THE PENETRATION RATE BASELINE DILEMMA The penetration rate is the instantaneous advance rate of a TBM in a rock tunnel. Normally expressed in feet per hour. The production rate is the penetration rate multiplied by the number of hours worked and then factored by the actual utilization of the TBM. In a given rock formation, the actual production rate is a result of many factors some of which are within the control of the contractor and some of which are based on the route selected. Factors that are within the contractors control are cutter profile, frequency of cutter changes, thrust, rotation speed, cutter spacing and the efficiency of the operation. Factors that are site (route) specific are compressive strength, fracture orientation, fracture frequency, micro- fracturing, quartz content, Moh’s hardness, Cerchar Abrasivity Brazilian Tensile Strength and Youngs Modulus of the rock. In addition the following route speci?c conditions are beyond the contractors control; rockjointing, rock stress fault zones, water in?ow and rock decomposition; all of which effect production rate. Any one of the above defined rock properties, equipment specifications and actual operating usage will change the penetration rate. Furthermore, since the rock formation changes both in content and orientation as the tunnel advances, the penetration rate is constantly varying. The current industry practice in bidding tunnels is for each contractor to individually evaluate the rock hardness and other properties and from this information develop a penetration rate. All other factors being equal, the contractor using the most optimistic penetration rate will be the low bidder and be awarded the project. As this view is by definition optimistic, invariably the rock will be harder than the low bid assessment and the contractor will request additional compensation for the changed condition. The contractor will attempt to justify his optimistic assessment as reasonable by using expert supporting analysis. The above described example which is quite common at present in the industry tends to make the most optimistic contractor (at time of bidding) the contractor selected for the project whereas it is in the owners interest to contract with the most efficient contractor not the most optimistic. This situation is similar to the Geotechnical analysis that was prevalent in the industry over twenty years ago. Many projects have experienced a significant reduction of penetration rate from that which was originally estimated. Automatic digital phase imaging should yield unbiased and representative characterization of gold ores. However, this is not a simple task due to low gold grades, fine grain size, possible complex mineralogy, nugget effect, etc. A critical test was done by two methods, using the same sections of a gold-rich ore: with an optical (OM) and with an electron microscope (EM). In general, the two methods are consistent and useful for ore processing. There are some minor differences e.g. the detection of very fine gold grains is enhanced by EM.

