporated in March 1916, and commenced production of copper wire in June 1918. Early in 1920, tube manufacture was undertaken, followed by telephone cable mnufacture in 1923. Today the Works consist of five principal sections: Founrdy, Tube Factory, Wire Factory, Cable Factory and Case and Drum Factory. Whilst the last four are engaged in producing the finished materials for despatch from the Works, the first-mentioned is engaged in producing copper, brass, and other non-ferrous billets for use in the Tube and Wire factories. In addition, there are Engineering and Metallurgical Departments supporting the manufacturing sections, and in these, as well as in all other sections of the Works, extensions have been carried out from time to time to provide for increased output and new types of products.

O aproveitamento desses rejeitos é um tema que tem sido discutido e que foi fomentado após o acidente acontecido em 2015, com a barragem da Samarco em Mariana - MG. O trabalho denominado “Rejeitos da Mineração: Um olhar do cenário brasileiro” está estruturado em duas partes. A primeira parte destacou a importância econômica e social do setor mineral para o país. A segunda parte, apresentada neste artigo, aborda o nível de desenvolvimento tecnológico voltado ao aproveitamento dos rejeitos e quais novos usos têm sido propostos. Neste documento, os autores trazem também o fechamento dos levantamentos realizados e suscitam uma discussão visando estimular o desenvolvimento sustentável da mineração, por meio da criação de um novo negócio inserido na cadeia produtiva da mineração.

Of the about 60 million pounds of aluminum used in the Pacific Northwest in 1960, 40 million pounds or two-thirds was used by 10 companies. One of these companies made airplanes and missiles; one manufactured roofing, siding, and tubing; three produced truck tractors, truck bodies, or truck trailers; two made architectural metal products; one made irrigation and industrial products; one was a general foundry; and one was a shipyard. These companies contributed to regional growth by developing markets outside the area; some have worldwide sales. Aluminum consumption increased at an average rate of 7 percent annually from 1954 to 1960. Airplane manufacture, formerly preeminent in aluminum use, no longer was in first place in 1960. By industrial group, the leading users were manufacturers of building products, 30 percent; airplanes and missiles, 22 percent; truck tractors, truck bodies, and truck trailers; 17 percent; general foundries, 5 percent; ships and boats, 4 percent; mobile homes, 4 percent; other transportation equipment, 3 percent; and irrigation equipment and all other products, 15 percent.

Effective solids suspension is a necessary precondition for particle collection, and solids suspension is largely dependent on the hydrodynamics of the flotation cell. This study attempted to correlate the status of the suspension of apatite particles of different sizes in a Denver laboratory flotation cell versus the impeller rotational speed (N) adopted to operate the machine. The latter variable (N) influences the impeller capacity to lift the particles from the bottom of the tank and also to disperse them throughout the volume of the vessel. Such an impeller capacity can be characterized by the critical impeller speed for the accomplishment of solids off-bottom suspension (Nz) and also by the velocity of the radial water flow discharged by the impeller (U) divided by the particle terminal settling velocity (Us). This way, the status of the suspension of apatite particles inside the flotation cell can be characterized by one of three categories: ?segregation? (N/N2 < 0.60 and Us/U > 0.08); ?suspension? (0.60 = N/N2 < 1 and 0.06 < Us/U < 0.10); and ?dragging? (N/N2 = 1 and Us/U = 0.03). The range of impeller rotational speed (N), which was able to suspend the finest particles (Dp = 90 µm), was unable to suspend the coarsest particles (Dp = 254 µm). Conversely, the high value of N (N > 1,300 rpm), which is adequate to suspend the coarsest particles, may promote the entrainment of the finest particles to the froth layer.

The geotechnical construction industry generally considers soil mixing to be defined as an in situ ground improvement or treatment method by which a dry or wet reagent is introduced into the ground and is blended with the soil by mechanical or rotary mixing tools. This results in relatively homogenous mixtures whose engineering properties are improved and are greater than the soil properties before mixing. Reagents usually include cement, but may also include processed clay such as bentonite, when a reduction in hydraulic conductivity is desired, or other proprietary chemicals when chemical stabilization is the objective. Mixing may be either shallow or deep. Shallow Mixing is the term arbitrarily used for treatment of soils within the upper 30 feet; Deep Mixing denotes treatment below 30 feet to the depth limits of the equipment. Mixing equipment may consist of single or multiple-shaft tools having cutting and mixing blades of many different configurations. To avoid using proprietary nomenclature, reference to Shallow Mixing Methods (SMM) and Deep Mixing Methods (DMM) are the preferred terms. Although originally developed and patented in the United States in 1956, in situ construction using various soil mixing methods is more prevalent in Japan and the Scandinavian countries. Reintroduced into the United States from Japan in 1986 for ground improvement and liquefaction mitigation at Jackson Lake Dam, Wyoming, acceptance of soil mixing methods has been gradual but slow.
