A geotechnical monitoring program has been implemented at Energy West Mining Company for enhancing site-specific evaluation of longwall stress conditions. This program consists of underground measurements at five locations in two neighboring mining districts located in the Hiawatha and Blind Canyon Coal Seams under moderate to deep cover. Within the last five years, additional measurements, including data on recorded seismic events and face conditions, have been incorporated into the data collection program together with detailed geologic mapping of longwall gateroads. In conjunction with the measurement program, the authors have completed detailed boundary-element stress analyses of the mine plans. Models have been calibrated using the data from in-mine instrumentations and then routinely used for evaluation of mine plans at depths approaching 2,600-ft. The work has improved our understanding of load transfer, seismicity and yield pillar performance. It has identified areas of potential increased stress levels at certain longwall face positions and provided guidance to measures that could be considered to mitigate the potential for these increased stress levels.

INTRODUCTION In 1960, coal accounted for 49% of the world energy consumption, an amount that was reduced to 29% in 1973 because of the availability of cheap oil. At that time, it seemed that oil would remain available for a long time in unlimited quantities. However, this situation changed drastically in 1973/74 when a series of closely spaced price increases from $3 per to $12 per bbl by mid-1974 hit both industrialized and developing countries. Another sharp price increase in 1979/80 to the $34 to $38 per bbl level also hit the world economy hard and, at the same time, set in motion powerful technology development forces for increased coal utilization. At this point, the price of coal was approximately $1.50 per MM Btu, while that of oil approached $6.00 per MM Btu. This huge price differential offered an incentive for developing new coal technologies including liquefaction, gasification, fluidized bed combustion, coal-water mixture (CWM), etc. The CWM technology was of particular interest to the utility industry, which consumes more than 80% of the coal mined in the US for power generation. In this technology, a powdered coal is mixed with water to produce a stable slurry that can be stored for an extended period of time without settling and is readily pumpable. Various reagents in the amount of approximately 1% by weight of the coal are added to inhibit sedimentation during storage and to reduce the viscosity for atomization in burners. The coal loading is in the range of 50 to 80% solids, depending on the particle size and its distribution. With very fine particles, it is difficult to increase the coal loading above 50%, and a binomial distribution helps increase the coal loading. The presence of water consumes a relatively small amount of the heating value of the coal during combustion; for a coal-water slurry containing 30% water, less than 5% of the calorific value of coal is usually consumed due to evaporation. The major advantage of burning coal as a slurry is that many of the oil-burning furnaces can be converted to coal-burning with a minimum retrofit cost. Considering the substantial price margin between coal and oil, the pay- back period for retrofit costs can be relatively short. Nevertheless, the retrofit cost can be further reduced if low-ash coals are used as feedstocks for CWM; there will be savings in the capital cost of installing bag filters or electrostatic precipitators that are designed to remove the ash from the combustion gases. Furthermore, the use of low-ash coals can minimize derating of boilers because the velocity of the combustion gases can be maximized without creating erosion

Selection of a plant site is becoming increasingly more difficult and important, mainly due to advances in technology, antipollution laws and changing economic, social and community conditions. Discussion falls naturally under three headings: economic considerations, terrain considerations and environmental considerations. Aside from acquisition of surface rights, problems having to do with terrain, or topography, usually can be dealt with by management alone. Economic considerations largely involve decision-making by management plus negotiations with government regulatory agencies acting under set rules. Environmental considerations, such as air and water pollution, townsites, housing, schools, noise abatement, appearance, surface rehabilitation and the like usually are under the control of federal, state or municipal bodies with a large degree of decision-making. Successful solution of environmental problems often requires lengthy negotiations, during which public relations by the mining company play an important part. Existing union regulations or customs may confine decision- making and the establishment of wage rates, working conditions and regulations. These usually require considerable planning and negotiation. Initial production often is delayed by formal negotiations involving environmental considerations. Surface facilities usually can be divided into two broad categories: those for concentrating ores--such as gold, silver, base metals, low-grade iron ore and potash-which should be close to the mine to reduce ore-transportation costs to a minimum, and those where the ore is shipped elsewhere for treatment, such as direct-shipping iron ores, complex high-value ores requiring specialized treatment and ores from which special products are derived for local markets. The long-term aspects of plant-site selection too often are given no or insufficient consideration because of immediate financial limitations. As a result, additional capital expenditures may be required later for relocation of townsites, roads, railroads and plants to provide additional room for extension of open-pit operations, tailings disposal, storage, or danger to foundations through underground subsidence or open-pit mining. In the past, hillside sites for concentrating plants were preferred to take advantage of gravity-feed methods The modern trend, however, is to place as much equipment as possible on approximately the same level. Some costs relating to plant sites are included in this section. They are ranges as of the year 1970, and are offered only as general guides. Such costs will vary widely with geographical location and, of course, are subject to escalation due to increases in wage rates and cost of materials. Items in the bibliography contain more detailed and comprehensive data on specific subjects. Most contain bibliographies of their own.