Stone, one of the oldest building materials, today remains a well-established material throughout the construction industry. The use of natural stone is much less prevalent now than in the past. It is still widely considered to be the most aesthetically pleasing, prestigious, and durable building material. New and re-opened quarries are coming onstream to meet increased demand related to new building technology and increased residential use of stone. CLASSIFICATION No classification can completely eliminate overlap between dimension stone, aggregate, and decorative stone because most stone is multi-purpose. Many used for decorative purposes are not produced specifically for that end use. Rock otherwise considered waste in dimension stone or aggregate quarries can be decorative stone coproducts (Fig. 1). Many uses require a compromise between decorative and structural qualities (Bowles, 1992, written commu¬nication). Shipley (1945) used decorative stone interchangeably with or¬namental stone. Gary et al. (1972) defined decorative stone as that used for architectural decoration, such as mantels, columns, and store fronts, but added that it is sometimes set with silver or gold in jewelry as curio stones. Bates and Jackson (1987) also restricted decorative stone to that used for architectural decoration. Meanings of otherwise identical terms used in the stone industry differ be¬tween geologists, engineers, and quarriers. They often carry a much broader meaning for quarriers and engineers compared to their very specific use by geologists (Makens et al., 1972). Decorative stone, including ornamental stone, is more broadly defined by geologists as any stone used primarily for its color, texture, and general appearance. It is not used primarily for its strength or durability, such as construction stone, or in specific sizes, such as dimension stone. The decorative stone industry uses a much wider range of stone types compared to stone that is dimensioned. Decorative stone usually serves some structural pur¬pose, but is not load-bearing to any great extent. Weak or costly stones serve in decorative, not structural, applications. STATISTICS AND END USES Decorative and dimension stone data are difficult to separate because the US Bureau of Mines keeps statistics only on dimension stone and crushed stone. The value of domestic dimension stone production in 1990, which includes some decorative stone, was about $210 million compared to imports of about $524 million and exports of about $35 million. Production was 1 080 t of which at least one-third was for decorative uses (Taylor, 1992). The principal uses are rough blocks in building construction (23%) and monu¬ments (18%); the remainder is used as ashlar (18%), curbing (12%), and miscellaneous (29%). Major rock types are granite (50%), limestone (30%), sandstone (10%), slate (3%), marble (2%), and other (5%) (Harben, 1990). Crushed stone valued at $5.6 billion was produced in the United States in 1990 by 1700 companies operating 3400 active quarries in 48 states (Tepordei, 1991). About 52% is used in con¬struction, 9% in cement and lime manufacturing, 2% in agricul¬ture, 2% in industrial uses, and 35% for unspecified uses including decorative aggregate. Limestone and dolomite comprise about 71%, granite 14%, and traprock 8% of the stone crushed in the United States. The remaining 7% are, in descending quantity, sandstone, quartzite, miscellaneous rock, marble, shell, calcareous marl, volcanic cinder and scoria, and slate. The basic types of decorative stone are: rough stone, aggregate, cut or dressed stone, and manmade stone [(Table 1)]. Rough Stone Rough stone is used as it is found in nature with very limited processing such as minor hand shaping, edge fitting, and size or quality sorting (Perath, 1992, written communication). This stone type is often marketed locally in relatively small tonnages and includes fieldstone and flagstone. The primary end uses of rough stone are landscaping, edging, paving, or large individual stone landscape or interior accents [(Fig. 2)]. Fieldstone: Fieldstone is picked up or pried out of the ground (gleaned) without extensive quarrying and includes garden or large landscaping boulders (Austin et al., 1990, Hansen, 1969). Boulders and cobbles may be split or roughly trimmed for use in rubble walls and veneers, both interior and exterior. Popular fieldstone rock types include sandstone, basalt, limestone, gneiss, schist, quartzite, and granite, but many others are suitable. Much fieldstone is col¬lected by individuals or small companies because the industry is labor intensive and markets are small. The stone may be sold locally in small quantities from the back of vehicles (Austin et al., 1990). Fieldstone includes many rock types, sizes, and shapes with the only common denominator that it must be set by hand and be durable (Power, 1992, written communication). Moss Rock. Moss rock is fieldstone partially covered by algae, mosses, lichens, and fungi that give the rock an aged and variegated patina (Austin et al., 1990). The plants are supported by moisture and nutrients in the stone. Moss rock is used for landscaping, walls, and fireplaces. Although almost any durable rock can be a moss rock, most are slabby or rounded sandstone and limestone (Fig. 3). Flagstone: Flagstone or flagging consist of thin irregular slabs used for paving, walkways, and wall veneers. Random-shaped flagging is produced widely in the United States. Suitable stone

Investigations show that injuries and fatalities in mining workplaces in developing countries are increasing. In Turkey, the number of workers killed in occupational accidents in the Zonguldak Hard Coal production region per 100,000 tons of coal production is 2.83 in the private sector and 2.03 in the public sector. For this reason, it is important to conduct risk analyses in terms of occupational health and safety and to implement measures quickly. Risks are evaluated with reactive and proactive approaches. Because hazards and events are often unpredictable in high-risk areas such as coal mining, it is not practical or meaningful to plan proactively in advance for every possible situation underground, especially psychosocial risks. However, it is important to develop protective strategies and measures for unexpected events or to take a reactive approach to prevent future incidents or accidents and to identify psychosocial risks. Therefore, reactive risk assessments based on the tactics and strategies of criminology can be conducted and spatiotemporal geographic information system (GIS) techniques can be utilized, enabling managers in mining workplaces to correct assessments.