Results obtained from conditional simulations and multiple indicator kriging were compared in the assessment of two different mining methods proposed for the extraction of the down-dip extension of a nickel-sulfide ore body located in the Thompson mining camp, Canada. An enhanced turning band simulation algorithm, supplemented with an unfolding technique, was used. A floating stope optimization process was used to effectively compare tonnage and grade figures. A calibration exercise was also conducted in the upper portion of the ore body. This study demonstrates that conditional simulations provide better spatial models for conceptual mine design and capital budgeting decisions.

Salt domes, their cap rocks, and the adjacent sedimentary strata represent a major economic resource in the Gulf of Mexico basin. Gulf Coast salt diapirs formed in response to sediment loading of the "mother" Louann evaporite sequence of middle Jurassic age, an effect that is caused by the buoyant nature of the lower density salt. Halokinesis progresses from nonpenetrative deformation that creates broad "pillow" structures into discrete high-amplitude diapirs. Because of its buoyancy, the top of the salt diapir remains near the land surface or the seafloor during much of its history as the basin floor subsides. The salt within the Gulf Coast diapirs is deformed complexly and commonly shows subvertical banding that represents modified sedimentary layers with different contents of nonhalite components. The most abundant impurity is anhydrite, which occurs as individual millimeter-scale crystals or as deformed clasts that generally form about 5% of most salt stocks. Many mature salt diapirs are mantled by a "cap rock" that consists of a lower anhydrite zone and an upper calcite zone, commonly separated by a discontinuous gypsum-bearing zone. The anhydrite zone forms as accreted layers of anhydrite grains and clasts that are left after episodes of halite dissolution. The calcite zone is a product related to petroleum destruction accompanying bacterial reduction of aqueous sulfate. Calcite-cemented siliciclastic strata occur above or alongside diapirs. The mineral resources of the salt-dome setting are remarkably diverse. Major economic products of the salt-dome environment are salt and cap-rock-hosted native-sulfur deposits, as well as petroleum resources that occur on the dome flanks and in the cap rock. Native sulfur forms as a result of bacterial sulfate reduction accompanying petroleum destruction to form hydrogen sulfide, which is subsequently oxidized to elemental sulfur, major amounts of which have been produced by the Frasch process from Gulf Coast salt-dome cap rocks. Some cap rocks have produced limestone, gypsum, and anhydrite for a variety of construction uses. Although traditional industrial-mineral resource production from Gulf Coast salt domes is shrinking, some cap rocks host potentially commercial concentrations of celestite and barite, as well as the metals Zn, Pb, and Ag. Furthermore, caverns, excavated within the salt stocks, serve as major storage facilities for crude oil (including the Strategic Petroleum Reserve), liquefied petroleum gas, and natural gas. These resources are products of fundamental geologic processes that are integral to the evolution of the Gulf of Mexico basin. Whereas production of some industrial-mineral resources, such as elemental sulfur, has declined in recent years, ample reserves of salt will allow production to continue into the foreseeable future. Further, there is potential for other mineral-resource production from cap rocks under favorable economic circumstances. Expanded use of caverns, excavated in the salt masses for material storage and disposal, is likely to continue into the next century.