Introduction Advances in drilling have reached a point where large diameter cores can be recovered from "tight," or weakly indurated placer gravels. In such ground, core drilling can provide more reliable data regarding tenor than can be obtained using churn drilling or similar classical techniques. It can also provide metallurgical and geological information that is not available from samples obtained through alternate methods. In 1985, Coastal Mining Co, a subsidiary of M. A. Hanna, and Western Gold Reserves began to review a Tertiary placer deposit owned by San Juan Gold at North Columbia, CA, about 14 km (9 miles) northeast of Grass Valley. The deposit is one of the largest remaining unmined portions of the formerly extensive early Tertiary ancestral Yuba river system. It has been known since the 1850s, has been the subject of much technical literature, and has been the object of at least four previous drilling programs. The eastern one-third of the 6 km (3.7 mile) stretch of the channel between North Columbia and Badger Hill was partially stripped by large scale hydraulic mining in the late 1870s and early 1880s. Mining ceased in 1884 when the Sawyer Decision prohibited further discharge of hydraulic tailings into the Sacramento and San Joaquin Rivers. By that time, about 30 to 45 m (100 to 150 ft) of relatively low grade upper gravels had been removed over some 81 hm2 (200 acres). About 90 to 105 m (300 to 350 ft) of higher grade middle and lower gravels were left at least partially stripped. In 1914, a few churn holes were drilled along a widely-spaced line. In 1938-1939, Selection Trust conducted an extensive drilling campaign to evaluate the deposit. Particular attention was directed toward the partially stripped eastern portion. In 1968, the US Geological Survey drilled three churn holes in the eastern part of the deposit. The US Bureau of Mines conducted experimental mining and drilling in the Badger Hill area. In the late 1970s, Placer Service Corp. acquired a lease on the deposit. Between 1979 and 1984, Placer Service drilled 28 large diameter BADE (a German-manufactured machine) drill holes on the eastern portion of the deposit. The surviving records from the widely-spaced 1914 drilling program are fragmentary and the reported grade not well substantiated. The 1968 holes were drilled for scientific purposes. Again, drilling details are not available. However, detailed records for both the churn drilling program and the BADE program were available and formed the basis for the initial evaluation of the property. Geology The geology of the auriferous Tertiary gravels of California have been described by Whitney (1880), Lingren (1911), and, more recently, Yeend (1974). In general, the Tertiary gravels in the North Columbia area occupy a broad channel cut into pre-Tertiary igneous and metamorphic rocks. The upper, or white gravel is overlain conformably by volcanic tuffs and volcaniclastic rocks. A middle gravel is characterized by the presence of silicified and carbonized wood. A lower blue gravel unit has relatively coarser cobbles and contains a higher proportion of igneous and metamorphic cobbles than the other units. The upper gravel consists of interbedded pebbly sand and silty, or clayey sands with prominent cross bedding. Most of the pebbles are well rounded and consist mostly of white vein quartz and quartzite. The upper unit is moderately well compacted. Exposures in the walls of the old hydraulic mine pits stand at 45° and 50° angles. The gold content of the unit is well below an economic cutoff. The middle gravel - included with the upper unit by Yeend (1974) - is coarser grained, with carbonized wood, and 75 to 100 mm (3 to 4 in.) cobbles of metased-imentary and metavolcanic rocks in a sandy matrix containing abundant lithic fragments. The upper contact appears to be conformable, but the lower portion of the unit appears in places to consist of reworked lower gravels. The unit contains less clay than the upper unit and is somewhat more friable than the underlying lower gravels. The gold content, while somewhat higher than the upper level, is too low to be of ore grade. The lower gravel averages between 30 to 45 m (100 to 150 ft)

On November 15, 1990, President Bush signed the Clean Air Act Amendments of 1990. The new legislation is sweeping in its demands for cuts in smog, acid deposition, toxic air pollutants and ozone-depleting chemicals. The Amendments will siqnificantly alter air quality permitting and compliance and are estimted to cost billions of dollars to implement. This article provides an overview and summary of each of the eleven titles of the Amendments. It also addresses how the Amendments will be implemented.

High performance sprayed concrete equipment installed on two 9.4 m diameter hard rock TBMs enabled a continuous sprayed concrete lining for the entire contour in both tunnels to be performed concurrently with the advancing TBMs. Innovative layout of the sprayed concrete arrangements comprised ring beam constructions each with two independent spraying robots. Each of the spraying robots were independently connected to sprayed concrete pumps, as well as a high capacity concrete logistics system on the backup. The mix designs focused on long open-time, excellent pumpability and tough requirements on strength development. The achieved output capacities of the sprayed concrete amounts to an average of 15 m3 per hour. Peak capacities of 24 m3 per hour have been realized.