Dams are constructed to retard the flow of water or debris; therefore natural forces are constantly at work to remove such obstructions. To circumvent nature and avoid expensive trouble with a dam requires thoughtful far-sighted planning, careful construction control and vigilant periodic inspections to detect and repair deterioration at its inception. Although the factuality of the foregoing statements is apparent, all too many have failed to consider them in the past as will many in the future. "The economic, but safe construction of dams calls for the highest order of technical knowledge, practical experience and sound judgment." (1)

Lime, the versatile chemical is, generally speaking, a calcined or burned form of limestone commonly known as quicklime, calcium oxide or, when water is added, calcium hydroxide or slaked lime. Almost 40 different lime products are available, a fact which has contributed to the rather loose use of the term lime as well as to confusion and misunderstanding. The term is frequently, albeit erroneously, used to denote almost any kind of calcareous material or finely ground form of limestone or dolomite. Lime is made from high calcium or high magnesium limestone, generally having a minimum of 97% combined carbonate content. Normally, high calcium lime has less than 5% MgO. When the lime is produced from a high magnesium limestone, the product is referred to as dolomitic lime. Calcination/Hydration Calcination, or the production of lime, has its origins in the earliest days of alchemy, with the general reaction class having been identified in an Arabic text printed in 1000 AD. It was much later, however, in the mid-1700s to the mid-1800s before this basic reaction became understood from scientific perspective. The pro- duction of lime has been so basic and simple that its underlying scientific principles have over the years received only intermittent investigation. Rather, much of the thought and inquiry has been directed toward the development of kilns. Thus, it has only been in the last 25 to 30 years that lime has received any concentrated scientific investigation relative to the thermodynamics and kinetics of the calcination and hydration reactions. Particular emphasis has been focused upon energy consumption and fuel efficiency. Calcination refers to a broad class of reactions, of which the limeflimestone reaction is just one, wherein a substance is heated to less than its melting point, resulting is a weight gain or weight loss. In the calcination of limestone to produce lime, the basic chemical reaction is as follows: [ ] While there is nearly universal agreement bout the equilibrium conditions related to the limestone/lime reaction above, there have been numerous and varied calcination models developed for the reaction. Recent investigations have resulted in the development of the model shown in [Fig. 1]. From this model it can be seen that calcination is a function of both temperature and CO, pressure. It does not, however, provide any indication of the rate at which the reaction takes place. Calcination is strongly time variant with different limestones. In a very broad sense this relates to the fact that the calcination reaction starts on the exterior surface of the limestone and then proceeds toward the center. As the calcination reaction takes place, the CO2 released at the interface must make its way through the lime to the exterior surface. Since calcination is limited by gas diffusion to the surface of the partially calcined limestone, the natural impurities in the stone, differences in crystallinity, grain boundary chemistry, density variations, and imperfections in the atomic lattice all play a significant role in calcination rate. Therefore, the suitability of a given limestone as a source material for lime production can be determined only after completion of adequate burn tests designed to evaluate the various limiting factors. When a coal-fired kiln system is considered, the entire process of calcination is made even more complex by the introduction of additional chemical constituents into the calcination environment. The reader is referred to the references for a more detailed description of the complete calcination reaction and the differences inherent between differing kiln systems. In the foregoing discussion it was noted that CO2 is released during the reaction. This release results in a 44% weight loss during the complete calcination of a high calcium limestone, or a 48% weight loss for a highly dolomitic limestone. The trade term for this weight percent loss is loss on ignition, or LOI. This weight loss is frequently used as a measure of the completeness of calcination. Because the calcination reaction is chemically reversible, quicklime or burned lime is frequently referred to a being highly reactive, or unstable. The more stable form of lime, hydrated lime, is commonly preferred and generally specified by the user. Hydrated lime is obtained by adding water to quicklime to produce a dry, fine powder. Quicklime's affinity for moisture is then satisfied, although it still retains a strong affinity for CO2.

In each chapter an attempt has been made to provide the reader with information on the common commercial mineral or minerals involved with the commodity, some of the uses. the processes used to recover and concentrate the minerals, as well as geographical areas where these process are utilized.