The dissolution behavior of silver in ammoniacal solutions with cupric ammine as an oxidant has been investigated using a rotating disc electrode. The rates of dissolution of silver were determined by an electrochemical means as well as a direct measurement of silver ions reported in the bulk solution as a function of time. The variables investigated included stirring speed, temperature, concentration of lixiviants, and pH of the solutions. The rate of dissolution under the conditions studied' was found to be controlled by an electrochemical reaction at the liquid/ solid interface with an apparent activation energy of 48.07 kJ /mole. The rate was found to be a half order with respect to the, concentration of cupric tetra-ammine, Cu(NH3)l+.; The results were explained in terms of a mixed' potential theory.

Introduction On June 20, 1986, the Occupational Safety and Health Administration (OSHA) published revised asbestos exposure standards for general industry and construction. The standards reflect OSHA's attempt to adequately control workplace exposures to minerals it considers carcinogenic - minerals capable of causing or contributing to cancer. These standards specifically identify asbestos as: chrysotile, an asbestiform serpentine mineral; and the amphibole minerals amosite, crocidolite, tremolite asbestos, actinolite asbestos, and anthophyllite asbestos. Each of these has a more common nonasbestos mineral analog that exists in nature in a crystalline, blocky shape rather than the hair-like or fibrous shape of asbestos. The mineralogical names for three of these nonasbestos minerals are unique: antigorite for chrysotile, cummingtonite-grunerite for amosite, and riebeckite for crocidolite. The other three nonasbestos analogs do not have unique mineralogical names. They are simply designated as actinolite, tremolite, and anthophyllite without the word asbestos following their names. The 1986 OSHA standards not only cover exposure to the six asbestos minerals, they also cover specifically the nonasbestos forms of actinolite, tremolite, and anthophyllite (AT&A). The new standards regulate these minerals exactly like asbestos (OSHA, 1986). The construction aggregate industry views this as a major problem because these nonasbestos minerals are common amphibole rock-forming minerals in the earth's crust. They exist in small quantities over large areas of the United States (Kuryvial et al., 1974). These minerals, unlike asbestos, are not mined for a specific commercial purpose. They are unavoidable components in much of the aggregate used for construction throughout the US. They are also common in the gangue material of metallic ores. There are areas of the US where amphibole-bearing bed¬rock is common. Not every rock mass in these areas contain amphiboles, however. It does mean, though, that amphiboles are physically compatible with many of the rocks in those areas. And given the correct geochemical conditions, they will be present primarily in the nonasbestiform variety. In addition, these amphiboles will probably exist in the natural drainage system, sand and gravel deposits, stream sediments, lake shores, valley basins, or ordinary beach sand within these areas. There has been little quantification of nonasbestiform AT&A in dusts and soils in the US. This is not surprising since these nonasbestiform minerals are not commercially valuable. However, an example of the pervasive nature of these minerals can be found in a 1981 Geological Society of America publication where about 0.7% tremolite-actinolite was found in the desert dust in and around Tempe, AZ (Pewe, 1981). Since OSHA standards treat these common nonasbestos minerals as carcinogens in the same way as asbestos, large natural areas in the US are implicitly being labeled as hazardous by OSHA. When a substance is identified as a carcinogen, another OSHA standard comes into play, the Hazard Communication standard. There are also right-to-know laws in 9 states that essentially duplicate this federal standard. These standards require that a product containing 0.1% or more of an OSHA-designated carcinogen be labeled as such (OSHA, 1983). This means that much of the stone and sand gravel products occurring naturally and mined in the US could be labeled a carcinogen when, in fact, they are not. The National Stone Association (NSA) and the domestic construction and mining industries believe that OSHA has seriously erred. The NSA has studied the health, mineralogical, technical, economic, and legal basis for OSHA's action. These studies concluded that there is no justification for the agency regulating nonasbestos minerals as if they were asbestos. Health issues The preamble to OSHA's 1986 asbestos standard states that evidence for asbestos-like health effects from exposure to nonasbestiform varieties of AT&A is inconclusive (OSHA, 1986). The fact is, not only are the data inconclusive, they are nonexistent. During 1986-1987, NSA's occupational health and epidemiology consultant, Environmental Health Associates (EHA), reviewed all available health studies related to AT&A. EHA found evidence that malignancies in both experimental animals and humans are associated with the asbestos forms of these minerals. No experimental or epidemiological evidence was found that indicated such pathogenic effects occur from exposure to nonasbestiform varieties of these minerals. There are relatively few scientific studies of the health effects of exposure to nonasbestiform varieties of AT&A. The Mojave Desert province is comprised of a diverse group of mountains that range in elevation from about 2,000' (600 m) to 3,000' (900 m), separated by tracts of alluvial cover. The province is bounded on the southwest by the San Andreas fault, on the north by the Garlock fault, on the east by the Death Valley- Granite Mountains fault. Rocks preserved in the Mojave Desert Province collectively record a rich assemblage of Precambrian crystalline basement' ranging in age from ca. 1.8 to 1.35 Ga, upper Precambrian and Paleozoic Cordilleran miogeoclinal sediments and platform rocks, Mesozoic backarc and interarc shallow marine and continental sequences, locally emplaced Permian- Triassic syenitic plutons, extruded hypabyssal volcanic rocks of the ?Jurassic "Sidewinder Volcanic Series," and regionally intruded late Mesozoic granitoid batholithic rocks (Dokka et al., 1988). The Mojave block apparently was a high-standing element for much of the early Tertiary, with strata of Late Cretaceous or early Tertiary age preserved only on its margins. Beginning about in the late Oligocene an intense episode of regional north-south extension was developed in a roughly east- west trending belt that traversed the central part of the province. This extensional belt has been termed the Mojave Extensional Belt. The extensional regime lasted from about 22-17 Ma, and is generally divided into two phases. The first, from about 22-20 Ma records intense extension via the activity of crustal-scale, simple shear, low- angle normal faults, high-angle normal faults, and extensional fracturing, along with intrusion of intermediate to silicic volcanic rocks, including episodes of explosive volcanic activity. The Peach Springs Tuff, a major regional marker unit that extends across the Mojave from Arizona to about Barstow, forms an effective stratigraphic lid on the extensional interval, (i.e., is not rotated) and is dated isotopically at about 18.5 Ma. The extensional episode was followed by an interval of high- angle normal faulting and dike emplacement from about 19 to 17 Ma, and was accompanied by at least local uplift and volcanism. Most volcaniclastic and epiclastic sedimentary units of the central Mojave block post-date the interval of extension and normal faulting, and occur as a complex of marginal alluvial and more interior lacustrine facies that formed as recently as late Miocene (ca 13 Ma). Local sequences (e.g., Lava Mountains) record deposition up to about 8 Ma, but there appears to be a regional "gap" from then until at least local successions record Pleistocene deposition. Magnetic and isotopic age studies indicate a complex history of crustal rotations, distributed across a number of discrete domains, during the past 10 Ma. Some of the youngest volcanic and geomorphic features apparently developed at "holes" formed at the edges of rotated blocks.

Sotiel mine is situated in the Iberian Pyrite Belt in southern Spain, some 40 km north of the port of Huelva. Although mining operations at the site date back to Roman times, the present mine came into production in 1983 and 5.6 million tonnes of ore had been extracted by 1993. The orebody is volcano-sedimentary and consists of fine grained copper, lead and zinc minerals in massive pyrite surrounded by slates and volcanics. Prior laboratory research had resulted in the synthesis of a new collector, belonging to the MercaptoBenzoOxazole (MBO) class that acts selectively towards Cu and Zn minerals after activation with CuS04. The MethylMercaptoBenzoOxazole (MMBO) version of this collector had been used for the laboratory flotation of Cu minerals and sphalerite activated by CuS04. This resulted in identification of the optimal physicochemical conditions for laboratory-cell flotation of the two minerals from samples of complex sulphide ores, and subsequently the reagent has been tested in the Sotiel plant (Spain). The plant has three flotation sections. With conventional re-agents, the first section yields a Cu concentrate grading 21% with a total recovery of 29%, and the second one yields a 40% Pb concentrate with total recovery of 34% and a 47% Zn concentrate with total recovery of 78%. Application of the new synthetic reagent in the copper and zinc circuits produces a more selective process with a decrease in re- agent concentration grade and recovery are increased by 2 and 9 points respectively in the case of Cu and by 1 and 3 points where Zn is concerned. Moreover, the penalty elements in the Cu concentrate are halved.