Over 80% of roof falls in Illinois coal mines occur at intersections. Regular intersection geometries with sharp corners have been typically analyzed in literature. This study has analyzed stress distribution around typical field 4-way intersection geometry and compared it with similar data for regular four-way intersection geometry. These analyses were performed using 3-D numerical analyses for a typical lithology associated with No 6 coal seam in southern Illinois. Linear elastic and non-linear analyses, using Hoek-Brown failure criteria for different lithological units, were performed. The 3-D models incorporated bedding planes and pre-mining horizontal stresses. Effect of diagonal widths of the intersection and pre-mining horizontal stresses were examined due to their influence on stability. In addition to stress distribution, contours of safety factors, and displacement analyses were performed to assess stability of intersections.

After a decade of high copper prices, major mining companies are renewing their interest in purchasing operating properties and/or developing ore bodies. An existing operation carries with it a history that can present unique opportunities, while a greenfield operation allows for the establishment of a defined culture. Capital investments are distinctly different. A comparison of BHP Copper's Robinson operation, a greenfield property, and BHP Copper's Tintaya operation, a government owned Peruvian property, will provide insights into mining, concentrating and cultural differences between North and South America operations. The Broken Hill Proprietary Co. Ltd. (BHP) is Australia's second-largest company. Fiscal year 1996 sales were US$16 billion, profits were more than US$1 billion and total market capitalization was about US25 billion. In 1885, BHP began mining silver, lead and zinc at Broken Hill, New South Wales, Australia. Throughout its 112-year history, BHP achieved an impressive record of performance and expansion. To accommodate the new Pier A expansion at BWI airport, a 1.8 m (6.0 ft)diameter stormwater pipe was constructed below active Runway 15R-33L. The jacked tunnel alignment runs east/west below the runway, and the depth the crown was 6.1 m(20 ft). Soil conditions consisted of very loose to medium sand and gravel, with some medium stiff clay and silt. Super Jet Grouting was selected as the ground treatment system, creating large diameter columns. All work was performed from the surface of the runway between the hours of 12 am and 6 am. Monitoring points along the tunnel in the grout zone indicated zero settlement during tunneling. Tunneling operations in front of and beyond the treatment zone experienced significant settlement. Super Jet Grouting in the treatment zone provided a low permeability continuous stable soilcrete that was readily mined while the runway remained in service.

Apollo Gold’s Black Fox project is located 10 km (6.2 miles) east of Matheson, Ontario, Canada, on Hwy 101 East It is located within the prolific Destor Porcupine Fault Zone, which is also the host for the Dome and Hollmger mines to the west and the Holt and Holloway mines to the east. The local host rocks are intensely deformed and carbonized ultramafic volcanics, pillow basalts, syenitic felsic intrusives and argillaceous sediments. Gold occurs with pyrite and as spectacular specimens in native form. Past production accounted for a total of 195,337 oz (6,075,606 g) of gold. Apollo Gold Exploration, Inc. is conducting an intense drilling program aimed at expanding the reserve base.