The Cross City Tunnel comprises 2km of a new underground traffic route in Sydney, Australia. The route is very complex, involving some six separate tunnels and three underground Y-junctions. For almost 200m the six tunnels run parallel at different level sunder William Street, Sydney. Almost all of the route runs adjacent to the City Business District of Sydney and adjacent to or below many major buildings and services. The planning and design of this project is described. The geometric arrangement is achieved with a strong dependence on 3D road design packages. Road alignment constraints include land acquisition and proximity to existing tunnels and basements as well as maintaining separation from the other tunnels in the scheme. Geotechnical and hydrogeological studies are described. Findings discussed include the high horizontal stress field in the Sydney area and investigation of incised palaeochannels on the route. Methods of design for the tunnels and Y-junctions are described, as well as methods of settlement prediction for the buildings and services. The latter includes the settlement assessment for more than 200 buildings, many in excess of 20 storeys, as well as services including all of the city railway lines in Sydney.

After a century of variable government-supplied housing on their cold, windswept lands, and facing extremely limited natural resources and no timber, the Standing Rock Sioux Tribe has launched a study into alternative housing approaches for their people. Considering that they have little more than the soil and limited river aggregates under their feet, the Tribe has elected to consider adobe and earthen-wall construction. Earthen construction is no stranger to the Sioux lands. Smaller tribes, including the Mandan, Arikira, and Hidatsa, lived here among the Sioux in earthlodges for centuries. Such earthlodge structures were not unlike the Southwestern jacal style-a framework of upright branches and branches covered with mud-employed by the Anasazi about A.D. 700-900. Indeed, the Sioux people themselves evolved from earlier earthlodge dwellers. Indigenous peoples in New Mexico, Arizona, and neighboring Mexico have used earthen-wall housing for many centuries, reinforcing Sioux observations that this is today an earth-friendly, cost-effective, and practical approach. The Cheyenne River and Pine Ridge Sioux Reservations also recently have conducted studies on earthen- wall construction. This paper describes the search for and evaluation of potential raw-material resources for earthen-wall/adobe construction on the Standing Rock Reservation in North and South Dakota. Significant resources of clay/silt materials (8 million tons in the Striped Cloud clay bed) suitable as adobe binders and sand-and-gravel aggregate (2.5 million tons) that could support earthen/adobe construction have been identified throughout the Fort Yates Flat area on the Reservation. Also addressed is how adobe and rammed-earth construction could add to the diversity of reservation construction and address future Tribal housing and other building needs.

Despite the apparently unflattering term filler, this group of industrial materials has become an essential component of many industrial products with varying degrees of sophistication. Mineral fillers are, by definition, inert materials included in a composition for some useful purpose. Included in this broad category are asbestos, barite, bentonite, natural calcium carbonates (limestone), clays, diatomite, feldspar, micas, silica, talc, and other industrial minerals. Also included in this category are synthetic mineral- derived materials such as aluminum hydrate, precipitated calcium carbonate, and pyrogenic and precipitated silicas and silicates. Mineral fillers are included in compounds to accomplish a variety of final results. Inclusion of fillers modifies physical characteristics such as hardness, brittleness, impact strength, compressive strength, surface texture, fire resistance, softening point, and electrical conductivity. Depending upon the performance characteristics of the particular filler used and the quantity of the usage (i.e., percentage added), these materials can enhance the physical and optical properties, price-performance, and appearance of the finished products. These enhancements in properties of the finished compounds are the result of properties of the fillers including chemical activity, purity, hardness, particle size, particle shape, particle size distribution, surface structure, color, density, and refractive index. This chapter will review the general usage of fillers, the rationale for their use, trends, and economic factors influencing those trends. Major using industries will be examined in detail with extensive discussion of major fillers used in those industries. The reader is referred to the appropriate commodity chapter for specific information on deposits and processing for industrial minerals. All of these same filler materials have additional significant uses based on their chemical composition or other characteristics. Cross-references for these will be found in other use chapters and summarized in commodity chapters. The chart in Table 1, updated from the 5th edition of Industrial Minerals and Rocks, illustrates the major mineral fillers (both natural and synthetic) and their more important end uses.