The idea of automatic or remote control of the mine ventilation process generally, and methane concentration particularly, attracts the attention of mining engineers more and more. The advantages of introducing mine ventilation control systems are breaking traditional reluctance. The change of attitude is not only because of the requirements of modern exploitation technology, but it is also due to the recent progress in development and successful introduction of reliable monitoring systems and actuators in the form of controlled ventilators and doors [1]; [2], [3], [4], [5], [6]. Many 'years of theoretical and experimental studies of the dynamics of mine ventilation processes created the needed base for a proper design of an automatic control system [7],[8],[9], [10]. From these studies must, however, be drawn a fundamental conclusion, which may be regarded as the motto of this paper: An automatic control system for mine ventilation ill-conditioned or improperly designed is capable of creating hazard situations in response to random disturbances, much more, severe in consequence than a traditional ventilation system without any automatic or remote control! This statement is easy to prove if the dynamic properties of the ventilation process are taken into consideration. The ventilation process, as a matter of fact, is described by non-linear equations, and it must be expected that the process has more than one state of equilibrium. In other words, in the ventilation process may exist not only one but also more than one steady-states of flow, of which some are stable and others unstable. In certain circumstances, there may be no steady-state at all, and the process will oscillate [8], [11] , [12] . The state of flow in a network tends towards a steady-state and the actual steady-state established will depend on the initial conditions or disturbances in flow (fire,. etc.), which steady-state from the total number that will be . We frequently observe jumps from one steady-state to another. Disturbances in flow conditions which may cause such transitions are events of random character, occurring very rarely. Concluding, it must be stressed that there has to be a control system adjusted to the ventilation process in order to avoid situations mentioned above. There is only one alternative available and suitable for examination or study of the dynamics of a given mine ventilation problem: either by continuous monitoring of the real process, or numerical simulation of the process using a mathematical model. The advantages of the second method are obvious. This method allows consideration of every possible case very quickly and cheaply in relation to the first method. The aim of the paper is to show again that the simulation of the mine ventilation process and particularly a methane concentration process, separately or combined together with a control system, are real possibilities. A simulation method requires precise specification of the problem under consideration. For example, if we intend to examine a methane-concentration control system, the following items have to be specified: - expected target function of the control system. - structure of the control system. - mathematical model of control system, including sensor system, data preparation system, controllers, decision routine, regulators, etc. - structure of mine ventilation network. - mathematical model of ventilation process, including air flow and methane concentration processes. - pattern of disturbances which may occur in the controlled process as well as initial conditions on a 'start-up' of the system. Using typical computer programs for numerical solution of equations in the mathematical model of the problem involved, we are able, within the adequacy of the model, to simulate every case specified by the disturbances and initial conditions. As a result of simulation, it is expected that the following parameters could be defined: - transient flow in the network. - transient state of methane concentration in working areas. - stability of flow and methane concent¬ration. - stability of the control system. - range of control. - efficiency of control, etc. It is obvious that simulation methods readily allow for modifications to existing systems such that desired results will be obtained. The Gross Rosebel gold deposits are located in theGuiana Shield of northcentral Suriname in South America. The property lies 80 km (50 miles) south of the capital city of Paramaribo. Gross Rosebel covers 170 km2 (65 sq miles) in an area of small hills covered primarily with secondary tropical rain forest, separated by discontinuous savannah (Fig. 1). The concession is accessible from Paramaribo by a 120-km (75-mile) paved and all-weather gravel road. Surficial gold was discovered in 1880 by local artisanal miners. This was followed by small-scale mechanized mining from 1885 to 1939. Placer Development carried out the first systematic exploration program from 1974 to 1977. In May 1992, Golden Star Resources optioned the property. Initial shallow reconnaissance diamond drilling of the extensive surface geochemical anomalies intersected sporadic gold mineralization with no apparent continuity between drill sections. Successive deep augering, trenching and systematic grid drilling, based on information from surface mapping, allowed the development of a preliminary geological model. Further drilling of specific structural-lithologic targets and more complete synthesis of geological data from the trenching and deep auger sampling added to the geological model and defined the multiple controls of gold mineralization. Carefully planned infill drilling on a tighter grid spacing resulted in progressive definition of reserves within six discrete gold deposits. Reserves based on $11.25/g ($350/oz) gold now stand at 35.5 Mt (39.1 million st) of 1.8 g/t (0.053 oz/st) gold, or 62.2 t (2 million oz) of gold.

Results of an electrochemical study using carbon paste electrodes of pyrite and pyrrhotite samples suggest that the mineralogical impurities associated with these minerals are the determinant factor on their reactivity under alteration systems. These results were supported by mineralogical and leachate chemistry data from leach cell tests run on these samples. Pyrite reactivity decreases in the presence of associated impurities due to a galvanic effect whereas pyrrhotite reactivity appears to be controlled by the formation of a passivating layer, which overcome impurities effect. Electrochemical responses of sulfide-bearing samples provided valuable information on the prediction of ARD generation.

Flotation was introduced in phosphate rock processing in the late twenties and since then it has been an important part of the concentration process. More than two thirds of the rock produced in Florida is upgraded by the flotation process. Since no crushing or milling steps are involved in the material preparation, the flotation plant feed is coarser than in most other mineral flotation systems. During hydraulic processing of the rock, particles in the size range of -14, +150 mesh constitute the flotation feed. This size fraction is further classified by hydraulic sizers, stationary screens and vibrating screens into a coarse (-14, +35 mesh) and a fine (-35, +150 mesh) flotation feed. The flotation techniques for concentrating the fine feed as practiced by the Florida Phosphate producers have been standardized over the years, however, methods for upgrading the coarse feed differ from plant to plant. Permanent ventilation controls such as stoppings, overcasts, and undercasts for use in coal mines are required to meet MSHA’s safety standards for fire endurance and flexural strength. Due to technological advances in materials and their design for use as ventilation controls, an engineering program was established to evaluate newer or “nontraditional” ventilation controls. The program is intended to assist manufacturers, enforcement personnel and mine operators in determining if “nontraditional” ventilation controls, for example plastic membrane construction and lightweight block, meet the prescribed safety standards. The program is presented with a description of required tests and examples of products evaluated.