In view of this ample choice, what are the reasons for many plant failures attributed to the raw material? How can we arrive at a proper choice of the raw material, the proper processing method for the chosen material, predict its behaviour in a plant and the properties of the final product? Determine the uniformity of the raw material and possible harmful impurities? One basic choice is sintered versus kiln-fired aggregate. The underground portion (about 10 km) of Tokyo Wan Aqua-Line consists of eight shield tunnels connected with Kawasaki Man-Made Island in between, at four underground locations. The connection work had to fulfill strict precision and safety requirements in the ground about 60 m below soft seabed, but was completed successfully in May 1997. This report describes the connection work in detail, featuring the method of investigating shield machines’ relative positions, ground freezing method and connection mechanism and procedures. It also mentions the present state of Tokyo Wan Aqua-Line that was put in service on December 18, 1997.

Hard-rock phosphate was formerly the chief source of all phosphate in Florida. Its mining began as early as 1883 or 1884, reached a peak level in 1907 and ceased in 1966. Production began and ended in the Dunnellon area (Marion County). Nearly all the hard-rock was exported because its P205 value per unit weight is generally more concentrated than that of other phosphate rock. Maximum production, achieved in 1907, was greater than 600,000 tons; the total value for that year was more than $4,000,000. The Florida hard-rock phosphate, considered to be of middle Miocene to early Pliocene age, has an intermittent narrow, linear northwest-southeast trend. The Ocala uplift controls the phosphate distribution for more than 200 miles. Other known, isolated hard-rock areas appear to be related to minor folds on the Ocala uplift. The hard-rock phosphate deposits are a heterogeneous mass of sedimentary fluorapatite, chert and quartz with textures ranging in size from clay to boulder, and in thickness from 0 to 40 feet. Phosphate compounds, principally fertilizers, have been in oversupply since before 1968, but by the middle 1970's some experts forecast a supply-demand balance. A brighter future for exploitation of Florida hard-rock phosphate depends upon one or more of these factors: 1) depletion of present premium grades (74 percent BPL and above) of land-pebble; 2) cheaper electric power from nuclear generators for profitable electric furnace operation; 3) supply and price of sulfur; 4) manageable rail-water transportation costs; 5) development of less costly mining and separation methods; and 6) minimum competition from high-grade foreign phosphate.

Rehabilitation work at the Cameron Run Tunnels entailed the restoration of seven heavily deformed, approximately 69 m long, steel liner plate supported culverts through a CSX Railroad embankment near Alexandria, Virginia. A custom fabricated expander, equipped with four 200-ton hydraulic jacks on two expansion arms was used to push back the liner plates encroaching into the proposed tunnel profile and install the steel set support. In a second phase the tunnels were then lined with 16 cm of fiber reinforced shotcrete. Geotechnical instruments both in the tunnels and on the railroad embankment were used to monitor the effects of the rehabilitation work on the two CSX Railroad tracks above the tunnels. Freight and passenger trains were required to run uninterrupted and at maximum speeds throughout construction.

The strength of anchorage of various types of roof bolts in permafrost depends on the types of rock in which they are installed. Variation in the mine thermal regime results in weakening of the roof and walls, and at times total loss of ice cement bonds takes place in the surrounding rockmass. In mines with positive ventilation air temperature, the wedge or expansion types of bolts may become weakened due to the transfer of heat into the anchorage through the metal rod and subsequent thawing of rocks. Effective operation and evaluation of roof bolt systems for mine workings in permafrost require predictions of the dynamics of wall thawing by warm ventilation air.