INTRODUCTION The Scope of the Chapter This chapter discusses environmental regulation and closely-related public policies associated with mineral development in the United States. This chapter outlines the nature, extent, and amelioration of secondary effects of mineral development. It sketches the policy foundations of regulation; discusses the implementation of environmental law; describes land use conflicts and land management regimes; and surveys the costs and benefits of environmental regulation. Since regulations are subject to frequent change, the chapter emphasizes basic factual and conceptual material, rather than specific regulations. The goal is to familiarize the reader with the general nature of environmental impacts and mitigation which arise in the minerals industry, and with the issues surrounding the regulation debate. The chapter is organized as a series of sub- chapters. The first of these is a discussion of the conceptual foundations of regulatory policy. The second section summarizes the principal federal environmental statutes, and the implementation of such regulation. Following that, the third section summarizes the current state of knowledge regarding the types of environmental impacts associated with mineral development. This discussion, organized in a format similar to that used in environmental impact statements, can be thought of as a guide to reading and understanding such statements. Next, the fourth section surveys studies of the costs and benefits of environmental regulation. 'These empirical studies are evaluated in terms of the framework developed in the first section of the chapter. In the fifth section, the discussion turns to federal, state, and local approaches to land use control and siting, and the economic analysis of such conflicts. Included are discussions of the two principal forms of public lands mineral entry, the 1872 location patent system and the 1920 leasing approach. CONCEPTUAL FOUNDATIONS OF REGULATORY POLICY David A. In a market society, the private sector is presumed to be the most appropriate economic agent. Given this presumption, regulation generally begins with a demonstration of persistent problems under laissez-faire in a given context. Environmental and related regulation occurs because the public believes the free market does not properly value environ- mental quality. In this section, concepts are advanced to aid the reader in understanding the government's role in this respect.

ABSTRACT The presence of gold in lateritic crusts over mafic and ultramafic volcanogenic complexes in / and greenstohe belts, has called the attention in several parts of Brazil and also in Australia. Recent studies reveal the variety of structures and mineralogy of such crusts, and their importance in correlation with host(bed) rock types, as exploration guides, specially for greenstone belt metallogeny. The expected nature of growth of plates and/or nuggets in such crusts is under detailed study, and is considered as possibly due to dissolution and reprecipitation phenomenae of disseminated-fine-low grade ore in the host rock, in this investigation, laterite geochemistry, though incipiently discussed todate, is of fundamental importance and significance. Lateritic gold can be classified texturally as: dusty and diffused, fine, thin platy, taDular, and nuggets. Such gold is pure, and is often restricted to nodular (pisoliths, ooliths, concretions) forms or the matrix, that constitute the crusts or lateritised gravel beds which have an essentially goetnitic nature. Further this gold is recovered directly by mining the crusts or the adjoining placers with the metal derived from them. The thickness and extension of laterite crust zones is extremely variable depending oh the paleoclimatic conditions, and is conditioned to the favourable lithology and its structural expression. However, the "growth" of gold in these laterites will be conductive , without doubt, to several small scale mining activities, specially in the developing countries and regions limited to latitudes 309N and 309S.

The industrial grinding process has undergone changes to better address the market and economic needs. Fine grinding of dry materials has developed to the point where classifying linings and fine ball charges improve mill efficiencies. Roller mills as well have wide acceptance due to their power efficiencies. The mill, by its nature, cannot provide the specific particle size or range of sizes which are required for further processing or final use. Therefore, various separators are operated in conjunction with the mill to control particle size. The sizing device helps minimize over grinding and control top size. Rising energy costs combined with increasingly tighter quality specifications have led to increasing study of the grinding and separation process.
